A collaboration between eight of Kansas’ small-town breweries will recognize Kansas Day with a fundraiser to benefit the Kansas Sampler Foundation.

Eight Kansas breweries are working on special beers to be released in honor of Kansas Day, the commemoration of Kansas becoming the 34th state on Jan. 29, 1861. The beers and special activities at each brewery will highlight Kansas products, Kansas trivia, and more to celebrate the state’s birthday.

Most of the events will take place at the participating breweries between Jan. 25 and Jan. 29. The participating breweries are:

“For more than 160 years, Kansas’ statehood has been celebrated in a variety of ways, from square dancing, and butter churning at grade schools across the state to eating distinctly Kansas foods like chili and cinnamon rolls,” said Sarah Green, co-director of the Kansas Sampler Foundation. “Getting out to explore something you enjoy is a year-round activity, but it’s something special when it happens around Kansas Day.”

In addition to the beers to be released, each brewery will be supporting the work of the Kansas Sampler Foundation, an organization that has preserved and sustained rural culture for 30 years. The breweries will donate proceeds from beer sales to support their work of educating Kansans about Kansas and networking with and supporting rural communities.&nbsp;

Area craft breweries to raise a glass to Kansas Day

For the sixth time, Office Products Inc. (OPI) has earned the Canon Outstanding Partner Award “for demonstrating a commitment to bring Canon’s innovation and design to our customers,” said Kenny Vink, OPI co-owner.

The award applies to all Canon products sold at the local, family-owned business.

“The bulk of these sales are in the imageRUNNER ADVANCE line,” Vink said. “We also deal in a line of imageCLASS desktop printers and all-in-one copiers.”

Other areas of sales that contributed to this award are the imagePROGRAF wide-format poster printers and the imagePRESS high-detail production multi-function printers.

“Throughout all of these lines, this award also highlights our investment in parts and supplies,” Vink noted. “This is how we are able to quickly service and maintain the copiers and printers for our customers.”

OPI chooses to provide Canon products because they represent “the top brand for copiers and printers,” Vink explained. “We have had a relationship with them for more than 35 years because Canon works hard to bring innovations to their product lines.

The Child Care Task Force of Ellis County discussed the need to increase wages for child care workers at its meeting on Tuesday.

To that end, members of the task force discussed the possibility of applying for Community Service Tax Credits through the Kansas Department of Commerce.

One of the stumbling blocks to that effort is the task force is not a 501(c)3. The task force is under the umbrella of the Chamber in Hays with Chamber president and CEO Sarah Wasinger serving as a facilitator.

However, the Chamber is not a 501(c)3 and cannot apply for the credits on behalf of the task force.

&nbsp;Wasinger said the task force becoming a nonprofit could be discussed further.

Brett Schmidt, task force member and owner of Learning Cross Child Care, said the application process for the tax credits is complicated and lengthy. He said he thought it would be too difficult to complete for any one child care provider.

"I think by the time the state comes up with the funds to adequately fund it, it will probably be below the bar already," Schmidt said of child care worker wages.

State tax credits reduce the total amount of taxes owed to the state. They are a way for a taxpayer to substantially reduce the cost of making a contribution to a charitable organization.

The tax credit is for contributions made by business firms or individuals subject to Kansas income tax, Kansas privilege tax or the premium tax or privilege fees imposed on insurance companies. The minimum amount that can be donated is $250. There is no maximum amount.

Catholic Charities in Hays and DSNWK are already participants in the program.

Donna Hudson-Hamiliton, director of Early Childhood Connections, said Hays High School is still trying to create a program where students could earn their child care provider accreditation while in high school.

She said school officials hope that will be available in 2025.

As of the end of 2023, Child Care Aware reported Ellis County still needed 427 child care spots to meet the county's needs. That is down significantly from more than 700 when the task force was founded in 2021.

Spots still open for tonight's development series

The task force is sponsoring a Child Care Provider Professional Development session from 6 to 8 p.m. today at the Rose Garden Banquet Hall, 2350 E. Eighth.

Sabina Hoffman, developmental inclusion specialist, will explore how child care providers can advocate on behalf of the children they serve by advocating for children’s different needs, addressing developmental milestones, understanding the screening process and utilizing local resources to support the needs of children and families.

Providers will earn two credits toward their accreditation requirements.

The event is open to any area providers. Spots are still available. Dinner is included.

Ellis County Child Care Task Force discusses using tax credits to boost worker pay

A public hearing will be held during Thursday's Hays City Commission meeting to authorize an application to the Kansas Department of Health and Environment for a loan on the R9 water project.

John Braun, R9 project manager, told the commission last week the projects to construct the R9 wellfield and pipeline have been added to the KDHE 2024 Intended Use Plan, which allows the city to apply for low interest loans up to $135 million.

The estimated cost of the waterline project is $135 million.&nbsp;The city's loan application to the Kansas Public Water Supply Loan Fund would be for less than $95 million. 

"The city finance director estimates we will have about $58 million of cash available in the water sales tax reserve fund to pay cash before needing to borrow approximately $76 million," Braun said.&nbsp;

Any grants the city is awarded would reduce the amount necessary to finance.

"It's unlikely we will need to borrow that much money, but we wanted a high number in place in the case of unforeseen contingencies," Braun said. "The application doesn't obligate us to accept any funds from KDHE, leaving us flexibility if another financing vehicle is more desirable. It's kind of a safety net."

Commissioners are expected to approve the recommended bids totaling $1.09 million for the 2024 street maintenance program.&nbsp;

Major projects this year include&nbsp;reconstruction of East 28th Street from Fort to Oak and rehabilitation of the Main Street bridge in south Hays.

An agreement between the city, the Kansas Department of Transportation and the engineering firm&nbsp;Cook, Flatt &amp; Strobel will be considered for construction of a multi-use path in northeast Hays from 41st and Hall to Vine Street and over to the Sternberg Museum of Natural History.

The project is being funded from the KDOT Carbon Reduction Program for an amount not to exceed $1.5 million or 80 percent of the actual costs for engineering and construction. The city budgeted $500,000 in the 2024 Special Parks and Recreation Budget to cover the remaining 20 percent.&nbsp;

To allow for a more flexible application of the city's stormwater regulations, Jess Rohr, public works director, is recommending removing the requirement to treat stormwater quality when 10,000 square feet of impervious surface is added within a development, and also to provide clarification for the term “land disturbance.”

"There is still a need to treat water in many cases, but we're trying to find the balance between how much does someone do before treatment becomes necessary," Rohr said.

Glenn R. Braun, Chief Judge of the 23rd&nbsp;Judicial District, has announced that he will not be seeking reelection in 2024.

“It has been my honor to serve the good citizens of Ellis, Rooks, Trego and Gove counties as judge and a privilege to work with the dedicated staff at each of the courthouses,"&nbsp; he said in an email.

"The support of the communities and the county commissions in the administration of justice has been most appreciated. I look forward to pursuing other opportunities at the conclusion of my term in January 2025 and I wish to thank everyone who made the experience of serving on the bench so rewarding.”

Braun took the bench in 2012 and has been the chief judge since 2016. He previously served as the president of the State Bar Association, a commissioner on the Kansas Racing and Gaming Commission, and is presently chairman of the Kansas Supreme Court Specialty Court Committee.

Braun has served on numerous local and state boards and committees during his 42-year legal career.

The city of Victoria is moving forward with a plan that aims
to beautify the community and spur growth while saving taxpayers money at the
same time.

After working on setting up a Neighborhood Revitalization
Plan for almost a year, the city of Victoria received the final approval
from the Ellis County Commission earlier this month. The city of Victoria and
the school district had already approved the plan.

The&nbsp;Neighborhood Revitalization Plan is a way to use economic incentives to spur economic
growth. 

James Robben, director of business development at Grow Hays,
has been working with the city of Victoria on putting together a plan and
recently told the county commission, “the [Neighborhood Revitalization Plan] is an economic incentive that
helps develop personal property, industrial property or commercial property. So,
it's a rebate on property taxes, if you improve your property.”

Robben said residents can apply for a project they
want to complete that will increase the value of their home, commercial or
historical property and they will get a percentage of the property taxes back
as a refund.

Residential properties would qualify for a 70 percent rebate, while commercial property would have a 90 percent rebate and properties on the Kansas Historical Registry would have a 100 percent reabte. The county will access a 5-percent administration fee.

Robben gave an example. A homeowner has a $10,000 house and pays
$1,000 worth of taxes. The value of the property increases by $10,000, to $20,000. The owner now pays $1,000 more in taxes. The homeowner would get $700
back.

The refund amount is locked in for the 10 years even though the
taxes on the property may fluctuate.

“It's a way to help beautify a small, rural
community,” Robben said.

Robben said the project must first be approved by
the city. A property owner cannot just complete the work on the project and
expect to take advantage of the program.

The project has to be approved, completed and then the valuation
by the county appraiser’s office must show an increase in valuation of more than
$10,000 to be awarded the tax rebate, he said.

“It is a do-the-work and then get-their-reward-on-the-backside (program),” Robben said, “which I think is very important to
note that you're not just giving up anything, you have to do the work and then
get the refund.”

Applicant will still pay
their taxes in full and will receive a refund through the program.

Ellis County Commissioner Michael Berges said it is also not
the amount of money that a property owner spends, it is the amount that the
property valuation increases.

“There are probably cases where you could put paint on
something and spruce it up and make it look a lot better,” Robben said. “And it
might only cost you $6,000, you might appraise for $10,000 ...

&nbsp;“Or it could be an
empty lot with nothing on there and you put a building on and could increase
the valuation quite a bit,” Robben said. 

Victoria Mayor John Schulte said the city has already had
residents show interest in the program.

The program, just like the city of Hays’&nbsp;Neighborhood Revitalization Plan, will be
administered through the local city office. Robben said the city of Victoria is working
with city employees to make sure staff understands how to implement the
program.

Because everything hinges on property valuation at the end
of the project, Robben said it will take a lot of education at first. He said
he will serve as a resource and suggests interested parties work with the Ellis County appraiser’s office.

recently told the county commission, “the [Neighborhood Revitalization Plan] is an economic incentive that
helps develop personal property, industrial property or commercial property. So,
it's a rebate on property taxes, if you improve your property.”Robben said residents can apply for a project they
want to complete that will increase the value of their home, commercial or
historical property and they will get a percentage of the property taxes back
as a refund.Residential properties would qualify for a 70 percent rebate, while commercial property would have a 90 percent rebate and properties on the Kansas Historical Registry would have a 100 percent reabte. The county will access a 5-percent administration fee.Robben gave an example. A homeowner has a $10,000 house and pays
$1,000 worth of taxes. The value of the property increases by $10,000, to $20,000. The owner now pays $1,000 more in taxes. The homeowner would get $700
back.The refund amount is locked in for the 10 years even though the
taxes on the property may fluctuate.“It's a way to help beautify a small, rural
community,” Robben said.Robben said the project must first be approved by
the city. A property owner cannot just complete the work on the project and
expect to take advantage of the program.The project has to be approved, completed and then the valuation
by the county appraiser’s office must show an increase in valuation of more than
$10,000 to be awarded the tax rebate, he said.“It is a do-the-work and then get-their-reward-on-the-backside (program),” Robben said, “which I think is very important to
note that you're not just giving up anything, you have to do the work and then
get the refund.”Applicant will still pay
their taxes in full and will receive a refund through the program.Ellis County Commissioner Michael Berges said it is also not
the amount of money that a property owner spends, it is the amount that the
property valuation increases.“There are probably cases where you could put paint on
something and spruce it up and make it look a lot better,” Robben said. “And it
might only cost you $6,000, you might appraise for $10,000 ...&nbsp;“Or it could be an
empty lot with nothing on there and you put a building on and could increase
the valuation quite a bit,” Robben said. Victoria Mayor John Schulte said the city has already had
residents show interest in the program.The program, just like the city of Hays’&nbsp;Neighborhood Revitalization Plan, will be
administered through the local city office. Robben said the city of Victoria is working
with city employees to make sure staff understands how to implement the
program.Because everything hinges on property valuation at the end
of the project, Robben said it will take a lot of education at first. He said
he will serve as a resource and suggests interested parties work with the Ellis County appraiser’s office.

Victoria offers tax refunds for property upgrades

For those who have trouble paying their bills throughout the heating season, there is a federal program called LIEP that can help.

In Kansas, it's administered by the state Department of Children and Families.

Midwest Energy and DCF will host an informational program and LIEP sign-up event from 10 a.m. to 2 p.m. Tuesday at the Hays Public Library, 1205 Main. Lunch will be provided.&nbsp;

"If you've had trouble or have a large balance on your account, you can come down and apply for assistance. LIEP can help with a one-time grant," Morley said.

LOGAN-The Hansen Museum Continuing Education Program is pleased to welcome certified Bob Ross instructor Amber May of Aurora, Colorado to teach two Joy of Painting classes on February 17th and 18th. Hansen Muesum plans Bob Ross painting class

My mother’s family of four children grew up as teacher’s kids in Southwest Kansas during the hard years of The Great Depression. In those days, educators received salaries only during the months they taught, and that small paycheck didn’t cover summer bills. To supplement their budget, Grandma boarded teachers, providing rooms and meals. During off-months, Grandpa worked for area farmers for a dollar a day. Because she wanted her kids to play the piano, Grandma labored extra hours doing teachers’ and community members’ laundry and ironing to fund music lessons.

While Mom’s skills impressed me, her sisters played hymns in church on Sunday throughout their lives. During family visits to Grandma’s, I’d run fingers across those keys my mom and her siblings learned on and wish I too could produce more than a racket. However, our family moved OFTEN and couldn’t lug a piano along. In addition, my dad often worked midnight tower, which meant him sleeping days. Me practicing a noisy, new skill didn’t fit our family dynamic.

My longing to make music inspired the grown up me to squeeze a 1950s console into our dining room and sign up for lessons from a patient teacher. To my distress, I did not produce pretty music. Trying to fit in practice while teaching and coaching, taking college classes for a Master’s Degree, wrangling toddlers, feeding family, and keeping house led to frustration. After two years of moaning and groaning, I gave up that dream. Despite my disappointment, those lessons instilled greater appreciation for those who play well.

Apparently, few people my age became accomplished musicians regardless of whether they moved frequently or stayed in one place. When other activities competed with developing competent skills, music took the back seat. Nowadays, I see the results in area churches.

Decades ago, Sunday services included a pianist and organist with substitutes who filled in when regulars couldn’t play. Presently, some congregations don’t have a pianist or organist, so they rely on technology to provide contemporary praise music. Traditional lyrics and tunes folks learned sitting in the laps of parents and grandparents fall by the wayside.

Fortunate congregations still have at least one pianist who plays traditional hymns as well as praise songs. Some celebrate enough talent they can assemble a keyboardist, guitarist, and drummer. If they’re really lucky, their instrumentalists play both newer and traditional tunes. Interestingly, when congregations sing traditional hymns, it seems participants sing louder. I’d guess hymns linking singers to memories of loved ones invigorate their voices.

Two sisters around my age who grew up playing piano bless a local congregation with music each Sunday. The pair switches easily from traditional hymns to praise songs, occasionally tossing in a riff that demonstrates serious mastery of ivory and ebony. Their loving banter offers a peek at the joy music provided them as they grew up. Their repartee reminds me of listening to my mother and her sisters discuss music.

As a music lover, I value families producing the next generation of instrumentalists willing to play publicly, a cultural glue that unites family and community. Grandma would say it was worth every bit of extra laundry she scrubbed to make sure her kids played piano. I agree.

In my last article on budgeting, I referenced saving money and an emergency fund. I wanted to spend a little more time on this topic since its an important one.

Growing your savings requires a plan. It starts with a budget. There are many ways to save money the key is finding which one works best for you. The easiest way is to set up an automatic deposit from your paycheck. Most banks and credit unions allow you to automatically transfer funds into various accounts on a regular basis. Emergency savings should ideally be placed in an easily accessible account at a bank or credit union that will not charge you taxes, maintenance, or early withdrawal fees. Ideally, you would be able to earn interest on the money in your savings account.

If you don’t have money in savings then starting small is a good plan. Perhaps saving 5-10% of your paycheck or even $10 a week. The goal is to get to $500-$1,000 as soon as you can. That amount will usually cover repairs on appliances or vehicles, etc. Another way to save money is to create a savings plan. You figure out how much money you’ll need to save as a goal. Then divide the amount of money you want to save by the number of weeks you have to save it. That is your weekly savings target. You can try to increase savings by cutting out wants such as eating out or canceling cable or subscriptions for a while.

Tax time is a good time to save if you are getting a refund. Consider using all or part of a refund for savings. You can have your refund automatically placed in your savings account and then you don’t even have to think about it. So easy! Other one-time opportunities to save would be gifts of money for birthdays or holidays.

Once you have your emergency fund you will want to make sure you only use it for emergencies. An emergency fund is a cash reserve used only for unplanned expenses or financial emergencies. The Consumer Financial Protection Bureau defines emergency fund as savings that can be used for large or small unplanned bills or payments that are not part of your routine monthly expenses and spending. Some examples include car repairs, home repairs, medical bills, or loss of income. A vacation is not an emergency. Neither is the cute outfit or shoes that are on sale.

Having an emergency fund allows you to have a buffer when life happens. This allows someone the freedom of not having to use credit cards or loans, which can lead to debt that is harder to pay off. Having savings is particularly helpful for those with an irregular income.

Once you have a minimum amount in an emergency fund you may want to think about having more in the emergency fund for bigger emergencies such as an unexpected job loss. Having a few months of expenses in savings can be a buffer when the unexpected happens.

Learning to save money is a lifelong skill. Just like budgeting it can take some practice, so don’t give up. You will be pleased with the results. Happy saving!

How do you choose a credit card? Do you care about keeping your personal financial information secure and so you choose a company that you trust? Do you choose your card based on your spending habits and where you can maximize the rewards points or cash back earned? Most people choose their credit card based on both factors – I know I do!

As a community banker and a consumer, I want to use a credit card knowing that the company processing every transaction has invested in keeping my personal financial information safe every time I use it. AND I choose a credit card based on the value I receive back on every purchase made. Unfortunately, there is a bill being promoted in Congress that could put these important factors at risk.

The Credit Card Competition Act (CCCA) which is being supported by U.S. Kansas Senator Roger Marshall and U.S. Illinois Senator Dick Durbin, would impose a restrictive government mandate on credit card transactions by allowing merchants to choose more than one network for the processing of credit card transactions. Most likely, that merchant will choose the company that is the cheapest for them – and the cheapest may not be the best. It could potentially expose your personal financial information to a less secure network and eliminate the popular cash back and rewards programs enjoyed by credit card users.

LETTER: Why consumers should care about credit card routing mandates

TOPEKA –&nbsp;The Kansas Department of Health and Environment (KDHE), in partnership with the Kansas Radon Program, encourages Kansans to take action this January by learning about radon and how its risks can be lowered. &nbsp;

Radon is the second leading cause of lung cancer, behind cigarette smoking. 1 in 4 homes in Kansas test high for radon. It is a radioactive gas from the breakdown of naturally occurring uranium in the soil. Radon can’t be seen, heard or smelled, so the only way to know if a home has high levels of radon is to test. &nbsp;

The risk of developing lung cancer from radon exposure increases dramatically in people who smoke. People who smoke or are exposed to secondhand smoke and are exposed to radon have a ten times greater risk of developing lung cancer from radon exposure compared with people who do not smoke and are exposed to the same radon levels.

The advisory was issued because of a line break resulting in a loss of pressure in the system.&nbsp; Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination.&nbsp;

Following a 15-minute executive session, Hays USD 489 board members approved one-year contract extensions for the four district-level administrators during their meeting Monday night.

The vote was 5-1-1. Board member Allen Park voted no, while new board member Derek Yarmer abstained. Both men wanted more time to review the administrators' evaluations.&nbsp;

"The process is too fast," said Park. "We spend months working with the teachers' contracts, and we get 15 minutes to discuss this. ... We haven't been able to look at the whole evaluation."

 "You're asking me to vote on something I know nothing about," Yarmer said.

"What we're doing here today is letting them know that we will be looking at their contracts in the future, and we're recommending that their contract be extended because we do want to keep this staff here," staff," said Ken Brooks, board chairman.

Another new board member, Jayme Goetz, who voted yes, said "You will be hard pressed to find anyone who care more about 'every student every day' than these four people right here." Her remark brought a round of applause and loud cheers from the audience that included a number of teachers.&nbsp;

Contracts were extended for Superintendent Ron Wilson,&nbsp;Assistant Superintendent/Director of Curriculum Shanna Dinkel,&nbsp;Assistant Superintendent of Business Services Chris Hipp, and&nbsp;Director of Special Education Kyle Carlin.

The vote announcement was followed by more cheers and applause from the large audience.&nbsp;

This was the inaugural meeting for three school board members elected in November — Goetz, Ruth Ruder, and Yarmer.&nbsp;

In discussion items, Hipp presented a proposal for a new health insurance plan that ultimately would allow the school district to hire more classified staff to work more hours per day and become full-time employees, without costing more money.

"This will really help with recruitment and retention of staff," said Kyle Carlin,&nbsp;director of special education. A large number of paras and aides work in special education classrooms.&nbsp;

More detailed information will be presented at a future meeting.&nbsp;

Wilson presented several recommended policy updates from the Kansas Association of School Boards which include language on evacuations and emergencies modified to give district staff more autonomy to determine when it is safe to dismiss school or release students in emergent situations. 

Another update addresses&nbsp;detailed policy language on unpaid meal&nbsp;charges. Wilson said Hays schools seldom have unpaid meal accounts and noted a recent $17,000 anonymous donation for school pantries.&nbsp;

Wilson also shared information from Gov. Laura Kelly's state of the state address and how her proposed budget may affect funding for Hays USD 489.

"Probably as important as anything, she's recommending that they fully fund for the base projection of about $5,300 per student, which is an increase.&nbsp;

"And, also, this is huge, she's recommending that special ed five-year phase-in of about $75 million [annually]. We're hopeful. We need it. It's crucial.

"You will have big decisions if we don't get some help in special ed."&nbsp;

Board members also heard an update of the USD 489 Foundation annual auction from Chrisy Crough, which raised $51,000 and the recognition of the WeKan Crew at the Kansas Association of School Boards first District Showcase in November. Only 20 districts in the state were selected to highlight outstanding programs in their district.

Jarrod Kuckelman, management analyst for the city of Hays, made a presentation about a proposal to expand the existing Neighborhood Revitalization Plan. The program offers a property tax rebate to people making improvements to their properties within a specified district. USD 489 is one of the taxing entities that contributes to the rebate and would have to approve the proposal in the future.

To align with this strategy, the Blue Distinction Centers for Maternity Care program enhanced its quality and measurement standards to recognize higher-quality facilities that have taken action to respond effectively to obstetric emergencies, reduce racial disparities, and improve maternal health outcomes.The Blue Distinction Centers for Maternity Care program’s selection criteria was devised to close clinical care gaps and reduce inequities that persist throughout the maternal care spectrum.
