Area KDOT employees celebrate service anniversaries

On this episode of the Hays Post Podcast, news reporter Becky Kiser talks with Adam Kober, a former Hays Mason, about the upcoming free health and cancer screening outreach in Hays.&nbsp;

The walk-in clinic is a collaboration between the University of Kansas Cancer Center and the Masonic Cancer Alliance.

It will be held 9 a.m. to noon on Saturday, July 26&nbsp; at the First United Methodist Church, 305 W. 7th.&nbsp;

Screenings will be available for prostate cancer, skin cancer and colorectal cancer. Information will be available about tobacco cessation.&nbsp;

No appointment is necessary and all ages are welcome.&nbsp;

The debate over whether to allow backyard chickens in Hays ended quietly Thursday.

After a short discussion, Mayor Sandy Jacobs said there was no consensus among the commissioners on moving forward with a proposed ordinance allowing up to five hens in a fenced-in coop structure.

Vice-Mayor Mason Ruder was concerned about how close a chicken coop could legally be next to another resident's property and spoke of the potential odor. He also didn't want Community Service Officers having to spend their time investigating complaints.

Commissioners Shaun Musil and Reese Barrick, who both grew up around chickens, also talked about the odor if the hens were not properly cared for.&nbsp;

There was no one in the audience to add comment about the issue.

Several commissioners said they'd recently received a large number of negative emails about the proposal.

An online&nbsp;<a href="https://hayspost.com/posts/1be40fc1-300e-4f4a-b2b6-ba3b586694bb">public opinion survey</a>&nbsp;received almost 1,900 responses. Results indicated 58% supported the initiative, 40% opposed it and 2% had no opinion.&nbsp;The city also&nbsp;received 94 written correspondences, with&nbsp;77% supportive of&nbsp;the policy.&nbsp; &nbsp;

Jeff Boyle, director of parks, presented a review of the amenities in major <a href="https://www.haysusa.com/268/Park-Locations-Features">Hays parks</a> and the future financial considerations for maintenance and upkeep.

"We're fighting the battle to keep everything in as good shape as we can, and we'll eventually lose that battle," Boyle said of the Bickle Schmidt Sports Complex.

The same could be said for all the city's biggest parks.

Boyle praised the many local service groups that financially sponsor individual parks and/or playground equipment, which helps spread the city's dollars further.&nbsp;

There are several funding mechanisms for the parks, from the city itself, sales taxes and a 2002 mill levy increase, to donations from local groups as well as businesses and individuals.&nbsp;

A 2004 park master plan concentrated on improvements in the four quadrants of town at Massey, Sunrise, Aubel-Bickle and Seven Hills parks.&nbsp;

The ARC Park, located at 3300 Hillcrest, is the newest and most popular park in Hays, attracting both out-of-town visitors and local residents to its accessible play equipment and splash pad.

Because of its popularity, lifetimes of the equipment and other structures are not expected to be as long as average and will have to be replaced sooner, Boyle said.

"Within the special parks fund, we'll start losing financial ground in 2032 and won't be able to fund everything we currently have in all the parks," Boyle said.

During the nearly one-hour discussion, commissioners discussed various options. 

Those included the premise that not all parks and green spaces require the same amenities, reducing amenities in some areas, transitioning to more affordable amenities, and focusing on maintaining existing amenities rather than adding new ones.&nbsp;

Commissioner Alaina Moore said the city should sustain the parks it has and not close any.&nbsp;

Although he didn't advocate for it, Musil asked about the possibility of a one-mill increase in the parks mill levy.&nbsp;

Toby Dougherty, city manager, said one mill would raise an additional $340,000.

Jacobs suggested getting the public's input on what they want to see in the parks' growth and maintenance.&nbsp;

Access public transportation funding request

The commission had a second look at the draft 2026 budget.

Discussion focused on the new request from Developmental Services of Northwest Kansas for another $107,673, in addition to the $82,500 included in the CARE Council's recommended distributions, to help fund the ACCESS public transportation program.

DSNWK is also&nbsp;requesting an&nbsp;<a href="https://hayspost.com/posts/fbac2993-56a7-4ebb-b494-5a194944d2c2" target="_blank">allocation increase from Ellis County</a>.

Jerry Michaud, DSNWK executive director, earlier said the Kansas Department of Transportation has provided some funding for 2026, but it falls short. The&nbsp;gap is about $161,000.

"That increased request from DSNWK is not in our budget today, " said Jacobs.

Dougherty said the city tries not to spend all its general fund money, and a buffer is available if the commission desires to use it.&nbsp;

Barrick said, "If they have to ask for that much money, it behooves us to work with them to look for efficiencies (in their operation)."

Commissioner Musil asked for further details on some smaller budget line items that had increased dramatically from 2025. Most of the higher costs were due to inflation, with some attributed to the cost of new software training.

"This is a focused budget. We're doing well," Ruder said.&nbsp;

The proposed mill levy would remain at 25 mills for the 17th consecutive year.&nbsp;

"We're very transparent, and we're all open. We're here to answer your questions."

At the end of the meeting, Barrick asked for a future work session discussion about fireworks in Hays. 

"We're all getting a lot of negative emails about the noise and mess of fireworks," he said. "Hays allows selling and discharge for three days while surrounding communities only allow one day."

A 20-minute special session was called related to the financial affairs or trade secrets of corporations, partnerships, trusts or individual proprietorships.&nbsp;

Despite poll, no backyard chickens allowed in Hays

The Hays Public Library will host a program about the creation of eight Catholic parishes in Ellis and Rush Counties in the late 1800s. Father Reggie Urban will give the presentation on Thursday, July 24 at 6 p.m.

In 1876, Father Valentine Sommereisen, a German-speaking priest from France, arrived in Hays just as waves of Volga-German immigrants were settling in the region. In only 19 months, he founded eight Catholic parishes within a half-hour of Hays, spanning Ellis and Rush counties. Join us as we explore his remarkable legacy, the growth of these early faith communities, and the enduring cultural impact of the Volga-German settlers in western Kansas.

Father Urban is a semi-retired priest of the Dodge City Diocese living in Hays. Both sides of his Volga-German ancestry settled in the Pfeifer area. Since living in Hays, he has learned some interesting things about the Catholic priest from France who founded parishes in Hays, Catherine, Victoria, Pfeifer, Liebenthal, Rush Center, Munjor, and Schoenchen.

Developmental Services of Northwest Kansas (DSNWK) has been awarded $162,000 through the Community Service Program (CSP) Tax Credits through the Kansas Department of Commerce at the 50% rate. The tax credits are available to donors on a first come, first served basis and are expected to go quickly.

Tax credits are an incentive for donors to give to charity and non profit organizations. Any tax credit issued by DSNWK that exceeds the state tax liability of the donor is refunded to the taxpayer. “The donor can use the tax credit against their unpaid Kansas state taxes, or receive the credit back as a refund,” said Jerry Michaud, president/CEO of DSNWK.

Businesses and individuals subject to Kansas income tax are eligible to receive a tax credit through this program. Donors giving at least $250 to DSNWK may qualify for a 50% tax credit. For example, a donor making a $1,000 gift receives a $500 tax credit when they file their state taxes, making the net cost to the donor only $500.

“We are very thankful and excited to once again have the opportunity to offer these tax credits for donors,” said Michaud. “These donations will be used for essential improvements and upgrades to accessibility, safety, security, and capacity needs in DSNWK locations. These improvements not only provide a better quality of life for those we serve, but also ensure our service settings are efficient and sustainable.”

DSNWK’s goal is to improve the accessibility, safety, security, and capacity needs through upgrades to developmental centers and group homes, which serve individuals with intellectual and developmental disabilities (I/DD) in the 18 northwest Kansas counties.

The CSP Tax Credits provide an opportunity for non-profit organizations and public healthcare entities to improve their ability to undertake major capital campaigns involving community service, non-governmental crime prevention, youth apprenticeship and technical training, and healthcare services. Wheat streak mosaic complex devastated many wheat fields across central and western Kansas in 2025. The conditions that favored this outbreak were covered in a previous article in May – <a href="https://hayspost.com/posts/59aa6873-dfac-4aac-8980-981117dda37b">High levels of wheat streak mosaic virus in parts of KS</a>.

Wheat streak mosaic complex consists of a complex of three viruses: wheat streak mosaic virus, Triticum mosaic virus, and High Plains wheat mosaic virus. When two or more of these viruses are present in the same field, yield losses can be synergistic. 

As a reminder, the wheat streak mosaic complex of viruses is vectored by the tiny wheat curl mite. We know that mite populations were very high in the state at the end of the 2025 season. Research has reported that up to 500 curl mites can be found on a single healthy wheat head, which can conservatively translate to more than 1 billion mites per acre.

Curl mites can only survive ~4 days without a living host, so when the wheat crop dries down, mites will work their way to the top of plants and assume an “upright posture” to help them disperse by wind. Curl mites don’t fly, and they walk very slowly, so dispersal by wind is their only way to move in the landscape. 

The period when mites are migrating off the mature wheat crop has been referred to as the “mite rain” period, as billions of mites are showering down in the landscape. When conditions are very windy, mites can be passively dispersed more than 10 miles. The highest risk place for curl mites to survive the summer is volunteer wheat that is present at or around harvest.

Conditions that favor grain shattering, such as preharvest hail or harvest delays due to windy storms (such as much of the 2025 Kansas wheat harvest), can increase the presence of pre-harvest volunteers. 

If mites are allowed to survive on this volunteer wheat or alternative hosts until the fall-established wheat crop is planted, there is a high likelihood of another outbreak in 2026. As a reminder, there are no recommended insecticides for wheat curl mite management.

Volunteer wheat control will be essential in 2025

There are two critical periods for volunteer control: immediately after harvest and prior to fall planting. Volunteer wheat present at harvest is the perfect place for populations of curl mites to migrate as the crop dries down. Controlling this volunteer wheat as soon as possible will help dilute the mite populations heading into the remaining summer months. The second most critical window is pre-planting, as mites present at this time will migrate directly to the 2026 crop.

We are expanding the recommendation for volunteer wheat control to include regional recommendations for wheat-free windows (Figure 2).&nbsp;These windows include periods 30 days prior to the start of the optimal winter wheat planting window by zone in Kansas. 

As the wheat curl mite is a community pest, coordinated breaks in volunteer wheat will have the highest likelihood of lowering local and statewide mite levels moving into our 2025 optimal planting date periods.

 Volunteer wheat that emerges after the fall crop is already established poses a lower risk as a green bridge and can be thought of in a similar way as the fall crop. Fall wheat planted early during wheat-free windows risks bridging wheat curl mite to the fall-established crop.

Here are some important considerations for achieving success with wheat-free windows:

· All volunteer wheat should be terminated and completely dead prior to the start of your regional wheat-free window.

· Where possible, the fall wheat crop should not be planted until the end of the wheat-free window.

· Other winter cereals (such as rye and triticale) should not be planted during this period as they can serve as a “bridge” for the curl mites to fall-established wheat

· A regional “break” in the volunteer wheat green bridge will allow for wheat curl mites to die off prior to the start of the optimal wheat planting window.

· Volunteer wheat that emerges after this period is of less concern, as it will be emerging at a similar time as the fall-established winter wheat crop.

· Success is dependent on coordinated efforts in communities.

Powers began her career at HaysMed as a float CNA in the clinics and launched her nursing career on the medical floor. She later transitioned to the ICU, where she developed a strong interest in complex patient care and cardiology. Over the years, she has supported several departments, including Sexual Assault Nurse Examiner, Associate Health, and most recently, the Emergency Room.

“I’ve truly enjoyed serving the people of western Kansas and Hays,” said Powers. “Working in both the clinic and in the OR is something I’m really looking forward to. I’ve professionally grown up with these nurses, providers, and staff. Being on both sides of inpatient and outpatient care is a real passion of mine, and I’m very excited for what’s ahead.”

Bird watchers visit Cheyenne Bottoms, in large part, for the birds. But those birds will not stop if there's nothing to eat. Dry conditions ahead of recent rains have allowed Cheyenne Bottoms staff to plant millet that will eventually serve as duck food. Wildlife Manager Jason Wagner said staff worked approximately 40 acres in Pool B earlier this week.

"We really could have used another shot of rain or two to keep things going a little bit more, but we're perfectly fine with what we've got," he said. "We're heading in the right direction, still."

A few pools around the Bottoms continue to hold water. Pool 1A, with a capacity of 72 inches, is still at approximately 52 inches. Pool 1B, with a capacity of 48 inches, was at 27 inches earlier this week.

"We're still bringing in some water and, of course, we're losing quite a bit of water now because it's starting to get hot and dry," Wagner said. "On those windy days, sometimes we'll lose half an inch to an inch of water a day when it's around 100 degrees."

Wagner said the drier conditions are also allowing staff to work on roads that have deteriorated. A base of large rock has been applied in some areas, and small rock and eventually sand will be laid on top of the large rock.

Mix of conditions good for Cheyenne Bottoms staff, birds ahead of migration

A woman was injured this morning when she allegedly fell asleep while driving on Interstate 70 near Oakley and crashed.

A semi driven by Deborah Kay Maidon, 52, of Wichita was eastbound on Interstate 70 four miles west of Oakley at about 6:13 a.m. today when she allegedly fell asleep, according to the Kansas Highway Patrol crash report.

The vehicle&nbsp;entered the median, crossing the westbound lanes. The semi then went into the north ditch, causing the driver to overcorrect, according to the Kansas Highway Patrol.

The vehicle emerged from the north ditch, re-entering the westbound lanes and crossing the median a second time. The semi then came to rest on both eastbound lanes, according to the Kansas Highway Patrol.

The eastbound lanes of the interstate had to be closed for a time this morning while the wreck was cleared.

Maidon received minor injuries and was taken to Logan County Hospital, according to the Kansas Highway Patrol report.

Maidon was wearing her seatbelt, according to the accident report.

TOPEKA — The Kansas Department of Health and Environment (KDHE) has rescinded a boil water advisory for the Meadow Acres Mobile Home Park public water supply system in Hays.&nbsp;

 The advisory was issued because of a loss of pressure in the distribution system. Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination.&nbsp;

Laboratory testing of drinking water samples collected from the Meadow Acres Mobile Home Park indicate no evidence of bacteriological contamination and all other conditions that placed the system at risk of contamination are deemed by KDHE officials to be resolved. &nbsp;

Ellis County Fair 2025 Ranch Rodeo

The 4th Annual Child Care Provider Appreciation sponsored by Nex-Tech Wireless was a huge success! Over 60 child care professionals from Ellis County attended the event.

In April of 2025, the Child Care Task Force of Ellis County received a grant from Child Care Aware of Kansas in the amount of $30,000 to help purchase items for crisis bags and emergency response as well as fund professional development programs for the next year for area providers.

Stepping up to the plate to help purchase items for the crisis bags were civic organizations Kiwanis Club of Hays, Women Who Lead, the Chamber in Hays, as well as Golden Plains Credit Union.

The crisis bags included backpacks, first aid kits approved by the American Red Cross, and emergency procedure flip charts that will help them respond quickly in the event of a variety of crisis situations, diapers, activities for children, crisis drill schedules, and templates for tracking children/guardian information.

Although the event is over, there are still 30 bags available for local providers. Child care professionals in Ellis County may still pick up a bag at the Chamber in Hays office at 2700 Vine St.

The Child Care Task Force of Ellis County is facilitated by the Chamber in Hays. Its mission is providing resources for child care professionals to cultivate our next generation of community leaders and workforce.

The Kansas Department of Transportation (KDOT) announces approved bids for state highway construction and maintenance projects. The letting took place June 18, 2025, in Topeka. Some of the bids may include multiple projects that have been bundled based on proximity and type of work.

KDOT announces approved June bids for northwest Kansas

Fort Hays State University (FHSU) has a new reason to celebrate as Hailey Witte makes her mark in the world of rodeo. Hailing from Crookston, Nebraska, Hailey is not just an aspiring athlete but a true hometown hero who recently qualified to compete at the National Rodeo. Her achievements reflect the spirit and excellence that FHSU instills in its students.

From a young age, rodeo has been at the heart of Hailey’s life, influenced heavily by family. With a father who was a team roper and bull rider, and an older sister who competed in high school rodeo, Hailey picked up the reins of the family legacy. “I’ve been around rodeoing my whole life, but I didn’t start competing until 8th grade.” With a major in Animal Science/Pre-Vet and a passion for barrel racing, Hailey is not just a competitor, but a rising star in the sport.

“I found FHSU through a friend on the rodeo team who shared wonderful stories about the program. I was eager to take my rodeo career to the next level, and FHSU felt like the perfect place to do that."

Competing in barrel racing, one of the fastest-paced events in rodeo, requires incredible skill and synergy between horse and rider. “In barrel racing, we have to navigate three barrels set in a cloverleaf pattern as quickly as possible. It takes a lot of training and precision,” Hailey said.

Preparing for national competition brought its own unique set of challenges. “I treated it like any other rodeo and just practiced my normal routine.” The key is being consistent. Hailey has a piece of advice for young athletes aspiring to compete at the national level. “The more consistent you can be, the easier it is to perform at places like nationals.”

During the preliminaries at the nationals, emotions ran high. “I had no idea what to expect, especially since the arena setup was different from what I was used to. But after the first two runs, I was really happy with how things were going.” It takes a very well-trained horse and rider to run at a barrel full speed and still run around the barrel without tipping it over.

Although a slip-up in the third round resulted in .04 seconds short of making the short go (the top 12 and the final round). “I was already so proud of my horse, Hummer. Nationals is a big stage with a lot of pressure. This experience showed me just how competitive we can be, even against the best.”

Looking ahead to the next season, Hailey is eager to return to nationals and improve in the upcoming rodeos. “I plan to make 75 percent of the short goes and showcase my other barrel horse, Billie. I’ve trained Billie for four years.”

Being part of the rodeo team has positively influenced Hailey’s college experience. “It has helped me create a structured schedule, balancing homework with practice. The friendships I’ve made, both within my team and with other students, have been incredible.”

Above all, rodeo is more than a sport for Hailey; it is a central part of her identity. “Rodeo has been my whole life since I was little and has shaped me into the person I am today. Without this sport, I don’t know who I would be or what I would be doing. I have been on a horse before I could walk, and I have spent more time in the practice pen than I have spent anywhere else.”

One of the greatest lessons that rodeo has given Hailey is the ability to keep going until she achieves the result she wants. Working with horses and training young colts teaches patience.

Hailey shows her appreciation to the people who have shaped this journey in a heartfelt acknowledgment. “I’d like to thank my coaches, especially Coach Meier, for his unwavering support, and my family for always believing in me. And a special nod to Jerry and Sandy Harms for their guidance with my horses."

As Hailey continues chasing dreams and setting goals, Tiger Nation takes pride in having such an inspiring representative in the rodeo world. In fact, I have been told that this is only the fourth time FHSU has sent a student to the national rodeo – and the first time in more than 20 years!

The passion, determination, and grace shown during this journey will undoubtedly lead to more accomplishments in the future. Here’s to a promising hope for the next national rodeo and beyond—a true hometown hero, Hailey Witte

An Albuquerque man was arrested after allegedly stealing a vehicle and driving it to Hays.

 </figure>By TONY GUERRERO Hays PostAn Albuquerque man was arrested after allegedly stealing a vehicle and driving it to Hays.Hays Deputy Police Chief Tim Greenwood said 19-year-old Benjamin Lawrence Belson allegedly stole a 2017 blue Volkswagen Jetta from Albuquerque, New Mexico.Greenwood said at 6:52 p.m. July 7, after the owner tracked the vehicle to Walmart, officers found the alleged stolen car. Belson was arrested inside the store on requested charges of possession of stolen property and marijuana.Greenwood said Albuquerque authorities are investigating the alleged theft.
