A Hays man was arrested March 26 after allegedly punching a woman in the face.

Hays Police Chief Don Scheibler said 48-year-old Timothy Michael Weatherbie allegedly struck a woman in the alley behind 20O block West Seventh Street.

According to witnesses, the incident happened after a verbal argument between the two subjects.

The woman sustained a laceration to her lip and potential bruising but declined medical treatment. According to Scheibler, the victim did not know Weatherbie.

Weatherbie&nbsp;was arrested on a battery charge.

Hays Chief of Police Don Scheibler has announced the promotion of Tim Greenwood to deputy chief of police, effective immediately.&nbsp;

Greenwood brings more than 27 years of experience in law enforcement, all of it with the Hays Police Department. His service spans from patrol duties to advanced tactical leadership and department training.

“Tim Greenwood has consistently demonstrated strong leadership and a deep commitment to the community,” Scheibler said. “He has a wealth of experience and a proven track record of helping the department move forward.”

Greenwood began his career with the department as a patrol officer in 1998. He was promoted to sergeant in 2010 and served in that role until 2015.&nbsp;

He was then promoted to lieutenant, a position he held until his recent promotion. Greenwood has also served as the department’s training coordinator since 2013, overseeing officer development and continuing education.

In addition to his supervisory roles, Greenwood has long been involved with the department’s Special Situation Response Team. He served as SSRT Team Leader from 2005 to 2011 and has been the SSRT Commander since 2011.

“His experience in tactical leadership and training has been essential to the department’s readiness and performance,” Scheibler said. “We’re excited to have him step into this new role.”

Greenwood has a bachelor’s degree in criminal justice from Fort Hays State University and has completed several professional development programs, including the Kansas University Certified Public Manager Program and the Kansas Police Administrator Seminar through Kansas Law Enforcement Training Center.&nbsp;

He is also a graduate of Leadership Hays.

Beyond his duties in the department, Greenwood is serving as president of the Kansas Peace Officers Association. He has been a member of the organization’s executive board since 2020 and previously served on its legislative committee.

“Tim’s leadership has earned him respect across the state,” Scheibler said. “His involvement at the state level has brought valuable insight to our department and reflects his ongoing commitment to the law enforcement profession.”

A veteran of the United States Marine Corps, Greenwood’s background in public service extends beyond law enforcement and reflects his strong sense of duty.

Greenwood’s promotion follows the departure of former Deputy Chief Brian Dawson, who retired in March after more than 25 years of service to the city of Hays.&nbsp;

Greenwood will assume command responsibilities in his new role while continuing to support department training and strategic initiatives.

The deputy chief position serves as second-in-command of the Hays Police Department and is responsible for administrative oversight, operations coordination and departmental policy implementation.&nbsp;

“Tim is ready to take on this leadership role,” Scheibler said. “He knows our department, he understands our community, and he’s ready to help shape the future of public safety in Hays.”

New Deputy Chief of Police in Hays announced

The National Weather Service is calling for high winds and blowing dust this afternoon in Hays.

Low humidity also poses an increased risk for wildfires across western Kansas with a critical fire danger for southwest Kansas.

The high is forecast to be 78 on Tuesday in Hays, with a 40 percent chance of showers, mainly before 10 p.m. Tuesday.

More rain is forecast for Thursday through Friday night. Highs are forecast to drop into the 50s later in the week through the weekend.

High winds, blowing dust in forecast for today

Batman has been found and is safe, according to Ellis County Sheriff Scott Braun.

The Ellis County Sheriff’s Office requested the Kansas Bureau of Investigation (KBI) issue a statewide Silver Alert for a missing Ellis County man.

The whereabouts of 81-year-old Roger Batman are unknown and the public’s assistance is requested to help locate him.

Batman is likely driving a silver 2011 GMC Sierra 1500 pickup truck bearing Kansas tag 9625ACG. He was last seen leaving his house in Hays on Monday at 5:00 p.m. He indicated to his wife that he intended to travel to Wichita, Kansas, though his direction and destination are unknown.

Batman is a white male who is 5 feet 7 inches tall and weighs around 180 pounds. He has blue eyes and gray hair. He was last seen wearing a black t-shirt and black jeans. Batman has diminished cognitive abilities and high blood pressure.

UPDATE: 81 year old Ellis County resident found safe

On Thursday, HaysMed had a Chamber in Hays ribbon cutting for its new hybrid operating room.

Both heart catheterization procedures and open heart surgeries can be performed in the new surgical suite.

With technological advances, doctors can perform more heart procedures without opening a patient's chest,&nbsp;Edward Herrman, president and CEO of HaysMed, said.

HaysMed did 1,600 cath lab procedures and 167 heart surgeries in 2024, Herrman said.

Dr. Niranjan Seshardi, interventional cardiologist, explained the functions of the operating room.&nbsp;

He said within the last 20 years, cardiac care has advanced to a "heart team approach." A surgeon and cardiologist treat a patient together.

"The patients benefit by having two sets of experts coming together and taking care of the patient," Seshardi said.

He said much of the new technology requires advanced imaging.

The lab can produce CT scans and other imaging that can be displayed on large screens throughout the OR. Using the new equipment, the doctors can use less contrast in imaging. Contrast can be harmful to people who have kidney issues.

The operating room also has a control room where various aspects of the patient's condition can be monitored. Then that information can be conveyed to the doctors in the operating room.

"Everybody is looking at a slightly different component as we're taking care of the patients, but we bring that all together in this hybrid OR suite,"&nbsp;Seshardi said.&nbsp;

Herrman said the hybrid operating room is essential to patient care and recruiting physicians to HaysMed.

"This is a big win for the Hays community as well as all of the western Kansas communities we serve," Herrman said.

Herrman said, unlike metropolitan areas, HaysMed's patients come from very far away, some coming in by helicopter.

One of the major donors to the project was the Bickle Family Foundation, which donated $1.5 million.

Don Bickle Jr. spoke on behalf of his family, saying, "Our father is and has been a strong supporter of HaysMed and the positive impact it has not only on Hays but western Kansas. Nothing would make him prouder than to see HaysMed grow and prosper."

He continued, "The new hybrid OR is a perfect example of what it takes to be on the cutting edge and offer top-notch care to our community."

The Dennis and Patricia Norris family, J.E. and L.E. Mabee Foundation, Robert E. and Patricia Schmidt Foundation, Hadley Foundation, Verlin and Elaine&nbsp;Pfannenstiel,&nbsp;and High Plains Farm Credit also were major contributors to the project. Total support through the Hays Medical Center Foundation was $4.2 million, Jeff Brull, foundation director, said.

Joe Jeter, Hadley Foundation president, on Thursday additionally announced the establishment of a $500,000 permananet endowment to be known as the Dr. Paul McRae Memorial Fund for Cardio-pulmonary Care.

The earnings from the endowment will be used to provide equipment, education, programming and other benefits for cardio-pulmonary care for patients at HaysMed.

McRae was a practicing veterinarian and rancher in Hays for many years. He died last year. He also served on the Hadley Hospital and Hadley Foundation boards.

"This is a wonderful place to receive the best medical care possible," Jeter said of HaysMed. "We are so proud of it, and we hope to continue to benefit it as best we can. Thank you to everyone in the community for what you do."

HaysMed celebrates opening of hybrid operating room

Last week, the Kansas Legislature voted to override a veto
by Governor Laura Kelly, which ends the three-day grace period for mail-in
ballots to arrive after Election Day.

Starting next year, Kansas will instead
require all ballots to be returned by 7 p.m. on Election Day. 

Local election officials downplayed the effect the change will
have on local elections, and they agreed educating the voters on the
change will be key.

Trego County Clerk and Election Officer Lori Augustine said
the highest number of ballots they had returned after Election Day was five. 

She also said when there was no grace period, voters
also could not return their ballots to any polling location or a drop box. She
said that is the big difference this time around.

“They can still drop them off at the drop boxes and the
polling places,” Augustine said. 

Trego County had more voters who left their ballots in the
drop box at the courthouse during the general election than those who mailed
them back to the clerk’s office, Augustine said.

August said she foresees large counties facing more issues.

“When they get a big number dropped off there, they have to
run those through yet that night,” Augustine said. “Before they could wait till
Wednesday and run them through.”

In Rooks County, Clerk and Election Officer Laura Montgomery
said she had mixed feelings because she’d “like to see as many votes as
possible.”

“Those are some votes that don’t come in because they are
late. They come in after the election,” Augustine.

According to Montgomery, they received three votes during
the three-day grace period of the fall general election, and two votes were
returned after the three-day period had expired.

Ellis County received 24 ballots during the three-day grace
period for the general election, Clerk and Election Officer Bobbi
Dreiling said.

She said she had no opinion either way and followed the law.
However, she said the change would allow her office to complete the ballot count sooner. 

“We can now start finishing up the election sooner and
getting ready for Canvas sooner,” Dreiling said. “The upside was that I am
going to be able to get my work done sooner.”

Dreiling said beginning next year, advanced ballots will
include a neon sheet of paper reminding people that the three-day grace period no
longer exists, so voters shouldn’t wait to return their ballots.

Local election officials react to end of grace period for mail ballots

The annual Fill-the-Ambulance food drive in Hays will collect donations to support community members in need.

The annual event, which supports the Community Assistance Center, will be from 2 to 7 p.m. April 4 at both Dillon’s locations on Vine and Hall Street.

Shoppers will be able to select and donate nonperishable food items, such as canned goods, mac and cheese, toothpaste, and shampoo, from a list provided by EMS at the site. Monetary donations will also be accepted.

Ellis County EMS Director Danita Schroeder will also be at the scene to collect donations for lower-income individuals, such as seniors and families with children.

“It’s been increasing every year, and that’s a good thing to see. Everybody’s more giving,” Schroeder said.

Those who cannot donate during the fundraiser can drop off contributions at the Ellis County EMS station, 1105 E. 22nd St., or the Community Assistance Center, 1108 Oak St. in Hays.

 Hays AMC Cinema 8 manager announces closing

The Ellis County Commission will hear an update on the real estate valuation trends for 2025 during its meeting at 8:30 a.m. Tuesday.

Ellis County Appraiser Eugene Rupp will lead the discussion, which will cover the total assessed value between 2024 and 2025, and changes in the median percentage of value.

The median value changed in different areas last year. Agricultural use saw a decrease, residential values increased by 3%, and commercial and industrial values increased by 2.7%.

The total fine value increased by $135,897,500 from 2024 to 2025.

Each year, a commission meeting is scheduled for a tour led by Public Works staff, during which commissioners visit various road and bridge sites throughout Ellis County.

These include projects that have been completed, are currently underway, are listed in the capital improvement plan, or have been newly identified by staff and the commission for review.

Darin Myers, county administrator, will lead the discussion. The 2025 road tour is set for April 30.

The commission will hear from Katelyn Schmidt, a Roosevelt Elementary fifth-grade teacher, about the school's role in the <a href="https://yacenter.org/young-ameritowne/">AmeriTowne program</a>.

Schmidt will discuss the project-based learning program, which concludes with a field trip where students participate in hands-on, real-world experiences.

She hopes to encourage other schools to adopt the program and attract more community volunteers.&nbsp;

Ellis County Public Works will seek approval to supply labor and equipment to support the city of Ellis’s 2025 chip seal project. The city lacks the resources to complete the work independently.

The city of Ellis will be responsible for material costs, while the county will provide labor, equipment and some materials for work on Washington Street.

Public Safety radio booster installation&nbsp;

Myers will request approval to purchase and install a public safety radio booster in the Administrative Center's basement.

Due to the concrete structure, radio signals are currently inaccessible, creating a significant communication issue for public safety personnel. 

Commissioners will hear from Myers on the Local Workforce Development Areas One and Two merger.

Ellis County is transitioning into the 2026 budget planning phase. Myers will ask commissioners for approval for the proposed budget calendar.

Brendan Mackay, Public Works director, will ask commissioners to officially vacate the county's right-of-way for a portion of St. Jacobs Street in Catharine.&nbsp;

Former Ellis County Attorney Robert Anderson will address the commission about his time with the county and discuss the attorney’s office budget.

Crude prices are on the rise in advance of tariffs and threatened tariffs. On Friday, the near-month NYMEX contract for light sweet crude settled at $69.36 per barrel, up 56 cents on the day and eight cents a barrel higher than a week ago. But tariff deadlines and new threats of possible tariffs on Russian oil sent crude prices higher. By lunchtime Monday, NYMEX crude was trading over $71 a barrel, up more than two dollars on the day. The expiring Brent contract for May was fetching just under $75 a barrel. The June contract was a few pennies higher.

US crude production dipped slightly in January, according to the latest monthly release from the government. The Energy Information Administration reports total production nationwide of 407,537,000 barrels in January, which is down nearly 10 million barrels from the best month ever in December. Output dropped more than 23 million barrels from January last year. EIA estimates Kansas's output of just over two million barrels in January. That's 67-thousand barrels a day, compared to 72-thousand the month before.&nbsp; The top producing states were all lower. Texas drops 105-thousand daily barrels, pumping just under 5.6 million barrels a day.

Weekly crude production in the US was the fourth-best ever last week. At 13,574,000 barrels per day, output is up nearly half a million barrels a day from a year ago. The Energy Information Administration reports a four-week average over 13-and-a-half million daily barrels for a third week in a row. Cumulative production is just a few barrels shy of that mark.

The government added another 300,000 barrels to the Strategic Petroleum Reserve, now topping 396 million barrels. That's up more than 33 million barrels from a year ago. Commercial crude stockpiles were down 3.3 million barrels to 433.6 million barrels as of March 21st. That's about five percent below the five-year average.

The US Energy Information Administration reports total crude imports last week increased by 810,000 barrels a day, after dropping 1.3 million the week before. Net imports are also higher.&nbsp; Crude imports from our northern neighbor averaged just under four million barrels a day in the week through March 21, up 849,000 daily barrels from the week before. Total crude imports averaged 6.2 million daily barrels. Exports were up slightly to 4.6 million.&nbsp; That makes the US a net crude importer by nearly 1.6 million barrels a day...up from 741,000 last week.

The rig count from Baker Hughes is 592, up one gas rig cut down two oil rigs. Ohio was up one rig while Pennsylvania drops one rig. New Mexico was also down one rig from last week.

The Kansas Rig Count from Independent Oil and Gas Service is up three at eight rigs east of Wichita, and up three at 15 rigs in Western Kansas.&nbsp; The tally is up nearly 92 percent from a month ago, but down 28 percent from a year ago. Drilling was underway on Friday on one lease in Ellis County, one in Barton County, two in Stafford County and three in Finney County.

Operators completed 25 new wells in Kansas in the week though March 27th. That's 294 wells so far this year, compared to 278 through the last week in March last year.

Independent Oil and Gas Service reports eleven new well completions in eastern Kansas and 14 west of Wichita. Kansas regulators gave their okay to 15 new drilling locations. That's 173 new permits so far this year, compared to 210 a year ago.

Tina Sarver wants to keep a few chickens in her Hays backyard.

She approached city commissioners during their Thursday meeting with a proposal to amend a local code that would allow up to five hens — no roosters — per household.

Sarver researched ordinances in several other Kansas towns, including Plainville, which allow backyard chickens.

She suggested city registration and fees for each animal and discussed specific housing and care requirements.

Sarver also started a <a href="https://www.change.org/p/amend-hays-kansas-ordinance-to-allow-backyard-chickens?source_location=psf_petitions">petition on change.org</a> supporting backyard chickens, which almost 150 people have signed.&nbsp;

"In addition to fresh local eggs providing a sustainable food source, another benefit would be for in-town 4-H kids who could raise small flocks and learn about animal care and responsibility," Carver said.

The commission asked city staff to do their own research and bring back a proposed amendment for further discussion at a future meeting.

Women Who Lead to raise funds for Sunrise Park

Representatives of the <a href="https://womenwholead.org/">Women Who Lead</a> service organization were granted permission by the city to proceed with fundraising for two phases of improvements at Sunrise Park, 19th and McArthur Road.

Phase 1 would include upgrading the existing infield conditions on the two ballfields and repairing the backstop on one of the fields, adding three additional holes to the disc golf course, adding a kiosk and signage to the disc golf course, installation of a solar light on the new park sign and a new basketball court.

Phase 2 would involve replacing the existing playground equipment with new and updated equipment. According to Jeff Boyle, parks director, the current facilities are more than 20 years old.

Cost of the two phases is almost $50,000.

Jeff Boyle, parks director, said maintenance of the proposed improvements would be a minimal expense for his department.

"Without groups like yours coming forward, it makes it very difficult for us to do upgrades and replace things," said Alaina Cunningham, commissioner. "Thank you so much. You're bringing a great project ... but you're not adding things that cost us more in the end."

The commission set a May 8 public hearing date for a Reinvestment Housing Incentive District Heart for Phase 4 of the Tallgrass 2nd Addition project northeast of 22nd Street and Wheatland Drive.

It is platted for 101 lots, the biggest one-time housing development in Hays' history.

The local developer, Heart of America, has requested the district and proposes the city finance and construct the district-eligible costs related to the project. The city would utilize district revenues to offset its costs.

Heart of America would also provide a deposit equal to 30% of the projected infrastructure costs. The city could use the deposit to pay for the infrastructure costs or debt service on general obligation bonds issued for the project costs.

If the Reinvestment Housing Incentive District is created, the fund would collect incremental property tax revenues for a maximum of 25 years, an estimated $6.8 million.

Commissioner Reese Barrick noted the <a href="https://hayspost.com/posts/016d6ea0-0b96-4188-81d9-42efa7a327a0">Ellis County Workforce Committee recognized housing shortages</a> as one of many factors driving the region’s broader workforce struggles. The Chamber in Hays group met for the first time last week.

"I think we as a city are doing everything we can to help boost housing so we can start resolving these problems," Barrick said.

The commission also adopted the 2024 building code update with minor amendments.

• Exempting permit requirements for small buildings, for fences smaller than 120 square feet, for six-foot tall fences, and for certain decks. • Removal of fire sprinkler requirements for one- and two-family dwellings. • Allowing low ceiling lofts and alternative stairways or ladders so the loft can be accessed with standard stair requirements. • Code non-compliant stairways in existing buildings will be allowed to remain the same during remodeling or made to be compliant. • Battery storage systems and electric vehicle chargers in residential homes.&nbsp;

The mayor's recommendation to appoint Al Klaus to a four-year term on the Hays Housing Authority Board was accepted.

Mayor Sandy Jacobs encouraged local high school students to apply for the city's <a href="https://www.haysusa.com/305/Boards-Committees">Youth Leadership Advisory Board</a>. Online applications are due March 31.&nbsp;&nbsp;

&nbsp;The board promotes community development, involvement and other participation with young leaders within Hays. The city commission appoints members.

The Republican-controlled Congress is asking committees to slash their budgets over the next decade by $1.5 trillion and pay for a $4.5 trillion extension of tax cuts endorsed by President Donald Trump in 2017. Those tax cuts largely benefit corporations and wealthy Americans.&nbsp;

<a href="https://www.cbsnews.com/news/house-budget-resolution-republicans/">Under the plan</a>&nbsp;proposed by the House of Representatives, Medicaid, the joint federal and state program that helps with medical costs for people whose income and resources are very limited, could be subject to $880 billion in cuts over the next 10 years.&nbsp;

And the Supplemental Nutrition Assistance Program (SNAP), which provides food benefits to low-income families, would see about $230 billion in cuts over the same period.&nbsp;

The plan could result in a $95 billion loss in federal funding for states in 2026 alone, according to a&nbsp;<a href="https://www.commonwealthfund.org/publications/issue-briefs/2025/mar/how-cuts-medicaid-snap-could-trigger-job-loss-state-revenue">new report from the Commonwealth Fund</a>. And as the details are ironed out, the report shows that Missouri and Kansas have plenty on the line when it comes to their federal funding and potential economic slowdown in their states.&nbsp;

Missouri could see a $2 billion reduction in federal funding across Medicaid and SNAP over the next decade, according to the report. 

Kansas, which has not expanded Medicaid eligibility under the Affordable Care Act and receives less federal money as a result, stands to lose $485 million in federal funds over the same period.&nbsp;

Researchers at the Commonwealth Fund, a group that studies health care access, also found that the downstream economic effects of potential cuts could mean more than a $2.4 billion hit in Missouri’s gross domestic product in 2026 alone. 

In Kansas, the cuts could amount to $556 million in economic losses through ripple effects such as cuts to jobs in hospitals, pharmacies, grocery stores, agriculture and more.&nbsp;

“If a nurse in a hospital loses her job because of a cutback, then that means she can’t afford to do things like pay her rent or pay her grocery bills,” said Leighton Ku, one of the study’s lead researchers and the director of the Center for Health Policy Research at George Washington University. “So there are repercussions that ripple through the rest of the economy.”&nbsp;

Combined with other potential job loss as a result of Medicaid cuts, nearly 22,000 would be lost.&nbsp;“The way us economists think about it,” said Timothy McBride, a health economist at Washington University in St. Louis, “is that spending on one side is matched by income on another. So if the federal government cuts $880 billion, that’s $880 billion in revenue to hospitals, doctors and drug companies or managed care companies.”&nbsp;Another 2,400 Missouri jobs are estimated to be lost as a result of spending changes to the SNAP program.&nbsp;The report estimates that between cuts to Medicaid and SNAP in Missouri, the end result could mean a $2.4 billion decrease in the state’s GDP and a $175 million reduction in state and local tax revenue.&nbsp;It’s a different picture in Kansas, where state lawmakers haven’t expanded Medicaid and fewer people are part of the program. The analysis estimates that the state could lose about $485 million in federal funds across cuts to Medicaid and SNAP.&nbsp;Kansas could lose about 2,700 in direct health care jobs and another 2,900 food industry or other jobs.&nbsp;“I think of both Kansas and Missouri as being agriculture food production states,” Ku said. “The people who produce food, who process food, who grow food, they’re going to suffer cutbacks to (SNAP).”&nbsp;Food pantries are seeing threats to their federal funding from multiple directions. But because the federal government pays all of the cost for SNAP and states only match the costs for administering the program, they are worried about what it means for their ability to provide food for those most in need.&nbsp;“For every one meal that a food bank provides, SNAP provides nine,” said Karen Siebert, the public policy and advocacy adviser at Harvesters in Kansas City. “If these costs were shifted to the states, there’s no way our state budgets on either side of the state line could absorb that.”&nbsp;“We’re concerned that folks are going to be turning to our charitable food pantries, which do not have resources to absorb those kinds of cuts,” she said.&nbsp;<h2>Impacts may be outsized in rural communities, where more people rely on Medicaid, SNAP &nbsp;</h2>In both Kansas and Missouri, rural counties tend to have a higher reliance on Medicaid or SNAP than other areas of the state.&nbsp;That means rural areas could feel the pinch from the proposed cuts more than others.&nbsp;“In the U.S., Medicaid coverage is higher in rural areas than in urban areas, across the whole U.S.,” McBride said. “That does mean the geographic impact will probably be somewhat higher in rural areas versus urban.”&nbsp;McBride pointed to the financial margins of hospitals, which he said are lower than what most people would expect. In rural communities, margins for hospitals are often zero or negative. If Medicaid dollars were to be reduced, that could put rural hospitals in an even more difficult place, he said.&nbsp;And for rural grocery stores that participate in SNAP, a reduction in SNAP recipients or spending could paint a bleak picture.&nbsp;“A lot of grocery stores have really, really high purchasing minimums to even keep going and get a distributor willing to drive their truck to their area to deliver the food,” Siebert said.&nbsp;“There are so many people who have SNAP benefits in these communities, and if the local grocery store cannot accept those, they may go to other communities where they can use their SNAP dollars,” she said. “And then, they’re going to use their other money there, too, and it takes all of that money out of the community.”&nbsp;It’s still unclear what components of the House or Senate budget plans may move forward, making it difficult for recipients of the federal funds to plan.&nbsp;“Depending on how these cuts are made, more people might become uninsured, more people might lose access to health care, more people might become hungry,” Ku said. “In general, if the state has a more sustained loss, and there’s unemployment, this is not going to help the state economies. This is going to hurt the state economies.”&nbsp;
