TOPEKA&nbsp;– The start of a new school year is an expensive time for families. If you are struggling to pay for phone and internet services, there are programs to help you stay connected.

During Digital Connectivity and Lifeline Awareness Week, the Kansas Corporation Commission joins utility regulators nationwide in encouraging those in need of assistance to apply for Lifeline and the Affordable Connectivity Program.&nbsp; Both programs help low-income individuals and families stay connected so they can access health care, attend classes, find employment, and call for help in an emergency.

Lifeline provides federal and state discounts up to $17.02 per month on phone service (wireless or residential) and broadband. Seven million Americans currently benefit from the program, including approximately 30,000 Kansans.

The Federal Communication Commission’s Affordable Connectivity Plan&nbsp; provides a monthly internet service discount of up to $30 and a one-time device discount of up to $100 for a laptop, desktop computer or tablet. According to FCC data, more than 20 million U.S. households are currently enrolled, including approximately 120,000 in Kansas.

Eligibility&nbsp;is based on income&nbsp;(at or below 135% of the Federal Poverty Guidelines for Lifeline and at or below 200% for Affordable Connectivity Plan)&nbsp;or participation in certain assistance programs&nbsp;such as:

•&nbsp;&nbsp;Supplemental Nutrition Assistance Program (SNAP) •&nbsp; Medicaid, Supplemental Security Income (SSI) •&nbsp; Federal Public Housing Assistance (FHPA) •&nbsp; Veterans Pensions &amp; Survivors Pension Benefit •&nbsp; Bureau of Indian Affairs General Assistance •&nbsp; Tribally Administered Temporary Assistance for Needy Families •&nbsp; Head Start Tribal Programs (income based) •&nbsp; Food Distribution Program on Tribal Lands&nbsp;&nbsp;

Due to higher income maximums, Affordable Connectivity Plan  also has the potential to help families that may not qualify for other types of assistance. The maximum income for a family of four to qualify for the&nbsp; program is&nbsp;$60,000 per year compared to $40,500 for Lifeline. Both Lifeline and Affordable Connectivity Plan offer additional discounts for subscribers living on tribal lands.

UPDATE: World War II aircraft at Hays Regional Airport event canceled

A Ransom man faces life in prison after a jury found him
guilty of sexually assaulting a child in 2015. 

An Ellis County jury deliberated for five hours last week
before finding Robert Wayne Evel guilty on all four counts of aggravated
criminal sodomy, attempted rape, aggravated indecent liberties with a child and
criminal threat. 

According to court documents, all four crimes occurred
between June 1, 2015, and August 31, 2015.

All four crimes also involved a child who was 10 years old
at the time of the assault.

According to Ellis County Attorney Robert Anderson, Kansas
sentencing statutes require Evel to be sentenced to life in prison without the
possibility of parole for a 25-years on three of the four charges.

Sentencing is scheduled for Monday, November 20, at
10:30 a.m.

The Hay USD 489 school board approved its 2023-24 budget at its meeting on Monday with a slight mill levy decrease.

The overall mill levy will decrease from 32.375 mills last year to 31.463 for the 2023-24 school year. Although the mill levy is decreasing, the assessed valuation has increased in Ellis County. The amount of tax raised will increase by about $900,000.

The state sets the general fund levy at 20 mills. The local school board has no control over that mill levy. The capital outlay mill levy was set by a previous board at 8 mills.

The supplemental general mill levy, which is also known as the local options budget, was set at&nbsp;12.251 by the board Monday night, which was a decrease from&nbsp;13.01 mills last year.

The district can levy up to 33 percent of its budget for its local option budget. USD 489 is levying at 31.6 percent of its budget.

The bond and interest line item was also decreased from&nbsp;11.356 mills to&nbsp;11.212 mills.

Local taxing units not only have to conduct public budget hearings but a revenue-neutral hearing if the taxes raised will be more than the previous year.

Because of the increase in valuation, the district was required to conduct a revenue-neutral hearing.

Several residents spoke during the public comment sections of the revenue-neutral and budget hearings. The speakers said they were concerned about paying the increase in taxes as a result of the increase in valuations.

Resident Duff Watson said his wages have not increased as much as his taxes have.

"We have improvements to the schools and they are very high-end and very nice improvements, but it's not school buildings that make the school. It's the teachers in the classroom," he said.

Resident Ken Kennedy acknowledged it was late in the budget process to make changes to the budget.&nbsp;

However, he suggested the school district as well as the city and county consider dropping the local mill levies to decrease the impact of increased valuation on taxpayers.

If not this year, he urged the school board to decrease either to local option budget mill levy or the capital outlay mill levy next year.

"Those who live on fixed incomes, it's really hard for them to come up with those extra dollars," Kennedy said.

Another audience member&nbsp;Cody Marintzer said his valuation went up $30,000.&nbsp;

"We want to know that you are spending our dollars wisely," he said.

Superintendent Ron Wilson said all costs to the district have increased as a result of inflation.

Kyle Carlin, director of the special education cooperative, said the percentage the state reimburses for special education is anticipated to decrease this year, which means local districts like Hays will have to increase contributions from their general funds for those services.

The board already approved raises for both teachers and classified staff.

Board member Allen Park suggested decreasing the capital outlay mill levy by a mill. One mill in the capital outlay budget would equal about $400,000.

Chris Hipp, district assistant superintendent of business, said if revenue was cut from the budget at this point, it would have to come from somewhere.

He said the district is using capital outlay funds to pay off multiple lease purchase agreements, including work on HVAC systems and the Early Childhood Complex that have already been completed.

"You have to be careful about how that would affect your cash flow on paying off those leases," he said.

Board member Meagan Zampeiri-Lillpopp said the district's five-year plan shows a reduction in the use of capital outlay money in light of the bond construction.

"We are making up for a long period of low state funding and local funding that was very low and not sufficient to care for our buildings," she said.

Wilson said the biggest mistake the district could make now is to cut its capital outlay fund.

"This district has a history of not taking care of its facilities. This district suffered because of that," Wilson said. ...

"We still have some very old buildings. Regardless of the bond, there will still be things that need taken care of and big ticket items and unexpected things."

Board member Curt Vajnar said he has been hit hard by the increase in the local valuations. He saw tax increases for his home, business and agricultural land.

Although he voted in favor of the budget, he said he hoped during the coming year, the district would consider costs.

"As we make decisions, we have to be in the shoes of some of these taxpayers," he said. "I hope we will consider this as we go down the road."

Park abstained from the vote. Per procedure, that abstention was counted as a no-vote.&nbsp;

Conservative Republicans on the Kansas Board of Education have used this tactic as a means, for all practical purposes, of voting no without officially taking a stand on important policy issues.&nbsp;

Mark Ferguson, legal counsel to the state Board of Education since 2009, <a href="https://hayspost.com/posts/b2bb1540-6efa-4913-a769-7604fea3341d">called it an "abdication of the responsibility to vote or to take a position on a particular issue," in a news story written by the Kansas Reflector and republished by the Hays Post in June</a>.

Hays USD 489 mill levy to go down, but increase in valuations means higher taxes

The Kiwanis Club of Hays is celebrating its 70th anniversary with a variety of service projects called “Seven Acts of Kindness for 70 Years of Service."

1st Act of Kindness - On July 16, 26 flags were installed in front of and inside of Lewis Field Stadium for the 50th Anniversary Shrine Bowl that was hosted in Hays.

2nd Act of Kindness - To commemorate the end of summer, club members also had a park cleanup day at Kiwanis and Hickok Park on August 26th. Kiwanis Club of Hays is the sponsor of both of these parks, and the club is currently in the process of saving up funds over the next five years to do a large project at one of the parks to commemorate its 75th anniversary.

3rd Act of Kindness – On August 26, club members welcomed the community through the assistance of Snow Cone Express at Kiwanis Park for its Snow Cones in the Park family event. One hundred thirty-seven free snow cones were served to numerous families, with children enjoying play time at the park. Food items were also collected on behalf of the Community Assistance Center.

4th Act of Kindness – In partnership with the TMP-Marian Key Club, Kiwanis Club members will also be assisting with the Key Club Blood Drive on Wedenesday, November 8 from 8:45 a.m. to 2 p.m.

5th Act of Kindness – The Kiwanis Club of Hays sponsors the TMP-Marian Builders Club and Key Club, as well as the Fort Hays State University Circle K Club. As a token of appreciation for the service these clubs provide the community, club members will arrange for pizza parties for each of these organizations this fall.

6th Act of Kindness – On February 17, National Random Acts of Kindness Day, several Kiwanis Club of Hays members will be doing a story time event by reading books to children at the Hays Public Library at 10 a.m. Treats will be provided to children who attend that morning, and a craft project will take place after the story time concludes.

7th Act of Kindness – To honor all Kiwanis Club of Hays members who left a positive mark on this world and have passed away, the club will be creating a memorial rock at Kiwanis Park that will include names of past Kiwanis Club of Hays members. This effort is being guided by the city of Hays Parks Department. Names are currently being taken to include on the&nbsp;memorial rock. Past club members who have breen a member of the club for five years or more or have served as a club officer will be included. Community members are encouraged to email info@hayskiwanis.com or call club president Sarah Wasinger at 785-650-2196 with names for this project by October 31.

Do to continued price increases for poinsettias, the club has made the difficult decision to discontinue this fundraiser in 2023. The Kiwanis Club of Hays board wishes to extend its appreciation to the entire community for their support of the Flag Project, Wild West Festival Saloon, and Poinsettia Project in past years, as these fundraisers allow the club to provide $50,000 worth of funding to local youth and veteran programs annually.

Kiwanis Club of Hays was chartered on May 5, 1953. The club currently has 95 members and meets weekly for lunch on Thursdays at noon at Smoky Hill Country Club. All community members are welcome to attend meetings to learn more information about becoming a member. Kiwanis is a global organization of volunteers dedicated to improving the world one child and one community at a time.

 </figure>2nd Act of Kindness - To commemorate the end of summer, club members also had a park cleanup day at Kiwanis and Hickok Park on August 26th. Kiwanis Club of Hays is the sponsor of both of these parks, and the club is currently in the process of saving up funds over the next five years to do a large project at one of the parks to commemorate its 75th anniversary.<figure>

 </figure>3rd Act of Kindness – On August 26, club members welcomed the community through the assistance of Snow Cone Express at Kiwanis Park for its Snow Cones in the Park family event. One hundred thirty-seven free snow cones were served to numerous families, with children enjoying play time at the park. Food items were also collected on behalf of the Community Assistance Center.4th Act of Kindness – In partnership with the TMP-Marian Key Club, Kiwanis Club members will also be assisting with the Key Club Blood Drive on Wedenesday, November 8 from 8:45 a.m. to 2 p.m.5th Act of Kindness – The Kiwanis Club of Hays sponsors the TMP-Marian Builders Club and Key Club, as well as the Fort Hays State University Circle K Club. As a token of appreciation for the service these clubs provide the community, club members will arrange for pizza parties for each of these organizations this fall.6th Act of Kindness – On February 17, National Random Acts of Kindness Day, several Kiwanis Club of Hays members will be doing a story time event by reading books to children at the Hays Public Library at 10 a.m. Treats will be provided to children who attend that morning, and a craft project will take place after the story time concludes.7th Act of Kindness – To honor all Kiwanis Club of Hays members who left a positive mark on this world and have passed away, the club will be creating a memorial rock at Kiwanis Park that will include names of past Kiwanis Club of Hays members. This effort is being guided by the city of Hays Parks Department. Names are currently being taken to include on the&nbsp;memorial rock. Past club members who have breen a member of the club for five years or more or have served as a club officer will be included.  </figure>Do to continued price increases for poinsettias, the club has made the difficult decision to discontinue this fundraiser in 2023. The Kiwanis Club of Hays board wishes to extend its appreciation to the entire community for their support of the Flag Project, Wild West Festival Saloon, and Poinsettia Project in past years, as these fundraisers allow the club to provide $50,000 worth of funding to local youth and veteran programs annually.About Kiwanis Club of HaysKiwanis Club of Hays was chartered on May 5, 1953. The club currently has 95 members and meets weekly for lunch on Thursdays at noon at Smoky Hill Country Club. Kiwanis Club of Hays celebrates 7 acts of kindness for 70 years of service

Breakfast. Either you love it or you skip it. It’s a meal that not everyone makes a priority, and it is often easier to hit the snooze button than to cook first thing in the morning. Although there is strong evidence that breakfast eaters are more likely to have a lower BMI, have better cognitive performance, and are less likely to snack throughout the day. Fueling up at breakfast is similar to fueling up the car before a long road trip. You wouldn’t be able to drive very far on fumes, so why would you expect your body to function optimally on an empty stomach?

If you want to make breakfast a regular part of your day, here are a few strategies to simplify your routine:

1. Just Break the Fast. If the idea of breakfast turns your stomach, don’t fret. The term “breakfast” simply means to break the fast, and we all do it whether it is at 7 a.m. or noon. Ideally, consuming something within two hours of waking energizes the body and reduces brain fog, but listening to your body is key. Packing breakfast on the go may be a good option if you don’t feel hungry until mid-morning. Having a late breakfast is still better than becoming overly hungry which leads to overeating throughout the day.

2. Prep the Night Before. Making breakfast ahead of time will make your morning routine a breeze. Visualize MyPlate when creating your breakfast with fruits, veggies, lean protein, whole grains, and healthy fats. Here are a few balanced options that can be made in advance:

· Greek yogurt parfaits with whole-grain granola, mixed nuts, and fruit · Hard-boiled egg with toast, avocado, and tomato · Overnight oats with milk, Greek yogurt, peanut butter, and fruit · Freezer breakfast burritos with scrambled eggs, cheese, spinach, and a whole-grain tortilla

Oakley Gun, Coin and Knife show set for Sept. 16-17

Perry Riebel from Russell was the winner of the Keystone UTV.

He picked up his prize at the Eagle Radio Media Center on Monday.

Riebel registered on June 21 at Fossil Station Convenience Store in Russell. He outlasted 27 total finalists to be the LAST name pulled out of the bucket to win a beautiful Keystone Light UTV.

The Keystone Light UTV Giveaway was the summer promotion presented by A &amp; A Coors, Miller, Boulevard, and Keystone Light, Advantage Glass Plus, Hays Post and the Eagle Media Center in Hays.&nbsp;

There were 14 on-location broadcasts throughout the months of June, July, August and September.

Hansen Foundation will make scholarships available in four categories to students in 26 northwest Kansas counties for the 2023-2024 academic year.&nbsp; Students from an accredited high school, registered independent, private or home school in one of the following 26 counties are eligible to apply:

Cheyenne, Cloud, Decatur, Ellis, Ellsworth, Gove, Graham, Jewell, Lincoln, Logan, Mitchell, Norton, Osborne, Ottawa, Phillips, Rawlins, Republic, Rooks, Russell, Saline, Sheridan, Sherman, Smith, Thomas, Trego and Wallace.

Scholarships available for students who will graduate in the current academic year are:

• Seven&nbsp;Leaders of Tomorrow Scholarships&nbsp;with annual stipends of $10,000 renewable for three additional years if criteria established by the Scholarship Committee are met.&nbsp; Recipients must attend an accredited four-year public, private or church related Kansas college or university.

• Thirty-Five&nbsp;Hansen Scholar Scholarships&nbsp;with stipends of $6,500 renewable for three additional years if criteria established by the Scholarship Committee are met.&nbsp; Recipients must attend an accredited four-year public, private or church related Kansas college or university.

• Seventy&nbsp;Hansen Student Scholarships&nbsp;with stipends of $4,000 renewable for one additional year, providing the recipients have achieved at least a 3.00 GPA at the college level. Recipients must attend an accredited community, public, private or church related college or university in Kansas.

To qualify for the above scholarships, a student must have taken the&nbsp;ACT test&nbsp;and have a composite score of&nbsp;23 or higher&nbsp;and have at least a&nbsp;3.50 GPA (un-weighted). The student should be an active participant in extracurricular school and community activities, display good citizenship, leadership, and moral integrity.

Students planning to enter the competition for Leaders of Tomorrow, Hansen Scholar or Hansen Student scholarships must register at their school and take the qualifying test at locations to be announced.&nbsp; Information on all scholarships has been sent to qualifying area schools.&nbsp; Tentative test dates have been set for&nbsp;September 13 and 14, 2023.

Annual Hansen college scholarship program announced for NW Kansas students

Triplett, Inc., Salina, wants to build a  24/7 Travel Store truck stop just north of Interstate 70 at the west Hays exit 157. The company has requested a tax increment financing district in the city of Hays for the $11 million proposed project.&nbsp;

It's the first of step of many in Hays' economic development policy and was reviewed Thursday by city commissioners.

Triplett already operates a small 24/7 Travel Store in Hays at&nbsp;3601 Vine St., south of the interstate Exit 159.&nbsp;&nbsp;

The new 9,000-square-foot&nbsp;location&nbsp;would include a full-service travel plaza and convenience store, with 12 gas fueling positions and five diesel fueling positions, electric vehicle charging stations, a restaurant in the travel plaza, a dog park and RV overnight campsites.

Triplett also owns 24/7 Travel Stores in Goodland, Colby, WaKeeney, Russell, Abilene, Salina, McPherson and Maple Hill.

Based on current project costs, the developer estimates $4.2 million of the Travel Store costs are TIF-eligible expenses under state law and the city’s economic development policy:&nbsp;

If the city commission votes next week to approve a tax increment financing district for the project, the developer expects to begin construction next summer and to be operating by the spring of 2025.&nbsp;&nbsp;

"A lot of things are happening in this community right now," said Sandy Jacobs, Hays vice-mayor. "The minute you think things are slowing down, something else comes in front of us.

"I can see the (next) 25 years looking pretty good, so we need to look a little further out," she said.&nbsp;

In other business, City Manager Toby Dougherty reminded commissioners they will have a final chance to review the 2024 draft budget at the Sept. 14 meeting.

Following any modifications, public hearings will then be held to approve an ordinance to exceed the revenue neutral rate, followed by the budget public hearing.&nbsp;&nbsp;

The commission also entered into a 15-minute executive session at the end of the work session to discuss acquisition of real property. No action was taken.&nbsp;

24/7 Travel Store travel plaza planned for Hays north of Interstate 70 

GOVE COUNTY —Two people were injured in separate accidents from strong winds on Interstate 70 just after 10p.m. Saturday in Gove County.

The Kansas Highway Patrol reported a 2023 Freightliner semi driven by Mario L. Swain, 33, Branson, Missouri,&nbsp;was parked on the on ramp to eastbound Interstate 70 at Park, when the wind blew over the truck and trailer.

EMS transported a passenger in the vehicle Darius&nbsp;Knowlton, 60, of Springfield, Missouri, to Gove County Medical Center. Swain was not injured.

Four miles east of this accident, a 2019 Freightliner driven by 39-year-old Yahannes A.&nbsp;Wedajo, 39, Denver, Colorado,&nbsp;was parked on the right shoulder of westbound Interstate 70.

Due to the storm,&nbsp; high winds blew the vehicle onto the drivers side and slid the vehicle and trailer across both lanes, where it came to rest partially in the median and in the passing lane of travel.

EMS transported&nbsp;Wedajo to the Logan County Hospital for treatment of minor injuries.

The Rotary Rig Count from Baker Hughes broke its losing streak. The total count as of 9/8 was 632 active rigs, marking the first increase in total rigs, and the first increase in oil rigs, in more than two months. The count in Texas was up four. New Mexico and North Dakota were each down three. 

The Kansas Rig Count from Independent Oil &amp; Gas Service was down two rigs from last week in western Kansas. The tally east of Wichita is unchanged. The count is down 40% from last year at this time. 

Drilling was underway Friday on a lease in Ellis County.

So far this year, 186 oil-and-gas operators have spudded 884 wells across the state of Kansas. They've completed 1,190 wells, up seven percent over last year. Independent Oil &amp; Gas Service says spuds are down 23% from a year ago, and total footage drilled trails last year by 26%. 

Operators completed 38 new wells across Kansas last week, 13 east of Wichita and 26 in western Kansas, including two in Barton County, one in Ellis County and one in Stafford County. Kansas regulators last week approved eight new drilling locations across the state, two in eastern Kansas and six west of Wichita. That's 842 new drilling permits so far this year compared to 1,130 a year ago.

The Kansas Corporation Commission reported 83 new intent-to-drill notices in August, including one in Barton County, three in Ellis County, one in Russell County and one in Stafford County. So far this year there are 901 new intents statewide, down 280 from the count at the end of August last year.

The government reported another near-record week for crude production, over 12.8 million barrels per day for the third week in a row. U.S. weekly output has exceeded 12.8 million barrels per day only 18 times in history including this latest report from the Energy Information Administration. The record weekly tally was 13,074,000 barrels per day set during the week through February 28, 2020.

The Energy Information Administration said U.S. crude imports increased by 154,000 barrels per day to 6.8 million. The four-week average is nearly ten percent higher than a year ago. 

Crude inventories dropped another 6.3 million barrels, to 416.6 million barrels. That's the lowest tally since June of 2022.&nbsp; The Energy Information Administration says stockpiles are four percent below the five-year average for this time of year.

At least one Russia sanction is not working as planned. The G7 and its allies have shelved regular reviews of the Russian oil price-cap scheme, even though most Russian crude is trading above the limit because of a rally in global crude prices. Reuters reports Russian producers have found ways to sell oil using fewer Western ships and insurance services, making it difficult for the West to enforce the existing price cap.

Viper Energy, a Midland, Texas operator, is expanding its reach, paying out a billion dollars in cash and stock for a huge acreage stake to add to its own in the Permian Basin and other oil and gas plays. Viper said the new fields will boost its Permian acreage to 32,000 acres with output jumping to 48,000 barrels per day.
