The Hays USD 489 school district will exceed its revenue neutral rate, Chris Hipp, assistant superintendent for business services, told the school board on Monday.&nbsp;

Residents of the Hays school district should receive a notification in the mail about the decision next week.

The Ellis County valuation went up about 5% this year.

For a $200,000 home, which increased in valuation by 5%, the district's tax impact would increase by about 1.57% or $19.72

Hays' mill levy remains less than the state average and less than peer schools.

The Kansas Legislature enacted a law requiring any local taxing body to inform the public if the taxes it collects increase.

However, this might happen every year for communities whose valuations increase. The amount of the tax collected might increase, but the mill levy might not or even decrease.

The state collects 20 mills across Kansas for public schools. Those funds are redistributed at the state level through the school funding formula.

Hays also levies local option budget, capital outlay and bond mill levies.

These levies raised about $13.1 million for the 2023-24 school year at a rate of 31.31 mills. They are expected to raise $14.45 million for the 2024-25 school year at a rate of 32.72 mills.&nbsp;

The district would have to decrease its mill levies to 29.76 mills to keep the amount collected the same.

The Hays capital outlay levy has been set at 8 mills for years.

Hipp said capital state aid decreased from 8% to 3%.

The bond and interest mill levy went down slightly based on cash flow, Hipp said. The city sales tax the district receives for the bond projects has stayed solid, and that has helped that fund, he said.

The district also lost some supplemental general fund state aid, which slightly increased the local option budget. The state aid dropped from 26% state funding to 23%.

Hipp said an increase in state special education funding will increase the general fund, which will also affect the formula.&nbsp;

The school board is scheduled to have its revenue-neutral rate and budget hearings on Sept. 9.

Hays USD 489 revenue to increase; typical tax bill to go up less than $20 a year

June 27 represents a significant milestone for higher education in rural Kansas, as the Higher Learning Commission (HLC) officially approved the Change of Control application filed jointly by Fort Hays State University, Hays, North Central Kansas Technical College, Hays and Beloit, and Northwest Kansas Technical College.

 This approval will result in the strategic affiliation of these three institutions, allowing them to come together under the Fort Hays banner to better serve the region’s people, businesses, and communities. FHSU President Mason expressed her gratitude for the support received from various stakeholders in finalizing this affiliation plan.

Under this new affiliation, North Central Kansas Technical College will become Fort Hays Tech | North Central. Northwest Kansas Technical College will be renamed Fort Hays Tech | Northwest. The Higher Learning Commission's comprehensive assessment process included a thorough evaluation of academic offerings, governance, mission, finances, resources, and all degree levels offered by the institutions.

The vision of an affiliation between the three institutions emerged from discussions between President Mason, Fort Hays Tech | North Central President Eric Burks, and Fort Hays Tech | Northwest President Ben Schears. 

Each of these leaders recognized the urgent need for higher education in rural Kansas to address significant and growing threats to the future prosperity of their shared service region. These threats include an aging population, an expected 15 percent decline in college-bound students by 2029, and a 33 percent decline in Kansas’s rural population by 2064.

“What an exciting time for our region and state!&nbsp;We know for rural Kansas to prosper, every individual must have the opportunity to develop their talents, skills, and interests,” Burks said. “By our three institutions working more closely together, we will be able to enhance our current offerings, simplify our process, and create new opportunities to prepare students and generate workforce for our area businesses and communities.”

With the HLC's approval in place, over 20 affiliation implementation teams are now tasked with integrating and optimizing various aspects of the institutions to serve students, businesses, and communities better.

“Our work in the days ahead will focus on integrating our academic programs and student services and on expanding our already robust industry and community connections to increase opportunities for our students, fueling entrepreneurship in rural Kansas, and meeting the workforce needs of the businesses and communities we serve,” Schears said.

A series of “Affiliation Launch” events are scheduled in the hometowns of each of the three campuses. 

The first event will be at the old soccer field on the campus of Fort Hays Tech | Northwest (Goodland) at 5 p.m. on September 10. The downtown pavilion in Hays will be the site of launch event number two on September 12. The event will begin at 4:30 p.m. with a ribbon cutting hosted by The Chamber in Hays. Fort Hays Tech | North Central will host the final event at 5 p.m. on September 14 in downtown Beloit. These events will celebrate the historic partnership and allow the community to learn more about the future of higher education in rural Kansas.

Historic FHSU education affiliation approved by Higher Learning Commission

At Fort Hays State University, our resolve to outlast and achieve is exemplified by many tales of grit and perseverance. Recently, Fort Hays State University students Chris Crawford, Morgan (Hammersmith) Turner, and Maleigha Schmidt quietly made history. They just completed their first year of medical school at the Kansas College of Osteopathic Medicine (KansasCOM), not through the typical route but by participating in a trailblazing partnership that promises to reshape healthcare in rural Kansas.

Before I share their stories, let's appreciate the gravity of this partnership. Known as a 3+4 program, it allows select FHSU students to jumpstart their medical education in what would traditionally be their senior undergraduate year. This acceleration means that students complete undergraduate and medical degrees in seven years, one year less than usual, with the dual advantages of entering the workforce earlier and reducing the overall cost of their education.

This strategic alliance is rooted in shared goals: to address Kansas’s stark physician shortage and to empower the next generation of healthcare professionals. I was able to connect with Maleigha and Morgan, who shared their experiences for this column. They represent the first fruits of this collaborative venture, each with a journey as unique and inspiring as the communities they aspire to serve.

Maleigha’s desire to heal and help others found fertile ground at FHSU. The close-knit community and FHSU family legacy of six siblings and her father, a wrestler, fueled her interest in studying biology. She recounts the influential mentorship of Dr. James Balthazor, a chemistry professor and a pivotal force in her pursuit of a medical career. His support and our caring academic environment prepared Maleigha well for the rigor and lightning-fast pace of medical school.

Maleigha's rapid and serendipitous admission to KansasCOM is a testament to life's unpredictability.

"I took a job at a hospital over the summer, and that was when my life turned upside down,” Maleigha said.

After working a night shift, she received a voicemail from KansasCOM asking if she was still interested in the school, as they had some openings for their upcoming class. Maleigha called them back and ended up doing an interview over the phone.

“I got a call the next day saying I had been accepted and that I needed to be at the school in Wichita the next Monday for orientation. They told me I would be starting school the following Monday!”

That week was very stressful. She was in orientation all day long, and her parents, who are teachers and were still on summer break, thank goodness, searched for apartments. “It was probably one of the craziest things I have done," Maleigha said.

The initial year of medical school proved challenging yet immensely rewarding, filled with intense study schedules and sacrifices. Balancing academics with personal obligations and

long-distance family and friends tested Maleigha's resolve. Still, her unwavering dedication to her future patients and a supportive network of fellow Tigers fueled her determination.

Morgan’s journey is marked by family tradition and personal ambition. Drawn to FHSU by its small class sizes and the warmth of the faculty, she excelled in Chemistry under the guidance of Balthazor and Dr. Bruce Atwater. Morgan also described her first year of medical school as challenging. She had to reinvent her study strategies and treat academics as a full-time job. The small triumphs over the year underscored the infinite possibilities her education could unlock.

Now, as these students look toward the next phase of their training with anticipation and a smidge of trepidation, they know they are part of something much larger than themselves. They embody a concerted effort by KansasCOM to nurture homegrown talent and dedication that can flow back into the communities they know and love.

The journey of our first three KansasCOM tigers demonstrates the potential of this partnership. They speak of the first year in tones of exhaustion mixed with exhilaration, long study sessions, an overwhelming influx of new information, and the relentless pace of medical education. Maleigha and Morgan believe it’s all been a euphoric experience marked by tremendous academic and personal growth.

KansasCOM, nestled in the heart of Wichita, has opened its doors to a new era of medical students and to a future where the physician shortage in Kansas is no longer a foregone conclusion. Their model – student-focused, patient-centered, and community-based – is designed to ensure that these students become physicians deeply integrated with the pulse and needs of their communities.

The impact of this partnership transcends individual success stories. It reflects a future where rural areas are no longer medical deserts, where the next generation of doctors, like Chris, Maleigha, and Morgan, bring healing back to the places that raised them. It promises security and care to the aging farmer, the school-going children, and everyone who calls Kansas home.

As the second year looms with the promise of clinical rotations and the anxiety of board exams, these students stand poised to tackle each obstacle with the same enthusiasm that carried them through their whirlwind first year. Their ultimate dreams may differ, with Maleigha still exploring her specialization options and Morgan envisioning a future in obstetrics and gynecology. Still, their core mission is united – to provide empathetic, skilled care to the underserved communities in Kansas, ensuring that no one is left behind in the pursuit of health.

Thus, in Fort Hays State University's corridors and the rigorous halls of KansasCOM, the future of medicine is being shaped - one student, one patient, and one community at a time. It is a story of synergy between a future-focused university and remarkable and determined individuals working together to craft a healthcare landscape as resilient as the Kansan spirit.

Law enforcement across the
country will be on the lookout for a man from Mexico who skipped out on a sentencing
hearing in a sex crimes case this week in Ellis County.

Fabiel Perez Zavala, 30, was scheduled
for sentencing Thursday afternoon in Ellis County District Court but failed to
show up.

He also failed to show up to a Zoom hearing on Wednesday.

Zavala pleaded no contest via Zoom on March 6 to two counts of aggravated sexual battery.

As a result of the plea agreement,
the Ellis County Attorney’s office agreed to drop one count rape, two counts of
aggravated criminal sodomy and one count of unlawfully hosting minors consuming alcohol
charges against Zavala.

According to court documents, Zavala
was arrested for allegedly sexually assaulting two women who were incapable of giving
consent on May 7, 2022, in Ellis County.

Under Kansas sentencing guidelines,
with Zavala’s criminal history, he is facing between 67 and 72 months in
prison.

Zavala also failed to attend a psychosexual exam in Wichita in June, and as a result, a prior sentencing hearing was postponed.

Zavala’s defense attorney had
scheduled the exam to use in support of a motion to have his sentence reduced
to probation instead of prison time.

His attorney said Zavala had been
good about staying in touch with her until recent months.

As the result of his absence District
Judge Tom Drees ordered a bench warrant for Zavala’s arrest. It is a
nation-wide warrant extraditable back to Ellis County.

The Hays Lion Club has withdrawn a request to add its name to Daniel G. Rupp Park, 33rd and Skyline, after members say a misunderstanding sparked public outcry.

Priscilla Hunt, a longtime Lions member and former president, proposed adding the Lions' name to the park at a June Hays City Commission meeting.

Hunt said the Lions never intended to remove Rupp's name from the park.

Hunt said the Lions wanted to honor their dedication to the park by changing its name to Hays Lions Club Park in Remembrance of Daniel G. Rupp.

The park's sign now reads Daniel G. Rupp Park sponsored by the Hays Lions Club.

Rupp was a Hays city commissioner for 24 years and former mayor. He was also a member of the Fort Hays State University faculty as well as multiple area nonprofits. The Hays City Commission named the park for Rupp in 1998.

The Hays Lions are celebrating 100 years this year. They have contributed to the upkeep and improvement of the park since 1979 when it was Northridge Park.

The Lions helped add a physical fitness trail at the park, a shelter house, playground equipment, footbridge, basketball court, volleyball court and have planted many trees in the park since the 1970s, all on a cost-share basis with the city of Hays.

When the shelter house was added to the park, which was then called Northridge Park, the Optimists were also doing work at Seven Hills Park. However, the city did not have the funds to upgrade the two parks.

Then city manager Joe Pence said, "Those groups work their hearts out, and developing a park is expensive."

Hunt said other nonprofit organizations who contribute to parks in the community, including the Optimists and Kiwanis have those parks named after them.

"We would say, 'Have you been up to our park?' They would say, 'What park is that?' The one up behind Whiskey Creek," Hunt said. "That's the Hays Lions Club Park. 'We didn't know the Hays Lions Club had a park.'

"That was the main thing about wanting to change the name. They see Kiwanis. They see Optimists. They see everybody else in the community that does for the community, but nobody saw that we do for the community."

Hunt said the community is unaware of the Lion's contribution because of the name and the way the sign reads.

Jim Huenergarde, Hays Lions Club president and 27-year member of the Lions, said the headline in a Hays Daily news story was misleading and caused a backlash against the Lions.

"The newspaper really shattered our chance," Huenergarde said. "They had it that it came across that we wanted to remove [Rupp's] name."

He added, "No matter what we do now, the damage has been done."

Hunt, who has been a member of Lions for 18 years, said the organization contributes $11,000 to $12,000 per year in grants to local organizations. The organization now has 52 members in Hays and has several fundraisers through the year including an annual pancake feed, a golf tournament and a fundraiser during Oktoberfest.

A list of past and present organizations who have benefited from the grants cross a broad spectrum of Hays nonprofits. Some of those organizations include Big Brother Big Sisters, Community Assistance Center, Ellis County Cancer Council, First Call For Help, 4-H, Hays Area Children's Center, USD 489 Foundation, Arc, DSNWK, Boy Scouts, Red Cross, United Way, and Options Domestic and Sexual Violence Services.

"We are here to help," Hunt said. ... "We are here to be of service, not to be bashed."

In addition, the local Lions organization participates in the club's international efforts to improve access to eye exams and glasses, Huenergarde said. They collect used eyeglasses for distribution in third-world countries and provide eye exams and glasses for those in need locally.

Hunt and Huenergarde said they were saddened by the negative publicity.

"We are just going to pull the plug and go on as we have been for the last 100 years," he said of the park naming.

Hunt added, "I'm sorry that people misunderstood."

Huenergarde said, "We don't want to cause any ill will. We didn't mean anything negative against the family [of Dan Rupp].

Hays Lions: Community misunderstood, withdraws request for name change at Rupp Park

Fairground Road west of the U.S. 183 bypass will be closed to traffic starting Monday, July 22, through Monday, Aug. 5. The closure is part of the Kansas Department of Transportation’s project to reconstruct the U.S. 183 bypass and I-70 interchange at Exit 157 near Hays.

No detour will be in effect during the closure. Access to the Ellis County Fairgrounds and RPM Speedway will be available from the west side of the property via county roads. Enersys access will also remain open at its south entrance.

Fairground Road to temporarily close

The Colby Multi-Purpose Arena and Equestrian Center Star Bond project took a step forward on Tuesday July 2nd when the city council unanimously approved a resolution authorizing the execution of a Memorandum of Understanding and a Funding Agreement for the proposed project. Mike Woofter, representing Colby Investment Group (Developer), stated “while we’re still early in the process, reaching this agreement with the city demonstrates their excitement of the development”.

Colby Investment Group is planning a major entertainment complex for Colby. At the heart of the complex will be a state-of-the-art Multi-Purpose Arena and Equestrian Center designed to meet the needs of promoters and participants in the rodeo / equestrian world. The center will boast first-class stables, an expansive competitive arena, as well as multifunctional space for hosting a variety of non-equestrian events.

The development, primarily located south of Interstate 70 and west of KS 25 will be more than just an arena. In addition to the two new hotels now under construction, a third property will be built, bringing close to 300 new hotel rooms to Colby. Retail and restaurant space will be included along with a new, full serve restaurant slated to be opened early in the project.

To enhance the traveling guests experience, the developers are planning an indoor amusement center featuring indoor go carts, putt-putt, laser tag, an arcade, and a miniature animal petting zoo. There are also plans for a Wind, Weather and Tornado exhibit as well as a Farming Pavilion and Agricultural Center. Surrounding the arena will be an RV park, a picnic area, green belt, fishing pond and walking trails. Outdoor food service is also planned.

“While these components are designed to attract additional tourism to our community, it’s awesome to create new entertainment opportunities for local residents” Woofter shared.

STAR Bonds are a tool used to assist the development of major entertainment or tourism destinations in Kansas. State and local sales tax revenue generated by the attraction and associated retail development are used to pay back the bonds. In 2022 the Department of Commerce and State Legislators amended the tool to allow better access for rural Kansas. Lieutenant Governor David Toland, who also serves as Secretary of the Kansas Department of Commerce, has expressed his desire to get a project going in Northwest Kansas. The Department has been supportive and encouraging to both the city and the developers during the planning process.

Growing vegetables and flowers in Western Kansas requires hope comparable to a child’s faith in Santa Claus. Those who believe harvest scores of succulent vegetables and fruits. Each spring gardeners across this region devour seed catalogues and visit garden stores to build a gambler’s hope that this year will deliver untold riches.

Nearly two decades ago, eleven years after relocating to a limestone hilltop, my best tomato payday arrived. Yes, Virginia, the garden produced a bonanza. A combination of beneficent rains and aged chicken poop produced 2008’s dream harvest--despite hail that totaled our roof and left tender tomato plants shattered. Ignoring that set back, our vines moved into overdrive by the end of July, a few weeks later than they would have without Mother Nature’s taunts. Produce is an understatement. Our plants burgeoned with softball-size, sunbeam-flavored fruits.

The dilemma--we had a small raised-bed to compensate for thin topsoil. Considering previous harvests, I thought I left ample room between seedlings, permitting them to reach maximum capacity and still leave room for a picker to harvest ripe tomatoes. That year’s substantial rains and cured chicken droppings induced unbelievable growth. I couldn’t move through my garden without contorting into pretzel-like forms.

That year’s plants topped four and half high by four and a half feet wide--a minimal estimate since huge orbs weighed down thick stems. I couldn’t tell when one plant’s branches left off and another’s began because they’d intertwined like ivy.

When my mother visited, her very short form permitted her to discover scores of ready-to-pick tomatoes close to the ground. Other than digging potato hills, I don’t think Mom loved anything more than finding every last ripe tomato on eight crowded, over-grown plants. She manifested as a tomato General Patton standing straight-backed outside the garden fence, directing placement of my feet and hands until I had plucked every ripe trophy.

“More to the left, down a few more inches--don’t step too hard with your right foot—stretch--can you see it-- look--there’s a great big one on the other side of that plant--watch out, you’re bending that branch--can you get all four of those and pass them to me?” I was performing garden “Twister.” I maneuvered until I barely kept my balance. At least in real Twister, you don’t have to worry about destroying a healthy tomato plant. The worst you can do is bruise a fellow player.

Afraid to move for fear I would shear a fruit-loaded branch or dislodge tomatoes too green to ripen on their own; nervous perspiration dripped from my forehead onto my glasses. Enough moisture fell, it obscured my vision, adding to my tortured misery.

By the time I followed Mom’s directions to find every ready-to-pick fruit, we filled a five-gallon bucket two days in a row. Lugging our plunder into the house, we rinsed, blanched, peeled, and quartered until I’d stuffed six one-gallon baggies full of ready-to-turn-into-salsa treasure.

It took time to recover from that spine-twisting garden game, but I love remembering the heft of repeatedly lifting the jar-filled canner from a hot stove. Though a burden, I’d do it in a heartbeat if Mother Nature saw fit to deliver another premier tomato harvest, and Mom could come back to life to direct the action.

SCOTT COUNTY —One person was injured in an accident just before 1p.m. Wednesday in Scott County.

 The Kansas Highway Patrol reported a 2024 Kenworth semi driven by Maxine L. Briggs, 63, Scott City, was eastbound on Road 40 one mile east of U.S. 83.&nbsp; The vehicle veered off the road to the left and overturned.

EMS transported Briggs to the Scott County Hospital. She was properly restrained, according to the KHP.

Kansas woman hospitalized after semi overturns

COLBY—On Tuesday, the Thomas County Sheriff's Office and the Colby Police Department both received reports of an attempted abduction of two juvenile females playing together in Colby.

Information gathered from the reporting parties indicates that on Tuesday evening between 4 and 6:30 p.m., a white male driving a black and red SUV, possibly an early 2000's model Suburban, approached two two young girls in the area of 800 South Garfield and 500 West Ash.

The vehicle was described as having a Kansas License plate with unknown digits. The perpetrator was described as a white male about 30 years old with blue eyes and no visible facial hair. The male was wearing a black hoodie with the hood up, blue or dark blue jeans, and a partial face covering.

According to reports and evidence gathered, the male attempted to lure the young girls into his vehicle to take them for ice cream. As the juvenile ran away, the suspect followed them eastbound in his vehicle for about two blocks toward a park in the 700 block of South Mission Ridge.

Please take the time to speak to your children about what to do in these situations, as they can be very dangerous. Children should know the risks posed by a 'friendly' stranger and not go with anyone they do not know.

Without the quick thinking of these young individuals, this situation could very well have been a tragedy. Thomas County SheriffCOLBY—On Tuesday, the Thomas County Sheriff's Office and the Colby Police Department both received reports of an attempted abduction of two juvenile females playing together in Colby.Information gathered from the reporting parties indicates that on Tuesday evening between 4 and 6:30 p.m., a white male driving a black and red SUV, possibly an early 2000's model Suburban, approached two two young girls in the area of 800 South Garfield and 500 West Ash.The vehicle was described as having a Kansas License plate with unknown digits. The perpetrator was described as a white male about 30 years old with blue eyes and no visible facial hair. The male was wearing a black hoodie with the hood up, blue or dark blue jeans, and a partial face covering.According to reports and evidence gathered, the male attempted to lure the young girls into his vehicle to take them for ice cream. As the juvenile ran away, the suspect followed them eastbound in his vehicle for about two blocks toward a park in the 700 block of South Mission Ridge. Law enforcement reports alleged attempted abduction of girls in Colby

In the wake of recent severe weather, Hays city staff has been working to clear branches from streets and alleys, removing low-hanging or broken branches, cleaning basins, and checking for damaged traffic signs and signals. 

However, city employees will not be removing large limbs or branches from private property, as these will be the responsibility of property owners.

The Ellis County Landfill is open 8 a.m. to 5 p.m. Mondays through Fridays and  9 a.m. to 4 p.m. Saturdays for dumping and disposal of limbs and branches for free to residents of Hays for non-commercial purposes.

No dumping is allowed 15 minutes prior to closing times, according to Justin Craig, Ellis County Environmental Services director.

Gates close at 4:45 p.m. Monday through Friday and at 3:45 p.m. on Saturday. This will prevent citizens from arriving late and possibly being turned away.

Tree limbs are not accepted at the city compost site. Should property owners require additional assistance, residents are encouraged to reach out to a licensed tree trimmer.

Disposal of limbs, branches free to Hays residents at Ellis County Landfill

Several items related to new housing and business developments in Hays will be discussed Thursday during the city commission work session.

Planned development of The Grove, north of HaysMed on Canterbury Drive, and the final plat for the Depot Addition, 10th and Walnut, will be presented by Jesse Rohr, director of public works.&nbsp;

A date to set a public hearing for establishing The Grove's reinvestment housing incentive district will presented by Collin Bielser, deputy city manager.&nbsp;&nbsp;

Rohr will also discuss two issues related to the location of the new Astra Bank to be built at 27th and Main. Rohr will review the final plat and the rezoning of the property from public and institutional district to neighborhood shopping district and residential multi-family.&nbsp;

Nuisance abatement recommendations for properties at 1700 Marshall Road and 515 East 11th will be made by Rohr.&nbsp;

A charter ordinance&nbsp;will be discussed by Finance Director Kim Rupp which would allow the city to authorize the issuance of general obligation bonds to finance projects in its capital improvements plan by simple adoption of a resolution. Bielser said it would provide greater flexibility for the city to authorize certain capital improvement projects.

Commissioners will also get another look at the proposed 2025 budget and suggest any changes. The mill levy remains at 25 mills, the same as its been for a number of years. The public hearing will be held in September.

Next steps in housing, business developments to be reviewed Thursday by Hays city commission

At about 5:30 p.m. Monday, the Ness County Sheriff's Office effected two arrest warrants and one search warrant at 212 S Tennessee Ave. in Ransom. 

Two individuals were arrested on the warrants, citing criminal charges of mistreatment of a dependant adult, criminal restraint and endangerment.

Both individuals were arrested and released on $40,000 recognizance bonds issued by the Ness County District Court.

This investigation is ongoing. At this time there is no apparent threat to the general public stemming from this investigation.

Ellis County Fair week got kicked off with the 2024 Wheatshocker nationals with the highly anticipated return of the United Rebel Sprint Series 305's. Joining the sprints were the cruisers, sport compacts and stock cars on Friday.

Saturday saw the sprints, sport mods, modifieds and hobby stocks. Visiting victory lane Friday were Jacey Archer and Chase Zimmerman in the cruisers class, Kiowa Higdon in the sport compacts, Tathan Burkhart in the stock cars and Koby Walters in the sprints. Saturday's victory lane participants were Zach Olmstead in the hobby stocks, Warren Huffman in the sport mods, Clay Sellard in the modifieds and Jake Martens in the sprints.

The cruisers started Friday's program off with one heat race won by David Kraus, their twelve-lap feature event started with a front row of Weston Kraus and Dakota Bliss. Weston Kraus and Jacey Archer battled closely throughout the race, until the closing laps when Kraus had issues and fell to the back of the field. Jacey Archer picked up the win Friday after winning Thursday night in Wakeeney. Second was David Kraus, third was Dakota Bliss, fourth was Madelyn Kraus, fifth was Kaleb Pavlu and sixth was Weston Kraus. Hard chargers in the event were Jacey Archer, David Kraus and Madelyn Kraus who all gained two spots each.

The sport compacts were second on Friday's program, they ran one heat race won by Kiowa Higdon. Their fifteen-lap main event started with a front row of Kiowa Higdon and Gage Porter. Higdon took the early lead, but quickly Jake Schwien and Gage Porter made it a three wide battle, and a lap later Brock Leibhart would throw his hat in the battle. Schwien would lead lap one and start gapping Higdon just a bit. At the halfway point Jake Schwien still held a slight lead over second place running Higdon, but the second half of the race would see the physicality increase, as Higdon searched for a way around. With two laps to go Higdon would get side-by-side with Schwien for the lead and got the lead and held on at the line to pick up the race win. Kiowa Higdon picked up his third win of the season, second was Jake Schwien, third was Gage Porter, fourth was Brock Leibhart and fifth was Kaishen Brack. Hard charger in the event was Jake Schwien who gained two spots.

The stock cars were third on Friday's program, they ran one heat race won by Josh Hudson. Their fifteen-lap feature event started with a front row of Kyle Pfeifer and Tathan Burkhart. Tathan would take the race lead out of turns three and four on lap one and started to pull away from Pfeifer. Pfeifer would try to search for speed in multiple grooves, and at the halfway point would race side-by-side with Tathan Burkhart but was never able to complete a pass. Tathan Burkhart picked up win three of the season, second was Kyle Pfiefer, third was Troy Burkhart, fourth was Josh Hudson and fifth was Chris Oliver.

The United Rebel Sprint Series closed out the evening, they ran three heat races won by Tyler Knight, Kyler Johnson and Ty Williams. Their twenty-five-lap feature event started with a front row of Conner Thomas and Steven Richardson. The field took three attempts at the start of the race, and Thomas led lap one as Richardson and Walters were putting pressure on right away. Walters got by on the bottom to take the lead on lap two. Taylor Velasquez would get to third on lap three, and caution came out as Whit Gastineau and Jon Freeman both went for a spin. Walters would restart the field with twenty-two laps to go and would pull away slightly. While Richardson and Velasquez would battle for second, Velasquez would get to second place and started tracking down Walters. Walters would remain in the lead and work through lapped traffic well enough to pick up the race win. A hard charging Zach Blurton would pass Velasquez at the line on the final lap to pick up second place. Fourth was Wakeeney's race winner Jeremy Huish, and fifth was Jake Martens.

Their twenty-lap feature event started with a front row of Brianna Maughlin and Jacob Olmstead. Olmstead would lead early on, but quickly Adam Weber and Warren Huffman found their way to the front of the field. Huffman would survive charges from Weber and Blaine Walt to finally pick up a win at RPM Speedway, a place he had bad luck at. Warren Huffman picked up win number two on the season, second was Blaine Walt, third was Adam Weber, fourth was Josh Hudson and fifth was Cody Gearhart. Hard charger in the event was Warren Huffman who gained seven spots, Josh Hudson had a good run grabbing five spots.

The hobby stocks were second on the program, they ran three heat races won by Mitchell Fischer, Trent Matson and Morgan Olmstead. Their twenty-lap feature started with a front row of Dion Priddy and Blake Holmes. Zach Olmstead found his way to the front early, the field had to deal with multiple cautions as the field had a tough time getting going, there also was a red flag after Mitchell Fischer rolled his car, luckily, he walked away from the wreck. Zach Olmstead held off the field to pick up win number four on the season. Second was Tyler Heath, third was Dion Priddy, fourth was Reagan Sellard and fifth was Jonathan Saliba. Hard charger in the event was Zach Olmstead who gained nine spots, other nice runs included Roger Garrison and Anna Minks up eight spots each, Gordon French gained seven spots.

The modifieds ran third on the program, they ran two heat races won by Dylan Sherfick and Dakota Sproul. Their twenty-lap feature event started with a front row of Kaid Calhoon and Shaylon Holloway. Clay Sellard worked his way to the front early, with the help of a few cautions. Once he got into clean air, it was hard for anyone to track him down. Clay Sellard picked up win number two of the season. Second was Dakota Sproul, third was Brett Berry, fourth was Clay Money and fifth was Dylan Sherfick. Hard charger in the event was Brett Berry who gained five spots.

The United Rebel Sprint Series finished out the program with three heat races won by Ray Seemann, Ty Williams and Kyler Johnson. Their twenty-five-lap feature event started with a front row of Jon Freeman and Steven Richardson. Taylor Velasquez went for a flip through turns three and four off of the initial start, he was able to climb out of the car under his own power. The field would get restarted and Freeman would take the race lead. Freeman would lead for a while, meanwhile Martens started moving through the field. Jordan Knight got to second place after Steven Richardson would grab the lead and would inherit the lead for a little while after Richardson made contact with a lapped car. But timely cautions gave Martens the opportunity he needed to gain the race lead. Martens made a pass for the lead and was able to hold on for the race win. Jake Martens picked up win number five on the season, second was Jordan Knight, third was Jon Freeman, fourth was Ty Williams and fifth was Kyler Johnson. Hard charger in the event was Jake Martens who gained fourteen spots, other nice runs included Zach Blurton and Brandy Jones both up nine spots.

This weekend, the 75th anniversary of the arrival of the Kansas Merci Boxcar, a gift from France in appreciation of American support, will be celebrated.

 </figure>CORRECTION 10:08 a.m. Monday, July 17: Gov.&nbsp;Laura Kelly will not be attending this event.By TONY GUERRERO Hays PostThis weekend, the 75th anniversary of the arrival of the Kansas Merci Boxcar, a gift from France in appreciation of American support, will be celebrated.The ceremony, which will take place at 2 p.m. Saturday at Veteran's Park, 1305 Canterbury, will feature Hays Mayor Shaun Musil and a guest speaker who will discuss the unique history of the boxcars.Director of the Kansas Merci Boxcar, Vance Chartier, said the ceremony is dedicated to honoring veterans from the First Infantry Division to those currently serving."We are honoring the tie of that boxcar to the veterans by honoring our living veterans as well as those who have passed," he said.The ceremony will feature the reading of proclamations from both Musil and Kelly.The celebration will also include a rendition of The Armed Forces Medley to honor veterans, followed by a reading of the poem "In Flander's Field."Executive Director of the Kansas Historical Society, Patrick Zollner, will speak at the ceremony about its preservation and support from Kansas."Part of his talk is going to cover the giving nature of the people of Kansas and how we like to give to those that need help," he said.During World War I, American "Doughboys" were transported in small boxcars known as "Forty &amp; Eights," which would carry either 40 men or eight horses.After World War II, the French government prioritized rebuilding infrastructure with the Marshall Plan but provided minimal assistance in feeding its citizens.Radio commentator and news announcer Drew Pearson challenged the American people to send food and grain, resulting in 700 boxcars of goods being sent.Chartier said the idea also stemmed from an effort to surpass the Soviet Union, which was sending minimal goods to the country."This idea got started to show the French people we're better than the Russians," he said.On June 14, 1949, the Merci Boxcar arrived in Kansas. It toured 120 cities before arriving in Hays and serving as the main attraction of the Armistice Day Parade that November.After the parade, it was transported to the Forsythe Library at Fort Hays Teacher's College and later relocated to the American Legion Post 173.In 2017, it was relocated to Veterans Park. Since its arrival in the United States, <a href="https://www.fortyandeight.org/">The Society of Forty Men and Eight Horses</a> has served as the caretakers of the Kansas Merci Boxcar.Chartier said having the Kansas Merci Boxcar in Hays is an honor as nearly half of them are gone, and few remain in good condition."We have one of the top five boxcars. We're the first one to have a museum inside," he said.The boxcar was refurbished and rebuilt but retained its original frame and roof. The boxcar museum houses uniforms from various wars and equipment, such as gas masks and telephones.In 1949, thousands of World War I veterans and millions of World War II veterans vividly remembered spending up to a week being transported to or from the battlefronts in the same type of boxcar.There were no seats, windows, toilets, or sleeping and dining accommodations.
