Three-day weather outlook

Between tariff uncertainty and a big Saudi price cut, the crude oil market takes a beating.&nbsp; NYMEX futures prices shed five dollars a barrel on Friday to settle a penny below $62. Prices were down another three percent Monday morning. WTI was fetching a few cents over $60 a barrel after dipping below $59 earlier in the session.&nbsp; Kansas Crude prices dropped five dollars Friday. Kansas Common crude at CHS in McPherson starts the week at 52.25 per barrel.

Saudi Arabia slashed its prices by more than two dollars a barrel, dropping prices for Asia customers to a four-year low.&nbsp; Reuters reports the second monthly price cut in a row marks the biggest decline in two years.

Eight key OPEC+ producers last week agreed to raise combined crude oil output by 411,000 barrels per day, what the cartel calls the equivalent of three monthly increments.

Kansas crude production has dropped from the worst ever to the new worst ever, again. The data crunchers at the Kansas Geological Survey (KGS) have been busy with what a spokesman called "significant changes in their server architecture." This week they released the delayed and much-anticipated December and year-end crude oil production totals. The new report shows annual statewide production of 26.8 million barrels, the worst annual total in KGS records, for an average of 73,306 barrels per day. That's down from just under 76-thousand barrels a day the year before and 77-thousand-plus the year before that.

KGS reports Ellis County is still the top producing county in 2024, with 5,668 barrels per day. That's down 213 daily barrels from the year before. Finney County production jumps to the second spot with 4,405 barrels per day, up 605 daily barrels. After Haskell County at third comes Barton County at 3,847 barrels per day, down 233 barrels a day from the year before. At fifth, Russell County output dropped 87 daily barrels year-over-year, at 3,507. Stafford County drops 62 daily barrels to eighth place with 2,391 barrels per day.

Kansas regulators report 83 new intent-to-drill notices in March, or 202 so far this year. A search of the Kansas Corporation Commission Web site shows Barton County with two new intents, and four so far this year. Ellis County has a new one. That's makes two for the first three months of the year. Russell County notches its first of the year, and Stafford County adds one, for a year-to-date tally of seven. Haskell County reports five new intents or seven through the first quarter. Finney County has 17 so far this year, with five new ones in March.

The Kansas Corporation Commission okayed 26 new drilling sites, with 12 in Western Kansas including one in Stafford County. That's 199 new drilling permits this year, compared to 232 through the first quarter last year.

Independent Oil and Gas Service reports 47 new well completions in eastern Kansas last week. There were just six west of Wichita, including three in Haskell County and one in Stafford County. Completions for the first quarter total 347, compared to 301 last year at this time.

US crude production boasts its third-best weekly average, it's second-best four-week average, and all-time best cumulative average. US crude production through March 28th averaged 13.58 million barrels a day, up six thousand barrels from the week before and nearly half a million higher than the same tally a year ago.

The Energy Information Administration reports crude inventories rose 6.2 million barrels from last week to 439.8 million barrels. Stockpiles are down nearly three percent from a year ago, and are about four percent below the five-year seasonal average.

The Energy Department took delivery on another 300-thousand barrels of crude last week for the Strategic Petroleum Reserves. That's 32.8 million since full-scale refill operations began last April. SPR barrels were sold in 2022 for more than $95 a barrel. The average price we're paying remains below the ceiling established by the government. Paper savings now total over $490 million.

Crude imports from Canada rose for the second week in a row, but the tally for the month of March is the lowest since October. US refiners imported 4.4 million barrels of Canadian crude per day last week.

Total US imports averaged 6.5 million barrels per day, rising 271-thousand barrels from the previous week. EIA says crude exports averaged 3.8 million barrels a day, making the US is a net crude importer by two-and-a-half million barrels a day.

The Kansas Rig Count totals were unchanged from a week ago, with eight active rigs east of Wichita and 15 in Western Kansas. Independent Oil and Gas Service reports drilling underway or about to resume barring weather delays on a lease in Barton County, two in Finney County, one in Russell County and one in Stafford County.

Baker Hughes reports 590 active drilling rigs across the U.S. The number of oil rigs is up five. The tally of those seeking natural gas is down seven rigs. Texas is down three rigs for the week.&nbsp;&nbsp;

The Hays USD 489 school board will consider purchasing furniture for the new high school building at its meeting at 6:30 tonight at the Rockwell Administration Center.

The board is asking to approve purchases not to exceed $1 million&nbsp;from Circadia.

The board will also be asked to approve the purchase of flat panel displays from KCAV for $127,812 for the new Hays High building.

The board will discuss school fees for the 2025-26 school year. The list of fees was not included in the public board packet.

The board will also hear reports from the district's librarians and an update on the district's new vehicle fleet program.

Democrats took to the streets of Hays to protest the Trump administration’s grip on small organizations and the broader economy.

Local Democrats had a Saturday rally called "Hands OFF!" as part of a nationwide movement. Chairwoman of the Ellis County Democratic Party, Anna Towns, said it was an effort to show that rural areas are impacted.

"I had a few people that wanted to be involved but couldn't go to Topeka," Towns said. "We talked about how it's important in our local community to stand up for these issues, show our friends and neighbors that there are real Kansas who are impacted by these things."

The protest challenged federal policies under the Trump administration and Elon Musk, particularly opposing cuts to public services for the benefit of billionaires.

The Facebook event for the gathering stated President Donald Trump and Elon Musk are taking everything they can, including health care, data, jobs, and services, calling it a 'crisis.'

Event organizer Anniston Weber said a similar protest was taking place in Salina, adding the demonstration's aim was to make progressive voices more visible throughout the region.

"We live in a very rural and conservative area. I think it's important to remind people who are less conservative or more progressive that there are people here they can find kinship in and safety with," Weber said.

Weber said national issues often reach the local level, as federal funding cuts by the Department of Government Efficiency (DOGE) have affected nearby organizations.

Weber, who works in the local nonprofit sector, said organizations have been forced to adjust their operations amid federal funding confusion and financial concerns.

"Just because we're a small town doesn't mean that our voices aren't important," Weber said.

Towns said federal policy changes have led to job losses and disruptions for Ellis County residents, particularly in nonprofit work and agricultural research positions.

"I do know that there are people who are involved in our group and people who have spoken to me personally who were part of the rounds of layoffs," she said.

Towns and Weber urged people to stay informed, contact their representatives and legislators, speak up on key issues and help create meaningful change.

More than 75 people attended the protest on a cold and windy afternoon. Weber noted a wider range of participants than the February demonstration, which focused on deportation efforts under the Trump administration.

"Not everybody loves to see a group of progressives standing on the side of the road. I know that it's annoying and people don't want to see people who disagree with them," Weber said. "I hope that somebody, even if it's one person, saw us out there and felt a sense of solidarity or they went away with questions that they will research."

Towns said she hopes attendees leave feeling empowered, less isolated and part of a larger movement. As for the many onlookers who drove by, she hopes they recognized and respected the protesters’ First Amendment rights.

"Part of what's great about being an American is our right to free speech. Anytime that I see groups protesting, whether I agree with them or not, I am comforted to know that we are still able to have a voice and be out here proclaiming our truth to the world."

Towns also said the Ellis County Kansas Democratic Party is working on setting up recurring meetings and welcomes anyone interested in getting involved, regardless of political affiliation.

Ellis County Democrats rally against Trump's national policies

Fort Hays State University will hold a ribbon cutting ceremony along with a Chamber Chat on Friday, April 11. The event will take place at 9 a.m. on the FHSU University Farm. 

Attendees will explore the newly renovated indoor arena and newly constructed classroom spaces.

Essential to FHSU Agriculture, the Riegel Building is used for numerous class activities, and the new construction enhances the capabilities of these classes. 

Nearly half of the building underwent construction and remodeling to include a lab/classroom that allows for observation of the indoor arena, a mudroom for easier and indoor cleanup, a new manager's office, and a new bathroom, all of which are ADA compliant. &nbsp;

The public is welcome to attend. Light refreshments will be served.

Riegel Building ribbon cutting and Chamber Chat April 11 at FHSU 

BARTON COUNTY —Two teens were injured in an accident just before 7p.m. Sunday in Barton County.

The Kansas Highway Patrol reported a 1994 Ford F150 driven by Benjamin Ryan&nbsp;Pflughoeft, 16, Claflin, was westbound on Kansas 4 seven miles east of Hoisington. The pickup crossed the center line, traveled into the eastbound lanes and crossed over into the south ditch. The vehicle continued southwest in the ditch, vaulted the embankment and struck the railroad bridge.

EMS transported&nbsp;Pflughoeft and a passenger Brody Carl&nbsp;Pflughoeft, 13,&nbsp; Claflin to Clara Barton Hospital. They were properly restrained, according to the KHP.

Oral arguments are open to the public, and students from Fort Hays State University and high schools in and around Hays have been invited to attend.

Judge Jacy Hurst will serve as the presiding judge for the docket. She will be joined by Judges Thomas Malone and Angela Coble to hear two cases. Afterward, the judges will answer questions about the judicial branch from students, faculty, and others who attend.

While in Hays, the judges will also meet with groups of high school students and Fort Hays State University students interested in pursuing legal careers.

“We welcome and appreciate the opportunity to visit communities and students across the entire state,” Hurst said. “In particular, hearing oral arguments at local colleges and universities allows more students a chance to access the judiciary and have a firsthand view of the appellate process.”

Oral arguments at Fort Hays State University are part of an effort by the Court of Appeals to engage with college and university students and the public throughout Kansas. At the same time, the panel will hear oral arguments at the university, other three-judge panels will hear cases at Emporia State University, Johnson County Community College, and Pittsburg State University."

This is the first time in our history the Court of Appeals has visited four colleges or universities during the same docket," said Sarah Warner, chief judge of the Kansas Court of Appeals. "The Court of Appeals is a traveling court, so we hear cases at courthouses throughout the state. The April docket gives us an opportunity to show students how the courts operate and answer their questions about legal education and the judicial process. This makes the court and the appellate process accessible to more Kansans."

Warner explained that the April arguments also allow Court of Appeals judges to spend time with district court judges and their staff.

"We appreciate the work that goes into hosting the Court of Appeals and want to highlight contributions from Chief Judge Curtis Brown in the 23rd Judicial District, as well as Chief Judges Jeffry Larson (5th Judicial District in Emporia), Charles Droege (10th Judicial District in Olathe), and Lori Bolton Fleming (11th Judicial District in Pittsburg) and our partners at each school,” Warner said.

Attorneys for each side will have an opportunity to present their argument, and the judges will have a chance to ask questions. The panel will then take each case under consideration and issue a written decision.

There are 14 judges on the Court of Appeals who typically sit in panels of three to hear arguments and decide cases. Not every case submitted to the Court of Appeals has an oral argument.&nbsp; 

Appeal No. 126,818:&nbsp;State of Kansas v. Manuel Medina-Castro

Saline: (Criminal Appeal) A jury convicted Medina-Castro of one count of intentional second-degree murder. On appeal, he argues the instructions given to the jury did not accurately reflect the State’s burden of proof. Medina-Castro believes the inaccurate instructions meant the jury was not required to find he acted with the intent to cause a death. In addition to finding fault with an instruction given, Medina-Castro believes the district court should have instructed the jury on other, less serious crimes.

Appeal No. 127,858:&nbsp;State of Kansas v. Raven Dakota Abbott

Saline: (Criminal Appeal) Police officers responded to a call about a domestic battery. When they arrived, they found Abbott walking away from the residence. Officers spoke with the person who called the police. Based on that information, they claimed probable cause to arrest Abbott. A search after the arrest revealed drugs and drug paraphernalia. Abbott asked the district court to suppress the evidence found after the search, claiming the arrest violated K.S.A. 22-2401(c)(2), which regulates law enforcement’s ability to arrest someone for committing a misdemeanor offense. The district court agreed, and the drug evidence was suppressed. On appeal, the State claims the arrest was justified by probable cause even if it technically violated the statute, meaning Abbott’s Fourth Amendment right to be free from unreasonable searches and seizures was not violated. The State asks the suppression be reversed.

The phone rang early Saturday morning, and on the line was a friend from church inviting me to fish with him that afternoon on a large farm pond out in the sticks in the shadow of Coronado Heights, where he has been part of a lease for years. 

We talked about some of his past fishing adventures there and it brought back memories of fishing on our farm pond in Ohio when I was a kid. 

The first year we owned that farm, we found a spot in a field that never dried out. Government cost-share money was available back then to help build farm ponds, so after required soil testing and meeting other requirements, a dandy little farm pond was built, and stocked with the prescribed fish combination of that era, largemouth bass and bluegills. 

Endless memories were made around that pond, and it reminded me of a farm pond fishing trip Joyce and I took a few years back.

With rods, bait and tackle boxes in hand we clamored down the side of the grassy overgrown dam and onto a roughly built but sturdy dock that put us ten feet out from the bank and four feet above the water. Hooks were baited and cast into the water before us, which rippled slightly with the breeze. That breeze, along with copious amounts of nasty spray, kept the ravenous mosquitoes at bay. 

The sun slid slowly behind nearby trees, leaving its beams to dance upon the rippling water and offering reprieve from the heat as it ushered in the cool evening. Barn swallows by the dozens strafed the pond, either scooping insects from the surface, or snagging them on the wing in mid-air. After twenty minutes with no action, I climbed the steep grassy bank to the truck to retrieve our ever-present cameras. As my back was turned to open the truck door, Joyce asked “Did you bring the net?” I pondered why she would ask that question when we were fishing in a small farm pond, but when I spun around and saw the pole in her hands bent toward the water like a divining rod, the reason for her question became obvious. I scrambled back down the bank as she hoisted a dandy three-pound channel cat up onto the dock…Welcome to the sport of farm pond fishing!

The agricultural land of central Kansas is dotted with small farm ponds, many out of sight along field drives or in the middle of pastures. Unless a pond is spring-fed, the water in them comes from runoff, so during the dry springs and summers of late, water levels are often low, and some lesser-quality ponds even go dry. The only other down side I can see to fishing farm ponds is the lack of the large variety of fish species found in most Kansas reservoirs. 

Typically, farm ponds contain largemouth bass, channel catfish, bluegills and possibly a few crappies and bullheads. Most ponds are on privately owned property, meaning permission to fish there is required. Once permission is granted however, you will often have the whole place to yourself every time you’re there, because fishing pressure on these ponds is often nil. 

A boat is not usually needed, although a canoe, or one of the popular small two-person crafts can come in handy to get you out past any weeds or moss growing along the bank.&nbsp;The dock from which we fished was the perfect length to get us out beyond the cattails.

Since farm ponds are always fed either by springs or by run-off water, and since most of them are situated in pastures or otherwise grassy surroundings, the water in them is well-filtered before reaching the pond, making them very clean.

So, if you’re used to big-lake fishing for walleye, crappie, white bass or stripers, if you love the drone of a big outboard motor as it pushes your big boat across a big lake, and if the presence of dozens of other fishermen all around you are an important part of your fishing experience, farm pond fishing may not be your gig. 

If, however, you can be happy catching bluegills, channel catfish and largemouth bass from the bank or from a small boat and never see another human being in the process, farm pond fishing may be for you. Sign me up for choice number two! By the way, I declined my friend’s invitation this time because I had this column to write; how ironic!

 </figure>By STEVE GILLILAND The phone rang early Saturday morning, and on the line was a friend from church inviting me to fish with him that afternoon on a large farm pond out in the sticks in the shadow of Coronado Heights, where he has been part of a lease for years. We talked about some of his past fishing adventures there and it brought back memories of fishing on our farm pond in Ohio when I was a kid. The first year we owned that farm, we found a spot in a field that never dried out. Government cost-share money was available back then to help build farm ponds, so after required soil testing and meeting other requirements, a dandy little farm pond was built, and stocked with the prescribed fish combination of that era, largemouth bass and bluegills. Endless memories were made around that pond, and it reminded me of a farm pond fishing trip Joyce and I took a few years back.With rods, bait and tackle boxes in hand we clamored down the side of the grassy overgrown dam and onto a roughly built but sturdy dock that put us ten feet out from the bank and four feet above the water. Hooks were baited and cast into the water before us, which rippled slightly with the breeze. That breeze, along with copious amounts of nasty spray, kept the ravenous mosquitoes at bay. Dads and daughters are heading to The Emerald Ball, where the yellow brick road ends in a night of celebration.

The Hays Recreation Commission will host the Wizard of Oz–themed event at 5:30 p.m. Saturday, April 12 at the Hays Recreation Center, 1105 Canterbury Drive. Registration closes on Wednesday, April 9.

Gail Wickham, youth and senior program director, said the annual event has grown over 19 years and is on track for its largest turnout yet.

"This year, we are up to 82 couples. That's 150 dads and daughters who will be there that night," Wickham said.

The evening will feature a taco bar, photo booth, DJ-led dance, themed games and crafts across the center's gyms. One activity will lead participants through a scavenger hunt using clues to win magical prizes.

Registration is $20 per couple, with an additional $10 for each extra daughter. Wickham said they’ve already reached their initial capacity, but adjustments are being made to welcome more participants.

Wizard of Oz father-daughter dance set for record night

BUNKER HILL – Smoky Hills PBS is proud to announce a special production, "Remembering Bob Davis," dedicated to honoring the life and career of the legendary broadcaster Bob Davis.

For decades, Bob Davis was the voice behind some of the most iconic moments in Kansas sports history.&nbsp; He was a sportscaster&nbsp;for the Kansas Jayhawks, Fort Hays State University, and the Kansas City&nbsp;Royals.&nbsp;&nbsp;His passion, storytelling, and deep connection with fans made him a beloved figure in broadcasting.&nbsp;

This special program will reflect on the conversation we had with Davis back in 2021, as well as his induction speech into the 2016 Kansas Sports Hall of Fame.

This is in honor of Lora Gallegos-Haynes, a beloved Hays High teacher who used to organize this event.

Hays High School World Language Club celebrating Hays heritages

As a first generation college student who is now a professor, I know firsthand the vital role libraries play in providing access to knowledge and opportunity, especially for those from underserved backgrounds.

At my university, nearly half of the student population is also first-generation, and like me, many have relied on libraries as gateways to education, technology, and personal growth. Though I didn’t grow up in the Sunflower State, my students have shown me how deeply public libraries support communities across Kansas, providing essential resources that foster learning, connection, and a brighter future.

In mid-March President Trump issued an executive order to dismantle the Institute of Museum and Library Services (IMLS) to the fullest extent possible — only Congress can fully close the IMLS as it was established by a Congressional act in 1996 — and directs the Office of Management and Budget to reject funding requests from IMLS. It is expected that Trump’s future budget requests will propose to eliminate the IMLS altogether.

This executive order puts essential library resources at risk, especially in rural and low-income communities. IMLS is the primary source of federal funding for libraries across the country and provides approximately $2.1 million in funding to Kansas public libraries annually.

With all 367 public libraries across Kansas relying on this funding, these cuts will have a widespread financial impact and deepen educational disparities across the state.

According to Ray Walling, State Librarian at the State Library of Kansas, the provided funding is “integral to the operations of all Kansas libraries. Our statewide… services could not be offered at current levels without this support.”

Some examples of how the State Library of Kansas uses these funds includes: to support the Summer Reading Program that provides summer reading materials to Kansas libraries, provide access to books for people with disabilities (e.g. Talking Books program, braille and large print books), statewide resource sharing through the Kansas Library Catalog (e.g. interlibrary loan), provide access to state documents via the Kansas Government Information Online Library, statewide access to digital collections of ebooks and audiobooks (e.g. Libby app), and the Kansas Notable Books program that recognizes outstanding titles either written by Kansans or about a Kansas-related topic.

In the past two years, IMLS also provided $10,000 to the Prairie Band Potawatomi Nation to expand the tribe’s reference library for those learning and studying the Potawatomi language and culture; just over $28,000 to Exploration Place in Wichita to provide professional development that led to expansion of the museum’s digital services, allowing them to reach every Kansas county and school district; nearly $50,000 to Independence Community College

to create a publicly accessible online catalog featuring significant playwrights, performing artists, and original manuscripts; and $71,000 to the Iowa Tribe of Kansas and Nebraska for the purpose of identifying and documenting culturally significant artifacts and artwork, including creating a virtual repository of photographs and digitized art.

Kansas ranks second in the nation for per capita library visits, reflecting the deep value Kansans place on these essential community hubs. With such high engagement, it’s clear that libraries are not only centers of learning and opportunity but also key components of daily life for Kansans.

Dismantling IMLS isn’t just a budget decision — it’s a decision that will take books out of children’s hands, limit job-seekers' access to technology, and erase vital cultural and historical resources.

Public libraries are more than just buildings filled with books; they are community hubs that empower Kansans to learn, grow, and connect.

As Dr. Seuss once said, “The more that you read, the more things you will know. The more that you learn, the more places you’ll go.” If we truly believe in fostering a future where knowledge and opportunity are within reach for every Kansan, we must work to preserve our libraries before it’s too late.

Jessica Luck comes from a long line of educators.

Luck's grandfather was a classroom teacher and a principal in Oberlin, where she grew up. Her two uncles taught school in western Kansas. A great-aunt taught in Atwood. Her dad was an art teacher, and some of her cousins are also teachers.

Fourteen years ago, when her family moved to Hays, she decided to switch gears from being an elementary school teacher to an in-home child care provider.

Luck, 48, earned her bachelor's degree at Fort Hays State University and taught second grade in Goddard before her family moved back to Hays in 2008 to be closer to their parents so their son, who was then 2, could get to know his grandparents.

Luck was going to go back to teaching elementary school, but she learned she was pregnant with twins. She and her husband didn't think it was financially prudent to try to have three children in child care.

After two years of staying home with her own children, the couple had a friend who needed child care. Luck and her husband decided to fully certify as an in-home child care provider.

Luck was nominated as the March Child Care Champion by mother Jessica Roe.

"We have had Jessica as our day care provider for nine years. She gives so much love to all the children in her care," Roe said. "Jessica does fun activities with the kids on a daily basis. 

"My older children still love going to see Jessica even though they are out of day care. Jessica will always give extra snuggles when my little one is having a rough day."

Although her oldest son is now 19, the twins are almost 16 and her youngest is 12, Luck has continued to operate her in-home child care.

She said all four children are baby whisperers and are great help when the child care children are in the house.

Her four had their own rooms and their own toys, separate from the child care.Luck said she continues to love working with small children."Everything is brand new and exciting," she said. "Every stage that I see in a home day care before they go to school is fun and exciting. It's not the same thing every day.&nbsp;"We have our routine, but just their little outlooks on life and how they perceive things are constantly changing."Luck said she missed the classroom at first and struggled with taking on new roles, but she doesn't regret it."Being home was the best thing for the kids and our family at that time," she said.&nbsp;She said she would not trade that time she had with her children for anything.&nbsp;"I think if we had stayed in Wichita and I would still have taught, I don't think I would have stayed home with them. I don't think I would have realized the impact and how important that was to stay home with your own kids."That was my feeling. It's completely fine if parents work and don't stay home with their kids, but for me, I loved it, because I had that education background. I worked a lot with my kids, and it carried over to my day care."Luck does not follow a preschool curriculum but uses resources from her classroom days. She has a structured day for the children with opportunities to play outside or exercise indoors when the weather is bad.She allows the children to create open-ended art and craft projects that allow them to express their creativity.&nbsp;Her kitchen table shows the wear from all of that creative time. The finish is completely worn off from all the years of art, play and scrubbing.Luck said keeping up with the ever-changing child care regulations can be difficult."Your yearly inspections are a little nerve-racking," she said, "because it's like showing your home. You have to keep it, you think, neat and tidy, not like little people are in your home all of the time."Luck advised new providers to give the job a year or two. She said it takes time to adjust to working within the state regulations and with parents to meet their expectations.She said she has been thankful for her job as a child care provider because it has allowed her to meet more families in the community."When your kids are certain ages, those are the groups of parents and kids you know," she said. "Home day care allows you the opportunity to keep meeting families."She said her child care families have become an extended part of her own family."You are a second parent almost to them. ... It's rewarding all down through the years like teaching. My oldest ones are eighth-graders this year, and they're going into high school.
