The newly repainted one-million gallon Hays water tower next to the Sternberg Museum of Natural History is among the entries in the Tnemec Tank of the Year contest.

Fort Hays State University has completed their project to place a logo on the top of that tower.

The city is looking to get as many votes possible for the tower.

 Since 2006, Tnemec has celebrated the innovative and creative uses of its coatings on water tanks with the annual Tank of the Year contest. Each year, tanks of all varieties from across the nation and Canada have been narrowed down to determine one true Tank of the Year.

Once all votes are in, the top tank during the voting process and 11 runners-up will be judged by an internal panel of water tank enthusiasts to determine the winner. The Tank of the Year will be announced Oct. 23.

The winner and 11 runners-up will be featured in Tnemec's annual water tank calendar. The tank with the most votes during the polling period will be awarded as honorary People's Choice.

Final day of voting for Hays water tower as Tnemec Tank of the Year

Preliminary estimates reported by the Labor Market Information Services division of the Kansas Department of Labor and the Bureau of Labor Statistics show a seasonally adjusted unemployment rate of 5.9 percent in September. This was a decrease from 6.9 percent in August and an increase from 3.1 percent in September 2019.

“The Kansas unemployment rate fell to 5.9 percent in September,” said Acting Secretary Ryan Wright. “However it is important to note that similar to national trends, the number of individuals participating in the labor force has also declined." 

In Ellis County, the jobless rate fell a full percentage point to 2.9 percent in September after dipping below 4 percent for the first time in May in August.

In northwest Kansas, only Rooks, Rush, Graham and Barton counties had unemployment rates of 4 percent or higher.

Seasonally adjusted job estimates indicate total Kansas nonfarm jobs decreased by 7,200 from August. Private sector jobs, a subset of total nonfarm jobs, decreased by 900 from the previous month, while government decreased by 6,300.

“The widespread job growth seen in Kansas throughout the summer slowed in September, with losses in both the private sector and government jobs,” said Labor Economist Emilie Doerksen. “The majority of the over-the-month decrease in jobs can be attributed to government which added fewer jobs than the typical pattern for September, resulting in a seasonally adjusted decline."

Since September 2019, Kansas seasonally adjusted total nonfarm jobs have declined by 63,000. This change is due to a decrease of 49,700 private sector jobs and 13,300 government jobs.

Eagle Radio Online Auction continues

From 11 a.m. to 2 p.m. Oct. 22, area business leaders will gather at
BriefSpace, 219 W. 10th, for the 2020 Hays Regional Economic Outlook
Conference.

“This is an event that is put on annually by Wichita State
University Center for Economic Development and Business Research tours the
state each year and gives an economic outlook conference,” said Doug Williams, Grow
Hays executive director. “They give an outlook of where things are at and where
they believe things are going.”

Along with in-person attendees, the event will also broadcast
online in light of COVID-19 precautions.

This year’s lineup includes Fort Hays State University Department
of Economics chair, Dosse Toulaboe, as event host. 

Jeremy Hill, CEDBR director is set to deliver a state
outlook and local update during the event.

&nbsp;“He always does a
really good job at going over the statewide economics," Williams said.&nbsp; 

Stan Longhofer, Center for Real Estate director at WSU, will
also give a real estate outlook.

Williams said Longhofer is well-known in the Hays area and gives frequent
analysis into the local real estate market.

Rounding out the event Ellis County Health Services director
Jason Kennedy will share the economic implications of COVID-19 in the area.

“The economic impacts of COVID-19 are huge,” Williams said.
“The health impact is something we really haven’t experienced before.”

These conferences help provide valuable insight into the
area and provide attendees an opportunity to better understand economic drivers
in the region.

“It should be a good session and well worth attending for
those that might be able to make it,” Williams said. 

“I think from a business person standpoint the ability to
gain a better understanding about what is going on and where things are headed
can be very valuable,” he said. “If you better understand the environment you
are trying to operate in and what’s happening in other places around the state
as well as locally, I think you can make better decisions.”

The COVID-19 situation makes that mission even more
important.

“Given that business is off in many cases you really have to
make informed and good decisions right now for your very survival,” Williams
said. “That’s what staying informed can help you do.”

The event will be hosted at BriefSpace and seating is
limited to ensure adequate social distancing.

“I really think that anybody that takes the time to go will
find it is worth the time and effort to attend,” Williams said.

In case of changes due to COVID-19, the conference will offer flex registrations.

"CEDBR is continuing to watch and plan for potential COVID-19 disruptions to our scheduled events," according to the event website. Grow Hays to host regional economic outlook conference

YODER — Twenty-two new law enforcement officers graduated from the Kansas Law Enforcement Training Center on Oct. 9 at a ceremony held in KLETC’s Integrity Auditorium.

James Murphy of the Ellis Police Department was the graduating class president. Michael Turenne, KLETC senior instructor of police and class coordinator for the 269th Basic Training Class, was the speaker for the ceremony.

Gage Wilson of the Clay Center Police Department walked, ran or biked more than 200 miles during his time at KLETC and was honored as a member of the 200 Mile Club. Joshua Price of the Herington Police Department was recognized as the class “Top Shot.”

Graduates receive certificates of course completion from KLETC and Kansas law enforcement certification from the Kansas Commission on Peace Officers’ Standards and Training, the state’s law enforcement licensing authority. The training course fulfills the state requirement for law enforcement training. Classroom lectures and hands-on applications help train officers to solve the increasingly complex problems they face in the line of duty.

Established by the Kansas Legislature in 1968, KLETC trains the majority of municipal, county and state law enforcement officers in Kansas and oversees the training of the remaining officers at seven authorized and certified academy programs operated by local law enforcement agencies and the Kansas Highway Patrol.

About 300 officers enroll annually in KLETC 14-week basic training programs. KLETC offers continuing education and specialized training to over 10,000 Kansas officers each year. KLETC is located one mile west and one mile south of Yoder, near Hutchinson, and is a division of KU Lifelong &amp; Professional Education.

The graduates, who began their training in July 2020, represented 19 municipal, county and state law enforcement agencies from across Kansas. Graduates who granted permission to release their names are listed below by county and agency:

Classroom lectures and hands-on applications help train officers to solve the increasingly complex problems they face in the line of duty.Established by the Kansas Legislature in 1968, KLETC trains the majority of municipal, county and state law enforcement officers in Kansas and oversees the training of the remaining officers at seven authorized and certified academy programs operated by local law enforcement agencies and the Kansas Highway Patrol.About 300 officers enroll annually in KLETC 14-week basic training programs. KLETC offers continuing education and specialized training to over 10,000 Kansas officers each year. We stand at a critical juncture in the life of our nation and our state.&nbsp; We face what could be a very consequential election cycle. &nbsp;

Due to political agendas targeting oil and natural gas production, federal and state debate over taxes, regulatory issues, and energy policy often puts the oil and gas industry in the crosshairs.&nbsp; In addition, activist groups continue to work to obstruct energy development under a false belief that oil and gas production and use are incompatible with environmental progress. &nbsp;

Increasing taxes and regulations results in fewer jobs because businesses spend their resources on tax burdens and regulatory compliance instead of job creation.&nbsp; When tax expenditures and regulatory costs increase more than the real economy, the results are destructive to economic growth.&nbsp; The wrong governmental policy framework generates wrong policy. &nbsp;

	That’s not only bad politics; it’s bad policy and an example of what happens when political orthodoxy drives energy policy. &nbsp;

The oil and natural gas industry can be part of the solution to our nation’s energy policy challenges.&nbsp; As a result of America’s unique private property and free market system, our nation’s energy landscape has dramatically improved; we’ve gone from energy scarcity to energy abundance and we lead the world in emission reductions.&nbsp; Entrepreneurs in the private sector and smart, state-led policies have created and continue to drive American energy leadership.&nbsp; And no state is a better example of what good energy policy can mean than Kansas.

	For decades Kansas has been at the forefront of all aspects of the American energy sector and continues to be a leader.&nbsp; The men and women of Kansas have long demonstrated that developing energy resources that promote economic growth need not come at the expense of the state’s stunning beauty, delicate ecosystems, and other natural resources.

I think lawmakers and regulators in Washington could learn much from how Kansas’ oil and natural gas industry, state regulators, and Kansans from every part of the state work together to create energy policies that encourage safe and responsible energy development, protect the environment, and provide economic growth.

	The upcoming elections could be a very consequential moment for our future.&nbsp; In a political climate rife with hyperbolic rhetoric and unsubstantiated claims, the choices for the American people are becoming clear.&nbsp; &nbsp;

Inexpensive energy is necessary for economic advancement by the world’s poor and for recovery from the staggering economic effects of COVID-19.&nbsp; Ideological opposition to fossil fuels is an anti-human stance that views ordinary people not as problem-solving sources of ingenuity but as only mouths to feed, producing environmental damage.&nbsp;

The U.S. has a unique opportunity to show the world how energy abundance can be used as a positive force to lift people up, which is different than a philosophy of embracing a zero-emissions world. &nbsp;

We should work to ensure more people have access to safe, affordable, and reliable energy.&nbsp; Because to rise out of poverty and enjoy health and safety, people need more energy, not less. &nbsp;

&nbsp;American energy policy is not a Republican issue or a Democrat issue.&nbsp; It is an American prosperity and leadership issue.&nbsp; The American people want, expect, and deserve elected leaders who will place what’s best for our state and nation’s economy and energy future above partisan ideology and political posturing.

CROSS: A consequential moment is at hand

Three-day weather outlook

Late October to early November is the most effective time to control broadleaf weeds in lawns. Dandelions usually produce a flush of new plants in late September, and the winter annual weeds henbit and chickweed should have germinated in October.

These young plants are small and easily controlled with herbicides such as 2,4-D or combination products (Trimec, Weed-B-Gon, Weed-Out) that contain 2,4-D, MCPP, and Dicamba. Even established dandelions are more easily controlled now than in the spring because they are actively moving materials from the top portion of the plant to the roots in the fall. &nbsp;Herbicides will translocate to the roots as well and will kill the plant from the roots up.​

Choose a day that is 50 degrees or higher. The better the weed is growing, the more weed killer will be moved from the leaves to the roots. Cold temperatures will slow this process, but these products will still work at lower temperatures.

Weed Free Zone (also sold under the name of Speed Zone) contains the three active ingredients mentioned above, plus carfentrazone. It will give a quicker response than the other products mentioned especially as temperatures move below 50 degrees. FICK: Controlling broadleaf weeds in lawns

Ellis County Commission candidate Lisa Boyd on Tuesday pleaded not guilty
to shooting a Roman candle at her neighbors and violating a protection order.

Boyd, Victoria, was back in court via Zoom for arraignment in Ellis County District Court.

During the hearing, Boyd pleaded not guilty to three felonies
and three misdemeanor charges in two separate cases.

The three felony charges — two counts of aggravated battery
and one count criminal threat — stem from a July 4 incident where
she is alleged to have shot a Roman candle at her neighbors, including a
teenager.

The three violation of a protection order charges are  misdemeanors.

Boyd has been in jail since the July 4 incident
and has had several requests to be released on bond denied. But at Tuesday’s
hearing, Chief Judge Glenn Braun granted Boyd’s bond, with restrictions.

An official with High Plains Mental Health Center testified
that she did not believe that Boyd was a danger to herself or others. She has
agreed to continue working with High Plains Mental Health.

As a condition of Boyd’s release, she will live in Russell
and only be allowed to go to her residence in Victoria once in the morning and
once in the evening to take care of her pets. 

When Boyd was able to set up her residence in Russell, she would
be released on her own recognizance — meaning she did not have to post bail. If she violates terms of her release, she will be taken back into custody and
held on $70,000 bond.

During the hearing, Eric James was seen recording the
hearing, which is not allowed by the court, and he and Boyd’s daughter were
removed from the hearing.

They had been called as witnesses by the defense to discuss
where Boyd could stay upon her release.

Braun said James had made comments in the past against him that could have been considered threats and would not put him under oath. 

Boyd will be staying with James in Russell and the two are
not allowed to be at Boyd’s Victoria home at the same time.

A pretrial hearing was scheduled for a later date.

Boyd is running for Ellis County Commission as a Democrat in the Third District, a seat is currently held by Republican Dean Haselhorst. The
two will face off in the November primary election.

You'll never know until you try — and for area
residents this weekend, trying something new is literally on the menu.

At 3 p.m. Saturday at the Gobbler’s Roost cabin in Cedar
Bluff State Park, dishes made with wild game will be enjoyed in a potluck style
dinner during the 27th annual event.

“It’s more of an introduction to eating different kinds of cuisine,”
said Steve Hausler, event organizer.

Hausler started the event with Rick Cunningham after moving
to Hays to join the staff at the Hays Daily News in 1992.

“Basically, we invited a lot of friends that like to hunt and
fish and have a chance to try out different wild game recipes,” said Hausler, longtime photo editor at the newspaper. “That’s
the beginning of this event.”

From there, it grew as more people were invited to taste wild
game

“Anyone from your average hunter and fisherman to dignitaries
that have never even thought to try wild game come — and they enjoy it,” Hausler
said.

Even those that are a little gunshy about eating wild game
dishes can enjoy good conversation and company, he said.

The event is open to anyone, with attendees asked to bring a
dish, even if it does not include wild game.

“We have always had this idea that we open it up to anyone
that wants to come, and we have never turned anybody away,” Hausler said.

In previous years, that has included curious people at the
park, intrigued by the signs the day of the event.

“We get a lot of takers, a lot of people that have never
been to anything like that before and just thought it sounded like fun and they
wanted to try it,” Hausler said. “We have had a lot of people that don’t

the years. Really that’s the whole idea — to try and introduce some of the recipes
to people who don’t ordinarily eat wild game.”

Over the years, he recalls a variety of unique dishes – and ingredients — making their way to the table.

“I think on average we try to experiment with different types
of game and different recipes,” Hausler said.

Standard Kansas game like deer, pheasant, quail, wild turkey,
duck are common dishes, he said.

But sometimes the fare gets a little more exotic.

“We have had people bring alligator, elk, antelope,
rattlesnake, bobcat and beaver,” he said.

Crawfish and a variety of local fish dishes have also been
represented.

Over the years, he said enough recipes have been introduced that
he believes he could write a cookbook with the unique recipes.

This year, Hausler plans to bring some dishes that live up to
the exotic moniker.

One dish — a rattlesnake dip, with cream cheese and chives
— is sure to be interesting enough to draw attention.

In this case, the meat came from a nuisance animal, which he
helped secure.

“The neighbor had one in the garage, called us and said 'We
need help,' ” Hausler said.

The trick to rattlesnake meat, he said, is boiling the meat,
pulling it off the bone and dicing it.

He also plans to bring cold-smoked rainbow trout and fried bluegill fish tacos with pico de gallo.

Rounding out his dishes, he will prepare bacon-wrapped Dove
poppers and, if time allows, pan-fried quail and pheasant on top of fettuccine
and steamed veggies with a cream sauce.

“We get really elaborate with the recipes,” Hausler said. “But
there is a lot of common staples at these events too. And, who knows? There will
always be a surprise.”

With the ongoing pandemic, he is not sure what
turnout will look like this year, but in previous years, up to 50 people have joined in the meal.

Hausler said during the event he does not want to enforce any
requirements on visitors, but said they will be as cautious as possible, and
understands if some choose not to attend.

“If this isn’t the year to come, let’s get past this virus
and come next year,” he said. “I can tell you that it happens every year and we
will continue to do it as long as I am kicking and, if this isn’t the year to
come and enjoy it with us ... it happens in the fall of every year.

“Be my Facebook friend and you will find out about next year’s
event,” Hausler said.

For those who make it this year or next, he said the
people you meet might by surprising.

“You just never know who you are going to rub shoulders with
at these events — from your average bricklayer to your family physician,” he said.

“Just come join us,” Hausler added. “Come on up, tell us you
are new and we will basically show them around.”

residents this weekend, trying something new is literally on the menu.At 3 p.m. Saturday at the Gobbler’s Roost cabin in Cedar
Bluff State Park, dishes made with wild game will be enjoyed in a potluck style
dinner during the 27th annual event.“It’s more of an introduction to eating different kinds of cuisine,”
said Steve Hausler, event organizer.Hausler started the event with Rick Cunningham after moving
to Hays to join the staff at the Hays Daily News in 1992.“Basically, we invited a lot of friends that like to hunt and
fish and have a chance to try out different wild game recipes,” said Hausler, longtime photo editor at the newspaper. “That’s
the beginning of this event.”From there, it grew as more people were invited to taste wild
game“Anyone from your average hunter and fisherman to dignitaries
that have never even thought to try wild game come — and they enjoy it,” Hausler
said.Even those that are a little gunshy about eating wild game
dishes can enjoy good conversation and company, he said.The event is open to anyone, with attendees asked to bring a
dish, even if it does not include wild game.“We have always had this idea that we open it up to anyone
that wants to come, and we have never turned anybody away,” Hausler said.In previous years, that has included curious people at the
park, intrigued by the signs the day of the event.“We get a lot of takers, a lot of people that have never
been to anything like that before and just thought it sounded like fun and they
wanted to try it,” Hausler said. “We have had a lot of people that don’t

Hays, Goodland students receive K-State Global Campus scholarships

TOPEKA — Each summer, Ranchland Trust of Kansas (RTK) invites amateur and professional photographers of all ages to submit photos that showcase the mission of RTK and Kansas’ ranching heritage. The mission of RTK is “To preserve Kansas’ ranching heritage and open spaces for future generations through the conservation of working landscapes.”

Dave Leiker of Emporia was the grand prize winner in this year’s contest. His photo was taken at the Vestring Ranch south of Cassoday when he was on assignment for Kansas! Magazine.

“After I was let out of a pickup truck at the edge of the pasture, I walked across the grassland, moving quietly into their group as I studied their response. When I was low and quiet curiosity would draw them in toward me. If I stood and moved toward them, they would move away. Soon I felt like I could orchestrate their movements to get variety and action for the camera,” said Leiker.

He was drawn to a bond between two of the horses and watched for expressive moments as he captured his grand prize winning image.

“I found it beautiful how one pair moved together, a couple times displaying the head-press at the heart of this photograph. It was a good moment and I'm glad I could share it this way,” Leiker added.

Crystal Socha of Augusta won the Fan Favorite category by receiving 663 votes on RTK’s Facebook page. Her winning photo, titled “Caught in the Storm” was taken in Morris County. The photograph truly depicts what it is like to be cowboy for a day.

Socha said, “We were moving cattle this spring to summer pasture. We got hit by a massive storm while on a couple thousand acres. It was not only pouring rain, but high winds, lighting and hail.”

A record number of photographs were submitted to the contest this year. The panel of judges narrowed the selection down to a top 25 for the Fan Favorite category voting on Facebook. All other category winners were chosen by the panel of judges, along with RTK and Wolfe’s Camera representatives. The Facebook album was able to reach over 43,000 Facebook users and nearly 6,000 votes were cast for the Fan Favorite category. Thank you to all who viewed and voted for these beautiful Kansas photos.
