SPARK small business grants include 36 Ellis Co. businesses

Two Fort Hays State University professors recently served as virtual guest lecturers for first-year Master of Science degree students at the Information Technologies, Mechanics and Optics University (ITMO) in Saint Petersburg, Russia.

Dr. Yaprak Dalat Ward, associate professor of Advanced Education Programs, and Dr. James “Skip” Ward, associate professor of Applied Business Studies, lectured in the International Research Management Essentials course. 

ITMO University is one of Russia's leading higher education and research institutions, specializing in Photonics and Optics, Natural Sciences, Life Sciences, IT and Robotics, Social Sciences and Smart Materials and Technology. The invitation to become a guest lecturer started at a conference in Istanbul, Turkey, in February 2020 when Dr. Dalat Ward met ITMO university administrators and faculty.

The International Research Management Essentials class, taught in English, attracted first-year MSc degree students from various majors united by an interest in working on real-world problems. A total of 168 students in 45 multidisciplinary areas participated in the course and worked as teams.

The course was delivered in workshops and included areas such as Citizen Science, Grant Proposal Writing, Commercialization of Research, Ideathon, Project Management, Pitch Training, Grant Application Process, International Cultural Competence and Business Communication.

Students not only cooperated within their teams but also competed as teams. While the majority of the students were from Russia, other students came from Germany, the United States, Egypt, Syria, India, and several countries in Africa. More than 35 trans-disciplinary faculty from 10 countries – including Belgium, Finland, Ireland, the United States, Russia, Spain and Turkey – delivered presentations, led workshops and judged team presentations and proposals. In addition, six ideathons generated the concepts for student research and team pitches to secure grants for incubators for commercial startups.

Skittish investors selling off oil futures late last week because of rising Covid numbers are back with the bulls on Monday on news of another vaccine breakthrough. This is the second time in just over a week that Coronavirus vaccine reports turned around crude-oil price trajectories. Futures prices were up more than three percent by midday Monday. The Nymex benchmark futures contract gained $1.36 to $41.49 per barrel. London Brent rose to $44.13, a gain of $1.35 per barrel. CHS in McPherson dropped its prices 75 cents per barrel on Friday. Kansas Common starts the week at $30.50 per barrel. That's down from $48 per barrel a year ago, but it's three dollars more than a week ago and $4.50 more than at the first of the month.&nbsp; The Rig Count in Kansas was unchanged last week according to Independent Oil &amp; Gas Service. There are seven active rigs east of Wichita, and 11 in Western Kansas. Drilling is underway on a lease in Barton County and another in Ellis County. Operators are about to spud new wells in Barton and Stafford counties. Baker Hughes reports 312 active drilling rigs across the U.S., including ten oil rigs and two seeking natural gas. The count in Texas is up six for the week, while New Mexico was up three. Regulators approved 14 new drilling permits last week, seven in eastern Kansas and seven west of Wichita.&nbsp; Independent Oil &amp; Gas Service reports operators completed nine new wells last week, which brings the total to 728 newly completed wells so far this year. There were eight in Western Kansas, including one in Ellis County. There was one completion in eastern Kansas. The government last week said domestic crude-oil stockpiles increased by more than four million barrels to more than 488 million barrels. That's about six percent above the five-year seasonal average. The Energy Information Administration said crude production in the U.S. increased last week to more than ten and a half million barrels per day. That's an increase of 51,000 barrels per day over the week before, but more than two million barrels per day behind the figures from a year ago.&nbsp; EIA says U.S. crude imports increased by nearly half a million barrels per day last week to five and a half million barrels per day. The four-week average is down more than 12 percent from a year ago.&nbsp; Crude storage at Cushing ticked upward again last week. The government reports stockpiles stored at the Oklahoma hub have now reached 77% of capacity. Oil-by-rail traffic in the U.S. is up for the week, but down more than 17% from a year ago according to weekly reports from the Association of American Railroads. A final vote is scheduled later this week for Colorado regulators hoping to ban the venting or flaring of natural gas at well sites. The new rules would also include requirements that the industry assess the cumulative impact of drilling on a local and statewide scale. The new regs would prohibit the routine burning or releasing of natural gas at oil well sites. Alaska is the only other state that bans such releases. The Colorado Oil and Gas Conservation Commission plans a final vote on Friday. The state energy regulator in Texas is taking steps to reduce the flaring and venting of natural gas produced by oil wells, but not in the way environmentalists had hoped. The Railroad Commission of Texas is making changes to the form needed to apply for exceptions to the state's flaring rules. They're requiring more details to justify the exception, reducing the amount of time allowed for obtaining such an exception, and providing incentives for use of new technology.&nbsp; The government says global fuel consumption dropped by nearly six million barrels per day last month compared to a year earlier, but consumption was higher than the second- and third-quarter averages. EIA now predicts Brent crude prices will remain near $40 per barrel for the rest of the year, but then will rise to $47 a barrel next year.&nbsp; President-elect Joe Biden’s campaign promise to phase out oil could lead fairly quickly to the demise of at least two controversial pipeline projects. The Wall Street Journal suggests the election "probably" signals the end of the long-delayed Keystone XL oil pipeline and threatens the future of Dakota Access, another major crude conduit.&nbsp; Crude production in Libya continues to rise, topping 1.24 million barrels per day over the weekend, according to Reuters. That's up 200,000 barrels per day from the totals reported Nov. 7. The OPEC member's crude output was almost entirely cut off by a civil war and blockade earlier this year. Soil cleanup with oil-eating worms? A headline from a Russian study indicates just that. But, technically, it's the animals within the animals consuming spilled oil and cleaning the soil. The author of the study says they are using parasitic nematodes as a way to deliver marine bacteria, which consume and break down petroleum products into fatty acids. Cenovus Energy will acquire Husky Energy for $2.9 billion in stock. The deal will combine operations and for total output of about 750,000 barrels per day of oil and gas. The expanded Cenovus would be the third-largest Canadian producer after Canadian Natural Resources and Suncor Energy. S&amp;P Global Platts reports the company will keep the Cenovus name and its headquarters in Calgary, Alberta.

PRATT – Participating in the Kansas Wildlife, Parks and Tourism Commission’s Nov. 19 &nbsp;public meeting will be as easy as hopping on the nearest computer, tablet or phone, as the Commission’s next meeting will again be held virtually.

The Commission’s Sept. 24 meeting had up to 90 members of the public present at one time, making the outdoors-related meetings a popular event as of late among hunters, anglers and conservationists.

“That’s far more people than we would have had at an actual in-person meeting,” said Mike Miller, Kansas Department of Wildlife, Parks and Tourism assistant secretary. “It’s now so easy for anybody to attend, it truly makes for some great discussions and we receive valuable input, as well. We’ll certainly continue with this method moving forward.”

During the Nov. 19 meeting, the public may participate via three methods, two of which offer ways to provide immediate public comment – Zoom, a call-in option, or a live audio/video stream on ksoutdoors.com. The Ellis County Health Department on Monday reported the average number of new coronavirus cases per day in the last seven days jumped again from 30 on Friday to 36 on Monday.

The department also announced two additional coronavirus-related deaths, bringing the total to 20.

On Oct. 2, the Hays City Commission voted to extend the ordinance requiring face coverings until the seven-day new case average was five or fewer for 14 straight days. The per-day average in Ellis County has not dropped to that level since the metric began to be reported.&nbsp;

88 new cases of COVID-19 identified in Ellis Co.; two additional deaths reported

ELIS COUNTY —One person was injured in an accident just after 7:30a.m. Monday in Ellis County.

The Kansas Highway Patrol reported a 2019 Dodge mini van driven by Danielle A. Still, 39, Ellis, was eastbound on Interstate 70 four miles east of Ellis.

The van rear-ended a 2017 GMC van driven by&nbsp; Czarli A. Rex, 44,  Eureka, that was traveling 45-50 mph due to the sun shining in the driver's eyes.&nbsp;

EMS transported Still to Hays Medical Center. Rex was not injured. Both drivers were properly restrained at the time of the accident, according to the KHP.

Woman from Ellis hospitalized after I-70 rear-end crash

Organizers for Operation Christmas Child have announced that prayer walks will be held at the two shoe box drop-off sites in Hays on Monday, Nov. 16.

Operation Christmas Child is a ministry of Samaritan’s Purse, an international Christian relief organization headquartered in Boone, N.C.&nbsp;&nbsp;Each year&nbsp;thousands of individuals pack shoe boxes with toys, school supplies and hygiene items that are sent to needy children around the world to demonstrate God’s love for them in a tangible way.

Since 1993, Operation Christmas Child has collected and delivered more than 178 million gift-filled shoe boxes to children in more than 160 countries and territories. For many children, this is the first gift they have ever received.

National Collection Week is Nov. 16-23. Rachel Albin of Hays, Northwest Kansas area director, said that because of the pandemic, shoe box collection would be handled a bit differently this year.&nbsp;&nbsp;Donors will be greeted at all curbside drop-offs by volunteers wearing personal protection equipment, she said.

In 2019, a total of 8,715 shoe boxes were collected in Northwest Kansas.&nbsp;&nbsp;The goal in 2020 is 9,500 shoe boxes, Albin said.

Hays has two collection sites.&nbsp;&nbsp;They are&nbsp;Messiah Lutheran Church, 2000 Main &nbsp;St.&nbsp;&nbsp;Collections times there are:

Pedro Flores, a 2019 Fort Hays State University graduate, worked two jobs each summer he was in college to afford the the insurance he needed to pay for his insulin.

He knew there was no way he could afford the $500 a month for his insulin without the insurance.&nbsp;

"Unfortunately my mom worked a job that did not supply her with health insurance. I had no insurance going in," Pedro said of his start of college. "I was very worried about what I was going to do about affording the insulin itself possibly getting on this new technology that was coming out [an insulin pump]."

Flores, now an RN at HaysMed, said making sure he could afford his health care costs weighed heavily on his mind throughout college.

The stress of college made controlling the diabetes more difficult, but the the added financial strain added another level of anxiety, he said.

"With diabetes and insulin, I really couldn't live without the drug that I was working so hard to get," he said. "There was no in-between there."

Another student is hoping to ease the struggles of students like Flores through a charity and fundraising drive.&nbsp;

Anthony Ventura, a senior in pre-med, biology and chemistry, founded the American Healthy Heart Association, which is raising funds to help students pay for insulin.

"Think about being a student having to pay for college and the bills you have and on top of that having to worry about a $500 to $1,000 cost of insulin just for you to live," Ventura said.

Ventura of Plainville was inspired to create the organization in honor of his father and another relative, both diabetics. Venutra's father died in 2010 of a heart attack, a complication of his diabetes.

"For some people, I wish I could take it for them, because I feel bad for them," Ventura said.

He said this includes a close relative, who was also a FHSU student. This relative was one of the lucky ones because she was covered under her family's insurance while she was in college. 

"If I could take it for somebody, I wish I could take her type 1 for her ... the needles and everything. I saw her go through college with type 1, " he said. "This was something that I wanted to show [her] that I am doing something for type 1."

Accacia Pedigo, a FHSU freshman who also has type 1 diabetes, feels she is also one of the lucky ones because she also has insurance through her parents.&nbsp;

Although her co-pay on her insulin is only $15 per month, she struggles to pay for all of the speciality foods and supplies that are necessary to control her diabetes.

A friend Pedigo with whom she graduated high school and who is attending another Kansas college has no insurance. She is paying $475 per month for her insulin, Pedigo said.

"Sometimes at school she wouldn't eat so she wouldn't have to use all her insulin," Pedigo said.&nbsp;&nbsp;

Pedigo participates in online support groups and sadly loved ones relate stories in the groups of people dying after attempting to ration their insulin.

People with type 1 diabetes are at a heightened risk for mental health issues, including diabetes distress, depression, anxiety and disordered eating, according to the American Diabetes Association.

"I think this will result in more students smiling, more students being able to work for themselves rather working just to pay for meds," Ventura said.

Flores said he did everything he could to stretch his insulin, doing everything he could to get the last drop of insulin out of the vials.

He has had vials of insulin break, and insurance will usually not replace the lost medicine. He said the American Healthy Heart Association could help students through those crises.

"I think I would have been a lot more stress free had I know this help available when I went to school," Flores said.&nbsp;

Funds are being accepted for the America Healthy Heart Association through November through the FHSU Foundation Eyes of the Tiger crowd funding program. The program provides technical support for fundraising projects for campus groups.

As an RN, Flores said he sees the high cost of insulin as a public health crisis.

"Especially now that I work in the hospital, just seeing these people coming in and needing insulin and being discharged from the hospital&nbsp; and verbally saying, 'I don't know if I can afford this at home,'" Flores said. "Then we have to coordinate that so they can go home and be successful."

Flores is hopeful the cost of insulin and technology, such as insulin pumps, will decrease in the future.

"For someone who didn't have the luck that I had and are not able to afford the insurance," Flores said, "it would be just a death sentence for them essentially."

FHSU student creates fundraiser to help peers buy insulin

Dr. Dharma Jairam wasted no time in making a difference for colleagues and students at Fort Hays State University.

Jairam, chair of the Department of Psychology who joined the FHSU faculty in June, created a new Data Analysis Lab for all university faculty and students interested in doing research.&nbsp;

The lab provides help, support and guidance for any form of research, including all aspects of qualitative and quantitative data collection. It features services ranging from asking the right research questions to interpreting statistical analysis.&nbsp;

For example, if a student wants to know how to design a certain study but is not sure how to even get started, the consultant team can help with asking the right questions. Clients will receive services from the doctoral level experts in research and analysis via Zoom consultations.&nbsp;

“Even in the short time I’ve been at Fort Hays State, I’ve seen a plethora of research activity on campus,” Jairam said. “Our goal is for the analysis lab to help make the research process more accessible and remove any barriers about research that students or faculty might have.”

Comprising the team of consultants along with Jairam are four faculty members from the psychology department: Professors Dr. Carol Patrick and Dr. Janett Naylor-Tincknell, Assistant Professor Dr. Whitney Whitaker and Instructor Dr. Nuchelle Chance.

New FHSU chair creates research support for fellow faculty and students

LENEXA — Gov. Laura Kelly and Kansas Department of Transportation Secretary Julie Lorenz on Thursday announced the recipients of more than $6 million in funds provided by two programs that invest in technology and local community transportation needs.

The announcement marked the first-ever awards for KDOT’s Innovative Technology program made possible by the Eisenhower Legacy Transportation Program, or IKE, the 10-year transportation program approved by the 2020 Kansas Legislature and signed into law by Kelly, to address infrastructure needs across the state.

Projects in Colby and Smith County were among those awarded.

“My administration is committed to supporting the kinds of programs and partnerships that allow us to take care of today’s needs while anticipating tomorrow’s opportunities for growth – the 10-year, bipartisan Eisenhower Legacy Transportation Program is testament to that,” Kelly said.&nbsp;“Through these programs, we will continue to strengthen our state’s infrastructure, promote economic development, and improve access to new and evolving transportation technology. ”

Five Innovative Technology projects totaling $1.3 million were announced today. The program provides financial assistance to partners for innovative technology projects that improve safety and increase KDOT’s total technology investment.

Governor Kelly and Secretary Lorenz also announced the Fall 2020 recipients of KDOT’s Cost Share Program. More than $4.9 million will support 14 transportation construction projects funded through state and local partnerships that improve safety, support job retention and growth, improve access or mobility, and relieve congestion.

Both programs are designed to help both rural and urban areas of the state improve transportation systems.

The announcement, which took place at the Lenexa Civic Center, highlighted the wide range of investments that can be made under the IKE program, which is the state’s most responsive and flexible transportation program to date.

Projects announced included a smart infrastructure project in Lenexa using embedded sensors that can connect with vehicles to improve traffic flows and a shared-use path in Lebo that will connect the city’s downtown with a business park.

“Many of the projects announced today have been long-standing problems in communities that the state hasn’t been able to tackle,” Lorenz said.&nbsp;“Collectively, these projects make&nbsp;travel&nbsp;safer, upgrade our infrastructure, provide more mobility options&nbsp;and&nbsp;deliver necessary innovations to foster economic growth.&nbsp;They solve old problems and provide new&nbsp;opportunities.”

Two NW Kan. projects awarded IKE transportation funding

Hospitals across the state are nearing capacity due to a surge of COVID-19 patients.

"We're at a crossroads, and we have a choice to make," Steven Stites,&nbsp;University of Kansas Health System chief medical officer, said during the health system's Thursday morning press conference. "Our choice will dictate how the next months or year goes for the health of the people you care about.

"When you get health care resources that are overwhelmed, it is not just the COVID patients who suffer. It's if you have a heart attack or stroke. Where are you going to go?"

Ellis County reported 102 new COVID cases on Wednesday. Its seven-day average positive rate has hit 40 percent.&nbsp;

As of Thursday, HaysMed was treating 22 COVID patients, 21 of whom have active infections. Four patients are on ventilators. Eight Ellis County patients are hospitalized.

COVID is the No. 1 reason for admission to the health system at this time, Stites said during a press conference on Friday.

At this point, the health system has not delayed any elective surgeries at the facilities in Hays or Topeka, Stites said. As of Thursday, KU Med in Kansas City started postponing some surgeries based on bed capacity, he said.

Stites said he hoped the deferred surgeries could be completed within two weeks, but this will depend on the COVID situation.

Rural hospitals struggle to transfer patients

Kansas City and other major hospitals, where a higher level of care available,&nbsp; have been forced to refuse transfers from smaller, rural hospitals, Stites said.

KU Med in Kansas City turned down 140 transfers in October.

"What is different from this and New York, for example, early in the crisis, is that was one city or two or three cities that spiked and the rest of the country could help them," he said.

"In this case, the entire Midwest is on fire. We are struggling to get people placed."

Rural hospitals are spending five or six hours trying to place a patient, he said, adding that critical care is time sensitive.

It is not just COVID patients who can't get transferred, he said, it's also patients who have had heart attacks and strokes.&nbsp;&nbsp;

One hospital in southeast Kansas called 11 hospitals before it could get a transfer through. Garden City has tried to transfer patients to Colorado, but their hospitals are also full.

The Kansas City hospital has been able to provide staff for all its beds, which he said not all facilities have been able to do.

The Kansas City facility is concerned about the number of staff members who are out because they have tested positive for COVID-19. Contact tracing has revealed these staff members have contracted COVID through community spread. No staff infections have been traced to contact with COVID patients within the hospital, Stites said.

Stites said there is no other solution to the bending the curve than following the guidelines for infection control, which include wearing a mask, avoiding mass gatherings, washing your hands and staying home if you are sick.

Most of the patients who are being tested are symptomatic, said Dr. Dana Hawkinson,&nbsp;medical director of infection prevention and control at KU Med. However, the ratio of asymptomatic to symptomatic carriers may be as high as one-to-one.

Studies from Korea and Iceland have indicated 40 percent to 50 percent of people infected with COVID are asymptomatic. Dr. Joseph LeMaster, public health officer for&nbsp;Johnson County Department of Health and Environment, said these people may be unaware they are spreading the illness in the community.

LeMaster said the number of infections is increasing so rapidly contact tracers are not able to keep up with contacting people who are infected.

Officials prefer masks, social distancing to lockdowns

The doctors said COVID is being spread in many places where people gather, including school events, parties after sports, places of worship, weddings and places where there is shared food and alcohol, especially restaurants and bar.&nbsp;

"We have to assume when we are anywhere that everyone we are around has COVID right now, so you have to protect yourself, by not doing things and distancing and masking," said Dr. Allen Greiner, medical officer for the&nbsp;Kansas City Kansas Unified Government&nbsp;Public Health Department.&nbsp;

LeMaster and Greiner&nbsp;said they did not think local governments will resort to lockdowns like the one the state saw in March and April.

They said they did support mask mandates and social distancing.

The doctors also talked about false assumptions about herd immunity. About 12 percent of Johnson County's population has had COVID-19. However, 70 percent to 80 percent of the population would have to immunity to consider the population to have any sort of herd immunity.

Even with common cough and cold coronaviruses, doctors know you can be reinfected within the same year, Hawkinson said. Published reports have reported infection with COVID-19 as little as 60 days after the first infection.

Any attempt to pursue natural herd immunity would be dangerous, he said.<h2>At a tipping point</h2>LeMaster said we are a tipping point."The next thing that happens after where we are now is the hospitals are overwhelmed and there are people who need to go into the ICUs who are in our hospitals who are dying of COVID in the emergency room," he said."... or a heart attack or stroke," Stites added.
