<a href="https://help4abuse.org/">Options&nbsp;Domestic and Sexual Violence Services</a>&nbsp;and <a href="https://www.janascampaign.org/">Jana's Campaign</a> hope to require education for bar owners on sexual violence after a recent survey found more than 40% of Ellis County survey respondents said they had sexual intercourse when they were too intoxicated to have consent.

Jana's Campaign and Options Domestic and Sexual Violence Services, both of which serve Ellis County, conducted a survey from October 2024 to January 2025. Representatives of both groups reported on the results during a public forum Thursday night at the Hays Public Library.

Of the respondents surveyed, 24.1% said they had sex one to two times when they were too intoxicated to consent. 7.7% said it had happened three to five times, 1.2% said it had happened six to 10 times and 7.7% said it had happened more than 10 times.

Of the respondents who said they had been sexually assaulted, 17% said they had been sexually assaulted when they were under the influence of drugs or alcohol and 33% said the perpetrator was under the influence of drugs or alcohol.

The survey respondents said the top community issue related to sexual violence in Ellis County is alcohol abuse, followed closely by drug abuse.

Based on these results, as well as interactions with clients, Options and Jana's campaign plan to lobby the local government to require Safe Bar and Bystander Intervention training as a stipulation for receiving a liquor license.

The training lasts about one hour and is conducted at no cost.

Jennifer Hecker, Options executive director, said a similar program, which required bar owners and managers to attend the training, has been successful in Lawrence.

Anniston Weber, Options victim advocate and campus outreach coordinator, said she thinks the problem, in part, has sprung from a drinking culture in Hays.

The two agencies are also hoping to expand Bystander Training programs beyond bars. This presentation gives participants tools to intervene in situations involving partner violence.&nbsp;

All Hays High School freshmen receive Bystander Intervention Training, and Blackburn hopes to extend the training to other schools and youth groups.

Blackburn said the training is not only helpful in dealing with partner violence, but can also be used in suicide, alcohol abuse, drug abuse and bullying prevention.

Almost 80 percent of those surveyed said they had experienced some kind of sexual violence, although the survey was not a scientific sampling.

The vast majority of those people surveyed said they were assaulted by someone they knew.

In the other category, three respondents said they were assaulted by their mother's boyfriend.&nbsp;

On the top concerns list from the survey, child care options was listed at the fourth highest concern.&nbsp;

"Having access to affordable, sustainable child care is sexual violence prevention," Blackburn said. "It could be that the boyfriend has targeted mom because she has children, so when mom's away, he can take advantage of the situation."

The survey also showed high levels of emotional abuse and manipulation in relationships.&nbsp;

• 32.4% of respondents said their partner blamed relationship problems on them. • 31.3% of respondents said their partner put them down in front of others. • 20.5% of&nbsp;respondents said their partner controls who they talk to or spend time with. • 16.5% of respondents said the person stole from them or stole property, as well as said things such as "no one will ever love you." • 14.7% of respondents said their partner threatened to kill themselves if the relationship ended.

Thirty-two percent of the survey respondents said someone&nbsp;who they did not want to be there had approached them or shown up in places such as their home, workplace or school.&nbsp;

About 52% of the respondents reported having received unwanted voice or social media messages.

"Something that I have learned over the last year is that stalking often gets pushed to the side," Blackburn said. "I've been learning more about how important it is to have the conversation about stalking."

Jana Lynne Mackey, who Jana's campaign was named for, was murdered in 2008 by an ex-boyfriend. Jana was stalked before she was murdered.

Stalking is a warning sign for murder in a domestic violence situation, Blackburn said.

Someone may move to another home in a case of relationship violence, but work in the same location, which can put them at risk for stalking or violence at work.&nbsp;

Blackburn said there is a connection between domestic violence and mass shootings. A shooter may kill a partner or family member and then turn violent against others.

Jana's campaign offers workplace training on responding to the needs of a domestic violence victim.

Of the respondents surveyed, less than 9% said they reported incidents of relationship violence to law enforcement.

Other coping mechanisms were as follows: • 49% said they told a friend or family member • 21% said they met with an advocate or counselor • 20% used drugs or alcohol to cope

"Most victims are going to a best friend or family member. Options does a great job, but that's why the general public needs to be educated about these topics because [friends and family members] are where people are feeling most comfortable turning to," Larissa Whitney, Jana's Campaign education and prevention specialist, said.

Those friends and family members can direct victims to support such as Options.

Weber said, "People know we exist, but people come to us at their absolute worst when things have been blown out of proportion, when people can come to us when it's not at that point.

"A lot of people minimize the things they are going through, so they don't think they should talk to an advocate or be in contact with a therapist," she said.

Hecker said victims tell themselves things such as, "Someone else needs this help more than I do."

She said, based on the information from the survey, the community might benefit from Options shifting its messaging to friends and family instead of victims who may be too traumatized to reach out for help by themselves.

"You can help by taking your friend," she said.

Blackburn said Jana's campaign is seeing the question, 'How can I help a friend?" over and over on student surveys.

You are encouraged to wear denim on Wednesday. This is to show support for sexual assault survivors. The day sprang from a court case in Italy in which a judge ruled a woman was responsible for her sexual assault based on the tightness of her jeans.

The Rock Against Rape will be from 7 p.m. to midnight May 3 at the Fort Tavern in downtown Hays.

A Thomas County Community Forum will be from 5 to 6 p.m. June 10 in the multi-purpose room in the Union at Colby Community College.

A Russell Community Forum will be from 6 to 7 p.m. June 16 at the Dream Theatre in Russell.

Advocates to campaign for sexual violence education for Ellis County bar owners, managers

With no comment during the public hearing, Hays city commissioners approved the issuance of industrial revenue bonds for a $7 million building project planned by A&amp;A Coors, Hays.

The business, 823 E. Eighth St., wants to build a new 43,000-square-foot warehouse/distribution facility in the industrial park, Ninth and Commerce Parkway. Construction is expected to start this summer, with completion anticipated in mid-2026.

Industrial revenue bonds use the city as a conduit. They do not affect the city's debt limit or taxpayers. A&amp;A is also requesting a 10-year property tax abatement as well as a sales tax exemption on materials, estimated at $38,812.

Bid awards were also approved for two street projects:

• $136,483 to Morgan Brothers Construction, La Crosse, for parking lot and access improvements at the water resources facility, 1000 Vine.

• $101,420 to C-Hawkk Construction LLC, Eudora, for pavement markings on Hall Street, East 13th Street, and the Vine Street roundabouts.&nbsp;

Commissioners approved mayor appointments to two volunteer boards:

Toby Dougherty, city manager, also talked about the new state law allowing year-round fireworks sales in Kansas.

"What it means for you right now is nothing," Dougherty said, "because it does cede local control back to the sale and use term. So your ordinances that are in place would provide for that.

"If we do have a year-round fireworks vendor that wants to set up a permanent shop, we may have to look at minor ordinance changes that would look at that because everything now is set up for seasonal (sellers)."

Hays' ordinance allows for the sale and use of fireworks from 10 a.m. to 11 p.m. on July 2-4.

"I've had people ask me since it's year-round sale, can they pop them year-round," said Mayor Sandy Jacobs, "and the answer, of course, is no."

Dougherty also said he would be talking with the Kansas Water Office on Monday about possible postponement of the city's <a href="https://hayspost.com/posts/303a045a-3677-45e2-99d9-b19653abaad1">recent request for a water release from Cedar Bluff Reservoir</a> in light of this week's rains.&nbsp;

The release was scheduled for May 5.&nbsp;

Vice-Mayor Mason Ruder was absent from the meeting.&nbsp;

Over the last ten years, stripe rust has been one of the most damaging wheat diseases in Kansas. 

There are several factors that contribute to the development and severity of stripe rust in our region within a given year. The stripe rust pathogen typically does not survive in Kansas over the winter but can survive in Texas through the winter months and make its way back north as the weather warms in the spring. Because of this, weather conditions in Texas can be important indicators of how bad stripe rust will be in Kansas.

Our K-State plant pathologists have received reports that low levels of stripe and leaf rust were active in College Station, TX, and Waco, TX, in late February. 

Currently they have not received any reports of stripe rust in Oklahoma or Kansas. Historically, stripe rust detections in Kansas prior to April 15 have been associated with bad stripe rust years. Scouting efforts over the next few weeks will be very important.

Conditions this fall/winter were dry in parts of Texas that are important for stripe rust overwintering. At K-State, they combine this information with several weather-based models to help forecast whether or not stripe rust will be widespread and yield limiting in Kansas. 

Right now, all models are indicating that the stripe rust risk is generally low for this year. Historically, years that begin like this have ended with lower-than-average yield losses in Kansas to this disease.

Of course, stripe rust severity in Kansas is still driven by weather conditions in the state in the late spring. Once stripe rust is detected in Kansas, cool evenings and extended periods of canopy moisture will be necessary for disease establishment at levels that would result in yield losses.

The disease situation can change rapidly, and it is important to continue to scout for signs of disease development as the season progresses. 

K-State Research &amp; Extension will continue to provide updates on stripe rust occurrence and weather outlook as we move toward critical growth stages for fungicide applications in Kansas over the next several weeks. CAMBELL: Outlook for stripe rust in 2025 Kansas wheat crop is optimistic

The filing deadline for the 2025 Cottonwood Extension District Board Election is June 1, 2025. Interested individuals must be residents of either Barton or Ellis County and file for candidacy through the respective county clerk’s office. Four positions—two from each county—will be on the ballot during the upcoming election.

What Is the Cottonwood Extension District?

The Cottonwood Extension District is part of K-State Research and Extension, a statewide system that brings the resources of Kansas State University to local communities. Our staff work in areas such as agriculture and natural resources, family and consumer sciences, 4-H youth development, and community vitality. DODGE CITY – The TMP-Marian Monarchs softball team remained unbeaten
with a pair of run-rule victories over the Dodge City Red Deamons Friday in
Dodge City. &nbsp;

GAME 1: TMP 17, Dodge City 2 In the first game of the day, the Monarchs' offense exploded
for 11 runs in the fifth inning in a 17-2 win over the Dodge City Red Demons.

All nine Monarchs in the lineup collected at least one hit,
and eight drove in at least one run.

With one out in the top of the first, the Monarchs recorded
three straight singles, with Brooke Koenigsman and Paige Koenigsman driving in
runs, putting TMP up 2-0.

Dodge City scored two in the bottom of the first inning, tying
the game at two.

After a scoreless second, TMP broke on the scoreboard again,
scoring four more runs in the top of the third inning.

The Monarchs scored three runs on an error, and Adison
Watson added an RBI single, helping the Monarchs build a 6-2 lead through two
and a half innings.

TMP’s big inning came in the top of the fifth inning,
scoring 11 runs. 

With the bases loaded, Dodge City’s shortstop committed an error,
putting TMP up 7-2.

Two hitters later, Brooke Koenigsman doubled to left, scoring
three runs, giving TMP a 10-2 lead.

Two batters later, Bria Windholz singled Koenigsman home for
an 11-2 lead.

Adison Watson followed with a two-run double, making it 13-2
TMP.

Following an error, Teagan Gottschalk drove in two more with
an RBI single.

TMP followed that with back-to-back RBI triples from Raegan
Allen and Brynn Rebel as they built a 17-2 lead on their way to the victory.

Brooke Koenigsman drove in four runs and scored three times.
Adison Watson added three RBIs. 

Brynn Rebel allowed just one earned run, on three hits with
four walks and eight strikeouts in five innings for the win.

GAME 2: TMP 18, Dodge City 1 The Monarchs carried their offensive explosion from the
first game into game two, scoring 11 runs in the first inning on their way to an
18-1 win.

The game's first two hitters reached base for TMP, and
Brooke Koenigsman promptly drove them home with a two-RBI double.

Koenigsman scored on a passed ball, and the next four
Monarchs walked with a fourth run crossing the plate on an error by the
pitcher.

A fifth walk in the inning, with the bases loaded, by Molly
Helget put TMP up 5-0.

Brynn Rebel followed up with a two-run double, then back-to-back
RBI singles for Hannan Rose and Koenigsman made it 9-0 TMP.

Bria Windholz added an RBI single and Addison Watson a
sacrifice fly to put TMP up 11-0 in the top half of the first inning.

After Dodge City scored a run in the bottom of the first,
TMP scored more in the top of the second inning. Scoring on a Rose RBI single
and a Paige Koenigsman ground out, putting TMP up 13-1.

A Bridget Feldt RBI single made it 14-1 TMP in the top of
the third inning.

Teagan Gottschalk’s two-run home run led off a four-run inning
for TMP, putting the Monarchs up 16-1.

They also scored on an error and a Feldt single on their way
to the 18-1 victory.

Brooke Koenigsman drove in three runs in the game for TMP.
Hannah Rose and Brynn Schoepf each added three runs scored.

🥎Monarchs keep winning streak alive with sweep of Dodge City

HAYS, Kan. - The 21st-ranked Fort Hays State baseball team opened its final regular season home series with a 4-1 win over Northwest Missouri State Friday in front of a full house at Pack the Park 2025. The Tigers are now 31-11 on the year and 25-6 in MIAA play, matching their highest win total in MIAA play since joining the league in 2007. The Bearcats dip to 21-23 overall and 15-16 in conference action.

The Tigers took a 1-0 lead on a solo home run from Elliott Herrmann&nbsp;in the bottom of the second, his 10th long ball of the season. Cesar Saavedra&nbsp;doubled the lead with a home run to nearly the same exact spot in left center two innings later, putting the Tigers up 2-0.

Those two runs were all the support Ty Riley would need, with the senior turning in another masterful performance. Riley tossed his fourth complete game of the season, striking out 11 batters while allowing just one run on six hits and three walks. He retired the side in order three times and at one point retired 11 in a row.

With his first strikeout of the game Riley took sole possession of the program's single season strikeout record that he tied in his last outing. Then in the fifth inning he became the first pitcher in program history to strike out 100 batters in a season before ultimately finishing the game with 106 punchouts on the year.

Herrmann made it 3-0 with a sacrifice fly in the bottom of the fifth before Trey DeGarmo&nbsp;came around to score on a dropped fly ball in the home half of the seventh. Northwest Missouri State tried to claw back in the top of the eighth, manufacturing one run after two hits and a walk. But Riley was able to limit the damage to just one run after striking out the final batter looking to end the inning.

Three solid defensive plays helped Riley slam the door in the ninth, with DeGarmo making an impressive backhanded stop followed by a strong throw across the diamond for the first out. The reigning MIAA Gold Glove winner at third base then made a great catch on a hard-hit line drive before Tony Moore&nbsp;made a good stop and throw at second to secure the win.

Degarmo and Saavedra both had two of FHSU's eight hits, while Ural walked twice alongside one hit.

The Tigers and Bearcats are scheduled to continue the series on Saturday beginning at 4 p.m. before concluding the weekend on Sunday beginning at noon.&nbsp;&nbsp;

Dolores P. Petz, age 95, of McCracken, Kansas passed away Wednesday, April 23, 2025, at
Via Christi Village, Hays. She was born on March 12, 1930, in Ellinwood, Kansas
to Anton and Barbara (Auburger) Kowalsky. Dolores graduated from the Catholic
High School in Ellinwood. On October 16, 1947, she married Donald J. Petz. He
preceded her in death on June 15, 1984.



Dolores was a homemaker and a farmer along with Donald She continued farming
after Donald’s death in 1984 retiring in 1996 when their son, Danny took over
the farming operations. Dolores was artistic in nature particularly landscape
oil paintings. Her painting was a way for her to pass the time while she was
caring for Donald. She was a member of St. Mary’s Catholic Church and the Altar
society both in McCracken. She also attended St. Mary’s Catholic Church in
Ellis. Family was especially important to Dolores and keeping her family
together was always a priority for her.



She is survived by her sons, Chris Petz and wife Jackie Kennedy of McCracken
and Darrell Petz and wife Cynthia of Andover, Kansas; nine grandchildren, Terri
Everhart and husband James, Kelly Petz and wife Melanie, Angie Timson and
husband Trent, Troy Petz, Melissa Leiker and husband Chad, Chansler Petz and
wife Kaylyn, Chelsea Wells and husband Kurt, Dustin Petz and wife Shelly and
Shanda Preston and husband Shane; 27 grandchildren; 2 great-great
grandchildren; daughters-in-law, Madeline, Patricia, and Joy as well as a
son-in law, Harold.



Dolores was preceded in death by her parents; her husband; sons, Gene, Danny,
Tim, and Kirby; daughter, Sherry Witthuhn and a grandson, Eric Petz.


Funeral services will be 11:00 AM Monday, April 28, 2025, at St. Mary's
Catholic Church in McCracken, Kansas. Burial will follow in the McCracken
Cemetery.



Visitation will be Sunday 4 PM - 7 PM with a combined parish vigil and rosary
service at 6 PM all at Keithley Funeral Homes and Crematory - Brock's Chapel
2509 Vine Hays, KS 67601. Monday visitation will be 10 AM until service time at

Kathleen
O. Fischer, of Plainville, Kansas, passed away on April 23, 2025, at the Rooks
County Health Center in Plainville, at the age of 80. She was born on December
31, 1944, to Timothy and Mildred (Write) Fischer in Oklahoma City, Oklahoma. &nbsp;She was married to Timothy S. Boyd. 

Kathleen
grew up in Plainville and Hays, Kansas and graduated from High School in 1962. A
proud and adventurous spirit, Kathleen served in the Army, where she drove a
deuce and a half — a role she took great pride in. She was an E4 at Fort Riley,
home of the Big Red One.&nbsp; Later in life,
she also earned her master’s degree in social work from the University of
Kansas. She pursued her passion for beauty and style by attending cosmetology
school. She worked in salons for many years and was known for her warm personality
and talent behind the chair. 

She
was also a dedicated member of the Merci Box Car organization in Hays, honoring
her deep appreciation for history and service.

Kathleen
was a woman of many interests and passions. She loved motorcycles and trains,
and her heart was always open to animals of all kinds. Her love for
hairdressing never waned, even after retirement, and she cherished the
friendships she made throughout her life. Whether she was striking up a
conversation with a stranger or caring for a furry companion, Kathleen brought
warmth and joy wherever she went. She will be dearly missed by all who knew and
loved her.

Kathleen
is survived by her beloved husband, Timothy Boyd of Plainville; and niece,
Michelle Fife of Amarillo, Texas. She is preceded in death by her parents, and
brothers, James “Jimmy” Fischer and Robert “Robby” Fischer.&nbsp;

funeral service will be held on Wednesday, April 30, 2025, at 1PM with a
visitation time noon until service time, at First Baptist Church in Plainville.

One person was arrested after a Russell man was shot and killed at his home Thursday night.

The Kansas Bureau of Investigation issued a news release Friday, stating that the Russell Police Department responded after a citizen called 911 to report a shooting.

When officers arrived in the 800 block of East Second Street in Russell, they found 49-year-old Deborah Torres of Russell with apparent gunshot wounds. The press release said her husband, 49-year-old Robert Torres of Russell, was inside their home.

When officers entered the home, they found Torres deceased in the living room from apparent gunshot wounds. The KBI statement said officers cleared the home and found no other individuals inside.

Officers obtained information leading them to suspect 33-year-old Robert "Bobby" James Torres of Russell, who was allegedly responsible for the shootings, the press release said.

Deputies from the Russell County Sheriff's Office located the suspect in the 2200 block of U.S. Highway 40 in Russell and took him into custody without incident.

The press release said Bobby Torres was booked into the Russell County Jail on suspicion of first-degree murder and attempted murder.

An autopsy will be conducted, according to the KBI press release. The investigation remains ongoing, and all suspects are presumed innocent until proven guilty in a court of law.

Fantasy Graphics Tattoo Studio of Hays <a href="https://www.facebook.com/share/p/1FZ2D3F5xY/">announced</a>&nbsp;on Facebook Friday the death of tattoo artist Robert Torres. The post also said his wife, Debbie, has been hospitalized.

Robert and Debbie’s niece, Crystal Damm, created a <a href="https://www.gofundme.com/f/memorial-and-medical-fund-for-robert-torres">GoFundMe</a> stating Debbie is expected to make a full recovery. As of Friday afternoon, the fundraiser had raised more than $3,700 to help cover funeral and medical expenses.

The GoFundMe said, "Robert touched so many lives. He was the light in every room he entered and always made sure to make everybody laugh. He dedicated his life to supporting his family in every way possible."

The series begins Friday with the annual Pack the Park event, with first pitch set for 7 p.m. The Tigers and Bearcats will then face off in game two starting at 4 p.m. on Saturday before concluding the weekend with Senior Day beginning at noon on Sunday.&nbsp;&nbsp;

Ruggels, of Russell, KS, was born August 23, 1931, in Republic KS to Clifford
H. and Evelyn (Neil) Larkins.&nbsp; She went to her heavenly home on March 25,
2025, after a brave battle with cancer.

Most of Thurlene’s early life
was spent in Burr Oak, KS with her siblings, Beverly and Ronald and parents.
Midway through high school she moved in with her mother’s brother and wife, Lee
and Helen Neil, of Courtland, KS where she graduated from high school.&nbsp;
Her love of music led her to Bethany College where she studied for two years
before accepting a teaching position in Natoma, KS with plans to save
sufficient funds to return to Bethany.&nbsp; The trajectory of Miss Larkins’
future was altered when local bachelor, Paul Ruggels, espied the new teacher
from his seat in the Methodist Church Choir.&nbsp; The couple married on June
22, 1952, and were the parents of four children: Paula, Thomas, Pamela and
Vance.&nbsp; Paul preceded her in death on May 16, 2000.&nbsp; 

Thurlene enjoyed a full and
fruitful life as a devoted wife, mother, grandmother, great grandmother,
friend, teacher, restauranteur and banker.&nbsp;&nbsp; After her marriage, she
received both bachelor’s and master’s degrees from Fort Hays State College and
also received a post-secondary degree from the Graduate School of Banking at
the University of Wisconsin-Madison.&nbsp; Under her leadership as CEO of what
is now Southwind Bank, operations were expanded to include an office in
Russell, KS.&nbsp; Thurlene served many years as President of the Bank and
Chairman of the Board. 

Mrs. Ruggels was also active
in many organizations and committees.&nbsp; As a member of St. John Lutheran
Church, she delighted in sharing her musical talents in the bell choir and as
pianist for Saturday evening services.&nbsp; At age 93, Thurlene was still
reading books, watching Royals and Chiefs games, and hosting family
celebrations.&nbsp; One of her life’s passions was time spent playing bridge,
and even at 93 years old she took great pleasure in getting high score at
bridge club.&nbsp; She could recite all 105 Kansas counties alphabetically and
was especially proud that her great grandmother was a flag bearer at one of the
Lincoln/Douglas debates.

Meticulous in all her
dealings, she often shared her guiding proverb with her grandchildren.&nbsp;
“Be the labor great or small, do it right or not at all.”

Thurlene is survived by her
sister, Beverly Siegel of Bremerton, WA, children Paula Hachmeister of Russell,
Tom (Lissa) Ruggels of Steilacoom, WA, Pam (Steve) Eickhoff of Raymore, MO, and
Vance (Stephani) Ruggels of Russell as well as eleven grandchildren, twelve
great grandchildren, and a host of friends.&nbsp; 

Cremation has been selected
by the family.&nbsp; A celebration of Thurlene’s life will be held at 11 A.M.
on Friday, May 02, 2025, at the St. John Lutheran Church in Russell,
Kansas.&nbsp; The graveside service will be held later that day at 2 P.M. at the
Natoma City Cemetery in Natoma, Kansas.&nbsp; The family will greet guests on
the day of the service at the church.&nbsp; Memorials may be given to the Paul
&amp; Thurlene Ruggels Memorial Fund R.C.A.C.F. and sent in care of the
mortuary.&nbsp; Pohlman-Varner-Peeler Mortuary is in charge of the memorial
service arrangements.

Bling Hays announced it will be closing as of June 21 in Hays.

The store has been in the Big Creek Crossing mall for 16 years.

Hays received .80 inches of rain as of 8 a.m. today. Hays has received 3.21 inches in the month of April and 5.54 inches year to date. The low for Thursday night was 46.

On average, Hays receives 2.10 inches of rain in April and 4.57 inches by the end of April.

The forecast for today is for cloudy skies, with a high of 58 and a low of 47. Winds are expected to be 15 to 17 mph.

A chance of showers is expected on Saturday with a high of 60. Thunderstorms are also expected on Saturday and Sunday.
