WASHINGTON — The Internal Revenue Service today issued the 2024 optional standard mileage rates used to calculate the deductible costs of operating an automobile for business, charitable, medical or moving purposes.

Beginning on Jan. 1, 2024, the standard mileage rates for the use of a car (also vans, pickups or panel trucks) will be:

These rates apply to electric and hybrid-electric automobiles as well as gasoline and diesel-powered vehicles.

The standard mileage rate for business use is based on an annual study of the fixed and variable costs of operating an automobile. The rate for medical and moving purposes is based on the variable costs.

It is important to note that under the Tax Cuts and Jobs Act, taxpayers cannot claim a miscellaneous itemized deduction for unreimbursed employee travel expenses. Some old trees tossed willy-nilly inside bright orange snow-fence still sport shiny tinsel, forlorn remains of holiday décor. The tugs at my heartstrings shouldn’t surprise me since discarded Christmas trees never fail to trigger brief sorrow.

I had to ask why this sight causes such a reaction. Part of it involves acknowledging another year has passed. Flipping a calendar page doesn’t affect me nearly as strongly as that stack of evergreens waiting to pass through a mulcher. Seeing wood chips instead of trees forces me to accept the date I write on checks.

The greatest reason this discard pile tilts my emotional Richter scale has to do with Christmas associations. Early memories center on Christmas trees. Bright bulbs, sparkling tinsel, and my mother’s collection of old ornaments fascinated me. As a tot, I treasured holding sparkling birds and delicate bulbs in my tiny palm before Mom gently hung them from a branch. Even then, I understood these recorded family stories.

Mom decorated modest evergreens that fit in various tiny living rooms over the years, but trips to Grandma’s meant blue lights and bulbs on a big aluminum tree. Other seasons, a rotating light wheel hypnotized me with its rainbow of ever-changing color reflecting off a snow-white tree. Grandma enjoyed variety.

As an adult with my own daughters, I preferred modest evergreens similar to those my parents selected. For years, the girls and I tramped Pinney Pines’ fields following Thanksgiving. We searched exhaustively for a tree containing a bird nest because lore said that brought good luck in the new year.

Often, we slogged over swampy ground until mud-covered blobs coated our shoes before we found the treasure we sought. After Mr. Pinney cut it, we carried our treasure home only to discover lop-sided branches or a crooked trunk. Who cared because it had a bird nest? My husband, whose job it was to fit the tree in the stand, did. More than once, he wished we’d find more balanced showcases for beloved ornaments.

After he secured the tree in its stand, wrapping it in lights and hanging ornaments captured the girls’ and my attention. As years pass, I treasure this moment more intensely. Opening our ornament box reminds me of raising the lid on a sacred chest of memory. Wrinkles, weight, and gray hair fall away until I am a new bride decorating a tiny tree with homemade ornaments and one store bought trinket I pinched pennies to buy. Baubles depicting babies, pets, new trucks, ballerinas, mules, horses, Santa fishing, and new homes commemorate lifetime landmarks. Sitting in the dark with only Christmas lights shining creates the perfect setting to give thanks for each ornament and its associated memories.

A sage once said, “One can’t experience joy if one doesn’t know sadness.” This statement describes our Christmas tree perfectly. If putting away ornaments and taking the tree down didn’t sadden me, I wouldn’t feel near the joy putting it up and hanging memories that celebrate a lifetime of joys.

UPDATE: Interstate 70 in northwest Kansas was reopened in both directions about 8 p.m. Tuesday by the Kansas Department of Transportation. Kansas-27 between Goodland and Wheeler is also now open.

However, westbound U.S. 36 at Atwood and westbound U.S. 40 at Oakley remain closed.

The Kansas Department of Transportation has again closed westbound I-70 at Goodland because of winter weather conditions and vehicle crashes in Colorado. The same stretch of I-70 had been closed early in the day but had temporarily reopened when road conditions improved in eastern Colorado.

KDOT has also closed westbound U.S. 36 at Atwood and K-27 between Goodland and Wheeler.

Motorists are advised to buckle up and stay alert for changing road and weather conditions.

Legislature earmarks $62 million following study identifying statewide gaps

TOPEKA — Mollea Wainscott and Matt Gillam grapple with the state’s shortage of affordable, quality housing from vantage points in the rural hub of Ford County and the congested urban center of Johnson County.

Geography, business fundamentals and population density differ across the 325-mile expanse between those counties, but Wainscott and Gillam understood what a statewide study confirmed in 2021: Kansas had an insufficient supply of reasonably priced housing.

The crisis undermined quality of life. It restrained economic growth. The state’s workforce deficit in the housing industry ironically contributed to lack of housing for people considering a move to Kansas for job opportunities.

In the past two decades, public investment in subsidized housing in Kansas was generally aimed at lower-income residents. Developers were drawn to building for an economic clientele who could afford hefty mortgages or higher lease rates. All the while, the housing crunch among middle-income Kansans grew and the state’s foundational pre-1960 housing stock kept aging.

“We know we cannot do economic development without housing,” said Wainscott, assistant director of economic development for Dodge City and Ford County. “One of the first questions we get asked is: Do you have adequate, affordable housing for our workforce? In rural Kansas, the&nbsp;housing need&nbsp;is all over the board. We need everything — to preserve our existing stock of houses, to build new workforce housing. We need rental housing. We need homeownership units.”

Gillam, a native of Salina who lives in Lenexa and works as a managing partner of Overland Property Group, has developed affordable housing nationally and been involved in dozens of projects in Kansas communities. The state’s housing issues have been decades in the making, he said, and wouldn’t be resolved quickly. The state’s investment of $62 million in the past year put folks on notice Kansas was facing the problem at the highest level, he said.

“There’s been this housing need far before the study was ever done,” he said. “That is something that housing developers and folks in rural communities and across Kansas I think have anecdotally known for forever. That we have a housing crisis in Kansas.”

Ryan Vincent, executive director of the Kansas Housing Resources Corporation, said on the Kansas Reflector podcast that the self-supporting, nonprofit, public housing entity formed 20 years ago could play a key role in the evolution of the housing landscape through the administration of robust state and federal programs. He said delivery of residential units through ownership or renting served the interests of individuals and communities.

“We know that housing is so much more than just a structure, is so much more than four walls and a roof,” Vincent said. “We know that a home allows people to work. It allows people to succeed, to have great health care, to have healthy schools —&nbsp;vibrant neighborhoods, revitalized&nbsp;downtowns&nbsp;and healthy communities.”

The Kansas housing study showed 30 percent of the state’s housing stock was built at least 60 years ago and the condition of those structures in many areas, especially rural regions, was below average. The report indicated investment in the restoration of decaying housing was as essential as adding housing via new construction.

Vincent said external events such as the Greensburg tornado or the global COVID-19 pandemic exacerbated the state’s underlying housing shortcomings.

In 2022, the Kansas Legislature was convinced to broaden its footprint. Lawmakers appropriated $62 million, with much of that money earmarked for housing that fit moderate-income Kansas families. Millions of dollars were set aside for housing investor tax credits.

“If we don’t have enough supply, and if we keep growing in demand, then we’re not going to be able to meet the needs of our citizens,” Vincent said. “But, with these resources, we’re finally addressing the underlying housing supply. We’re making real investments that are paying real dividends.

Gillam, of Overland Property Group, said the economics of building affordable housing didn’t work for developers without investment by city, state and federal government or some other partner, including companies eager for additional housing for employees. He said the surge in investment by the state would make it easier for developers to take part in federal housing programs.

“We have to be very prescriptive and intentional, I think, with the resources we have,” he said. “Our tool belts have gotten substantially bigger, which is good because we’re dealing with a very complex problem.”

On Dec. 15, the Kansas Housing Resources Corporation stopped taking applications for the temporary COVID-19 homeowner assistance fund launched earlier this year. It provided nearly $49 million in federal aid to 4,300 Kansas homeowners eager to prevent foreclosure.

The initiative was part of the American Rescue Plan Act signed by President Joe Biden and provided assistance in 98 of 105 Kansas counties. Officials said 275 mortgage servicers collaborated with the program in Kansas.

“We finally are making real headway,” Vincent said. “We can’t stop here. Housing development is a long-term commitment. And we need to make that commitment with resources, not just from the state, general coffers, but from employers, from local communities, from health foundations, from everybody that has a stake in the game.”

Infusion of state funding chips away at Kansas’ significant affordable housing shortage

Unemployment in Ellis County dropped 1 percent from October to November to an extremely low 1.3 percent.&nbsp;

The jobless rate remains low in the rest of northwest Kansas with most counties at or below a 2 percent unemployment rate. Trego County had a 2.5 percent unemployment rate in November.

Preliminary estimates reported by the Labor Market Information Services division of the Kansas Department of Labor and the Bureau of Labor Statistics show a seasonally adjusted unemployment rate of 2.9 percent in November, according to a media release from the agency. This is unchanged from 2.9 percent in October and unchanged from 2.9 percent in November 2022.

“The Kansas unemployment rate remains near historic lows at 2.9 percent as the state’s labor market remains tight,” said labor economist, Nathan Kessler. “The unemployment rate has been very stable and was unchanged from last month and from November 2022.”

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment increased by 2,700 from October. Total nonfarm includes private sector and government employers. Private sector jobs increased by 2,100 over the month, while government increased by 600.

Unemployment drops by 1 percent in Ellis County in November

In place since 2000, the Children’s Online Privacy Protection Act (COPPA) Rule makes it illegal for websites and online services to collect personal information from kids under 13 without parents’ verifiable consent. 

It’s been a decade since the last COPPA Rule update, and the FTC is now proposing revisions to reflect technological changes, provide greater protections for kids’ personal information, and ensure that parents – not companies – are still in the driver’s seat when it comes to children’s data.&nbsp;One major suggested change would further limit the ability of companies to monetize children’s data by making it illegal for companies to disclose kids’ information without first obtaining separate parental consent. 

That means that behavioral advertising would have to be turned off by default and parents would have the clear option to say no to behavioral advertising even if they consent to the company’s other data practices. The FTC wants your comments about the enhanced protections it has in mind.&nbsp;&nbsp;

FTC proposes enhanced protections for kids online. Where do you stand?

Kansas State University veterinarian Gregg Hanzlicek said being prepared ahead of calving season is the best way for producers to ensure they will bring home the newborn calves successfully.&nbsp;

“We're approaching the end of the second trimester and moving into the third trimester which means the metabolic demands of that cow or heifer are going to increase tremendously,” Hanzlicek said.

"A key to having a successful calving and production season is for cows and heifers to be in the appropriate body condition, which according to Hanzlicek is a score of 5-7. He said he has seen many cattle in the 3-4 range in the past few months.&nbsp;

“We’re far enough away from calving that we can add condition to these cows and heifers without (creating) an economic burden,” he said. “It really comes down to having a formulated ration that is balanced for protein and energy.

"For those wanting to add scour vaccines to their prevention program, “it’s time to decide what vaccine they are going to use,” Hanzlicek said. “Look at the label and schedule on the calendar when they need to start vaccinating the cows and heifers.”

Hanzlicek said heifers will require two doses of the scours vaccine, while cows need one. The timing of those vaccines is “very, very important,” he said.

Also, Hanzlicek recommends establishing a clean calving area to help reduce the risk of scours. 

“There’s two major risk factors for scours,” he said. “One is the lack of colostrum consumption. The other is a contaminated environment that the babies are born into.”

Hanzlicek recommends having a location to move the pairs off the calving area to keep the calving facility less contaminated with the scour organisms. Getting the calf here safely is another factor to consider, he said.

"Most operations are going to have to help at least one animal during the calving season,” Hanzlicek said.

The last national survey indicated that one of every 100 heifers and two of every 100 adult cows will need assistance. Being prepared to pull a calf is important. Hanzlicek said producers should have the following items on hand:&nbsp;

Intervening at an appropriate time is important.

“If we intervene too early and the cow or heifer is not dilated, we can injure the tissues and hurt the calf,” Hanzlicek said. “If we intervene too late, a lot of times that’s when we end up with stillborn calves.”

According to Hanzlicek, once a cow has reached the second stage of labor, they should give birth within 30 minutes. A heifer should calve within an hour.

Second stage labor is when the heifer or cow can be observed experiencing uterine contractions, or the water-bag or calf’s feet are visible.nIf assistance from the producer is needed, and they are unable to extract the calf within 15 minutes, then help — either a veterinarian or someone with more experience — should be called.

Following calving, the calf should be up and nursing within two hours, Hanzlicek said. If not, a colostrum replacer can be given to help get the calf started.&nbsp;

“Colostrum-based powders are the best way to go, and I would recommend that every producer have one or two bags of powder replacer on hand during the calving season,” Hanzlicek said.&nbsp;

The Kansas Highway Patrol reported a 2001 Volkswagen Atlas driven by&nbsp; Orlanda Danielle Billups, 45, Fairbanks, Alaska, was westbound on Interstate 70 twelve miles west of Goodland.

The SUV rear-ended 2019 Ford F150 driven by Daniel&nbsp; McCoy, 44, Wilmette, Illinois.

EMS transported Billips, three passenger in the Volkswagen from Colorado and a passenger in the pickup from Illinois to the hospital in Goodland.&nbsp;&nbsp;McCoy was not injured. All six were properly restrained, according to the KHP.

I-70 reopened at Goodland

ELLIS COUNTY —Three people were injured in an accident just after 8p.m. Christmas Day in Ellis County.

The Kansas Highway Patrol reported a 2016 Jeep Cherokee driven by Sherry Shareen White, 59, Colby,&nbsp;was westbound on Interstate 70 near the Walker exit.

The Jeep struck a patch of ice, slid sideways, struck the left guardrail and overturned

EMS transported&nbsp;White and passengers Neil Ryan White, 35, and Neil William White, 60, both of Colby to Hays Medical Center. All three were properly restrained, according to the KHP.

The United Way of Ellis County 2023 campaign has reached 60 percent&nbsp; of its goal with slightly more than a month left in the campaign.

"We're still, in a sense, early. We have a lot of business employee campaigns that need to be turned in, so I'm still optimistic," said Erica Berges, executive director.

"Of course, there's still time to give. Our campaign really doesn't officially end until Jan. 31," she said.&nbsp;

Donations made Jan. 1-31 will still count for this year's campaign, which is the 70th anniversary of the organization in Ellis County.&nbsp;

United Way has many ways to donate in addition to business payroll deductions, which are among the most popular giving options. 

"A lot of employees like that because they can maybe give a higher amount because a little bit is coming out of each paycheck," Berges said. "That way it doesn't have to be one lump sum. It's a convenient way for people to donate."

Many businesses will match their employees' gifts.

The United Way awards a Champions Circle Trophy annually to the large and small businesses with the most per capita giving.

Last year Bank of Hays won the small-business trophy, and Midwest Energy won the large-business award.

You can also&nbsp; make a one-time donation, sign up for monthly donations, or participate in roundup options on the&nbsp;United Way website&nbsp;at <a href="https://www.liveunited.us/">liveunited.us</a>.&nbsp;

The roundup option will round up purchases to the nearest dollar with the change going to United Way. You can set a maximum donation per month.

Other options include dropping off checks or cash in person at the United Way office in the Chestnut Building, 1200 Main St., Suite 1o2, Hays or mailing checks to P.O. Box 367, Hays, KS 67601.

You also can use Venmo at @United-Way-of Ellis-County.

United Way has 14 partner agencies, which will use their funds for programs or services in one of three specific areas:&nbsp;

United Way created its own "14 Days of Christmas" this year on its Facebook page, spotlighting each agency and featuring its projects or services they help fund or provide. 

"There's some great ones out there," Berges said, "and many of them fit into multiple areas.

"That's what's nice about United Way. You can give one donation and know that it's going to 19 different programs offered by the 14 agencies," she said.

Donors can also specify their dollars go to a specific agency or project.

Applications for funding from the United Way of Ellis County were due a couple of weeks ago, and the agency's Care Council has begun the process of vetting each donor's request. The 12 members of the Care Council are comprised of United Way board members and others appointed by the city of Hays and Ellis County.

The Care Council reviews the applications and then visits the agencies in person to learn more about the programs and services, which are asking for funding.&nbsp;

"We want to be good stewards of donor dollars in the community," Berges said. "We want to make sure the money that we're handing out is going to what the community needs the most."

This year's fundraising goal is $370,000.

United Way of Ellis County campaign at 60% of goal; still time to donate

Thomas More Prep-Marian Junior-Senior High School in Hays will host its annual Monarch For a Day on Jan. 5.

Ellis County fifth through eighth graders are invited to attend the free event, said Chad Meitner, TMP-M High School principal.

"It's a natural transition. If you're a fifth grader, you're going to be going to the middle school," Meitner said. "If you're an eighth grader, you'll be going into high school. It's a perfect time for families to check it out."

Meitner said it's an opportunity to see what it would be like to be a TMP student.

"It's a chance to see what the small class sizes would be like, that individual attention. ... Until you sit in that environment, you don't really realize how cool it is," he said.

Participants will also get a taste of the school's traditional values, Meitner said, such as the Catholic faith and Christian values practiced in the classroom.&nbsp;

Potential students will also meet the teachers they would have as well as classmates.&nbsp;

"They'll rotate through about eight stations during the morning.&nbsp;You'll sit through shortened versions of what those classes would be like," Meitner said. "You get there at eight o'clock and see what it's like to start the day and then finish with lunch."

Holy Family Elementary School students are already scheduled to participate in Monarch For a Day.

The driver lost control on the icy roadway. The SUV struck the guardrail on the north edge of the roadway, vaulted over the guardrail, rolled down the embankment and came to rest on the drivers side facing southwest.

Refresh – Webster’s Dictionary defines refresh as to restore strength and animation, or to restore or maintain by renewing supply.&nbsp;

A book I am reading described busy times, and especially the holidays, as a singer trying to maintain a high note without a breath. I like this analogy as we can get caught in the busyness of any season and forget what it feels like to just stop and rest; to truly refresh.&nbsp;

In our 4-H world, many people don’t realize that the number of tasks, planning, and events are just as busy in October, November, and December as we are during the fair. It is very much trying to maintain that high note without a breath!&nbsp;&nbsp;

In the midst of holiday gatherings, community events, and family activities, I hope that each of you can set aside the lists and hurry to slow down and enjoy the people around you. A friend modeled this over the weekend; she had dozens of tasks on her to-do list but realized that one of her favorite musicals was on tv. She stopped and enjoyed a couple of hours getting caught up in the familiar songs and story. Yes, she still had lots to do but that break helped her to feel refreshed and ready to tackle her list in a different way.&nbsp;

Kids can absolutely help with many tasks on our list. Does it take a little longer? Possibly! But you may also be helping them learn important skills and building memories in ways that you can’t begin to imagine! Will they do it exactly as you would? Maybe not but keep the focus on their help and the learning process.&nbsp;&nbsp;

My own family does things a little differently than I do whether household tasks, yard work, or cooking and I have learned to just roll with it! My husband folds towels differently than I do; it doesn’t make it wrong and, at the end of the day, the towels are folded and put away!&nbsp;&nbsp;

Our offices will be closed from December 23 through January 1 as we also take time to rest and refresh! My holiday wish for each of you is a bit of time to refresh your own spirit and schedule.&nbsp;

Keep learning. Keep showing grace and kindness.&nbsp;

BERAN: Refresh

The Elves of Christmas Magic were at it again; bringing a bit of Christmas joy to Hays area Veterans, elderly and housebound folks with no one to remember them at Christmas.&nbsp;

 </figure>SubmittedThe Elves of Christmas Magic were at it again; bringing a bit of Christmas joy to Hays area Veterans, elderly and housebound folks with no one to remember them at Christmas.&nbsp;The group started in 2018 when a local gal had the idea to make gift bags for 7 or 8 local Veterans with no one to remember them at Christmas.&nbsp;While planning on what to put in the bags she got a call from a friend she had not heard from in over 50 years.&nbsp; While catching up she mentioned her idea of the gift bags.&nbsp; Her friend immediately exclaimed, “Oh we have to include the local Nursing Homes!”&nbsp;&nbsp;&nbsp;Seven or eight gift bags almost instantly became 63 as they decided to include those people receiving home health care.&nbsp; This was the first week of December.&nbsp; There was no way possible for these gals (her friend’s sister joined in) to pay for 63 gift bags!&nbsp; They reached out to the community for help.&nbsp; Local Hays businesses donated as did local residents and even some former residents.&nbsp;Local Boy and Girl Scouts stepped up to help deliver the gift bags to our local nursing homes.&nbsp; It is still debatable which the residents enjoyed more, the gift bags or the visit from these bright young folks.&nbsp;And so, the “Magic” of Christmas Magic began.&nbsp;Each year the number of gift bags has grown.&nbsp; They now included residents of our two elderly high rises and Link who also have no one to remember them at this time of year.&nbsp;&nbsp; The VFW Auxiliary now helps and delivers gift bags to the high rises.&nbsp; Even COVID didn’t stop these “Elves”.&nbsp; The American Legion riders stepped up to replace the Scouts during this time and delivered the gift bags.&nbsp; They are now delivering bags to induvials at their homes.&nbsp; It is quite a site to see these folks roar up in their Harleys, Santa hats on their heads, toting a gift bag for a recipient.&nbsp;&nbsp;&nbsp;<figure>
