TOPEKA – The Kansas Department of Health and Environment&nbsp; has rescinded a boil water advisory for the city of Logan public water supply system located in Phillips County. 

The advisory was issued Jan. 17 because of an equipment malfunction due to freezing, resulting in a loss of pressure in the distribution system. 

 Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination.

Ellis County unemployment remained steady and very low at 1.3 percent in December, which was the same as in November.

The jobless rate remains low in the rest of northwest Kansas with most counties at or below a 2 percent unemployment rate. Trego County had a 2 percent unemployment rate in December, which was a half percent decline from the previous month.&nbsp;

Preliminary estimates reported by the Labor Market Information Services division of the Kansas Department of Labor and the Bureau of Labor Statistics show a&nbsp;<a href="https://klic.dol.ks.gov/admin/gsipub/htmlarea/uploads/Press%20Release/LR%20Dec2023%20SA%20Rate%20Chart%20File.pdf">seasonally adjusted unemployment rate</a>&nbsp;of 2.8 percent for the state in December. This is a decrease from 2.9 percent in November and a decrease from 2.9 percent in December 2022.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment decreased by 300 from November. Hays property owners asked to remove snow from around water meters before Monday

An agreement for the R9 water pipeline easement acquisition services was approved by the Hays City Commission during its Jan. 11 meeting.&nbsp;

The recommendation came from John Braun, R9 project manager, for the low bid of&nbsp;$1,079,374 by O. R. Colan Associates, Charlotte, N.C., to be funded out of the water sales tax reserve fund.

The city will pay another $29,000 for the lease of the company's propriety computer program.

Construction of the 66-mile pipeline will run from the cities of Hays and Russell's wellfield at the R9 in Edwards County to the Hays Smoky Hill River water wellfield south of Schoenchen.

The bid proposals were reviewed by the city's project engineer Burns &amp; McDonnell, Kansas City, as well as city staff.

According to references contacted by the city, "... ORC is not noted for sending [land] tracts excessively for condemnation," Braun said. "We also discussed the rate of diminishing returns, which is sometimes involved in the negotiating process. Someone who doesn't sign the paperwork within 90 days probably isn't going to come to an agreement within 120 days. Many times, they don't actually sign until the city or whatever the entity is, actually files the intent to condemn, and that's the incentive for [the entity] to take action.

"So we feel ORC's proposal is in the best interest of the city."

Survey notifications are to begin this month, although actual surveying is subject to weather conditions.&nbsp;

Land appraisals through a consultant hired by the Hays city attorney's office would be done in May and June of 2024.

Offers to land owners will be made by the end of August and acquisition of easements will be completed by the end of the year.&nbsp;&nbsp;

Any parcels not acquired by Dec. 31, 2024, would be turned over for consideration of condemnation.

"That would provide adequate timing for construction bids in June and July 2025," Braun said. "The construction phase and crop damage settlements would begin in the fall of 2025."

Construction of Hays' third fire station, 1732 W. 41st St., is expected to be completed in March. Commissioners approved a budget of  $280,500 for the purchase of fixtures, furnishings and equipment.&nbsp; Most of the money — $200,000 — will come from the city's share of the Ellis County ¼ cent sales tax. The remaining $80,500 is from the city's 2010 sale of its property near 33rd Street and Sherman Avenue.&nbsp;

Public Works Director Jesse Rohr recommended awarding a bid for four Freightliner Model 108SD dump trucks for the service division to Truck Center Companies, Wichita, for $804,525, which was approved by the commission.&nbsp; The money will come from the new equipment reserve fund. Each truck is equipped with a snowplow, two have sand/salt spreaders, and one has a brine applicator.&nbsp;

Commissioners also approved Rohr's requests for a general nuisance abatement at 409 Riley St. and a demolition abatement for 3809 Post Road.

In resident comments at the beginning of the meeting, a resident requested the city investigate allowing the use of golf carts on Hays streets. Commissioners asked city staff to gather relevant information for discussion at a future work session.

Mayor Shaun Musil was absent from the meeting, which was lead by Vice-Mayor Sandy Jacobs.&nbsp;

R9 Ranch project moves ahead with pipeline easement acquisitions for Hays, Russell

We understand the significant impact of high property taxes on our valued residents and local businesses. The Russell City Council and dedicated city staff are fully committed to alleviating this burden. We want to highlight the tireless efforts of the city of Russell's leadership in keeping property taxes as low as possible, and we urge our fellow citizens to join us in advocating for a change that will make a real difference in our community.

Our city council is dedicated to making informed decisions that align with the needs and values of our residents. Each year, they face the challenge of balancing various costs against perceived benefits while crafting a budget that serves Russell's best interests. Russell has a track record of prudent fiscal management, consistently prioritizing the community's needs and values.

In 2014, our city's property tax revenue stood at $1,612,623. By 2023, it had only modestly increased to $1,776,467, reflecting a 9.2 percent rise over a decade. However, this increase pales compared to the cumulative inflation rate of 27.90 percent during the same period. Had we merely kept up with inflation, we would have had to collect $2,062,499 in property taxes to maintain the same purchasing power as in 2014. We have been well below this threshold, underscoring our efficient resource utilization. This includes strategic staff alignment, cost-effective solutions, and a relentless pursuit of alternate funding sources, such as grants, which have brought over $30 million to our city over the past decade.

Despite our efforts, property taxes continue to concern our community, and we firmly believe more can be done to lower them. One effective solution unavailable for the past 20 years is the Local Ad Valorem Tax Reduction Fund (LAVTR).

The LAVTR, established in 1965, mandates that a portion of sales tax, compensating use tax, and local share of certain taxes collected by the state of Kansas should be returned to local governments. These funds can be used to reduce property tax levies, providing genuine cost savings for our citizens. Unfortunately, this partnership was effectively canceled in 2003 when the Kansas Legislature ceased allocating funds, a practice that continues today. As a result, local governments have missed out on over $1.7 billion in revenues collected by the state, effectively causing taxpayers to pay these taxes twice, once at the store and then again with their property taxes.

Additionally, in 2006, the Kansas Legislature exempted new machinery and equipment (M&amp;E) from property taxation, and while the LAVTR fund was partially reinstated to mitigate the impact on local budgets, cities and counties did not receive LAVTR payments.

Russell's ability to avoid raising property taxes in line with inflation is becoming increasingly challenging. The loss of other funding streams and rising materials and labor costs mirror our residents' household and business budget challenges. 

We credit our ability to maintain a steady mill levy to the dedication of the city council, the pursuit of alternate funding sources like grants, and our efficient resource management. Over the last decade, the city has secured over $30 million in grant funds, enabling vital infrastructure projects, equipment purchases, and quality-of-life improvements that would have otherwise been out of reach.

However, we have reached a point where we can no longer do more with less. The escalating costs of serving our community demand action. The Kansas Legislature must fund LAVTR and provide genuine property tax relief to our residents and businesses.

The May 2023 memo from the State’s Consensus Revenue Estimating Group predicts a substantial increase in tax collections by the state for FY2024, along with a significant ending balance in the state general fund and a deposit into the budget stabilization fund. These predictions present a unique opportunity for the Kansas Legislature to make a real difference in the lives of taxpayers and local governments.

Recent legislative attempts to lower property taxes have proven ineffective. However, funding LAVTR offers a promising solution. By supporting LAVTR, the Legislature would acknowledge the dedication of the city council, which empathizes with the challenges faced by taxpayers and has consistently strived to keep property taxes stable while delivering essential services to our community. 

We believe that by working together at the state, county and city levels, we can address the issues surrounding Kansas's tax base, secure funding for LAVTR, and responsibly manage the property tax burden on our fellow Kansans. It's time for action; together, we can make a meaningful change that benefits us all.

Russ Tuttle's Stop Trafficking Project coming to Ness City

The Kansas Department of Transportation has reopened all lanes of I-70 in central and western Kansas. The interstate was previously closed because of limited visibility and crashes blocking the driving lanes.

TREGO COUNTY—One person was injured in an accident just after 4p.m. Thursday in Trego County.

The Kansas Highway Patrol reported a 2023 Freightliner semi driven by&nbsp; &nbsp;Kevin Paul Beaver, 62, Watkins, Colorado, was eastbound on Interstate just east of 150th Avenue.

The vehicle lost traction and jackknifed into the south ditch. The power unit came to rest on the shoulder partially in the driving lane.

EMS transported Beaver to the Trego County Lemke Memorial Hospital. He was properly restrained, according to the KHP.

Driver hospitalized after semi jackknifed on I-70

PAWNEE COUNTY—One person was injured in an accident just before 1:30p.m. Thursday in Pawnee County.

The Kansas Highway Patrol reported a 1995 Dodge Dakota driven by&nbsp; Jerod W.&nbsp;Dailing, 44, Norton, was&nbsp; westbound on Kansas 156 in the city of Burdett.

The pickup rear-ended a 2022 Kenworth semi that was&nbsp;parked on the south shoulder facing eastbound.&nbsp;

Ellis High School announces 2024 Snowball royalty

RUSH COUNTY&nbsp;–&nbsp;The Kansas Bureau of Investigation (KBI) and the Rush County Sheriff’s Office are conducting a death investigation after a man was found deceased Wednesday morning near La Crosse.

At around 10:15 a.m. on Wednesday, the Rush County Sheriff’s Office received a call from a citizen who reported seeing a body lying in the south ditch on Avenue N, around a half mile east of U.S. Highway 183, near La Crosse, according to a media release from the KBI. Deputies responded to the location and found the body.

The man has been identified as 18-year-old Zachary Thiel, of La Crosse. A vehicle believed to have been driven by Thiel was located stuck in the snow, approximately a half mile east of Thiel’s location.

🏀🎥 Indians set to begin play at Orange and Black tournament

&nbsp;Members of Ellis County EMS were recognized by the Ellis County Commission on Tuesday for saving a woman's life in August.

Those staff were Technician Haynes, Technician Whitmer, Technician Moore, Technician Bollig and Technician Henry.

Danita Schroeder, Ellis County EMS director, spoke before the Ellis County Commission on Tuesday.&nbsp;

On Aug. 18, Ellis County EMS responded to a 911 call for a woman having a seizure at a local gas station.

When the EMS crew arrived, they found the woman was not breathing and had no pulse.&nbsp;

The crew started CPR and respirations. The crew gave her two defibulator shocks with a cardiac monitor, started an IV, gave her cardiac medicine and placed an advanced airway, Schroeder said.

With the lifesaving actions, the crew was able to get her heart beating again and transported to the local emergency room.

"She was able to leave the hospital a week later with no neurological deficits and return home," Schroeder said.

The woman was unable to be at the county commission meeting, but&nbsp;Schroeder said the woman said in a recent phone call she and her husband were very appreciative and praised the Ellis County crew for their quick response and professionalism.

"She said without our crews she would not be here today,"&nbsp;Schroeder said.

Schroeder said the incident is what EMS calls a "field save," which is a rare occurrence.

The average survival rate for an out-of-hospital cardiac arrest is only about 10 percent.

"That day our providers were able to use their knowledge and their skills to provide life-saving care for this individual to defy that 10 percent," Schroeder said.

"I want to thank our technicians today and thank them for choosing this profession to help provide emergency care for our community and those who visit our community as well," she said.&nbsp;

Ellis County Commissioner Neal Younger said, "You didn't just affect one life, you affected a bunch of lives — her family. We appreciate you every day. Thank you for your services."

Ellis County EMS techs honored for saving woman's life

&nbsp;TOPEKA –&nbsp;The Kansas Department of Health and Environment has issued a boil water advisory for the city of Ransom public water supply system located in Ness County.&nbsp;&nbsp;

Customers should observe the following precautions until further notice:&nbsp;

• Boil water for one minute prior to drinking or food preparation or use bottled water.&nbsp;

• Dispose of ice cubes and do not use ice from a household automatic icemaker.&nbsp;

• If your tap water appears dirty, flush the water lines by letting the water run until it clears.&nbsp;

• Disinfect dishes and other food contact surfaces by immersion for at least one minute in clean tap water that contains one teaspoon of unscented household bleach per gallon of water.&nbsp;

• Water used for bathing does not generally need to be boiled. Supervision of children is necessary while bathing so that water is not ingested. Persons with cuts or severe rashes may wish to consult their physicians.&nbsp;

The advisory took effect on&nbsp;January 18&nbsp;and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved.&nbsp;KDHE&nbsp;officials issued the advisory because&nbsp;of a line break resulting in a loss of pressure in the system.  Failure to&nbsp;maintain&nbsp;adequate pressure may result in a loss of chlorine residuals and bacterial contamination. &nbsp;

Regardless of whether the public water supplier or Kansas Department of Health and Environment (KDHE) announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.&nbsp;

Ransom now under boil water advisory issued by KDHE

TOPEKA –&nbsp;The Kansas Department of Health and Environment&nbsp; has issued a boil water advisory for the city of Logan public water supply system located in Phillips County.

The advisory took effect on January 17 and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. KDHE officials issued the advisory because of an equipment malfunction due to freezing, resulting in a loss of pressure in the distribution system.&nbsp; Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination.&nbsp;

Regardless of whether the public water supplier or Kansas Department of Health and Environment announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.

Students at Hays High School learned about the dangers of opioids through a presentation by the Kansas Bureau of Investigation.

KBI Director Tony Mattivi engaged with students on Wednesday to raise awareness about the opioid crisis.

Mattivi said the sole avenue toward building a healthier community is by understanding the risks associated with substances such as pills and joints, which may contain fentanyl.

"We cannot arrest enough drug dealers to keep this from happening," Mattivi said. "The only way we can get out of this problem is to educate people."&nbsp;

Mattivi served as a federal prosecutor, handling cases related to drug trafficking, violent crime, organized crime, gangs and various other offenses.

The presentation provided a brief overview of the history of fentanyl in the United States.

"When we first started seeing this problem back in 2017 and 2018, fentanyl was being introduced to the United States by the Chinese government," he said.

Chinese involvement declined as Mexican cartels realized the profitability of distributing fentanyl.

Mattivi said fentanyl found in Kansas is always traced back to the same two organizations.

"As soon as the cartels realized how much money they could profit off of fentanyl, they elbowed the Chinese out of their way and took over distribution and importation to the United States," he said.&nbsp;

Two milligrams of fentanyl is enough to kill you, Mattivi said, making several size comparisons to a penny, the point of a pencil and a dollar.

"Imagine taking a dollar bill and tearing it into 100 pieces, every one of those pieces is about a milligram so two pieces of that dollar bill are fatal," he said.

Mattivi said fentanyl can be found in every community in Kansas in different variations with other types of illegal drugs.&nbsp;

"We're seeing it mixed with crack, methamphetamine and cocaine," he said. "We even had a death in Kansas of a young person smoking a joint that had been laced."

Cases similar to this have increased in the past year among methamphetamine users, attributed to the mixing of fentanyl with the substance.

The images in the presentation depicted how cartels can produce pills with a striking resemblance to those manufactured in an FDA laboratory.

"The business model of Cartels is trying to addict as many people to fentanyl as possible. They don't care about killing a few people along the way," he said.

The presentation also featured two videos showcasing the FDA-regulated laboratories and a lab with operated by cartels in Mexico.

A sophomore student who attended the presentation was surprised to learn how much fentanyl could prove to be fatal.

"I didn't know fentanyl could be in pills," he said. "I didn't know two milligrams could make you overdose," the student said.

Following the presentation, the student said it altered his view of just how dangerous the substance is.

"It's scary to think about because you'd think it's a lot more than it is, but just a small amount can kill you," he said.&nbsp;

Mattivi also addressed Hays Middle School students earlier in the morning.&nbsp;

Psychologists say that January, with its cold temperatures and early darkness, can produce feelings of listlessness and a post-holiday letdown.

For those who struggled to celebrate the holiday season while also grieving a loss, the month can quickly become “Blue January.”

Three Hays organizations have teamed up to present a panel discussion on “The Unseen Effects of Grief and Mental Health Concerns in Everyday Life.”

The event will be from 7 to 9 p.m. Wednesday, Jan. 24, in the Black and Gold Room of the Memorial Union at Fort Hays State University. It is free and open to the public. Refreshments will be served.

The panelists, all from Ellis County, are Kenneth Windholz, Kate McGonigal, Myrna Jordan and Kris Munsch.S

Sponsoring the event are the Fort Hays State University Psychology Club, NAMI (National Alliance on Mental Illness) on Campus and the Center for Life Experience, a non-profit organization that offers grief support services in Ellis County.

“The holidays are so hard for so many. People may be missing family members who have passed, they may be struggling with being alone, or they may just feel sad. He is a clinical psychotherapist and a full-time instructor in the FHSU Department of Psychology, teaching both graduate and undergraduate students.He was the recipient of FHSU’s Pilot Award in 2022 as the outstanding faculty member at the university. In addition to his teaching duties, he serves as president of the Kansas Association of Masters in Psychology, president of the Board of Directors for NAMI Kansas, and serves as the adviser to the NAMI campus group.<figure>

As a way of dealing with his grief, Munsch started “The Bird House Project.” Now he travels the country speaking about that project and what he has learned through his grieving journey. His speaking engagements range from being the keynote speaker at corporate conventions to addressing death and dying classes via Zoom from coast to coast.“Each of our panelists is passionate about helping others on their journey, whatever path that may be,” Allen said. “Connecting those who may be struggling with a needed resource is, ultimately, the goal of our panel discussion this year."John C. Thorns Lecture SeriesThe panel discussion is part of the John C. Thorns Jr. Memorial Lecture Series put on by the Center for Life Experience. The lecture series, which debuted in 2019, is in memory of the late John C. Thorns Jr., one-time chairman of the Art Department at FHSU. Ann G. Leiker, retired executive director of the center, said Thorns “was a strong spokesperson for mental health and suicide prevention.” He was on the center’s founding board and helped start one of the center’s grief support groups, Healing after Loss of Suicide, for those who have lost a loved one to suicide.Thorns’ sister, Margaret Schmidt, will be part of the program at this year’s event, Allen said.In the past, the lecture series has always featured a single speaker. Allen said the center decided on a panel discussion this year “in the hope that those in attendance connect with at least one thought, one idea, one person, or any/all of the above. “Knowing that someone else has been where you are, faced similar struggles and is here to talk about it can be all the encouragement someone needs to put one foot in front of the other again tomorrow,” she said.More information about the center’s grief support groups and other services is available by contacting Allen at laura@cflehope.org.
