Given that we are two weeks before turnaround, the House of Representative was busy with bill introductions, hitting a whopping 130 total. Here is a small selection, 9 bills, from that very long list.

First is House Bill (HB) 2185. This legislation would enable National Guard members to transfer unused tuition assistance benefits from the Kansas National Guard Education Assistance Act to eligible dependents. Second is HB 2190, which would establish general elections on even-numbered years as public holidays.

Third is HB 2193. This bill would establish the Every Mom Matters Program in the Kansas Department of Health and Environment, which would provide information and support services to pregnant women and parents considering adoption. The fund and its contracts would be administered through the State Treasurer.

Fourth is House Bill 2205. This legislation would ban lobbying in Kansas on behalf of the Russian Federation, People’s Republic of China, Islamic Republic of Iran, the Democratic People’s Republic of Korea, Republic of Cuba, Maduro’s Venezuela, and the new Syrian Arab Republic. The bill would also provide civil penalties for violation of said prohibition.

Fifth is HB 2210, which would establish a child tax credit under Kansas Law, the credit value per child depending on level of filing income.

Sixth is HB 2238. This bill would adjust responsibility of preparing minutes to show attendance, agenda items, tentative and final committee decision, staff instructions, and other committee matters from the Kansas Legislative Research Department to Legislative Administrative Services.

Seventh is House Bill 2274, which alters the requirements for reciprocity with other states in occupational licensing, for military members and their spouses, by removing the requirement that said military members be active service.

Eighth is HB 2283. This bill would add new members to the Kansas State Fair Board from the legislature, with appointment made by legislative leadership. Ninth, and last, is HB 2313 which would prohibit use of the artificial intelligence platform DeepSeek and similar platforms from use on state-owned devices and networks.

House Appropriations (HAPP) only heard and worked budgets this week. On Monday HAPP heard and worked on the budgets of the Attorney General, Governor’s Office, Judicial Branch, Department of Education, and Kansas Guardianship Program.

Tuesday saw the committee hear and work budgets for the following: Kansas Neurological Institute, Office of Child Advocate, Parsons State Hospital and Training Center, Kansas Department of Corrections, Larned Correctional Facility, Norton Correctional Facility, Topeka Correctional Facility, Winfield Correctional Facility, Kansas State Fair, Kansas Human Rights Commission, Kansas State Treasurer, and Pooled Money Investment Board.

For Wednesday House Appropriations heard and worked the budgets of Emporia State University, Kansas State University, Kansas State Extension Services and Agricultural Research Program, Kansas State Veterinary Medical Center, Wichita State University, and Kansas Department of Agriculture.

On Thursday the committee worked and heard budgets for the Kansas Department of Commerce, Kansas Department of Health and Environment—Environment, Kansas Department of Wildlife and Parks, Kansas Water Office, Department of Administration, Kansas Real Estate Appraisal Board, Kansas Real Estate Commission, Kansas Board of Examiners in Optometry, Kansas Board of Hearing Examiners, Kansas Dental Board, Ellsworth Correctional Facility, Hutchinson Correctional Facility, Larned State Correctional Facility, and Kansas Office of Veterans Services.

Friday witnessed House Appropriations hear and work the budgets of the Department of Children and Families, Kansas Department of Health and Environment—Health, Kansas Department for Aging and Disability Services, Fort Hays State University, Pittsburg State University, El Dorado Correctional Facility, Kansas Juvenile Correctional Complex, Kansas Department of Transportation, and Kansas Highway Patrol.

The Kansas House of Representatives debated and voted on seven pieces of legislation this week. First was Tuesday with House Concurrent Resolution 5004, which amends the state constitution to add citizenship as a requirement for voting in any election.

The second was on Wednesday with House Bill (HB) 2020, which requires a quarterly report from the director of division of vehicles listing the names and addresses of noncitizens that have attained driver’s licenses in said period.

On Thursday the third and fourth bills were HB 2049 and 2050. HB 2049 adjusts statutes on suspension, revocation, denial, and renewal for insurance agent and public adjuster licenses and HB 2050 grants the Insurance Commissioner the ability to set some fee rates and include them in the publication of the Kansas Register.

On Friday the remaining House Bills of 2029, 2042, and 2043 were debated and voted. HB 2029 would redesignate several stretches of state highway and HB 2042 and 2043 would alter further insurance law.

 I voted yes on each bill, and each passed their floor votes.

WAYMASTER: From the Dome to Home, Feb. 12, 2025

Many people, for a variety of reasons, such as arthritis or other painful conditions, don’t participate in regular physical activity, despite the health benefits it would offer.&nbsp;

The Arthritis Foundation Walk With Ease program was developed to help people with or without arthritis form walking groups whose goals are safety and success.&nbsp; 

The program’s three major objectives are to provide participants with:&nbsp;

• Education about successful physical activity for people with arthritis&nbsp;

• Education about arthritis management&nbsp;

• Opportunity to begin and develop an ongoing aerobic fitness program&nbsp;

Walk with Ease’s information and strategies are based on research and tested programs in exercise science, behavior change, and arthritis management.&nbsp;

Groups meet for 6 weeks, twice times per week.&nbsp; Each session lasts about one hour.&nbsp; The length of each session depends on how long your group decides to walk.&nbsp; At the start, some people may only be able to walk 5 to 15 minutes, but the program will help you gradually build up to at least 30 minutes of walking, three times a week.&nbsp; The program can be modified to meet the interests and needs of participants, who walk at their own pace.&nbsp;

Each session begins with a brief discussion of a topic important to successful walking or arthritis management.&nbsp; After the discussion the group will warm up, stretch, walk, cool down, and stretch one last time.&nbsp; Walking with a group is fun and groups often spend additional time socializing.&nbsp;

The Walk with Ease program is designed for people with arthritis- young and old, male and female, fit and not-so-fit.&nbsp; It is also suitable for people without arthritis who would like to begin a regular walking program to gain the benefits of regular aerobic exercise.&nbsp;

If you can be on your feet for 10 minutes without increased pain, you can probably participate successfully, and the program can be modified to meet your needs.&nbsp;&nbsp;&nbsp;

If you want to participate but have concerns about your health, consult your health care practitioner before you begin.&nbsp;

Three-day weather outlook

DECATUR COUNTY—One person died in an accident just before noon Tuesday in Decatur County.

The Kansas Highway Patrol reported a 1975 Ford Super Duty driven by&nbsp; Terrence W. Blackwill, 51, Norton, was westbound on U.S. 36 eight miles east of U.S. 83&nbsp; hauling heavy machinery. 

The vehicles tires locked up and the driver lost control. The truck slid into south ditch, started to roll and the trailer became detached. The heavy machinery came unsecured from the trailer and rolled and the trailer rolled.&nbsp; &nbsp;As the vehicle rolled the driver was ejected.

Trailer came to rest on its wheels and the heavy machinery came to rest on its roof.&nbsp;

Blackwill was pronounced dead a the scene and was transported to&nbsp;Plumer-Gobber Funeral Home.&nbsp; He was not wearing a seat belt, according to the KHP.

The Kansas Department of Health and Environment (KDHE) has rescinded a boil water advisory for&nbsp;the&nbsp;City of&nbsp;City of Bird City&nbsp;public water supply system&nbsp;located&nbsp;in&nbsp;Cheyenne&nbsp;County.&nbsp;The advisory was&nbsp;issued&nbsp;by&nbsp;KDHE officials due to water hydrant&nbsp;repair and&nbsp;replacement&nbsp;resulting in a loss of pressure in the system.&nbsp;&nbsp;Failure to&nbsp;maintain&nbsp;adequate pressure may result in a loss of chlorine residuals and bacterial contamination.&nbsp;&nbsp;

&nbsp;Public water suppliers in Kansas take all measures necessary to notify customers quickly after a system failure or shutdown. Regardless of whether&nbsp;it’s&nbsp;the supplier or KDHE that announces a boil water advisory, KDHE will issue the rescind&nbsp;notice&nbsp;following testing at a certified laboratory.&nbsp;

&nbsp;Drinking water samples collected from the City of City of Bird City indicate no evidence of bacteriological contamination and all other conditions that placed the system at risk of contamination are deemed by KDHE officials to be resolved.  &nbsp;

Crude prices rebound slowly from their low point for the year. Light sweet NYMEX crude for March delivery settled Monday at $72.32 per barrel, an increase of more than a dollar on the day. 

So far this year, prices average just less than $74, ranging from just more than $70 last week to just more than $80 a month ago.

Kansas Common crude at CHS in McPherson starts the week at $61.25 per barrel after dropping half a dollar on Friday. Prices in McPherson are down $1.50 since the first of the month and 75 cents lower than at the first of the year.

Cold weather in Europe turns&nbsp;the natural gas market on its ear, raising prices to the point that crude oil is becoming more cost effective. The European benchmark for natural gas trading jumped 4% in one day to two-year highs, and stockpiles across the continent were at their lowest level in three years.

Prices on Monday jumped to a two-year high, to roughly the equivalent of a $100 barrel of oil, according to reporting by Bloomberg. Europe’s natural gas prices now make burning oil for industrial uses more cost-effective. European factories are starting to rely on oil and even coal as cheaper alternatives.

The government reports the largest increase in crude-oil stockpiles in more than a year. Commercial crude inventories spiked last week, jumping 8.7 million barrels to just under 424 million. The Energy Information Administration reported stockpiles were about 5% below the five-year average for this time of year. That's the biggest weekly total since last November, and the largest increase in weekly stocks since November of 2023.

The Energy Department secured another 300,000 barrels of crude for the Strategic Petroleum Reserves, which now tops out more than 395 million barrels, a 10%t increase in the last year.

Crude production in the United States rose by nearly a quarter million daily barrels, to 13,478,000 barrels per day. The Energy Information Administration reports four-week average output of just over 13.4 million, up more than 3% from the same four weeks a year ago.&nbsp; This is the 11th highest weekly production average ever reported by EIA.Crude imports outpaced exports by 2.5 million barrels a day last week.

Refined product exports surpass imports by more than 4.5 million. The government reports U.S. crude imports were up almost half a million barrels a day to just under seven million. Four-week average imports are up by almost 3% compared to the same four weeks last year.

Independent Oil and Gas Service reports 21 new well-completions last week, 143 so far this year. There are six listed in western Kansas, including two in Stafford County. Kansas regulators OKed six new drilling permits last week, with just three West of Wichita including two in Finney County.

The list of top oil and gas operators in Kansas last year includes some familiar names, including a few that are drilling today. Merit Energy of Dallas, Texas, was No. 1 in western Kansas last year based on total footage drilled. That's according to a summary from Independent Oil and Gas Service. Berexco of Wichita is next, followed by American Warrior of Garden City and Darrah Oil of Wichita. Next are Shakespeare Oil of Salem, Illinois and Murfin Drilling of Wichita.

Between them, these six operators drilled 150 wells, drilling more than 710,000 total feet of well bore, out of 2.5 million feet drilled in all of western Kansas.The weekly rig count from Independent Oil and Gas Service is down four rigs in Western Kansas, but drilling was underway Friday on leases in Ellis, Finney and Haskell counties.

Baker Hughes reports an increase of two gas rigs and one oil rig for a total of 586 active rigs nationwide. The breakout for horizontal drilling is up four rigs. The count in Oklahoma was down two rigs. Texas, Utah, Louisiana and Wyoming were each up one.

Light sweet NYMEX crude for March delivery settled Monday at $72.32 per barrel, an increase of more than a dollar on the day. So far this year, prices average just less than $74, ranging from just more than $70 last week to just more than $80 a month ago.Kansas Common crude at CHS in McPherson starts the week at $61.25 per barrel after dropping half a dollar on Friday. Prices in McPherson are down $1.50 since the first of the month and 75 cents lower than at the first of the year.Cold weather in Europe turns&nbsp;the natural gas market on its ear, raising prices to the point that crude oil is becoming more cost effective. The European benchmark for natural gas trading jumped 4% in one day to two-year highs, and stockpiles across the continent were at their lowest level in three years.Prices on Monday jumped to a two-year high, to roughly the equivalent of a $100 barrel of oil, according to reporting by Bloomberg. Europe’s natural gas prices now make burning oil for industrial uses more cost-effective. European factories are starting to rely on oil and even coal as cheaper alternatives.The government reports the largest increase in crude-oil stockpiles in more than a year. Commercial crude inventories spiked last week, jumping 8.7 million barrels to just under 424 million. The Energy Information Administration reported stockpiles were about 5% below the five-year average for this time of year. That's the biggest weekly total since last November, and the largest increase in weekly stocks since November of 2023.The Energy Department secured another 300,000 barrels of crude for the Strategic Petroleum Reserves, which now tops out more than 395 million barrels, a 10%t increase in the last year.Crude production in the United States rose by nearly a quarter million daily barrels, to 13,478,000 barrels per day. The Energy Information Administration reports four-week average output of just over 13.4 million, up more than 3% from the same four weeks a year ago.&nbsp; This is the 11th highest weekly production average ever reported by EIA.Crude imports outpaced exports by 2.5 million barrels a day last week.Refined product exports surpass imports by more than 4.5 million. The government reports U.S. crude imports were up almost half a million barrels a day to just under seven million. News from the Oil Patch: Spiking prices bring another winter nightmare in Europe

The Environmental Services Director discussed a proposal for implementing unsecured load fees at the county landfill at Tuesday's Ellis County Commission meeting.

Justin Craig, director of Environmental Services, said the fees to improve road cleanliness and safety rather than profit.

"The intent would not be to generate any additional revenue at the landfill, but it's something that we possibly just need to address as a community," he said.

Craig said other counties that have implemented similar fees. In Ellis County, unsecured loads frequently spill trash and debris onto the roads.

Craig said potential fee options include a 50% increase in tipping fees or a $10 flat fee.

Concerns were raised about enforcement, such as defining a secured load and the potential for increased illegal dumping, which Sheriff Scott Braun said is already a frequent issue.

This is a continuation of a past discussion. Craig will draft a tentative policy for consideration.

County Administrator Darin Myers presented on multiple topics, including United Way funding and a support letter for the Building Resilient Infrastructure and Communities grant.

The county commission approved a $5,000 contribution to the United Way of Ellis County to support the Care Council.

The commission also signed a letter of support for the city of Hays' application for a&nbsp;Building Resilient Infrastructure and Communities grant. The grant aims to help fund the R9 Ranch in Edwards County.

Myers said Hays received a FEMA technical assistance grant, which helped enhance their application.

City Manager Toby Dougherty provided an update on the project, saying the design is 60% complete, cost estimates have stabilized and land acquisition for pipeline easements will begin in two months.

Jay Harris, executive director of the Cottonwood Extension District, provided updates on new initiatives and community concerns.

Harris said the district intends to hire a community health worker for Ellis County to focus on various health issues, including mental health and the aging population's needs.

The district plans to obtain funding through grants and other sources but may request county support if necessary.

The Cottonwood District also wants to join the Extension Disaster Education Network program to improve coordination with emergency response efforts and work with Ellis County's disaster response plan.

Human Resources Manager Jennifer Taylor presented the annual Employee Service Awards program for the commission to recognize county employees for their years of service.

Employees were honored for reaching milestones from five to 40 years of employment with Ellis County.

Employees reaching eight-year and 16-year anniversaries were recognized with Kansas Association of Counties awards.

"Thank you very much for the service and work you do for the public. The years of experience that we put into our county shows every day,"&nbsp;County Commission Chairman Michael Berges said.&nbsp;

Ellis Co. Commission discusses landfill fee, presents service awards

For the first time in a long time, the City of Larned did not have Christmas decorations downtown this past holiday season due to a streetscape project that installed new light poles.

A Christmas lights fundraiser has been organized in Larned to purchase new decorations for the next holiday season.

Committee member Rachel Hill said businesses and individuals can help sponsor a light pole or donate any amount.

"Our goal is get decorations from 4th Street up to 14th Street, west down 14th Street and also down Southwest Trail," said Hill. "That would go in front of the Santa Fe Liquormart, Bliss Salon &amp; Boutique and the diner that is down there."

Hill said the goal is to collect $75,000.

 Sponsorships of at least $250 will get your name on a plaque in the City Office lobby, recognition on social media and a mention in The Tiller &amp; Toiler newspaper.

Larned committee raising funds for downtown Christmas decorations

The National Weather Service has issued a winter weather advisory for Hays and surrounding counties.&nbsp;

Snow will spread into western Kansas this afternoon, according to the weather service. The snow will become steadier and heavier at times after 10 p.m. as the snow expands in coverage tonight.

The National Weather Service forecasts new snow accumulation of 3 to 7 inches tonight for Hays.&nbsp;

An additional 1 to 3 inches of accumulation is forecast for Hays on Wednesday.

 Near and south of a Johnson to Ulysses to Pratt line, there may also be a chance for freezing rain/drizzle early in the event.

In addition to snow, windchills are forecast to be dangerously low through Thursday morning, according to the weather service.

Wind chills below zero are possible on Wednesday and Thursday mornings. Thursday morning will be the coldest, with wind chills as low as 10 to near 20 degrees below zero.

The National Weather Service in Goodland also forecasts snowfall chances for the northwest corner of Kansas today and tonight.

Moderate to occasionally heavy snow is forecast to develop tonight, according to the weather service. Minor blowing and drifting snow is possible with 10-20 mph winds. Confidence is medium to high in the snow and the amounts. Impacts on travel are expected.

Snow set to start this afternoon, dangerous windchills

Senate President Ty Masterson announced that he is establishing the Senate Select Committee on Veterans’ Affairs. The select committee will meet as necessary, studying issues and processing legislation related to veterans. As a U.S. Army veteran, I am proud to serve on the new select committee as Vice Chairman.

We’ve all seen “government shutdown politics” paralyze Washington, where politicians practice brinkmanship, using the ongoing operation of the federal government as a tool during budget negotiations, with everyday Americans’ livelihoods hanging in the balance. 

The same possibility exists at the state level. 

Every year, the fiscal year ends on June 30, and if a budget is not adopted, the state government would shut down. This potentially would cause havoc for those who rely upon funding from the state. 

In years past, budget negotiations have sometimes lasted into June, so the potential exists for politicians to use the June 30 deadline as a threat in a similar type of brinkmanship we’ve seen all too often in Washington. 

This week the Kansas Senate passed SB 14, which would remove that possibility by requiring that if a budget was not adopted by the beginning of a new fiscal year, state operations would continue to go forward using the previous fiscal year’s funding level until a new budget was adopted.

SCR1603: Under current law, local governments often rely on revenue from skyrocketing valuations that drive up property taxes. According to the Tax Foundation, around 19 states currently have assessment limits like SCR1603, if it were to become part of the Kansas constitution.

Kansans are tired of seeing their property taxes soar due to an appraisal process which results in annual sticker shock for Kansas homeowners. 

This amendment still allows for reasonable growth while requiring local officials to simply cast a vote to raise more revenue beyond the 3% valuation limit. SCR1603 reforms a key leg in the broken property tax system. 

Most Kansans agree that the appraisal process is broken, with property valuations greatly exceeding the rate of inflation, pushing property taxes higher and pricing people out of the market. While the Truth in Taxation law forces local governments to vote to exceed the revenue-neutral rate, SCR1603 goes another step by ensuring they can’t rely on valuation increases if they want to grow government more than 3%. They must vote to raise the mill levy, providing more transparency to the process. 

By limiting valuation hikes (for the purposes of taxation) to 3%, SCR1603 allows Kansans to plan more for the future. SCR1603 limits the automatic taxing of unrealized gains. 

Kansans who remain in their homes and are taxed on higher valuation means they’re being taxed on assessed value that they have not realized via selling the house. That means Kansans are being taxed on gains they have not experienced or may never experience.

 SCR1603 essentially places a lid on the automatic growth of government. Currently, local governments can keep growing without ever voting to increase the mill levy by simply relying upon appraisals which greatly exceed the rate of inflation. This places a lid on the automatic growth of government by requiring local entities to cast a vote to raise the mill levy. The amendment was approved in a bi-partisan vote of 28-11 and has been passed to the House for consideration.

BILLINGER: Senate Update, Feb. 11

Ivonne Trejo, a Fort Hays State University student, is dedicated to helping future generations of immigrants navigate the United States as her parents once did.

"Most immigrants come to the U.S. to find opportunities and to have a better living situation," Trejo said. "That's something that their home countries may not have been able to provide for them."

Hays churches, schools, law enforcement and students who have taken to the streets share their perspectives on the increasing deportation efforts.

Within a week of taking office, President Donald Trump removed guidelines that had limited Immigration and Customs Enforcement operations at sensitive locations like schools and churches, according to the <a href="https://apnews.com/article/immigration-trump-border-security-enforcement-ice-cb40a6a7e2d94582aa0774be47a8ab36">Associated Press</a>.

Trump is also attempting to end birthright citizenship for children born in the U.S. to undocumented parents, <a href="https://apnews.com/article/trump-birthright-citizenship-executive-order-3ac5d6dc51ee95dcccc647a8c080c3e3">though a federal judge has halted the policy</a>.

Law enforcement agencies across the region, including Kansas, <a href="https://www.kcur.org/news/2025-01-27/ice-deportations-immigration-midwest-kansas-missouri-iowa-nebraska">released statements</a> outlining their roles in mass deportation efforts.

Hays institutions shared their perspectives on the increase in deportation efforts under the new administration.

Associate Pastor Troy Miller of Hays First United Methodist Church said the church's goal is to love God and embrace all people, regardless of their background.

"Our mission would simply be to love God and love people. We're here to embrace all people, no matter who they are," Miller said.

Miller said the Hays First United Methodist Church does not monitor its members' immigration status and does not have the legal authority to provide sanctuary.

Miller directs individuals to the Great Plains Conference <a href="https://www.greatplainsumc.org/united-methodist-position-on-immigration">website </a>for information and immigration-related resources.

The United Methodist Church supports fair and humane immigration reform. It advocates for comprehensive legislation that ensures a path to citizenship, worker protections, family reunification, the restoration of the rule of law and enhanced security.

UMC congregations are encouraged to connect with the immigrant community as Hays UMC provides Spanish-language worship services.

"We don't ask questions. If I have documented or undocumented people in my church, I have no idea because that's not a prerequisite for entering the church," Miller said.

Miller said churches have never been legally exempt from law enforcement entry. While ICE would need a warrant for specific information, it does not require one to enter the building.

Rev. Nick Parker said Immaculate Heart of Mary Catholic Church and its school do not gather information on immigration status either.

"If someone were to come to our church or school asking about immigration status, we just don't have that information to give," he said.

Parker said that the diocese requires proper identification and documentation if any official wishes to investigate. The church will then cooperate with authorities justly and fairly.

Parker said Immaculate Heart of Mary welcomes everyone and offers Spanish-language services and Hispanic ministry programs.

"We try to do a lot for the Hispanic community. They've really developed an amazing team and are running themselves a lot now," Parker said.

Hays USD 489 Assistant Superintendent Shanna Dinkel said the school district follows existing student privacy policies and does not track immigration status.

"Inquiring about a student's immigration status is not something we can do. There are guidance with [Family Educational Rights and Privacy Act] and the right to an education," Dinkel said.&nbsp;

The Kansas State Department of Education released a statement in response to a U.S. Department of Homeland Security directive that rescinded previous restrictions on immigration enforcement in or near schools.

The statement clarifies that although the directive was rescinded, it did not alter existing laws or expand Homeland Security's authority.

USD 489 also issued a statement reaffirming its commitment to educating all students, regardless of immigration status. The district highlights key policies, such as prohibiting staff from inquiring about or disclosing a student’s immigration status.

Additionally, all ICE requests must be submitted to the superintendent’s office and reviewed by legal counsel.

Families seeking immigration guidance are directed to local and community resources. Dinkel said neither federal nor state agencies have contacted the school district about deportations.

Hays Police Chief Don Scheibler also said ICE has not contacted the department since the start of the Trump administration and immigration enforcement is not a priority.

"I don't care for your status. My focus and the mission of the police department is the safety of this community," Scheibler said.&nbsp;"As far as immigration activities, the federal agencies take care of that."

Despite changes in federal policy, the department's operations will remain the same. Federal authorities will handle deportation efforts if they do occur in Hays.

Scheibler said the department depends on community cooperation to combat crime and urges all residents to report criminal activity without fear or hesitation.

"I need people to tell me when their daughter's been raped and tell me who is selling drugs at the high school. We must have that open relationship and ensure we work together to keep this community safe," he said.

Due to anxiety, people have asked the Hays Police Department if ICE is in the community, Scheibler said.

Scheibler said if ICE does contact Hays police regarding a serious criminal in the community, they will cooperate.

Having grown up in a struggling household, Trejo recalls the challenges her parents faced and aims to help other immigrants.

"I want to pursue social work because I want to make sure that people have those resources and are aware of them. If they're struggling financially, I want to lead them to a better place," she said.

Trejo recalls a time as a kid when she translated English for her mother in everyday situations and had trouble with transportation.&nbsp;

"We lived about half a mile away from the school. She would have me on one hand, my sister on the other, while my brother was walking in front of her," Trejo said.

The family also struggled financially, living paycheck to paycheck. Due to the high cost of living, limited job opportunities and ignorance of available resources, they could not afford the necessities.

Joanna Sanchez, a first-generation Fort Hays State University student, is majoring in social work and Spanish with a minor in leadership.

Born in Great Bend, her family originated from Mexico before relocating to Michigan and eventually settling in Kansas. Her father became a U.S. citizen in 2024.

 </figure>She said the deportations have sparked widespread fear among Hispanics, regardless of legal status, making them hesitant to leave their homes."These raids and deportation efforts have targeted brown immigrants," she said. "White immigrants are less likely to be targeted because it is difficult to 'suspect' their legal status due to their skin color."Sanchez said her loved ones live in fear and urge others to understand their rights when facing ICE encounters, including not opening the door, not answering questions and not signing anything. She also warns that deportation efforts coming to the area."I only hope people realize the importance of immigrants in our country and that immigrants learn to advocate and fend for themselves in situations that could've been prevented through education and awareness," she said.FHSU Student Karina Vargas said while her family members are American citizens, she regularly checks in on her friends."I do have a couple of friends who are undocumented, and I check on them a couple of times a week just to make sure they're OK," she said.Vargas said her friends who are pursuing higher education live in fear of deportation. While she acknowledges the need to deport individuals convicted of serious crimes, she opposes the deportation of hard-working immigrants.<figure>

 </figure>"There are a lot of criminals who don't do good for American society, and there are a lot of immigrants who do good for society economically," she said.Vargas's grandparents immigrated to the U.S. in 1977.&nbsp;Following the example of her mother, a K-State graduate, she is pursuing a nursing degree.In regards to her family, Trejo said they came to the U.S. in pursuit of a better life, and she supports the deportation of individuals involved in violent crimes.Trejo also expresses concern about how deportations are carried out and advocates for the humane treatment of undocumented immigrants."We're just here to have the same opportunities as everyone else should in this world," she said.Other policy changes protestors said they would like to see include easier, faster, and more accessible pathways to legal status and prevention of family separations.Protesters also highlighted issues including LGBTQ+ rights, abortion and Elon Musk's influence within the Trump administration.<figure>
