TOPEKA — U.S. Department of Agriculture Kansas State Director for Rural Development Christy Davis announced that Rural Development is investing more than $6.6 million in loans and grants to spur economic development through rural cooperatives in Kansas, including in Colby.

“Cooperatives serve as one of our most important partners in delivering critical goods and services to rural Kansas,” Davis&nbsp;said. “For more than a century, the cooperative business model has been an integral part of the rural American economy.”

 <li>A&nbsp;$198,399 grant&nbsp;will provide technical assistance to&nbsp;Kansas State University&nbsp;for their project "Building a Rural Cooperative Landscape in Kansas." The project focuses on new and existing rural grocery stores that are transitioning to mutually owned business models, including the cooperative model in rural communities. The Rural Grocery Initiative will work with partners across Kansas to enhance and deliver cooperative development services. The primary objective of the Center will be to improve the economic condition of rural areas through cooperative development. It is anticipated that 74 businesses will be assisted, and 10 jobs created as result of the project and four jobs saved.</li><li>A&nbsp;$2,000,000 loan&nbsp;will provide loan funds to Secure Semiconductor Manufacturing, LLC for furnishings, equipment, supplies, working capital and other costs related to their new semiconductor manufacturing plant being constructed north of&nbsp;Burlington. The project is estimated to create 30 jobs and will be part of a high-tech cluster bringing 1,200 jobs to Kansas.</li><li>A&nbsp;$446,800 loan&nbsp;will help remodel and rehabilitate the Arbor House Event Locale &amp; Stable, LLC event center in&nbsp;Bennington.&nbsp; The project is estimated to create six jobs.</li><li>A&nbsp;$2,000,000 loan&nbsp;will provide loans to rural utilities program borrowers to spur economic development. This project will provide loan funds for WWS, Inc. to construct an 81-room hotel in&nbsp;Colby. The project will result in the creation of 30 jobs.</li><li>A&nbsp;$2,000,000 loan&nbsp;will provide loans to rural utilities program borrowers to spur economic development. This project will provide loan funds for Wooden, Inc. to construct a 93-room hotel in&nbsp;Colby. The project will result in the creation of 30 jobs.</li>

Colby receives USDA rural development loans for construction of motels 

In early childhood, we teach routines to help children feel safe. When children know what is happening next in their world, they are less likely to feel anxious or worried. 

Brush, Book, Bed is a routine and structure you can create for children to help them prepare for bed. 

Brush, Book, Bed is a program by the American Academy of Pediatrics to educate families with children to combine oral health and bedtime routines. This program has been implemented by safety net clinics, Parents as Teachers, and Healthy families in Kansas.

Brush: Each night assist your child in brushing their teeth. If teeth haven’t come in use a soft washcloth to wipe your baby’s gums before bed. This helps them get used to the sensory experience of having something put into their mouth, which will hopefully make brushing teeth easier when those pearly whites pop through. Be gentle, make it a game, smile and help your baby feel comfortable. It’s okay to let your child practice brushing, but they need your help to do the best job. Until they can write in cursive or tie their own shoes, they do not have the fine motor skills to be able to properly brush their teeth on their own.

Book: After you have helped them brush their teeth, it is time to read. Let your child pick a book. Let them be in charge, follow their lead. You don’t have to read word for word for them to have fun. Ask them questions about the pictures. Even as kids get older and can read on their own, this may be a good time to connect with your child at the end of the day. Many parents have fond memories of reading a chapter or two of longer novels with their children in the evening.

Bed: After brushing teeth and reading together, it’s time to go to bed. Make daytime playtime! Play and exercise during the day will help your children sleep at night. To prevent tooth decay, avoid putting babies in bed with a bottle of milk or juice. Breastfeeding at night is okay, since breastmilk alone does not cause cavities, according to Kansas Cavity Free Kids.

Try to start this routine at about the same time every night, about 30 minutes before bedtime, so that you have enough time to brush teeth, read together, and go to sleep. Three-day weather outlook

For the fourth consecutive year, First Care Clinic was recognized as a 2023 Health Center Quality Leader, ranking among the top 10 percent of health centers in the nation for best overall clinical performance. These Health Resources and Services Administration (HRSA) badges are awarded each year to health centers that have made notable quality improvement achievements in the most recent Uniform Data System (UDS) reporting period.

First Care Clinic CEO, Eric Flax stated, “To be recognized as a Quality Leader is quite an achievement. It requires our staff to consistently deliver high-quality, patient-centered care day in and day out. Recognition such as this does not happen by accident, and the fact that First Care has been recognized as a Quality Leader for several years in a row proves that. Our staff takes pride in the care we provide our patients, and they deserve all the credit for this accomplishment!”

First Care Clinic was also named National Quality Leader in Heart Health, which is given to the top 1 to 2 percent of all health centers that reach goals in heart attack and stroke prevention in patients. These goals include the use of aspirin when appropriate, blood pressure control, cholesterol management, smoking cessation and prevalence reduction, and reductions in daily sodium use and physical inactivity.

This year, First Care Clinic was one of only seventeen HRSA-supported health centers in the nation to earn the first-ever National Quality Leader in Cancer Screening. This badge highlights health centers’ key role in providing potentially life-saving access to breast, cervical, and colorectal cancer screenings. Awardees met two or more of the Healthy People 2030 targets for breast, cervical, and colorectal cancer screenings.

Ellis County Sheriff activity log, Nov. 5-11, 2023

Grow Hays, Inc. hosted the Ellis County YEC, Youth Entrepreneurship Challenge, on November 7, at BriefSpace in downtown Hays.&nbsp;Youth Entrepreneurship Challenge is a competition to teach high school students about entrepreneurship.

&nbsp;The local competition consisted of 26 students submitting a written executive summary (written business plan), a tradeshow booth, and a four-minute presentation. There were 18 projects presented, with 17 of those from Thomas More Prep Marian and one from Ellis High School.&nbsp; Prize money of $2,700 was awarded to 12 students.

Taking home first place and $1000, were Ellis High School students Brody Fischer and Kamden Keller with Keller Lawn Mowing.

&nbsp;TMP students took home the remaining prizes.

Second place and $500 were awarded to Caden Becker with Star Garage Aid.

We were happy to discover third place was a tie! Prize money of $300 was awarded to Austin Gilbert and Caleb Marintzer with ACMG and also and Ainsleigh Bain and Haley Stecklein with The Coffee Spot.

Local businesses showed their support and awarded the following $200 prizes:

• Midwest Energy’s Best Trade Show – Anabelle Leach and Carlie Fischer with The Book Bean

•  Sunflower Electric’s People’s Choice – Alejandra Robles and Kendall Walker with Wreck Room

• Nex-Generations’ Ready To Launch – Jaren Anschutz with High Tide Pressure Wash

Judges for the event were Network Kansas’ Sarah Larosh, Grabbe Law Office’s Julie Grabbe, Bank of Hays’ Brandon Prough, and Tree Top Security's Dallas Haselhorst.

James Robben,&nbsp;director of business development at Grow Hays,&nbsp;had this to say of the&nbsp;event, “I am very pleased with the outcome of the competition.&nbsp; All the students did a fantastic job at the event. They were ready and presented their business ideas very professionally.&nbsp; I hope to grow YEC next year and I'm excited to see how our winners do at state.”

The annual series culminates in the statewide championship Kansas Entrepreneur Challenge held at Kansas State University. The 2024 spring event will host the top students from each local competition. They will face off against each other for prize money and other honors. 

The local winner, Keller Lawn Mowing, automatically qualifies for the statewide event. The Kansas Entrepreneur Challenge will accept wild card entries in early spring.

The Ellis County event is part of the 2023-2024 Youth Entrepreneurship Challenge&nbsp; Series thanks to support from NetWork Kansas and the E-Community Partnership, the Kansas State University Center for the Advancement of Entrepreneurship and is to promote entrepreneurship and small business development in Kansas. The local competition is also made possible via The Robert E. Schmidt Foundation. The competition is for student-created, managed, and owned ventures.

The Women Who Lead, formerly known as the Wonder Women League celebrated the lighting of the <a href="https://www.haysusa.com/Facilities/Facility/Details/Dog-Park-16">Hays Dog Park</a> Wednesday night.

Lighting for the dog park has been the No. 1 request to the City of Hays Parks Department.

Residents say if the park had lights, they could take their dogs out to the park early in the morning before going to work and later in the evening after work. There have also been reports of coyotes in the park after dark, and lighting would help alleviate the problem and provide greater safety.

"Women Who Lead has focused on projects to improve the quality of life for residents in Ellis County. Projects have generally focused on children and families and the elderly, but this is the first time we've benefited dogs," Ruth Ruder, Women Who Lead, vice chairwoman, said.

Women Who Lead formed a committee, led by chairwoman Joslyn Brungardt, and were able to join with community partners to make the lighting project happen.

"This is a wonderful opportunity for the city of Hays to get to light the dog park, and we are just ecstatic that we could get to help out. Women Who Lead is a great group," she said.

The cost of the project was $12,600, but $5,6o0 of that came from in-kind donations from contractors. Businesses, individuals and Women Who Lead donated another $6,300 toward the project.

Major sponsors of the project included&nbsp;Midwest Energy, M&amp;D of Hays, Ralph’s Electric and City of Hays Parks Department.

"I think you will agree that the dog park is a wonderful addition to our city," Ruder said, "and we are so fortunate to have a place where dog owners can bring their pets for exercise."

During the lighting ceremony on Wednesday, Women Who Lead made a $1,500 donation to <a href="https://www.facebook.com/groups/103442173090740">Friends of the Dog Park</a>. The group recently built single-use dog areas for dogs who may have behavior issues that require. them to separate from other dogs. The group hopes to use the Women Who Lead donation to purchase agility equipment for the park, which it hopes to have in place by spring.

"This park started 10 years ago as a glimmer, and it's been a true community effort," Kim Perez, Friends of the Hays Dog Park board member, said. "All of our donors, all of our volunteers, we want to thank you for that."

Woman Who Lead also spearheaded a food, treat and toy drive for the <a href="https://hshponline.org/">Humane Society of the High Plains</a>. They were able to fill a truck with several thousand dollars worth of donations. Bags of dog and cat food were also presented to the <a href="https://hayscac.com/">Community Assistance Center</a>. This bulk food will be broken into smaller bags for families in need who have pets.

Individuals made monetary donations to these two organizations as part of the drive, and those donations were presented to the two organizations Wednesday night.

Hillside Veterinary Clinic, Hays Veterinary Hospital and Barkley Suites also donated to the event.

Women Who Lead celebrate lighting of Hays Dog Park

The Chamber in Hays is proud to announce the appointment of Isaiah Schindler as their new executive assistant, effective Nov. 8.

With deep local roots and a strong commitment to advancing the interests of Chamber members and stakeholders, Schindler's addition to the team marks a new chapter in the organization's ongoing mission to support small businesses and enhance the economic vitality of the community.

Schindler, a native of Hays, brings a wealth of experience and a passion for community development to his new role.

He said he is eager to forge new relationships within the community and beyond, leveraging his unique perspective on the importance of small businesses in driving economic success.

"I am beyond elated to announce that I have joined The Chamber in Hays staff in the executive assistant role,” Schindler said. “Being originally from Hays, I understand the necessity of small business in improving the economic vitality of the community. Without it and the steadfast efforts of the Chamber, the community would not be as successful as it is today."

Schindler's commitment extends to the efficient management of day-to-day operations, alongside a dedicated team at The Chamber, with a focus on connecting businesses, advocating in the community and developing opportunities.

"It is my hope that I can find methods and ways to get into spaces that are harder to reach that will bring opportunities to advance the Chamber further while seamlessly connecting the greater Hays community,” Schindler said. “I look forward to sharing my talents with the Chamber to give back to this community of which I am very privileged to serve."

🎙 Hays native is new executive assistant at the Chamber in Hays

&nbsp;The American Foundation for Suicide Prevention, a leading suicide research and prevention organization in the U.S., invites those who have lost a loved one to suicide to participate in a day of healing at an International Survivors of Suicide Loss Day (Survivor Day) event held on or near the day’s observance on Saturday, November 18.

Our Hays area event will be a part of the nearly 300 events taking place worldwide this year. It will be held at the Rose Garden Banquet Hall at 2350 E. 8th, on November 18 from 11 a.m. to 2 p.m.

Survivor Day is held on the Saturday before Thanksgiving each year, as the holidays can be especially difficult for those who have lost loved ones to suicide. On this date, survivors of suicide loss are encouraged to come together to find comfort as they share stories of healing and hope. The observance is marked with events where attendees can join their local communities to find understanding and connection through their shared experiences.

“Survivor Day is a great event that brings those together that are grieving, dealing, healing and understanding .We all share a common bond that connects us. The holidays are coming up and suicide rates tend you go up around this time of year; it is especially important that we are getting together and learning coping, healing and prevention skills. The biggest thing we want everyone to know is that they are not alone.”

Local Survivor Day events offer attendees the opportunity to learn coping strategies, explore grief and discover resources to help with each unique healing journey. 

The Hays events will also hold a screening of a new AFSP-produced documentary showcasing relatable stories of loss, hope and healing, and include a speaker and lunch. It is a safe and comfortable environment with others who are trying to heal and who want to connect with those that have gone through the same thing. It helps us all to work toward healing, accepting, understanding and prevention for our future generations.

Survivors of Suicide Loss Day to be observed with Hays event Nov. 18

The holiday season is around the corner, and this means that the kitchen will likely become a busy place as we prepare meals to gather around. As you prepare tasty dishes to share, be conscious of the possibility of sharing illness too. 

I found these tips from K-State food scientist, Karen Blakeslee, especially helpful for preventing cross-contamination:&nbsp;

“We use the kitchen sink for food preparation and more,” Blakeslee said. “The possibility exists for foodborne illness-causing bacteria to hang out in the sink too. These bacteria could cross-contaminate your food and make you sick.”&nbsp;

Blakeslee added that a recent USDA study tested surfaces where participants prepared a breakfast meal with raw sausage, shell eggs, and a fruit salad made with cut-up cantaloupe. Test results showed that 34% of the sinks were contaminated after preparing the meal.&nbsp;

Even more scary, 26% of the samples of cut-up cantaloupe from the fruit salad were contaminated after breakfast prep.&nbsp;

“The bacteria in the sink or on your hands can cross-contaminate from the sink to other items, including those you normally eat raw. This means you’ll be eating that bacteria too,” Blakeslee said.&nbsp;

After using your sink to wash or prepare food, clean and sanitize the sink:&nbsp;

1) Use warm, soapy water to wash the sink. Wipe it clean with paper towels.&nbsp;

2) Use a sanitizer and let air dry. Sanitizers can be homemade (1 tablespoon of liquid chlorine bleach per gallon of water) or use a commercial sanitizer or sanitizing wipe.&nbsp;

THOMAS COUNTY —The Kansas Highway Patrol has identified the victim of a fatal NW Kansas crash as 54-year-old Valery L.&nbsp;Strader of Denver.

Just after 6a.m. November 9, a 2006 Chrysler Town and Country driven by&nbsp;Strader was southbound on U.S. 83 six miles north of U.S. 24.

The van&nbsp;left roadway to the right and the driver corrected. The vehicle re-entered U.S. 83, crossed both lanes of travel, entered the northbound ditch and the driver corrected again.

The van entered U.S. 83 again, rolled and the driver was ejected.

Strader was pronounced dead at the scene and was transported to Baalmann Mortuary. She was not wearing a seat belt, according to the KHP.

I love watching hawks hunt and I love observing how they’ve learned to interact with farm equipment as it rolls across fields and stirs up rodents and small birds that scurry about and often end up as a snack for the hawk. 

Our raised deer blind overlooks a grass waterway that grows up in giant sunflowers and pigweed by summer’s end, becoming a nice secure travel way for deer, but making them hard to spot during hunting season. I try to mow that area every fall, and every year as I mow the last swath of thick weedy cover, fat field mice scatter everywhere and I think to myself “Man, could the hawks be feasting here.” 

A few years back I happened by a nearby field of soybeans being cut. What caught my eye was the enormous number of hawks all around the field; I counted to thirty-some, then lost count.

 I rolled into the field and talked with one of the combine drivers about the hawks. He said they had suddenly appeared as if from nowhere when they started cutting and had been there since. The soybean plants were extra tall and thick that year, and as they ripened and dropped their foliage, it left several inches of duff covering the ground between the rows, perfect cover for field mice and rats looking for warm concealment. As the combines lumbered through the field, they forced all those rodents from their cozy quarters and the hawks were feasting.

We’re already starting to see an extraordinary number of hawks of all varieties as they migrate south toward warmer climates. The extent of our Kansas winter will largely determine whether they stay here for a spell or move on south, and our milder-than-normal winters of late have been a huge draw to migrating hawks. 

The hawks I observed hunting the soybean stubble field that year were obviously migrants that were getting a good meal whether they stayed or not. 

The vast acreages of new wheat fields will be a huge draw too, as mice, voles and insects become vulnerable to the hawk’s keen eyes in the short new wheat. Another plus is the type of air currents and thermals that blow through the Plains states. North winds coming down from Canada are utilized by all types of hawks, saving them precious energy by being able to soar. 

So, in summary, the mild winters, the open fields and the beneficial wind currents all make Kansas a popular place to see hawks of many varieties this time of year.

One common hawk we see here every winter is the Northern Harrier. They are large hawks with wide white bands across their broad square tails and are often seen gliding effortlessly mere feet above CRP fields and pastures. We also get an influx of Red Tails from northern states as they come here for our milder winters. Swainson Hawks on their way to Argentina stop in Kansas by the thousands. Rough-Legged Hawks migrate from Canada to the western U.S., including Kansas. Ferruginous Hawks may be seen here as they travel from western Kansas to parts of the South Eastern US and to Florida. All these truly make for a kaleidoscope of raptors in our Kansas sky.

This article wouldn’t be complete without emphasizing the important role raptors play in our agricultural environment. Raptors get blamed for everything from low pheasant and quail populations to stealing chickens and everything in between. Yes, we all know that hawks and especially owls will steal a chicken or two given the chance, but in actuality, hawks prey on mice, rats, snakes and possums that eat quail and pheasant eggs and newly&nbsp;hatched young. (FYI, feral and stray cats are the worst predators alive for killing young game birds and song birds.) Owls are huge rat and mice hunters and also eat skunks that carry rabies. 

If not for these raptors in our midst, rodent populations would devastate farmer’s crops and our environment as a whole. And for the record, killing a raptor of any kind is illegal in Kansas!

You can’t go afield this time of year without spotting hawks silently hunting low over patches of CRP and milo stalks, waiting patiently atop power poles for prey to reveal themselves or putting on shows of acrobatic excellence as they soar above us on the fall breezes. I once overheard a raptor rehabilitator tell someone “We as humans have encroached on them, so the least we can do is let them live with us.”

Exploring Outdoor Kansas: Here Come the Hawks

Bond issues can be difficult for school boards. Four school districts saw their bond proposals fail during last Tuesday's General Election. That was not the case for USD 395 La Crosse. Superintendent Bill Keeley said a lot of work ahead of time paid off with a 566-247 vote approving a $10.975 million bond that will allow the construction of a new elementary school, complete with a gymnasium.

"We felt really good," Keeley said. "There was a lot of support and positive forces working for the bond. We had an advocacy committee of community volunteers, of probably 30-35 people. They were working with our marketing team to get out information to everyone."

The effort included sending out flyers, going door-to-door, posting information at gas stations and grocery stores, and sending out mailers. The district did not so much advocate for a yes or no vote on the matter so much as it informed voters. An original estimate put the project at $22 million but financial experts suggested a project about half that size.

"They just went for our absolute needs - the new elementary school with a gym - none of the wants," said Keeley. "They cut everything out. I think the patrons realized that. Then we combined it with the sales tax to lower the mill levy even more. I think the patrons realized that."

The bond will add a new elementary school to be constructed on the north side of the existing middle and high school. Over 20 years, the district would increase the mill levy 19.75 mills. Voters in the city of La Crosse also approved a one-percent sales tax increase that will drop the district's mill levy increase to 15.74 mills. On a $100,000 home, that amounts to $15.08 a month in additional taxes versus $18.93 without the additional sales tax.

Nearly 73 percent of La Crosse voters said yes to the tax increase. Nearly 70 percent of district voters cast a ballot in favor of the bond. Experts have told Keeley that type of margin is rare on bond issues. He credits the voters for being informed.

"A lot of them toured our elementary school building, which is 97 years old," he said. "They saw the cracked ceilings. They saw the walls caving in. They saw the windows leaking. They saw the general state of the building, which is falling apart slowly. I think getting out the information to everyone in the district and holding informational meetings in all the townships, I think the combination of all of that together, I think everyone was very informed and voted how they felt in their heart."

USD 395 has selected Hutchinson-based Wiens and Company for construction work, Hutchinson-based Landmark Architects for design work, and Wichita's Stifel to handle finances. Groundbreaking is expected to take place shortly after the 2023-24 school year ends in May. The new facility is expected to be completed by the start of the 2025-26 school year.

With Tuesday's election, many districts around the state will regroup and reexamine their bond issues. La Crosse is ready to move forward.

"I've had quite a few area superintendents reach out to, one, congratulate us, and two, they want to know how in the heck we did it," Keeley said. "They want to meet with us and figure out how we got a plan together like we did."

LETTER: The role of city managers and home-rule authority in local governance

According to data published by the Pew Charitable Trusts, an affiliate of the Pew Research Center, Kansas ranks dead last in the country on the share of state revenue that comes from federal funds.

Across the country, the percentage of state revenue from federal funds ranges from about a quarter to more than half of state revenue and according to Pew, a higher or lower percentage does not necessarily indicate a problem for state budgets.

The highest and lowest ranked states vary greatly — and perhaps challenge some partisan stereotypes about federal spending. Alaska, Louisiana, Montana and Rhode Island make up the top four, while New Jersey, California, Utah, and Kansas fall at the bottom of the list.

To some, this may not seem like a bad thing; Kansas’ politics has strong libertarian undertones after all.

However, the federal share of state revenue does reflect how much funding states receive from the federal government to help pay for public services — healthcare, education and training, transportation, infrastructure, etc.

In Kansas in particular, our ranking shows that federal dollars are left on the table rather than being used on public goods that benefit citizens.

The latest Kansas Speaks public opinion survey — conducted by the Docking Institute of Public Affairs at Fort Hays State University from September 20 to October 10 of this year — shows that nearly 70% of respondents support Medicaid expansion.

Ninety-percent of the cost of expanding KanCare, the state’s Medicaid program, would come from federal dollars under the 2010 Affordable Care Act. Forty states and Washington, D.C. have enacted expansion, including all of our neighboring states — three of which expanded Medicaid via initiative petition.

Studies estimate that 150,000 Kansans would gain coverage under KanCare expansion. Sixty-six percent of Kansas Speaks respondents indicated that these Kansans deserve healthcare from the state.

Furthermore, expanding KanCare would also keep rural hospitals open — which is critically important to our rural communities.

In an investigation by Wichita’s KWCH Factfinder 12 team earlier this year, over half of the state’s rural hospitals are at risk of closing. Of 104 rural hospitals, 60 are at risk of closing, including 29 facing immediate risk.

Just over 64% of Kansas Speaks respondents agree that keeping rural hospitals open is an important benefit of expanding KanCare.

In the face of Kansas' unique position as the lowest-ranked state in terms of federal funds contributing to our state revenue, it becomes evident that there is untapped potential for improving the well-being of citizens.

The data from Pew and Kansas Speaks paint a clear picture: Kansas has an opportunity to leverage federal funding to enhance public services, especially in the crucial areas of healthcare and rural hospital sustainability.

Accepting federal funds does not compromise our values but rather presents an avenue to improve the lives of our fellow Kansans. It's not just about numbers; it's about providing a lifeline to those who need it and ensuring the stability of our rural hospitals.

Kansas stands at a crossroads, with the opportunity to harness federal resources for the betterment of our citizens and communities.

Expanding KanCare is not just an investment in healthcare; it is an investment in the future of our state, where every individual's well-being and the vitality of our rural communities matter.

Kansas can rise above its ranking by embracing practical solutions that reflect our deeply held values of compassion, community, and care for one another.
