First-generation Fort Hays State University graduate Jeff Kesler always hoped to pay it forward to FHSU students but was unsure where to begin. His experience at FHSU provided the opportunities and mentors to make his decades-long career in banking possible. 

With a newly established scholarship, Jeff hopes to show Fort Hays State students that banking is more than a financial institution; it is a powerful platform to serve the communities they call home.

Jeff grew up in Quinter and had never considered a career in banking. He vividly remembers the phone call that changed his perspective and life.

 The call was from former FHSU Director of Career Services, Dan Rice, sharing he’d found the perfect post-graduate job for Jeff. Taking a banking position in Texas hadn’t crossed his mind, as he was dead set on becoming a chief financial officer, but the opportunity was too good to turn down.

Jeff took a chance, packed up his Toyota 4Runner, and moved to Texas. He had a misconception that banking only provided loans and services. However, he quickly learned how central the relationships built around banks can be to a community, especially for those looking to start a business or purchase a home.

Today, he serves as Veritex Community Bank president of the Dallas-Fort Worth market. Every day, he wakes up looking forward to making connections and leading his team with compassion and confidence. 

During a recent conversation with the FHSU Foundation, an area of campus immediately caught Jeff’s attention. 

The&nbsp;<a href="https://www.fhsu.edu/efa/Robbins-Banking-Institute/">Robbins Banking Institute</a>, which prepares students to pursue careers in the banking industry, perfectly aligned with how he wanted to give back. His plan became clear. He and his wife would start the Jeff and Tara Kesler Banking Scholarship to support aspiring bankers at FHSU.

For as poor a fisherman as I have become in adulthood, I have a whole library of fishing memories from childhood; from fishing in the overgrown lake at the city park near my grandparent’s house with doughballs from the town bakery, to annual fishing trips to Canada with my high school FFA chapter.

The first week after school was out each spring, our FFA chapter loaded a couple dozen of us farm boys onto an old, tired FFA bus and headed from northcentral Ohio to Canada where we rented a small group of cabins on a lake. The prerequisite for going on the trip was collecting fallen apples and helping sell apple cider in the fall, selling oranges and grapefruit all winter, and not burning the FFA shop to the ground during the school year. As I remember it, the lake sporting the cabins was as tired and worn-out as the FFA bus, and very few fish were ever caught. We found out over the years that a short boat trip across the lake and through a tiny, narrow creek took us into another lake that teemed with bullheads about the length of hotdogs. The road leading to the cabins crossed a wide waterway that connected two lakes. One morning, in an attempt to catch anything resembling a fish, a few of us got up early and walked to that bridge to fish. An hour or so later a boat came up the stream heading for the second lake. As the boat neared the bridge, one of the passengers held up a stringer full of 12 or 14-inch northern pike and asked if we wanted them. When we got back to camp, the cabins literally emptied as the rest of the group headed for our “honey-hole” at the bridge.

Though I was not involved, another favorite fishing story involves the salvage of fish from Inman Lake in the mid 1950’s when it went dry for the first time ever. Although not a fishing hotspot in recent times, Inman Lake once held a decent population of both channel and flathead catfish. The bottom of the lake is black, oozy, sticky mire that remains nearly unnavigable for days and possibly weeks, even after being fully exposed to the sun. As the lake dried-up back then, all fish were forced into a few remaining pools of water in the middle of the lake. Norman Schmidt remembers helping his dad and several other guys harvest many of those remaining fish. They collected enough planks to make a plank sidewalk across the oozy mire by placing planks in front of them and slowly working their way to the remaining pool of water that teemed with fish. Norman says one poor

fellow fell off the planks into the muck and became nearly hysterical before being rescued. Two flat bottom boats were also pulled along with them, and once they reached the middle, just enough water was poured into each boat to keep fish alive. “Gunny sacks” were filled with fish caught from the puddle and dumped into the boats, then the loaded boats were arduously dragged back toward the lakes edge and the plank sidewalk collected on the way. Norman remembers 75 or so people showing up to get some of the rescued fish.

Despite all the political nonsense and hysteria seemingly overtaking our world right now, the Kansas Outdoors and specifically fishing remain as uncomplicated as ever. So, gather the grandkids, the neighbor kids, the guy or gal living on the corner that you’ve never met, and heck, anybody that will fit in your pick up and take them fishing. Fort Hays Tech | North Central welders shine at SkillsUSA National Competition

Governor Laura Kelly announced today that a combined $26 million is being awarded to 33 projects to improve intersections and roads in cities across the state that have been selected for funding through the Kansas Department of Transportation’s City Connecting Link Improvement Program (CCLIP).

CCLIP funds improvements to state highways that extend through cities. The cities will receive a combined total of approximately $26 million, which includes $5.5 million in state fiscal year 2026 and $20.5 million in state fiscal year 2027.

“This popular program makes it possible to improve the safety and accessibility of our local highways that are local centers of community life,”&nbsp;Governor Laura Kelly said. “Thanks to our increasingly solid financial footing at the state and federal levels, Kansas is finding ways to solve problems and bring resources to various regions of the state.”

Under the CCLIP, a city must contribute up to 25% of the project cost based on its population, though some cities contribute significantly more. Cities with a population under 2,500 aren’t required to provide a match. Projects in this program may fall into one of three categories: Surface Preservation (SP), Pavement Restoration (PR), or Geometric Improvement (GI).

“By investing with our local partners in our infrastructure framework, we are delivering economic opportunities across rural and urban parts of the state,” said Secretary Calvin Reed. “These projects will address problems, so Kansans have more local transportation choices.”

SP projects involve maintenance work such as resurfacing and are funded up to $400,000 per project. PR projects typically involve full-depth pavement replacement without changes to the overall geometric characteristics and may also address drainage issues. GI projects address geometric issues such as adding turn lanes, improving intersections, or modifying the lane configuration to address capacity. The PR and GI categories are funded up to $1.5 million per project.

Governor announces $26M for road improvements in NW Kansas

Last
month during the state legislature’s special budget session, one contentious
issue in the budget bill was doubling the state’s childcare tax credit.

Rep.
Mark Steffen (R-Hutchinson) made comments saying the tax credit served as an
“incentive” for mothers to enter the workforce and weaken “traditional
families”.

Justifiably,
he was blasted by colleagues on both sides of the aisle.

Taking
such an opposition to the childcare tax credit is not only “offensive”(as
stated by Senate President Ty Masterson (R-Andover)), it ignores the hard
reality that&nbsp; Kansas families face.

According
to the <a href="https://www.epi.org/child-care-costs-in-the-united-states/?gad_source=1&amp;gclid=Cj0KCQjwkdO0BhDxARIsANkNcrd6TdwaTG7RtofHvPSZ26rRaH2PYt-1AMc3NMuuLbpF0MP1RmGspV0aAp5nEALw_wcB#/KS">Economic Policy
Institute</a>, the cost of daycare is unaffordable for 92% of families in the state.

A
shortage of childcare has continued to drive up costs. 104 of the state’s 105
counties have a higher demand than availability. The supply and demand issue
raises childcare costs and prices families — especially mothers as women often
make lower wages than men — out of the workforce.

Infant care costs are 28.4% higher than full-time college tuition at an
in-state public university, and childcare costs for kids under the age of four
are about equal to full-time public university tuition costs. 

Infant care is approximately 12.3% higher than Kansas’ average rent
costs. 

Kansas’ childcare costs as a percentage of workers’ salary is one of
the highest in the country.

According to MIT’s <a href="https://livingwage.mit.edu/states/20">Living Wage Calculator</a>, an average single adult Kansan with one child would
need to make $34.03 per hour to earn a living wage.

A living wage is defined as the amount a worker needs to make to meet
their basic needs — food, childcare, healthcare, housing, transportation,
taxes, and other essential items like clothing, personal care items, and
broadband.

A household with two working adults and one child would need both
adults to make at least $19.29/hour to meet their basic needs.

Steffen’s ideal two adult, one child household where only one adult
earns an income would need to earn $33.72/hour, even while spending $0 on
childcare. 

According to the Kansas Department of Labor’s <a href="https://www.klic.dol.ks.gov/vosnet/analyzer/resultsNew.aspx?enc=dTkmvkgGEL2blQpjB3ZCAerz8ejCpEVgtZZJ82GDP5c=">Occupational Employment and Wage
Statistics</a> (OEWS)
report from 2023, the median wage of Kansas workers (both hourly and salaried)
across all industries was $21.76 per hour.

75% of all workers made less than $31.09/hour, per OEWS. 

In other words, more than three-quarters of Kansas workers don’t make
enough income to afford their basic needs in a two-adult single-income
household with one child.

The data is clear: a vast majority of Kansas families do not make
enough money to meet their basic needs, with or without having to pay for
childcare.

Childcare is not a luxury for Kansas families. It’s a necessity.

Steffen’s remarks highlight a troubling disconnect from the economic
realities facing Kansans. 

By dismissing childcare tax credits as an incentive that could
supposedly undermine “traditional families”, he not only ignored the
overwhelming financial strain that childcare costs impose on households across
the state but also neglected the critical role that affordable childcare plays
in enabling parents — especially mothers — to participate fully in the
workforce and public life.

Thankfully for Kansas families, the proposal to double the childcare
tax credit ultimately passed with bipartisan support as part of the larger tax
bill.

The state childcare credit is now 50% of the comparable federal credit,
adding some relief for many families across the state.

childcare.Childcare is not a luxury for Kansas families. It’s a necessity.Steffen’s remarks highlight a troubling disconnect from the economic
realities facing Kansans. By dismissing childcare tax credits as an incentive that could
supposedly undermine “traditional families”, he not only ignored the
overwhelming financial strain that childcare costs impose on households across
the state but also neglected the critical role that affordable childcare plays
in enabling parents — especially mothers — to participate fully in the

tax credit ultimately passed with bipartisan support as part of the larger tax

Hays city commissioners said no Thursday to the Ellis County Historical Society's request for doubled city funding in 2025.

In an appearance before the commission last month, executive director Amanda Rupp presented the group's <a href="https://hayspost.com/posts/d4905ecc-aa45-4fce-af54-df4ccd0647cc">request</a>, one of nine nonprofit groups asking for city funds.

The historical society requested $42,272, slightly more than double the amount it was allotted in 2024.

Although each of the commissioners expressed praise for the historical society's progress in improving the deteriorating museum building at 100 W. Seventh and increasing self-generated funding, they were most supportive of the CARE Council asking for $180,000, an increase of $10,000 from last year.

"As our community grows, there's always going to be other issues," said Mayor Shaun Musil, "and with inflation, people on the lower end of the earnings scale have more requests to the CARE Council.

"It's not a lot more that they're asking for to fulfill those needs. It's broken into many different groups."

The social service groups funded in part by the CARE Council are ACCESS Transportation, First Call for Help, Big Brothers Big Sisters, Hays Senior Center, Western Kansas Child Advocacy Center,&nbsp; Options Domestic and Sexual Violence Services, CASA of the High Plains, Cancer Council, and Western Kansas Association for Concerns of the Disabled.

Concern was also expressed about city sales tax collections being slightly down this year.&nbsp;

"I think it makes all of us a little nervous that sales tax was down, although not significantly," said Alaina Cunningham, city commissioner. "But it still affects the budget and makes us stay within our means."&nbsp;

City staff expects sales taxes to rebound 2% next year over the 2024 projections. The city's general fund is primarily financed with the local sales tax.&nbsp;

Commissioners will review the 2025 draft budget at their next work session. The public hearing will be Sept. 12.

City growth through new housing and business developments also took steps forward during the work session.

The final plat and rezoning of the property located at 27th and Main will be voted on at the next meeting. 

The lot was originally purchased to be the site of a future police station. However, an agreement with Astra Bank was reached to convert their existing building, 1100 Fort, into the new Hays police station and municipal court facility. In return, Astra Bank will move its operations to 27th and Main and develop the property to include residential multi-family housing and a neighborhood shopping district.

The property will have access along Fort Street, Main Street, and 27th, as well as from the planned extension of 26th Street through the center of the development.&nbsp;

Also to be voted on next week is the approval of the final plat for the Depot Addition near 10th and Walnut.&nbsp;

Hays developer Michael Graham has proposed the development of a multi-family apartment complex on the city-owned property, which is the site of the former train depot.

The Grove multi-use housing development north of HaysMed on Canterbury Drive will also be moving forward.

The property is owned by Grow Hays and has been annexed, rezoned and platted.

The planned development of the retiree-focused project will be approved next week, the final step before infrastructure bids can be taken. Design is underway, and construction of the community/senior center/daycare facility will start late this summer.&nbsp;

A <a href="https://hayspost.com/posts/52b97519-b934-46eb-bdf3-8bd246bf2675">groundbreaking for the new Bob and Pat Schmidt Community Center</a>&nbsp;occurred last week.&nbsp;

Preliminary housing plans include 12 six-plex structures, eight duplexes, and 50 single-family homes.

The development will also extend the city’s multiuse path network by constructing a one-mile connector from the juncture of 22nd Street and the existing HaysMed path, north to the Sternberg Museum of Natural History.&nbsp;

A public hearing is expected to be set for Sept. 12 to establish a reinvestment housing incentive district requested by Grow Hays. The developer has proposed that the city finance and construct the project infrastructure. The incentive district revenues would be derived from incremental property tax revenues collected on the project site.&nbsp;

In other business, commissioners agreed to move on to next week:

•&nbsp;Charter ordinance allowing the city to issue general obligation bonds to finance projects in its capital improvements plan by simple adoption of a resolution&nbsp; • Nuisance abatements for 1700 Marshall Road and 515 E. 11th

The Kansas Department of Transportation expects to begin a resurfacing project on a portion of U.S. 281 in Osborne County on Monday, July 22.&nbsp;

Project work will consist of a chip seal on 16.5 miles of pavement starting near County Road 412 and ending at the south city limits in Osborne. Traffic through the areas where crews are actively working will be directed by flaggers and a pilot car. Motorists should plan for delays of 15 minutes or less during daylight hours.&nbsp;

KDOT expects the work to be completed in early August, conditions permitting.&nbsp;

New Age Industrial unveils Flavor Station Mobile Condiment Carts

In drier years I get this question. When the soil is dry, will it be able to hold anhydrous ammonia or will some or most of the ammonia be lost shortly after application?

There are three factors that come into play when applying anhydrous ammonia to dry soils.

Chemical - Ammonia (NH3) needs to react with water shortly after application in order to convert into ammonium (NH4+), which is the molecule that can adhere to clay and organic matter in the soil. Ammonia is very soluble in water. After it is placed in the soil, NH3 reacts with water in the soil to form NH4+, which is retained on the soil cation exchange capacity sites. This process takes a little time – it does not occur immediately upon contact with the soil. The main controlling factors in the conversion of NH3 to NH4+ are soil temperature, soil moisture, and soil pH. The higher the soil temperature and the wetter the soil, the more rapid the conversion occurs. If the ammonia does not react with water, it will remain as a gas that could escape from the soil. Also, equilibrium between NH3 and NH4+ is affected by soil pH. More NH3 will remain unconverted in the soil longer at higher application rates and at higher soil pH levels.

Physical - Dry soils may be cloddy, with large air spaces where the soil has cracked. This can allow the gas to physically escape into the air before it has a chance to be converted into ammonium. Getting the soil sealed properly above the injection slot can also be a problem in dry soils. Loss of the ammonium gas can begin immediately after application continuing for several days to weeks if there is no moisture. N losses can be greater than 50%.

Application depth - The deeper the ammonia is applied, the more likely the ammonia will have moisture to react with, and the easier the sealing.

So, can anhydrous ammonia be applied to dry soils?

The answer is yes - as long as the ammonia is applied deep enough to get it in some moisture and the soil is well sealed above the injection slot. If the soil is dry and cloddy, there may be considerable losses of ammonia within just a few days of application if the soil is not well sealed above the injection slot and/or the injection point is too shallow.

Producers should be able to tell if anhydrous is escaping from the soil during application or if the ammonia isn’t being applied deeply enough. If ammonia can be smelled, the producer should either change the equipment setup to get better sealing or deeper injection, or wait until the soil has better moisture conditions.

In short, producers can minimize this potential loss problem by applying the anhydrous ammonia at the proper depth (at least 6 to 8 inches in 30 to 40 inch spacings), and using covering disks behind the knives or sealing wings ("beaver tails") on the knives.

BILLINGS, Montana — A Kansas man accused of devising a scheme to steal from Montana and Wyoming ranchers who were trying to find hay to feed their livestock during a drought admitted to a fraud charge Thursday, U.S. Attorney Jesse Laslovich said.

The defendant, Jory D. Parks, 43, of Logan, Kansas, was arraigned on and pleaded guilty to an information charging him with wire fraud. Parks faces a maximum of 20 years in prison, a $250,000 fine and three years of supervised release.

U.S. Magistrate Judge Timothy J. Cavan presided. A sentencing date will be set before U.S. District Judge Susan P. Watters. The court will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors. Parks was released pending further proceedings.

In court documents, the government alleged that a drought in the summer of 2021 created a hay shortage for ranchers in Montana and Wyoming, and ranchers were struggling to find enough hay to feed their livestock.

During this time, Parks intentionally devised a scheme to defraud these ranchers. Parks advertised on Facebook, claiming that he was selling large amounts of hay and was willing to deliver to Montana and Wyoming from out of state.

Parks, operating as Heart Cross Ranch, LLC, received money from customers in exchange for promises to deliver hay. Instead, Parks used the money for unrelated business and personal expenses and made false promises about what he would deliver and the scale and success of his business.

In September 2021, when Parks was trying to convince a prospective customer that he had a successful business selling high-quality hay, he told the victim that he had sold all his hay the previous year to a known horse racing facility in Nebraska to feed racehorses. After interviewing the CEO of the facility and analyzing Parks’ financials, the FBI determined that Parks’ statements were false.

In Montana, a ranching business owned by a couple in Ingomar responded to one of Parks’ Facebook ads in which he claimed to be selling hay cheaper than they had been able to find. 

The couple signed a contract with Parks to buy 190 tons of hay from Parks for $43,300 and mailed half of the amount, $21,650, as a down payment to Heart Cross Ranch.

Parks deposited the check into his business account in a bank in Colorado. Three weeks later, Parks delivered the couple’s first shipment of 23 tons of the 190 tons they had purchased but never delivered the additional hay or repaid the remainder of the downpayment.

The U.S. Attorney’s Office is prosecuting the case. The FBI conducted the investigation.

Logan man admits defrauding Montana rancher in hay scam during drought

PLAINVILLE—Crisis response counseling is being offered in Plainville today after the death of a local fifth-grader.

How the youth, Aiden Sherraden, died has not been released.

Peer support groups will be offered today.  This is a space for kids/teens to talk to and support one another.

Times will be 11 a.m. for children who will entering the fifth grade this fall. The noon meeting will be for elementary age children, and 1 p.m. will be for the junior and senior high students.

&nbsp;Another group will be offered at 1 p.m. Sunday for any age young person who wants to come and talk again or misses today's sessions.

All the support group meetings will be at the&nbsp;gazebo in the park by the school.

 Crisis response teams offering assistance in Plainville after youth death

TOPEKA – The chance of death or serious injury doubles for
every 10 mph over 50 mph a vehicle travels, and speeding is a factor in almost
one-third of all traffic fatalities nationwide.

These facts from the National Highway Traffic Safety
Administration show why the Kansas Department of Transportation, the Drive To
Zero Coalition and law enforcement agencies across the state are working
together to increase awareness that “Speeding Wrecks Lives.”

Beginning July 22 and running through Aug. 11, motorists can
expect increased safety messaging as well as increased enforcement for speeding
to urge drivers to obey posted speed limits and help reduce crashes and
fatalities.

“These enhanced safety efforts are about saving lives,” said
KDOT Behavioral Safety Manager Gary Herman. “Drivers should follow the posted
speed limits to reduce risk to themselves, occupants in their car and those
around them. Speeding catches up with you.”

In 2023 in Kansas, 79 people lost their lives in
speed-related crashes, which is a reduction from 2022. However, the 2,085
people who were seriously injured in speed-related crashes in 2023 was an
increase from the previous year.

It takes about 221 feet to stop a vehicle traveling 50 mph.
Increase the vehicle speed to 80 mph, and it takes about 460 feet to stop,
according to NHTSA.

“With more space needed to stop and less time to respond,
the chances of a crash and crash severity while speeding are greatly
increased,” said Herman. “Drivers offer various excuses for speeding, but there
is no good excuse.”

Compounded crash risks when speeding include:

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Increased
chance of losing control of the vehicle.

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Reduced
effectiveness of seat belts and child safety seats.

You're part of history every time, and I'm certainly humbled and honored to be representing Kansas," he said.Couture previously served as a Kansas State Representative, first elected in 2012. During his tenure in the Legislature, he served as majority caucus chairman and vice-chairman of the Federal and State Affairs Committee.He also managed Congressman Tim Huelskamp’s 2014 re-election campaign and worked for then-State Treasurer Ron Estes.
