Fort Hays State University’s Departments of Mathematics and Computer Science hosted its 46th annual Math Relays on Nov. 13 in the Memorial Union, welcoming a large field of competitors.

More than 650 students from 50 Kansas high schools, representing classifications from 1A to 6A, spent the day testing their skills across six mathematics challenges. The subject-based tests assessed number sense, trigonometry, algebraic manipulation, geometric measurement, word problems, and calculator-based problem-solving.

Schools competed in three divisions based on size (1A, 2–3A, and 4–6A). Students participated individually or in teams of three, with all competitors completing at least four of the six tests.

Points were awarded to the top six individuals and teams at each grade level. Medals were presented to the top three finishers in each event, and plaques were awarded to the top three schools in each division.

MANHATTAN — Teaching literacy skills to children in their earliest years does far more than prepare them to read — it helps build the very foundation of their brain development, say two Kansas State University Extension agents.

“We’re really laying the foundation from ages zero to 3 with all of the opportunities for kids to learn,” said Monique Koerner, family and consumer wellness agent for K-State Extension’s Cottonwood District. “We know that brain development is huge in those early years, and literacy is a piece of that puzzle.”

According to the K-State Extension fact sheet, Early Literacy: Building the Foundation for Lifelong Learning, brain growth is rapid in a child’s first three years, and language and literacy activities help form lasting neural connections.

From birth to 12 months, babies are already busy wiring their brains for communication. Lisa Newman, family and consumer wellness agent in the Central Kansas District, said that even newborns recognize familiar voices.

“You can take a newborn, and they already recognize Mom and Dad’s voices, even siblings,” Newman said. “You can see evidence of that when they turn their heads toward those voices shortly after birth.”

Newman added that talking to infants throughout the day — whether during diaper changes, in the car, or at bedtime — helps strengthen those language pathways.

“Reading to your child every day, even from the get-go, is important because what’s really happening during that time is language development and making those brain connections even stronger,” she said.

It’s also well known that babies are much more able to process and learn various languages than adults are able to do.

“If you take a baby that’s born in Kansas, and take them somewhere to a foreign land, those connections can be strengthened by hearing the language that’s around them,” Newman said. “That’s why it’s easier to learn an additional language when you’re young — those brain connections are there and can be strengthened.”

Koerner added that “the plasticity of the brain is greater when we’re younger,” making early exposure to multiple languages especially beneficial.

Between 12 and 24 months, children begin to use expressive language. “By 18 months or so, children pretty much understand everything that’s being said to them,” Koerner said, “but they may not be able to speak it yet.”

Words like ‘Mama,’ ‘Dada,’ and ‘ball’ often appear first, followed by simple two-word phrases around age 2.

“Oftentimes you’ll see that language explosion around 18 months,” Newman said. “That expressive piece really starts to blossom during that time.”

From ages 2 to 3, children’s vocabularies expand rapidly, fueled by everyday conversations and shared reading. “Books can expose children to new topics and new words that might not be part of their everyday experiences,” Koerner said.

Koerner encourages parents to use “parallel talk” — describing what a child is doing — and “self-talk,” or narrating their own actions throughout the day. “Just really enriching their vocabulary by talking about what they’re doing,” she said.

Repetition also helps build connections. “There may be a treasured book they want to read over and over again, and that’s perfectly normal,” Newman said. “Repetition is part of their literacy and language skill.”

Exploring new places and experiences adds another layer of learning. “It’s so important for parents to get children out and explore new things,” Koerner said. “That will expose them to new opportunities, new vocabulary, and new experiences that help the brain develop.”

Both agents emphasized that parents are their children’s first teachers. Trusted programs such as Parents as Teachers, Early Head Start, and Infant-Toddler Services can guide families who have questions about developmental milestones.

Simple routines also matter. The American Academy of Pediatrics promotes the “Brush, Book, Bed” approach — brushing teeth, reading, and then going to bed. “It sets parents up for a good bedtime routine and supports brain health,” Koerner said.

Newman noted that any reading time counts. “You see a lot of initiatives suggesting 15 minutes a day, but I believe any reading — whenever it fits into your day — is wonderful,” she said.

Koerner added, “Every family is different, and every child is different. Do what works best for your family.”

“Heating equipment is a leading cause of home fires in this country,” said Jane Blocher, executive director of the&nbsp;Red Cross of Greater Kansas.

 “But, there are steps people can take to avoid having this happen to them.&nbsp;Help keep your family safe by providing at least three feet of space around all heating equipment, testing your smoke alarms monthly and practicing your two-minute home fire escape plan.”&nbsp;&nbsp;

Overall, home fires account for most of the 60,000-plus disasters that the Red Cross responds to each year, and home fire responses are&nbsp;30%&nbsp;higher during cold months than warmer times of year.

According to the National Fire Protection Association (NFPA), space heaters are most often responsible for home heating fires. Follow these tips on how to safely heat your home:

A term tossed around by trappers and by people who work with fur is the word “prime.” 

When a fur-bearing animal’s fur is at its very best it’s called prime. An animal’s fur pelt has thick, dense “underfur” similar to the down feathers on a bird that insulates the animal from the cold. That dense underfur is protected by long “guard hairs” that grow long and thick above it. The pelt is considered prime when that underfur is at its thickest and the guard hairs are at their longest. Hunters and trappers get the most benefit from harvesting furbearing animals when their fur is at it very best, or prime.

Animals fur is always prime at the coldest part of the year, so it seems a safe assumption to think temperature is what brings a fur pelt to become prime. Temperature affects fur quality, but temperature actually has nothing at all to do with fur primeness. 

The primeness of fur is controlled by a long scientific term called photoperiodism, meaning the amount of light in a 24-hour period. Light is absorbed through the animal’s retina’s, so when the winter days become short with fewer hours of daylight, that information is transmitted to the animal’s brain, triggering seasonal responses like turning the fur of a weasel or hare from brown to white, signaling for bears to seek their dens and causing fur-bearers pelts to become prime.

It’s no secret that furbearer’s pelts grow thicker and of better quality in parts of the north and west. For instance, a prime coyote pelt from Montana will be thicker and of better quality than a prime coyote pelt from South Carolina. Both pelts will be at their very best because of photoperiodism (the length of sunlight during the day) but the Montana coyote’s pelt will be thicker and better because of the longer, colder and more severe winters where it lives.

Photoperiodism also tells hibernating animals when to hibernate and triggers sexual responses in others, telling them when to search for mates and when to begin breeding.

The fur of Kansas furbearers becomes prime at different times and remains prime and in good condition for different lengths of time. Kansas racoons and coyotes will become prime around mid-November, followed by muskrats and beavers. Coyotes pelts begin to lose quality around mid-January or before as they begin to breed and to rub their shoulders and necks.

Fur primeness is a major factor used by wildlife and parks personnel across the country when deciding trapping seasons. Since prime fur is also the highest quality and most valuable fur, seasons are set to coincide with when fur is prime. 

Kansas trapping seasons end mid-February for all furbearers except beavers and otters. Beavers and otters can be trapped until March 31 partly because their pelts remain prime slightly longer.

As we zip through all the various hunting, fishing and trapping seasons we enjoy, it’s easy for us Kansas outdoorsmen and women to take for granted and not to think about the subtle little ways God has designed all of nature to work. A plan by a Hays resident to develop new housing in west Hays was met by concerns of nearby residents about stormwater runoff and possible flooding during Thursday's Hays City Commission work session.

Several people who live along Columbine and 30th streets questioned whether there would be increased rainfall runoff from the north where existing agriculture fields would eventually become streets, lots and a connecting multi-use path.

"The way our stormwater management regulations are written is that the post-development cannot shed any more water than the pre-development," said Toby Dougherty, city manager. "That happens through the retention area."

The development is designed to have two points of access from Columbine and to include green space for the drainage way running north to south across the property. Street access to future 33rd Street improvements at the north end of the development will also be provided. 

A multi-use path will be incorporated from 33rd Street south along Columbine to 27th Street,&nbsp; utilizing he stormwater drainage area/green space.

Proceeding with the annexation will also require vacating DK Ranch Addition and a portion of Country Club Estates Sixth Addition.

Jess Rohr, public works director, said the Hays Area Planning Commission unanimously approved the final plat for Smoky Hill Plains Addition on Sept. 15. He encouraged the homeowners to examine all the stormwater management documents in his office if they had more specific questions.

Developer Don Tillman, Sing&nbsp;Along Ranch LLC and BJKT LLC, was in the audience but did not speak.

Infrastructure at Interstate 70, Exit 161

Tom Howie, project manager, presented a proposed low bid award for infrastructure at Interstate 70, Exit 161, on 90 acres of city-owned property purchased in 2019.&nbsp;The initial new infrastructure would serve about 11 buildable lots, ranging in size from 2 to 8 acres, for commercial and residential development.

The low bid was from&nbsp;Smoky Hill, LLC, Salina, for $3,908,341. 

Because the bid was about $1 million below budget, staff is also requesting an upgrade of the 27th Street roadway from the intersection of 27th and Commerce to the new intersection of the internal street for an additional $160,000.&nbsp;An additional $203,417 contingency will also be added.

A portion of the project will be funded with a $2 million state grant. Funding for construction services will be paid from general obligation bonds. The city recently paid off general obligation bonds for other projects. New bonds will be issued for this project. The city will not have to raise taxes to pay for the bond,&nbsp;Dougherty said.

Rohr presented recommendations for next year's street maintenance projects. The city spends about $1 million annually on the work.

"More spent on maintenance offsets the higher costs of reconstruction," Dougherty said.&nbsp;

The street maintenance program is funded primarily with special highway funds, which in 2026 include $563,310 paid to the city.

All agenda items were moved on to the Tuesday, Nov. 25, city commission meeting for votes.

A long-time campus tradition is coming up to celebrate the holiday season at&nbsp;Fort Hays State University.&nbsp;President Mason will kick this event off, followed by multiple speakers, including this year’s Homecoming King and Queen, prior to the lighting of the tree.

The holiday tree-lighting ceremony will be in front of Sheridan Hall. The event&nbsp;is&nbsp;open to the public&nbsp;and will begin at&nbsp;5 p.m. on Tuesday, Dec. 2. &nbsp;

A variety of activities will follow the tree lighting, including "glice skating", carriage rides, cookies and hot cocoa from SGA, caroling, and a Christmas scavenger hunt to get an FHSU beanie. Visit Santa’s workshop to write letters to Santa, play games, and make Christmas crafts.&nbsp;

The event is sponsored by several FHSU offices: the Office of Student Engagement, the Office of the President, and the Student Government Association.&nbsp;

FHSU Christmas tree lighting celebration is Dec. 2; public invited

Reviewing the results from the 2025 <a href="https://www.fhsu.edu/docking/Kansas-Speaks/">Kansas Speaks</a> poll conducted by Fort Hays State University, one could easily assume that Kansas is dominated by a coalition of moderate and progressive politics. Consider:

● 70% of Kansans support Medicaid expansion, and about 72% say they think about Medicaid expansion at least a moderate amount.

● 58% support recreational marijuana legalization.

● 59% believe that the state should place no regulations on the circumstances under which women can get abortions.

● While detailed questions about gun policy were not asked this time, in 2024, 75% favored background checks for private gun sales and sales at gun shows, while 55% favored banning assault-style weapons.

● Majorities also favored raising the minimum wage (over 55%) and increasing state assistance for childcare (78%).

Those of us who conduct Kansas Speaks know how hard it is to get a representative sample of respondents these days, so the poll was carefully weighted to reflect the state’s political and demographic makeup. Among our poll respondents who reported voting in 2024, Trump beat Vice President Kamala Harris by more than 10 points. But, why?

Maybe the answer comes down to Trump’s signature issue: immigration. Yet even when we asked specifically about the illegal immigration, we got the following results:

● Only 43% said illegal immigrants are a danger to public safety (21% neutral)

● Only 42% said illegal immigrants should be arrested and put in detention camps (16% neutral)

● Only 39% disagreed that illegal immigrants contribute more to society than they take (16% neutral)

Kansans are divided and ambivalent about illegal immigration. This does not explain support for Trump.

This puzzle brings to mind Thomas Frank’s 2004 book, What’s the Matter with Kansas? Frank suggested that Kansans vote against their true economic interests, instead choosing conservative candidates due to culture war issues like opposition to abortion and to LGBTQ+ rights. However, this is not borne out either by Kansas Speaks or by the state’s 2022 vote on abortion rights, where the pro-choice stance prevailed by an 18% margin.

Likewise, Kansas Speaks offers few clues as to why Kansans would continue to give supermajority support to Trump and his Republican allies. Is it because the Democratic Party is so unpopular these days? Probably not. Most of the Dems’ drop has come from their own supporters, angry at party leaders for not fighting harder against Trump. Also, the Republicans are similarly unpopular. 

Is there a “sleeper” issue missing from Kansas Speaks? Quite possibly. A recent Pew Charitable Trust poll of Americans found that the Republicans’ biggest advantage today is on fighting crime, and Kansas Speaks does not feature many questions about that.

Perhaps the simplest explanation lies in just how much Kansans hate our entire political system today. Kansas Speaks respondents’ ratings of all elected officials and institutions were abysmal. The highest rating was only 47% approval for Governor Laura Kelly, the lowest was 21% approval for the U.S. Congress. 

Kansans may have simply decided that they have nothing to lose by voting for Trump to send a message. Or, they may have reverted to longstanding party ties, even if these no longer reflect the state’s political realities. No matter the explanation, this year’s poll shows that many of Kansans’ policy views are sharply at odds with the way they vote, raising questions that deserve more attention from scholars, reporters, and citizens alike.

Bridge replacement underway on K-23 in Sheridan County

TOPEKA — Lieutenant Governor and Secretary of Commerce David Toland announced more than $7.6 million in Community Development Block Grant (CDBG) funding has been awarded for 19 projects across Kansas. These investments are aimed at strengthening infrastructure, housing, and economic opportunities in rural and low- to moderate-income communities.

“Communities throughout Kansas need partners as they work to rehabilitate housing, revitalize community facilities, and build safe playgrounds and attractions,” Toland said. “The CDBG program provides lasting, positive change through infrastructure advancements and quality-of-life improvements — all together growing local economies and creating stronger towns across the state.”

The 19 awardees received a total of $7,690,591 in federal funds, which was matched by $9,885,173 in local investments. The result was a combined total of $17,575,764 to be used for public improvements across Kansas.

“Our rural towns have the passion for advancing quality of life in their communities — but sometimes lack the resources to take on necessary projects,”&nbsp;Assistant Secretary of Quality Places Matt Godinez said. “CDBG awards are more than just a check — they match the heart and vision of our communities with opportunities and resources to build a brighter future.”

The funded projects are tangible results of how CDBG dollars help communities support economic development and develop spaces that improve the lives of Kansans.

Area towns among state grant awards for community development

The Rush County Historical Society and Kansas Barbed Wire Museum will&nbsp; once again be hosting the annual Old-Fashioned Christmas on Friday, Nov. 28, from 5:00-8:00 p.m. at the museum complex in La Crosse. 

Visitors can browse the five unique museums beautifully decorated for the holidays: the Historical Museum in the 19th Century Timken Depot; the Post Rock Museum, one of the seven wonders of Kansas Customs; the Nekoma Bank Museum, a restored 1916 rural bank; the Pleasant Point School Museum; and nationally recognized Kansas Barbed Wire Museum. 

Visitors can enjoy hot cider, homemade cookies, roast marshmallows over an open fire, and enjoy Kansas-grown popcorn. There will also be a special project for the kids in the one-room school, and other special displays throughout the complex.

Santa Claus will arrive at 5:30 on the firetruck and have a special gift for the kids. The Rush County Sheriff’s Office will help out Santa by handing out the candy sacks to the kids in front of the bank museum. For kids of all ages, La Crosse Fire District #4 will be serving hot dogs, hot chocolate, or water. Rush County EMS will be helping with the kids crafts.

Events begin at 5:00 p.m., Friday, November 28 at the museum campus on the south edge of La Crosse on West First Street. 

To ease congestion, visitors are asked to park north of the creek on Third Street across the bridge. Visitors can access the complex by the footbridge in the park. Persons with mobility issues are welcome to park in the museum parking lot.

 </figure>La CrosseThe Rush County Historical Society and Kansas Barbed Wire Museum will&nbsp; once again be hosting the annual Old-Fashioned Christmas on Friday, Nov. 28, from 5:00-8:00 p.m. at the museum complex in La Crosse. Visitors can browse the five unique museums beautifully decorated for the holidays: the Historical Museum in the 19th Century Timken Depot; the Post Rock Museum, one of the seven wonders of Kansas Customs; the Nekoma Bank Museum, a restored 1916 rural bank; the Pleasant Point School Museum; and nationally recognized Kansas Barbed Wire Museum. Visitors can enjoy hot cider, homemade cookies, roast marshmallows over an open fire, and enjoy Kansas-grown popcorn. There will also be a special project for the kids in the one-room school, and other special displays throughout the complex.Santa Claus will arrive at 5:30 on the firetruck and have a special gift for the kids. The Rush County Sheriff’s Office will help out Santa by handing out the candy sacks to the kids in front of the bank museum. For kids of all ages, La Crosse Fire District #4 will be serving hot dogs, hot chocolate, or water. Rush County EMS will be helping with the kids crafts.Events begin at 5:00 p.m., Friday, November 28 at the museum campus on the south edge of La Crosse on West First Street. To ease congestion, visitors are asked to park north of the creek on Third Street across the bridge. Visitors can access the complex by the footbridge in the park. Handcrafted Triggs electric guitar raffle supports Lovegrass Music Festival

With Kansas farmers facing rising financial pressures, Kansas State University is hosting a series of Agricultural Profitability conferences across the state, beginning in December and continuing through early February.

The conferences,&nbsp;Making ‘Cents’ of a Shifting Ag Economy,&nbsp;are organized by K-State’s Department of Agricultural Economics, offering insights into economic trends, farm policy, land values and strategies to maintain profitability during difficult times.

"The goal of this is to help crop producers deal with the struggling economy,” said department head Allen Featherstone. “In 2021, only 4.4% of Kansas farmers had a negative net farm income. But in 2024, that number jumped to 28.5%. Many producers are feeling the strain.”

Featherstone said federal government payments helped soften the blow in 2024, noting that $10 billion was distributed nationwide to support the farm economy.

“There’s talk of a $15 billion payment this fall,” Featherstone said. “If that occurs, it’s important for farmers to think through how they would invest that money to prepare for what could be a difficult 2026 and 2027.”

The conferences will focus on preparing farmers to navigate economic downturns, manage input costs, and take advantage of new opportunities.

“We want to help producers think through what they can do now to position themselves for when profitability improves,” Featherstone said.

K-State farm economist Robin Reid, one of the conference presenters, said this year’s topics include updates on agricultural policy, farm bill changes, and land values. Reid will be joined by Jenny Ifft, professor and Flinchbaugh Agricultural Policy Chair at K-State, to discuss provisions in the recently passed “One Big Beautiful Bill Act.”

“A lot of the elements we typically think of in a farm bill were in that act — enhancements to crop insurance, Agricultural Risk Coverage, Price Loss Coverage, and more,” Reid said. “While the changes are smaller in scope than past farm bills, they will be very beneficial to farmers.”

Reid added that the conferences will also discuss stress and mental health, as well as farm succession and retirement planning.

“There’s a generation of baby boomer farmers out there who may be thinking: ‘Do I want to go through a couple more years of low commodity prices?’” Reid said. “This may be the time to bring in the next generation and teach them how to manage through a down economy.”

She emphasized that despite the challenges, there are still opportunities for farmers.

“There will be marketing opportunities ahead, or possibilities to try new crops or diversifying operations. We don’t want these events to feel like it’s all doom and gloom,” she said. “We are promoting these as profitability conferences, and that’s our focus.”

Each event will include time for open discussion, giving attendees a chance to ask questions and share experiences with fellow producers and experts.“ Interaction during difficult times is important,” Featherstone said. “It helps farmers understand they’re not alone and that others have weathered downturns before.” 

Reid noted that conference panels will include K-State economists, Farm Service Agency personnel and others who can provide practical advice.

An online version of the conference will also be made available following the in-person events.&nbsp; Details will be announced at a later date.

BOOR: Agricultural Profitability conferences to assist farmers facing rising financial pressures

The Kansas Supreme Court has set the oral argument date for one of the legal challenges in the R9 water case, which seeks to transfer Hays- and Russell-owned water from their ranch in Edwards County.

The case goes back to the original conversion of the cities' water rights from agricultural use to municipal use, said Toby Dougherty, Hays city manager.

"A group of irrigators challenged that in district court. The district court took their time to rule on it, but eventually ruled it, and resoundingly upheld the master order, which governs the conversion of those water rights.

Challenges and appeals continued on both sides.

"That group of irrigators appealed. We counter-appealed to the state Supreme Court, trying to skip appellate court," Dougherty said. "The Supreme Court kind of took their time in a procedural way, getting it briefed and onboarded."&nbsp;

"We are hoping for a quick ruling on the matter. We see no reason why the Supreme Court would overturn what a <a href="https://hayspost.com/posts/8d8e87f6-e3c9-4950-bcea-9cac40e269bd">judge has already resoundingly upheld</a>," Dougherty said.

Once the Supreme Court rules in the cities' and the state's favor, and the master order, that specific portion of the long legal process will have come to an end.&nbsp;

"There's no further court they can seek appeal at," Dougherty said.&nbsp;

We see no reason why the Supreme Court would overturn what a <a href="https://hayspost.com/posts/8d8e87f6-e3c9-4950-bcea-9cac40e269bd">judge has already resoundingly upheld</a>," Dougherty said.Once the Supreme Court rules in the cities' and the state's favor, and the master order, that specific portion of the long legal process will have come to an end.&nbsp;"There's no further court they can seek appeal at," Dougherty said.&nbsp;The Water Transfer Hearing Panel (chief engineers of the Kansas Department of Agriculture, Division of Water Resources, the director of the Kansas Water Office, and the director of the Department of Health and Environment, Division of Environment) will then be allowed to convene and hold a final hearing, which is required by state statute.&nbsp;The Kansas Water Transfer Act, K.S.A. 82a-1501, et seq., requires the panel's approval of projects that propose to transport 2,000 acre-feet of water or more per year for beneficial use more than 35 miles from the source.This project is the first time such a long-distance transfer will have happened in Kansas.Change of use applications, however, are regular and routine, Dougherty said.&nbsp;"We're arguing at the Supreme Court that it happens all the time.&nbsp;"In fact, there was a dairy built last year in Edwards County about 10 miles up the road from our property that converted water rights from irrigation to stock watering, which is the exact same process we went through."There was no local opposition, and the process took six months from start to finish."Legal wrangling between WaterPACK (Water Protection Association of Central Kansas), the Edwards County Commission and the Edwards County Planning Commission, which <a href="https://hayspost.com/posts/72cef8d3-79bf-4085-b070-bccbdc589f9d">oppose the pipeline</a>,&nbsp; and Hays and Russell has been underway for almost 11 years.Dougherty, who just surpassed his 20th year of employment with the city, recently attended major water industry conferences in Tucson, Arizona, and Topeka, where he discussed Hays' water policies and the R9 project."We have people contacting us all the time," Mayor Sandy Jacobs said, "and talking to Holly Dickman (Hays' water conservation specialist) about how we conserve and how we put these practices in place. ... We've been doing this since 1996, when Hays was named an "All America City."
