Look back at the three hours of theatrics that led to the essential approval of the continuation of Gov. Laura Kelly’s COVID-19 pandemic emergency declaration by the State Finance Council, and what words might come to mind? Maybe “acting out.”

It was entertaining for a time, but depending on how long you want a Republican candidate for the House or Senate standing on your doorstep or shouting through his/her mask from the sidewalk in front of your home that they have “saved” your job or schools or health, it probably lasted a little longer than necessary.

The issue last week, just days before expiration of the governor’s declaration of an emergency that enables the state to receive federal funds to battle the pandemic and for the governor to issue executive orders to reduce the spread of the deadly disease, she was forced to say she doesn’t intend to close businesses in the state to reduce transmission of the disease.

Hmmm… It came down to the governor adding language to the extension of her executive order that says…well, that she doesn’t want to close businesses. Now, of course, neither does anyone, but Republicans sought that language that is pretty much implicit in life in Kansas.

It’s a little like having the governor — in order to respond to the pandemic – being forced to say she sure hopes that business closures won’t be necessary to prevent more deaths from the disease.

But Republican legislative leaders wanted to hear her affirm it and see it written down in an official state document (filed with the Secretary of State) that is notarized. That way, they can say that they have forced the governor to declare she doesn’t want to close businesses, with the ensuing loss of jobs, paychecks and such.

The leaders wouldn’t settle for Kelly stating that intention not to close businesses in a press release, or at press conferences. They wanted to see it in that new executive order. Nope, legislative leaders didn’t demand that the governor’s intent not to close businesses be printed in bold face type in that new order, just that it be printed there above her signature. They might require it be printed in bold face type on Oct. 15, when the just-approved order expires and has to be renewed.

Practically, when Kelly this spring issued the executive order that closed all “nonessential” businesses and gatherings, she wasn’t happy about it. In June, the Legislature passed a law which allows county commissions to overturn provisions, such as business closings, in Kelly’s executive orders. But her overall pandemic executive orders are vital, because with no emergency, well, there are no federal funds to help Kansas respond to the pandemic. It essentially turns a deadly virus into a mere “inconvenience.”

After the Finance Council meeting, Republicans touted that they had forced the governor to officially hope she doesn’t have to close businesses again. Democrats? They basically said, of course, that they were shocked and offended that Republicans forced that concession by the governor, likely for political purposes—meanwhile, Republicans said the power to close businesses is a political power.

We’re now going to be listening to see how thrilled voters are as Republicans campaign for election and re-election in the next couple months. Will that change your vote? Would you vote for a candidate who doesn’t want the governor to shut down businesses if they become dangerous locations for the spread of the pandemic?&nbsp; Or who doesn’t say she is disappointed that she may have to?

And…do those Republicans remember that if they don’t continue to approve the governor’s emergency powers that her executive orders under the emergency go away? Like the one that permits drive-through purchase of margaritas as long as there is an emergency?

TOPEKA — U.S. Department of Agriculture Rural Development State Director for Kansas Lynne Hinrichsen has announced that USDA is investing $265,300 to renovate a community center in the city of Lucas.

“Modern, safe community infrastructure is essential for rural communities to thrive,” Hinrichsen said. “Whether it’s a safe and accessible library or facilities for public and civic meetings, rural communities rely on modern infrastructure to invigorate and serve their town and public. Under the leadership of Agriculture Secretary Sonny Perdue and Deputy Under Secretary for Rural Development Bette Brand, USDA is dedicated to rural communities like Lucas and their long-term commitments to economic prosperity; because when rural America prospers, all of America prospers.”

The city of Lucas will use a $222,300 loan and a $43,000 grant to purchase and renovate an existing vacant building to house a community center, public library, municipal offices, wellness equipment, and recreation room for public meetings and events. 

The library is currently housed in a building constructed in 1920 with deteriorating floors, limited space for children’s activities and patron privacy, and is not accommodating to individuals with disabilities. The existing municipal space is experiencing similar issues. 

The new facility will provide infrastructure for disabled individuals, larger spaces for privacy and security and a communal space for the nearly 400 residents of Lucas.

The investment is in coordination with the recent announcement by Deputy Under Secretary Brand that USDA is <a href="https://www.rd.usda.gov/sites/default/files/USDA_RD_CF_CHART_August242020.pdf">funding 44 projects</a> in the following states: Colorado, Georgia, Kansas, Kentucky, Maine, North Carolina, Nevada, New York, Ohio, Oklahoma, Pennsylvania, South Dakota, Texas, Tennessee, Virginia and Wisconsin.

These investments were made through the Community Facilities Direct Loan and Grant Program and can be used to build or upgrade schools, libraries, clinics and public safety facilities.

More than 100 types of projects are eligible for Community Facilities funding. Eligible applicants include municipalities, public bodies, nonprofit organizations and federally recognized Native American tribes. Projects must be in rural areas with a population of 20,000 or less. Interested parties should contact their local Kansas office for information about additional funding, application procedures and eligibility details. Lucas to build new community center including library, municipal offices

Fort Hays State University has long been known as a trailblazer in the delivery of online classes. It has taken that pioneer spirit to a new level in response to COVID-19.

In preparation for increased online instruction because of the pandemic, FHSU expanded the use of classroom technology this summer in time for the fall semester. In June, an Academic Affairs Strategic Planning Work Group proposed three different modalities for Fall 2020 course delivery. In addition to the traditional on-campus modality, classes also are being offered totally online as well in a new “hybrid” method.

“We are planning for any number of possibilities, all the while realizing that a portion of every course might need to be delivered online at some point,” said Dr. Andrew Feldstein, assistant provost of Teaching Innovative and Learning Technologies.&nbsp;“We want to make sure that, whatever the modality, we are focusing on the quality of the student experience.”

At the time, hybrid was defined as any course that utilizes campus access and meeting time to complete or supplement some learning outcomes but uses online media to complete other learning outcomes. As the summer progressed this definition began to shift.

“Faculty recognized that there would be occasions when they would need to meet with students online and in a face-to-face classroom at the same time,” Feldstein said. “The types of interaction needed for those two methods are very different, and we needed to determine how best to deal with both groups of students at the same time.”

It turned out that Mike Nease in the Office of Technology Services was already working on this issue.

Nease, enterprise technology support director for TigerTech,&nbsp;and his crew devised a successful formula. New document cameras installed in the classrooms can connect to instructor’s laptops, via USB, and will appear as a second camera in Zoom.&nbsp;In addition to being a traditional doc cam, the new model also serves as a whiteboard surface, and the camera can be turned toward the instructor or audience to serve as a Webcam.&nbsp; Zoom can also record the class with the video uploading to VidGrid for editing and posting.

Jeff Bitikofer, campus audio-visual support specialist, and his team installed doc cameras and capture boxes in virtually all FHSU classrooms. Instructors need only bring with them their laptop and head-worn microphones.&nbsp;

This type of microphone, Nease explained, eliminates feedback in the classroom, allowing the instructor to walk anywhere in the room without audio feedback that can be detected when using lapel microphones.

Now, with the use of a head-worn microphone, a laptop computer, a document camera and a video capture box, instructors are now able to hold class for students both in the classroom and online at the same time. This hybrid modality will make it possible for instruction to continue online without interruption, for example in instances of quarantine – for students or instructors.

This particular method, Feldstein said, is more common at large institutions with big lecture halls that have multiple cameras set up with more elaborate equipment to capture audio and multimedia.

Fort Hays State is much more about the personal experience. But exceptional times call for exceptional measures.

“In the past, we prided ourselves on the simplicity of our classrooms; faculty liked that,” Nease said. “We’re just adding a few enhancement features without interrupting the regular classroom. These components will add a lot of flexibility.”

The teams at TILT and Technology Services collaborated to test and order the equipment to be installed in time for the fall semester. Nease made instruction videos for faculty, and a checkout station was made available for the microphones at Forsyth Library.

“Our people always step up, and this is another example of collaboration across campus, good communication and the willingness to work together,” said Dr. Jill Arensdorf, provost and vice president for academic affairs. “The Tiger Tech and TILT teams have done a fantastic job getting our faculty ready to go this semester, with short notice.”

Nease, who has worked at FHSU for 25 years, is accustomed to finding solutions to challenging technology situations.

“These were timely changes and not just COVID related,” Nease said. “The technology additions we’ve installed will immediately enhance the quality of the teaching and learning experience at FHSU for years to come.”

The Lifeline program offers discounts to help eligible low-income and unemployed Kansans connect to those services. More than 10 million Americans, including 35,000 in Kansas, are currently enrolled in the program.

As part of National Lifeline Awareness Week, September 14-18, the Kansas Corporation Commission (KCC) wants to make Kansans aware of this valuable resource.&nbsp;

Depending on the services provided and your provider, residents may be eligible to receive up to $17.02 in monthly federal and state discounts.&nbsp;Subscribers living on tribal lands qualify for additional discounts.

This year, a new National Verifier program helps speed up the approval process for applicants enrolled in assistance programs by quickly confirming Lifeline eligibility. 

Residents enrolled in any of the following assistance programs may be eligible for the Lifeline program: Supplemental Nutrition Assistance Program (SNAP), Medicaid, Supplemental Security Income (SSI), Federal Public Housing Assistance (FHPA), Veterans Pension &amp; Survivors Pension Benefit, Bureau of Indian Affairs General Assistance, Tribally Administered Temporary Assistance for Needy Families, Head Start Tribal Programs (only those meeting its income qualifying standard), and the Food Distribution Program on Tribal Lands.

Those at 135% of the federal poverty level also qualify with income documentation.

The Ellis County Health Department on Monday reported that 20 new cases of COVID-19 has been identified in the county since Friday.

There are currently 196 active cases, including six active hospitalizations, and 498 recovered cases.

Since reporting began, the department said there have been 694 cases of coronavirus, including three deaths.

The seven-day percent of positive tests continues to fall — down to 14.7 percent.

Of the 5,369 tests administered, 12.6 percent have been returned positive for COVID-19 since reporting began.

20 new cases of COVID-19 in Ellis County since Friday

More people are seeking assistance for mental health issues as the COVID-19 pandemic heads into its sixth month.

A survey by the National Center for Health Statistics shows almost 30 percent of Americans are experiencing symptoms of clinical depression, compared to 6 percent at the same time last year.

The survey also showed 36 percent are feeling more anxious about life now compared to 8 percent last year.

Local therapists Cary Schwarz and Beth Christians, both senior outpatient clinical supervisors at High Plains Mental Health, said they are both seeing these trends in the 20-county northwest Kansas area that the community mental health center covers.

More people are seeking professional mental health services, those who have existing mental health illnesses are reported more severe symptoms, the center is receiving more calls to its emergency hotline, and more clients are being referred for inpatient services, Schwarz said.

Christians said, "We had people who were doing well and only needing to be seen every six weeks. Now they are wanting to come back every week or every other week to just handle the stress and figure out some different tools to manage what they are having to manage every day."

More clients are also noting panic attacks. National statistics are all showing increases in domestic violence and drug and alcohol abuse, as well as suicide attempts and completions, Schwarz said.

"It is a very stressful time for people,"&nbsp;Schwarz said, "so we are happy to be able to do what we can to help."

Schwarz said the center is seeing new clients that have never been seen for mental health care before.

"I think some people are listing and are very specific that it is a COVID-related stress that has brought them in," she said.

COVID-19 has created a variety of new stressors that are weighing on our minds and resulting in declining mental health. Some of these include distress over the disease itself, concerns about finances and added responsibilities of home-schooling children,&nbsp;Schwarz said.

Christians, who works with children and families, said she expects to see an uptick in children being referred for mental health services now school is back in session.&nbsp;

She said she expects the back and forth between remote learning and in-person learning is going to cause children stress.

"I often talk to parents about how a kid's brain is very pattern seeking. Right now, there are very few patterns kids can fall into and routines they can fall into," Christians said, "so it's just created a lot more anxiety for kids."

Rather than telling a parent or teacher they are stressed or anxious, children's behaviors are more likely to change.

"Behaviors have a function and that is most often to communicate something that is going on in a child," Christians said. "If we see any changes in behavior patterns, there may be increases in aggression or it may be they are isolating more in their room — something that has changed in their day or behavior. That can give us a sense that something is not right."

Schwarz said all adults have bad days, but those who are having prolonged loneliness, depressed mood or decreased energy might need to seek professional help.

"That is one thing with adults, you will hear them making statements that they're a failure, they're worthless or life is hopeless," she said. [They might] not necessarily say they want to hurt themselves, but sometimes people will say, 'I wish I could just go to bed and not wake up.' "&nbsp;

She said she has heard many people say they are very fatigued. People are saying they are tired, they don't have the energy they once did, they don't have the same interest in activities or hobbies they once did.&nbsp;

She encouraged people to continue to engage in hobbies even when they might not initially feel like doing so. She also suggested people try to keep in contact with others.&nbsp;

Some people are talking via Zoom or having Zoom birthday parties. You might talk to a neighbor across the yard where it is possible to social distance.

Older adults can be especially susceptible to isolation, she said.

Chronic loneliness can be as detrimental to a person's health as smoking 15 cigarettes per day, Schwarz said.

To help clients cope, Christians refers to what she calls the "Big Three" — diet, exercise and sleep.&nbsp;

"For a lot of people, those three things that seem very simple and every day life type things got interrupted. I am really encouraging people to let's get back to the basic coping skills," she said.

Christians said even 15 minutes of exercise during your lunch break can be beneficial.

"Get away from you screens and get up and move around," she said.

Taking care of the "Big Three" can also help take care of your immune system at the same time, Christians said.

Schwarz also recommended people who are dealing with anxiety to take note of their breathing.

"When we start getting anxious, our muscles start getting tight and our heart starts racing faster," Schwarz said. "Just pausing and taking some of those breaths and thinking calming thoughts is a big part of being able to manage."

Christians also recommended taking COVID breaks by shutting off the news and getting off social media for a time.

During the pandemic, High Plains expanded its telehealth services to clients' homes.&nbsp;

Christians said it has increased access, especially for clients in rural areas and allowed for some clients to increase their visit frequencies as needed.&nbsp;

"A lot of clients have said this has been a wonderful change for them," Christians, who is based out of the Osborne office, said. 

"Instead of driving a half an hour to the office and a half an hour back and missing school or work for an hour, so a total of two hours of missed work time or school time, they can pop into their counselor's office or hop on Zoom and meet for our 45- or 50-minute session and get back to class or work."

With no end in sight to the pandemic, Schwarz said increased levels of depression and anxiety are likely to persist.

She said she expects to continue to also see increases in substance abuse, as well as domestic violence.&nbsp;

Christians said COVID has created a different environment that we all have to navigate. Some of her clients have complained of decision fatigue.

"We had the normal everyday decisions that families made or people made, and we have just increased the amount of decisions we make every day," she said.

"Do I have to wear a mask? Where is my mask? Do my kids have masks? Do I need to call ahead? Can I go with my father to the doctor's office or will I have to sit in the car? There are a lot of extra decisions we didn't have to consider before that are now on our plates, and we have to juggle all of those things."

Schwarz said, "I had a client say 'I am tired of waiting on waiting.' That made a lot of sense to me."

People feeling COVID stress; mental health complaints up

A few months ago, we told you that the Coronavirus Aid, Relief, and Economic Security (CARES) Act gave some flexibility to federal student loan borrowers. Understanding these options can help you make more informed decisions about <a href="https://www.consumer.ftc.gov/blog/2020/04/managing-your-bills-during-covid-19">paying your bills and prioritizing your debts</a>. The benefits <a href="https://www.ed.gov/news/press-releases/secretary-devos-fully-implements-president-trumps-presidential-memorandum-extending-student-loan-relief-borrowers-through-end-year">have been extended</a> until Dec. 31, 2020.

So, just to recap, what does the CARES Act mean for you if you have a federal student loan?

1. The CARES Act gives <a href="https://studentaid.gov/announcements-events/coronavirus">temporary payment relief</a> to borrowers with qualifying federal student loans. But some federal student loans don’t qualify – for example, older Family Federal Education Loan (FFEL) program loans or Perkins Loans that are owned by the school you attended. Contact your <a href="https://studentaid.gov/manage-loans/repayment/servicers#your-servicer">federal loan servicer</a> online or by phone to find out if your loans are eligible.&nbsp;

2. If your federal loans are covered, the U.S. Department of Education has automatically placed your loans into what’s called “administrative forbearance.” That means you can stop making payments on those loans right away, up through Dec. 31, 2020. If your payments automatically come out of your bank account, check if any payments have been processed since March 13, 2020. If they have, you may be able to <a href="https://studentaid.gov/announcements-events/coronavirus#borrower-questions">get a refund</a> as part of administrative forbearance.&nbsp;

3. If you want to keep making payments on your qualifying federal student loan through Dec. 31, the interest rate is now 0%. So any payments you make during the forbearance period may help you pay off your debt faster. If you’re on an income-based repayment program and/or a forgiveness program, you should check out <a href="https://studentaid.gov/announcements-events/coronavirus#borrower-questions">Federal Student Aid's Coronavirus page</a> to see which option makes sense for you.

4. If your federal student loans are in <a href="https://studentaid.gov/manage-loans/default#understanding-default">default</a>, the U.S. Department of Education has stopped making collection calls, and sending letters or billing statements through Dec. 31, 2020. And if your federal loans were in default and your employer continues to garnish your wages, you’ll get a refund.&nbsp;

●Get a complete list of your private and federal student loans by&nbsp;pulling your credit report. If you have federal student loans, read this

The housing development planned near the intersection of Wheatland and 22nd in Hays recently reached another milestone, after four contractors signed on to build homes in the development.

"You couldn't tell by driving by it, but things are happening behind the scenes," said Doug Williams, executive director of Grow Hays. "This week, we got commitments from four contractors who have committed to build homes over there."

The commitment gives 18 months for the contractors to build the homes and will be built at different price points within the scope of the project that is designed to address a lack of homes within a price range of $175,000 to $225,000 in Hays.

"They are going to build in different price points," Williams said. "Each of them has to build a house that will sell for no more than $175,000, a house that sells for no more that $200,000, a house that sells for no more than $225,000 and then the fourth one they can pick what price range they want."

The agreement is also good news for developer Heart of America, as the nonprofit cannot begin to recoup infrastructure development costs until homes are built.

The costs will be covered by a Rural Housing Incentive District that was passed earlier this year and allows the group to collect the increase in tax revenues on the developed land.

"It's good news, not only for (Heart of America), but also for the housing market," Williams said. "It will provide some much-needed inventory at a price range that is very lacking right now and has been for quite some time."

Now that the contractors have signed on, Williams is hopeful construction will begin quickly after the infrastructure is in place.

Plans for sewers and related water infrastructure are currently being reviewed by the Kansas Department of Health and Environment and bids are out for construction.

"I'm hoping we can see some actual activity out there in the next 30 days," Williams said.&nbsp;

Although he admits that is an optimistic timeline,&nbsp;he said if the infrastructure can be completed in the next few months, home construction could begin after the first of the year.

"As quick as we can get some streets in and some utilities we will have 16 houses out there withing an 18-month time frame," Williams said.

The entire project will be split into three phases, with 36 lots included in phase one.

Once around 75 percent of those lots are developed, phase two will begin.

"We have several years to build out phase one, but hopefully within a couple of years that could be 75-80 percent built up and we could start on the next," Williams said.

In the meantime, Williams said the agreement with the contractors is a positive first step.

"It's great news," he said. "These are all good contractors that know what they are doing."

"Each of them has to build a house that will sell for no more than $175,000, a house that sells for no more that $200,000, a house that sells for no more than $225,000 and then the fourth one they can pick what price range they want."The agreement is also good news for developer Heart of America, as the nonprofit cannot begin to recoup infrastructure development costs until homes are built.The costs will be covered by a Rural Housing Incentive District that was passed earlier this year and allows the group to collect the increase in tax revenues on the developed land."It's good news, not only for (Heart of America), but also for the housing market," Williams said. "It will provide some much-needed inventory at a price range that is very lacking right now and has been for quite some time."Now that the contractors have signed on, Williams is hopeful construction will begin quickly after the infrastructure is in place.Plans for sewers and related water infrastructure are currently being reviewed by the Kansas Department of Health and Environment and bids are out for construction."I'm hoping we can see some actual activity out there in the next 30 days," Williams said.&nbsp;Although he admits that is an optimistic timeline,&nbsp;he said if the infrastructure can be completed in the next few months, home construction could begin after the first of the year."As quick as we can get some streets in and some utilities we will have 16 houses out there withing an 18-month time frame," Williams said.The entire project will be split into three phases, with 36 lots included in phase one.Once around 75 percent of those lots are developed, phase two will begin."We have several years to build out phase one, but hopefully within a couple of years that could be 75-80 percent built up and we could start on the next," Williams said.In the meantime, Williams said the agreement with the contractors is a positive first step."It's great news," he said. "These are all good contractors that know what they are doing."

🎤Four contractors have signed onto Hays RHID housing project

With hopes of drawing and keeping retirees in Hays, Grow Hays has formed a community task force to explore a new housing development and community center that will provide that population more reasons to live in Hays.

"Last year we had an economic development profile prepared for us by Network Kansas," said Doug Williams, executive director Grow Hays. "Basically they look at your community, tell you where your key economic drivers are, also where you might have shortfalls."

That profile identified something that would become that impetus for the new committee.

"One of the things that was a little bit surprising was that we discovered that retirees are the number economic driver in our community," Williams said. "That was really kind of surprising until you think about it a little bit."

He said with an older population in Hays and the area with a lifetime of earnings, it is no wonder that they can drive a large portion of the local economy.

Then came the realization that by increasing motivation for that population to stay or move to Hays could have a significant impact benefit could materialize.&nbsp;

"We got to thinking, what are we doing to only keep the retirees we have in our community but also how can we possibly attract retirees from other areas," Williams said.

Even moderate growth in the retiree population of Hays would be beneficial.&nbsp;

"If we could recruit 100 or 200 retirees to our community it could have a significant impact in our community," Williams said.

The regional impact could be significant as well.

"If moving from (smaller communities in western Kansas) is inevitable and in many cases it is, we want them to move here," Williams said. "We don't want them to move to Salina, Kansas City, Wichita, Denver or whenever it might be."

He said for those looking to move into an area with more services like healthcare Hays should be a good choice for those wanting to remain in western Kansas.

"Except we have some shortfalls," Williams said.&nbsp;

Housing and specifically retiree friendly housing is one of those concerns.

While Williams is hopeful the ongoing RHID housing project at Wheatland and 22nd will alleviate some of that need, Hays needs housing that addresses the specific needs of retirees.

Activities for that segment of the population is also an area identified that could be strengthened.

"We have the Senior Center, but that is clear out by the airport and it's a meal site, but it's hard to get to and there are issues with that," Williams said.

So the committee is looking at killing two birds with one stone by exploring the possibility of constructing some retiree friendly housing as well as a community center on 17 acres of land north of Hays Medical Center.

"We feel like that could be a terrific site," Williams said. "It is obviously adjacent to the hospital, very handy for people that want to go to a doctors appointment, or receive treatment at Hays Medical Center, we tie it into the walking trail that runs behind Hays Medical Center so there would be a nice area for a walking trail and it would all be centered around this community center."

But the development could be used for more than just a center of activity for nearby residents.

"It could be a meal site, an educational center for activities, not just for retirees, but for the whole community," Williams said.

And the housing could be anything from small apartments to garden homes.

"We try to cover all the bases," Williams said.&nbsp;

The location would also provide convenient access to Hays Med and the community center.

"A lot of reasons with the location of it, the tie in with Hays Medical Center it would make a lot of sense," Williams said.

He said overall they are excited about the possibilities.

"We are very early into it, but we really think it is something that would be of great benefit to our community and we are going to push hard to see if it is feasible or not," Williams said.

The first activity is the WALK10K, a Worldwide Walking Challenge.&nbsp; The goal of the walking challenge is to walk 10K or 6.2 miles during the week of September 14-20.

The second activity is MOVE150, which focuses on getting participants moving, regardless of their abilities.&nbsp; Participants are encouraged to complete 150 minutes of activity utilizing a variety of activities indicated on the MOVE150 card.

MANHATTAN — A global need for quality breeding stock and genetics is creating market opportunities for Kansas livestock producers. To meet the growing demand, the Kansas Department of Agriculture will host a virtual livestock export webinar featuring industry experts in exporting livestock and genetics. The webinar will be held online on Thursday, October 1.

Participants should expect to learn about export strategies as well as gain an understanding of export financing and regulatory requirements. “The agenda will include a variety of topics, including technical information needed to enter the export market. Producers will learn about tools they need to take advantage of global market opportunities,” explained KDA international trade director Suzanne Ryan-Numrich.

Exports are an important part of the Kansas economy. In 2019, over $3.8 billion dollars of agricultural goods were shipped around the globe to 96 different countries.
