The Tiger Book Shop gives its final roar to the Hays community by selling its remaining inventory, a result of years of declining business.

For about 19 years, the local bookstore served Fort Hays State University students and faculty, providing course materials and tiger-themed apparel.

Jerome Conner, the store manager, has led the shop for 17 years and said the bookstore tried to adapt to the evolving landscape of school textbooks.

"A lot of the industry went to textbook rentals," Conner said. "We went along with that and gave cheaper options to students so they didn't have to pay as much upfront."

The store, 509 W. Seventh St., will close on May 15. It will host a "final liquidation" sale, during which customers can save 50 to 70% on clothing, merchandise, books and more.

The remaining textbooks on sale for $5 or less are older editions. Students may still find course materials that are beneficial for current classes.

After the store's closure, textbooks will no longer be purchasable through the bookshop website.

Conner said the decline in business was ongoing due to a shift in buying habits, further amplified during the pandemic.

"When COVID hit, everything went online with the campus," he said. "it made it more tricky to let students know we were here, and we never really bounced back since then."

The bookstore's student workforce decreased over time, reflecting a decline in business activity and long lines it once experienced.

Following the closure, Conner said students seeking books will need to turn to online resources or purchase from other students instead of relying on the local shop.

"We may be one of the last off-campus bookstores in the state of Kansas," he said.

FHSU operates an official <a href="https://fhsu.textbookx.com/institutional/index.php">online bookstore</a> that provides price matching, free shipping and digital books. Additionally, within the Memorial Union, the <a href="https://victoreapparelandgiftco.myresero.com/">Victor E. Apparel &amp; Gift Co.</a>&nbsp;offers similar apparel and school supplies.

The shop maintained strong ties with FHSU departments and organizations, allowing quick and easy textbook access.

"Thanks for the many years of supporting our business," Conner said.

The bookstore served more than a dozen generations of Tigers, but the building's roots date back as far as 40 years under different ownership.

The <a href="https://www.tigerbookshop.com/default.asp?">Tiger Book Shop</a> is open 8:30 a.m. to 5:30 p.m. from Monday to Thursday, 8:30 a.m. to 4:30 p.m. on Friday and 10 a.m. to 2 p.m. on Saturday.

Historic Hays Tiger Book Shop closes May 15 with final sale

The Lovegrass Music Festival Association (LMFA) is thrilled to announce that it has once again received a generous grant of over $2,000 from the Russell County Area Community Foundation (RCACF), an affiliate of the Greater Northwest Kansas Community Foundation (GNWKCF). 

The RCACF has a strong mission to invest in meaningful ways that directly irmpact the local community, and LMFA is honored to be among such recipients.

This year, the contribution will be utilized towards the purchase of a much-needed festival tent. In partnership with the Switchgrass Arts Cooperative, this tent will host events such as youth arts and crafts, as well as festival workshops including yoga and felted patch-making.

The LMFA is so excited to be able to offer such fun and unique events to our annual festival, which would simply not be possible without such kind philanthropy.

The LMFA began as a simple idea between friends who frequent Wilson State Park. Each year the festival has grown in stature and reputation, boasting a lineup including some of the nation's most sought-after roots musical acts.

This year, the festival runs from August 8th-10th and is held at the Lovegrass campground in beautiful Wilson, KS. Thanks to support from generous donors, such as the RCACF, music lovers flock to rural Kansas each August to enjoy the festival for free-will donations, which would cost them hundreds of dollars to attend elsewhere.

As the festival has grown and flourished, attendees and bluegrass musicians from widening geographic areas have made the pilgrimage to scenic Russell County, Kansas, to enjoy music, community, and a reprieve from urban life.

Lovegrass Music Festival receives grant

There's nothing like the feel and scent of clean laundry.&nbsp;

But not everyone has access to a washer and dryer or is able to afford regular trips to the laundromat.

<a href="https://laundrylove.org/">Laundry Love</a>, a national program that offers free clothes washing for low-income persons, will begin operating in Ellis County next month through a partnership between First Call for Help and the main Hays branch of Sunflower Bank, 1010 E. 27th.

"Sunflower Bank contacted us and will be the sponsor for the rest of 2024," said Macey Pfeifer, executive director of First Call for Help. "They're making the donations and starting up the project for us.

"We have had something similar going on in the past in Hays, but not specifically this program.

"We're going to be able to serve up to 30 Ellis County families per month who can wash and dry five loads of laundry for free at the 27th and Hall Street Laundromat," Pfeifer said.

That's $400 in quarters Pfeifer will offer to clients on a first-come, first-served basis at 507 W. 27th St.&nbsp;

"Hopefully, we're able to help some people out and get their clothes cleaned,"&nbsp;Pfeifer said.

The Laundry Love program also provides free Earth Breeze laundry soap sheets. Liquid detergent will be available for those who prefer it.&nbsp;

The laundry session will be 4-7 p.m. on the third Thursday of each month beginning June 20.

Those who choose so could also attend the nearby <a href="https://www.stmichaelshays.org/feeding-hays">Feeding Hays</a> Thursday night free spaghetti dinners, which are served at 6:30 p.m. by St. Michael's Episcopal Church, 2900 Canal Blvd.

"Even for people without vehicles, it's a pretty short walk over to St. Michael's, and they can get a meal for themselves and their families," Pfeifer said.

Proof of income is not required for either program.

Information about Laundry Love is available on the <a href="https://www.facebook.com/firstcallelliscounty">First Call for Help Facebook page</a> and will be shared with agencies such as <a href="https://help4abuse.org/">Options</a> and the&nbsp; <a href="https://ccnks.org/hays">Catholic Charities Hays Support Center</a>.

Along with financial assistance, donations of liquid detergent, fabric softener and dryer sheets are being accepted at First Call for Help.&nbsp;

Sunflower Bank will continue helping with the program in 2025 as more sponsors are sought.

Graham County District Magistrate Judge Jessie A. Thompson has filed for the office of district judge of the 17th Judicial District. The 17th Judicial District consists of Graham, Decatur, Norton, Phillips, Smith, and Osborne Counties.

After graduating from Hill City High School in 2001, Jessie attended Kansas State University and received her Bachelor of Arts degrees in English Literature and Women’s Studies. Jessie went on to earn her Juris Doctor from the University of Kansas School of Law. While studying law at KU, Jessie had the pleasure of studying abroad one summer at the Bahcesehir University in Istanbul, Turkey. While in Istanbul, she studied comparative constitutional law under a United States Supreme Court justice. Jessie obtained her Juris Doctor from KU Law in 2008. After passing the Kansas bar exam, Jessie worked in private practice in Chanute, Kansas. Her law practice consisted of a wide variety of cases and a diverse clientele. With an extended family in Hill City and a desire to return to western Kansas, Jessie was elected district magistrate judge in 2012. Jessie has held the office of district magistrate judge for the past 11 ½ years. During her tenure, Jessie has served on the Board of Trustees for the 17th Judicial District Joint Law Library as the secretary and treasurer and as a member of the Northwest Kansas District Magistrate Judges Association, serving as the secretary and treasurer of the association for three years.

Having been appointed district judge pro tem on many occasions, Jessie has a detailed understanding of the obligations and responsibilities required as a district judge. Her extensive experience on the bench will provide for a smooth transition from magistrate to district judge.

Jessie’s husband works as a food safety inspector for the Kansas Department of Agriculture, and for the last eleven years, he has owned and operated Little Cow Coffee, LLC, providing fresh roasted coffee to coffee shops, restaurants, grocery stores, and customers. Jessie and her husband have two sons, Clark (age 12) and Leo (age 10). When she isn’t working, Jessie enjoys going for long runs with her dog, gardening, and traveling with her family.

Jessie envisions a judicial system that is fair, transparent, and accessible to all. Deeply rooted in her community, Jessie understands the unique needs and challenges of western Kansas. There are also self-care steps that may help rural residents cope with rising stress levels:

- Set priorities and plan your time. Say no to extra commitments that you do not have time to do.

- Try to reframe stressful situations. Try to see the big picture and look for solutions.

- Remember that most situations are temporary and strong feelings will fade.

- Take time to notice and appreciate what you have accomplished.

- Focus on relaxing your body and mind. Try taking deep breaths.

- Tune into your body and take care of it. Exercise regularly and eat well-balanced meals.

- Limit intake of alcohol and stimulants such as coffee, soda and tea.

- Take a break. You can exercise for a few minutes, take a walk, or pause to appreciate the beauty of nature.

- Before responding to a stressful situation, pause. Take deep breaths and slowly release them to release unnecessary stress.

- Find someone that you can talk to about your worries and frustrations.

- Engage your social support systems. Families with greater community involvement and stronger social networks are often more resilient.

- Look for the humor in the things that you do.

- Seek help when you need it. Everyone needs help sometimes. If stress is affecting your relationships, your work, or you feel like it is taking over your life, help is available! Mental health care is health care.

The Kansas Highway Patrol reported a 2000 Ford Mustang driven by Samantha A.&nbsp; Campbell, 36, Holbrook, Kansas, was westbound at the intersection of Commerce Parkway and Interstate 70. The Department of Economics, Finance, and Accounting announces its Student of the Year Awards for the 2023-2024 academic year for each major in the department: accounting, finance, and international business and economics. Students graduating in the 2023-2024 academic year were eligible to receive this award. The faculty from each discipline selected the award recipients.

Anna Brull is the 2023-2024 Accounting Student of the Year Award recipient. Anna will graduate with her B.B.A. degree with majors in accounting and finance in May 2024. She is from Hays and graduated from Hays High School. Anna has accepted an accounting analyst position with Koch Industries in Wichita after graduation.

For the fourth consecutive year, the Schmidt Foundation will provide full-ride scholarships to five exceptional Fort Hays State University students. Over the past several weeks, Fort Hays State representatives visited area high schools to surprise each student in person. These announcements included life-changing news that the Schmidt Foundation would cover a full-ride scholarship for the students to attend FHSU beginning in the fall 2024 semester.

The selection committee seeks academically gifted students who demonstrate the leadership skills necessary to contribute significantly to FHSU, the Hays community, and the state of Kansas.

First-generation students from Kansas planning to major in healthcare, education, business, entrepreneurship, arts, or communications programs receive scholarship preference. Though preferred, it is not required that a student major in one of these areas to be considered for the scholarship.

Schmidt Foundation scholars receive financial support to cover 30 hours of tuition and fees for fall and spring courses, books, and room and board. Once accepted, recipients can renew their scholarship for up to three additional years by maintaining their academic standing and meeting the scholarship requirements.

Scholarship recipients for Fall 2024 include Khymyah Keywood, Wichita; Virginia Munoz, Lebo; Katzel Carlin, Osborne; Serena Bhakta, Wichita; and Madyson Bourne, Osage City.

Khymyah will graduate from Wichita East High School this spring. She fell in love with Fort Hays State when she came to campus for a KAMS program visit. Although she was unable to participate in KAMS due to financial constraints, Khymyah applied for numerous small scholarships to help her achieve her dream of attending college. She looks forward to becoming the first college graduate in her family.

Virginia, an Emporia High School senior, has worked full-time since turning 16 to provide for the financial necessities of her family. As a first-generation college student, Virginia plans to major in social work and help children like herself who have faced devastating family circumstances.

Katzel, graduating from Osborne High School, hopes to return to her home community after earning her college degree. She is interested in teaching because she loves connecting with people and believes that she can make a difference in many people’s lives by helping each person she encounters.

Serena, Wichita High School North, joined her school’s BioMed program and has participated in more than 60 hours of shadowing at Wesley Medical Center. She has been touched by the stories of patients she has met and hopes to become a nurse practitioner working in rural and low-income communities.

Madyson will graduate from Osage City High School. With a passion for art, Madyson has devoted her time to a wide variety of leadership roles during high school. She is grateful for the opportunity to pursue her lifelong desire to teach art and commit her time to helping those around her.

A storm that blew through northwest Kansas Monday afternoon dropped .10 inches of rain on the Eagle Radio Media Center, 2300 Hall.

Hays receives rain; other areas see hail in Monday afternoon storm

TOPEKA — As the dust settles on the legislative maneuvering of the chaotic 2024 session, disability rights advocates applaud a budget provision meant to shorten wait times for disabled Kansans who need services.

Lawmakers overrode Gov. Laura Kelly’s veto to implement a provision that puts caps on the wait times for Kansans who want to receive state-funded disability services. Included in the&nbsp;<a target="_blank" href="https://www.kslegislature.org/li/b2023_24/measures/documents/ccrb_sb28_01_0000.pdf">state budget</a>, the provision would forbid the waiting lists from exceeding 6,800 people during the fiscal year that begins in July.&nbsp;

Rocky Nichols, executive director of the Disability Rights Center of Kansas, said the change is “incredibly positive.”

“It tells me the Legislature takes a waiting list seriously,” Nichols said. “This is going to have a huge impact. Hats off, and I really want to commend the Legislature for coming up with these provisos because it’s a very innovative way to ensure that you’re actually going to reduce the waiting list. You set a cap.”

The&nbsp;<a target="_blank" href="https://kdads.ks.gov/docs/librariesprovider17/ltss/hcbs/waivers/participation-reports/2024/waiver-program-participation-report-4.15.24.pdf?sfvrsn=2e483674_3">latest data show</a>s&nbsp;7,698 Kansans currently waiting for services, with 5,342 people on the intellectual and developmental disabilities waitlist and 2,356 people on the physical disability waitlist.

The Legislature set aside $45.8 million, available for fiscal year 2025, to fund services for 1,000 Kansans who are currently on the state’s waiting lists, divided evenly between people with intellectual and physical disabilities and those who have physical disabilities.

If enrollment trends continue along the same lines as last year, when 561 new people enrolled in the intellectual disability waitlist, the proposed new funding would not be enough to&nbsp;<a target="_blank" href="https://kansasreflector.com/2024/03/15/state-budget-blueprint-leaves-out-kansans-who-need-state-disability-services/">lessen the waitlist on its own</a>.&nbsp;

During the veto override debate last week, Sen. Rick Billinger, a Goodland Republican, said lawmakers couldn’t “continue to kick this down the road.”

“Folks, we put $38 million into a soccer tournament,” Billinger said. “If we can’t put dollars in here for the IDD and the PD, we better refocus. And I believe that this is a step to try to get us to do better, because we must do better. We’re failing this community.”

The law requires KDADS by January to provide the Legislature with an estimate on the costs of keeping this cap in place. The Legislature will have to pass a supplemental funding bill to cover the costs of keeping the lists below the caps of 4,800 for the IDD waitlist and 2,000 for the PD waitlist.

The waitlists have been a long-intensifying problem. Kansans with intellectual or developmental disabilities are eligible for Medicaid-funded support waivers that cover a variety of needed services. People who want to receive this assistance are placed on a waiting list supervised by KDADS.

But wait times can last more than 10 years, and more and more Kansans have been added to the slow-moving lists. Kansas Reflector examined this issue last year in the series&nbsp;<a target="_blank" href="https://kansasreflector.com/2023/10/18/a-lack-of-imagination-kansans-ask-lawmakers-to-stop-dithering-over-disability-supports/">“On the List</a>.”

“The veto override works to ensure 500 new Kansans with intellectual and developmental disabilities are eliminated from our historic, record-high IDD waitlist, and will start receiving essential HCBS waiver services,” said Sara Hart Weir, executive director of the Kansas Council on Developmental Disabilities. “Moreover, this veto override caps the IDD waitlist in Kansas at 4,800, which is another long-term step toward eliminating our IDD waitlist in the Sunflower State.”

Kelly said she supported finding a solution to the wait times. But she vetoed the caps because of concerns about capacity if they were implemented.

“By instituting a cap on the number on the waitlists, the agency will be unable to maintain reserve capacity intended for specialty populations such as children coming into DCF custody, Home and Community Based Service,” Kelly said in a veto explanation. “… In addition, continually adding slots to these waivers haphazardly or thoughtlessly capping the waitlist number will not be sufficient or sustainable unless provider capacity is also addressed.”

The Senate voted 28-12 and the House 116-9 to override the governor’s veto.

“I’m not concerned about creating new problems. The problems continue to be there,” said Sen. Molly Baumgardner, R-Louisburg. “And they continue to be ignored by the agency. I support this veto override effort. And I urge the governor to have her secretary get the work done that needs to be done so that we as a legislature can clearly address the needs of the kids that are on the waitlist.”

‘Incredibly positive’: Disability advocates commend Kansas Republicans’ effort on waitlists

Options Domestic and Sexual Violence Services has seen a marked increase in its services.

In 2021, Options provided 859 services to sexual assault survivors in northwest Kansas. In 2022, the latest date for reporting, Options provided 1,324 services to sexual assault survivors.

The number of services provided to survivors of domestic violence also jumped in the same period.

In 2021, Options provided 5,629 domestic violence services compared to 8,340 in 2022.

Jennifer Hecker, Options executive director, said she did not think sexual and domestic violence are becoming more prevalent in the 18 counties that the agency serves in northwest Kansas.

She said she thinks more survivors are reaching out for help.

"I think people are more aware that there is help for them out there," Hecker said. "I thnk when they come to a place where first and foremost they are believed, they are more likely to stay engaged in those services, come back and work through those healing processes."

Options has made a concerted effort to increase awareness of both issues and expand access to services.

Options provides multiple services to sexual assault and domestic violence survivors. It has 24/7 crisis intervention.&nbsp;

"Anyone can call our helpline day or night as well as our texting line and our web chat," Hecker said. "They can reach out for help and get counseling. 

"We also offer peer counseling, support groups, medical advocacy, court and legal advocacy, so if you decide to report we can help you understand what your rights are, how to get help and how to go through those processes."

In each year of 2021 and 2022, Options advocates accompanied sexual assault survivors to 33 sexual assault forensics exams at HaysMed.

"It's a big scary thing on top of a big scary thing, so we are here to hold their hand through the process one step at a time," Hecker said.

All services are free and confidential. Survivors, both female and male, do not have to report the crime to the police or submit to a sexual assault exam to receive services through Options.

"Confidentiality is our most sacredly held guiding principal because confidentiality means safety," Hecker said.

Options brought light to victims' needs during Crime Victims Awareness Week in April.

"We can help people understand and validate their experiences, understand the dynamics and understand how that can impact their life now, in the future and if they have children and how children are affected by that type of violence."

<a href="https://hayspost.com/posts/99621faa-b187-4fff-9b17-16eef8488c0c">In April, the Ellis County Attorney's office announced a plea agreement with&nbsp;Jay Naldo Schumacher, who was charged in the death of his wife, Karen Schumacher, in 2022.</a>

According to the plea agreement, Schumacher agreed to plead guilty to voluntary manslaughter, aggravated battery and mistreatment of a dependent adult.

Hecker said Options seeks to ensure that the voices of victims of domestic violence homicide are still heard and injustice doesn't continue.&nbsp;

"I think in this case, many systems failed this victim, including our own," she said, "and there are many things we can do."

Hecker urged family members who may be seeing violence to reach out to Options for assistance.

Law enforcement in Ellis County, in cooperation with Options and other partners, has developed a lethality assessment to better inform domestic violence victims about the danger they are in.

The number of services Options provided to children also increased dramatically between 2021 and 2022, the latest year for which reporting was available.&nbsp;

In 2021, Options provided 519 services to 29 children. In 2022, 1,221 services were provided to 63 children.

Options provided 5,049 nights of safe shelter to residents of northwest Kansas who were survivors of domestic violence in 2022. Forty-four percent were provided to children.

One in 15 children are exposed to intimate partner violence annually&nbsp; — 90 percent of these children are eyewitnesses to the violence, according to the National Coalition Against Domestic Violence.

Options continues to try to bust myths about sexual assault and domestic violence. On Saturday, Options sponsored Rock Against Rape, featuring local and regional bands.

"It is to show you can get as drunk as you want to and not expect to get sexually assaulted," Anniston Weber, Options campus advocate, said. "Alcohol does not cause rape. Rapists cause rape."

Options staff members offered facts to bust myths about sexual assault during the event.

"We hear these myths like once a guy gets started, he can't stop," Hecker said. "We hear that a lot to justify date rape. Anyone who has had a private moment with their spouse and their kids come bursting through the door. No one keeps going. ...

Hecker said awareness is very important to the Options' mission.

"Part of our job is to educate the jury pool," Hecker said, "so when people report, and those reports result in charges, and those charges result in a trial that the community members, their peers, understand the dynamics whether that is domestic violence or sexual assault.

"They really understand what has happened so that they can enter a more justice-centered verdict for victims."

Only two percent of sexual assault cases end in felony convictions, Hecker said.&nbsp;

"Sit with that for a minute," she said. "Out of 100 women who report a sexual assault, a rape, two get justice. We are still asking the question why don't people report. I think we've answered that question.

"Why would a person go through that much trouble, humiliation, opening those wounds up over and over again to have nothing happen —to not get justice?"

Hecker said she's seen a shift in the advocacy and sexual assault prevention. Ten years ago, the focus was on women, teaching them to dress more modestly, how to walk in a dark parking lot and not leave a bar alone.&nbsp;

"None of the rape prevention talked to the people who were perpetrating the rapes or did anything to stop them," Hecker said.&nbsp;

"When you attempt to keep yourself safe and you can't because you're overwhelmed by force or fear, you feel like you failed to protect yourself. That causes deep, deep shame. When people feel shame, they stop acting in their own self-defense," she said.&nbsp;

&nbsp;Weber said destigmatizing sexual assault also helps male victims of sexual assault to come forward. Men deal with a different level of shame concerning sexual assault.

Hecker said people's bodies hold on to trauma, and that stays with them their whole lives.

"It impacts us in small and big ways, and it impacts us in ways sometimes we are aware of, and sometimes we are not," she said. "Getting connected to a support group or an advocate who can talk you through these things and validate what your experiences are, really can help open those floodgates so the healing can start. It's a journey."

"I thnk when they come to a place where first and foremost they are believed, they are more likely to stay engaged in those services, come back and work through those healing processes."Options has made a concerted effort to increase awareness of both issues and expand access to services.Options provides multiple services to sexual assault and domestic violence survivors. It has 24/7 crisis intervention.&nbsp;"Anyone can call our helpline day or night as well as our texting line and our web chat," Hecker said. "They can reach out for help and get counseling. "We also offer peer counseling, support groups, medical advocacy, court and legal advocacy, so if you decide to report we can help you understand what your rights are, how to get help and how to go through those processes."In each year of 2021 and 2022, Options advocates accompanied sexual assault survivors to 33 sexual assault forensics exams at HaysMed."It's a big scary thing on top of a big scary thing, so we are here to hold their hand through the process one step at a time," Hecker said.All services are free and confidential.
