THOMAS COUNTY —One person was injured in an accident just after 5:30p.m. Wednesday in Thomas County.

The Kansas Highway Patrol reported a 2017 Jeep Compass driven by Ashlynn M. Wade, 17, Atwood, was northbound on Kansas 25 six miles north of Interstate 70.

The Jeep struck an officer identified as 24-year-old Cody S. Collins&nbsp;who was directing traffic. EMS transported Collins to Citizens Medical Center. Wade was not injured and properly restrained, according to the KHP.

Hot weather lovers dread the arrival of mornings decorated with ice-covered bird baths and frosted vehicle windows that require scraping before drivers head off to work or school.

 In sharp contrast, I love this time of year. 

Watching migratory birds vee their way south, hearing cranes and geese sing autumn songs, watching golden leaves flutter in shiver-inducing breezes, wearing fleece-topped layers of clothing, and making soup several times a week turns each day into a personal Great Plains nirvana.

In response to that first frosty morning, I dug through our freezer to guarantee I have adequate supplies of tomatoes, chopped onions, peppers, celery, and shredded cabbage on hand. These I’ll add to meat broths and stews to warm us from inside out. Continuing this mission, I baked, pureed, bagged, and froze garden pumpkins for soups, puddings, breads, and pies. I checked flour and yeast supplies to be sure I can slap together hot bread or cinnamon rolls. A corn meal stash assures we’ll enjoy pans of steaming cornbread or johnny cakes we can drizzle with local honey to dance on taste buds.

As I inventoried seasonal supplies, I glanced out the kitchen window and spied a larger-than-typical bird navigating the edge of our now dormant garden, where we experimentally left plants in place. We hoped providing extra shelter encourages more winter birds to visit our heated water bowl. It does. I identified a female Cooper’s hawk fighting her way through drying zinnias, marigolds, and pepper plants to snag her prey. It didn’t take long to recognize familiar markings. Raptors eat too, and over the years, I’ve learned feeding birds means you feed all birds.

During a recent visit, this frequent guest left evidence she satisfied her hunger. We returned from church to find collared dove feathers blanketing the base of our ash tree where she devoured dinner in sight of our hens.

Speaking of chickens, she appeared on the branch of a nearby pine the day we moved four pullets into their netted enclosure. The hawk lurked long enough to provide a pitiful cell phone photo. Bottomline, she’s no stranger to this yard, which is why we covered the hen pen. As a bird lover, I admire her, though I prefer she eat someone else’s feathered friends. I’ve told her, cardinals, should they show up, aren’t a menu option.

Anyway, back to soups. Seeing that hawk scrabbling after a fresh meal in my now sere garden, I wondered if autumn weather invigorates wild birds the way it heightens my senses. 

Perhaps diving after a dodging sparrow or collared dove sparks raptor neurons the same way steam rising above coffee or walking through crunchy leaves does mine. Nothing starts a morning better than slipping into the grey-lavender dawn to creep across rime-covered grass to snap a photo of the rising sun.

I can’t read bird minds, but I like to imagine this taloned neighbor enjoys favorite foods this time of year. My spouse ends such reveries in a pointedly matter-of-fact voice, reminding me, “Birds just want to eat regularly.” 

Regardless, when I blow on a spoonful of hot soup, I’ll wish her the best as long as she leaves red birds alone.

Three-day weather outlook

 Encouragement from loved ones can sometimes be all one needs to take a leap of faith. Fort Hays State University alumnus Satya Sinha credits his family for urging him to explore the world beyond his hometown of Ranchi, India, and pursue a graduate degree in geology in the United States. More than 30 years after graduating from FHSU, Sinha has established an endowed scholarship honoring his family, whose support changed his life.

When Sinha finished his undergraduate degree in India, he felt compelled to study abroad for his graduate studies. It was the late 1980s, and the Internet was not widely available, making searching for universities abroad challenging. Sinha found several options in his brother’s thick paperback university guide outlining cost and program details. However, his sister’s suggestion to study in a slower-paced, smaller city with beautiful prairies like those they’d learned about in school led him to Fort Hays State. He saw his FHSU acceptance letter as a sign to begin planning his trip to Hays.

Leaving behind his parents and siblings, who had helped him make the decision, was gut-wrenching. His mother, Nirmala, was a civil rights activist in her youth before becoming a full-time mother, and his father, Akhileshwar Nath, was a mining engineer. Nevertheless, Sinha was willing to take the risk and felt certain about studying in Hays – a place he could only imagine from photographs.

When Fort Hays State arranged to have Sinha picked up from the airport after his long international travels, he felt further assured of his decision. From there, Sinha had a positive initial meeting with graduate school director Darla Fuertges and great interactions with Dr. Kenneth Neuhauser. Sinha often felt homesick but was comforted by the support of his fellow students, friends, and FHSU faculty and staff.

Although decades have passed since Sinha graduated from Fort Hays State, his memories of campus and the warmth of the FHSU community linger in his mind. 

The years since his time at FHSU have welcomed professional success as a hydrogeologist/project manager, which Sinha credits to Fort Hays State University, but also immense heartbreak when his parents, among his most ardent supporters, passed away. Recalling his parents’ definition of philanthropy inspired him to honor his family while helping students at the place that irrevocably changed his life.

The Akhileshwar Nath and Nirmala Sinha Endowed scholarship carries his late parents’ names and will bolster the dreams of aspiring geologists at Fort Hays State University. Just as he took a chance on FHSU, he hopes the scholarship will allow undergraduate and graduate geology students who may not receive sufficient scholarship support to do the same.

Sinha also honored his parents by naming a room in the Fischli-Wills Center for Student Success on campus. Bearing the names Akhileshwar Nath and Nirmala Sinha, the space will remind students of their own families’ support as they pursue their education.

Fentanyl facts to be presented in Osborne community meeting Nov. 21

LAWRENCE — Paul Buskirk is announcing his candidacy for Kansas 1st Congressional District for the 2024 election cycle. Buskirk runs as a Democrat against the Republican incumbent Tracey Mann.

Buskirk who resides in Lawrence, has served as an educator in Kansas, working with high school and colleges students via the athletics department at the University of Kansas serving as the associate athletic director of Student-Athlete Support Services and currently the special advisor for Campus Engagement and Career Outreach since 1985. His tenure working with young athletes from across the country has given him insight into the ongoing and increasing challenges facing children, youth, and their families.

Spurred on by a run for U.S. Senate in 2022, Buskirk is building on the connections made meeting with fellow Kansans across the state during that campaign. Finding common ground with families, farmers, and those serving children and youth across the state left him wanting to continue on the path to service.

Further, recent events at the national level have also fueled his call to serve. The onslaught of issues such as the government’s inability to function, political extremism, ongoing discrimination, economic uncertainty, and growing evidence of children and families living in borderline poverty were enough to fuel his passion. However, this biggest spark comes from the demonstrated arrogance and prioritization of party over country he has witnessed time and time again, even from those serving on the Supreme Court.

“President Lincoln referenced government as ‘of the people, by the people, and for the people.' Yet, from what I see, our government today is self-serving and arrogant.&nbsp; So many officials, appointed or elected, hold tightly to ideology, political party, and their own welfare with little regard for governing ‘for the people.’ I want to change that," said Buskirk.

With a mission of serving selflessly, without noted arrogance or self-interest, Buskirk seeks to serve Kansans in the 1st Congressional District dedicating his role to serve the best interests of all Kansans. From the farmers of western Kansas seeking to maintain their land and businesses to pass along to the next generation, to the immigrants who come to Kansas to find work and stability, to the children who grow up in Kansas seeking to follow their parents on to a life of security and stability.

Overall, Buskirk seeks to leave a legacy for all by securing the foundation of government as it was intended to serve the people.

“It is affirming to watch the Kansas Supreme Court exhibit its humility by bringing the important business of the court directly to the people it serves in Dodge City to openly share the processes of the court and demonstrate this level of transparency in their work," said Buskirk.

An 18 year-old from Beloit was sentenced to more than two
and a half years in prison for assaulting a teenager in March in Ellis County.

Raiden James Gilley, 18, Beloit, was initially charged with
rape and aggravated criminal sodomy for assaulting an 18 year-old victim that
was unconscious, physically powerless or incapable of giving consent in March
2023.

Last month, Gilley agreed to plead no contest to two counts
of aggravated sexual battery, a level five person felony.

As a result of the plea agreement, Gilley was sentenced Monday
in Ellis County District Court to a total of 34 months in prison.

Gilley was initially sentenced to 34 months for the first
count of aggravated sexual battery and 32 months on the second aggravated sexual
battery charge, for a total of 66 months in prison, according to Ellis County
Attorney Robert Anderson.

The 32-month sentence was suspended, and Gilley will
serve 36 months probation when he is released from prison. If he violates the terms
of probation, he can then be sentenced to the remainder of the 32-month
sentence. 

Gilley will also be required register as a sex offender for
25 years and be subject to lifetime post-release supervision.

Attorney Robert Anderson.The 32-month sentence was suspended, and Gilley will
serve 36 months probation when he is released from prison. If he violates the terms
of probation, he can then be sentenced to the remainder of the 32-month
sentence. Gilley will also be required register as a sex offender for
25 years and be subject to lifetime post-release supervision.

TOPEKA –&nbsp;Governor Laura Kelly announced that she has formed the Kansas Water Subcabinet to formalize cross-agency coordination, collaboration, and planning on the state’s water quantity and quality priorities. Creating the subcabinet provides an efficient and practical internal forum for experts across several agencies to discuss water-related data and policy and strengthen state government initiatives on emerging and long-term water issues.

“My administration has been laser-focused on finding and implementing sustainable solutions to address our state’s water concerns,” Kelly said. “This subcabinet ensures we are all pulling in the same direction in those efforts and building an all-of-government approach to water issues.”

The Kansas Water Subcabinet will be managed by the Governor’s Special Advisor on Water, and its permanent members will include representatives from the Kansas Water Office, the Kansas Department of Agriculture, the Kansas Department of Commerce, the Kansas Department of Health and Environment, and the Kansas Department of Wildlife and Parks.

“Our state’s agricultural and rural economy is fueled by water, which is why our stakeholders often point to long-term water management as one of the state’s most critical challenges,”&nbsp;Kansas Agriculture Secretary Mike Beam said. “I’m looking forward to enhancing the collaboration among state officials with an active Water Subcabinet.”

The group's tasks could include developing cross-agency goals and strategies on Kansas’ long-term water quantity and quality issues, strengthening service delivery of the state’s water grants and programs, and responding to upcoming and short-term water-related issues while strategizing preventative measures. The subcabinet will also prioritize securing federal or private funding opportunities across agencies to leverage the state’s historic recent investments in the Kansas Water Plan.

Governor Kelly creates water subcabinet to drive collaborative solutions

Visible progress is underway for the wellfield design of the long-term water supply for the cities of Hays and Russell at their jointly owned R9 Ranch in Edwards County.

John Braun, project manager, recently presented an update to the Hays City Commission.

The project is split into two areas, the 67-mile pipeline from the ranch to Hays' Smoky Hill wellfields south of Schoenchen, and the R9 wellfield itself.

The cities' design engineer Burns &amp; McDonnell, Wichita, has subcontracted with Hays engineers Driggs Design Group to survey the wellfield. That work began Oct. 9.

Burns &amp; McDonnell has completed a desktop environmental review of the property and will conduct environmental field surveys as the project moves forward in conjunction with the pipeline project.&nbsp;

Bids have been received for drilling test wells for the 14 municipal water wells that will eventually be drilled.&nbsp;

The short-range schedule has test hole borings to be completed by the end of the year so that water sampling and selection of the well locations can begin in early 2024.

In August, the city hired 4-D Acquisition and Consulting, Onsted, Mich., to assist in the final selection of the pipeline route. By the end of the year, the firm will provide estimates for what the land acquisition costs will be.&nbsp;

The final route recommendation was expected to be completed by the end of October with selection at the end of November.

Next will be the hiring of a right-of-way consultant in December to perform the easement acquisitions and to acquire survey permissions from property owners along the route.

Once that's done, surveying of the pipeline route will begin in 2024.&nbsp;

"Environmental assessments will begin once we have the permissions to get on the properties to see if they find anything culturally or historically significant," Braun said.&nbsp;

"Both projects take us to the summer of 2025, when we would actually be going out for bids for construction of both the pipeline and the wellfield," Braun said.

The project is big, the biggest ever completed for the city of Hays.

The survey itself will take six months, Braun estimated, "so we're going to get it in chunks.

"They're going to survey six miles, and we're going to get that and design that while they're designing the next [miles], and then we're gonna get that.

"So, it's going to be lots of things happening at the same time."

There are still a lot of unknowns, including how it will be put out to bid.

"I think we can have some things done sooner than the summer of '25," Braun told commissioners.

Alaina Cunningham, commissioner, asked how many property owners will need to be worked with along the 67-mile pipeline.

"I don't know that exactly because we don't have the exact route, but we're probably talking between 150 and 200 property owners. We have about eight or nine months just for making offers for purchasing easements."&nbsp;&nbsp;

"Do we have any idea how long construction will take?" asked Mason Ruder, commissioner.

"We're not going to build it in less than two years," Braun said. "We're going to have to have more than one contractor with multiple work zones at the same time in order to get it done."

Braun said the city is looking at different strategies for the project, including pre-purchasing materials and bidding out construction separately.

"That way we'll have the same materials and supplies for the whole thing," he said.&nbsp;

"I appreciate you guys looking that far into the future for these kinds of solutions, because that's exactly what this project is going to need," Ruder said.&nbsp;

Braun and several other city staff visited the city of McPherson on Oct. 31 to meet with the town's board of public utilities. McPherson has a similar, but shorter, 20-mile waterline project underway.&nbsp;

The R9 Ranch's 6,800 acres is the seventh-largest contiguous w<a href="https://ksoutdoors.com/Services/Private-Landowner-Assistance/Wildlife-Biologists/Walk-in-Hunting-Access-Program">alk-in-hunting-area</a> in Kansas, said Chris Smith, property manager.&nbsp;

Established by the Kansas Department of Wildlife and Parks in 1995, the walk-in program provides landowners an additional revenue source while providing hunters access to private lands.

It also provides an important role in supporting local communities and businesses.

Most recent numbers show hunters annually contribute roughly $600 million to the state's economy and much of that activity occurs in the western half of the state.

Two hunting area entrances and parking areas have been established at the R9. 

The north entrance to the property is approximately five miles south of Kinsley along the Arkansas River. The south entrance is eight and a half miles south of Kinsley along U.S. Highway 183 and a mile and a half west on County Road T.

There is 25 miles of perimeter fencing marked with signage. A safety zone is delineated around the work site trailer.

"The property is ready to go and should be a good addition to&nbsp; Edwards County and the surrounding area," Smith said.

The R9 property is one of the top five quail survey locations in the state, Smith said, adding he's been surprised by the number of pheasants he's seen, along with deer.&nbsp;

Hays purchased the Edwards County R9 Ranch in 1995. Russell bought an 18 percent interest in the ranch a year later. The regulatory process of working through the Kansas Water Transfer Act kicked off in 2014.

Water sampling, wellfield design for Hays' R9 Ranch to begin in new year   

“Ag Jobs” was the theme of the second annual Western Ag Summit hosted by Fort Hays State University. 

The event was established by Kansas District 110 Representative Ken Rahjes, chair of the House of Representatives Ag Committee,&nbsp;and Dr. Grady Dixon, Fort Hays State University dean of the Peter Werth College of Science, Technology and Mathematics to bring awareness to the critical issues facing Kansas’ farmers, ranchers, financial institutions, and ag businesses.

The summit was held on Thursday, Nov. 9, in the FHSU Robbins Center on the campus of Fort Hays State University.

The 2023 Ag Summit opened with Dixon welcoming over 60 guests from various agricultural-related businesses, representatives from the state and national legislators, and members of the FHSU and affiliation schools NCK Tech, Hays and Beloit, and Northwest Tech, Goodland, to the event.

“Everyone who lives and works in western Kansas works in or supports Kansas agriculture,” Dixon said as he highlighted the impact that agriculture has throughout all aspects of the communities in Western Kansas.

Issues and perspectives discussed by this year’s guest speakers throughout the day represented several agriculture industry sectors.

 Speakers included Kevin Swayne of High Plains Farm Credit in Hays, Derrick Tice of Evergreen Ag Solutions in St. Francis, Michael Feltman of Feltman Law Firm in Cimarron, Steve Felton and Liesel Sims of Midland Marketing in Hays, Megan Rice of USD 214 in Ulysses, Monty Breneman of USDA NRCS in Hays, and Jason Taylor of Carrico Implements in Hays.

The summit closed with a panel discussion that included nine state legislators. In addition to Rep. Rahjes, legislators in attendance included Sen. Dan Kerschen, Wichita; Rep. Sandy Pickert, Wichita; Rep. Barb Wasinger, Hays; Rep. Jim Minnix, Scott City; Rep. Shannon Francis, Liberal; Rep. Sydney Carlin, Manhattan; and Sen. John Doll, Garden City; Rep. David Younger, Ulysses; Rep. Fred Gardner, Garnett; and Rep. Adam Smith, Weskan.

“Last year was our first event, and we focused on the things that most people may not know about each sector of agriculture in western Kansas,” Dixon said. “Going forward, we plan to have themes each year, and this year’s theme was ‘Ag Jobs.’ We hope to learn more about the ways that legislators, universities, and others can help prepare, recruit, and retain a strong workforce in this industry.”

Her speech is free and open to the public.

As an associate professor of instruction at the University of Texas, Biberdorf is known for her theatrical and hands-on approach to teaching, and for breaking down the stereotypical image of a scientist by blowing stuff up while in a good pair of heels. The key to her approach is how she relates with students who might otherwise be intimidated by science by utilizing emotional responses rather than the memorization of facts.

Biberdorf is the author of science-themed children's books, including her most recent release, “It’s Elemental: Chemistry in Everything,” released in the summer of 2021. It is a chemistry guide that explains the science we experience every day. She has also appeared on the “Today” show, “NBC Nightly News,” “Wendy Williams,” and “Late Night with Stephen Colbert.”

Jack Kilby STEM Day returns to Barton with keynote speaker Kate Biberdorf

TOPEKA&nbsp;– Kansas Tourism announced it will distribute $500,000 in Attraction Development Grants.

The fall 2023 funding will be split amongst 14 communities across the state, including Barton, Cheyenne, Ness, and Trego counties for tourism attractions that either are being developed new or having enhancements made to existing sites.

The Tourism Attraction Development Grant Program supports travel experiences that positively influence where individuals choose to visit, resulting in further economic impact through capital investment, job creation, revenue and increased visitation.

“Attraction Development Grants are a powerful investment in the economic growth and cultural richness of our state,”&nbsp;Lieutenant Governor and Secretary of Commerce David Toland said, “These funds further help to foster a deep appreciation for our diverse landscapes, heritage and the countless experiences that make Kansas a must-visit destination.”

In total, these grant recipients will invest more than $2,316,112 toward the approved projects.

“These grants play a pivotal role in enhancing our tourism attractions, allowing us to invest in innovative experiences that captivate visitors and strengthen our economy,”&nbsp;Kansas Tourism Director Bridgette Jobe said. “They empower us to continually evolve and offer unique, memorable adventures that draw travelers from far and wide.”

Grants boost NW Kansas tourism initiatives driving economic growth

High Plains Mental Health Center has expanded its treatment program for Substance Use Disorders, now offering outpatient Medication Assisted Treatment in addition to clinical therapy. 

High Plains has hired a new full-time telehealth psychiatrist, Dr. Lee Smith, who specializes in Medication Assisted Treatment. 

This provider allows High Plains to offer medication services for those suffering from substance use disorders, specifically opioid addiction. 

In some cases, medication services can also be helpful in treating alcohol use disorders.

The additional service is valuable because substance use disorders and mental illness often co-occur, so an integrated treatment option often results in better clinical outcomes.

 Dr. Smith is currently accepting new clients with those telehealth services available at any of our six full-time office locations. Following the initial psychiatry intake appointment, clients can access psychiatric services via Zoom from the comfort and convenience of home. 

High Plains Mental Health Center has full-time clinics in Hays, Osborne, Norton, Phillipsburg, Colby and Goodland, in addition to community outreach offices in 14 other counties.

In addition to MAT, High Plains has recently expanded counseling and peer support programs for those experiencing Substance Use Disorders. High Plains Mental Health Center is a licensed Substance Use Disorder service provider with the State of Kansas. 

More than 20 of our mental health professionals are dual-certified to provide substance use counseling. As always, a sliding fee scale is available for qualifying clients and services are not refused based on inability to pay.

 Block grant funding is available to any non-Medicaid member who is a resident of Kansas and whose income is less than 200 percent of federal poverty guidelines. 

The recent expansion of SUD services is part of a federal grant to implement Certified Community Behavioral Health Clinic services.

MAT involves the prescribing of medications to treat individuals in recovery from certain Substance Use Disorders, usually disorders involving highly addictive opioid drugs (heroin, pain pills, etc.) or sometimes alcohol. 

MAT has been found very effective in helping clients sustain recovery longer, especially when used in combination with behavioral health therapy. In 2018, an estimated 2 million people in the U.S. had an opioid use disorder – and there are likely many more undiagnosed and untreated. 

Opioid overdoses can be deadly – every day, more than 172 Americans die after overdosing on opioids, averaging seven deaths per hour. And this is no longer an issue affecting only large cities.

 Regional law enforcement have publicly posted warnings regarding opioid overdoses and fentanyl-laced drugs in Northwest Kansas.

Opioid addictions often begin with a pain medication prescribed by a health care provider, which can quickly lead to addiction, and ultimately use of illegal street drugs. 

Many who become dependent on opioids will also experience secondary effects of use, such as loss of employment and criminal charges. It is incredibly difficult to quit opioid use once dependent, as the substances are very addictive and withdrawal often causes intense, negative physical symptoms. 

The controlled use of prescription medication through MAT has been clinically proven to help clients withdraw from the substance safely and more effectively.

Mental illness and Substance Use Disorders often co-occur. The expanded treatment options at High Plains Mental Health Center make it possible to integrate treatment, which is often linked to better recovery outcomes.

Each school in the district has a food pantry to help its needy students.
