SENATE HAPPENINGS Feb. 10, 2025&nbsp; Topeka

This week, Senate standing committees continued to hold hearings and advance legislation for placement on General Orders, where the full Senate will debate and vote. 

As the Legislature wrapped up its fourth week, the pace is accelerating in anticipation of Turnaround Day on February 20. 

Tax relief and the state budget remain top priorities, with discussions on potential budget cuts to provide meaningful tax relief for Kansans. 

In the coming weeks, we expect a flurry of bill hearings, budget recommendations, and tax debates as we work to meet key deadlines. So far, over 250 bills have been introduced in the Senate since the legislative session began on January 13, 2025.

 This week, the Senate passed eight bills to the House of Representatives, where they will undergo further committee hearings and debate. Additionally, one bill has been sent to the Governor’s desk, awaiting her approval or veto.

SENATE FLOOR ACTION SB10 - Would exempt personal property tax on snowmobiles, all-terrain vehicles, recreational off-highway vehicles, motorcycles manufactured for off-road use, golf carts, motorized bicycles, electric-assisted bicycles, electric-assisted scooters, electric personal assistive mobility devices, or motorized wheelchairs, airplanes, helicopters, and watercraft (boats) and trailers having a gross weight of 15,000 pounds or less. The bill passed 37-3. I voted yes. SB35 – Would eliminate all of the state’s portion of the mill levies for the Kansas Education Building Fund and the State Institutions Building Fund and off-set these dollars to the State General Fund. The bill passed 38-2. I voted yes.

SB63 – also known as Help Not Harm Act - would restrict the use of state funds for gender transition care to those under the age of eighteen. The bill would also prohibit health care providers from performing transition care such as gender transition surgeries and prescribing puberty blockers. It would create civil penalties to those who knowingly provide such services. This bill passed 32-8. I voted yes. After a vote of 83-35 in the House on January 31st, the bill is now on the Governor’s desk.

SCR1602 - encourages the governor to fully cooperate with federal enforcement of immigration laws. The resolution passed 31-9. I voted yes.

SB8 - would ensure drivers exercise more caution when passing stationary vehicles with hazard warning lights on. The bill passed 39-0.

SB9 - would extend the amount of time required for reports to be filed with the state historical society for certain United States public land surveys from 30 to 90 days. The bill passed 39-0.

SB4 - would require advance voting ballots be returned by 7:00PM on the day of the election. The bill passed 29-10. I voted yes.

SB6 – would prohibit the use of any form of ranked-choice voting methods. The bill passed 29-10. I voted yes.

SCR1603 - if adopted by a two-thirds majority of each chamber of the Kansas Legislature and approved by voters, would amend the Kansas Constitution to generally limit, for property tax purposes, the growth of taxable value of any real property or residential mobile home personal property to 3 percent per year amended to roll back the valuation starting point to 2022. The resolution passed 28-11. I voted yes.

A new coalition of twelve organizations is working to provide nonpartisan, unbiased public resources aimed at encouraging more Kansans to run for local office. 

This week, the coalition testified before the Senate Local Government Committee, sharing their collective vision and mission to inspire more individuals to consider public service. The coalition includes: Kansas Farm Bureau, Kansas Association of Counties, Kansas Association of School Boards, League of Kansas Municipalities, Kansas Leadership Center, Kansas Chamber, Chamber of Commerce Executives of Kansas, Kansas Association of Realtors, Kansas Bankers Association, Kansas Medical Society, United WE, and the Kansas Agricultural Leadership Program. 

The initiative began in 2023 when Kansas Farm Bureau reached out to county clerks across the state to assess vacancies and the lack of candidates filing for local offices. Their findings revealed a troubling shortage of candidates, particularly in rural areas, raising concerns about the long-term economic viability of farm and ranch communities that depend on strong local leadership and thriving main streets. 

The Engage Kansas coalition remains committed to developing and supporting new local leaders to serve Kansas schools, cities, and counties. On January 30, approximately 450 Jobs for America’s Graduates-Kansas (JAG-K) students and staff visited the Kansas Statehouse to participate in JAG-K Day at the Capitol. They were honored with Resolutions in both the Senate and House chambers, recognizing their dedication to personal and professional success. JAG-K is a nonprofit 501(c)(3) organization committed to preparing students for bright futures. 

As an in-school elective, the program is led by a trained JAG-K Career Specialist who provides both individual and group instruction to 35-45 students per class. Using the competency-based JAG National Curriculum, these specialists equip students with essential employability, career, and leadership skills while also assisting with academic support. 

Beyond the classroom, JAG-K students give back to their communities, completing at least 10 hours of community service each year. Through this program, students gain valuable real-world experience, setting them on a path toward success in both higher education and the workforce.

NATIONAL UNCLAIMED PROPERTY DAY – FEBRUARY 1

Did you know that Senate District #36 has over $1.3 million in unclaimed funds? February 1st is Unclaimed Property Day, and the Kansas State Treasurer’s Office is encouraging Kansans to check if they have money waiting to be claimed.

 "Our office currently holds more than $525 million in unclaimed property for Kansans," said Kansas Treasurer Steven Johnson in a recent news release. "It is estimated that one in 10 people nationwide has unclaimed property – so it’s worth checking regularly to see if you, your family, or friends have funds available to claim." 

According to the National Association of Unclaimed Property Administrators (NAUPA), nearly 33 million people in the U.S. have unclaimed property. This can include forgotten bank accounts, uncashed checks, unpaid life insurance benefits, safe deposit boxes, and unused rebate cards. When owners cannot be located, these assets are turned over to the state. 

Searching for and claiming unclaimed property in Kansas is completely free. However, the Treasurer’s Office warns Kansans to be cautious of third-party companies that offer to assist with claims for a fee. While some operate legally, others take advantage of unsuspecting individuals through scams.

FROM THE DEPARTMENT OF REVENUE – A NEW PROPERTY TAX TOOL

A new app from the Kansas Department of Revenue (KDOR) aims to make property value data more accessible, reinforcing the state's commitment to transparency and accountability. The initiative will feature the Kansas Property Valuation Division (PVD) Data Portal, an open-data website that provides up-to-date, easily accessible property valuation information. KDOR officials emphasized their goal of streamlining the property appraisal process while increasing public transparency. By making this data widely available, they hope to empower Kansans to make informed decisions about their homes, businesses, and communities. 

"We believe that transparency is key to building trust between government and citizens, and this site is an important step in that direction," said KDOR officials. 

The PVD Data Portal will feature appraised value data on all property types from each Kansas county, displayed in user-friendly charts and graphs. This resource will give Kansans direct access to the most current and comprehensive property valuation data. BOWERS: 2025 Senate Scene Week 4

The Women Who Lead nonprofit has partnered with a Fort Hays State University sorority to involve more young women in leadership and philanthropy.

Members of Delta Zeta sorority have joined the Women Who Lead group in Ellis County.

Since the groups joined forces, they have partnered on two food drives for the FHSU food pantry and a women's self-defense class.

The groups connected when Delta Zeta asked Ruth Ruder, Women Who Lead president, and Nancy Jeter, a Women Who Lead founder, to speak to students during a Women's Day event.

Some sorority members and their mothers were so excited about Women Who Lead that they joined that day.

Ella Burrows, president of Delta Zeta, said joining Women Who Lead has allowed her to make connections outside of campus.

"We get to see how a thoughtful and well-planned out organization operates, which has been really helpful for our girls to see in another organization outside of our own operate," Burrows said.

Burrows was impressed by Women Who Lead's community partnerships and hoped to use some of the same strategies in the sorority's fundraisers.

Delta Zeta's philanthropy efforts are focused on hearing and speech. They are partnered with the Herndon Clinic at FHSU, Starkey Hearing Foundation and American Society for Deaf Children.

The sorority has "Dodge for a Cause," a dodgeball tournament set for 10 a.m. to 1 p.m. Feb. 22 at Cunningham Hall. Its annual male beauty pageant, "Big Man on Campus," is set for March 25 at Beach Schmidt Performing Arts Center.

Women Who Lead has offered to help promote both of the upcoming events.

Jeter said it's powerful to involve partners in projects.

"So many of our projects start with a spark and an idea, and then it just grows, and then all of a sudden, we have a committee or a group of people who are making it happen," she said.

The Delta Zeta members are also giving back as members of Women Who Lead. Multiple sorority members have joined Women Who Lead committees, and&nbsp;Burrows has joined the Women Who Lead board.

Sophia Baumbach, recent FHSU graduate and former Delta Zeta social chairwoman, said Women Who Lead has been like a mother-daughter relationship. She said it's been comforting for her to have female support.

"It's like I lead, you watch, and one day you lead," she said.

"I feel like they are my adopted kids," she said. "I feel like I have to take care of them and nurture them into everything I know they can be. It's inspiring to see what they've already learned."

Jeter said Women Who Lead's membership tended to skew older before Delta Zeta became involved, and the partnership has been a way to involve younger women in the organization.

She said the Delta Zeta members bring life, passion and exuberance into the organization.

Ruder said Women Who Lead needed to bring in a younger generation.

"When we're in a nursing home, who's going to feed those people? Who's going to do Jesus' work? It has to be that generation that steps up," Ruder said.

Burrows, a senior in political science, and Baumbach said they hope they are creating the groundwork so future sorority members can continue the partnership with Women Who Lead.

In the future, Jeter said she could see a subgroup of Women Who Lead for FHSU students.

Not only would Women Who Lead like to continue growing its membership among students, but it has also created an Innovation Committee for women ages 30 to 40.

"We need to impact those women so everyone has a structure, and everyone has a place in Women Who Lead," Ruder said. "I think that is the big thing these girls helped us see. They fed off of us, and we fed off of them."

Its annual male beauty pageant, "Big Man on Campus," is set for March 25 at Beach Schmidt Performing Arts Center.Women Who Lead has offered to help promote both of the upcoming events.Jeter said it's powerful to involve partners in projects."So many of our projects start with a spark and an idea, and then it just grows, and then all of a sudden, we have a committee or a group of people who are making it happen," she said.The Delta Zeta members are also giving back as members of Women Who Lead. Multiple sorority members have joined Women Who Lead committees, and&nbsp;Burrows has joined the Women Who Lead board.Sophia Baumbach, recent FHSU graduate and former Delta Zeta social chairwoman, said Women Who Lead has been like a mother-daughter relationship. She said it's been comforting for her to have female support."It's like I lead, you watch, and one day you lead," she said.Ruder said she felt the same."I feel like they are my adopted kids," she said. "I feel like I have to take care of them and nurture them into everything I know they can be. It's inspiring to see what they've already learned."<figure>

 </figure>Jeter said Women Who Lead's membership tended to skew older before Delta Zeta became involved, and the partnership has been a way to involve younger women in the organization.She said the Delta Zeta members bring life, passion and exuberance into the organization.Ruder said Women Who Lead needed to bring in a younger generation."When we're in a nursing home, who's going to feed those people? Who's going to do Jesus' work? It has to be that generation that steps up," Ruder said.Burrows, a senior in political science, and Baumbach said they hope they are creating the groundwork so future sorority members can continue the partnership with Women Who Lead.In the future, Jeter said she could see a subgroup of Women Who Lead for FHSU students.<figure>

Cardiology care is focus of Feb. 11 Doctors on Call on SHPBS

LINDSBORG — Bethany College hosted over 500 young men from nearly 40 schools across Kansas on Jan. 30 for the annual Real Men Sing vocal workshop. This celebrated event provides an inspiring opportunity for students in grades 4-12 to explore choral music in a supportive, all-male setting, fostering confidence, camaraderie, and a love for singing.&nbsp;

Throughout the day, participants worked with music professionals in three distinct choirs, culminating in a powerful combined performance of&nbsp;God Bless America.&nbsp;

The High School Choir, conducted by Assistant Professor of Music Troy Robertson, performed&nbsp;The Music of Living&nbsp;by Dan Forrest,&nbsp;The Lazy Farmer, arranged by John Wykoff, and&nbsp;Ubi Caritas&nbsp;by Jonathan Reid. The Changing Voices Choir, led by Greg Bontrager (retired Buhler High School teacher) and Nicholas Griggs (McPherson High School), performed&nbsp;Bella Ciao,&nbsp;arranged by Christi Jones and&nbsp;Zum Gali Gali, arranged by Victor Johnson. Under the direction of Alex Underwood (Hays High School), the Unchanged Voice Choir performed&nbsp;Hakuna Mungu Kama Wewe, arranged by Greg Gilpin and&nbsp;Dona Nobis Pacem&nbsp;arranged by Hal Hopson.&nbsp;

“Real Men Sing is a great event for my middle and high school tenors and basses! They have fun being able to sing and be themselves without the pressure of sopranos and altos around. Of course, all-you-can-eat at the Caf is another nice perk for a growing boy,” said Britney English, choral director at Smoky Valley. “I’m grateful that this event exists, as it also encourages boys to sing in their school choirs!”&nbsp;

Robertson added, “One of the most important things a choir director can do is cultivate a love for singing in their students. Music is an outlet for many students to express themselves and have fun—Real Men Sing gives young men from all over Kansas that chance. They eat in the cafeteria, meet people from different walks of life, and spend an entire day making music and memories. A day well spent!”&nbsp;

The event was organized by Robertson in collaboration with Associate Director of Admissions Sabrina Wollenberg, with accompaniment provided by Professor of Music Daniel Masterson, Assistant Professor of Music Tyler Boehmer, Brenda Finch, and Glenna Balsick.&nbsp;

Real Men Sing includes area student vocalists performed at Bethany College

There always seems to be a new diet on the market. One to lower blood sugar, reduce cholesterol, or help you lose “x” amount of weight.

While some of these eating styles may be good for health, others may be unsustainable trends. So, how do you decipher the two?

There are many factors to consider when choosing an eating plan that is right for you. According to Harvard Health, ask yourself these questions before changing your nutritional habits:

· What goals are most important? Consider what you want to achieve. Is it weight loss, improved health, preventative medicine, or something else?

· What health problems do you have? One diet may improve symptoms of a specific disease while another may exacerbate it.

· Which foods do you like best? Your cultural preferences strongly influence whether you stick with a specific diet or not.

No matter the eating plan you choose, one with a variety of colors, fruits, and vegetables is likely to boost your well-being. 

Similarly, the Portfolio Diet is a blend of diets that improve health such as the Mediterranean Diet and DASH eating plan. This eating style is full of diverse foods and focuses on what you can add to your menu. Therefore, the diet is a “portfolio” of foods to choose from. This flexible approach is proven to lower cholesterol, reduce stroke risk, lower inflammation, and improve overall heart health.

So, what foods are included in the Portfolio Diet?

· High-fiber foods like whole grains, berries, apples, oats, and eggplant. These help to clear LDL cholesterol, reduce inflammation, and keep the digestive system functioning properly.

· Unsaturated fats like olive oil, avocados, walnuts, and pecans. Using these heart-healthy fats reduces inflammation and improves vascular health.

· Finally, plant-based proteins like beans, peas, nuts, seeds, and soy play a valuable role in this eating style due to their fiber content and lack of saturated fats.

Making room for lots of fiber, unsaturated fat, and plant-based protein can help you reduce the amount of refined and processed products that can have the opposite effect on health.

However, the Portfolio Diet is not an “all or nothing” approach. The goal is to introduce one food to your diet, make it routine, and build from there.

Dr. David Jenkins, creator of the Portfolio Diet puts it best, “It’s for real people, in the real world.” I encourage you to be adventurous. Add new, healthy ingredients to your menu every month. This can make a big difference over time because for any eating plan, consistency, not perfection, is key.

MANHATTAN — Winter is a “watch and see” season for Kansas wheat producers as their fall-planted stands wait in dormancy. Thanks to a combination of good stand establishment and moisture events, the coffee shop chatter remains optimistic thus far that this harvest will be better than the last, even as recent freezing temperatures threatened the crop with winterkill damage.&nbsp;

Richard Cott, who farms in north central Kansas, shared during the recent Kansas Wheat board meetings, that there is lots of hope, thanks to good stands established in the fall and more than a foot of snow that lay evenly on fields.&nbsp;

Still, it’s no secret to anyone who wandered outside, it got cold in Kansas from January 18 through January 21, with temperatures dropping as low as -15 degrees Fahrenheit. According to an eUpdate from K-State Agronomy issued on January 23, air temperatures were low enough to cause leaf burn but soil temperatures at two inches down never dropped below 20 degrees Fahrenheit.&nbsp;

The crop was further protected from snow cover following winter storms on January 6. According to the eUpdate, just two to three inches of snow should be sufficient to insulate the wheat crop from the coldest temperatures.&nbsp;

John Hildebrand, near Stafford, reported receiving nearly a foot of snow that stuck around for days and had rain come on top. Stands look good in his area in central Kansas.&nbsp;

But even the crops left without a blanket of snow still had good stand establishment from moisture this fall, especially for fields planted early. In fact, some of these early-planted fields were considered “too big” going into dormancy. Armed with a large number of tillers and good root development, the crop was and is set up to withstand a Kansas winter.&nbsp;

Jason Ochs from Syracuse and Mike McClellan from Rooks County both shared that their early planted wheat, planted as early as September 15, might fall into that “too big” for winter category, but the stands are up across the board and look loads better than the past couple of years.&nbsp;

According to the eUpdate, “A well-developed crop with three to five tillers can handle air temperatures in the single digits fairly well. Over 60 percent of the Kansas wheat crop emerged by mid-October and likely falls in this category. However, soil temperatures in the single digits can cause significant damage and winterkill, especially to less developed crops, such as the fields that emerged after November (about 25 percent of the Kansas crop), which will be more sensitive to winterkill with higher temperature thresholds for damage.”

Late-planted fields without snow cover are the most susceptible to winterkill damage, and there are parts of the state that will need more moisture than anything else as the crop emerges from dormancy. 

Kyler Millershaski, who farms near Lakin in southwest Kansas, reported he had to redrill some wheat, but it doesn’t look “too terribly bad.” While the top layer of soil is still dry and rain totals are still counted in hundredths, the crop still looks better than the past couple of years.

In the monthly winter crop progress and condition report, USDA’s National Agricultural Statistics Service reported winter wheat conditions with slight improvements from the month prior at 50 percent good to excellent, 36 percent fair and 14 percent poor to very poor, as of the week ending February 2.&nbsp;

The true impact of the combined winter weather will not be seen until the crop comes out of dormancy, which K-State estimates will be in another 50 to 60 days. Until then, producers will continue to monitor fields and count the drops or flakes that fall into the rain gauge.&nbsp;

Thanks to a combination of good stand establishment and moisture events, the coffee shop chatter remains optimistic thus far that this harvest will be better than the last, even as recent freezing temperatures threatened the crop with winterkill damage.&nbsp;Richard Cott, who farms in north central Kansas, shared during the recent Kansas Wheat board meetings, that there is lots of hope, thanks to good stands established in the fall and more than a foot of snow that lay evenly on fields.&nbsp;Still, it’s no secret to anyone who wandered outside, it got cold in Kansas from January 18 through January 21, with temperatures dropping as low as -15 degrees Fahrenheit. According to an eUpdate from K-State Agronomy issued on January 23, air temperatures were low enough to cause leaf burn but soil temperatures at two inches down never dropped below 20 degrees Fahrenheit.&nbsp;The crop was further protected from snow cover following winter storms on January 6. According to the eUpdate, just two to three inches of snow should be sufficient to insulate the wheat crop from the coldest temperatures.&nbsp;John Hildebrand, near Stafford, reported receiving nearly a foot of snow that stuck around for days and had rain come on top. Stands look good in his area in central Kansas.&nbsp;But even the crops left without a blanket of snow still had good stand establishment from moisture this fall, especially for fields planted early. In fact, some of these early-planted fields were considered “too big” going into dormancy. Armed with a large number of tillers and good root development, the crop was and is set up to withstand a Kansas winter.&nbsp;Jason Ochs from Syracuse and Mike McClellan from Rooks County both shared that their early planted wheat, planted as early as September 15, might fall into that “too big” for winter category, but the stands are up across the board and look loads better than the past couple of years.&nbsp;According to the eUpdate, “A well-developed crop with three to five tillers can handle air temperatures in the single digits fairly well. January's freezing temps affect Kansas wheat

If my 73 years on this rock has taught me anything, it’s just when you think you have seen and heard it all, you haven’t! 

Our friends at PETA (People for the Ethical Treatment of Animals) are at it again, and frankly, we should have seen this one coming. Their latest quest involves trying to free the self-avowed weather prognosticator and main character of Groundhog Day, Punxsutawney Phil.

Here are excerpts of a letter from PETA to Phil’s handlers at the Punxsutawney Groundhog Club trying to barter Phil's release:

“Groundhogs are shy prey animals who, when allowed, actively avoid humans, yet year after year, Phil is transported to Gobbler’s Knob, whisked on stage, and subjected to a noisy announcer, screaming crowds, and flashing lights against all his natural instincts. If approached in his natural habitat, he would run away in fear, not volunteer to live in captivity, unable to do anything that’s natural and important to him like hibernate or burrow – just to be a town’s once-a-year fake meteorologist. Our letter suggests the groundhog club respect Phil and set a wonderful example for how everyone can move beyond “Groundhog Day” by replacing him with a delicious vegan “Weather Reveal” cake that revelers can enjoy as an alternative to exploiting wild animals. The time is long overdue.” 

The letter also urged Groundhog Day officials to “sprinkle some happiness” into Phil’s life by letting him retire.

Punxsutawney, Pennsylvania was settled and named by the Delaware Indians as a campsite halfway between the Allegheny and Susquehanna Rivers. When German settlers arrived in the 1700s, they brought with them a tradition known as “Candlemas Day,” celebrated in Germany on Feb. 2, which happens to be the mid-point between winter solstice and spring equinox, (winter and spring.) Tradition held that if Feb. 2 were sunny, the last half of winter would be nasty and cold, and vice-versa if Feb. 2 was cloudy. 

In Germany, for whatever reason, hedgehogs were observed to see if a shadow was cast. In Pennsylvania, given the absence of hedgehogs, groundhogs were selected to assume that role.

 An old German saying read: "For as the sun shines on Candlemas Day, so far will the snow swirl until May, for as the snow blows on Candlemas Day, so far will the sun shine until May."

So, in other words, if Phil sees his shadow, six more weeks of winter will ensue. 

Pennsylvania’s first official celebration of Groundhog Day was in 1886, when the legendary groundhog was named Punxsutawney Phil, and the first trip to Phil’s mythical home on Gobbler’s Knob, was made the following year.

Now, everything I can find tells me that Phil’s “subjection to a noisy announcer, screaming crowds and flashing lights” lasts less than one-half day each year, and for the other 364 days, 23 ½ hours, he enjoys a climate-controlled room at the Punxsutawney Library, complete with all the dog food and ice cream he wants. 

Now certainly if we trust Phil to predict the arrival of spring, he must be able to communicate, so let’s ask him what he thinks of PETA’s proposal. I imagine the conversation going something like this:

Me: "So, Phil, have you heard that PETA wants to 'free' you by retiring you to a preserve somewhere so you can live out the rest of your life like a wild groundhog?"

Phil: "Say what now??? I really hope you’re joking!" (as he takes another bite of ice cream)

Now, I know common sense is a flower that does not grow in everyone’s garden, but just like I know David Copperfield cannot really make the Empire State Building disappear, I also know Phil&nbsp;cannot really predict the arrival time of spring, probably having no clue whether he sees his shadow or not, but it’s fun to think so.

I have no doubt there are animals in this country, both pets and domestic livestock, that are truly abused, and where PETA could do some real good. 

So, to the well-intentioned folks at PETA, please concentrate your efforts on causes worthy of your time; people will take you a little more seriously.

Local Republican legislators outlined significant cost-cutting measures and discussed water conservation, education, and gender policies at Saturday's legislative coffee in Hays.

Held at the Hays Public Library, Kansas Sen. Rick Billinger, R-Goodland, Rep. Ken Rahjes, R-Agra, and Rep. Barb Wasinger, R-Hays, spoke to those in attendance.

Billinger discussed a potential $7.9 million savings on medical alert devices and said the state currently spends $8 million annually, but a review found the cost could be reduced to $55,000.

"If any of you have any idea on ways that we can save money and do our jobs better at the state level, feel free to share your ideas," Billinger said.

Billinger said Kansas overspent $916 million last year and needs to balance the budget to maintain financial stability.

"If we treat state money like it's our own money and that it doesn't grow on trees, I think we're better stewards," Rahjes added.

Billinger said a Senate effort to forgive compound interest on a bond recently saved the state $41 million.

Wasinger said the state plans to eliminate its 1.5-mill property tax but warned capping property values could prompt counties to raise levies, shifting rather than reducing the overall tax burden.

Wasinger continues prioritizing the R9 water project in Hays, advocating strongly for its progress.

Wasinger criticized state interference in the project, saying that Hays has led in water conservation and insisting it should proceed without delay.

"We have conserved our water in such a great example for the rest of the state... the city of Hays has spent a decade trying to fight for their water rights at the R9 Ranch," she said.

Gov. Laura Kelly proposed creating a Natural Resources Office to oversee water resource management across Kansas.

Billinger said control should remain with local water districts and management groups.

"I'm all for local control, and I think that's the key," he said.

Rahjes questioned the need for the U.S. Department of Education, advocating for greater control by local school boards.

"Wouldn't it be nice to have local school boards decide what's best for the local school children instead of having some edict from D.C. that says what works in Houston works in Ellis?" he said.&nbsp;&nbsp;

USD 489 school board member Ruth Ruder, who was present, said the state is not meeting its responsibilities for special education funding.

"My obligation as a school board member is to the kids, not to the taxpayer," she said. "I'm going to fight to get those funds."

Billinger said there is a lack of special education funding and attributes the shortfall to increased spending as more children enroll in the program.

"It doesn't take long to burn through our safety net, which is our rainy day fund," he said. "In special ed, I will push for as much as I can get."

The legislators discussed the Do No Harm Act, which limits state funding for gender transition procedures and bans health care providers from offering it to minors.

The bill has passed both the House and Senate and now awaits the governor’s signature. Rahjes said Kelly is expected to veto it, but lawmakers believe they have enough votes to override.

Audience members pushed back on the bill's premise and raised concerns about its impact.

Wasinger said the number of people with gender dysphoria has risen in recent years. She said everyone is either male or female.

Rahjes emphasized the bill applies only to minors to prevent premature decisions with long-term consequences.

Rahjes said an increasing shortage of attorneys in rural Kansas has led to legal service gaps in many small communities.

"Whoever would have thought we'd have a shortage of lawyers in rural Kansas? I never thought it would be in my lifetime," he said.

Legislative efforts are underway to address this, including a loan repayment program in collaboration with Washburn and the University of Kansas School of Law.

The Legislature is also considering a grant program to help gas stations offer high-ethanol blends to consumers.

Local legislators highlight cost saving measures, support Hays water conservations

TOPEKA — Governor Laura Kelly announced that 24 rural Kansas communities will receive a share of nearly $10.9 million through the Community Development Block Grant (CDBG) program to assist with community development projects.&nbsp;

The total funding of $10,849,582 will be matched with local funding, allowing more than $26.9 million to be available for the identified local projects.&nbsp;

• Lenora-$600,000 for water and sewer infrastructure • Morland-$210,000 for&nbsp;water and sewer infrastructure • Rooks County-$356,338 for&nbsp;Community Centers, Senior Centers, Storm Shelters, Parks, &amp; Libraries • Gorham-$542,663&nbsp;for Community Centers, Senior Centers, Storm Shelters, Parks, &amp; Libraries

“The Community Development Block Grant program continues to be a vital resource for our small and rural communities that are in critical need of infrastructure and institutional improvements,”&nbsp;Governor Laura Kelly said. “The dollars allocated to these counties demonstrably address and enhance municipal capacity and quality of life for Kansans throughout the state.”&nbsp;

CDBG, a program facilitated by the Kansas Department of Commerce and its Quality Places Division, is a federal grant program that provides funding for projects that might otherwise not be constructed.&nbsp;

“The competitive aspect of CDBG is inspiring communities across the state to develop and pursue a local vision that reflects their unique circumstances,”&nbsp;said Lieutenant Governor and Secretary of Commerce David Toland. “By encouraging public and private partnerships along with resident participation, extraordinary projects are happening all across Kansas.”&nbsp;

This round of CDBG awards were made in four program areas:&nbsp;

• Community Centers, Parks and Libraries: Funds projects to increase community engagement, health, connectiveness, and vibrancy through construction or renovation of new or existing community centers, libraries, or parks.&nbsp;Example:&nbsp;The City of Washington will use its funds to install new playground equipment and demolition work to existing equipment at the Munchkinland Playground.&nbsp;&nbsp;

• Sidewalks and Trails: Funds projects that connect community members to services, community centers, schools, and recreational areas. Example:&nbsp;The City of Hoyt will use the funds to improve the Highland Avenue and 4th&nbsp;Street area to include new sidewalks, ADA sidewalk access, striping, and signage.&nbsp;&nbsp;

KellyTOPEKA — Governor Laura Kelly announced that 24 rural Kansas communities will receive a share of nearly $10.9 million through the Community Development Block Grant (CDBG) program to assist with community development projects.&nbsp;The total funding of $10,849,582 will be matched with local funding, allowing more than $26.9 million to be available for the identified local projects.&nbsp;Northwest Kansas recipients include:• Lenora-$600,000 for water and sewer infrastructure • Morland-$210,000 for&nbsp;water and sewer infrastructure • Rooks County-$356,338 for&nbsp;Community Centers, Senior Centers, Storm Shelters, Parks, &amp; Libraries • Gorham-$542,663&nbsp;for Community Centers, Senior Centers, Storm Shelters, Parks, &amp; Libraries “The Community Development Block Grant program continues to be a vital resource for our small and rural communities that are in critical need of infrastructure and institutional improvements,”&nbsp;Governor Laura Kelly said. “The dollars allocated to these counties demonstrably address and enhance municipal capacity and quality of life for Kansans throughout the state.”&nbsp;CDBG, a program facilitated by the Kansas Department of Commerce and its Quality Places Division, is a federal grant program that provides funding for projects that might otherwise not be constructed.&nbsp;“The competitive aspect of CDBG is inspiring communities across the state to develop and pursue a local vision that reflects their unique circumstances,”&nbsp;said Lieutenant Governor and Secretary of Commerce David Toland. “By encouraging public and private partnerships along with resident participation, extraordinary projects are happening all across Kansas.”&nbsp;This round of CDBG awards were made in four program areas:&nbsp;• Community Centers, Parks and Libraries: Funds projects to increase community engagement, health, connectiveness, and vibrancy through construction or renovation of new or existing community centers, libraries, or parks.&nbsp;Example:&nbsp;The City of Washington will use its funds to install new playground equipment and demolition work to existing equipment at the Munchkinland Playground.&nbsp;&nbsp;• Sidewalks and Trails: Funds projects that connect community members to services, community centers, schools, and recreational areas. Example:&nbsp;The City of Hoyt will use the funds to improve the Highland Avenue and 4th&nbsp;Street area to include new sidewalks, ADA sidewalk access, striping, and signage.&nbsp;&nbsp;• Water and Sewer Infrastructure: Funds assist with water and sewer infrastructure projects such as repairs of a facility. Example:&nbsp;The City of Morland is planning to rehabilitate wastewater treatment cells and convert portions of existing cells into a seepage cell and wetland.&nbsp;&nbsp;• Youth Job Training: Funds projects to address the needs of at-risk youth in workforce training and development. Example:&nbsp;The City of Bartlett is using its funds to create a youth summer internship program for the building trades initiative at Coffeyville Community College.&nbsp;&nbsp;Commerce’s CDBG program administers the federal funds used by local governments for the development of vibrant, viable communities that address housing, public facilities, and economic needs. To be awarded funds, local government units must meet at least one of three program objectives:&nbsp;•&nbsp; The grant will benefit low- and moderate-income persons;&nbsp;•&nbsp; The grant will prevent or eliminate slums and blight;&nbsp;•&nbsp; The grant will resolve an urgent need that communities are not able to do so on their own.&nbsp;CDBG funds are one of Commerce’s primary tools for supporting the state’s smaller, predominantly rural communities.
