Senate President Ty Masterson announced that he is establishing the Senate Select Committee on Veterans’ Affairs. The select committee will meet as necessary, studying issues and processing legislation related to veterans. As a U.S. Army veteran, I am proud to serve on the new select committee as Vice Chairman.

We’ve all seen “government shutdown politics” paralyze Washington, where politicians practice brinkmanship, using the ongoing operation of the federal government as a tool during budget negotiations, with everyday Americans’ livelihoods hanging in the balance. 

The same possibility exists at the state level. 

Every year, the fiscal year ends on June 30, and if a budget is not adopted, the state government would shut down. This potentially would cause havoc for those who rely upon funding from the state. 

In years past, budget negotiations have sometimes lasted into June, so the potential exists for politicians to use the June 30 deadline as a threat in a similar type of brinkmanship we’ve seen all too often in Washington. 

This week the Kansas Senate passed SB 14, which would remove that possibility by requiring that if a budget was not adopted by the beginning of a new fiscal year, state operations would continue to go forward using the previous fiscal year’s funding level until a new budget was adopted.

SCR1603: Under current law, local governments often rely on revenue from skyrocketing valuations that drive up property taxes. According to the Tax Foundation, around 19 states currently have assessment limits like SCR1603, if it were to become part of the Kansas constitution.

Kansans are tired of seeing their property taxes soar due to an appraisal process which results in annual sticker shock for Kansas homeowners. 

This amendment still allows for reasonable growth while requiring local officials to simply cast a vote to raise more revenue beyond the 3% valuation limit. SCR1603 reforms a key leg in the broken property tax system. 

Most Kansans agree that the appraisal process is broken, with property valuations greatly exceeding the rate of inflation, pushing property taxes higher and pricing people out of the market. While the Truth in Taxation law forces local governments to vote to exceed the revenue-neutral rate, SCR1603 goes another step by ensuring they can’t rely on valuation increases if they want to grow government more than 3%. They must vote to raise the mill levy, providing more transparency to the process. 

By limiting valuation hikes (for the purposes of taxation) to 3%, SCR1603 allows Kansans to plan more for the future. SCR1603 limits the automatic taxing of unrealized gains. 

Kansans who remain in their homes and are taxed on higher valuation means they’re being taxed on assessed value that they have not realized via selling the house. That means Kansans are being taxed on gains they have not experienced or may never experience.

BILLINGER: Senate Update, Feb. 11

Many people receive Valentine’s Day gifts from loved ones, especially roses, but the flowers decline shortly after Feb. 14. 

Kansas State University horticulture expert, Cynthia Domenghini offers guidelines to extend the life of floral arrangements and loose stems.

“For floral arrangements, keep the vase filled or floral foam soaked with warm water,” Domenghini said. “Add fresh, warm water daily and if the water turns cloudy, replace it immediately.”

Domenghini suggests recutting loose stems every time water is replaced by removing 1-2 inches with a sharp knife, under water to allow the stem to draw water instead of air.

“Keep flowers in a cool spot (65 to 72 degrees Fahrenheit), away from direct sunlight, heating or cooling vents, directly under ceiling fans, or near radiators,” Domenghini said.

For loose stems, begin by filling a clean, deep vase with water and add the flower food obtained from your florist.

“Remove leaves that will be below the waterline. Leaves in water will promote bacterial growth,” Domenghini said, “Stems should be cut immediately before putting them in water.”

If you cannot get flowers in a food solution right away, keep them cool, Domenghini added.

SENATE HAPPENINGS Feb. 10, 2025&nbsp; Topeka

This week, Senate standing committees continued to hold hearings and advance legislation for placement on General Orders, where the full Senate will debate and vote. 

As the Legislature wrapped up its fourth week, the pace is accelerating in anticipation of Turnaround Day on February 20. 

Tax relief and the state budget remain top priorities, with discussions on potential budget cuts to provide meaningful tax relief for Kansans. 

In the coming weeks, we expect a flurry of bill hearings, budget recommendations, and tax debates as we work to meet key deadlines. So far, over 250 bills have been introduced in the Senate since the legislative session began on January 13, 2025.

 This week, the Senate passed eight bills to the House of Representatives, where they will undergo further committee hearings and debate. Additionally, one bill has been sent to the Governor’s desk, awaiting her approval or veto.

SENATE FLOOR ACTION SB10 - Would exempt personal property tax on snowmobiles, all-terrain vehicles, recreational off-highway vehicles, motorcycles manufactured for off-road use, golf carts, motorized bicycles, electric-assisted bicycles, electric-assisted scooters, electric personal assistive mobility devices, or motorized wheelchairs, airplanes, helicopters, and watercraft (boats) and trailers having a gross weight of 15,000 pounds or less. The bill passed 37-3. I voted yes. SB35 – Would eliminate all of the state’s portion of the mill levies for the Kansas Education Building Fund and the State Institutions Building Fund and off-set these dollars to the State General Fund. The bill passed 38-2. I voted yes.

SB63 – also known as Help Not Harm Act - would restrict the use of state funds for gender transition care to those under the age of eighteen. The bill would also prohibit health care providers from performing transition care such as gender transition surgeries and prescribing puberty blockers. It would create civil penalties to those who knowingly provide such services. This bill passed 32-8. I voted yes. After a vote of 83-35 in the House on January 31st, the bill is now on the Governor’s desk.

SCR1602 - encourages the governor to fully cooperate with federal enforcement of immigration laws. The resolution passed 31-9. I voted yes.

SB8 - would ensure drivers exercise more caution when passing stationary vehicles with hazard warning lights on. The bill passed 39-0.

SB9 - would extend the amount of time required for reports to be filed with the state historical society for certain United States public land surveys from 30 to 90 days. The bill passed 39-0.

SB4 - would require advance voting ballots be returned by 7:00PM on the day of the election. The bill passed 29-10. I voted yes.

SB6 – would prohibit the use of any form of ranked-choice voting methods. The bill passed 29-10. I voted yes.

SCR1603 - if adopted by a two-thirds majority of each chamber of the Kansas Legislature and approved by voters, would amend the Kansas Constitution to generally limit, for property tax purposes, the growth of taxable value of any real property or residential mobile home personal property to 3 percent per year amended to roll back the valuation starting point to 2022. A new coalition of twelve organizations is working to provide nonpartisan, unbiased public resources aimed at encouraging more Kansans to run for local office. 

This week, the coalition testified before the Senate Local Government Committee, sharing their collective vision and mission to inspire more individuals to consider public service. The coalition includes: Kansas Farm Bureau, Kansas Association of Counties, Kansas Association of School Boards, League of Kansas Municipalities, Kansas Leadership Center, Kansas Chamber, Chamber of Commerce Executives of Kansas, Kansas Association of Realtors, Kansas Bankers Association, Kansas Medical Society, United WE, and the Kansas Agricultural Leadership Program. 

The initiative began in 2023 when Kansas Farm Bureau reached out to county clerks across the state to assess vacancies and the lack of candidates filing for local offices. Their findings revealed a troubling shortage of candidates, particularly in rural areas, raising concerns about the long-term economic viability of farm and ranch communities that depend on strong local leadership and thriving main streets. 

The Engage Kansas coalition remains committed to developing and supporting new local leaders to serve Kansas schools, cities, and counties. On January 30, approximately 450 Jobs for America’s Graduates-Kansas (JAG-K) students and staff visited the Kansas Statehouse to participate in JAG-K Day at the Capitol. They were honored with Resolutions in both the Senate and House chambers, recognizing their dedication to personal and professional success. JAG-K is a nonprofit 501(c)(3) organization committed to preparing students for bright futures. 

As an in-school elective, the program is led by a trained JAG-K Career Specialist who provides both individual and group instruction to 35-45 students per class. Using the competency-based JAG National Curriculum, these specialists equip students with essential employability, career, and leadership skills while also assisting with academic support. 

Beyond the classroom, JAG-K students give back to their communities, completing at least 10 hours of community service each year. Through this program, students gain valuable real-world experience, setting them on a path toward success in both higher education and the workforce.

NATIONAL UNCLAIMED PROPERTY DAY – FEBRUARY 1

Did you know that Senate District #36 has over $1.3 million in unclaimed funds? February 1st is Unclaimed Property Day, and the Kansas State Treasurer’s Office is encouraging Kansans to check if they have money waiting to be claimed.

 "Our office currently holds more than $525 million in unclaimed property for Kansans," said Kansas Treasurer Steven Johnson in a recent news release. "It is estimated that one in 10 people nationwide has unclaimed property – so it’s worth checking regularly to see if you, your family, or friends have funds available to claim." 

According to the National Association of Unclaimed Property Administrators (NAUPA), nearly 33 million people in the U.S. have unclaimed property. This can include forgotten bank accounts, uncashed checks, unpaid life insurance benefits, safe deposit boxes, and unused rebate cards. When owners cannot be located, these assets are turned over to the state. 

Searching for and claiming unclaimed property in Kansas is completely free. However, the Treasurer’s Office warns Kansans to be cautious of third-party companies that offer to assist with claims for a fee. While some operate legally, others take advantage of unsuspecting individuals through scams.

FROM THE DEPARTMENT OF REVENUE – A NEW PROPERTY TAX TOOL

A new app from the Kansas Department of Revenue (KDOR) aims to make property value data more accessible, reinforcing the state's commitment to transparency and accountability. The initiative will feature the Kansas Property Valuation Division (PVD) Data Portal, an open-data website that provides up-to-date, easily accessible property valuation information. KDOR officials emphasized their goal of streamlining the property appraisal process while increasing public transparency. By making this data widely available, they hope to empower Kansans to make informed decisions about their homes, businesses, and communities. 

"We believe that transparency is key to building trust between government and citizens, and this site is an important step in that direction," said KDOR officials. 

The PVD Data Portal will feature appraised value data on all property types from each Kansas county, displayed in user-friendly charts and graphs. This resource will give Kansans direct access to the most current and comprehensive property valuation data. To explore the Kansas PVD Data Portal, visit <a href="https://ksrevenue.gov/">ksrevenue.gov</a>.

BOWERS: 2025 Senate Scene Week 4

There always seems to be a new diet on the market. One to lower blood sugar, reduce cholesterol, or help you lose “x” amount of weight.

While some of these eating styles may be good for health, others may be unsustainable trends. So, how do you decipher the two?

There are many factors to consider when choosing an eating plan that is right for you. According to Harvard Health, ask yourself these questions before changing your nutritional habits:

· What goals are most important? Consider what you want to achieve. Is it weight loss, improved health, preventative medicine, or something else?

· What health problems do you have? One diet may improve symptoms of a specific disease while another may exacerbate it.

· Which foods do you like best? Your cultural preferences strongly influence whether you stick with a specific diet or not.

No matter the eating plan you choose, one with a variety of colors, fruits, and vegetables is likely to boost your well-being. 

Similarly, the Portfolio Diet is a blend of diets that improve health such as the Mediterranean Diet and DASH eating plan. This eating style is full of diverse foods and focuses on what you can add to your menu. Therefore, the diet is a “portfolio” of foods to choose from. This flexible approach is proven to lower cholesterol, reduce stroke risk, lower inflammation, and improve overall heart health.

So, what foods are included in the Portfolio Diet?

· High-fiber foods like whole grains, berries, apples, oats, and eggplant. These help to clear LDL cholesterol, reduce inflammation, and keep the digestive system functioning properly.

· Unsaturated fats like olive oil, avocados, walnuts, and pecans. Using these heart-healthy fats reduces inflammation and improves vascular health.

· Finally, plant-based proteins like beans, peas, nuts, seeds, and soy play a valuable role in this eating style due to their fiber content and lack of saturated fats.

Making room for lots of fiber, unsaturated fat, and plant-based protein can help you reduce the amount of refined and processed products that can have the opposite effect on health.

However, the Portfolio Diet is not an “all or nothing” approach. The goal is to introduce one food to your diet, make it routine, and build from there.

Dr. David Jenkins, creator of the Portfolio Diet puts it best, “It’s for real people, in the real world.” I encourage you to be adventurous. Add new, healthy ingredients to your menu every month. This can make a big difference over time because for any eating plan, consistency, not perfection, is key.

WINKEL: The Portfolio Diet

If my 73 years on this rock has taught me anything, it’s just when you think you have seen and heard it all, you haven’t! 

Our friends at PETA (People for the Ethical Treatment of Animals) are at it again, and frankly, we should have seen this one coming. Their latest quest involves trying to free the self-avowed weather prognosticator and main character of Groundhog Day, Punxsutawney Phil.

Here are excerpts of a letter from PETA to Phil’s handlers at the Punxsutawney Groundhog Club trying to barter Phil's release:

“Groundhogs are shy prey animals who, when allowed, actively avoid humans, yet year after year, Phil is transported to Gobbler’s Knob, whisked on stage, and subjected to a noisy announcer, screaming crowds, and flashing lights against all his natural instincts. If approached in his natural habitat, he would run away in fear, not volunteer to live in captivity, unable to do anything that’s natural and important to him like hibernate or burrow – just to be a town’s once-a-year fake meteorologist. Our letter suggests the groundhog club respect Phil and set a wonderful example for how everyone can move beyond “Groundhog Day” by replacing him with a delicious vegan “Weather Reveal” cake that revelers can enjoy as an alternative to exploiting wild animals. The time is long overdue.” 

The letter also urged Groundhog Day officials to “sprinkle some happiness” into Phil’s life by letting him retire.

Punxsutawney, Pennsylvania was settled and named by the Delaware Indians as a campsite halfway between the Allegheny and Susquehanna Rivers. When German settlers arrived in the 1700s, they brought with them a tradition known as “Candlemas Day,” celebrated in Germany on Feb. 2, which happens to be the mid-point between winter solstice and spring equinox, (winter and spring.) Tradition held that if Feb. 2 were sunny, the last half of winter would be nasty and cold, and vice-versa if Feb. 2 was cloudy. 

In Germany, for whatever reason, hedgehogs were observed to see if a shadow was cast. In Pennsylvania, given the absence of hedgehogs, groundhogs were selected to assume that role.

 An old German saying read: "For as the sun shines on Candlemas Day, so far will the snow swirl until May, for as the snow blows on Candlemas Day, so far will the sun shine until May."

So, in other words, if Phil sees his shadow, six more weeks of winter will ensue. 

Pennsylvania’s first official celebration of Groundhog Day was in 1886, when the legendary groundhog was named Punxsutawney Phil, and the first trip to Phil’s mythical home on Gobbler’s Knob, was made the following year.

Now, everything I can find tells me that Phil’s “subjection to a noisy announcer, screaming crowds and flashing lights” lasts less than one-half day each year, and for the other 364 days, 23 ½ hours, he enjoys a climate-controlled room at the Punxsutawney Library, complete with all the dog food and ice cream he wants. 

Now certainly if we trust Phil to predict the arrival of spring, he must be able to communicate, so let’s ask him what he thinks of PETA’s proposal. I imagine the conversation going something like this:

Me: "So, Phil, have you heard that PETA wants to 'free' you by retiring you to a preserve somewhere so you can live out the rest of your life like a wild groundhog?"

Phil: "Say what now??? I really hope you’re joking!" (as he takes another bite of ice cream)

Now, I know common sense is a flower that does not grow in everyone’s garden, but just like I know David Copperfield cannot really make the Empire State Building disappear, I also know Phil&nbsp;cannot really predict the arrival time of spring, probably having no clue whether he sees his shadow or not, but it’s fun to think so.

I have no doubt there are animals in this country, both pets and domestic livestock, that are truly abused, and where PETA could do some real good. 

So, to the well-intentioned folks at PETA, please concentrate your efforts on causes worthy of your time; people will take you a little more seriously.

EXPLORE KANSAS OUTDOORS: The end of Groundhog Day as we know it?

For decades, there has been a general understanding of the coalitions that define the two parties. The wealthy and college educated leaned Republican, while the less educated, working class, and the disadvantaged supported Democrats.

We knew generally what to expect from both sides. No longer.&nbsp; 

The college educated and affluent are drifting leftward. The working class and those without a college degree are moving right. The so-called&nbsp; “<a target="_blank" href="https://www.amazon.com/Polarized-Degrees-Transformed-American-Politics/dp/1316512010">diploma divide</a>” has arrived.

The divide first took shape in 2008, when Obama carried college educated voters and McCain won those without a college degree.

Since then, the split has expanded considerably.&nbsp;College educated whites now comprise a plurality of the Democrat coalition, reaching&nbsp;<a target="_blank" href="https://twitter.com/MattGrossmann/status/1855439671138058673">nearly 40</a>&nbsp;percent of the total Democrat presidential vote. A majority of the&nbsp;<a target="_blank" href="https://www.cnn.com/election/2024/exit-polls/national-results/general/president/0">college educated</a>,&nbsp;in fact, voted for Kamala Harris in 2024 while a majority without a college degree voted for Donald Trump.

And, for the first time since the advent of reliable&nbsp;<a target="_blank" href="https://www.foxnews.com/elections/2024/general-results/voter-analysis">exit polling</a>, the Republican candidate won the lowest income group – under $50,000 while the Democrat secured the highest income category – $100,000 plus.

This helps explain why Biden pushed so hard for student loan forgiveness and approved tax credits for electric vehicles. It also sheds light on Trump’s support for tariffs and a no tax on tips plan. 

As new coalition members join, they shape the parties’ cultures which are showcased every four years during party conventions.&nbsp;In&nbsp;<a target="_blank" href="https://en.wikipedia.org/wiki/2020_Democratic_National_Convention#Schedule">2020</a>, Democrats choose Pulitzer Prize winning author and presidential historian Jon Meacham and former Surgeon General Vivek Murthy, MD to deliver remarks on the final evening of their convention.

By contrast,&nbsp;<a target="_blank" href="https://en.wikipedia.org/wiki/2020_Republican_National_Convention#Schedule">Republicans</a>&nbsp;featured Franklin Graham, son of Christian evangelist Billy Graham, and Dana White CEO of the Ultimate Fighting Championship.&nbsp;White was spotlighted again in 2024, this time presenting Trump to convention delegates.&nbsp; Former professional wrestler Hulk Hogan and Teamster president Sean O’ Brien also received coveted primetime slots.

The party transformations have impacted Kansans as well.&nbsp;<a target="_blank" href="https://ksdata.ku.edu/ksdata/ksah/rankings/1rank2.pdf">Wealthy</a>&nbsp;and&nbsp;<a target="_blank" href="https://ksdata.ku.edu/ksdata/ksah/education/6ed15b.pdf">well educated Kansas counties</a>&nbsp;now represent opportunities for Democrats.

Johnson County, a historical stronghold of Republicans, is experiencing a noticeable shift toward Democrats.&nbsp;In 2008, Obama secured nearly&nbsp;<a target="_blank" href="https://uselectionatlas.org/">45 percent</a>&nbsp;of the county’s vote, reaching the highest percentage by a Democrat since FDR in 1932.&nbsp;Hillary Clinton nearly equaled that percentage in 2016 and Biden surpassed it with 52.7 percent in 2020, marking the first time a Democrat had won Johnson County in over 100 years.&nbsp;Kamala Harris then improved on Biden’s percentage and won Riley County as well.

Less affluent and less educated counties are moving rightward.&nbsp;Crawford County for example in the southeast quadrant voted for Carter in 1976, Dukakis in 1988, Clinton in 1992 and 1996. And then in 2008, Crawford joined Douglas and Wyandotte as the only counties to support Obama.&nbsp;But over the last four presidential contests, Crawford turned&nbsp;<a target="_blank" href="https://uselectionatlas.org/">red</a>.&nbsp;Hillary Clinton’s 35 percent was the worst performance by a Democrat since 1924 – Biden and Harris managed only a modest uptick.&nbsp;&nbsp;

These changes can be confusing and frustrating for many long-time party loyalists. After all, the parties they had once aligned with and cast their votes for have effectively vanished.&nbsp; 

It’s time to reset our expectations.&nbsp;&nbsp;

INSIGHT KANSAS: Adjusting to the new political reality

This week, Senate standing committees remained active, conducting hearings and advancing legislation. The Ways and Means Committee has begun reviewing the state budget, with agencies presenting their proposals. Meanwhile, committees continue to hold hearings on various bills, shaping them for further consideration. As the Senate returns to General Orders, we will see the first committee-approved bills come before the full Senate for debate and voting.

SB 35 eliminates the 1.5 mill levy for state educational and institutional buildings. The 1.5 mill levy is the only instance in which the state government puts property tax revenue into its coffers. The money for the impacted buildings would be made up via the state general fund. SB 35 passed 38-2. I voted yes.

SB 10 would exempt an array of residential vehicles from property tax, including motorized bicycles, watercraft, snowmobiles, and trailers. The bill was supported by county appraisers who said it would create efficiencies and lower costs, as often the resources required to assess these vehicles exceeded the revenue collected. School districts impacted by this exemption would automatically receive equivalent revenue from the state general fund. SB 10 passed 37-3. I voted yes.

SCR 1602 CONCURRENT RESOLUTION urging Governor Laura Kelly to cooperate with the Trump Administration on enforcing our nation’s immigration laws, including deportations. SCR 1602 passed 31-9. I voted yes.

SB 63 would enact the Help Not Harm Act, which would prohibit healthcare providers from providing certain treatments to a child whose perceived gender or perceived sex is inconsistent with such child’s sex. The prohibited treatments would include surgical procedures and medications as specified in the Act. The bill would establish relevant legal definitions and provide for exceptions. The bill would specify the course of action for providers that initiated any of the prohibited treatments prior to the effective date of the Act. SB 63 passed 32-8. I voted yes.

 Earlier this week, hundreds of Kansans came out on a cold day for the annual Rally for Life at the Statehouse. On January 22, 1974, the first MARCH FOR LIFE was held on the West Steps of the US Capitol. An estimated 20,000 committed prolife Americans rallied this day with attendance numbers rising every year. In addition to the March and Rally, events include workshops, pro-life educational booths, capitol tours, visiting legislators, and attending general legislative sessions and committees.

KANSAS DAY and Senate District #36

January 29th of 2025 marked the 164thH anniversary of President James Buchanan signing a bill to make Kansas the 34th state of the United States of America. Kansas is named for the Kansa, the Algonquian word for the Kaw. Kansas is full of rich history, beautiful scenes of nature, and notable landmarks. 

In Kansas Senate District 36, we have remarkable landmarks such as memorial to Pony Express Riders in Marshall County, the Nazareth Motherhouse in Concordia, Rock City outside of Minneapolis, and the “Home on the Range Cabin” in Smith County, birthplace of our state song. “Home on the Range” was adopted by the Kansas State Legislature as the official state song on June 30, 1947. Along with our state song, Kansas has not one, but TWO official state marches, “The Kansas March” and “Here’s Kansas.” 

But while the marches are grand, nothing brings as much pride into the hearts of the residents of the Sunflower State as that of seeing our great flag dancing in the breeze. The flag was designed by Hazel Avery of Lincoln County in 1925. Directly in the center on the field of blue is the Great Seal of the State of Kansas with our motto arching near the top: “Ad Astra Per Aspera” to the stars through difficulties. The flag was modified in 1961 by a bill introduced by Senator Ross Doyen of Concordia to add the word “KANSAS.”

KANSAS DAY UNVEILING OF KANSAS SUFFRAGIST MURAL

The newest mural was unveiled in the State Capitol on January 29th and celebrates the suffragist movement with a painting named “Rebel Women” by Kansas artist Phyllis Garibay-Coon. The oil painting is 18-feet-by 8-feet and was approved in 2023 after SB 479 passed the Kansas Legislature unanimously in 2022. In total, there are 13 Kansas Suffragists depicted in the painting. The mural is located on the 1st floor east wing near the cage elevator.

The Kansas Department of Transportation (KDOT) update was given in the Transportation Committee. Kansas ranks fourth at over 138,000 miles of public use roads and fifth with nearly 25,000 bridges. The state’s transportation system also includes nearly 4,600 miles of railroad, 142 public use airports. KDOT employs over 2,200 people. Users travel over 87 million miles per day on Kansas roads.

A railroad update was given not only on Kansas rails but also nationwide. Spanning 49 states and DC together Class II and III with nearly 140,000 miles system that also supports Amtrak operation with 70% of its train-miles running on freight-owned tracks. In Kansas, in 2022 it was estimated it would have taken 17 million trucks to handle the freight that moved across the state. There are nearly 6000 miles of rail tracks in Kansas. On average, railroads are three to four times more fuel efficient than trucks and one train can take hundreds of trucks off the road saving wear and tear on our highway system.

KTA update was presented to the Transportation Committee and noted the success of the new cashless tolling which began July 1st of 2024. Currently the system is compatible with Colorado, Florida, Oklahoma and Texas. The Kansas Turnpike Authority has 236 miles interstate with 1000 lane miles and covers I-70, I-470, I-335 and I-35. The Ways and Means Committee has begun reviewing the state budget, with agencies presenting their proposals. Meanwhile, committees continue to hold hearings on various bills, shaping them for further consideration. As the Senate returns to General Orders, we will see the first committee-approved bills come before the full Senate for debate and voting.SENATE FLOOR ACTIONSB 35 eliminates the 1.5 mill levy for state educational and institutional buildings. The 1.5 mill levy is the only instance in which the state government puts property tax revenue into its coffers. The money for the impacted buildings would be made up via the state general fund. SB 35 passed 38-2. I voted yes.SB 10 would exempt an array of residential vehicles from property tax, including motorized bicycles, watercraft, snowmobiles, and trailers. The bill was supported by county appraisers who said it would create efficiencies and lower costs, as often the resources required to assess these vehicles exceeded the revenue collected. School districts impacted by this exemption would automatically receive equivalent revenue from the state general fund. SB 10 passed 37-3. I voted yes.SCR 1602 CONCURRENT RESOLUTION urging Governor Laura Kelly to cooperate with the Trump Administration on enforcing our nation’s immigration laws, including deportations. SCR 1602 passed 31-9. I voted yes.SB 63 would enact the Help Not Harm Act, which would prohibit healthcare providers from providing certain treatments to a child whose perceived gender or perceived sex is inconsistent with such child’s sex. The prohibited treatments would include surgical procedures and medications as specified in the Act. The bill would establish relevant legal definitions and provide for exceptions. The bill would specify the course of action for providers that initiated any of the prohibited treatments prior to the effective date of the Act. SB 63 passed 32-8. I voted yes.MARCH AND RALLY FOR LIFE Earlier this week, hundreds of Kansans came out on a cold day for the annual Rally for Life at the Statehouse. On January 22, 1974, the first MARCH FOR LIFE was held on the West Steps of the US Capitol. An estimated 20,000 committed prolife Americans rallied this day with attendance numbers rising every year. In addition to the March and Rally, events include workshops, pro-life educational booths, capitol tours, visiting legislators, and attending general legislative sessions and committees.KANSAS DAY and Senate District #36January 29th of 2025 marked the 164thH anniversary of President James Buchanan signing a bill to make Kansas the 34th state of the United States of America. Kansas is named for the Kansa, the Algonquian word for the Kaw. Kansas is full of rich history, beautiful scenes of nature, and notable landmarks. In Kansas Senate District 36, we have remarkable landmarks such as memorial to Pony Express Riders in Marshall County, the Nazareth Motherhouse in Concordia, Rock City outside of Minneapolis, and the “Home on the Range Cabin” in Smith County, birthplace of our state song. “Home on the Range” was adopted by the Kansas State Legislature as the official state song on June 30, 1947. BOWERS: 2025 Senate Scene, Week 3

Welcome to the 2025 legislative session. It is an honor to represent the citizens of the 40th Kansas Senate District. This will be my nineth year as a member of the Ways and Means Committee, and I will continue as the Chairman.

In the past, both the House and Senate worked on the Governor’s budget simultaneously. This session, Ways and Means and the Appropriations committee will not wait on the Governor’s budget; we will work on the legislative budget instead of the Governor’s budget. The budget process will start in the House, which was the process years ago. After the completion of the House bill, the plan is to pass the bill to the Senate on approximately February 13.

This year I will also serve on a new committee, Government Efficiencies, which will focus on outdated government rules, policies, regulations, and ways the state can do better saving tax dollars.

“One of the reasons we created COGE was to receive ideas directly from Kansans on how government can operate more efficiently and effectively. This easy-to-access portal allows the public to submit ideas that the committee can then study and potentially turn into legislation,” said Senate President Masterson.

The annual March for Life Rally was held in Topeka last Wednesday. Hundreds of Kansans marched to the State Capitol, where they were joined by dozens of pro-life legislators. The event highlighted the pro-life legislative successes of the past two years and acknowledged the work ahead for the movement, while mourning the 19,467 lives tragically lost in Kansas to abortion in 2023.

The Do No Harm bill passed the Senate and the House this week and has now gone to the Governor for approval. The Do No Harm will protect children in Kansas from harmful drugs and transgender surgery.

SB35 which would eliminate the 1.5 mill levy for state educational and institutional buildings. The 1.5 mill levy is the only instance in which the state government puts property tax revenue into the state general fund, all other property taxes are local in nature. The money for the impacted buildings would be made up from the state general fund. This is a demand transfer which means it is included in the budget every year. This 1.5 mill elimination will equate to approximately a $75 million reduction in property tax for the state taxpayers. The bill passed the Senate 38-2 and has been passed to the House for consideration.

I’ve grown up hearing America called the melting pot of the world. If you spend time traveling Kansas, you can visualize the Sunflower State as the biggest bubble in that boiling mess. 

In a few hours' time, travelers can visit Lebanon, Denmark, Norway, and the misleading Cuba. During that journey, drivers can drop south to Glasco, named for Glasgow, Scotland. A state of many cultures, Kansas evidences not only town names but also structures designed to honor old-country customs.

Cruising our state checking out churches, schools, barns, old homes, and main streets delivers evidence identifying ethnic communities. It doesn’t take long to realize our ancestors brought their languages, customs, and architecture from homelands and recreated it in a region with little moisture and few trees. 

My favorite discoveries includes Bohemian Halls. Once I spot one, I think immediately of either my favorite American writer Willa Cather or of singer Chuck Suchy and his lyrics celebrating Bohemian culture.

For years, I thought Wilson, Kansas, was the main destination for immigrant Czechs. Recently, I learned that Bohemians settled multiple regions of our state. 

Ironically, one such community is named Cuba, Kansas, off Highway 36. It has a wonderful ethnic hall where Bohemian families gathered on Friday and Saturday nights to socialize and dance. 

It would have been a place to speak and hear a longed-for native language, evidenced by Ćeska Narodin Sin written above the entry. Not only is Cuba home to this Czechoslovakian National Hall, it also has a Czechoslovakian National Cemetery with tombstones inscribed in the language of pioneer homelands.

A short distance south, sightseers find a similar site in countryside near Delphos. Again, the closest town’s name misleads one to think of Aegean, not Czech, culture. Despite the confusing designation, this area welcomed Bohemian settlers who cooperatively built this structure for common use. 

Current residents maintain the building and grounds, continuing a longstanding tradition that continues to link residents of surrounding communities.

Bull City Café in Alton is close enough to visit during the same trip. What does that have to do with Bohemian halls, you ask? 

In a former incarnation, the building was a Czech cultural center near Claudell. At some point, townspeople moved this edifice into Alton to serve as a local eatery. Once inside, view Czech exhibits that document this structure’s history. In addition, current operators have preserved the old stage so visitors can see where musicians of old played and sang native music.

These sites identify only a few of the Bohemian communities in our state. Interested folks can spend the rest of their lives cruising blue highways. Along the way, they’ll discover scores of tiny towns settled by people who brought their culture and halls to a new country. 

If walls could talk in these old buildings, I wouldn’t understand a word. I would, however, recognize festive polka rhythms and other folk dances as well as shooshings all mothers use to soothe tired little ones. 

After decades of teaching high school, I’d swiftly identify the laughter of flirting couples. Some forms of communication are universal.

I hope these small towns find resources to preserve treasured remnants of a not so distant past. Such structures relay the stories of dreamers who came to Kansas seeking a good life on the prairie.

My favorite discoveries includes Bohemian Halls. Once I spot one, I think immediately of either my favorite American writer Willa Cather or of singer Chuck Suchy and his lyrics celebrating Bohemian culture.<figure>

 </figure>For years, I thought Wilson, Kansas, was the main destination for immigrant Czechs. Recently, I learned that Bohemians settled multiple regions of our state. Ironically, one such community is named Cuba, Kansas, off Highway 36. It has a wonderful ethnic hall where Bohemian families gathered on Friday and Saturday nights to socialize and dance. It would have been a place to speak and hear a longed-for native language, evidenced by Ćeska Narodin Sin written above the entry. Not only is Cuba home to this Czechoslovakian National Hall, it also has a Czechoslovakian National Cemetery with tombstones inscribed in the language of pioneer homelands.A short distance south, sightseers find a similar site in countryside near Delphos. Again, the closest town’s name misleads one to think of Aegean, not Czech, culture. Despite the confusing designation, this area welcomed Bohemian settlers who cooperatively built this structure for common use. Current residents maintain the building and grounds, continuing a longstanding tradition that continues to link residents of surrounding communities.<figure>

 </figure>Bull City Café in Alton is close enough to visit during the same trip. What does that have to do with Bohemian halls, you ask? In a former incarnation, the building was a Czech cultural center near Claudell. At some point, townspeople moved this edifice into Alton to serve as a local eatery. Once inside, view Czech exhibits that document this structure’s history. In addition, current operators have preserved the old stage so visitors can see where musicians of old played and sang native music.These sites identify only a few of the Bohemian communities in our state. Interested folks can spend the rest of their lives cruising blue highways. Along the way, they’ll discover scores of tiny towns settled by people who brought their culture and halls to a new country. If walls could talk in these old buildings, I wouldn’t understand a word. I would, however, recognize festive polka rhythms and other folk dances as well as shooshings all mothers use to soothe tired little ones. After decades of teaching high school, I’d swiftly identify the laughter of flirting couples. Some forms of communication are universal.I hope these small towns find resources to preserve treasured remnants of a not so distant past. MADORIN: Bohemian Halls in Kansas

TOPEKA — The state celebrated its 164th birthday at the Capitol on Wednesday, which was full of festivities to honor such a momentous event. 

In addition to such celebrations, 71 new bills were introduced on the floor of the Kansas House of Representatives, in this third week of session. Topics of said legislation ranged from tax credits to fair regulations. Below I have detailed seven bills from that long list of legislation.

First is House Concurrent Resolution 5007, introduced on Monday.&nbsp;This legislation, which is separate from regular house bills, would amend the Kansas Constitution to lower the age to possess firearms from 18 years to 16.

Second was House Bill 2095. This bill would create a licensing structure for water pump installers in the state, establish new requirements for well testing with the Kansas Department of Health and Environment for water well contractors, and enable both water pump installers and water well contractors to obtain their licenses online.

Third is House Bill 2102. This bill enables students of military families to enroll in school districts before they physically reside there, a boon for military families moving into the state.

Fourth is House Bill 2105, this bill would designate a portion of US highway 77 and bridge 82-14-6.88 in Clay County as the Prisoner of War and Missing in Action Memorial Highway and Bridge.

Fifth is House Bill 2108. This legislation would create a new code of conduct and agriculture mitigation protocols for the development , construction, operation, and decommission of large energy facilities in Kansas, ranging from transmission lines to solar farms.

The bill would also establish rules regarding civil penalties for violation of the forementioned protocols, one example being potential daily fines—not in excess of $10,000.

Sixth is House Bill 2111, which alters regulations for the conservation reserve enhancement program (CREP). The bill increases the acreage cap to 60,000 acres, removes limitations on eligible acres based on expired federal contract, allows CREP contracts for dryland farming or limited irrigation for water quantity goals, and more.

Seventh, and last, is House Bill 2147. This bill would create discount rates for state residents over the age of 65 for combination hunting and fishing passes with the Department of Wildlife and Parks, remove expiration dates for Kansas kids’ lifetime combination hunting and fishing licenses, and require the cost of said passes and licenses to not exceed the cost of any federal counterpart.

Building from the momentum of the past two weeks I introduced House Bill 2148 onto the House floor on the birthday of our great state, Wednesday, January 29. 

This legislation prevents the Kansas Corporation Commission (KCC) from authorizing line siting permits to any electric public utility for land within a newly designated National Interest Electric Transmission Corridor (NIETC) under the Federal Power Act in Kansas. The bill also prohibits public electric utilities from using eminent domain for land in said zones as well. 

It is my intent with this legislation to secure the property and peace of mind for not only my constituents but all Kansas in our wonderful state.

House Appropriations (HAPP) mostly heard and worked budgets this week, with one exception on Friday.

On Thursday HAPP heard and worked the budgets of the Kansas Bureau of Investigation, Kansas Department of Labor, Kansas Insurance Department, Kansas Public Employees Retirement System, Kansas University, and the Kansas University Medical Center.For Friday the committee held an informational hearing regarding a proposal for a BioNexus from the KC BioHub.
