In January 2023, Fort Hays State University (FHSU), North Central Kansas Technical College (NCK Tech), and Northwest Kansas Technical College (Northwest Tech) announced a new affiliation initiative to address demographic and economic challenges in rural Kansas. This initiative is focusing on developing solutions in three key areas:

· Developing academic programs and integrated student services that meet the educational and professional needs of today's and tomorrow's students.

· Aligning and optimizing inter-institutional operations to remove unnecessary bureaucratic barriers to student success.

· Creating a coalition with regional businesses, industries, and communities focused on increasing opportunities for students, expanding entrepreneurship, and meeting workforce development needs in rural Kansas.

The affiliation works in implementation teams consisting of faculty and staff from all three institutions and industry partners. One of the first teams to launch was on construction and construction management.

This team has embarked on a mission to construct bridges across educational institutions, ensuring the integration of construction and construction management disciplines. By placing the interests of students at its core, they have successfully navigated through the complexities of aligning the curriculum across three distinct educational institutions.

The challenge of maintaining harmony among different academic philosophies turned into an opportunity to build on individual strengths, as evidenced by their recent creation of a template for the FHSU/NCK second-year welding program.

The Construction Affiliation Implementation Team has identified several ambitious deliverables focused on creating seamless transitions between locations and programs. The goals are to reach 100% academic success and job placement rate for students, meet the regional workforce needs, and contribute to alleviating housing shortages.

The Applied Technology Fair of September 2023 stands as a testament to these collaborative efforts, catalyzing the first bonds among students and establishing connections with industry partners.

The visits by FHSU faculty to Beloit and Goodland campuses stirred enthusiasm among tech students and provided them a glimpse into educational pathways shaped by the Strategic Affiliation Initiative. This initiative is rapidly transforming our shared aspirations into real-world opportunities.

A notable accomplishment is the team's innovative curriculum pathway for reverse transfer, particularly the Second Year Carpentry to Associates of Applied Science degree in Construction Engineering Technology/Technician. This learning pathway allows students to smoothly transition from a one-year carpentry certificate at a technical college to a second-year construction management program at Fort Hays State University. Then, students can transfer

their construction management credits back to the technical college, culminating in an AAS degree, creating an employment exit point or transition pathway to a bachelor's degree.

This team also explored technical college credit transfer opportunities aimed at enriching FHSU's Construction Management program with specialized short courses including Heavy Equipment, Commercial Driver's License (CDL), and Survey Total Station. These courses, designed by industry experts, provide invaluable insights for students aiming for leadership roles in the construction field, filling essential gaps not typically covered in traditional four-year plans.

In their endeavor to nurture comprehensive academic tracks from various technical programs, this team has essentially charted paths from AAS degrees to BS degrees in Welding Technology, Engineering Technology (CAD), and Automotive Technology.

Peering into the future, the team envisions a landscape where more technical programs are closely aligned with existing FHSU content as part of a broader, seamless educational continuum. Alignment includes ensuring that programs exist for all technical certificates to lead to Associate, Bachelor's, and even master’s degrees, making the journey through higher education less linear and more adaptable.

At FHSU, summer internships, short courses, and on-the-job training initiatives are already paving the way for our students to fast-track their path to a Bachelor of Science in Technology Studies/Construction Management. The new pathways envisioned now will allow students to move from an AAS to a BS and then to an MS degree within a remarkably compressed timeframe.

As the landscape of education continues to evolve, so does the work of the Affiliation Implementation Team on Construction. Their resolve to dismantle administrative barriers and meet industry workforce needs is unwavering. With these developments and future dreams, they are not only challenging the status quo but also redefining what's possible in construction management education.

I am so proud of and energized by the work of the affiliation teams, as exemplified here by the team on construction and construction management. Their work heralds a new era of educational synergy among three very different higher education institutions. The dedication of the FHSU faculty and their collaborators provides a solid foundation for this visionary approach, ensuring that the Structural Affiliation Initiative not only dreams big but puts those dreams into tangible action.

Unemployment in the state inched up in February to 2.7 percent from 2.6 percent in January, according to the latest report from the Kansas Department of Labor.

Unemployment remains low across northwest Kansas with all counties below 3.3 percent with the exception of Trego County at 4.7 percent and Graham County at 3.8 percent.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment increased by 3,600 from January. Total nonfarm includes private sector and government employers. Private sector jobs&nbsp;increased by 3,800 over the month, while government decreased by 200.

Since February 2023&nbsp;Kansas' seasonally adjusted total nonfarm jobs have increased by 13,000. This change is due to an increase of 8,700 private sector jobs and an increase of 4,300 government jobs.

The Kiwanis Club of Hays is eagerly anticipating its 50th annual Easter Egg Hunt, which will be held on March 30 at 9 a.m.

This year’s hunt will again be held on the Fort Hays State University campus on the quad, and attendees are encouraged to meet in front of the Memorial Union. 

To honor the 50th celebration, the club is planning an extra special event. Approximately 8,000 eggs will be stuffed and placed across the campus this year.

Age groups for the hunt will again be provided this year for children ages birth to ten. Families are asked to meet at the quad, and Kiwanis Club of Hays members will lead attendees to the appropriate age bracket locations for their own special hunt. 

The Easter Bunny will also be on site to take pictures with guests.

Kiwanis Club of Hays wishes to thank its community partners for their financial contributions to this year’s Easter egg hunt:

· Hays McDonald’s locations for providing ice cream coupons

· Walmart SuperCenter for contributing a $100 gift certificate to purchase candy

· Bank of Hays, Commerce Bank, Emprise Bank, First Kansas Bank, Golden Belt Bank, Golden Plains Credit Union, and Sunflower Bank for their donations of quarters

Any families wishing to turn their eggs back into the club to be used for the 51st annual Easter Egg Hunt will be able to bring their eggs to the following Easter egg drop box locations until April 15th: Bank of Hays, Emprise Bank, First Kansas Bank, Golden Belt Bank, Golden Plains Credit Union, and Sunflower Bank.

Kansas-&nbsp;Kansas Shrine All-Star Events is excited to announce that the inaugural KWCA Kansas Shrine Duals raised $25,000 for Shriners Children’s. The high school senior all-star wrestling event that featured 56 of the state’s top girls and boys wrestlers was held on Sunday, March 17th&nbsp;in Wichita, Kansas on the campus of Newman University.

“All of Kansas Shrine All-Star Events are produced with one big goal in mind; to make the biggest impact possible on the lives of the children served by Shriners Children’s Hospital,” said Brice Kesler, Executive Director. “We’re excited that a first-time event, like the KWCA Kansas Shrine Duals, was able to have such a significant impact towards that goal. Both the financial contribution generated and the opportunity to spread awareness for our cause, which was created by this event, will make a tremendous addition to the overall impact Kansas Shrine All-Star Events will have for Shriners Children’s Hospitals in 2024.”

Additional events include the Hospital Experience, the Kansas Shrine Bowl golf tournament, the largest annual Shrine Parade in Kansas, the Friday Night All-Star Showcase and concert, an alumni gameday reunion, and more.

All Shrine Bowl of Kansas, Inc. events are produced and presented to benefit Shriners Children’s. Shriners Children’s is a health care system of 22 hospitals dedicated to improving the lives of children by providing pediatric specialty care, innovative research, and outstanding teaching programs for medical professionals. Children up to the age of 18 are eligible for care and receive all services in a family-centered environment, regardless of the patients' ability to pay.

Shriners Children’s is a health care system of 22 hospitals dedicated to improving the lives of children by providing pediatric specialty care, innovative research, and outstanding teaching programs for medical professionals. Meteorologist Kelly Sugden of the Dodge City National Weather Service thinks this year will bring a little more active tornado season to Kansas.&nbsp;

He told Ellis County severe weather spotters at a recent training update in&nbsp; Hays, that based on climatological data, he feels "traditional Tornado Alley may become busier in 2024."

Tornado activity and other severe weather has been lower than average  in Kansas the past several years.

There had already been two tornadoes in northeast Kansas on March 13. Then, severe weather struck western Kansas on March 24, including an EF-1 tornado in Garden City in southwest Kansas and more tornadoes in Gove, Decatur, Sheridan and Thomas counties in northwest Kansas.&nbsp;

Sugden and his colleague Bill Turner both stressed the need for more trained severe weather spotters in Ellis County.

Meteorologists across the country look for low-level circulations as potential tornado indicators but their radar systems have limitations.

"Doppler weather radar typically can't detect the lowest layer of the atmosphere where tornadoes form," said Sugden.

Hays is the farthest eastern region covered by the National Weather Service in Dodge City and the system has a blind spot. Another blind spot exists in Elkhart in far southwest Kansas. Such blind spots exist across the country.&nbsp;

"It's just a function of the Earth being curved. The beam goes out and it gets higher up as it gets further away. There's no way to fix that. That's just how it works," Sugden said.&nbsp;&nbsp;

Radar also can't indicate big hail is, nor can it detail the impact of the severe weather.

That's where spotters, law enforcement and even the public can help.

"Any information helps us out immensely," Sugden said.&nbsp;

Sugden started with the basics, talking about the differences between a tornado watch and warning.

"Social scientists have found most people need more than one way to get a weather warning and to ascertain whether or not they're being threatened by severe weather."

The Dodge City office uses its <a href="https://www.facebook.com/search/top?q=us%20national%20weather%20service%20dodge%20city%20kansas">Facebook page</a> regularly to update weather conditions.

The presentation then became more specific about information about how tornadoes form, what to look for as a weather spotter, and how to be safe when spotting.

Ellis County residents interested in becoming trained severe weather spotters may contact Sugden by calling the Dodge City office at 620-225-6514.

Sugden and Turner both said having another radar system in Ellis or Russell county "would be perfect" but they don't anticipate federal funding for it anytime soon.

More severe weather spotters needed in Ellis County, says National Weather Service

Two project updates will be presented to the Hays city commission during their meeting Thursday afternoon.&nbsp;

Improvements to 13th Street near the new high school's construction site will be reviewed along with the latest work and regulatory updates for the R9 waterline project.&nbsp;

The commission will also vote on a resolution to start the process of establishing a reinvestment housing incentive district through the state for the planned retiree-focused housing development, The Grove, north of Hays Medical Center. &nbsp;

Fort Hays State University launches Family Portal and newsletter

Spring’s arrival triggered a memory of normally agreeable pooches squabbing shrilly on the back porch, inspiring my race to see what prompted the ruckus. Before opening the door, I heard our little terrier full-throttle scolding his Shitzu/sheepdog companion. Peeking out, I scoped the situation to find a snarling Jack Russell holding high ground from his armchair vantage. The larger white fur-ball edged close to his cohort’s perch, taunting Buster with dancing feints toward his highness’s throne. Once I announced my presence and called them inside, they called a truce long enough to come inside and eat side-by-side.

Once they licked their bowls clean, Buster scurried to reclaim his perch. Hackles raised, he growled any time fuzzy Dudley moved close. Once my husband returned, I told him about their brouhaha and the small dog’s ongoing threats. To prevent catastrophe, we supervised our feuding four-leggeds and puzzled as to why the younger dog landed on Grandpa Buster’s last nerve.

This low-grade rumble continued until bedtime, when the two yahoos bedded down in the house as usual. I figured our older dog’s arthritis had acted up and hoped warming temps would improve his mood.

Imagine my surprise when I awoke the next morning and wandered into the kitchen to hear my husband say, “We have a mystery, and it explains why the dogs got into it yesterday.” I hadn’t had a drop of coffee so my brain couldn’t process his message.

“What are you talking about?” I mumbled, heading for my mug.

“I think I know why the dogs got into it yesterday.”

Holding out two hands containing a wadded towel, he signaled me to peek. Oh, man, what a scary invite at our house! Such instructions have led to close encounters with anything from snakes to giant spiders.

Steadying yet-to-sip-a- drop-of-coffee nerves, I gingerly peeled back a terrycloth corner. Inside was a tiny but fully furred-out bunny! Buster must’ve found it in the yard and carried it to his overstuffed armchair where he used his pointy terrier schnozz to tuck it under a blanket. This blew the theory that moving to town meant we’d never again deal with wild critters dogs brought home.

This generated the worry that Buster now suffered doggy dementia because, at one time, anything looking remotely packrat-like experienced full-blown terrier treatment. For whatever reason, maybe because Dudley tried to steal Buster’s treasure, this bit of fluff escaped that sad fate. At least I now understood the surliness I’d observed the previous day.

Once I saw this critter, my mind recalled baby cottontails young daughters once bottle-fed. We sadly learned these little ones require bunny mommies. Despite our best efforts, we never kept one alive long enough to release it into the wild.

Due to past experience, my husband stealthily combed our yard, seeking this little guy’s fur-lined nursery, so he could return it. Buster watched intently out the window, pitifully whining, “He’s mine. Finders keepers.”

To our surprise, mama had tucked four additional babes into a downy nest in the flower bed next to the house. Here we thought moving to town ended bunny troubles. Instead, they laughed last as “wascally wabbits” lived closer to us than they ever had.

House-passed bill adds ban against spy drones, aircraft flying below 500 feet

TOPEKA — The Animal Legal Defense Fund filed a lawsuit in 2018 challenging on First Amendment grounds Kansas’ quarter-century-old law thwarting covert investigations into the treatment of animals and workers at feedlots, slaughterhouses and crop production zones.

Ramifications of that legal action continue to vex the animal agriculture industry in Kansas, farm lobbying organizations and rural legislators.

In 2021, the 10th Circuit of the U.S. Court of Appeals agreed with ALDF’s legal claim and a lower federal court’s decision to strike down provisions of Kansas’ “ag-gag” law — the oldest statute in the United States criminalizing undercover videotaping of alleged abuses.

The appellate court concluded Kansas had embarked on a forthright statutory plan to limit the ability of ALDF and like-mined organizations to slip under the radar in search of proof of the industry’s shortcomings. When signed into law by Republican Gov. Mike Hayden in 1990, he said the legislation was a direct response to damage perpetrated by “radical elements of the animal-rights movement.”

That state law selectively criminalized work of activists critical of Kansas agriculture practices. It didn’t mandate charges against a person who gained access to property without permission with the goal of lauding Kansas animal-handling practices. In other words, Hayden and other Kansas lawmakers interested in squelching dissent were guilty of state-sanctioned discrimination based on viewpoint.

“We reject this approach,” the federal Court of Appeals said. “It elevates form over substance and permits Kansas to do just what the First Amendment prohibits: License one side of a debate to fight freestyle, while requiring the other to follow&nbsp;<a target="_blank" href="https://en.wikipedia.org/wiki/Marquess_of_Queensberry_Rules">Marquis of Queensberry rules</a>.”

The U.S. Supreme Court declined in 2022 to review the Court of Appeals’ unraveling of the Farm Animal and Field Crop and Research Facilities Protection Act.

The courthouse outcome was celebrated by the coalition of special-interest groups led by ALDF as a victory for animal rights and free speech. They also could see a path to placing their people — whistleblowers — as employees at targeted facilities to collect insider information for articles and videos about hog, beef and dairy or poultry operations, processing facilities and other agriculture businesses in Kansas.

“The industry works hard to keep its practices secret, knowing consumers won’t accept the intense confinement and other inhumane treatment of animals,” said Stephen Wells, executive director of the Animal Legal Defense Fund.

The Kansas Livestock Association, with more than 5,000 members involved in dairy, swine and beef production along with other farm enterprises, went to work drafting a rebuttal bill. The objective was to refine the state’s protection against trespassers on farm property or people making fraudulent statements on employment applications to gain access to land and facilities.

Results of that effort, wrapped into House Bill 2816, was approved 99-24 last week by the Kansas House after five minutes of floor debate. KLA’s legal product avoided the sticky mess caused by language about “intent to damage” and “effective consent” that helped to undermine the 1990 statute. The package forwarded to the Kansas Senate also clarified criminal penalties and blocked use of drones and aircraft below 500 feet directly above agriculture businesses.

“There are some places that people just shouldn’t go without permission,” said Rep. Lisa Moser, a Wheaton Republican and rancher. “This is tailored language done specifically to address the 10th Circuit Court of Appeals’ decision.”

Moser noted the bill resolved the free speech issue by applying sanctions to any unauthorized trespasser on agriculture cropland, farm research facility or animal operation whether those people were engaged in covert investigations or innocent behavior.

None of the likely opponents of the bill, such as the ALDF, the Sierra Club of Kansas or Humane Society of the United States, testified during the House Agriculture and Natural Resources Committee hearing March 6.

Jackie Garagiola, associate counsel to the Kansas Livestock Association, said the decision of the U.S. Supreme Court not to hear the state’s appeal meant the law had to be revised so “critical protections provided by the act for these facilities remain, but in a manner that does not come into conflict with the First Amendment.”

Under House Bill 2816, Kansas would make it illegal to enter or remain in animal facility or field crop production areas without permission of the owner or to knowingly make false statements on an employment application to gain access to those places. The same standards would apply to agriculture research areas controlled by private, university, federal, state or local government entities.

Garagiola said “effective consent” language in the Kansas law was unconstitutional because it regulated speech as opposed to conduct.

The new bill addressed the federal court’s contention the old Kansas law forbid speech made with the “intent to damage the enterprise conducted at the animal facility.” To clear up constitutional violations, the House-passed bill created the simple prohibition for trespass or use of fraudulent employment applications regardless of intent of the individual.

It would be a class A misdemeanor to enter or remain on these properties without consent and a class B misdemeanor for making bogus statements on job applications to gain access. The penalty for property damage or destruction of an animal or crop facility would be a level 9 nonperson felony for damage ranging from $1,000 to $25,000 and a level 7 nonperson felony for damages of $25,000 or more.

KLA’s approach was endorsed by Kansas Farm Bureau, Kansas Grain &amp; Feed Association, Kansas Agribusiness Retailers Association, Kansas Pork Association and Kansas Dairy Association.

Janet Bailey, CEO of the dairy association, said the fastest growing segment of Kansas agriculture — dairying — needed lawmakers to&nbsp; close the gap left by the Court of Appeals’ decision. In particular, she said, the dairy industry was keen to secure criminal sanctions against people seeking jobs under false pretenses. The threat of prosecution has been an effective deterrent to undercover inquiries in the United States.

“Labor is a top concern among those in the dairy industry,” Bailey said. “As such, it can make our industry even more vulnerable to those who might seek employment with motives other than working in the care of our animals and production of milk. Their motives are clear in their desire to damage our industry and the livelihoods of the industry.”

 </figure><h2>House-passed bill adds ban against spy drones, aircraft flying below 500 feet</h2>By&nbsp;<a href="https://kansasreflector.com/author/tim-carpenter/">TIM CARPENTER</a> Kansas ReflectorTOPEKA — The Animal Legal Defense Fund filed a lawsuit in 2018 challenging on First Amendment grounds Kansas’ quarter-century-old law thwarting covert investigations into the treatment of animals and workers at feedlots, slaughterhouses and crop production zones.Ramifications of that legal action continue to vex the animal agriculture industry in Kansas, farm lobbying organizations and rural legislators.In 2021, the 10th Circuit of the U.S. Court of Appeals agreed with ALDF’s legal claim and a lower federal court’s decision to strike down provisions of Kansas’ “ag-gag” law — the oldest statute in the United States criminalizing undercover videotaping of alleged abuses.The appellate court concluded Kansas had embarked on a forthright statutory plan to limit the ability of ALDF and like-mined organizations to slip under the radar in search of proof of the industry’s shortcomings. When signed into law by Republican Gov. Mike Hayden in 1990, he said the legislation was a direct response to damage perpetrated by “radical elements of the animal-rights movement.”That state law selectively criminalized work of activists critical of Kansas agriculture practices. It didn’t mandate charges against a person who gained access to property without permission with the goal of lauding Kansas animal-handling practices. In other words, Hayden and other Kansas lawmakers interested in squelching dissent were guilty of state-sanctioned discrimination based on viewpoint.“We reject this approach,” the federal Court of Appeals said. “It elevates form over substance and permits Kansas to do just what the First Amendment prohibits: License one side of a debate to fight freestyle, while requiring the other to follow&nbsp;<a target="_blank" href="https://en.wikipedia.org/wiki/Marquess_of_Queensberry_Rules">Marquis of Queensberry rules</a>.”The U.S. Supreme Court declined in 2022 to review the Court of Appeals’ unraveling of the Farm Animal and Field Crop and Research Facilities Protection Act.<h2>‘Just shouldn’t go’</h2>The courthouse outcome was celebrated by the coalition of special-interest groups led by ALDF as a victory for animal rights and free speech. They also could see a path to placing their people — whistleblowers — as employees at targeted facilities to collect insider information for articles and videos about hog, beef and dairy or poultry operations, processing facilities and other agriculture businesses in Kansas.“The industry works hard to keep its practices secret, knowing consumers won’t accept the intense confinement and other inhumane treatment of animals,” said Stephen Wells, executive director of the Animal Legal Defense Fund.The Kansas Livestock Association, with more than 5,000 members involved in dairy, swine and beef production along with other farm enterprises, went to work drafting a rebuttal bill. The objective was to refine the state’s protection against trespassers on farm property or people making fraudulent statements on employment applications to gain access to land and facilities.Results of that effort, wrapped into House Bill 2816, was approved 99-24 last week by the Kansas House after five minutes of floor debate. KLA’s legal product avoided the sticky mess caused by language about “intent to damage” and “effective consent” that helped to undermine the 1990 statute. The package forwarded to the Kansas Senate also clarified criminal penalties and blocked use of drones and aircraft below 500 feet directly above agriculture businesses.<figure>

Lisa Moser, a Wheaton Republican and rancher. “This is tailored language done specifically to address the 10th Circuit Court of Appeals’ decision.”Moser noted the bill resolved the free speech issue by applying sanctions to any unauthorized trespasser on agriculture cropland, farm research facility or animal operation whether those people were engaged in covert investigations or innocent behavior.None of the likely opponents of the bill, such as the ALDF, the Sierra Club of Kansas or Humane Society of the United States, testified during the House Agriculture and Natural Resources Committee hearing March 6.<figure>

Kansas House tries to fix constitutional flaw to shield agriculture from animal-rights activists

A lengthy work session Monday evening for Hays USD 489 board members ended earlier than planned due to adverse winter weather conditions.

After hearing three hours of overviews from several program directors, the decision was made to table school board committee updates.

District staff then decided to implement a two-hour start delay for USD 489 classes the next morning because of the weather.&nbsp;

Superintendent Ron Wilson started the work session with updates of the remodel progress at Roosevelt Elementary School and the construction of the new Hays High School. Wilson said the timelines for both projects have been slightly accelerated.

Wilson also reviewed the five-year capital outlay plan.

Russ Henningsen, district transportation director, showed the district's vehicle inventory and replacement schedule.

There are no plans for purchase of more vehicles this fiscal year. In 2024-2025, the five-year transportation plan calls for purchase of one car and one Suburban, along with an activity bus.&nbsp;

Scott Summers, technology director, presented an overview of the district's computer technology, including back-up systems.&nbsp;

"Technology. You've got to have it," Summers said, noting that many program processes used by staff, teachers and students are transitioning to be web-based.

Considerable discussion centered on the gaps in special education funding from the state of Kansas and the federal government during a presentation by Kyle Carlin, West Central Kansas Special Education Cooperative special education director.&nbsp;

Russell USD 407 will join the cooperative in July, which currently includes Hays, Ellis, Victoria and La Crosse. Russell students will make up 15.5% of the cooperative's full-time equivalent students.

Chris Hipp, assistant superintendent of business services gave a district audit review update.

"There's no change in our tax levy but we are generating more in the general fund," Hipp said.&nbsp;

At the April meeting, school board members will be asked to approve an upcoming republished budget and budget hearing "giving us the authority to spend what we generate," he said.

A 10-minute executive session was held towards the end of the work session to discuss employer-employee negotiations. No action was taken.&nbsp;

Ken Brooks, board president, was absent from the meeting.

USD 489 work session cut short due to winter weather conditions

TOPEKA - Eagle Radio's Dustin Armbruster is the 2024 recipient of the Kansas Association of Broadcasters Hod Humiston Award.

The award is given annually to a Kansas broadcaster who has made significant contributions to the field of sports broadcasting as well as work in the community.&nbsp; The award is named for Hod Humiston who was the first television sportscaster in Kansas when he did play-by-play coverage of college games for KTVH (now KWCH TV), channel 12, Wichita.

Armbruster becomes the fifth Humiston award recipient who has worked in the Hays market joining Bob Davis, Wyatt Thompson, Steve Webster and Gerard Wellbrock.

Armbruster serves as the play-by-play voice of Hays High athletics on 96.9, KFIX as well as an analyst on Fort Hays State broadcasts. He is co-host of the Bull Morning Show on on KKQY (101.9) and is the&nbsp; operations manager at Eagle Radio-Hays. Armbruster is a multi-award KAB Award winner and two-time recipient of the Kansas State High School Activities Association Oscar Stauffer Award (2022, 2013) for high school play-by-play.

Armbruster will receive the Hod Humiston Award on Tuesday, April 23 as part of the KAB's Sports Broadcast Seminar at Arrowhead Stadium in Kansas City, Mo.

It was a short five-minute work session for Hays city commissioners last Thursday afternoon.

The sole agenda item was the first step in creating a reinvestment housing incentive district for The Grove development to be built north of Hays Medical Center on Canterbury Drive.

Plans include 12 six-plex structures, eight duplexes, 50 single-family homes, and infrastructure to support and serve the development.

The commission agreed to move on a resolution to their <a href="https://ks-hays.civicplus.com/AgendaCenter/ViewFile/Agenda/_03212024-1472">March 28&nbsp; meeting</a> for making certain housing needs findings and determinations.

"What that does is show the state there is a shortage of quality housing in Hays and that scenario is expected to continue," said Finance Director Kim Rupp.

"What is out of the norm is asking the city to finance the project with revenue bonds," he said.

Grow Hays is asking that the city finance and construct the infrastructure related to the project, by utilizing incentive district  revenues.

If the district is created, the fund would collect incremental property tax revenues for a maximum period of 25 years. Grow Hays estimates the incentive district would generate approximately $8.425 million in revenues.&nbsp;

"This state tool, what it does is, you've got a wheat field right now that's generating $200 a year in property tax," Doug Williams, Grow Hays executive director said on Friday.

"When it's built out and has 50 houses on it, it's generating $150,000 a year in property tax. The RHID allows the developer to catch a significant portion of that increment ... until they have recovered their eligible costs for the development."&nbsp;

A 20-minute executive session was called at the end of the meeting for discussion of acquisition of real property. No action was taken afterwards.

Commissioner Mason Ruder was absent from the meeting.&nbsp;

🎙 Hays city commission hears reinvestment proposal for Grove housing district

Rural Ellis County voters will get their opportunity later
this year to vote on whether their tax dollars will go only to support
libraries in Ellis County or if that money will continue to be distributed
across north-central Kansas. 

Last week the Ellis County Commission approved in a 3-0
vote, putting the question “Shall Ellis County, Kansas establish and
maintain a county library?” before rural voters on the August 6, 2024 ballot.

Commissioner Michael Berges stressed that the tax would
continue to be collected but instead of the taxes going to the Central Kansas
Library System (CKLS) and then distributed back to the 17 counties that are a
part of that system, the money would stay in Ellis County.

“The taxing would be essentially the same,” Berges said. &nbsp;If the Ellis County Library were to be
approved, “The $300,000 is just collected within our own county board (and) they
(would) determine how they want to provide library services through the current
libraries that we have within the county.”

Berges, who joined the KAYS Morning show last week, talked
about the proposal and what a complicated issue it is.

“We really won't know all the answers that people want
because depending on the resolution vote, it could take up to two years to finalize
a county library,” Berges said. 

Berges said a lot of the feedback that he has received is
asking questions that the county cannot answer until the measure goes before
voters, so the first step in the process is to approve the resolution and see
what the voters want.

“If the voters want to continue on the current use of the Central
Kansas Library System, then that's their choice and we continue down that path,”
Berges said. “But if the voters were to move to an Ellis County Library, then
there's a two year process still, that also still includes the state, and
whether they would allow us to opt out anyway.”

Berges, who previously served on the Hays City Commission
said this is an issue that he has been aware of for many years.

Only residents who live in Victoria and rural Ellis County currently will be affected by the proposal and allowed to vote on the resolution.

Both the cities of Hays and Ellis already collect taxes to
fund their respective public libraries. 

Residents of Victoria and rural Ellis County are currently paying a 1.5 mill collected for the Central Kansas Public Library.

Residents in all areas of the CKLS are also taxed at the 1.5
mill or about $150 on $100,000 worth of property rate but as Berges pointed out
those funds are then split among the 17-county area. 

“That worked fine and well in the '60s and '70s,” Berges said.
“When all these counties out here were populated relatively closely. The
valuations were similar.”

while the other counties are not and both counties are seeing the amount of
funding they receive shrink.“Ellis County residents are continuously paying more into
the Central Kansas Library System because our valuations are going up; we have
more people and the amount that we receive back, right now it's less than a
third,” Berges said. “So, if you pay $150 in, the Central Kansas Library system
sends about $50 back to Ellis County libraries.”The Hays Public Library and the Ellis Public Library are
both members of the CKLS and receive funding from the system but Brandon Hines,
the director of the Hays Public Library said they are seeing less funding each
year.Hines told the commission he sees the CKLS as an important
part of rural communities and that they are in no way attempting to be the only
library in Ellis County.“Library services to our rural communities is very important,”
Hines said. “Ellis already has a library, we think this change could actually
increase their funding, increase their resources in the future.”Because Victoria does not have a public library, Hines estimated
the Hays Public Library has 450 cardholders from Victoria and they believe they
could extend services to Victoria, if the Ellis County Library is approved. Berges also stressed that they see this as a benefit for the
Ellis Public Library and access to the Ellis Public Library is not going anywhere.
Hines also stressed that to the county commission.“Absolutely, there needs to be a public library in Ellis,”
Hines who is an Ellis resident, said. “There's no intention of the Hays Public Library
being the only library in the county.”The City of Ellis and the Ellis Public Library are currently
considering whether to remain separate from the proposed Ellis County Library
or opt in.If they choose to remain separate, the funding remains the
same. They will still receive funds from the CKLS and the library will be funded
through local property taxes, just like the Hays Public Library.If they elect to opt in to the Ellis County Library, the
voters in Ellis would also get to vote on the resolution and they would have
representation on the Ellis County Library Board.Hines said that if the resolution is approved by voters the
process is already laid out by state statue.“There would be a five member board, and it would be from
the taxing district,” Hines said. “So, if that taxing district was outside the
city limits of Hays, and outside the city limits of Ellis, it would be five
members from that taxing district. If Ellis decided to opt in or Hays decided
to opt in, it would also include that taxing district, but that board would be
appointed by the county commission.”The board would set the mill levy and have control over the
library budget and contracts.Both Hines and Berges reiterated that it is a very complicated
process and that they cannot answer all of the questions until voters weigh in
on the initial question, which is “Shall Ellis County, Kansas establish and
maintain a county library?”Berges said, “The dividing line is if you feel the current
system works, and the libraries you feel are funded fine the way that is, vote
no and it remains,” Berges said. “If you feel like the opportunity is, ‘I
believe those tax dollars staying more local, and allowing local five board
members to make decisions for my tax dollars, (then vote yes),” Berges said. “I believe you would have a little bit more influence as citizens,
influence on your county and city commissioners on different topics,” Berges
said.
