GEARY COUNTY —Law enforcement investigating alleged threats against USD 475 in Junction City have made a second arrest.

On Friday, police arrested a second juvenile for the alleged post made on Snapchat and also TikTok&nbsp; that featured the names of students and staff from Junction City Middle School, according to a media release.

The juvenile was arrested, transported to the police department for processing, and later released to their parents.

Both juveniles are facing charges of Aggravated Criminal Threat, a Level 5-person felony.

Fifty percent of all elderly caregiving in the United States is for someone living with Alzheimer's disease or another dementia, according to the American Alzheimer's Association.

<a href="https://www.adiffmindsetassoc.org/">A Different Mindset Association</a> is a Hays-based nonprofit group offering community support for people with dementia and their families.

The group offers community educational workshops, caregiver support groups in-person and online, and non-medical respite activities.&nbsp;

Up to 30 percent of caregivers are 65 or older and often care for an aging parent and at least one child. The caregivers' mental and physical health is also important, said Micki Armstrong, president of A Different Mindset.

"We want to make sure that those people are healthy, too," Armstrong said. "Statistics show that those people can get frustrated and have their own medical issues if they don't have some kind of relief."

The group has just started two programs in cooperation with the Hays Senior Center to socially engage persons with dementia and provide some respite from the demands on their caregivers.

On the first Tuesday of each month, participants who are in the early to moderate stages of dementia will enjoy lunch and then a field trip to various spots, such as the Triple 8 Equine Center, Sternberg Museum of Natural History and St. Vincent Church to see the creche and Bethlehem scene. There will be indoor and outdoor experiences and opportunities for community service.

"Every person with dementia must first be assessed. We do those assessments in their home with the caregiver there," Armstrong said.&nbsp;

"We have some simple criteria. They must be ambulatory to go up and down the bus steps, have some level of communication, and be able to toilet themselves."

The social engagement day program will be on the third Tuesday of each month at the Hays Senior Center.

Participants will enjoy lunch, art, drama, music, intergenerational activities, animal interactions, and community service. They will also engage in cognitive and physical exercises. 

Because the four-and-a-half-hour social engagement programs are non-medical, no medications will be distributed during those times.

A Different Mindset is based on a similar program in Leavenworth, The Deeper Window Association.&nbsp;

"When we saw it, we knew this is what we want to do," Armstrong said.

"These types of programs are needed all across our country as the dementia rates continue to rise," said one member of Different Mindset.&nbsp;

A core group of seven to eight local volunteers has organized Different Mindset and more volunteers are welcome.&nbsp;

Monique Koerner, family and community wellness agent for K-State Research and Extension Cottonwood District in Hays, is one of the volunteers.&nbsp;

"One of the main focuses of Different Mindset is to not only support the caregiver but we're also supporting the dementia patient through those activities, engaging their mind and their body in experiences that will help those connections in their brain," Koerner said.&nbsp;&nbsp;

She will present a public workshop about brain health and dementia from 6 to 8 p.m. Oct. 9 in the extension office, 601 Main.

Koerner will talk about combating neurodegenerative diseases and good brain health.&nbsp;

The next evening, Oct. 10, Jill Wechsler, care coordinator at Clinkscales Elder Law Practice and a member of Different Mindset, will discuss the best approaches for behaviors related to dementia with a panel of experienced caregivers.

The session will also be from 6 to 8 p.m. in the extension office. A Zoom link will be provided for an online option. Call Koerner at 785-628-9430 to RSVP for either or both sessions.

"The hardest thing about this disease [Alzheimer's] is you lose your loved one twice. They fade away before they physically die," said a caregiver.

Although there's currently no cure for Alzheimer's, there is abundant research underway and some early success in slowing the progress of the disease and other dementias.

Some new research considers Alzheimer's "Type 3 diabetes."

"It has to do with inflammation of the brain and the build-up of toxins," Koerner said. "We already know too much sugar is not necessarily good for our bodies. They're researching its effect on the brain."

A Different Mindset supports area Alzheimer's patients, caregivers

The Fort Hays State University rodeo team began the season with big wins in their initial competitions, first in Manhattan and then in Colby.

Leading the way for the Tiger Rodeo Team was FHSU freshman Hailey Witte from Crookston, Neb. Witte is the most recent State High School Barrel Racing Champion from her home state and continued with her championship ways in Manhattan. She posted a sizzling 15.61 seconds to take an early lead in the first go-round and ended up placing third.&nbsp;

Witte came back for the Sunday Short-Go Championship Round, nearly tying her first run with a time of 15.64. Her overall performance in the aggregate placed her first overall for the weekend.&nbsp;

“For a freshman to raise up to the collegiate level and win in her debut performance is incredible,” said Coach Guy Forell. “I knew we were going to be well represented in the barrel racing this year. We had three barrel racers make it into the Top 12 Short Go at Manhattan, and I believe we’re going to see that with some regularity this year.”

Another freshman with a top performance at K-State was Abagail Olson from Sheridan, Wyo. Olson shook the whole battery of barrel racers in the first round with a smoking 15.52 run, easily winning round number one.

A knocked-over barrel in the short round took her out of the average at K-State but put everyone on notice that she will be a real threat this year. Olson is the Reserve National High School Champion and a two-time state champion and competes in the three events of goat tying, breakaway roping, and the barrels.

“I am just so eager to see how this team performs this year. With the new freshmen and transfers, we are getting noticed, and this year will be an exciting time,” Forell said.

Senior Prairie Robbins from Brookville also made the Top 12 Short Go in the barrel racing, posting a time of 15.97 in the Long Go and a 16.45 in the Short Go, finishing with a&nbsp;ninth place finish overall out of 155 competitors. Two other FHSU competitors, Lexi Wooten from Udall and Kagan Davis from Purcell, Okla., were just out of the top 12.

In the steer wrestling event, former FHSU football player turned rodeo athlete from Devers, Tex., J.T. Jones hit a time of 4.8 seconds to win the first go-round of the big man’s event. The 6-foot 3-inch, 230-pound Jones is primarily a tie-down calf roper but uses his size and athleticism to wrestle steers as his second event.&nbsp;

“This guy is a beast, has no fear, and just attacks the steers like he did on the gridiron, and it makes for some great watching,” said Assistant Coach Trevor Meier. Jones was long in the Short Go with a time of 19.1 and finished tenth overall.

In the breakaway roping, Katherine Walker, a Dodge City Community College transfer student from Erie, Ill., clocked a time of 2.9 seconds in the first go, was 3.4 in the Short Go, and finished a strong fifth place overall out of 162 contestants entered in the breakaway event.

Following their initial rodeo, the team traveled to Colby this past weekend, Sept. 12-14, and continued their successful start to the season. Once again, Hailey Witte placed first in barrel racing, and J.T. Jones took first in tie-down roping.

The FHSU Rodeo Team competes in the Central Plains College Rodeo Circuit, and after the first two rodeos of the season, the FHSU men are in ninth place out of fifteen competing teams, and the women are in fourth out of eleven.

Their next competition will be Sept. 26-28 at Southeastern Oklahoma State University in Durant, Okla.

FHSU rodeo barrel racers light up the scoreboard at Kansas State University

KANSAS CITY– A citizen of Nigeria, who was extradited from the United Kingdom, was sentenced in federal court this week for his involvement in a conspiracy to sell stolen financial information on the darknet from tens of thousands of victims from around the world, according to the United State's Attorney.

Simon Kaura was sentenced by U.S. District Judge Greg Kays to five years in federal prison without parole. At sentencing, the court found that Kaura’s crimes resulted in an intended loss of $6,338,500.

On May 22, 2024, Kaura pleaded guilty to one count of conspiracy to commit access device fraud and one count of access device fraud.&nbsp; According to court documents, Kaura admitted to being part of a sophisticated, global conspiracy to obtain and sell stolen financial information on darknet markets — including a market he helped create and administer with his co-conspirators.&nbsp; Kaura operated under the online monikers&nbsp; “apples,” “applepiecards,” “cartman,” and “dpharoah.”

Kaura and his co-conspirators operated as prominent “carding” (stolen financial information) vendors, sometimes under the moniker brand “ggmccloud” and “ggmccloud1,” on multiple darknet markets. Each market allowed users to buy and sell stolen and fraudulent financial information. The markets operated much like conventional e-commerce websites, except that the goods sold on the markets were primarily criminal in nature. Each market required users to transact in digital currencies, such as Bitcoin. These sites enabled users to distribute illegal contraband to buyers throughout the world to perpetrate fraud.

Kaura and his co-conspirators obtained large quantities of stolen financial information and passed it along to other co-conspirators to check, organize, and sell on numerous darknet markets. Kaura and his co-conspirators possessed card information belonging to victims from all 50 states, the District of Columbia, Australia, Canada, and the United Kingdom. Kaura and his co-conspirators were responsible for conducting tens of thousands of illegal transactions on darknet markets from Feb. 22, 2016, to Oct. 1, 2019.

During the conspiracy, Kaura and his co-conspirators also created, launched, and administered their own darknet market, Skynet. From April 2016 to October 2019, the co-conspirators’ market offered stolen financial information and other contraband for sale. The market also hosted a messaging forum and private messaging service, allowing cybercriminals from around the world to meet and communicate freely about their crimes.&nbsp;

Co-defendant Taylor Ross Staats, 41, of Texas was sentenced on Jan. 25, 2024, to 18 months in federal prison without parole after pleading guilty to one count of conspiracy to commit access device fraud. Staats’s main role in the conspiracy was to determine, prior to being advertised for sale, whether the stolen payment cards were still active and capable of use. If so, he organized the card information, and it was posted for sale on the darknet.&nbsp; Staats operated under the online moniker “f9ac4”.

The U.S. Attorney’s Office and the Department of Justice continue to seek forfeiture of more than $4.5 million in criminal proceeds resulting from the co-conspirators crimes.

Janet Juneil Holmes McDowell, daughter of Erma Twila Burgess Holmes and Garth Macy Holmes was born on November 23, 1935 in rural Smith Center. Janet departed this earthly life to be with her Lord and Savior on September 19, 2024 at the age of 88 years at Smith Center Health and Rehabilitation.

Janet grew up on the family farm south of Smith Center, Kansas, surrounded by three siblings making for a lively household. As third of four stair stepdaughters, Janet was active in the many household chores of the day. While living on the farm, Janet often recalled walking over the hill to school. Janet then stayed in town during the weekdays to attend high school.

Janet met the love of her life at a local dance. Janet married Duane Alvin ‘John’ McDowell on August 1, 1954. They made their home in Smith Center and later purchased the farm of Chris and Mary Frydendall north of Bellaire. They raised their four children: Lana, Lori, Lance and Lia.

Janet was active in her church; the Smith Center Congregational Church, as Sunday School teacher and choir member. Janet was also active in Custer Bible Study and ladies groups including playing bridge weekly and bowling. Later in life, Janet enjoyed singing with the Lebanon Music Club. While raising her family, she also traveled with John as he coached the Lebanon Women’s Softball team building lifelong relationships with these women as the entire family traveled and participated.

Janet was preceded in death by her beloved John, grandchildren Trevor and Travis Wells and his son in law Randall LaDow. Left to cherish Janet’s memory are children Lana Wells (Stephen), Lori LaDow, Lance McDowell (Theresa), Lia Post (Daryl), grandchildren Trent Wells (Keren), Taryn Peterson (CJ), (Annette Wells), Dana Sinauleni (Boykin), Derik LaDow (Elise), Darcy LaDow, Jacqueline McDowell Dues, Mariah McDowell, Jonathon Cole McDowell (Shelby), Andre Cale McDowell, Ryan Post (Lisa), Lacy Muller (Max), Jay Post (Lycan), and 24 great-grandchildren and a host of siblings, nieces, nephews, cousins and friends.

&nbsp;Smith Center&nbsp;–&nbsp;Helen Joyce Baetz,&nbsp;89, passed away Saturday, September 21, 2024, at Smith Center&nbsp;Health and Rehab, Smith Center, KS.

Helen was born January 25, 1935, in Washington Township, Smith County, KS, the daughter of Wardie M. and Lavina C. (Carver) Hawkins.&nbsp; Helen attended grade school at Dewey and graduated from the Smith Center Hight School.

On&nbsp;March 30, 1956,&nbsp;Helen married Leland Baetz&nbsp;at&nbsp;the&nbsp;First Christian Church, Smith Center, KS. To this union they were blessed with five children, Russell Eugene, Sharlyn Kay, Judith Lynn, Larry Duane and Kevin Wayne.

She was preceded in death by&nbsp;her parents, husband&nbsp;Leland, son Larry Duane&nbsp;at the age of 3 years, brother Duane Hawkins, sister Melva Jean Hawkins, son-in-law Milo Shellito, and nephew Jerry Hawkins.

Helen&nbsp;is survived by two sons, Russell (Karen) Baetz and Kevin (Kim) Baetz all of Smith Center; two daughters, Sharlyn Shellito and Judith (Wayne) Hyman all of Smith Center; two&nbsp;sisters-in-law, Maydeen Hawkins of Smith Center, Norma Schriner of Axtel, NE and numerous grandchildren and great-grandchildren.

Funeral services will be held at 10:30 a.m., Tuesday, September 24, 2024, at All Faiths Funeral Chapel, 113 S. Madison St., Smith Center, KS, with Pastor Lance McDowell officiating.&nbsp; Visitation will be held on Monday, September 23, 2024, from 1:00 p.m. to 7:00 p.m. with family present to greet friends from 5-7 p.m.&nbsp; The burial will take place in Fairview Cemetery, Smith Center, KS. &nbsp;Memorials may be given to the First Christian Church and/or Kingsbury-Chase VFW Post 1141 Ladies Auxiliary, both of Smith Center, and can be sent in care of the funeral chapel.

Troy Lee Rebel, 60, passed away on September 4, 2024, in Platte City, Missouri. Born on September 9, 1963, in Ness City, Kansas, to Darlene Werth and Ralph Rebel, Troy spent his childhood keeping his parents on their toes while making countless memories with his siblings, Jay, Penny, and Jeff.

As an adult, Troy completed his apprenticeship in 1989 and devoted over 30 years to his career as a dedicated Lineman and Supervisor for Westar Energy. His strong work ethic helped keep power flowing to countless communities. Known for his tireless drive, Troy never let the grass grow under his feet. His colleagues admired his loyalty, grit, and willingness to lend a hand at a moment’s notice. Troy truly embraced life, whether he was cruising the open road with the Steel Horses Motorcycle Club in Kansas City or finding peace at Wilson Lake with a fishing pole in hand. His love for adventure was matched only by his passion for the Kansas City Chiefs, where he was known for his over-the-top high fives to any fan lucky enough to be nearby.

Troy’s adventurous spirit extended beyond the road and water. He loved the thrill of jumping out of airplanes, traveling the country, and relaxing at the beach with his daughter Adrea in Florida. He had a knack for bringing joy to any situation, even if that meant showing off his impromptu dance moves in an airport baggage claim. At home, Troy was passionate about gardening and a canning connoisseur, often sharing his famous salsa with friends and family. But what he loved most was showing off his son Tyler’s three beautiful grandchildren, who lovingly referred to him as Papa Troy. Troy’s love for his family was unwavering.

He is survived by his father, Ralph (Bonnie) Rebel; his children, Adrea Rebel (Jamie) Garrison, Tyler (Tiffany) Rebel, Macie (Cory) Rebel-Kidwell, and Olivia Rebel; and his beloved grandchildren, Kinsley, Kasen, and Crew Rebel and Emilia and Ezra Rebel-Kidwell. His warmth, laughter, and love for his family will be remembered by all who knew him.

HAYS, Kan. – Shane Watts had 158 all-purpose yards and scored two touchdowns, Benyon Williams returned a fumble for a touchdown late in the second quarter and Fort Hays State rebounded from their first loss of the season with a 37-0 non-conference win over Northeastern State Saturday at Lewis Field.&nbsp;

The Tigers improved to 3-1 on the season and are 3-0 at home after their 10th-straight win over the RiverHawks. Northeastern State dropped to 0-3.

The game swung late in the second quarter. With the Tigers leading 10-0, Northeastern State defensive lineman Chris Lee intercepted a Jack Dawson screen pass and returned it to the FHSU 17 yard line. After moving to ball to the six, a bad snap went over the head of NSU quarterback Dereun Dortch and was returned 81 yards by Benyon Williams which gave the Tigers a 17-0 halftime lead.

Shane Watts gave the Tigers their first touchdown on a 23 yard screen pass on third and goal. He added a two-yard touchdown run late in the third quarter to push the lead to 27-0. Watts finished with 118 rushing yards on 22 carries and caught four passes for 40 yards. It was Watts' second 100-yard rushing game this season and helped the Tigers to a season-best 184 yards on the ground.

Jack Dawson connected with Jayden Horace on a three-yard touchdown pass in the fourth quarter.&nbsp; &nbsp;Carson Arndt added field goals from 32, 35 and 22 yards.

Dawson finished with 175 passing yards, completing 20-of-32 attempts. Trevor Watts&nbsp;led in receiving with eight catches for 50 yards.

Defensively the Tigers held NSU to 257 yards. Mason Perez led the way with seven tackles a blocked punt. Jack Hileman and Makel Williams&nbsp;each had six tackles and Jaxon Kolzow forced a fumble in the fourth quarter.

The Tigers resume MIAA play on the road at No. 25 Central Oklahoma next Saturday. Kickoff will be at 7 p.m.&nbsp; &nbsp;

BOLIVAR, Mo. - The Fort Hays State volleyball team picked up its seventh-consecutive win in a five-set thriller over Southwest Baptist Saturday afternoon on day two of the SBU Invitational. The Tigers are now 8-1 as they conclude non-conference play, while the Bearcats dip to 6-5 on the season.

The home team was in complete control in set one, scoring the first six points before taking the frame 25-9. After totaling just four kills and nine errors in the first set, the Tigers got things going in the second frame, posting a swing rate of .282 thanks to 14 kills and just three errors.

Fort Hays State never trailed in the second set, scoring nine-straight points to quickly go up 10-1. The Tigers later led by as many as 10 before holding on late to even the match with a 25-21 victory.

Southwest Baptist led for much of the third set, including a six-point advantage as late as 20-14. The Tigers scored the next three points to close within three, but SBU bounced back to reach set point at 24-20. A kill from&nbsp;<a href="https://fhsuathletics.com/sports/womens-volleyball/roster/taytum-lovesee/7946">Taytum Lovesee</a>&nbsp;then kicked off a five-point spurt for the Tigers, helping FHSU take its first lead of the frame. The teams then traded points until&nbsp;<a href="https://fhsuathletics.com/sports/womens-volleyball/roster/abrey-galt/7955">Abrey Galt</a>&nbsp;and&nbsp;<a href="https://fhsuathletics.com/sports/womens-volleyball/roster/tallon-rentschler/7951">Tallon Rentschler</a>&nbsp;dropped in back-to-back kills, giving the Tigers a come-from-behind 29-27 win.

The teams battled back-and-forth early in the third set with neither team leading by more than three until a 6-1 SBU run put the Bearcats up 18-12. Fort Hays State roared back, scoring the next seven points to momentarily regain the lead. The lead changed hands three more times down the stretch, with SBU extending the match by scoring four of the final five points in the stanza.

Fort Hays State took the lead for good in the fifth set with a 7-2 run, turning a 3-2 deficit into a 9-5 lead.&nbsp;<a href="https://fhsuathletics.com/sports/womens-volleyball/roster/gracie-rains/7948">Gracie Rains</a>&nbsp;contributed three kills during the run, with Galt adding one and&nbsp;<a href="https://fhsuathletics.com/sports/womens-volleyball/roster/caiya-stucky/7954">Caiya Stucky</a>&nbsp;dropping in a service ace. SBU closed within one before the Tigers slammed the door, closing the match on a 6-2 run to win, 15-10. A kill from&nbsp;<a href="https://fhsuathletics.com/sports/womens-volleyball/roster/claire-olson/7947">Claire Olson</a>&nbsp;allowed FHSU to reach set point before Olson teamed up with&nbsp;<a href="https://fhsuathletics.com/sports/womens-volleyball/roster/ashlyn-reeves/7949">Ashlyn Reeves</a>&nbsp;for a game-winning block.

Rains paced the Tigers with 15 kills while adding seven digs and two blocks. Lovesee and Reeves each had five blocks, while Stucky dished out a team-high 33 assists. Both&nbsp;<a href="https://fhsuathletics.com/sports/womens-volleyball/roster/kirsten-evans/7943">Kirsten Evans</a>&nbsp;(26 digs) and Stucky (20 digs) racked up at least 20 digs, while Galt contributed eight kills, 10 assists, six digs and two blocks. Olson totaled seven kills and did not commit an error, posting a swing rate of .368.

The Tigers posted an attack percentage of .158 as a team (56-26-190) and recorded 11 total blocks, four service aces and 92 digs.

Fort Hays State will open conference play next weekend with matches at Missouri Southern on Friday (Sept. 27, 6 p.m.) and at No. 23 Central Missouri on Saturday (Sept. 28, 6 p.m.)&nbsp;&nbsp;

ALVA, Okla. – Fort Hays State Women's Soccer ran its win streak to three matches with a 1-0 win at Northwestern Oklahoma State on Saturday afternoon. The Tigers posted their second straight shutout and moved to 3-1-2 on the season with the win. NWOSU dropped to 2-3-1 on the season.

The Hays Arts Council announced Friday a $3-million capital campaign to renovate its downtown space.

The council owns the current gallery at 112 E. 11th St., the connected Madd Matter storefront and the Hays Arts Center Annex at 1010 Main St.

The project seeks to connect all three spaces—8,300 square feet—to expand gallery space and make the annex more accessible as an educational space.

The Hays Arts Council is the oldest community arts organization in the state. Since 1977, the council has owned the main gallery building, which used to house the Hays Daily News. The annex was purchased in 2007.

The Madd Matter is about 3 feet in elevation different than the annex building. The renovation will include stairs and a ramp to connect the buildings.

The renovation will also include adding a kitchen and conference room.

"We're just trying to envision what we need 50 years from now. What does this space look like in 50 years? Because that is what we are planning for in our building, which is to have this available in the future for the generations that follow,"&nbsp;said Jo Ann Jennings, Hays Arts Council board vice president.

The fundraising campaign for the project began in February with staff, board members and members of the project steering committee. One hundred percent of those stakeholders have pledged money to the capital campaign. That portion of the campaign raised $345,000.

Volunteers then conducted a silent campaign, raising funds from area philanthropists. The silent campaign raised more than $365,000.

On Monday, the Robert and Patricia Schmidt Foundation announced a $1 million donation to the project.

Gary Shorman, president of the Schmidt Foundation, said Pat Schmidt was a champion of the arts in Hays and a Hays Arts Council volunteer.

The Schmidt Foundation donation brings the total raised to $1.7 million, Jennings said.

"This thriving community called Hays, Kansas, isn't built by one person, one business or one organization or even one foundation," Jennings said.

"It's built through partnerships with all of the community members, businesses, foundations and nonprofits like the Hays Arts Council. That's what makes Hays such a wonderful place to live."

The council is now asking the community to donate to the campaign.

Donations can be made online at&nbsp;<a target="_blank" href="https://haysartscouncil.org/heart-of-hays">https://haysartscouncil.org/heart-of-hays</a>. Donations can also be made via cash or check at the Hays Arts Center.

The fundraising will be a three-year pledge project.

The Hays Arts Center is selling Heart of Hays campaign T-shirts for $25. You can order them at the center by paying by cash or check only.

Brittney Squire, Hays Arts Council board vice president, said the campaign steering committee plans other events to raise funds for the project in the coming months, including a booth at Oktoberfest. More details on those events will be released at a later date.

Toby Flores, FHSU sculpture professor, created a large iron heart that will be displayed in the window of the arts center annex and will show the progress toward the council's capital campaign goal.

The council board hopes to break ground on the renovation by the end of 2025. Construction will take an estimated 12 to 18 months. Completion could be in 2027.

Hays Arts Council launches $3M capital campaign

Hays city commissioners questioned the safety of shortening the upcoming East 13th Street widening project during Thursday's work session.

Commissioner Shaun Musil asked Public Works Director Jesse Rohr whether the traffic increase for the new Hays High and Middle Schools under construction is a concern.

The entire project is a reconstruction of 13th between Canterbury Drive and Commerce Parkway.&nbsp;

Initially, the street was to be widened to three lanes from Canterbury to Commerce, but the sole project bid was $500,000 over budget.

The project, funded by Hays cash capital reserves, Ellis County, USD 489 and a grant from the Kansas Department of Transportation, was slightly reduced and rebid.

APAC-Kansas, Hays, was again the sole bidder and was awarded the downsized project for $3.03 million.

The widening will now extend from Anthony Drive to Tallgrass Drive, with the easternmost end of 13th remaining two lanes to Commerce Parkway. An unneeded box culvert improvement was also eliminated. That put the city’s portion of the project at $2.26 million, $60,843 under the budget.

"We really have no [traffic] concerns," Rohr told Musil, "especially with 13th and Commerce intersection already having the three lanes running north and south. ... The eastbound side will be widened to three lanes to have a dedicated left-hand turn lane."

"We're hoping people will find a better way to get to the schools rather than 13th and Canterbury, and we'll be promoting that."&nbsp;

City work includes reconstructing the road from Anthony Drive to Commerce Parkway, widening sections of East 13th Street from two to three lanes, installing a multi-use path along the north side of the entire project, and milling and overlaying the complete roadway.

USD 489 is responsible for adding two right-turn lanes, pedestrian crossings, and upgraded signals at 13th and Canterbury, which will cost $763,000.

The new high school is on target to open in August 2025, and the current high school, just to the west, will then be renovated as the new middle school.

Commissioners also discussed funding for the 27th and Main Street development project. Astra Bank is relocating and building a new facility on that site.

&nbsp;The city will pay 100% of the costs to construct the stormwater management infrastructure at the south end of the property and 50% of the costs to extend 26th Street through the development.

The $89,000 for the stormwater retention infrastructure will come from the stormwater reserve funds, and the city's 50% share of $205,000 for the street will come from the city's capital reserve cash funds.

Musil asked Rohr if the new development would worsen flooding concerns on 25th and 24th Streets at Main and Main Street Terrace. "The retention infrastructure controls the rate water leaves the property, and it can't be greater than it is now," Rohr said.

Elevation and water retention engineering on the site also considers the potential development of housing and a retail center.

Access to the new bank will be from 26th Street.&nbsp;&nbsp;

The city of Hays has purchased 1100 Fort, the existing Astra Bank building, to redevelop it as a new police station and municipal court facility.

The commission discussed an ordinance that would establish a Reinvestment Housing Incentive District (RHID) and adopt a plan for the development of housing and public facilities at 10th and Walnut.&nbsp;

Hays developer Michael Graham Rentals is proposing to build 48 apartments on the site of the former railroad depot parking lot in downtown Hays.

The district is expected to generate about $1.1 million of revenue during its maximum 25-year term. This revenue would be used to reimburse the developer for an estimated $692,000 in RHID-eligible project costs on a pay-as-you-go basis. Collin Bielser, deputy city manager, said the RHID is expected to pay off in less than 25 years.&nbsp;

The commission also talked about funds for another development project in downtown Hays.

The Kansas Department of Commerce has awarded the city a $300,000 Commercial Rehabilitation Community Development Block Grant on behalf of Chestnut Suites&nbsp;at 1108 N. Main and Hays developer Adam Pray.

The former Hays State Bank building, which will be used for the $3.2 million project, was constructed in 1965 and has been vacant for 40 years.

Pray plans to redevelop the building into a new luxury short-term rental Airbnb location called Chestnut Suites with 24 to 26 rooms. The rooms will be designed similar to those of traditional hotels.

The funding proposals for all four development projects will be voted on at the Sept. 26 city commission meeting.&nbsp;

City Manager Toby Dougherty was absent from the work session.

City of Hays says reduction of 13th St. widening project safe   

PHILLIPSBURG –TMP-Marian’s offense produced its best game of
the season and the Monarchs held off a late Panther rally as they handed
Phillipsburg their first loss of the season Friday night in Phillipsburg 30-22.

Phillipsburg (2-1, 2-1 MCL) opened the game with an 80-yard
touchdown drive that took just six plays and a little more than three minutes
off the clock as they built an 8-0 lead.

The Monarchs (2-1, 2-1 MCL) answered right back with a
14-play drive that took more than seven minutes off the clock before Carson
Liles scored his first of two rushing touchdowns on the day from three yards
out. After the two-point conversion it was 8-8.

Phillipsburg wasted little time, scoring on a 40-yard
touchdown run less than two minutes later making it 16-8 Phillipsburg early in
the second quarter.

The Monarchs again had an answered with a nine-play drive
that was capped off on the first career touchdown run for Jackson Gillespie,
from 16-yards out, pulling TMP within two at 18-16 after a failed two-point
conversion. 

On the ensuing Phillipsburg drive, TMP took advantage of a couple
of Phillipsburg miscues and a Ryan Casey sack on third down that forced the
only punt of the game with just under five minutes left in the first half.

TMP put together a perfect four-minute drive to end the
first half driving 69-yards on 10 plays with Liles scoring his second rushing
touchdown with just 36-seconds remaining in the first half with the two-point
conversion giving TMP the 22-16 lead.

After scoring to close out the first half, the Monarchs were
able to complete the coveted “two-for-one,” scoring a touchdown to close out
the first half and one to open the second half.

The touchdown to open the second half was a 32-yard
touchdown pass from Liles to Jacob Seib with the two-point conversion putting
TMP up 30-16 with more than eight and a half minutes left in the third quarter.

Neither team was able find the end through the rest of the
third quarter but Phillipsburg did cut the lead to 30-22 just six seconds into
the fourth quarter.

In a wild fourth quarter TMP threw and interception and
committed two turnovers on downs. Phillipsburg, for their part, also turned it
over on downs and the with less than a minute remaining TMP’s Caden Dinkel intercepted
a half-back pass interception inside the Monarchs 35-yard line securing the Monarchs
30-22 victory.

TMP quarterback Carson Liles completed 21-of-32 passes for
235 yards, all new career-highs, with one touchdown and one interception. Liles
also rushed for 36 yards and two touchdowns.

Jacob Seib finished with a career-high seven receptions for
92 yards.

TMP will begin district play next Friday night at home
against the Stanton County Trojans.

off the clock as they built an 8-0 lead.The Monarchs (2-1, 2-1 MCL) answered right back with a
14-play drive that took more than seven minutes off the clock before Carson
Liles scored his first of two rushing touchdowns on the day from three yards
out. After the two-point conversion it was 8-8.Phillipsburg wasted little time, scoring on a 40-yard
touchdown run less than two minutes later making it 16-8 Phillipsburg early in
the second quarter.The Monarchs again had an answered with a nine-play drive
that was capped off on the first career touchdown run for Jackson Gillespie,
from 16-yards out, pulling TMP within two at 18-16 after a failed two-point
conversion. On the ensuing Phillipsburg drive, TMP took advantage of a couple
of Phillipsburg miscues and a Ryan Casey sack on third down that forced the
only punt of the game with just under five minutes left in the first half.TMP put together a perfect four-minute drive to end the
first half driving 69-yards on 10 plays with Liles scoring his second rushing
touchdown with just 36-seconds remaining in the first half with the two-point
conversion giving TMP the 22-16 lead.After scoring to close out the first half, the Monarchs were
able to complete the coveted “two-for-one,” scoring a touchdown to close out
the first half and one to open the second half.The touchdown to open the second half was a 32-yard
touchdown pass from Liles to Jacob Seib with the two-point conversion putting
TMP up 30-16 with more than eight and a half minutes left in the third quarter.Neither team was able find the end through the rest of the
third quarter but Phillipsburg did cut the lead to 30-22 just six seconds into
the fourth quarter.In a wild fourth quarter TMP threw and interception and
committed two turnovers on downs. Phillipsburg, for their part, also turned it
over on downs and the with less than a minute remaining TMP’s Caden Dinkel intercepted
a half-back pass interception inside the Monarchs 35-yard line securing the Monarchs

Hays and Manhattan battled to the final seconds of Friday's game at Lewis Field Stadium with the visitors striking last.

Manhattan scored on big plays through three quarters. They opened the scoring with a 79 yard touchdown pass. Hays responded back with the next 14 points. Holden Lind scored on a run of 30 yards on 4th down carry to tie the game with 4:25 left in the first quarter.

Hays took their first lead in the second quarter when quarterback Carter Graham found Lind for a 28 yard score and a 14-7 advantage. Manhattan answered back six minutes later with a 78 yard pass. Their extra point was wide right, leaving Hays with a 14-13 lead. Before halftime Graham found Jarek Purdy for a 27 yard advantage. The extra point was no good and Hays led 20-13 at halftime.

Hays built double digit lead on a short field score. Carson Moore nailed a 34 yard field for a 23-13 lead with 6:09 left in the third quarter. It was his first career attempt.

Manhattan struck with back-back-back scores. The first on a fumble returned for a touchdown. It was Manhattan's turn on a short field and a quick 40 run to take a 27-23 advantage with 1:07 remaining in third quarter.

There was no scoring until the final two minutes of the game. Lind raced in from 26 yards out with 1:47 remaining and a 30-27 lead. Manhattan used the next 1:45 to score the game winning touchdown on a one yard pass with :02 left and a 34-30 victory.

Lind ran for 124 yards and Graham threw for 193. Hays had 386 total yards. Tanner Geist recovered a fumble, Caleb Thompson picked off a pass and Jackson Chartier deflected a punt. Manhattan totaled 393 yards. Three of their scoring plays made up 197 of those yards.

SALINE COUNTY —There have been recent social media posts in reference to the tragic passing of Salina Police K-9 Officer Tyrann which are absolutely untrue. 

In order to be transparent, the Salina Police Department wished to make the public aware of the situation in a timely manner even prior to completing a thorough investigation.

Officers were in the location for a recruiting advertisement when the K-9 Handler allowed Ty out of the vehicle to relieve himself. This location was very familiar to Ty and his Handler which had been used on multiple occasions for training.

Ty was never placed on the ledge or asked to get on the ledge.It is possible Ty heard the noise from a parade down below and was attempting to see where it was coming from and jumped over the wall.&nbsp; Ty was highly trained, but still a dog. Ty was a respected and beloved member of the Salina Police Department and no member of this department would ever place him in a needlessly dangerous position. His loss has greatly affected the Salina Police Department and the community he valiantly protected every day. The Salina Police Department wishes to thank the community for their support and condolences while we grieve and navigate this devastating event.
