Policies aim to get ahead of Legislature’s debate about weakening tenure rights

TOPEKA — The Kansas Board of Regents ordered state public universities to implement faculty workload and tenure review policies that will bring underperforming professors to remediation, with termination a potential consequence for failure to address deficiencies.

The mandate applied to thousands of faculty employed at Kansas State University, the University of Kansas, Pittsburg State University, Fort Hays State University, Emporia State University and Wichita State University. Expectations for nontenure, tenure-track and tenured faculty wouldn’t be identical from university to university, but all would be assigned annual course instructional loads and undergo yearly reviews in terms of teaching, research and public service.

Faculty at the state’s three research-oriented universities — KU, K-State and WSU — would be expected to teach six to nine credit hours per semester. Annual reviews of these faculty would be based on teaching at 40% to 55% of the workload. Research obligations would range from 35% to 45% of the total. Public service would be 5% to 20% of the job.

Faculty at the three regional universities — PSU, ESU and FHSU — would be assigned 12 credit hours of instructional course work each semester. The faculty evaluation breakdown: teaching, 60% to 75%; research, 15% to 30%; and public service, 5% to 20%.

Tenured university faculty in the Board of Regents system would undergo performance assessments by a campus committee every five years. Those determined to be less than satisfactory would be placed on self-improvement plans. If a faculty member earned a second unsatisfactory annual review, the policy said, the individual would be subject to dismissal, reassignment or other personnel action.

Rusty Monhollon, vice president of academic affairs for the Board of Regents, said the post-tenure and workload policies would help administrators identify faculty falling short of standards and those exceeding those metrics. The goal was to make evaluation of faculty less subjective and to address consternation about the rigor of decisions about faculty appointments, he said.

He expected few university faculty to fail to abide by new productivity standards because the “work they do is good.”

“These are very important policies that are impactful. We want to make sure we get it right,” said Alysia Johnston, a member of the Board of Regents.

Johnston, a former president of Fort Scott Community College, said the final version of policies approved by the Board of Regents left the analysis of tenure review cases to university administrators because the state board didn’t have the expertise to make scholarly judgments. She said the Board of Regents would consider tenure appeals based on claims that due process rights were violated by university administrators.

The Board of Regents voted unanimously at its January meeting to require the six universities to begin documenting and reporting faculty performance data that would be shared with legislators and others to enhance transparency and accountability in higher education.

University reporting would include statistics on student credit hours produced, percentage of credit hours by full-time faculty, bachelor’s degrees awarded, student retention, faculty scholarship and faculty research funding. Information about the number of people granted and denied tenure and the number of faculty who left each university must be documented.

Board of Regents member Matt Crocker, a Manhattan businessman, said he appreciated that the development of a systemwide faculty review policy involved considerable effort by the Board of Regents. He said there was an expectation among members of the Kansas Legislature that faculty workload policies would be rigorous. In the past two years, members of the Legislature raised the possibility of modifying tenure at the state universities.

“The question I seem to get all the time, especially here in Topeka, is making sure I’m a good steward for the state’s funding for higher education,” he said.

Under the Board of Regents policy, each university would craft faculty workload expectations that were “equitable, fair and balanced, and aligned with the unique needs of each department and the whole institution.” While all faculty would be assigned teaching loads, the policy said, exceptions would be permitted for clinical or research faculty, librarians and other personnel in noninstructional roles.

The new systemwide policy was developed by Board of Regents’ staff, university administrators and faculty as well as state politicians. At least four drafts were circulated for review and comment during the past seven months.

Judge Flax set to retire; applicants sought to fill magistrate judge position

TOPEKA&nbsp;– The Kansas Department for Children and Families (DCF) has announced that applications are now being accepted for the Low Income Energy Assistance Program (LIEAP). The application period runs from&nbsp;Tuesday, Jan. 20, through 5 p.m. on Tuesday, March 31, 2026.

LIEAP provides a one-time per year benefit to help qualifying households pay winter heating costs, whether the home is heated with electricity, natural gas, propane, or other home heating fuels. In 2025, more than 43,000 Kansas households received an average benefit of about $680.

“LIEAP plays a critical role in helping Kansas families remain safe and warm through the state’s often harsh winter months,”&nbsp;said DCF Secretary Laura Howard.

The federal government shutdown in late 2025 delayed the distribution of LIEAP funding to states for the 2026 season, which in turn delayed DCF’s planning efforts and the start of the 2026 application period.

To qualify, households must have an adult at the address responsible for the home's heating costs. Applicants must be at or below 150% of the federal poverty level (see the 2026 income eligibility guidelines below).&nbsp;The level of benefit received varies according to household income, number of people living in the home, type of residence, type of heating fuel, and utility rates.

Low Income Energy Assistance Program applications open in Kansas

A 23-year-old woman from Ellis County was arrested on Nov. 30 on allegations of indecent solicitation of a child.

Ellis County Attorney Aaron Cunningham said Trinitee Faith-Anne Collins is being held at the Ellis County Jail. He said the alleged incident involving Collins occurred via electronic communication.

The charge is classified as a level six person felony.

According to court records, Collins allegedly attempted to engage in a sexual act with a minor between the ages of 14 and 16 about Nov. 25.

Cunningham said Collins appeared for a status conference via Zoom on Tuesday morning.

Ellis County woman arrested for alleged child solicitation

The Ellis County Commission delayed action on approving a set of agreements related to the Tallgrass Development solar project during its Tuesday meeting.

The agreements would allow the county to use legal and technical consultants to review the project’s complex documents.

The commission pushed the item back to its Feb. 3 meeting to give the developer time to submit a revised agreement and allow commissioners time to review it before making a decision.

Developer ibV is seeking a conditional-use permit for the project, which, if approved, will be in southwest Ellis County.

• Approved a bid to produce about 10,000 tons of cold-mix asphalt for the county's 2026 asphalt maintenance plan.&nbsp;

• Approved the purchase of firefighting protective gear and medical exams for the Ellis County Fire Department with assistance from grant funding.

• Approved the purchase of a fire skid unit for the county fire department company in Schoenchen, funded by a grant from the U.S. Department of the Interior.

• Approved the purchase of a new phone, radio and dispatch screen recording system for the emergency communication center.

• A Fort Hays State University representative spoke with the commission regarding dumping fees at the Ellis County landfill.

Ellis County Commission postpones solar project agreements

Near-month NYMEX crude settled Friday at $59.44 per barrel, a gain of 25 cents on the day, up 32 cents from a week ago, and more than a dollar higher than at the first of the year. Prices a year ago were just under $79.

Kansas crude prices start the week two dollars higher than the first of this year, but about 12 dollars lower than the first of last year. At CHS in McPherson, Kansas Common starts the week at $49.75 per barrel for a half-dollar weekly gain, after gaining a quarter per gallon on Friday.

Operators completed 24 wells in Kansas last week. That's 42 wells since the start of the year. Independent Oil and Gas Service notes one well-completion in Ellis County, and one in Stafford County. Add two in Finney County, one in Gove County, and one in Rooks County for a total of 11 wells in western Kansas last week.

Topping the list of completions so far this year is Anderson County with 19, followed by Allen County with four.&nbsp; Ellis County is third with three completions since New Year's Day.

Leading the permit tally so far this year are Woodson County with nine permits, followed by Rawlins County with four.&nbsp; Rounding out the state total are &nbsp;Gove, &nbsp;Rice, and Sumner counties with one each. Kansas regulators okayed eleven new drilling permits last week, or 16 so far this year.

The Kansas Rig Count from Independent Oil and Gas Service is unchanged from a week ago, down seven percent from a month ago, and down 17 percent from a year ago. There are seven active rigs east of Wichita, and seven in western Kansas.

Drilling was underway Friday on leases in Russell and Rooks counties.

The Rotary Rig Count from Baker Hughes is up one oil rig but down two seeking natural gas, for a total of 543 rigs. New Mexico is up two rigs; Texas is down two. Louisiana drops by one rig from last week. The total in the U.S. is down by 37 rigs from a year ago. Texas is down 53 rigs from last year at this time. A few states show rising rigs counts compared to last year, including Utah, Wyoming, Ohio, and Louisiana.

Average gasoline prices last year dropped 21 cents a gallon compared to the year before. The Energy Information Administration reports prices have dropped in each of the three years since spiking to an eight-year high after Russia's invasion of Ukraine. The average pump price last year was $3.10 per gallon, down from three thirty-one ($3.31) in 2024, and three fifty-two ($3.52) in 2023. &nbsp;

The cheapest road-trips are still in Oklahoma. Kansas slips to number three. 

Pump prices dropped to five-year lows last week across the country, across the state, and across town. They're up a few cents this week rising to $2.42 per gallon Thursday in Kansas. Only Oklahoma and Texas were cheaper. Diesel prices are about three cents lower than last week.

The government reports big increases in crude oil and fuel inventories. Gasoline stockpiles are up 46 million barrels since Thanksgiving, after rising in each of the last nine weekly reports, including nine million barrels last week. Inventories are four percent above the five-year seasonal average. 

Diesel inventories are dropping. The government says diesel stockpiles are about four percent below the five-year average.

Commercial crude oil inventories rise 3.4 million barrels to just over 422 million as of January 9. The Energy Information Administration says stockpiles are about three percent below the five-year seasonal average.

Strategic stockpiles rise by 200,000 barrels for a total just under 414 million. That's up five percent from a year ago.

Crude oil imports are up three-quarters of a million daily barrels, a 12 percent spike, at just under 7.1 million barrels a day. Imports are up nearly a million barrels a day from a year ago, but down nearly half a million from two years ago. The four-week average is down nearly six percent from last year.

At 4.3 million barrels a day, crude oil exports are up one percent from last week, up five-and-a-half percent from a year ago, and down more than 14% from two years ago. The four-week average is up nearly 300,000 barrels or eight percent from a year ago, at just over 3,900 barrels a day. Refined product exports are down two percent from a week ago at just over seven million barrels a day.

U.S. crude production drops below 13.8 million barrels a day for the first time in nine weeks. The Energy Information Administration reports output dropped by 58,000 daily barrels to average 13,753,000 barrels per day. Output outpaces last year at this time by more than a quarter million barrels a day.&nbsp;The four-week average remains above 13.8 million.

The Bureau of Land Management approved 5,742 permits, a 55% increase from the year before. BLM held 22 lease sales last year, leasing some 328,000 new acres of public land across 10 states.&nbsp;&nbsp;

Prices a year ago were just under $79.Kansas crude prices start the week two dollars higher than the first of this year, but about 12 dollars lower than the first of last year. At CHS in McPherson, Kansas Common starts the week at $49.75 per barrel for a half-dollar weekly gain, after gaining a quarter per gallon on Friday.Operators completed 24 wells in Kansas last week. That's 42 wells since the start of the year. Independent Oil and Gas Service notes one well-completion in Ellis County, and one in Stafford County. Add two in Finney County, one in Gove County, and one in Rooks County for a total of 11 wells in western Kansas last week. Topping the list of completions so far this year is Anderson County with 19, followed by Allen County with four.&nbsp; Ellis County is third with three completions since New Year's Day.Leading the permit tally so far this year are Woodson County with nine permits, followed by Rawlins County with four.&nbsp; Rounding out the state total are &nbsp;Gove, &nbsp;Rice, and Sumner counties with one each. Kansas regulators okayed eleven new drilling permits last week, or 16 so far this year.The Kansas Rig Count from Independent Oil and Gas Service is unchanged from a week ago, down seven percent from a month ago, and down 17 percent from a year ago. There are seven active rigs east of Wichita, and seven in western Kansas.Drilling was underway Friday on leases in Russell and Rooks counties.The Rotary Rig Count from Baker Hughes is up one oil rig but down two seeking natural gas, for a total of 543 rigs. New Mexico is up two rigs; Texas is down two. Louisiana drops by one rig from last week. The total in the U.S. is down by 37 rigs from a year ago. Texas is down 53 rigs from last year at this time. A few states show rising rigs counts compared to last year, including Utah, Wyoming, Ohio, and Louisiana.Average gasoline prices last year dropped 21 cents a gallon compared to the year before. The Energy Information Administration reports prices have dropped in each of the three years since spiking to an eight-year high after Russia's invasion of Ukraine. The average pump price last year was $3.10 per gallon, down from three thirty-one ($3.31) in 2024, and three fifty-two ($3.52) in 2023. &nbsp;The cheapest road-trips are still in Oklahoma. Kansas slips to number three. Pump prices dropped to five-year lows last week across the country, across the state, and across town. They're up a few cents this week rising to $2.42 per gallon Thursday in Kansas. Only Oklahoma and Texas were cheaper. Diesel prices are about three cents lower than last week.The government reports big increases in crude oil and fuel inventories. Gasoline stockpiles are up 46 million barrels since Thanksgiving, after rising in each of the last nine weekly reports, including nine million barrels last week. Inventories are four percent above the five-year seasonal average. Diesel inventories are dropping. The Hays USD 489 has received bids for the $6.6 million Felten Elementary School project.

<a href="https://hayspost.com/posts/b4809d7f-dd2f-497c-95e0-630f47ebdcec">Hays Middle School moved into the renovated Hays High School building at the beginning of this semester.</a>

Renovations will now begin on the former middle school, which will be renovated into a four-section elementary school, Felten Elementary School.

Wilson Elementary School will close at the end of the school year, and those students will move to the newly renovated school.

After the middle school project,&nbsp;Nabholz returned $101,708 in unused contingency funds to the district. Those funds can now be used for the Feltern Elementary School project.

A new entry is being constructed on the northeast side of the school for the kindergarten and first grades. Bathrooms will also be constructed in the classrooms for the lower grades.

New flooring will be installed, and grading will be done for the new playground equipment.

Dustin Avey, managing director/co-head of public finance with Piper Sandler &amp; Co. Public Finance Investment Banking, joined the meeting remotely to discuss bond financing.

Avey explained the revenue from the bond sale, about $7.4 million in interest from that fund and $943,000 from FEMA grant for storm shelters can be used for bond projects. This equals more tahn $165.8 million.

The sale of property could account for another $850,000.

Property and sales tax revenue go into a separate bond repayment fund. All the tax revenue and interest from that fund must go to the repayment of the bond,&nbsp;Avey said.

A reserve is maintained in the bond repayment fund to ensure the school district has enough funds to pay for its upcoming bond payments.

Both sales and property tax revenue can increase. Property tax revenue can increase with higher assessed valuation.

The assessed valuation during the last several years has outpaced estimates. Piper Sandler estimated $3.8 million in sales tax revenue, and the school district received $3.9 million in FY25 and is on pace to reap $4 million in sales tax revenue in FY26.

Avey said once the reserve reaches a certain point, the district can consider lowering the mill levy or paying off the bond sooner. He said the district will likely need to evaluate its reserve during the upcoming budget cycle to determine whether it has reached that point.

Avey said&nbsp;Piper Sandler was conservative when it set the bond's repayment schedule. However, decreases in sales or property tax revenue could also affect the mill levy.

The 0.5% sales tax used to pay off the school bond is scheduled to sunset after 10 years. If that tax is not renewed, the mill levy would need to be increased from 11 to 17 mills.

The Kansas Legislature is also considering ways to address property taxes, including caps on assessed valuation increases.

Hays USD 489 to move forward with $6.6M Felten Elementary School project

The new year brings an exciting new chapter for the Hays Arts Council (HAC), as construction on its long-anticipated renovation project is set to begin in February 2026.

At the end of 2025, PWC, Inc. was officially awarded the bid to serve as general contractor for the project. PWC has an outstanding reputation in Hays and the surrounding region and has recently completed several major community projects, including the Bob &amp; Pat Schmidt Community Center, Fort Hays State University’s Tebo Library, and Cervs.

“This moment marks the transition from vision to action,” said Jo Ann Jennings, Vice President of the Board of Directors and Chair of the Capital Campaign Committee. “I’ve seen firsthand how deeply this project reflects the commitment and generosity of our community. This renovation will have a lasting impact for generations of the Hays community and beyond.”&nbsp;

To prepare for the renovation, the Hays Arts Council will host an “everything must go” community sale from Monday, January 26 through Saturday, January 31, from 10:00 AM to 4:00 PM each day in the former Madd Matter Frame Shop. Art, office supplies, small furniture pieces, and other miscellaneous items will be available by free will donation.&nbsp;

Additionally, the public is invited to attend a Construction Kickoff Event in conjunction with The Chamber in Hays, Kansas, on Monday, February 2, beginning at 4:00 PM at the Hays Arts Center. Brief remarks will be followed by a unique opportunity for attendees to leave their mark on the space before construction begins. HAC leadership will also share information about temporary locations and operations during the renovation period.

Construction is expected to continue through 2026 and into early 2027, with a major community celebration planned later in 2027 to coincide with the Hays Arts Council’s 60th Anniversary.

The Hansen Foundation awarded DSNWK $100,000 for the purchase of two ramp-accessible vehicles to address the increasing demand for accessible transportation. With the addition of these two fleet vehicles, DSNWK remains committed to providing reliable, dignified, and inclusive transportation for individuals with evolving mobility needs.

These vehicles will be used for essential transportation for individuals served by DSNWK, including rides to medical appointments, employment, classes, shopping, and participation in community activities. The majority of the individuals in these service settings require accessible transportation due to mobility issues (i.e. wheelchairs, walkers, canes, etc.) and who will directly benefit from the use of a ramp-accessible vehicle.

“We are so grateful to the Hansen Foundation for their support. DSNWK receives Dane G. Hansen Foundation grant

Yards may need another shot of moisture even after recent rain and snow to alleviate stress in lawns and gardens, said Kansas State University horticulture expert Cynthia Domenghini.

“A good, deep watering with moisture reaching at least a foot down into the soil is much better than several light sprinklings that just wet the top portions of the soil,” Domenghini said. “A deep watering will ensure that the majority of roots have access to water.”

Domenghini urged homeowners to test the moisture content in their yard’s soil by pushing a metal rod or wooden dowel into the ground. “Dry soil is much harder to push through than wet,” she said. Measure how far down the implement goes to determine the amount of moisture is in the soil.

“Although all perennial plants benefit from moist soils before winter, it is especially important for newly planted or over-seeded lawns, as well as newly transplanted trees and shrubs due to their limited root systems,” Domenghini said.

“Even trees and shrubs planted within the last 2-3 years are more sensitive to drought than a well-established plant. Evergreens are more at risk because moisture is lost from the foliage.”

Domenghini shared a few tips for watering common areas of the yard:

Trees and shrubs planted within the last year. Drill a small hole in a five-gallon bucket near the bottom, then fill the bucket and let the water dribble out slowly next to the tree. Refill the bucket once so that you apply 10 gallons. Slow release bags with micropores can be purchased as an alternative to using a bucket. Larger trees planted 2-3 years prior may require more water.

Large trees. Using a soaker hose, circle the trunk one-half the distance to the dripline, or the outermost reach of branches. On smaller trees, you may need to circle the tree several times so that tree roots will be watered.

Newly established bed or foundation plantings. Hook the beginning and end of a soaker hose to a Y-adapter to equalize pressure, which encourages more uniform watering.

Fall planted or overseeded lawns. Use an overhead sprinkler. Watering to a depth of 12 inches is more difficult; try to reach at least six inches deep.

Developer ibV of Florida&nbsp;is requesting a conditional-use permit from Ellis County to erect solar panels in its&nbsp;Tallgrass Development in southwest Ellis County.

The facility would generate 175MW of power for the Southwest Power Pool energy market, connecting via ITC Great Plains’ 345-kilovolt Spearville-Post Rock transmission line.

Tallgrass Development will host two open house events at Gella’s venue room. They will be from noon to 2 p.m. and from 5:30 to 7:30 p.m. on Thursday, Jan. 22.

This will be in a station-type setting where community members can engage directly with the Tallgrass Development Team on specific areas of interest, such as engineering, environmental, community benefits and solar technology.

The Hays USD 489 school district will hear a report on bond funds at its meeting at 6:30 p.m. Monday at the Rockwell Administration Center.

The board is set to vote on a motion to receive&nbsp;$101,708 in contingency funds that were not used in the Hays Middle School renovation project.

The two remaining bond-funded projects include <a href="https://hayspost.com/posts/4906798e-f3ac-4473-a4cb-4899a08613e3">a renovation and addition at O'Loughlin Elementary School</a>. Work is ongoing on that project. Work is set to start on the renovation of the former middle school into a four-section elementary school, Felten Elementary School.

Dustin Avey, managing director/co-head of public finance with Piper Sandler &amp; Co. Public Finance Investment Banking, will join the meeting virtually to review bond repayment mill levy analysis and bond project fund interest estimates.

Hays High Principal Shawn Henderson will give the board an update on the school's new cell phone policy.

Hays USD 489 to receive $100,000 in contingency left from Hays Middle School project 

Rural hospitals are facing economic pressures that have them operating in the red.

HaysMed has not been immune to these pressures. HaysMed Chief Financial Officer Michelle&nbsp;Beckner said the hospital has been operating at a loss and has been relying on reserves to cover the shortfall.

Although the&nbsp;<a href="https://chqpr.org/">Center for Healthcare Quality &amp; Payment Reform</a>&nbsp;reported 68 rural Kansas hospitals are at risk of closing,&nbsp;Beckner claimed HaysMed is not in danger of closing, and the hospital has implemented a plan to be back in the black within two years.

HaysMed is a nonprofit hospital that must file a 990 tax form with the federal government.

<a href="https://projects.propublica.org/nonprofits/organizations/480559088">According to its&nbsp;</a><a href="https://projects.propublica.org/nonprofits/organizations/480559088" target="_blank">2023 Form 990, available through ProPublica</a>, HaysMed had revenues of about $231.6 million but was $10.1 million short of&nbsp;expenses. As of its 2024 990 filing, the most recent available report, revenue had increased to $259 million, and the hospital's deficit had fallen to just less than $115,000.

Those annual reports are usually filed in May.

"We are very blessed, because the board and the stewardship prior to COVID were able to generate a healthy balance sheet for us, so right now that is helping us get through this post-COVID financial landscape," Beckner said.

HaysMed's reimbursement from Medicare and Medicaid does not cover the costs of services,&nbsp;Beckner said.

Medicaid covers about 50% of service costs, and Medicare covers about 80%.&nbsp;

In addition, reimbursements from Medicare and Medicaid are not keeping pace with inflation, widening the cost-to-reimbursement gap. In the last four out of the five years, inflation has grown more than Medicare has increased hospital reimbursement rates.

"Not only are we in the hole, but the hole is getting deeper,"&nbsp;Beckner said.

The hospital makes up the difference from private-pay insurance, such as United or Aetna.

Revising the reimbursement structure is a national legislative issue.

"I would love for our patients to understand the role they could play in supporting us with our legislators," Bekner said. "Are they at the table to say what we're doing in health care right now is not sustainable across the whole state of Kansas? So what can we do that's different? What can we do to increase reimbursements for the patients who need it?"

HaysMed faces $15 million in uncompensated or charity care annually.

Beckner said this is often care for individuals who lack insurance or are underinsured.

Because Kansas has not expanded Medicaid, there is a gap for people who don't qualify for Medicaid and can't afford to purchase insurance through the Affordable Care Act Marketplace, Beckner said.

<a href="https://hayspost.com/posts/bc922e8c-20dd-4a50-8d3a-19106c472222">Health care subsidies under the Affordable Care Act have expired. On Jan. 8, the U.S. House passed a bill to reinstate them, but legislation has not passed in the Senate.</a>

<a href="https://hayspost.com/posts/87dfa1c2-653b-462f-9be2-07f13b029fed">HaysMed CEO Edward Herrman has been an advocate for expanding Medicaid in Kansas.</a>

Herrman welcomed Kelly to HaysMed in April 2024 as she toured the state, urging the Kansas Legislature to allow the issue to go to a vote in both houses.

It's a lifeline for countless individuals and families, ensuring they receive the care they deserve.&nbsp;<a href="https://sunflowerfoundation.org/statewide-poll-on-medicaid-expansion/">A 2023 study by the Sunflower Foundation found 68% of Kansas registered voters support Medicaid expansion.</a>Beckner said uninsured and underinsured residents result in economic and human costs.Patients who do not have insurance tend to delay treatment, so when they are seen at the hospital, they are sicker, Beckner said. This often means their treatment is more complicated and expensive. Delayed treatment can also result in unfavorable patient outcomes, lost time from work and time away from family."By this time, their disease progression is further. It's harder for them to recover or maybe they never recover back to the state they could have had if the disease been caught earlier in its progression," Beckner said, "so I think there are several human implications to that."Drug discountsHerrman has also advocated for the expansion of the 340B drug program. This federal program allows hospitals to qualify for drug discounts.Most small, rural hospitals automatically qualify for a tier of the program because they are designated as critical-access hospitals. To qualify for the deepest discounts, hospitals have to be a university hospital, teaching hospital or care for a high percentage of Medicaid patients.Qualifying for drug discounts under the 340B program would mean about $10 million for HaysMed,&nbsp;Beckner said.HaysMed does not accept Medicare Advantage plans because, Beckner said, the hospital administration does not think it is in patients' best interests. She said that often patients experience higher out-of-pocket costs compared to straight Medicare.Nursing shortageSince the pandemic, the health care industry has faced a shortage of nurses.&nbsp;The national average for nursing turnover is 16.4-18.4%, down from the COVID peak of 20.7%.HaysMed is faring better than the national average with a turnover rate of 7.41% as of January 2026. However, the HaysMed turnover rate is higher than it was at this time last year, when it was 5.91%.More nurses are choosing to become traveling nurses.Covering the higher cost of traveling nurses takes a toll on the hospital's bottom line, but Beckner did not provide an exact number for that line item."It's a little bit of a vicious cycle," Beckner said. "With the nursing shortage, nurses get burnt out more easily because it's harder to get time off or they're asked to do more overtime to care for their patients. They're getting burnt out because we're working short. Then they leave."If a staff nurse leaves, the hospital spends about $60,000 to replace them. Beckner said.HaysMed has increased staff compensation by $8 million during the last two years, Beckner said.&nbsp;"We want to make sure associates are paid competitively to respect their expertise, their skill and honor all the work that they're doing to provide care," she said.How other hospital closures could affect HaysMedKansas has more hospitals at immediate risk of closure than any other state, according to the&nbsp;<a href="https://chqpr.org/">Center for Healthcare Quality &amp; Payment Reform</a>. Thirty are at immediate risk."The current financial forecast for health care, particularly in rural health care, is concerning," Beckner said. ..."I think we will continue to see hospital closures, particularly in Kansas."Unless we figure out a different way to figure out the reimbursement-to-cost ratio, I think we will see additional hospitals close."The latest hospital closure in Kansas was Rock Regional Hospital in Derby earlier this month.If smaller hospitals in the region close, one of two things could happen, Beckner said.HaysMed could see an increase in volume as patients travel farther to receive care.Patients could go to another critical-access hospital that is part of a referral system with another regional hospital. If a patient is accessing a critical-access hospital in northern Kansas, and it closes, those patients might be referred to a hospital in Nebraska rather than to HaysMed, Beckner said.Plans to bring HaysMed back into the blackBeckner said HaysMed has several long-term strategies to bring the hospital back into the black.One strategy is service line growth. The hospital is recruiting more providers, increasing access to care and trying to make it easier for patients to be seen for services, Beckner said.The hospital is focusing on maximizing payments by properly managing prior authorizations and insurance denials, she said.Beckner said the hospital is facing an administrative burden from insurance denials."Another thing we are seeing from payers is they are being more proactive in denying on the back end after the care has been provided," she said. "Payers are saying we don't think that was medically necessary or we don't think that was appropriate care instead of listening to what the provider thought."Beckner said this practice is also difficult for patients who receive a bill for care they thought was covered.The hospital has also tried to maximize labor efficiency and cut supply costs, she said.<a href="https://hayspost.com/posts/5470f484-aaa8-498d-adea-fc256ec3323e">Kansas will receive $222 million from the federal Rural Health Transformation Fund. However, how those funds will be allocated has yet to be determined.&nbsp;</a>"Despite all the financial pressures that we are navigating and all of the headwinds," Beckner said, "we are excited to be here and honored to be serving the patients here in our community."It's an exciting time to be coming up with innovative solutions to be able to care for our patients."
