The Hansen Museum Continuing Education Program is pleased to welcome certified Bob Ross instructor Hope Blakeley of Arvada, Colorado to teach two Joy of Painting classes on October 12th and 13th. On Saturday, October 12th, the class will paint “Cauldron Bubble,” and on Sunday, October 13th, “Fall Sunset.” Classes are held in the Logan Youth Center, 402 W Church Street, Logan, KS, from 9:00 a.m. to 3:00 p.m. with an hour-long lunch break each day.

The Bob Ross method is designed to be a fun and simple way to paint. Beginner friendly, participants will be guided step-by-step to complete a painting each day just like Bob did on TV. All painting supplies are provided, and no previous experience is necessary. Students need only bring a roll of paper towels. Young and old alike (13 and older) will enjoy the camaraderie of these classes.

Hansen Museum to offer Joy of Painting class

A juvenile runaway from Ohio was located in a Hays apartment following a disturbance call to the police.

Hays Police Department Chief Don Scheibler said a call made on Sept. 17 from someone living in the apartment led to the discovery of the juvenile.

"This was a disturbance call initially but when officers got there, they had a runaway which had been found," he said.

The caller reported that she was living with a runaway from Ohio.

Scheibler said the juvenile had been living at the residence since July 1 before being discovered on Sept. 17. The juvenile was identified and taken into custody to be returned to Ohio.

Nineteen-year-old suspect Logan Joseph Bryan Douglass was arrested for alleged child misconduct related to sheltering or concealing a runaway.

Twenty-year-old Kiersten Angel Satterfield was also arrested for aggravated interference contributing to child misconduct.

Both Hays residents were arrested and booked into the Ellis County Jail.

Colby Community College is accepting applications for part-time Certified Nurse Aide (CNA) and Certified Medication Aide (CMA) instructors to provide high-quality education for students pursuing healthcare careers in the following communities:

Overview The CNA and CMA instructors will teach classes to prepare students to become certified professionals in long-term care and medication administration.

· Hold a current Kansas RN or LPN license in good standing, with no pending or current disciplinary actions.

· Have at least two years of full-time licensed experience.

· Possess one year of experience in a long-term care setting or have completed seven hours of professional continuing education on person-centered care in a licensed adult care home or long-term care unit of a hospital within the past year.

· Experience supervising nurse aides or teaching adults, with completion of a course in adult education or professional continuing education focused on supervision or adult education.

· CNA class (5 credit hours) is $3,250 with up to 10 students;

· CMA class (4-hours) is $2,600 with up to 6 students.

Hays Police Department arrest log, Sept. 15-21, 2024

The Kansas Department of Transportation expects to begin work on the first phase of a modernization project on approximately 6 miles of K-23 in Sheridan County the week of Sept. 30.

The project will involve full-depth reconstruction of the pavement&nbsp;<a>into a 30-foot paved surface with 3-foot turf shoulders</a>&nbsp;starting near Road 70S and extending north to Walnut Avenue in Hoxie. The bridges spanning Sand Creek and the South Fork Solomon River will also be replaced.

Work will be phased across multiple construction seasons, with most activity occurring off of the roadway in 2024. Daily lane closures may be necessary at times, and traffic will be directed by flaggers in those instances.

<a>KDOT plans to close the highway in March 2025 and reopen in late fall.&nbsp;</a>A state route detour will be in effect during the closure. More information about the closure and detour will be provided at a later date.

The project is expected to be fully completed in early 2026.

The project is part of KDOT’s Eisenhower Legacy Transportation Program, known as IKE. Sporer Land Development of Oakley is the primary contractor with a total contract cost of approximately $19 million. The second most prolific crude-oil producing state in the U.S. has canceled dozens of planned wastewater injection wells. 

New Mexico has been rattled by a string of felt earthquakes in recent months, and a new study has uncovered thousands of quakes that have gone unfelt and undetected. The state pulled the plug on 75 new disposal wells along its southern border with Texas. Operators planned to inject 2.3 million barrels of brine into the earth each day at the facilities. 

According to the report, an average of about four barrels of wastewater are produced with each barrel of oil extracted in New Mexico.

Russia is shipping black gold on blacklisted ships, in defiance of Western sanctions. 

Since April, Russian ports have loaded petroleum cargoes onto at least 17 ships that have been restricted by the West, according to Bloomberg ship tracking data. 

Over the last several months Moscow appears to have ramped up its use of sanctioned vessels. A dozen of them took on cargoes of Russian crude and products in August and September, up from just one sanctioned ship noted in April.

The Energy Department reported another million barrels barrels in refills to the Strategic Petroleum Reserve (SPR) in the last two weeks. SPR inventories total 381 million barrels as of September 13. That's up more than 29 million barrels from a year ago. 

Reuters reports the administration will announce another six million barrels in refill purchases for delivery early next year.&nbsp; So far more than 50 million barrels have been added back into the SPR since the sale two years ago of more than 180 million barrels.

Commercial crude inventories dropped by 1.6 million barrels last week. 

Stockpiles are about four percent below the five year average for this time of year. U.S. crude production drops slightly to 13,211,000 barrels per day. Since last October, weekly U.S. crude oil production has dropped below 13 million barrels per day only once, during a widespread winter weather event in January.

Crude oil imports outpaced exports by 1.7 million barrels per day last week.&nbsp;Petroleum product imports lagged behind exports by more than five million barrels.

U.S. crude imports averaged 6.3 million barrels a day, down more than half a million barrels from last week. The four-week average is down more than seven percent from the same four weeks last year. 

Crude imports are down nearly half a million barrels a day from a year ago, and nearly 200-thousand daily barrels from two years ago.

The government reports crude exports of more than 4.5 million barrels a day, up nearly 1.3 million from a week ago but down half a million daily barrels from a year ago.

The Rotary Rig Count from Baker Hughes is down one gas rig for a total of 588 nationwide. The tally in Texas was up two rigs from a week ago, while New Mexico, Louisiana, Utah and Colorado were each down one rig.

The Kansas Rig Count From Independent Oil And Gas Service shows nine active rigs in eastern Kansas, down two, and 13 west of Wichita, which is unchanged. The tally is down 8% on the week, down 31% from a month ago, and down 39% from a year ago.

Kansas regulators okayed 19 new drilling locations last week, with eight in western Kansas, including two new drilling locations in Stafford County. That’s 752 permits so far this year. 

Independent Oil and Gas Service reports 23 new well completions, with 13 in western Kansas, with one in Ellis County. That’s 964 completions so far this year.

Kiser retirement reception set for Thursday

The Hays USD 489 school board approved a guaranteed maximum price of $14.49 million for the O'Loughlin Elementary School renovation and addition at its meeting on Monday.

The school board members asked representatives of DLR, the district's architect, about the cost of the project and the remaining bond projects.

A new high school is being built as part of $145 million in bond projects. The current high school will be converted into a middle school, and the middle school will be converted into an elementary school. An addition and renovation at Roosevelt Elementary School is close to being completed.

Lincoln Elementary School will close in May, and the district plans to close Wilson Elementary School as well. Upon the closure of the Rockwell Administration Center, that building will likely be used as an administrative office.

The former middle school will become Felten Elementary School. The main change at the Felten will be the addition of en-suite bathrooms to the kindergarten and first-grade classrooms.

The kindergarten and first-grade classrooms also will receive paint and other light renovations.

Board member Jayme Goetz expressed concerns about the school's plumbing.

Superintendent Ron Wilson said staff are not aware of any current plumbing problems. The DLR representative said a site visit is performed before the contract goes to bid.

The estimated cost for the project will be $3.8 million.

The project has a built-in 5% contingency fund.

Work on the new high school is set to be completed in August 2025. Work on the old high school is set to begin in summer 2025, with completion anticipated in six to eight months.

In the current high school, walls for several small classrooms will be moved to create larger classrooms.

The classrooms that will be enlarged will also receive light renovations, including flooring and paint.

The typical classroom in the former high school is about 624 square feet. New classrooms being built today average 800 to 900 square feet.

The district has budgeted $6.9 million for the renovations of the current high school. It has already spent $3.6 million to replace the HVAC system, and the rest of the renovations will cost an estimated $3.3 million.

All three projects are within the budget for the bond.

"I don't think we have wisely been using money," board member Derek Yarmer said. "I don't feel we've made the plans for the next step."

"We've spent this money here, and whatever we have left, we have left," he said.

He added, "I think we overspent in areas we didn't need to. We are still leaving things subpar."

Board member Allen Park said he thought the light renovations could be done by district maintenance staff to save money.&nbsp;

He also said he thought the community and board should have been more involved in the planning process for Felten, the new middle school and O'Loughlin.

The price for the O'Loughlin project passed on a vote of 5-2, with Yarmer and Park voting against it.

 </figure>By CRISTINA JANNEY Hays PostThe Hays USD 489 school board approved a guaranteed maximum price of $14.49 million for the O'Loughlin Elementary School renovation and addition at its meeting on Monday.The school board members asked representatives of DLR, the district's architect, about the cost of the project and the remaining bond projects.A new high school is being built as part of $145 million in bond projects. The current high school will be converted into a middle school, and the middle school will be converted into an elementary school. An addition and renovation at Roosevelt Elementary School is close to being completed.Lincoln Elementary School will close in May, and the district plans to close Wilson Elementary School as well. Upon the closure of the Rockwell Administration Center, that building will likely be used as an administrative office.The former middle school will become Felten Elementary School. The main change at the Felten will be the addition of en-suite bathrooms to the kindergarten and first-grade classrooms.The kindergarten and first-grade classrooms also will receive paint and other light renovations.Board member Jayme Goetz expressed concerns about the school's plumbing.Superintendent Ron Wilson said staff are not aware of any current plumbing problems. The DLR representative said a site visit is performed before the contract goes to bid.The estimated cost for the project will be $3.8 million.The project has a built-in 5% contingency fund.Work on the new high school is set to be completed in August 2025. Work on the old high school is set to begin in summer 2025, with completion anticipated in six to eight months.In the current high school, walls for several small classrooms will be moved to create larger classrooms.The classrooms that will be enlarged will also receive light renovations, including flooring and paint.The typical classroom in the former high school is about 624 square feet. New classrooms being built today average 800 to 900 square feet.The district has budgeted $6.9 million for the renovations of the current high school. It has already spent $3.6 million to replace the HVAC system, and the rest of the renovations will cost an estimated $3.3 million.All three projects are within the budget for the bond."I don't think we have wisely been using money," board member Derek Yarmer said. "I don't feel we've made the plans for the next step.""We've spent this money here, and whatever we have left, we have left," he said.He added, "I think we overspent in areas we didn't need to. We are still leaving things subpar."Board member Allen Park said he thought the light renovations could be done by district maintenance staff to save money.&nbsp;He also said he thought the community and board should have been more involved in the planning process for Felten, the new middle school and O'Loughlin.The price for the O'Loughlin project passed on a vote of 5-2, with Yarmer and Park voting against it.
