PHILLIPS COUNTY—Law enforcement are investigating gunfire near the middle school in Phillipsburg.

Just before 8a.m. Thursday, sheriff's deputies responded to a report of shots fired in the 500 block of 7th street, according to a social media report from the Phillips County Sheriff's office.

The shots fired were not believed to be directed at the nearby school, according to the sheriff's office.&nbsp; Phillipsburg Middle School is located at&nbsp;647 7th Street.

The suspect, identified as 26-year-old Morgan William Thieben, according to online jail records is in custody. He is being held on requested charges of aggravated assault, criminal discharge of a firearm and criminal threat; cause terror, evacuation or disruption. There were no injuries reported.

American Legion Post 109 with limited means continues to be buoyed above challenges through the great volunteer efforts of Post 109 Commander William Workman (right) and Terry Tucker (left), Sons of the American Legion, veterans, and volunteers. After completing the restoration of the Natoma American Legion Post Hall, a former WWII Army Air Corp barrack, another project has recently been completed. Setting next to the hall were shade trees and the former 1800 black smith shop. Citizen Herb Hachmeister donated the deteriorating building and property to the Post. Clearing of the property was provided by a grant from the Osborne County McFadden Family Charitable Trust. With the property cleared, a gazebo and parking lot will enable veterans, their families, children, youth, and community a quiet place for celebrations on the High Plains of Kansas.&nbsp;

The Natoma American Legion continues hosting events at the post with the recent National American Legion Commander visiting Kansas from the National headquarters in Indianapolis, Indiana. The Legion's continuing priority is to reduce the rate of veteran suicide through "Be The One" initiative. For information contact Post 109 Commander William Workman, 785-224-7993.&nbsp;

Just in time for Halloween: FHSU’s next Science Café set for Oct. 28

The Hays USD 489 school district has detailed plans to deal with various crises, but it doesn't always release those details to the public.

The school board heard from Julie Zollinger, school psychologist and USD 489 crisis consultant, about the crisis training and tabletop drill conducted with the staff during a recent in-service.

"Engaging in these activities can minimize the chaos and protect from physical harm in an emergency," she said. "It also builds the confidence in our staff to be able to quickly respond and remain calm as their students will look to them for direction and their reaction, especially those children in early childhood and elementary."

While the school district staff may train on incidents that are more likely to happen, such as an accident or injury, they are also preparing for events that are less likely to happen, like an active shooter or a tornado.

"Where we really need to be good is those non-fatal illnesses and injuries that sometimes happen every day," she said. "Kids fall on the playground, break something, or the death of a close family member of a student."

Zollinger briefly discussed the district's Raptor software, which can send alerts to staff in an emergency.

Superintendent Ron Wilson said teachers have used the team feature to request assistance from the office when they need help with a student without having to send a person physically to the office or pick up a wall phone.

The district has also installed crisis posters in all classrooms and offices. The posters outline step-by-step procedures for responding to alerts.

The district is working to roll out a similar graphic that will be sent to parents with instructions on how to respond in a crisis.

The USD 489 Foundation for Education Excellence helped fund crisis bags, which are backpacks of supplies for each classroom and office.

Zollinger said it has been costly to replace items in those bags when they are used or have expired. Those bags were placed in the building about five years ago.

In September, a rash of school threats circulated on social media. Some students stayed home from school.

Board member Ruth Ruder asked Zollinger about active shooter training for the students.

"The issue that happened a couple of weeks ago we had all received an email, I think it was from a parent, about do we train our kids for an active shooter. The cops that I have visited with said you don't really want to have training because if the active shooter knows what do, then he knows what to watch for," Ruder said. "In most cases, the active shooter is a student."

Ruder said she thought it was important to let parents know that teachers are receiving crisis training.

Zollinger said another consideration in crisis training is the potentially harmful psychological effects on both students and staff.

"Two [Hays Police Department] officers and I have been working since June on how to roll out this training appropriately to protect from psychological harm to the staff," she said.

Zollinger said when she practiced lockdown with elementary school staff members, she could almost feel the heart rates increase in the room.

"We want [the staff] to know what to do, but they may be a little more nervous about it because they know they have these 25 little people. It's very different if you have seniors in your classroom."

"As far as teaching kids what to do, we've gone back and forth about the appropriateness of that," she said.

Zollinger emphasized there is a difference between the terms lockdown and active shooter.

Lockdowns put students behind locked doors, and school districts have a low threshold for doing that. A district could initiate a lockdown for merely a perceived or potential threat.

A school might lock a school down over an angry parent in the office, she said.

An active shooter is a term used by police for a person actively attempting to kill people at a location.

Zollinger quoted a recent research article examining student responses on social media after active shooter or lockdown drills.

The researchers found a 30 to 40 percent increase in the amount of anxiety and depression expressed by students when the procedures are talked about.

"It's not worth it because we've caused psychological harm over something that we didn't have to do with them," Zollinger said.

"As long as the adults know exactly what to do and can do it calmly given the situation ... if they are confident in any situation they make, that helps all the children who are with them."

When the school threats happened in September, Wilson said the district was contacted by parents. He said district staff addressed each concern individually.

"The thing that we have learned is that in crisis situations when things are happening, kids will follow the person who is in charge of that classroom," Wilson said. "That is where we are putting our planning and preparing into is that person understanding what they need to do."

Hays USD 489 teachers receive crisis training; why kids don't

Call for entries is open through Nov. 8 for the 41st-annual 5-State Photography Competition and Exhibition at the Hays Arts Center.

The competition is open to photographers in Kansas, Nebraska, Oklahoma, Missouri and Colorado. 

Photographers of any age, background, experience level, subject preference and style are eligible to participate, said Brenda Meder, Hays Arts Council executive director.

<a href="https://danwhite.com/">Dan White</a>, Kansas City, is a first-time juror for the competition.

The internationally published photographer has won numerous awards, including a Pulitzer Prize as part of the Kansas City Star newspaper team covering the 1981 collapse of the Hyatt Regency Hotel skywalks. White continues his 30-year career as a commercial fine art photographer and was recently inducted into the Missouri Photojournalism Hall of Fame.

"His work is beautiful. ... I was so honored and pleased that he agreed to do it," Meder said.&nbsp;

White will select the works to be featured in the exhibition and award $1,500 in total cash awards.&nbsp;

Entry information,&nbsp;project details and entry forms are available on the Hays Arts Council&nbsp;<a href="https://haysartscouncil.org/five-state">website</a>.&nbsp;

A record 671 photographs were submitted last year.

"We know we're going to exhibit at least 125 photos this year. Our goal is 150," Meder said.&nbsp;

The exhibition will anchor the Hays Arts Council Winter Art Walk on Saturday, Dec. 7 from 10 a.m. to 4 p.m.

Artists and exhibition venues downtown are still being sought for the art walk.

"I don't care if it's children's art or the most esteemed professional. ... We're not the art police," Meder said. 

"We want all forms out there so that people can see artistic expression is very broad, takes many different forms. It's not about somebody needing to be at a certain level or stature for it to be worthy of sharing."

THOMAS COUNTY —One person was injured in an accident just before 6p.m. Tuesday in Thomas County.

The Kansas Highway Patrol reported a 2019 Volvo semi driven by Teofilo&nbsp;Ortiz, 60, Arvada, Colorado, was westbound on Interstate 70 nine miles west of Colby.

The vehicle traveled off the roadway to the right and returned to roadway. The driver overcorrected and the semi overturned onto its passenger side.

EMS transported Ortiz to Citizens Medical Center. He was not wearing a seat belt, according to the KHP.

Driver hospitalized after semi overturns on I-70

Fort Hays State University will celebrate its military-connected students this year through activities led by Student Engagement and Military-Connected Student Services.

Military appreciation at FHSU will begin on Oct. 26. Military personnel with a valid military ID will receive free admission to the FHSU-Missouri Southern football game at 1 p.m. In addition to free entry, attendees will receive food and drink vouchers, providing an opportunity to enjoy the game and connect with community members.

A donation drive for Kansas Soldiers’ Home will run from Oct. 28 to Nov. 8. FHSU will collect essential items to send to the Kansas Soldiers’ Home in Dodge City. 

Deodorant, body wash (no bar soap), body spray, slip-proof socks, dandruff shampoo, sugar-free candy, individually packaged cookies, forever stamps, envelopes, twin-size throw blankets, and&nbsp;denture adhesive.

FHSU to host military appreciation events this month

October is National Breast Cancer Awareness Month, and every year pink ribbons intertwine throughout the media. These small symbols represent the big issue of breast cancer and those affected by the disease. And there’s good reason to raise awareness as breast cancer is the second most common cancer among women in the U.S. In fact, one in eight women will have breast cancer at some point. In Kansas, it’s the top diagnosed invasive cancer.

The statistics are high. What would you do if you knew your chances of developing breast cancer were increased?

· Achieve and maintain a healthy weight. Being overweight in the upper body is shown to increase a woman’s risk of breast cancer.

· Breastfeed. It’s not always possible for moms to breastfeed, but for those who can, it can offer some protection against cancer.

· Minimize post-menopausal hormone treatment. Follow the advice of your healthcare provider, but understand the risks of hormone replacement therapy.

· Eat a diet rich in fruits, vegetables, and whole grains. Good nutrition protects against cancer at the cellular level. Look for antioxidant-rich foods like berries, spinach, walnuts, and green tea.

· Get enough physical activity. Studies show that women who exercise four or more hours per week have a lower risk of breast cancer than less active women.

Like all diseases, some risk factors, such as genetic makeup and family history, are uncontrollable. In this case, embracing a healthy lifestyle to reduce the risk is especially important. Along with this, regular breast exams can be lifesaving. In fact, women aged 45-54 should get a mammogram every year.

Unfortunately, breast cancer is common, and you likely know someone who has been diagnosed with the disease. But with advances in research and early detection, there are more survivors of breast cancer every year.

So, continue to spread awareness and proudly wear pink. Support those who battle breast cancer, and encourage healthy behaviors to reduce your risk. With conscious efforts, together we can help to make breast cancer less common in years to come.

A 34-year-old Ellis man was arrested on charges of aggravated indecent liberties and aggravated criminal sodomy involving a minor.

According to court documents, between 2015 and 2018 in Ellis County, suspect Heath Ryan Robins allegedly engaged in lewd fondling or touching with a child younger than 14 years old.

Robins was booked into the Ellis County Jail on Oct. 16.

Court documents also reveal that in August 2023, Robins allegedly presented or distributed obscene material to a minor and committed child misconduct in Trego County.

Both alleged offenses were filed in October and are under active investigation.

Robins is scheduled to appear in Ellis County district court next on Nov. 5.

Ellis man arrested on charges of indecent liberties, sodomy with a minor

The director of the local special education co-op told the Hays USD school board Monday night that state funding is increasing this year for the local co-op, but the state is still not meeting its obligations.

The Kansas Legislature approved an increase of $75 million for special education funding. 

Under the new formula, that will mean about $600,000 for the West Central Kansas Special Education Cooperative, which consists of the Hays, Ellis, Victoria, La Crosse, and Russell school districts and the private schools in those areas.

Federal funding will stay the same this school year, Kyle Carlin, co-op director, said.

Neither level of government is fully funding its share of special education. The federal government is supposed to fund 40% of special education costs but has never done so, Carlin said. The federal government is currently funding special education in Kansas at about 12% of the cost.

According to statute, the state is supposed to fund 92 percent of what is not covered by the federal government. This school year, the state will fund about 74.6% of that cost.

The rest of the cost of funding special education falls to the local school districts.

The federal gap for the local co-op is $3.2 million, and the state gap is between $1.4 million and $1.6 million per year.

Carlin said receiving those funds would be "game-changing" for the local districts.

Kansas School Board member Cathy Hopkins of Hays recommended increasing state special education funding.

However, Carlin said lawmakers from both sides of the aisle need to support more special education funding.

Board member Ruth Ruder said she contacted Rep. Barb Wasinger, R-Hays, and Hopkins about this issue.

Wasinger cited the federal government not fully funding its share of the special education cost. However, she said she would be willing to meet with Ruder and other school officials on the issue.

"We need to hold them to their obligation," Ruder said."They need to meet it."

Ruder said the issue also needs to be brought before the U.S. Congressional delegations.

Superintendent Ron Wilson said it's important everyone knows the need for special education and the need right now.

The co-op is serving 1,050 students with individual education plans. It employs 100 licensed staff and an additional 200 paraprofessionals.

"The requirement and expectations for teachers and all they deal with is unbelievable," Wilson said.

"We have groups that don't grasp that, and it's very frustrating."

Carlin said the co-op has to meet mandates but does not have the funds to do that.&nbsp;

Special education funding increasing, but gov't still not meeting obligations

The Robert E. and Patricia Schmidt Foundation has continued its generous support of the Hays Public Library by donating $50,000 to the Kansas Room remodel. This donation has allowed the Hays Public Library Foundation to reach the campaign’s fundraising goal of $150,000.

The remodel of the Kansas Room will include new flooring, lighting, and furniture. The space also will be rearranged to better accommodate presentations and research while still maintaining the extensive collection of local and regional history, geography, and genealogy.

“The various areas of the library each offer different services, resources, and spaces of value to the community. The Kansas Room has its own character, and people engage and utilize the space in many different and meaningful ways,” shared Brandon Hines, library director. “We are thrilled and grateful for the Schmidt Foundation and all the donors. We will now be able to make updates to the Kansas Room as a part of the current remodel in the lower level of the library.”

Thanks to the community’s support of the HPL Foundation’s fundraising efforts including Saturday night’s 4th Annual Wine &amp; Cheese Fundraiser, the original goal was surpassed. 

Because of this success, a separate stretch fundraising project to upgrade the shelving in the Kansas Room has been established by the HPL Foundation.

Schmidt Foundation contributes to Hays Public Library Kansas Room campaign

On Friday, October 4, 2024, the release of debut children’s book&nbsp;The Master Potter&nbsp;was announced on social media. Author Katie (Greenwood) Hamel is local to Norton County.

Hamel moved to Lenora in 2022 following her marriage to Hill City native, Nathaniel Hamel. The couple have two children, Ignatius and Miriam. Hamel spends her days as a stay-at-home-mom and a freelance editor/writer of&nbsp;Faith&nbsp;magazine for the Catholic Diocese of Salina.

Greg Holdren of Beloit served as illustrator. Holdren, father of six and grandfather of 23,&nbsp;taught art for 38 years to students of all ages. Now mostly retired from teaching, Holdren continues to be involved in a variety of artistic endeavors including murals, statues and book illustrations.

The Master Potter&nbsp;is a narrative that tells the story of a potter who receives heartfelt letters from individuals requesting special gifts. The potter carefully crafts unique creations and breathes life into them in response to every letter.

Hamel shares that the idea for the book came on an extremely personal day. “I started writing&nbsp;The Master Potter&nbsp;the day I found out I was expecting my first child. The overwhelming emotions of knowing I was going to be a mom led me to reflect on the lessons I wanted to teach my child. Above all, I wanted him to know how special he was. With that hope in mind, I began writing. Two and a half years later, the book is finished!”

ELLSWORTH – Kansas State University extension specialists and agricultural agents and local conservation district representatives will host a field day focused on controlling woody encroachment and other brush management techniques.

This free event, beginning at 10:30 a.m. on November 6, will offer expert advice to the public about how to use chemical and mechanical treatments to combat the spread of invasive trees and brush. It will be hosted at the Robin Kohls Ranch, and a free lunch will be provided to participants.

Organizers say managing the spread of trees on grassland is essential.

“We know that Kansas is losing a lot of acres of grassland and pasture to the spread of trees and other brush,” said Stacie Minson, K-State Research and Extension watershed specialist. “The economic loss for landowners and producers means learning these key land management strategies will be really beneficial now, and into the future.”

The program will include other topics as well, including the use of alternative watering systems for livestock, winter cow nutrition, and other water quality concerns. Minson said that this is especially relevant, as the day’s discussion will help the public learn more about how to improve water quality in Kanopolis Reservoir, which is the oldest reservoir in the state of Kansas.

The field day is sponsored by Big Creek Middle Smoky Hill River Watersheds, Midway Extension District, Ellsworth County Conservation District and Natural Resource Conservation Service in Ellsworth. Speakers from K-State will include experts on soil science, cropping systems, and watershed management.

Mission-minded women in the Natoma American Legion Auxiliary Unit 109 continue dedicating countless hours throughout the year. 

In October, charters of the American Legion and American Legion Auxiliary in 1919 were on display with signatures of the founding men and women.&nbsp;Also displayed were posters of WWII.

&nbsp;Jenjer Murphy, Unit 109 president, and officers reported on hosting the National American Legion Commander Jim LaCoursiere from the national headquarters in Indianapolis, Indiana. 

The Commander emphasized the national “Be The One” priority in reducing the rate of veteran suicide. 

With Constitution Day, October 20, the Auxiliary recently distributed copies of the United States of America Constitution to each of the Natoma USD 399 high school government students. 

Also, on the agenda was the final organization for the 15th annual Veterans Day Salute, November 11, co-hosted with Natoma-Paradise-Waldo USD 399 presenting a musical production with pre-K through 12 grades. 

Veterans are invited to share their stories with photographs and service memorabilia in “Every Hero Has A Story, join a panel discussion, and have lunch with students. 

Fort Dodge Soldiers Home Christmas donations continue to be collected. 

The event is open to the public. For God and Country, the American Legion Auxiliary continue serving veterans, their families, children, youth, and community throughout the year.
