Victoria is aiming to bring families together with a new splash pad that could open as early as this summer.

John Schulte, Victoria mayor, and Jamie Sterling, Victoria city clerk, said the idea for the splash pad arose from a desire to bring a new amenity to the community.

"It's something to have for our little town. Something different," Sterling said.

The splash pad will be near the city pool and park on Iron Street and could be up and running this year, depending on available funding.

Sterling said the splash pad will feature several interactive water elements, including a tall spinning flower that pours water, fish that spray water and a hoop children can run through.

Schulte said the city received a $25,000 grant from the Dane G. Hansen Foundation, along with support from local donors.

The raffle drawing will be at 5 p.m. Feb. 16 at City Hall, 1005 Fourth St., with all proceeds going toward the splash pad. You can purchase tickets priced at $5 each or 10 for $40 <a href="https://www.victoriaks.com/endowment.htm">here</a>.

"All prizes in the raffle have been donated by individuals or businesses," Schulte said.

About a dozen raffle prizes are listed, including an electric cooler, a custom-engraved limestone rock, a flag-and-medal display box and various gift cards.

A 34-year-old Hays man fell victim to a cryptocurrency-related scam, losing over $3,000 on Jan. 27.

Hays Police Lt. Brandon Wright said the man received a fraudulent check and was instructed to purchase gift cards as part of a supposed Bitcoin game payout.

The victim deposited the fake $3,000 check and spent the funds on gift cards, believing the money was part of his winnings, Wright said.

Wright said the victim bought $775 worth of gift cards and sent them to the scammer.

After the check was determined to be fraudulent, the bank reversed the deposit, resulting in an estimated loss of about $3,775 for the victim.

Hays man loses thousands of dollars in Bitcoin-related scam

Hays city commissioners have a short agenda for Thursday's work session, with just two items.

Jessse Rohr, public works director, will present recommended bid awards for the 2026 street maintenance projects.&nbsp;

The projects for this year include seal coat, polypatch, major rehab (street and concrete alley), asphalt rejuvenator, pavement markings, curb and brick repair, sidewalk rebate program, and in-house crack seal and asphalt/concrete repair.&nbsp;

The total cost of the projects is $953,479, to be funded out of Special Highway Fund, leaving a balance of $135,765.&nbsp;

In other business, James Bell, public relations manager, will give a review of work in the new department.

Catholic Charities of Northern Kansas

Catholic Charities of Northern Kansas will mark the one-year anniversary of its Hays Thrift Store with a community celebration on Wednesday, February 11, at 1011 Centennial Blvd. in Hays. The store will be open from 9 a.m. to 4 p.m. for the anniversary event.

The community is invited to stop by for free popcorn from 10 a.m. to 2 p.m., along with 50 percent off all winter clothing and shoes throughout the day. Shoppers who make a $5 purchase will also receive a complimentary Catholic Charities Thrift Store tote bag. Popcorn and tote bags are available while supplies last.

Since opening in February 2025, the Hays Thrift Store has served as a reliable source of affordable, quality secondhand goods—from clothing and shoes to small appliances and home decor. The store also plays a vital role in sustaining Catholic Charities’ mission to serve&nbsp;all&nbsp;people in need across northern Kansas.&nbsp;

“Our goal is to make basic necessities more accessible to families who need a little extra help,” said Megan Robl, executive director of Catholic Charities of Northern Kansas. “The store provides an option that’s not only affordable but also dignified.”

Conveniently located on the same site as Catholic Charities’ Hays office, the thrift store allows clients who already visit for food boxes, diapers, or hygiene kits to access household goods without needing to travel elsewhere. Individuals and families who meet income guidelines can receive clothing vouchers—typically two pairs of pants and two shirts for each family member every other month—with additional support available for needs such as winter coats or work clothing.

“When you shop here, you’re shopping with a purpose,” said Shannon Werth, Hays Thrift Store manager. “Your money goes right back into helping people in need. No matter where you are in life, you are welcome here.”

&nbsp;The Hays Thrift Store is open to the public and offers a wide variety of gently used items at affordable prices. Donations are carefully sorted by volunteers to ensure only quality, gently used items are offered, with all items priced affordably. 

Every purchase helps fund essential Catholic Charities programs, including housing and utility assistance, food distribution, pregnancy and adoption services, and affordable mental health counseling—making a lasting impact.

Hays Thrift Store celebrates 1-year anniversary Feb. 11

The Kansas House of Representatives introduced seventy bills last week. The topics of these bills ranged from muncipal court fees to regulations on daycare facilities. Detailed below is a sample of six bills from those introduced.

· First is House Bill 2541. This bill would establish a new economic development program in Kansas, operated by the Department of Commerce. The program would administer tax credits to qualified businesses, with less than 250 employees, that make capital investments either in rural Kansas or that would result in direct benefit to rural areas.

· Second is HB 2553, this legislation establishes a new distinctive license plate design option with the Department of Revenue. That option being for the Public Broadcast Service (PBS).

· Third is HB 2555, which would require spending reports regarding the new Rural Health Transportation Fund, established by the Federal Government last year, be presented to the State Finance Council, House Appropriations Committee, Senate Ways and Means Committee, and Legislative Budget Committee, during the interim session period.

· Fourth is HB 2571 would establish costsharing guidelines for both municipalities and the state when planning, designing,&nbsp;financing, constructing, maintaining, or acquiring right-of-way or establishing the controlled access facilities of any existing or proposed highway, road, street or connecting link, including bridges, traffic control devices and other such improvements.

· Fifth is HB 2580, which would create the Kansas International Trade Commission, tasked with seeking out and developing new trade relations with other nations, with Ireland, Japan, and Taiwan being three nations of particular focus. Membership would consist of members from legislative and executive branches, higher education, and business.

· Last is HB 2595. This legislation would create a new stipend program for legal students attending a Kansas law school that wish to practice in rural Kansas after their admittance to the state bar.

House Appropriations (HAPP) was busy again for the third week of session. Seventeen agency budgets were, again, worked, two bills were heard, and one informational briefing was conducted.

On Monday, four agency budgets were worked and one bill was heard. The four budgets were the Board of Technical Professions, Kansas Sentencing Commission, Kansas Office of Veterans’ Services, and State Library. The bill heard was HB 2434, which is the House’s budget bill for this session.

Tuesday saw the committee work seven agency budgets. Those were the Kansas Neurological Institute, Parsons State Hospital, Larned State Hospital, Osawatomie State Hospital, South Central Regional Mental Health Hospital, the Office of the Child Advocate, and the Kansas State School for the Blind.

Wednesday the committee received an update on the state of agriculture in Kansas from the Secretary of Agriculture, Mike Beam, and worked on six agency budgets. Those being the Kansas Lottery, Kansas Real Estate Appraisal Board, Kansas Real Estate Commission, Board of Examiners in Optometry, Kansas Guardianship Program, and Kansas State School for the Deaf.

Lastly, on Thursday, the committee heard HB 2555, the Rural Health Transformation Fund Oversight bill, and worked on five agency budgets. The budgets worked were the Kansas Human Rights Commission, Board of Tax Appeals, Kansas Department of Revenue, Kansas Department of Labor, and the Kansas Public Employees Retirement System.

On Wednesday, the Secretary of Agriculture, Mike Beam, presented an informational briefing to the House Appropriations Committee on the state of agriculture in Kansas. Secretary Beam noted that agriculture is still the largest economic sector in the state, with 235,186 employed jobs and $85.5 billion dollars in activity. He also reported to committee members on several changing trends in agriculture. First, was the growing need for water conservation, especially in the western third of the state. Second, was the spread of Avian Influenza, which is declining though still concerning for Eastern Kansas. Last was the continued growth of beef and dairy production in Kansas, most concentrated in southwestern Kansas. Secretary Beam also answered questions from committee members on trends in trade and food regulations.

WAYMASTER: From the Dome to Home, Feb. 4

Many either know Kansas as a flyover state or viewed through car windows while driving across the flattest, straightest route highway crews could construct. It’s not surprising to hear Kansas labeled boring. 

However, those living here, traveling gravel roads, and wandering rock-strewn shores, grassy pastures, and chalky limestone bluffs and arroyos, find this landscape’s exciting stories.

Two grandkids live on a ranch. Their dad’s parents live in a home built of limestone locally quarried over a century ago. Weathered Post Rock fenceposts define surrounding pastures. 

When the girls were tiny, we’d examine quarried stone, finding embedded inoceramid clam shells and ammonite imprints. When I explained these were ancient relatives of clams and snails they find in creeks or at area lakes, they questioned how fossils got in rocks.

When I explained an ancient sea once covered this land where they live, disbelief dropped their jaws. How would they get to their other grandma’s house if water covered everything. 

As birthdays multiply and fossil collections grow, they still struggle to imagine their home as a shallow sea filled with plesiosaurs, mosasaurs, sharks, small and large fish, along with clams and ammonites. Slowly, they wrap brains around the idea place can change throughout different geological eras.

Rocky outcrops exposing shale, chalk, and limestone layers invite us to play detective, investigating evidence of life that existed before deer, turkeys, coyotes, cows, horses, and humans replaced them.

It doesn’t take long to find cretoxyrhina or squalicorax teeth to reveal sharks swam here, dining on smaller fish. Fossilized clam and oyster shells or imprints teach us this sea bottom supported a thriving shellfish colony whose death and decay mark stone used to construct local homes and fences.

When we find ammonite impressions in either limestone concretions or post rock, we imagine their tentacles propelling them through plankton-rich waters until a plesiosaur or mosasaur popped them out of their shells to gobble an hors d’oeuvre that stayed hunger 'til they snagged bigger prey. 

We’re still searching to find our first belemnite or fossil squid.

Weathered limestone concretions litter the region like crazy polka dots, occasionally splitting to offer peeks at innards. Oftentimes, they’re just chalky limestone ringed with various colors that reveal secrets of this ancient sea and surrounding areas. Far off volcanoes launched mineral-rich ash into thermals that dumped it in these waters, coloring stone that formed over millennia. Sometimes we discover a shell or bit of wood inside these concretions.

Nearby, we find tiny rust-colored iron concretions pocked with botryoidal projections or every now and then spike-shaped iron emerging from limestone. The creations of that burbling kettle of sea-goo constantly amaze us.

Because this was a 600+ mile wide sea bed, trees and resulting petrified wood aren’t common finds. That doesn’t mean it’s not here. Recently, a sharp eyed grand spied a rock that began life as an ancient branch. What fun to tell her, yep, it was wood. Now, it’s stone.

Thank goodness this landscape inspired Sternberg and Fick Fossil Museums where we can visit to learn more about geology and critters that occupied western Kansas. It helps to add Mike Everhart’s Oceans of Kansas to our bookshelf and his <a href="https://oceansofkansas.com/">website</a> to our computer feed. I’m certain endless real-life geology adventures will continue in this place we call home.

Hays woman arrested in alleged $25,000 theft from 85-year-old dependent adult

A 72-year-old Hays woman was the victim of a cryptocurrency scam after losing $7,000 on Jan. 27.

Hays Police Lt. Brandon Wright said scammers claimed they had hacked the woman's phone, found pornography on it and threatened to report her to the Department of Homeland Security unless she paid them in Bitcoin.

Wright said the woman was using a Bitcoin machine at 1301 Vine St. when Police Chief Don Scheibler approached her.

The woman told Scheibler she had been threatened by an individual with a foreign accent, which led her to send $7,000 in Bitcoin earlier that day, Wright said.

Wright said the woman was at the Bitcoin machine to set up an account to send an additional $20,000 after receiving further threats, but Scheibler intervened and prevented the transfer.

Wright said the woman had no illegal material on her phone.

Hays Community Theatre has announced auditions for “The Shady Caper at Golden Acres,” an original comedy written by HCT board member and Hays High School theatre director Bill Gasper.

The action of the play, which is scheduled to take place on Friday and Saturday, April 24 and 25, and 2 p.m. on April 26, takes place in the retirement community of Golden Acres, where residents get tricked into a money-making scam dreamed up by the activities director and her inept boyfriend. In the end, they are caught, but not before a series of twists and turns.

“It’s a fun play that I wrote quite a few years ago,” Gasper said. “When Hays Community Theatre expressed an interest in producing it, I pulled it off the shelf, reworked it, and presented it to a few people to read. It was met with positive reviews, so I’m excited to get things rolling.”

The cast is composed of eight women and six men. Eight people (three men, five women) will play Golden Acre residents. Four people (two men, two women) will play facility employees and the mother of a resident, and two teens (one male and one female) will play the grandchildren of one of the residents.

“With 14 people in the cast, it’s a great opportunity for people to get involved – whether they’ve been a part of productions in the past or want to get involved for the first time,” Gasper said.

Auditions have been scheduled for 6:30-8:30 p.m. on Monday, Feb. 16, and Tuesday, Feb. 17. Auditions will consist of a cold read of a short monologue or “sides” provided at auditions.

Hays Community Theatre seeks actors for original comedy

What better way to begin celebrating Volga German heritage than around the table? The Ellis County community is invited to launch the sesquicentennial celebration with a series of cooking demonstrations highlighting treasured Volga German food traditions passed down through generations.&nbsp;

The Sesquicentennial Cooking Demo Series will be held on&nbsp;Feb. 4, Feb. 18, and Feb. 25, each beginning at&nbsp;6 p.m.&nbsp;in the&nbsp;Gallery Room at the Hays Public Library.&nbsp;

Food has always been at the heart of Volga German families, with recipes carefully shared, adapted, and loved over time. These demonstrations celebrate those traditions and the stories behind them.&nbsp;

The series begins on&nbsp;Feb. 4&nbsp;with&nbsp;Earl Legleiter, who will share his family’s recipe for&nbsp;Mahogany Cake, a longtime favorite. Recipes will be provided, and yes—there will be samples.&nbsp;

Each session offers a chance to learn, taste, and connect with the rich culinary heritage that helped shape Volga German communities in western Kansas.&nbsp;

All are welcome to attend and take part in this flavorful start to the Sesquicentennial celebration.&nbsp;

Girl Scout Troop 11298 of Hays invites the community to give back in a simple yet meaningful way by donating new personal hygiene items while shopping. 

The troop has partnered with High Plains Mental Health Center, specifically the Crisis Intervention Center (CIC), which is scheduled to open in May 2026, to help ensure that individuals aged 18 and older have access to essential hygiene supplies.

Troop members will be stationed at Little Dillons on Hall Street in Hays throughout the weekend of Feb. 6, collecting donations.

 Community members are encouraged to purchase extra items on their way out, such as shampoo, conditioner, body wash, toothbrushes, or toothpaste. 

Through this effort, Girl Scouts are learning the importance of service and compassion as they work alongside the community to support the future Crisis Intervention Center. The public is encouraged to visit Dillons on Hall Street in Hays to support the new Crisis Intervention Center in our community.

This career fair is geared toward students in the following academic programs: agriculture, applied technology, biological sciences, chemistry, computer science, geosciences, mathematics, and physics. As with the other fairs, students from all programs are welcome to participate.

The public is invited to an Ash Wednesday prayer service at 8 a.m. Wednesday, Feb. 18, at the HaysMed Chapel, 2200 Canterbury Drive.

Chaplain Chad Pritchett said the hospital also offers a non-denominational prayer service from noon to 12:15 p.m. each Wednesday and a Catholic Rosary service from 10:05 to 10:25 a.m. each Thursday, both in the chapel.

The chapel is located on the first floor of the hospital at the north end.

All chapel services are open to visitors, patients, families, hospital employees, and the general public, Pritchett said.

SEDGWICK COUNTY —On Thursday morning, the Sedgwick County Zoo reported a&nbsp;wild bird showing potential signs of Highly Pathogenic Avian Influenza (HPAI) had been found on zoo grounds, according to the a social media report from the zoo.

The zoo sent samples out for conclusive testing.

Out of an abundance of caution for the health and safety of their birds, the zoo is increasing their HPAI biosecurity protocols while awaiting the final results.

Signs of bird flu reported at zoo in Kansas 

TUCSON, Ariz. (AP) — Investigators believe the missing mother of “Today” show host&nbsp;<a href="https://apnews.com/hub/savannah-guthrie">Savannah Guthrie</a>&nbsp;is “still out there,” but they have not identified any suspects, a sheriff in Arizona said Thursday.

Pima County Sheriff Chris Nanos also said DNA tests showed blood found on&nbsp;<a href="https://apnews.com/article/savannah-guthrie-mother-missing-nancy-042abd04a6d87e14eecb22f0bc2893d1">Nancy Guthrie</a>&nbsp;’s porch came back a match to her. Authorities think she was&nbsp;<a href="https://apnews.com/article/savannah-guthrie-mother-missing-arizona-tucson-0d6b55fd24f54b2526fd5f8894a52ff2">taken from her home</a>&nbsp;in Tucson against her will over the weekend.

“Right now, we believe Nancy is still out there. We want her home,” Nanos said at a news conference five days after she was reported missing. The sheriff, however, acknowledged that authorities have no proof she is still alive.

A day earlier, Savannah Guthrie and her siblings released an emotional&nbsp;<a href="https://apnews.com/article/savannah-guthrie-nancy-guthrie-mom-missing-88e8731270d05e6e667730d2ed8633d3">message to her 84-year-old mother’s kidnapper</a>, but there has been no public sign of a response.

Savannah Guthrie said her family is ready to talk but wants proof their mom is still alive. In the heart-wrenching video posted on social media Wednesday, she acknowledged hearing media reports about a ransom letter.

“We are ready to talk. However, we live in a world where voices and images are easily manipulated,” Savannah Guthrie said while reading from a prepared statement. “We need to know without a doubt that she is alive and that you have her. We want to hear from you and we are ready to listen. Please reach out to us.”

She was last seen Saturday night when she was dropped off at her Tucson home by family after having dinner with them, the sheriff’s department said.&nbsp;<a href="https://apnews.com/article/savannah-guthrie-mother-missing-arizona-tucson-74d845b070fefe2d94cb92d655308e91">She was reported missing</a>&nbsp;about 14 hours later on Sunday after she didn’t show up at a church.

Guthrie has limited mobility, and officials don’t believe she left on her own. A sheriff’s dispatcher said during the search Sunday that Guthrie has high blood pressure, a pacemaker and heart issues, according to audio from&nbsp;<a href="https://www.broadcastify.com/">broadcastify.com</a>.

The neighborhood’s desert terrain can make looking for people difficult, said Jim Mason, longtime commander of a search-and-rescue team in Maricopa County that isn’t involved in the search. He said it can be hard to see into areas dense with mesquite trees, cholla cactus and desert brush.

“Some of it is so thick you can’t drive through it,” Mason said.

At least three media organizations have reported receiving purported ransom notes that they handed over to investigators. The sheriff’s department has said it was taking the notes and other tips seriously but declined to comment further.

A note emailed Monday to the KOLD-TV newsroom in Tucson included information that only the abductor would know, anchor Mary Coleman told CNN. It also included a dollar amount and a deadline, she said.

“When we saw some of those details, it was clear after a couple of sentences that this might not be a hoax,” she said in an interview aired Wednesday.

The family posted their plea after police searched in and around Nancy Guthrie’s home for several hours Wednesday.

Investigators returned for the follow-up investigation after being at the home earlier in the week for a couple of days, said Kevin Adger, a spokesperson for the Pima County Sheriff’s Department. He said the sheriff’s department was not commenting on the family's video message.

Savannah Guthrie was emotional during the recording, with her voice cracking. She addressed her mother directly, saying the family was praying for her and that people were looking for her.

“Mommy, if you are hearing this, you are a strong woman. You are God’s precious daughter,” she said.

Savannah Guthrie described her mother as a “kind, faithful, loyal, fiercely loving woman of goodness and light” and said she was funny, spunky and clever.

“Talk to her and you’ll see,” she said.

Guthrie was flanked by her sister Annie and her brother Camron.

“Mamma, If you’re listening, we need you to come home. We miss you,” Annie Guthrie said.

President Donald Trump posted on social media that he was directing federal authorities to help where they can, after the White House said he spoke with Savannah Guthrie on Wednesday.

Jeremy Thacker had tears in his eyes as he described the heartbreak and helplessness. He worked with Savannah Guthrie at an Arizona news station. They shared losing their fathers at a young age, and his own sister was kidnapped when he was young.

Thacker said he knew Nancy Guthrie to be sharp, grounded and earnest.

“We’re all holding our breath,” Thacker said.

Sheriff: No suspects, 'Today' show host missing mother 'is still out there'

RILEY COUNTY —The Riley County Police Department has received multiple calls regarding possible Immigration and Customs Enforcement in the Manhattan area on Thursday morning, according to a social media statement from police.

The Riley County Police Department confirms there were operations that were conducted. RCPD was not involved in these operations. 

The RCPD advised the public to refer all questions to U.S. Immigration and Customs Enforcement.

DAMASCUS – U.S. forces conducted five strikes against multiple ISIS targets across Syria, Jan. 27 – Feb. 2, as partner forces continue to apply military pressure to ensure the enduring defeat of the terrorist network, according to a statement from the U.S. Central Command.

CENTCOM forces located and destroyed an ISIS communication site, critical logistics node, and weapons storage facilities with 50 precision munitions delivered by fixed-wing, rotary-wing, and unmanned aircraft.

“Striking these targets demonstrates our continued focus and resolve for preventing an ISIS resurgence in Syria,” said Adm. Brad Cooper, CENTCOM commander. “Operating in coordination with coalition and partner forces to ensure the enduring defeat of ISIS makes America, the region and the world safer.”

U.S. and partner forces launched Operation Hawkeye Strike in response to a Dec. 13 attack on U.S. and Syrian forces in Palmyra. The ISIS ambush resulted in the death of two U.S. service members and an American interpreter.
