High Plains Independence was able to make its payroll for August, allowing it to stay open another month while it waits for its nonprofit status to be reinstated.

The agency that provides&nbsp;support for people with severe mental illnesses in Hays has temporarily lost its funding from the Kansas Department of Aging and Disability Services because of a paperwork error.

All of the organization's services are free.

After a recent audit of the Kansas Department of Aging and Disability, which funds Consumer Run Organizations, High Plains Independence was informed it had not filed the necessary 990 forms with the IRS to maintain its nonprofit status, Ginna Anderson, High Plains Independence executive director, said.

Anderson said she is working with a new accountant to file the proper paperwork to have the group's nonprofit status reinstated and is making progress.

The group is still facing a wait of three to six months before all the paperwork can be processed.

The group received about $5,000 in donations in August to keep the organization running.

&nbsp;"I appreciate what they've done," Anderson said.

However, she said, "Now we have to start over in September."

"We are going to stay open as long as we can," Anderson said this week. ... "I refuse to give up. God did not bring us this far to drop us in the muck."

Donations can be sent to High Plains Independence at PO Box 956, Hays, KS 67601.

Mental Health support program remains open, still in limbo after paperwork error

TOPEKA — Phone and internet services are vital to accessing healthcare and community services, finding employment, and calling for help in an emergency. However, the cost to stay connected is out of reach for many Kansans.

In observance of National Digital Connectivity and Lifeline Awareness Week, September 7-13, the Kansas Corporation Commission joins utility regulators nationwide in creating awareness of the program offerings and encourages those in need of assistance to apply.

Lifeline provides combined federal and state discounts of up to $17.02 per month to help pay for residential or wireless phone service, internet, or a bundled phone and internet plan. Subscribers living on tribal lands qualify for additional discounts. Currently, nearly 8.6 million Americans, including 19,500 Kansans, are enrolled in the program.

Eligibility&nbsp;is based on income&nbsp;(at or below 135% of the Federal Poverty Guidelines) or participation in certain assistance programs such as:

In addition, the Safe Connections Act (SCA) of 2022 helps survivors of domestic violence, human trafficking and related crimes get discounted phone, internet or bundled services through the Lifeline program. Those who qualify under SCA can receive up to six months of emergency Lifeline support and their privacy will be protected. Lifeline program helps Kansans in need stay connected

NORTON — The Kansas Department of Transportation will begin a field survey on a portion of K-27 in Wallace County the week of Sept. 15.

Crews will be working along a 9-mile portion of Highway K-27 between the Smoky Hill River bridge and Zigzag Road to gather information for proposed improvements along the route. Activities will include the use of survey instruments on the ground to determine locations of existing features within the survey corridor.

KDOT expects work to be completed in November 2025.

Crews will contact property owners or tenants for permission to enter private property if access is needed. Michael Lay of SAM will oversee the survey for KDOT.

Poor Elbridge Gerry. He wasn’t even a fan of this. Toeing his party’s line, he approved a newly drawn Boston district that was <a href="https://blogs.loc.gov/loc/2024/07/gerrymandering-the-origin-story/">lampooned</a> as a mythological menacing-winged dragon, or salamander.

While a salamander-shaped district helped his party hold onto the legislature, this Bill of Rights father lost his governor’s seat, and forever lent his name to unsavory contorted lines re-drawn for partisan political gain

Thus, gerry-mandered maps were born. Power, perils, and all.

Two hundred thirteen years later, partisan gerrymandering is having another moment. No less than nine Republican-led and Democrat-led states, <a href="https://www.kcur.org/politics-elections-and-government/2025-09-04/kansas-republicans-might-redistrict-to-help-defeat-the-states-only-democrat-in-congress">including Kansas</a>, are actively contemplating <a href="https://www.pewresearch.org/short-reads/2025/08/28/redistricting-between-censuses-has-been-rare-in-the-modern-era/">rare</a> mid-census map changes to congressional districts ahead of next year’s elections; salamanders, pinwheels, Zorros, inkblots, and other odd shapes that only a Rorschach test giver could love will determine control of the U.S. House.

While partisan politics is gratuitously on display in today’s efforts, what is less apparent is what line on a map best serves a representative democracy.

Creation of districts for the House of Representatives was fueled by a fear of tyranny under the constitution; a compromise in our federalist framework that ensured local voices could check the power of a new centralized federal government and president.

But it wasn’t just about the fear of a king’s tyranny or an elite few. Just as important was to prevent a tyranny of the majority. Minority rights in religion, political parties, property, press, commerce, ancestry, etc. had to withstand a majority’s trampling if the newfound freedoms were to mean anything.

To that end, lines on House maps reflected non-partisan coherent geographies of common interest that could elevate the influence of minority groups politically. They represented fisherman, farmers, coalminers, mountain regions, religions, racial/ethnic neighborhoods, and any sub-set of population geography brought together.

Natural boundaries – city/county limits, rivers, major roads, rail, mountains, public universities, etc. – bonded those interests instead of political party. Within those geographies of common interests, political parties vied to become the voice of those interests through ideologies and lawmaking.

But we don’t live in that world anymore, do we?

Unless states say otherwise, splitting geographies of common interest for pure partisan gain is legal after <a href="https://www.supremecourt.gov/opinions/18pdf/18-422_9ol1.pdf">Rucho v. Common Cause </a>(2019). Most states, including Kansas, do not prohibit the practice.

AI mapmaking algorithms can spit out thousands of district options in the blink of an eye. Flipping 10%-20% (25% in Kansas) of a state’s congressional seats at the touch of a button is an intoxicating power unlike any other tool available that stacks the partisan deck.

In this world, parties have become the common interest; not people, natural resources, schools, local economies, drinking water, or air sheds. The political tail wagging the proverbial geographic dog. A shape that ironically comes to mind when looking at the gerrymandered Kansas congressional district 1 barking from Lawrence to Colorado.

Left to current devices, it doesn’t. Johnson County beware. In Kansas, state voters are not in charge. Legislators are. Courts to a degree. Even the last protected domain under the Voting Rights Act – racial gerrymandering – has a target on its back (<a href="https://www.supremecourt.gov/opinions/24pdf/24-109_l53m.pdf">Louisiana v. Callais</a>).

What do we really want out of re-districting? Competitive races? Partisan fairness? Respect for common geographies? All three? Technology can map whatever weighted parameters “we” want.

But until voters in Kansas and other states send a message, “we” are all racing to the bottom lampooning the very foundations of a representative democracy.

THOMAS COUNTY —One person was injured in an accident just before 4:30p.m. Saturday in Thomas County.

The Kansas Highway Patrol reported a 2006 Harley Davidson driven by&nbsp; Gregory J.&nbsp;Griffin, 47, Colby, was northbound on U.S. 24. one half mile north of Interstate 70. The motorcycle entered the curve at a high rate of speed. It crossed the center line and traveled onto the west shoulder, travelled along the shoulder until the driver lost control crossing over county road 11. The&nbsp; motorcycle&nbsp; entered the west ditch and rolled.

EMS transported Griffin to Citizens Medical Center. He was not wearing a helmet, according to the KHP.

Astra Bank relocated from downtown Hays to a newly built location to better serve its customers.&nbsp;

The Chamber in Hays held a ribbon-cutting ceremony on Friday to celebrate the opening with Jason Kennedy, Astra Bank market president, and the CEO of Astra Bank, Kyle Campbell.

"We truly believe as a family-owned community bank that we should invest in the community because we're never going to be more successful than the communities we serve," Campbell said.&nbsp;

Astra Bank’s new location, 2605 Main St., features better accessibility, wider drive-through lanes and increased personal interaction with customers. Kennedy said the relocation idea began during a casual conversation with Doug Williams, executive director of Grow Hays, and the city.

"It was kind of off-handed when the city was looking at the police station. I said 'Why don't you guys buy my building? Let's do a swap and we'll develop on that lot," Kennedy said.

Kennedy said the relocation arrangement saved the city taxpayers' money. The former Astra Bank building at 1100 Fort will be repurposed as a new police and municipal court facility.

Kennedy emphasized that the bank serves as a commercial and community bank, supporting agriculture, local businesses and civic projects.

"Anything you can find at any other bank, we do here as well. We just do it better," Kennedy said.

The bank opened its new location on Aug. 18. To celebrate, Astra Bank is offering a 10% three-month CD, limited to one per household, available from Sept. 12 to 19 for the first 100 households.

Kennedy said Astra Bank kept operations running without interruption during the move, continuing to serve customers.

"My staff was not just patient. They were phenomenal," he said.

The bank lobby is open from 9 a.m. to 4 p.m. and the drive-through is open from 8 a.m. to 5 p.m. Monday through Friday.

Controlling volunteer wheat this summer and now into early fall has been challenging. While we are always thankful for the needed moisture, it has caused several flushes of volunteer wheat now. And I hate to be the bearer of bad news but continuing to control all volunteer wheat is still important.

A late flush of volunteer wheat likely is harboring fewer wheat curl mites the vector of Wheat Streak Mosaic Virus (WSMV) complex than volunteer wheat that has been established for a while. There is still time to go out and control those late flushes of volunteer wheat before planting begins.

The general target date for planting wheat for optimum grain yields in Kansas is within a week of the best pest management planting date, or BPMP (formerly known as the “Hessian fly-free”) date (Figure 1). Planting after these dates not only benefits grain yield, but may help reduce the risk of serious pests and diseases that can damage the wheat crop in Kansas. 

If forage production is the primary goal, earlier planting (mid-September) can increase forage yield. However, if grain yield is the primary goal, then waiting until the BPMP date to start planting is the best approach. Planting in mid-September is ideal for dual-purpose wheat systems where forage yields need to be maximized while reducing the effects of early planting on reduced grain yields.

Figure 1. These dates were established several years ago. Although fields may still be infested with Hessian fly when planted after these dates if the weather is mild, later planting dates generally reduce problems from Hessian fly, aphids, wheat curl mites, and many diseases.

For growers considering planting early, a good management consideration would be to select wheat varieties with resistance to the wheat streak mosaic virus and/or with tolerance to the wheat curl mite, especially in the western portions of the state. Updated disease and insect ratings for wheat varieties can be found with an internet search for K-State Extension Wheat Variety Guide 2025.

Armyworms Armyworms and other lepidopteran larvae may also still pose a serious problem to early planted wheat. They may feed on the green wheat plants until the first cold front comes through (temperatures in the mid-20-degree F range for a couple of hours). Insecticide seed treatments do not work well against lepidoptera larvae.

Fall Armyworm/Armyworm Considerations in Volunteer Wheat

Because of the large armyworm and fall armyworm populations this year and in years past, some producers are considering adding insecticide to volunteer wheat herbicide applications to save on costs. However, this is not recommended. First, destroying volunteer wheat will starve larvae, push them into pupation, or expose them to predators. Second, insecticides should only be used when pests are at a vulnerable stage and above treatment thresholds. Finally, any insecticide applied now will lose activity long before planted wheat emerges. Control the volunteer wheat, but resist the urge to tank-mix insecticide.

Early planting of wheat can increase risks that affect stand establishment and yield:

· Disease risk: Greater chance of insect- or mite-transmitted viral diseases.

· Emergence challenges: High temperatures can reduce germination and shorten coleoptile length in some varieties.

· Optimal planting: Aim for the recommended planting window whenever possible.

· Variety selection: If planting early (due to moisture or dual-purpose systems), choose varieties tolerant to major regional yield-limiting factors.

· Seed treatments: Strongly consider fungicide and insecticide seed treatments when planting early in Kansas.

In line with new state mandates, Fort Hays State University is dismantling Diversity, Equity and Inclusion practices.

Those changes have affected funding for some student groups, dictated what types of events those groups can host, and forced them to scrub key language from their mission statements.&nbsp;

<a href="https://kansasreflector.com/briefs/dei-barred-in-kansas-government-universities-beginning-aug-1/">According to the Kansas Reflector</a>, state lawmakers effectively ended DEI practices in state government and universities with Aug. 1 as the compliance deadline.

Kansas Secretary of Administration, Adam Proffitt, confirmed that all DEI-related positions, programs, trainings, grants and contracts were eliminated.

<a href="https://apnews.com/article/trump-dei-schools-lawsuit-ruling-education-department-4c1dbb5f7b3997ba78c17b25a935fb3f">The Associated Press reported on Aug. 14</a> that a federal judge in Maryland struck down two Trump administration Education Department memos that threatened schools and universities with the loss of federal funding if they continued DEI programs.

U.S. District Judge Stephanie Gallagher ruled that the Education Department violated the law when it tried to impose sweeping anti-DEI restrictions without proper rulemaking.

Scott Cason, FHSU's chief communications officer, provided the following statement:

"Fort Hays State University has taken the necessary steps to ensure we fully comply with federal and state law and the guidance we received from the Kansas Board of Regents in this area," he said.

Cason provided a <a href="https://www.k-state.edu/2025-federal-transition/DEI%20Guidance%20For%20State%20Universities%20in%20Kansas%206.18.2025.pdf">document from the Board of Regents</a>, which provides guidance for state universities to comply with the <a href="https://kslegislature.gov/li/b2025_26/measures/documents/sb125_enrolled.pdf">2025 Senate Bill 125</a>. This bill mandates the elimination of positions, programs and policies related to DEI across state agencies.

The guidance also emphasized that federal and state antidiscrimination laws, academic freedom, research, curricula and programs open to all students are not restricted.

Julie Grabbe, FHSU's legal counsel and university culture strategist, said the university has been eliminating state-funded activities related to DEI.

"We're doing an entire audit. We're looking at everything because the law is very broad in general," she said. "There's a lot of confusion about the law... the legislature didn't define diversity [in Senate Bill 125]."

The guidance provided by the board of regents also states that the bill does not define what DEI is. Grabbe said, despite the changes, student organizations were already open to anyone interested in joining.

"We are working hard to keep the university compliant, while at the same time recognizing that we want our students to feel like they belong here," she said.

Grabbe said students and organizations with questions or concerns are welcome to contact her directly.

Star Parham, president of the FHSU Black Student Union, said her group was required to remove DEI terminology from its bylaws and event descriptions.

"We were going to have a guest speaker this past year, but that was during the heat of pushing back and getting rid of DEI. That speaker was no longer able to come out of fear that our funds that we were receiving at that time would not be able to be used for that exact event," Parham said.

Despite these obstacles, Parham said she remains committed to its mission and finding strength in adversity. Upcoming events for the student group include a Black History Month banquet in February, which could still face uncertainty.

Genisis Wilson, vice president of the Black Student Union, said DEI restrictions have affected student groups as funding and approvals now hinge on avoiding DEI language.

Wilson said events and posters have needed to be reworded, and the group of about 15 to 25 is discussing potentially making significant changes to how they present themselves and where they meet.

"Black Student Union is very concerned that we're going to have to A: change the meaning of our club or B: move off of campus," she said.

Wilson said the club has always been inclusive from the start, as a diverse group of active members is involved in celebrating Black culture and excellence. However, it now needs to reframe that messaging and advertise itself as open to everyone.

"We have to stop talking about DEI, but we're the Black Student Union, and that's what our biggest point of contention is. How are we supposed to take all this wording out when this is what we are and what we do?" she said.

Parham said DEI creates environments where students of all backgrounds feel welcome and protected, and, no matter what, there will always be something for everyone at FHSU.

"As a student at Fort Hays, I have felt both supported and like I was in the midst of what's going on. As time goes on, things may get harder, but there's plenty of student organizations on campus that are gonna keep fighting," she said.

FHSU Student Government Association and funding

Wilson said the annual hair care event workshop, hosted by the Black Student Union, received no funding for the first time, as it was marked as "personal gain" despite its broader benefits.

"They didn't think it was inclusive enough for everyone because it's curly hair-focused. We talk about protective hairstyles for Black people... But in reality, our prizes we give out work for a lot of different hair types, and non-Black people have curly hair," she said.

But in reality, our prizes we give out work for a lot of different hair types, and non-Black people have curly hair," she said.The FHSU Student Government Association serves as the representative body for students, advocating on their behalf to the administration, the Kansas Legislature and the Board of Regents.Student senators manage funding sources that support student-led projects and opportunities on campus.Jackson Sinsel, FHSU Student Government Association president, said that state funds cannot be used for items considered "personal gain," such as T-shirts, giveaways, or prizes, a rule applied consistently to student groups."Student Government Association has no issue with these events, but cannot fund these products with state funds," Sinsel said. "Similar expenses and requests were cut from 65 other groups on campus."Sinsel said that the student association has partnered with several campus organizations in past events, including the Black Student Union. He added that all groups are welcome to submit funding requests.Wilson said that although campus faculty support DEI initiatives, the support feels insufficient without funding and actions. The Black Student Union has partnered with other student organizations through events.In March, Wilson gave a presentation through the FHSU's American Democracy Project, a nonpartisan group, highlighting the need for DEI initiatives in various institutions, including education, the workforce and the everyday lives of minorities.<a href="https://hayspost.com/posts/2e29344e-ecd4-42dd-a874-759be9154b12">SEE RELATED STORY: FHSU hosts presentation on importance of DEI</a>Wilson also said the university has removed a DEI webpage that listed student organizations and resources.<h2>FHSU Hispanic American Leadership Organization</h2>Karina Vargas, Hispanic American Leadership Organization president, says the group has updated its mission statement and communications to avoid restricted DEI terminology.The student-led organization is a group dedicated to supporting the Hispanic community at FHSU and the local area, participating in civic events, and serving as a support system for those with Latin backgrounds.&nbsp;"We are not allowed to use some words. For example, diversity, we couldn't include that in our mission statement," Vargas said.She said the group's old mission statement referenced diversity but now emphasizes inclusivity for all."We do promote awareness of our culture and heritage, but we couldn't put [we pledge to increase diversity]," she said. "It's kind of a red flag."Vargas said members in her group were shocked and discouraged when the DEI restrictions began to roll in, not expecting them to affect them as directly as they did, but she added there were no funding cuts to the organization.The group consists of about 30 to 40 members. Vargas said DEI matters to her because it helps minorities and first-generation students feel welcome and supported in predominantly white higher-education spaces."Even with these new policies, we're gonna do our best to make students feel included and make their voices feel heard," she said.Vargas said&nbsp;despite the changes,&nbsp;she still feels supported by the school, as each group has its own&nbsp;adviser."I feel like Fort Hays does a really good job with such a broad and diverse group of students on campus. It's their job to make students feel welcomed and connected," Vargas said.<h2>FHSU Gender &amp; Sexuality Alliance</h2>The guidance from the Board of Regents also included the removal of gender pronouns or gender ideology from employee email signatures and communications.The FHSU Gender &amp; Sexuality Alliance President, who asked her name not be used because of safety reasons, declined to comment on the board’s pronoun guidance but said the group has been affected in multiple ways by the DEI changes."Funding has been a challenge in the past when it comes to things that we as a club need," she said.The president said a lavender graduation, a university ceremony honoring the academic achievements and contributions of graduating LGBTQIA+ students, was one event that had to be modified.The president said the event’s flyer had to undergo numerous changes, ultimately stripping the ceremony of its intended purpose.&nbsp;The flyer was shared on the group’s social media, but without its usual rainbow that symbolizes LGBTQ+ pride.&nbsp;"There is a sense of worry since there is not much certainty when it comes to the future of our club on campus. Not only for our club but also the individuals that make campus their home," the president said.The 22-member group has sought support from other campus organizations that may also be affected. The president noted the situation is not FHSU’s fault, but rather stems from the current political climate and the restrictions the university must follow to continue educating future generations.The president added even before the recent DEI-related changes, the university had already experienced shifts, such as the removal of signs outside teacher offices that once indicated specialized training and identified the space as supportive for students, including those who identify as LGBTQ+."DEI is important at the university level because it helps promote collaboration between different people and helps form a community for students," the president said. "It helps form bonds between students, staff and even community members that will last years."
