Three-day weather outlook

Twas the night before Christmas and all through the house, Not a creature was stirring EXCEPT that darn mouse. It chewed and it rustled so to honor my spouse, I set out some traps for that darn pesky mouse.

We don’t have a chimney, or mantle or poker And the nearest we own to a fireplace is a smoker. Our stockings were all holey and strewn under the bed, So our old hunting boots hung by the smoker instead.

Our puppy was nestled all snug in her bed Under the laundry room table with her stuffed toy named Fred. She quivered and whimpered; to watch her was funny As she dreamed she would finally corral that ol’ bunny.

My pj’s were long johns, all cozy and white And I crawled into bed and turned out the light. Deer season had ended with no deer in the shed So visions of deer jerky danced in my head.

My wife lay beside me in jammies of red She was already dreaming of Claus and his sled, When out in the drive there arose such a ruckus I sprang from my bed to see what had struck us.

I should have known not to “spring” from my bed Cause I busted my big toe and clobbered my head. As I limped up the hallway I grabbed my deer rifle I’d show them I was someone with whom not to trifle!

I peered out the window and what did I see? Why old Santa himself, alive as could be. And there stood old Rudolf in all of his glory, With his nose shining brightly just like in the story.

But all I could see was his head on my wall . With that bright red nose twinkling to brighten my hall. His rack was enormous, at least twenty points, The thought of its score made me weak in my joints

I wanted that rack, whether legal or not, So I eased out the door to line up my shot. I clicked off the safety and steadied myself So I wouldn’t endanger the Jolly Old Elf.

Now remember those traps I’d set out before? Well there happened to be one right by the door. While I tried to be sneaky so no one would know, That trap clamped its jaws around my sore big toe.

I jerked on the trigger and the shot went astray And ended up lodged in the front of the sleigh. The reindeer all spooked and yanked on the sled Dumping St Nick on the floor on his head.

They shot out the drive as slick as a whistle And away they all flew like the down of a thistle, But I heard him exclaim as they drove out of sight Rudolph you blockhead; no more deer hunters tonight!

Exploring Kansas Outdoors: Twas the Night before Christmas

A fascination with martial arts led a Hays High School student to take advantage of a 4-H program to travel to Japan this summer.

Isaac Moreno, 16, practices Aikido at Aikido of Northwest Kansas. He said he has long been fascinated with Asian cultures.

From gigantic fireworks displays to intricate shrine carvings, Moreno experienced the culture and people of Japan.

Moreno's trip was part of a 4-H International Youth Exchange. He spent four weeks in Ibaraki prefecture, which is on the east coast of Japan, close to Tokyo.

This was Moreno's first time flying and the first time he remembers seeing the ocean. He visited Florida when he was 5 but said he didn't remember the trip.

Moreno stayed with a host family while in Japan. He experienced daily life with them as well as went sightseeing.

They visited the giant Buddha statue,&nbsp;Ushiku Daibutsu, in Ushiku,&nbsp;Ibaraki. The bronze Buddha is 120 meters tall and the world's largest bronze statue of Buddha.

He also visited the Sky Tree in Tokyo, which stands 634 meters tall. The tower offers an observation deck with sweeping views of the city.

"You can see all around the city, and part of it is a glass floor," Moreno said.

He also attended the city of Mito's Komon Festival, which featured parades, dancing and fireworks.

He said sitting on the roof of his host family's home and watching the elaborate fireworks display was his favorite experience of the trip.

He went to school with one of his host brothers, who was in the sixth grade, for four days. He attended classes as well as played basketball with his host brother and his classmates.

He also met with students in the English Club. The students learn English through children's songs and stories. While Moreno was in Japan, the students were learning the story of Tom Sawyer.

"They had this CD they would play, and the kids would memorize the English and the Japanese of it," Moreno said.

The students studied math and English, as well as Japanese-specific classes such as calligraphy.&nbsp;

He also watched local students practice Aikido and Judo during an afterschool club at the school.

Moreno knows little Japanese, but his host family spoke both English and Japanese.&nbsp;

Daily dinners consisted of a bowl of rice or miso soup with fish or lean meat, which was eaten with chopsticks. The family didn't serve beef.&nbsp;

Moreno has been a 4-H member for six years. He is the president of his club, the Big Creek Astros Club in Hays.

Moreno participates in 4-H photography and took many photographs during his trip to Japan. He also participates in the club's regular service projects, including singing Christmas carols during the holidays to seniors in nursing care.

He said he is eagerly looking forward to more travel. 4-H also offers an exchange trip to Norway, and Moreno said he would like to visit there as well.

Although his interest still lies in Asia, he would like to visit China to learn about its culture and history.

Moreno encouraged other 4-Hers to explore the opportunities for travel through the 4-H International Youth Exchange. The program is in significant need of host families in the United States to accept exchange students from other countries.

Hays student visits Japan as part of 4-H exchange program

STEM Harvest, a non-profit organization dedicated to advancing STEM education in western Kansas, has received funding of $136,400 in a grant from the Patterson Family Foundation.

The funds will support STEM Harvest’s expansion efforts, furthering its mission to inspire and empower the next generation of innovators, scientists and engineers.

STEM Harvest was founded by Dallas and Dacia Haselhorst and is dedicated to advancing STEM (Science, Technology, Engineering, and Mathematics) education in western Kansas.

Positioned at the forefront of STEM education in the region, STEM Harvest prioritizes cultivating critical skills essential for shaping a technologically proficient future.

“We are truly blessed to receive this grant from the Patterson Family Foundation. The Foundation recognizes that STEM education can play a role in rural community success,” said Dallas Haselhorst, STEM Harvest founder and president. “Our organization is committed to inclusivity and fostering curiosity, critical thinking and problem-solving skills by offering hands-on learning opportunities, mentoring and cutting-edge resources. 

"Whether those learning decide to get into a tech-focused field such as artificial intelligence, cybersecurity, or a trade career, the skills acquired at STEM Harvest can help them achieve future successes.“

Western Kansas KDOT employees celebrate service anniversaries

One of the great themes of the Christmas season is surprise. Every child excited for Christmas morning understands it: the sense of wonder that comes along with an unexpected gift. From a Savior born in a manger to a present that reveals the care of a co-worker or friend, this season is all about surprises.

Politics is rarely characterized by wonder, and it would be wrong to put legislative bills or government actions on the same level as Christmas gifts, whether earthly or divine. Yet, I fear this legitimate caution might lead us to wrongly ignore just how surprising Governor Kelly’s latest proposal for Medicaid expansion really is. This Christmas season, it’s worth reflecting upon--and upon the responses to it from other legislative leaders too.

Everyone knows that Medicaid expansion, something that has been enacted by every state around Kansas and has the support of 70% of all Kansans, has always been Kelly’s largest legislative aim, and also the one which the Republican leadership has been most determined to deny her, regularly refusing to allow votes on the topic, even as a majority of Republicans state-wide agree with the need to expand the policy.

In this latest proposal, Kelly calls the Republican opposition’s bluff, by gifting them concessions on practically all their specific policy objections.

In regards to the objection that Medicaid must be denied to the working poor so as to protect funds earmarked for Kansas’s most vulnerable citizens, the proposal has a work requirement (something that puts our governor at odds with the Biden administration). In regards to objections that Medicaid might be used to support reproductive services which many Kansans morally oppose, the proposal limits any medical support for abortion solely to cases of rape, incest, or where the life of the mother is directly threatened (something that puts our governor at odds with her own Democratic party, and possibly the Kansas Supreme Court as well).

Obviously no policy proposal will ever come through legislative debates and deal-making unscathed, so it’s possible to see these concessions as feints that the governor assumes won’t survive anyway. Republican leaders like Kansas House Speaker Dan Hawkins and Senate President Ty Masterson have both treated it that way, condescendingly praising the governor for validating their concerns but dismissing her proposal as “smoke and mirrors” nonetheless.

That is, I think, an ungenerous response. Why not instead recognize this proposal for what it is: a genuinely remarkable offering, putting some truly surprising options on the negotiating table?

After all, work requirements have a contentious history, with complicated enforcement rules, little track record of success, and deep opposition from welfare advocates. And in the wake of the strong defeat—heavily influenced by young women voters—of the abortion-rights-denying Value Them Both amendment last year, proposing rules that would limit the exercise of those rights seems like the last thing a Democratic politician like Kelly would do. And yet here both of them are, waiting to be torn into by Republican legislators, like wrapped presents beneath a tree.

I think this is the best way to view Governor Kelly’s Medicaid proposal: not as a gambit, but as a gift, a surprising attempt by an outgoing governor to make certain all the elite objections to this overwhelmingly popular policy are heard and met. Unexpected Christmas surprises are not always well-received, and unfortunately, this one likely won’t be either. But in the spirit of the season, we should appreciate it nonetheless.

And in the wake of the strong defeat—heavily influenced by young women voters—of the abortion-rights-denying Value Them Both amendment last year, proposing rules that would limit the exercise of those rights seems like the last thing a Democratic politician like Kelly would do. And yet here both of them are, waiting to be torn into by Republican legislators, like wrapped presents beneath a tree.I think this is the best way to view Governor Kelly’s Medicaid proposal: not as a gambit, but as a gift, a surprising attempt by an outgoing governor to make certain all the elite objections to this overwhelmingly popular policy are heard and met. Unexpected Christmas surprises are not always well-received, and unfortunately, this one likely won’t be either. But in the spirit of the season, we should appreciate it nonetheless.

Did you know that Kansas State University has a “Farm Analyst” program which offers one-on-one consultation, using active farmers, ranchers and extension agents who are trained as K-State Research and Extension analysts. The program has provided assistance to more than 1,000 farm families.

The Farm Analyst program in fact has a long history of helping farm families review their finances and make a financial plan.

A lot of people will work with the farm analyst, when it's better times financially, and they can help them with their budgets to try to figure out how they're going to manage (long term).

Some families, work with a farm analyst annually while others only consult with an analyst when they are looking at an expansion, experiencing a financial difficulty, or making a major change.

A farm analyst will go out to the farm and work with the family for the day, going through all of their finances. This is available to farmers across Kansas or anybody who has a land ownership interest in Kansas.

Analysts use a financial tool called FinPack to build a full financial analysis of the operation. It allows them to look at alternatives side by side and try to consider every aspect of a change someone might be looking at making.

A common scenario is exploring land purchases. The farm analyst person can help analyze a land purchase by taking into consideration the loan, property taxes, acres, and the likely revenue and expenses associated with the purchase.

When producers provide them with the best information that they have. Then, the farm analyst can put together something that can be a tool to make more informed decisions.

Eagle office to close at 1 p.m. today

At 3:28 a.m. on December 22, the Hays Fire Department was dispatched to 210 W. 6th Street for a reported structure fire. 

Hays Police Department Officers were first on scene and reported a fully engulfed small residential apartment and that the occupant was outside. 

Hays Fire Department arrived on scene at 3:33 a.m. and reported a working fire and started an offensive attack using a 1 ¾” attack line. Fire crews knocked down most of the fire from the outside before making entry into the apartment to finish extinguishing the fire. When more firefighters arrived, another 1 ¾” attack line was deployed to help extinguish remaining fire in the second story. The fire was quickly brought under control. 

One person was transported to the hospital for minor injuries. No firefighters were injured. 

Fire crews stayed on scene until 6:30 a.m. The cause of the fire is still under investigation. 

A total of 24 firefighters responded. The Hays Fire Department was assisted by the Ellis County Fire Department, Ellis County EMS, Midwest Energy, and the Hays Police Department.

Hays firefighters respond to early morning apartment fire; one person injured

ELLIS COUNTY —Early Friday, Kansas Highway Patrol troopers responded to a car hauler on fire on Interstate 70 just east of Ellis, according to a social media report from Trooper Tod Hileman.

Traffic at mile marker 148 was down to one lane while the tow truck removes the car hauler.

There were no injuries reported, according to Hileman.&nbsp;Authorities have not reported the cause of the fire or an estimate of damages.

Troopers respond to car hauler fire on Interstate 70

PHILLIPS COUNTY —Law enforcement authorities in northwest Kansas captured the Grinch, according to a social media report from the Phillips County Sheriff.

After some intelligence of grinch activity at the High School, deputies, with the assistance of the High School Band and Panther Television, were able to take the green menace into custody.  

Deputy K9 Fritz was critical in his capture and saving Christmas presents. 

The Grinch is now scheduled for Christmas Spirit Therapy.&nbsp;

The sheriff's office thanked the Phillipsburg High School Band for excellent Christmas music and Panther TV for their editing abilities. "No Grinches were seriously harmed in the making of the video."

🎥 Sheriff's K9 helps capture  Grinch in northwest Kansas

The city of Hays has contracted with a company to assist the city in determining where in Hays lead pipes might exist.

The process is part of a national initiative spearheaded by the Biden administration. The Environmental Protection Agency announced in late November that utilities would have to pull and replace the lead pipes within 10 years.

In&nbsp;<a target="_blank" href="https://missouriindependent.com/2022/04/11/known-to-be-toxic-for-a-century-lead-still-poisons-thousands-of-midwestern-kids/">Kansas, the EPA estimates</a>&nbsp;54,107 lead pipes remain while the&nbsp;Natural Resources Defense Council believes there are more than 160,000.

<a href="https://hayspost.com/posts/eb8542e2-3db5-43d1-91a6-5ca28c1671fe">For much of the 20th Century, utilities were permitted to install lead service lines, the pipes that carry water from water mains under the street into homes. The EPA banned them in 1986, but utilities have never been required to remove existing pipes, according to a story published recently on the Hays Post from the Kansas Reflector.</a>

Lead is a neurotoxin that in high doses can be fatal. It was in pipes, gasoline and household paint for most of the last century, exposing generations of children to its effects, the Reflector story said.

Even at low levels, exposure to lead can hinder children’s brain development and cause behavioral problems and learning difficulties. Lead-poisoned children can have trouble with language processing, memory, attention and impulsivity. Later in life, it raises the risk of death from cardiovascular disease, the Reflector story said.

How many pipes if any remain in Hays is yet to be determined, said Jeff Crispin, Hays director of water resources.

The city is working with Burns &amp; McDonnell Engineers as well as BlueConduit, which does predictive modeling to identify areas where the city might need to investigate for lead pipe.

The deadline to identify the pipes is October, Crispin said.

The city is delving into records to determine where lead pipes might remain, although Crispin said during recent repairs of water lines and installation of meters, crews have not found lead pipes.

"We just don't know right now because we're still gathering information," Crispin said of how many lead pipes might be in the city.

In looking for sites to further investigate the presence of lead pipes, the city will look for the dates when houses were built.&nbsp;

"Right now it's about identifying," Crispin said. "In the future, there will be some discussion and research on how to eradicate any lead that would be found within service lines that go into a home."

Typically cities deal with water mains and the lines that go to the meter. Past the meter is typically private and the responsibility of the homeowner, Crispin said.

"This requires the city to know what the material is not only from the city line to the meter but the meter to inside the home," he said.

Crispin said he has no idea how much removing any lead pipes might cost the city. That information will not be available until the survey is complete.

With the help of the EPA and the Kansas Department of Health and Environment, he said the city will be communicating with residents more about this issue as the survey progresses.

The 14th Annual Community Christmas Dinner will be from 11 a.m. to 1 p.m. on Christmas Day, Dec. 25 at the VFW in&nbsp;Hays, located at 22nd and Vine. The dinner is sponsored by New Life Center and the VFW. 

The meal will consist of roast beef, ham, mashed potatoes and gravy, green beans, corn, and a dinner roll.&nbsp; Christmas dinner is donated and cooked by the men of the VFW, who generously give their time Christmas Day, and prior, to prepare.

 The meal is free of charge. Donations are accepted. Donations that are received will be given to organizations that serve and assist area residents in an effort to 'give back' all that has been given. The Community Christmas Dinner began with the vision to bring the community together for a Christmas meal, and to return to the true reason for the season - the remembrance and celebration of&nbsp;the birth of Jesus Christ. Christmas can quickly become overshadowed by the busyness that tends to arise with the holiday season, and focus loss regarding the true meaning.&nbsp;

The Community Christmas Dinner offers a time to refocus on the birth of Christ, provides the opportunity for community members to serve and be served, and simply enjoy each other's company.&nbsp;

 Though Jesus is acknowledged all are&nbsp;welcome regardless of personal beliefs.&nbsp;Service also extends&nbsp;beyond the walls of the VFW through the delivery of meals to those who are homebound.&nbsp;

The Community Christmas Dinner stands upon the scripture that “Love never fails” (1 Corinthians 13:8), and the dinner has continued to be an example of this love, thanks to Christ’s leading and the volunteers who graciously give their time

.For those wishing to&nbsp;volunteer, volunteer opportunities will be available on Christmas Day prior to the meal, during the meal, and&nbsp;after, in decorating, serving and cleaning the VFW Hall. Volunteer opportunities can&nbsp;include directing traffic, filling to-go boxes for delivery, greeting community members, filling and providing drinks, assisting with carrying plates, clearing tables, delivering meals, washing dishes, cleaning&nbsp;after&nbsp;the event, and other miscellaneous tasks that arise.

Christmas can quickly become overshadowed by the busyness that tends to arise with the holiday season, and focus loss regarding the true meaning.&nbsp;<figure>

 </figure>The Community Christmas Dinner offers a time to refocus on the birth of Christ, provides the opportunity for community members to serve and be served, and simply enjoy each other's company.&nbsp; Though Jesus is acknowledged all are&nbsp;welcome regardless of personal beliefs.&nbsp;Service also extends&nbsp;beyond the walls of the VFW through the delivery of meals to those who are homebound.&nbsp;The Community Christmas Dinner stands upon the scripture that “Love never fails” (1 Corinthians 13:8), and the dinner has continued to be an example of this love, thanks to Christ’s leading and the volunteers who graciously give their time.For those wishing to&nbsp;volunteer, volunteer opportunities will be available on Christmas Day prior to the meal, during the meal, and&nbsp;after, in decorating, serving and cleaning the VFW Hall. Volunteer opportunities can&nbsp;include directing traffic, filling to-go boxes for delivery, greeting community members, filling and providing drinks, assisting with carrying plates, clearing tables, delivering meals, washing dishes, cleaning&nbsp;after&nbsp;the event, and other miscellaneous tasks that arise.Desserts&nbsp;for the meal are also provided by community members, and these remain needed at this time.&nbsp;For anyone who is homebound and would like a meal&nbsp;delivered, please contact using the information below. Hays VFW plans annual Community Christmas Dinner

Hays Medical Center will be partnering&nbsp;with other community health providers to update our 2021 Community Health Needs Assessment.&nbsp;The goal of this assessment update is to understand progress in addressing health needs cited in the 2015, 2018, and 2021 needs assessment reports and to collect up-to-date community health perceptions.&nbsp;&nbsp;

Your&nbsp;feedback and suggestions regarding community health delivery are especially important to collect to be able to complete the 2024 Community Health Needs Assessment and implementation plan updates. Our facility has again contracted VVV Consultants for the fifth&nbsp;round since 2012 to diligently and efficiently complete this work over the next few months. &nbsp;

Important community health information is being gathered and your help is needed. Below is an online survey link for you to access as your feedback will help the hospital identify the most critical needs in our communities.
