A cool front brought cooler temperatures and some welcome rain to Hays Wednesday.

The official overnight rain amount from the K-State Agricultural Research Center south of town was 0.63 inches. A little less - 0.45 inches - was measured at the Eagle Media Center, 2300 Hall Street.

It's been a dry July in Hays with 0.85 inches of rain so far. The cumulative average for the month is 3.33 inches.

Wednesday's high was 90 degrees after several days of temperatures near the century mark.&nbsp;

Thursday's daytime high is expected to be even cooler at 79 degrees. The three-day weather forecast calls for more rain Friday with highs moving back up into the upper 90s.

Cool front brings overnight rain and cooler day to Hays

The Hays Police Department conducted a multi-day active shooter training to prepare officers for high-stress situations.

On Tuesday, Hays police officers were at the permanently closed AMC movie theater,&nbsp;2918 Vine St. On Wednesday, multiple agencies trained at Roosevelt Elementary,&nbsp;2000 MacArthur Road. Hays police officers will be training at the AMC theater again today.

Det. David Gillian is leading the training sessions and said each setting offers different obstacles and challenges that responding officers may encounter.

"The main objective is to ensure that officers are appropriately trained and know how to appropriately respond to an active shooter event," Gillian said.

Gillian told the officers on Wednesday as they debriefed after running a scenario, "We pray that this doesn't happen."

The Hays Police Department worked alongside the city of Ellis Police Department, Victoria Police Department, Fort Hays State University Police, the Ellis County Sheriff's Office and the Department of Wildlife and Parks.

"These events are rapidly evolving. They offer challenges in themselves for one agency to go to, and now you start compiling all the different agencies within Ellis County that would likely respond to, you've got a lot of different moving parts," Gillian said. "It's crucial to train in that type of environment."

Gillian said the training consisted of firing blanks and included actors, some of whom were school staff members.

This is the second year of multi-agency training, following last year's training at Wilson Elementary School.

The estimated cost to remodel the law enforcement center in Hays is $3 million.

<a href="https://hayspost.com/posts/382c7a91-48de-48d8-97cc-fae13f56bf8b">With the Hays Police Department relocating to its own building</a>, the Ellis County Sheriff’s Office plans to reconfigure the space for its operations. Some funds have already been set aside for the project.

The Ellis County Commission discussed about $9.75 million in capital improvement projects during its Tuesday meeting, including plans to remodel the EMS facility in the city of Ellis.

"There are several ways we could fund this over the next couple of years until the other bond expires in 2030, which then one could offset the other and have minimal impact as we move from 2030 to 2040," Darin Myers, county administrator, said.

Ellis County’s only bond is a 10-year bond that will be paid off in 2030, funded by sales tax dollars, not property taxes.

The commission would need to hold three public meetings to approve the bond, with terms ranging from 10 years for about $609,000 to 30 years for about $320,000.

The current EMS building in the city of Ellis, built in 1970, has drainage problems, is outdated and too small to accommodate newer trucks, Myers said.

Williams Spurgeon Kuhl &amp; Freshnock Architects prepared a preliminary design for a new facility with an estimated cost of $2 million. Previous grant attempts were unsuccessful.

The commission plans to work with the city of Ellis to gather input and explore possible financial support.

About 110 fan coil units in the administrative building require replacement at an estimated cost of $1.25 million, which is higher than initially expected. The courthouse HVAC system also requires replacement due to its inefficiency.

"If it gets below 10 degrees, it becomes less efficient and doesn't produce heat," Myers said. "Then we have to shut the courthouse down for multiple days because there's not enough heat."

Myers said maintaining the aging system costs over $200,000 a year, with replacement estimated at $3.5 million.

Commissioner Michael Berges emphasized the importance of addressing the HVAC system proactively to prevent it from becoming a future burden.

A hip-jutting, bold-shouldered posture made famous by actor James Dean, a flick of a hand through hair, extended eye contact, and a lingering second glance signals human interest in romance. Researchers have written entire books about body language people use when they want to hook up. Not surprisingly, other species’ signals read just as obviously.

In this region, we watch the spring strut where male turkeys fan tails and rattle feathers to attract hens. In more remote locales, we might spy male prairie chickens dancing and booming to catch the eye and ear of their ladylove. We laugh at rabbits coyly hopping over and around one another when they seek a mate. Sitting outside on a summer eve, we hear nearby frogs trilling and croaking love songs to woo female amphibians.

On warm June and July nights, love is everywhere, even, I learned, among fireflies flitting about my backyard. Years ago, I discovered these insects’ blinkers flash in search of romance. These enthralling light--then dark--then light beacons have everything to do with reproduction and nothing to do with my delight in their strobe effect. Focused research helped me understand how fireflies control their lights.

Scientists explain that this insect’s ability to glow involves the chemical nitric oxide, which coincidentally helps control human heartbeats and memories. It’s interesting that a chemical that brightens a summer night also has something to do with maintaining brain cells that replay recollections of times past. Humans may not glow and flash as fireflies do, but the elemental bond they share with this charming insect plays a critical role in both creatures’ well-being, though for entirely different purposes.

It also intrigued me to learn that the two hundred species of fireflies each have unique signals that differentiate them from other varieties of the species. Their specifically designed flashes attract appropriate mates. This is critical, considering the short span nature offers them to find partners. Those fleeting flickers are nature’s way to guarantee a favorite summertime insect continues to exist.

 In addition to discovering fireflies use blinking backsides to seek love, I also learned they spend two years in a larval state. In sharp contrast to this long incubation, they exist for two weeks in their beetle/firefly stage. During this brief 14-day period, they mate and lay eggs, according to a Tufts University study.

Two weeks is not much time to find a partner and start a family. Learning this makes me feel guilty for the years I collected fireflies in glass jars to admire in a dark bedroom and for the summers I encouraged our daughters to also enjoy this childhood ritual. Though we released our insects the following morning, we reduced their opportunities to produce offspring.

This information created a new resolve at this house. Those glowing bugs can have their whole beetle stage to find love and produce more blinking nighttime wonders. I won’t interfere in their romances. However, knowing such facts makes me blush to think I’m invading their privacy when I watch their summer light shows.

Three-day weather outlook

A Wichita man was arrested following an almost weeklong string of crimes from Hays Medical Center to Hays Municipal Park.

Hays Deputy Police Chief Tim Greenwood said 30-year-old Thomas Clay Bradford was reported in the backyard of a home at 11:15 p.m. July 3 in the 2900 block of Roosevelt.

Officers responding to the scene found Bradford, who claimed to own the property. Greenwood said Bradford ignored officers’ commands and allegedly tried to flee before being taken into custody.

He was charged with criminal trespass, possession of marijuana, possession of drug paraphernalia, interference with law enforcement and driving under the influence.

Greemwood said Bradford had allegedly driven to the scene.

At 4:43 a.m. July 5, Greenwood said Bradford entered HaysMed, 2220 Canterbury Drive, and allegedly snuck into a patient’s room, where he undressed to take a shower.

Security asked him to leave before they called the police. Bradford was taken to the Ellis County Jail and was held for six hours, Greenwood said.

At 8:55 a.m. July 8, Greenwood said Bradford allegedly tried to enter two occupied vehicles at Hays Municipal Park, 100 Main St. Both drivers drove off, and one reported Bradford to police.

According to Greenwood, the charges from July 5 and 8 were combined into a single affidavit, which was then forwarded to the Ellis County Attorney's Office.

The combined charges from the two incidents include two counts of aggravated burglary, one count of burglary, two counts of THC possession and two counts of possession of drug paraphernalia.

Wichita man arrested in Hays after weeklong crime spree

A North Carolina man was arrested after a string of theft-related incidents across multiple businesses in Hays.

Hays Deputy Police Chief Tim Greenwood said 26-year-old Austin Jacob Smith allegedly stole a 33-round handgun magazine about 10:20 a.m. July 12 from American Shooters, 2503 Vine St.

Greenwood said Smith was identified through American Shooters’ surveillance footage.&nbsp;Officers patrolled the area and spoke to local businesses in search of Smith.

Officers went to Home Depot, 1310 E. 41st St., where a manager reported that the same individual had allegedly attempted to use counterfeit money to purchase tools.

Smith was arrested on requested charges of theft of a firearm, theft of property from three businesses within 72 hours, criminal possession of a weapon by a felon, criminal use of a weapon or possession by a person addicted to a controlled substance, criminal damage to property, interference with law enforcement and DUI-drugs.

Smith was booked into the Ellis County Jail. The officer who was battered has since returned to duty.

Suspect arrested for alleged firearm theft, counterfeit money in Hays

NORTON COUNTY —One person was injured in an accident just after 10a.m. Wednesday in Norton County.

The Kansas Highway Patrol reported a 1997 Chevy 1500 driven by Bryan Wayne Keiswetter, 63, Norton, was eastbound on Road S just east of Road 15. The driver&nbsp; failed to negotiate a curve. The pickup entered the ditch, became airborne and then nose dived into the ground.&nbsp;

EMS transported&nbsp;Keiswetter to the Norton County Hospital. He was properly restrained, according to the KHP.

NW Kansas man hospitalized after violent pickup crash

RUSSELL COUNTY —The death of a Kansas felon who was in custody in Russell County is under investigation.

Just after 9a.m. July 12, 43-year-old James T. Barrows was found unresponsive in his cell at the Russell County Jail, according to a media release.&nbsp;&nbsp;Russell County EMS was immediately called and life saving measures were attempted. Barrows was transported to Russell Regional Hospital where he was pronounced deceased.

Barrows had been in custody of the Russell County Jail since July 11,&nbsp; for a Central Kansas Community Corrections Probation Violation Warrant. He was also being held on a care and treatment evaluation and was awaiting bed space at Larned State Hospital.

&nbsp;By statute, the KBI investigates all in-custody deaths which occur in Kansas jails and prisons unless the inmate who dies is being regularly attended by a physician, or the death is ruled natural by autopsy.

An autopsy for the Barrows is scheduled for this week, according to the KBI.

RUSSELL —&nbsp;The City of Russell utilizes two water sources, one of which is Big Creek. 

Big Creek has stopped&nbsp;flowing over the low head dam immediately downstream from the city’s intake structure. This&nbsp;benchmark as provided within our Water Conservation Plan, moves the city into a Stage 2 Water&nbsp;Warning.

The City Council approved Resolution 10-25 which provides for the following restrictions in accordance&nbsp;with the City’s Water Conservation Plan:

1. Waste of Water is prohibited. This shall include permitting water to escape down a gutter, ditch, or other surface drain, and also failure to repair a controllable leak of water due to defective plumbing. 2. Outdoor watering for residential and public grounds for gardens, lawns, trees, shrubs, water gardens, plants, parks, golf courses and playing fields is prohibited except for one (1) day per calendar week which shall for each user be that property's sanitation pickup day as designated by the City. Watering on such day is permitted only before 10:00 a.m. and after 9:00 p.m. If such customer has multiple sanitation pickup days in a week, then outdoor watering shall be permitted on only the first sanitation pickup day of the week for such customer. Trees, shrubs and plants held for sale by commercial and retail sellers may be watered. 3. Refilling of private swimming pools is allowed one (1) day per week after sunset on that property’s sanitation pickup day. 4. Washing of motor vehicles, boats and trailers on residential property is restricted to Saturdays only. 5. Industrial and commercial users shall not water their lawns or non-commercial trees, shrubs and plants except on property’s sanitation pickup day and then only before 10:00 a.m. and after 9:00 p.m. Trees, shrubs and plants held for sale by commercial and retail sellers can be watered at all times. 6. Industrial customers are required to reduce their water consumption to an amount equivalent to 85% of the average use for the prior five (5) years for the month in question [i.e., sum total of consumption of the user for the month under review for prior five (5) years divided by five (5) multiplied by 85%].

Stage II Water Warning declared in Russell; Big Creek flow over low head dam stops

Hays city commissioners will revisit the proposal to allow chickens in the city limits during their work session on Thursday.

At the March 27 meeting, resident <a href="https://hayspost.com/posts/2e7d82b6-c371-400e-9093-77c1f565fec0">Tina Sarver addressed the&nbsp;commission</a> about the possibility of changing the city’s ordinance to allow backyard chickens.&nbsp;

Staff presented a series of&nbsp;recommendations for a potential policy to allow urban chicken farming at the May 15 work session.

The key points are • Maximum of 5 hens. No roosters • Allowed in any zoning district if the property has a primary structure • Chickens must be contained within a fenced-in rear or side-yard and must be kept in a coop, run or other confined structure at all times • Coops, runs, etc. would be treated like any other accessory structure and would have to adhere to applicable planning and development regulations&nbsp; • No registration system • Complaint driven structure with enforcement handled by Hays community service officers. Violations would be processed through Municipal Court&nbsp;

An online <a href="https://hayspost.com/posts/1be40fc1-300e-4f4a-b2b6-ba3b586694bb">public opinion survey</a> ran for 10 days.&nbsp;There were almost 1,900 respondents, and results indicated 58% supported&nbsp;the initiative, with 40% opposed and 2% no opinion.&nbsp;The city also&nbsp;received 94 written correspondences, with&nbsp;77% supportive of&nbsp;the policy.&nbsp;

Overland Park, Prairie Village, Salina, El Dorado, WaKeeney, Pratt and Goodland are among the Kansas cities that allow chickens.

The commission has also requested a presentation about the future financial sustainability of amenities in the city parks from Jeff Boyle, director of parks. The information will be used for future budget years.

The commission will also review a draft of the 2026 budget.

The total valuation is up 2.5% compared to last year. The mill levy has been held at 25 mills for the 17th consecutive year. The proposed budget recommends exceeding the revenue-neutral rate of 24.382 mills.

Ellis County Fair 2025 KPRA Rodeo

The current SkyWest passenger flight schedule at Hays Regional Airport produces a "nearly optimal" number of connecting flights at United Airlines' Denver hub.

Information presented last week by the city's longtime airport consultant, Gary Foss of The ArkStar Group, to Hays city commissioners was a detailed study of the 2024 Hays market, which had been previously shared with the city's regional carrier, SkyWest/United Airlines, based in St. George, Utah.&nbsp;

An early morning departure to and late evening return from Denver was implemented on April 2, 2024, generating a 131% increase in passengers.

Double-digit passenger growth has continued into 2025, Foss reported. Traffic trends are projected to hit a record 33,869 enplanements in 2025, an 18% increase from 2024. Last year tied 2019's enplanement record despite having two flights in 2025 versus three in 2019.&nbsp;

According to the Bureau of Transportation Statistics, the average round-trip fares from Hays are competitive with those of Kansas City International Airport and Wichita Dwight D. Eisenhower National Airport, when drive time and travel costs, including parking, are factored in.&nbsp;

Still, Hays is carrying just 15% of the available market, Foss said, leaving plenty of opportunity for more marketing of the 32-minute average drive time to Hays in the airport's catchment area.

The city's draft 2026 budget includes a one-mill increase in the airport levy fund, although the overall total mill levy will remain at 25 mills.

Upgrades planned for the airport during the next two years include expanding the paved parking lot from 98 spaces to 161 spaces, all of which will be available for free parking.

Money has been budgeted for a larger passenger terminal planning study.&nbsp;

The TSA screening machine will undergo an upgrade for checked and carry-on baggage to prevent passengers from divesting certain items.&nbsp;

In 2026, the crosswind runway will be reconstructed, requiring a 21-day closure of all runways and a 14-day back-taxi option. The airport will work with SkyWest on the project timing.&nbsp;

Toby Dougherty, city manager, said Essential Air Service funds from the U.S. Department of Transportation remained in the budget bill recently signed by President Donald Trump.&nbsp;&nbsp;

Commissioners also approved two resolutions authorizing and approving the sale of bonds to finance infrastructure on the city-owned property at Interstate 70 Exit 161 and public infrastructure for the Grove housing development on Canterbury Drive and its Reinvestment Housing Incentive District.

General obligation bonds will be used to fund the incentive district infrastructure improvements, permanently finance a portion of the advanced water metering infrastructure improvements, fund a portion of the police station project for $6.8 million, and fund the Grove incentive district economic development grant for $825,000. General obligation temporary notes will temporarily finance the Exit 161 infrastructure improvements.&nbsp;

City officials anticipate the Grove public infrastructure costs will total $3.6 million. Based upon future projections, the city estimates the incentive district increment will be sufficient to pay the debt service on bonds issued to fund the public infrastructure, as well as the bonds issued to finance the related economic development grant in the amount of $825,000.

Costs of the Exit 161 infrastructure are expected to total $4 million net of the grant proposed.

During public comments, Hays resident Ruben Schuckman complained about excessive fireworks debris landing in his yard over the July 4th holiday.

Schuckman submitted a written request to meet with the police chief and mayor about his concerns and offered several options to the littering and noise problems. Those ranged from establishing a fund to help pay a non-profit group to remove fireworks trash from residents' yards to the city moving away from the sale and discharge of fireworks and instead sponsoring a drone light show.&nbsp;

Based upon future projections, the city estimates the incentive district increment will be sufficient to pay the debt service on bonds issued to fund the public infrastructure, as well as the bonds issued to finance the related economic development grant in the amount of $825,000.Costs of the Exit 161 infrastructure are expected to total $4 million net of the grant proposed.<h2>Fireworks concerns</h2>During public comments, Hays resident Ruben Schuckman complained about excessive fireworks debris landing in his yard over the July 4th holiday.Schuckman submitted a written request to meet with the police chief and mayor about his concerns and offered several options to the littering and noise problems. Those ranged from establishing a fund to help pay a non-profit group to remove fireworks trash from residents' yards to the city moving away from the sale and discharge of fireworks and instead sponsoring a drone light show.&nbsp;

The Trump administration has frozen $172,000 in federal title funds for the Hays USD 489 school district.

The funds for the district and others across the country were supposed to be distributed as of July 1.

Superintendent Ron Wilson said the funds have already been allocated. Unless Congress votes to claw back the funds, the money will be automatically distributed after 45 days.

Title funds help pay for extra support for reading and math instruction, support for migrant students and professional development.

Wilson said the state has already eliminated funding for professional development.

If the federal funds are clawed back, the district would be forced to fund the programs through its general fund, Wilson said.

The school board also approved&nbsp;$183,454 for the purchase of&nbsp;180 Dell computers for Hays High School and other staff.

Some of the computers will be assinged to special education staff. The cost of those computers will be reimbursed by the special education co-op.

The cost of the co-op computers will be spread across the participating districts, including Ellis, Victoria, Russell, Hays and LaCrosse.

The purchase is part of the district's scheduled technology replacement program.

During its annual reorganization meeting, the board re-elected Curt Vajnar as president of the board. The board members elected Ken Brooks as vice president.

On Monday, the school board returned the Hays High School handbook to administrators for further review and revision.

The elementary, middle and virtual school handbooks were approved as presented.

Board member Jayme Goetz said she wanted the high school handbook to include specific consequences for violations. She argued these examples would result in consistent discipline.

However, at the previous meeting, Principal Shawn Henderson said some of the verbiage in the handbook had been eliminated to allow for more flexibility in dealing with students based on individual circumstances.

The board also approved changes to policy recommended by the Kansas Association of School Boards.

Trump administration withholds funds from Hays school district

TOPEKA&nbsp;– Lieutenant Governor and Secretary of Commerce David Toland&nbsp; announced 108 grant recipients will share $1 million in total funding from the Kansas Arts Commission (KAC). The funding reinforces KAC’s role as a catalyst for economic development and community vitality.

The state’s vibrant arts and culture industry supported nearly 50,000 Kansas jobs and contributed $5.47 billion to the state economy in 2023.

The $1 million awarded this year will be invested in the arts programs of non-profit organizations, local governments and colleges and universities across the state. In return, awarded organizations are required to provide a dollar-for-dollar investment match.

Funding for KAC grants come from appropriations by the Kansas Legislature and federal support from the National Endowment of the Arts (NEA).

Hays, Lucas, Hoxie among recipients of Kansas Arts Commission grants

The Ellis County Commission agreed to increase High Plains Mental Health Center's county funding by $75,000 for its Crisis Intervention Center at its meeting on Tuesday.

The commission heard an update on the second draft of the 2026 budget and tentatively agreed to increase the mill levy by one mill. However, the full budget has yet to be approved.

High Plains Mental Health's request of about $378,603,&nbsp;a significant increase from last year's $299,975 request,  was tentatively approved by the commission.

Ellis County Sheriff Scott Braun said the Ellis County Jail is not best equipped to handle individuals who have mental health issues. The new facility will offer an option for treatment versus incarceration.

"It will not only help at the sheriff's office, but it will help the Hays Police Department, Ellis Police Department, Victoria Police Department, as well as our surrounding counties," Braun said.

Commissioner Neal Younger said the increase being requested is less expensive than building a new jail.

Commissioners said the Ellis County Historical Society's funding will remain the same as their 2025 request, at $100,000, rather than the $140,000 that the agency had initially requested. The commissioners said the historical society has done a good job of maintaining itself and raising funds.

ACCESS Transportation's funding request of about $111,000 is pending as the commission members said further talks are needed with the city of Hays, which also contributes to funding ACCESS.

The program has lost state funding and is requesting a more than $60,000 increase from the county to cover its funding gap for one year.

ACCESS offers public transportation primarily to low-income, elderly and disabled individuals.

Commissioners also said they are interested in providing funding to&nbsp;Roosevelt Elementary School's AmeriTowne civics program. Commissioner Nathan Leikr said if there is some contingency left over, a $500 donation could be made.

Darin Myers, county administrator, said five Ellis County court-appointed attorneys are requesting a higher pay rate of about $120 per hour. He said more discussions are planned for early August.

Myers also proposed adding three EMS positions to address increased call volume. He suggested they be funded with health sales tax and EMS service revenues.

The commission acknowledged the hard work of volunteers at the Ellis County Fairgrounds and discussed a facilities maintenance position to take care of the 80 acres of property.

Mill levy increased and notice to exceed revenue-neutral rate

Myers discussed with the commission increasing the mill levy to cover outside agency funding, insurance premiums, bond payments and a future 12-hour shift change for the sheriff's office.

Hays resident Ken Kennedy urged caution on raising taxes on residents already burdened by federal, state and local taxes.

The commission also raised economic concerns over agriculture and oil valuations being down. Commissioners Nathan Leiker and Michael Berges said they are in favor of increasing the mill levy by one mill.

"I would make the consideration and exceed the revenue-neutral rate with the caveat that we do our best to maintain what we can and be respectful of tax dollars," Leiker said.

The budget will not be final until the end of August when the budget is published and approved, Myers said.

The commission moved to approve sending a notice to the county clerk of its intention to exceed the revenue-neutral rate for the 2026 budget year.

This notice does not obligate the commission to exceed the revenue-neutral rate but preserves the legal option to do so as final budget decisions are made.

A&nbsp;revenue-neutral public hearing has been set for Sept. 9.

The Ellis County Fire Department displayed two new fire engines after the meeting. These engines were approved for purchase in December 2023.

Myers received approval to update a rental contract for the Schenk and Unrein Buildings at the Ellis County Fairgrounds. Rocky Mountain Elk Foundation requested a change to the indemnity clause limiting their responsibility to injuries or damages only caused by their group or contractors.

The commission approved a bid of about $36,200 from JDR Painting Services to repaint the jail cells and kitchen ceiling at the Ellis County Jail.

The commission approved revised job descriptions as part of the previously approved restructuring of the Public Works Department.
