Twenty-five distance runners and walkers took advantage of near-perfect conditions to participate in the first annual Mac 10 road race in Hays on Labor Day morning.&nbsp; The 10-mile race was organized to honor Hays’ local running legend, Bob McAnany, a former FHSU All-American and long-time leader of the Hays Area Road Runners.&nbsp; McAnany, better known to his many friends as “Mac,” is a physical therapist assistant at Hays Med.

The out-and-back course started inside FHSU’s Lewis Field Stadium with the turn-around at the north end of the US 183 Bypass just short of I-70.&nbsp; Participants ranged in age from 23 to 73.&nbsp; Brett Meyer (23) of Scott City was the top finisher with a time of 54 minutes, 46 seconds.&nbsp; The top female finisher was Heidi Pearson of Richmondville, NY with a time of 1 hour, 21 minutes, and 3 seconds.&nbsp; Armin Kelly (73), retired veterinarian from Plainville, was the oldest finisher with a time of 1 hour, 47 minutes, and 42 seconds.&nbsp; McAnany (63) finished the course in 1 hour, 30 minutes, and 23 seconds.

In keeping with cherished tradition, Mac and many of his friends and fellow runners capped the morning with beer and conversation in Hays’ Frontier Park.&nbsp; Thanks go to Dennis Weber, former FHSU track coach and owner of Heartland Timing, for organizing and timing the race.

Developmental Services of Northwest Kansas announced today a generous grant award from the Robert and Patricia Schmidt Foundation, Hays. This $170,000 grant will provide for long-awaited facility repairs and equipment upgrades. This award will benefit individuals served by DSNWK in Ellis, Russell and Rooks counties and will benefit DSNWK’s services in the Hays, Russell, Stockton, Victoria and Catharine communities. &nbsp;

"We are so blessed to have the Robert and Patricia Schmidt Foundation in our community,” said Jerry Michaud, DSNWK President and CEO. “Their continued support has been a tremendous asset to our Mission and has allowed us to address pressing needs that we simply could not have addressed without them for the benefit of those people we serve with intellectual and developmental disabilities in northwest Kansas.”&nbsp; 

Jim Blume, former president of DSNWK shared, “The Schmidts' great contribution to our area will live on through DSNWK!”

Three-day weather outlook

A project to resurface approximately 16 miles of U.S. 40 in Wallace County was expected to start this week, according to the Kansas Department of Transportation.

Work will consist of a 1-inch mill and 2-inch overlay beginning at the east city limits in Sharon Springs and ending at the Logan County line. Traffic will be directed through the work zone by flaggers and a pilot car during daylight hours, and minor delays should be expected.

KDOT anticipates work to be completed by mid-October, weather permitting.

ST. JOSEPH, Mo. — The deputy city manager for Topeka, a city administrator from South Dakota, a public works director from Florida, and a city manager from Texas are the four finalists for St. Joseph City Manager.

City officials have released the identities of the four finalists for the position left vacant when City Manager Bruce Woody left the city to become the Executive Director of the Emerald Coast Utilities Authority of Pensacola, Florida.

Doug Gerber is Deputy City Manager of Topeka, Kansas and has served in city administration in several Kansas communities, including Goodland and Beloit. Gerber has an undergraduate and graduate degree from Kansas State University.

Gerber served as Goodland city manager from 2009 to 2014.

Jeff Pederson is Flandreau, South Dakota City Administrator and has worked as Paducah, Kentucky City Manager and as city administrator of Grand Island, Nebraska. He received both an undergraduate and graduate degree from the University of South Dakota.

Thomas Hutka is the Director of Public Works from Broward County, Florida. He has served as city manager of Port Huron, Michigan and Commissioner of Engineering and Construction of Cleveland, Ohio. Hutka has a civil engineering degree from Princeton and a graduate degree from Harvard.

Gary Edwards is City Manager of Aransas Pass, Texas, but has worked extensively in Missouri, including stints as Sedalia City Administrator and Moberly City Manager. He received an under graduate degree from College of the Ozarks at Point Lookout, Missouri and a graduate degree from Missouri State University.

The candidates will participate in a day-long interview process Friday, first speaking with a community panel, then a staff panel, followed by a discussion with Interim City Manager Chris Connally. City Council members will interview the candidates in the afternoon.

A potential location for a private developer's stormwater retention project north of Interstate 70 in Hays would also benefit downstream areas in the city.&nbsp;

According to Jesse Rohr, Public Works director, the storage capacity would be about 170,000 cubic feet. The project would also help with water quality.

"It would serve to clean the water which is very important when we're talking about MS4 permit from KDHE (Kansas Department of Health and Environment)," Rohr said. "It's a requirement to provide such things and we consider it a best management practice."

Located west of the Hilton Garden Inn and Convention Center, the development property is owned by&nbsp;MAO Investments LLC (Mark Ottley, managing member).&nbsp;The property has a main drainage way, or stream, running through it.

Ottley has agreed to construct the mandatory drainage retention area for his property with extra capacity to benefit the city. The project would would provide&nbsp;stormwater retention and reductions to the rate of water flowing south.

"Water crosses under I-70, comes down through the Willow Street area, ends up in the Skyline Draw, comes into Van Doren pond, finds its way into Lincoln Draw and the Lincoln tunnel, and then out the south end of Hays," Rohr explained.&nbsp;

Two basins would contain certain soils and be filled with planting that would help filter the water, absorb the water, and help clean it before it moves on south.&nbsp; &nbsp;

&nbsp;Rohr and other city staff are recommending approval of the construction agreement with the city to pay Ottley $130,000 from Stormwater Reserve funds.

 Future maintenance of the drainage area would be the responsibility of Ottley or his assignees.&nbsp;

The city is working on a similar project with another developer on the west side of Hays.&nbsp;

City commissioners will vote on the recommendation during their meeting Thursday.

The project would also help with water quality."It would serve to clean the water which is very important when we're talking about MS4 permit from KDHE (Kansas Department of Health and Environment)," Rohr said. "It's a requirement to provide such things and we consider it a best management practice."Located west of the Hilton Garden Inn and Convention Center, the development property is owned by&nbsp;MAO Investments LLC (Mark Ottley, managing member).&nbsp;The property has a main drainage way, or stream, running through it.Ottley has agreed to construct the mandatory drainage retention area for his property with extra capacity to benefit the city. The project would would provide&nbsp;stormwater retention and reductions to the rate of water flowing south.<figure>

A new gym in Hays offers Christ-focused fitness classes and training.

<a href="https://www.inspirebodymindspirit.com/">Inspire Body Mind Spirit</a> opened Monday at 1204A Vine St. in Hays.

Amber Cunningham, 39, owner, has been a fitness trainer for 18 years. She is a 2002 graduate of Fort Hays State University. She was a trainer at the Center for Health Improvement for 10 years and then went out on her own.&nbsp;

She taught classes out of the gym at Celebration Community Church for seven years, and most recently was working out of her home.

She said the first 10 years she trained, all she did was train the body, but then she began to grow in her own faith.&nbsp;

She realized how important it is to not only exercise our bodies, but to get our minds right every single day and feed our spirits, she said.

"At Inspire, what we do is not only exercise the body, but also the mind and the spirit," she said. "Inspire is built on the foundation of Christ at the heart and center. We are passionate about helping people grow in their faith and their relationship with Jesus Christ through biblical teachings, discussion and prayer."

Cunningham offers group fitness classes, but those classes are concluded with a 10-minute devotional and then prayer.&nbsp;

"Fitness is about being healthy in body, mind and spirit," she said. "We are a three-part being — a spirit with a mind, will and emotions, living inside of a body. You can't exercise one without the other and expect to live a balanced life.

"At Inspire, we are all about healthy bodies, a sound mind and a renewed spirit. Inspire is also about people finding freedom in Christ. Jesus did not just die for our salvation. He came to set us free, and it is the truth that sets us free."

Cunningham said the devotional time is a time for people to come together and share what is going on in their lives and be real and authentic with one another and help one another in life.

Cunningham said family is the second most important facet of Inspire.

"We understand the importance of putting God first and our families second above anything else," she said.

She said she hopes to create a space where families can come and get healthy together.

Cunningham's husband, Eric, 43, participates in fitness classes and also helps lead devotionals.

The Cunninghams have five children, a 21-year-old son who is a student at FHSU; an 18-year-old son, who just joined the Army; and 12-year-old, 5-year-old and 2-year-old daughters.

The Cunninghams offered fitness classes for youth receiving mental health treatment at KVC Hospital in Hays. However, those classes had to be suspended at the onset of the COVID-19 pandemic.

Amber Cunningham said she hopes to resume those classes when COVID restrictions are lifted.

She also hopes to add youth classes later this fall.

The fitness center offers group classes, as well as individual and group training.

She is offering in-person circuit training classes on Mondays and Wednesdays. Tuesday and Thursdays she is offering 30-minute Zoom classes. Saturday she is offering a boot camp class.

The fitness center is open for scheduled classes and by appointment.&nbsp;

Cunningham said she plans to offer more classes in the fall.

The center is promoting social distancing during in-person classes, and Cunningham has even taken classes outside on nice days to allow for more space between participants.&nbsp;

Some of the center's equipment includes TRX's Thera-bands, kettle bells, rowing machines, equalizers, sleds, dumbbells, stability balls, monkey bars, rowers, bikes, med balls, scooters, punching bags, battle ropes and a treadmill.

This month Cunningham is offering a special for $45 per month for all classes. For students, it's $30 per month. Zoom classes only are $30 per month. You can also pay $7 per class or $15 per week.

Despite an uncertain economic climate and the challenges of COVID-19, Cunningham said she still believes now is the right time to open the fitness center.

"I have been praying and waiting for this for several years, and I felt the time was right, right now," she said. "I felt the Lord was telling me to do it now, especially in the times we are in right now. 

"People are stressed out, fearful. Anxiety's high. People are walking around depressed and not taking care of their bodies. I think more than ever, people need this. They need not only to exercise their bodies to relieve their stress and get the positive endorphins flowing, but also to be better mentally and physically."

There is nothing like a new baby to put smiles on the faces of family and strangers alike. They are so darned cute. Their cherub faces immediately fill us with a moment of joy.&nbsp;

Tiger Nation is excited to announce yet another partnership with Hays Medical Center (we have many). Each beautiful baby delivered at HaysMed will now be sent home in the loving care of their parents with a Fort Hays State University onesie.

The program started this summer after HaysMed CEO Eddie Herrman approached FHSU Foundation CEO Jason Williby about the onesie idea.

“It seemed like a great way to give back to our community while building upon the strong ties of partnership between HaysMed and FHSU,” Williby said.

Over 100 babies have been sent home with their FHSU “Born to be a Tiger” onesie in the first month. The onesies are placed in a basket with a meal-to-go for Mom and Dad, another fantastic gesture from the HaysMed staff.&nbsp;

“Parents love the meal-to-go they receive on the day of discharge and have commented numerous times how great it is to go home and not have to worry about what’s for dinner,” said Kristy Schlaefli, director of Women Infant Care at HaysMed.

Nurses report that parents are loving the newly added FHSU onesie. Second-time parents have even commented how much they like the onesie and that they would have loved one when their first baby was born. The nurses are especially enjoying the HaysMed-delivered babies sporting their Tiger gear on social media – and so are we!

To our great delight, one such social media rock star is Drake Pilkington, son of FHSU softball coach Adrian Pilkington and her husband, Blake. Drake wore his FHSU onesie on his way home from the hospital – an extra special treat given that both Adrian and Blake graduated from FHSU.

"We were so excited&nbsp;to receive our FHSU onesie upon departure from HaysMed,” Adrian said. “Blake and I are both FHSU alumni so it was an awesome surprise and a great way to introduce our son, Drake, as the newest member to Tiger Nation."

Wheat is considered a highly responsive crop to band-applied fertilizers, particularly phosphorus (P). Application of P as starter fertilizer can be an effective method for part or all the P needs. Wheat plants typically show a significant increase in fall tillers and better root development with the use of starter fertilizer (P and N). Winterkill can also be reduced with the use of starter fertilizers, particularly in low P testing soils.

Phosphorus fertilizer application can be done through the drill with the seed. In-furrow fertilizer can be applied, depending on the soil test and recommended application rate, either in addition to or instead of, any pre-plant P applications. The use of dry fertilizer sources with air seeders is a very popular and practical option. However, other P sources (including liquid) are agronomically equivalent and decisions should be based on cost and adaptability for each operation.

When applying fertilizer with the seed, rates should be limited to avoid potential toxicity to the seedlings. Most fertilizer sources contain salts which can be toxic to seedlings. However, phosphorus (P) fertilizer contains little if any salt, conversely Nitrogen (N) &amp; Potassium (K2O) fertilizers contain salts. When placing fertilizer in direct contact with wheat seed, producers should use the guidelines listed below.&nbsp;

Suggested maximum rates of fertilizer in pounds (lbs.) per acre Nitrogen N + Potassium K2O to apply directly with the wheat seed (No urea containing fertilizers).

15-inch row spacing, medium-to-fine soil textures,16 lbs. on course textures or dry soils 11 lbs.&nbsp;

10-inch row spacing, medium-to-fine soil textures 24 lbs. on course textures or dry soils 17 lbs.

6-8-inch row spacing, medium-to-fine soil textures 30 lbs. on course textures or dry soils 21 lbs.&nbsp;

Air seeders that place the starter fertilizer and seed in a 1- to 2-inch band, rather than a narrow seed slot, provide some margin of safety because the concentration of the fertilizer and seed is lower in these diffuse bands. In this scenario, adding a little extra N fertilizer to the starter is less likely to injure the seed - but it is still a risk.

When placing fertilizer in direct contact with wheat seed, producers should use the guidelines listed below.&nbsp;Suggested maximum rates of fertilizer in pounds (lbs.) per acre Nitrogen N + Potassium K2O to apply directly with the wheat seed (No urea containing fertilizers).15-inch row spacing, medium-to-fine soil textures,16 lbs. on course textures or dry soils 11 lbs.&nbsp;10-inch row spacing, medium-to-fine soil textures 24 lbs. on course textures or dry soils 17 lbs.6-8-inch row spacing, medium-to-fine soil textures 30 lbs. on course textures or dry soils 21 lbs.&nbsp;Air seeders that place the starter fertilizer and seed in a 1- to 2-inch band, rather than a narrow seed slot, provide some margin of safety because the concentration of the fertilizer and seed is lower in these diffuse bands. The Ellis County Health Department on Wednesday announced 17 new cases of COVID-19 in the county had been identified since Monday.

It was the lowest increase in a county's update since mid-August. The county updates case totals Monday, Wednesday and Friday.

There are now 229 active cases of coronavirus in the county, including three active hospitalizations, and 429 recovered cases.

The seven-day average of positive test results again fell to 16.5 percent.

Overall just more than 13 percent of the 4,987 COVID-19 tests have returned positive for the virus.

Since reporting began, 659 cases of COVID-19 have been identified in Ellis County, including one death.

WAKEENEY — The Trego County Health Department on Wednesday an additional death and three new cases of COVID-19 in the county.

The death of a resident at Trego Long Term Care is the third coronavirus-related death in the county.

There are currently 13 active cases of COVID-19 in Trego County, with 40 total since reporting began. The department said additional tests are pending.

One northwest Kansas health care institution and Fort Hays State University were listed on the first COVID-19 cluster summary issued by the Kansas Department of Health and Environment on Wednesday.

This is the first report to offer the names of locations determined to be active cluster sources.

FHSU has been attributed to 45 cluster cases, while Vision Source — a Colby eye care clinic — was attributed to seven cases. To be listed, a cluster must exceed five cases.

The cluster summary report will be updated each Wednesday.

FHSU, Colby eye clinic named on initial cluster summary report

Hays set a record low overnight Tuesday, hitting 39 degrees.

The previous record low was 40 degrees and was measured in 1902, 1910 and 1943.

The&nbsp;high temperature of 46 degrees was also a record, which shattered the lowest high for Sept. 8, which was 58 degrees set in 1962, according to the K-State Ag Research Center in Hays.

One year ago the high in Hays was 86 degrees.&nbsp;

Hays was not the only western Kansas community that set a record low. See the graphic below from the National Weather Service in Dodge City. Note: The NWS took its reading from the Hays Water Plant.

The cold front moving through the area also brought a cold, drizzling rain.

The Research Center reported .29 inches of rain. The rainfall for the month has been .31 inches, compared to an average rainfall by the end of the month of 2.23 inches.

Hays has received 20.04 inches of moisture to date this year compared to an average of 19.94 inches by the end of September.

The National Weather Service is predicting more rain throughout the day today.&nbsp;Patchy fog is expected after 3 p.m. The high is forecast near 45. Conditions are forecast to be breezy, with a north wind 15 to 20 mph. New precipitation amounts are expected between a quarter to a half of an inch.

The low for tonight is forecast at 41 for Hays with rain continuing until about 4 a.m.

Chances for rain are expected to continue into Friday then the weather will clear off with slowly rising temperatures.

Highs Saturday through Tuesday&nbsp; are supposed to be in the upper 70s.

Hays sets record low; cool, rainy weather through Friday

An art exhibit that features scenes from Kansas Scenic Byways opened Tuesday at the <a href="https://haysartscouncil.org/">Hays Arts Center</a>.

The exhibit was originally shown at the Birger Sandzén Memorial Gallery in Lindsborg. The exhibit was supposed to be in Hays during the summer, but the exhibit was pushed back because of COVID-19, Brenda Meder, HAC director, said.

The exhibit will be open through Oct. 15. Masks are required in the HAC. Admission is free.

Several western Kansas artists were included in the original show.

This includes a painting my Dennis Schiel of prairie chickens at Arikaree Breaks neat St. Francis; Dighton's Patrycia Ann Herndon's "Once Almost Gone" in graphite; Russell's Angela Muller's "Moonrise over a Limestone Field;" Hays's Doloris Pederson's "Marsh Watch," which is a scene of waterfowl painted from Cheyenne Bottoms; and "Once Grand," a photograph on canvas from Leon Staab, Hays.

A few pieces of the original exhibit were sold or were not available for the Hays show. However, several pieces of artwork from local artists have been added for the Hays exhibition, Meder said. Forty-two pieces are in the Hays show.

Meder said she invited 14 more artists to participate in the Hays show. These included artwork from local artists Matt Miller, Michael Jilg, Kathleen Kuchar, Shannon Trevethan and Nicole Thibodeau.

An oil panel from Kevin Lundy of Wilson was in the original show in Lindsborg, but that painting was not available for the Hays exhibition, so Lundy provided another oil on panel for the Hays show.

"It is really a wonderful body of work," Meder said. "Artists come from all across the state, and the vistas are inspired from trails from all across the state."

Ron Michael, director of the&nbsp;Sandzén Memorial Gallery, contributed a ceramic piece to the Hays exhibit. He received his BFA in ceramics at Fort Hays State University.

All of the pieces of artwork will be tagged with the Kansas locations that inspired them.

He said traffic at his Keystone Gallery has picked up as people are choosing to explore sites closure to home rather than longer trips out of state during this time of COVID-19.<figure>

 </figure>Meder said she hoped the exhibit might inspire others to visit some of Kansas' natural wonders during the fall."I think a lot people because of the circumstances of the coronavirus and everybody staying closer to home, I think there has been a lot more appreciation and enjoyment and exploration of the areas around the state," Meder said. "We had a beautiful summer. Exploring some of these things outside it was a beautiful summer for that."<figure>

 </figure>Since not everyone has been able to get out to visit the HAC because of COVID-19, Meder said she has tried to engage the community in other ways. She will be posting photos of the complete exhibit on the <a href="https://www.facebook.com/Hays-Arts-Council-137869202896983">HAC's Facebook</a> page. Also look for links to the artists' webpages, Instagram pages and blogs for views of more artwork and to connect with the artists directly.
