MANHATTAN — Three Kansans have been appointed by Secretary of Agriculture Mike Beam to serve on the Kansas Department of Agriculture’s Marketing Advisory Board. Board service will begin on September 12.

The Marketing Advisory Board provides constituent observation and comment for a variety of industry sector strategies supporting agriculture business development, international agricultural development/trade,&nbsp;From the Land of Kansas&nbsp;trademark program, local foods and affiliated programs, agricultural workforce development, and agricultural education.

“Our service to Kansas agriculture is greatly improved by active feedback from Kansans, like those involved in the Marketing Advisory Board,” said Beam. “Their engagement in our programming helps us remain relevant with today’s market dynamics, and we look forward to their contributions to our team.”

W. Kansas man appointed to KS Ag Department's marketing advisory board

The Brass Rail has been transformed from a historic downtown Hays bar to a vibrant salon with a wide range of services.

The salon, 114 E. 11th St., is the former location of the Brass Rail bar, a significant part of Hays' history for more than 70 years.

Transformed into a salon by owner Courtney Clayton, she looks to honor its history while pursuing her dream of creating an environment for people with her interests.

"That's the motivation behind this. I wanted to create a space for people like me."

Clayton teaches at Hays Academy of Hair Design and said her new establishment is perfect for customers who enjoy a "funky, West Coast and trendy hip-hop vibe."

With a team that includes herself, two full-time nail technicians, a cosmetologist and more joining in September, the salon offers pedicures, manicures, nail repairs, haircuts and spa treatments.

"What I specialize in is eyelash extensions, body waxing, things that make you feel more body positive," Clayton said.

The salon's basement features three separate treatment rooms for lashes, facials, and hair removal in a more private environment.

Clayton said its welcoming environment and inviting atmosphere set her salon apart from others in Hays.

After purchasing the former bar, the Hays Historical Society acquired most of the older decorations, including tables, booths, chairs and wall art.

Recognizing its history and strong connection to the people of Hays, Clayton kept the Brass Rail's name, sign and selected interior decorations to honor its legacy.

"I tried to keep as much as I could that still fits into what I'm trying to create," she said. "I think of it as creating something new and vibrant out of something still here."

The Brass Rail bar first opened in downtown Hays in 1950 and was put up for sale in 2017. It continued operating until its lights flickered off for the last time in October.

The Brass Rail Salon celebrated its grand opening on Aug. 3.

Clayton was born in California and has lived in Kansas for about six years. She balances her responsibilities at Hays Academy, raising her 6-year-old daughter and managing the salon.

"We're just getting our feet in the water with the salon," she said. "I love teaching, and I don't see that going anywhere. This is something I'm very passionate about."

Clayton hopes to expand and grow the salon with innovative and exciting beauty techniques in the future.

The hair salon is open from 9 a.m. to 6 p.m. Mondays through Saturdays.

Brass Rail Salon opens in historic downtown Hays building

Medicare open enrollment is scheduled to run Oct. 15 to Dec. 7. That’s when seniors can switch coverage between Original Medicare and Medicare Advantage or change a prescription drug plan.

Original Medicare is a health plan that has two parts: Part A (hospital insurance) covers in-patient hospital and skilled nursing care, and Part B (medical insurance) covers physician services. Original Medicare is managed by the federal government. This is the typical Medicare insurance most people are familiar with. These plans typically cost about $165 a month (with the cost deducted from your social security check). Many people pay extra for Medigap, to cover copays and other out-of-pocket costs, as well as a Part D plan for drugs.

Medicare Advantage is a health plan called Part C and is offered by private insurance companies as an alternative to Original Medicare.&nbsp; It replaces and cancels your Original Medicare plan if you choose this option. It provides the benefits of Part A, B, and often D, usually for about the same amount, with lower copays, so there’s no need for Medigap. Some Medicare Advantage plans offer benefits not in Original Medicare, such as fitness classes or vision and dental care.

Choosing between Original Medicare and Medicare Advantage requires careful consideration of your finances and health needs. Medicare Advantage plans can carry hidden risks, especially for people with major health issues. Some people in Medicare Advantage plans may end up paying unexpectedly high costs when they become ill or find that their network lacks the providers they need.

With Original Medicare individuals can see any provider who accepts Medicare, which is most. However, Medicare Advantage plans typically require that you get care from a more limited network of providers, and in most cases, you will need a pre-authorization from the insurance payer to see specialists, receive Part B drugs, get skilled nursing facility stays or inpatient hospital stays, receive mental health services or receive diagnostic services such as procedures, labs, tests, therapy, dialysis, hearing, eye exams, dental care and many other services.

A recent Kaiser study found that about half of all Medicare Advantage enrollees would end up paying more than those in Original Medicare for a seven-day hospital stay. Medicare Advantage plans may be especially problematic for people in rural areas. A 2021 study found that rural Medicare Advantage plan enrollees were nearly twice as likely to switch back to Original Medicare as those in urban areas. The networks of providers in rural areas are especially narrow, making it harder for people to get care.

In addition, several hospitals across the county have decided not to accept Medicare Advantage plans as they can be detrimental to the patients they serve and often not reliable in payments for care. This also is true in Kansas, where we have seen an increasing number of hospitals not accepting Medicare Advantage plans.

Nearly all Medicare Advantage plans (99%) require approvals and authorizations before care can be given. In a 2022 American Medical Association survey, 94% of physicians polled said authorizations delayed medical care. According to KFF, two million Medicare Advantage requested authorizations and approvals were denied in 2021 by Medicare Advantage plans.

Kansans should be aware that the only way to learn about a Medicare Advantage plans’ approval and authorization practices is to ask your physician and hospital provider. Contact your local health care providers. They can connect you with individuals who can help you navigate the differences between Original Medicare and Medicare Advantage.

The Dane G. Hansen Foundation will make scholarships available in four categories to students in 26 Northwest Kansas counties for the 2024-2025 academic year.&nbsp; Students from an accredited high school, registered independent, private, or home school in one of the following 26 counties are eligible to apply:

Cheyenne, Cloud, Decatur, Ellis, Ellsworth, Gove, Graham, Jewell, Lincoln, Logan, Mitchell, Norton, Osborne, Ottawa, Phillips, Rawlins, Republic, Rooks, Russell, Saline, Sheridan, Sherman, Smith, Thomas, Trego, and Wallace.

Scholarships available for students who will graduate in the current academic year are:

Seven&nbsp;Leaders of Tomorrow Scholarships&nbsp;with annual stipends of $10,000 renewable for three additional years if criteria established by the Scholarship Committee are met.&nbsp; Recipients must attend an accredited four-year public, private or church related Kansas college or university.

Thirty-Five&nbsp;Hansen Scholar Scholarships&nbsp;with annual stipends of $6,500 renewable for three additional years if criteria established by the Scholarship Committee are met.&nbsp; Recipients must attend an accredited four-year public, private or church related Kansas college or university.

Seventy&nbsp;Hansen Student Scholarships&nbsp;with annual stipends of $4,000 renewable for one additional year if criteria established by the Scholarship Committee are met. Recipients must attend an accredited community, public, private or church related college or university in Kansas.

To qualify for the above scholarships, a student must have taken the&nbsp;ACT test&nbsp;and have a composite score of&nbsp;23 or higher&nbsp;and have at least a&nbsp;3.50 GPA (un-weighted). The student should be an active participant in extracurricular school and community activities, display good citizenship, leadership, and moral integrity.

Students planning to enter the competition for Leaders of Tomorrow, Hansen Scholar or Hansen Student scholarships must register at their school and take the qualifying test at locations to be announced.&nbsp; Information on all scholarships has been sent to qualifying area schools.&nbsp; Tentative test dates have been set for&nbsp;September 11th&nbsp;and 12th, 2024.

One hundred&nbsp;Hansen Career and Technical Education Scholarships&nbsp;with annual stipends of $4,000 renewable for one additional year if criteria established by the Scholarship Committee are met. Career and Technical Education Scholarships are available to encourage high school seniors who seek competence through career training. An applicant for the Career and Technical Education Scholarship must complete an application form that is available from the high school counselor, or it can be downloaded from our website at&nbsp;<a href="http://www.danehansenfoundation.org/">www.danehansenfoundation.org</a>. The Scholarship Committee is interested in the student’s character, activities, and goals.&nbsp; Applicants for the Hansen Career and Technical Education Scholarship are not required to take a qualifying test.&nbsp; A 3.50 GPA is not necessary to apply for this scholarship.&nbsp;&nbsp;Career and Technical Education Scholarships must be used at one of the following pre-approved schools in Northwest Kansas: Fort Hays Tech | North Central (Beloit or Hays), Colby Community College, Fort Hays Tech | Northwest, Hays Academy of Hair Design (Hays or Salina), Cloud County Community College, Salina Area Technical College, Fort Hays State University (2-year program) or Kansas State Polytechnic – Salina (2-year program).&nbsp; A student planning to pursue a 1 or 2-year technical or associate degree program at a school not included in the above pre-approved list is not eligible to apply.

Annual Hansen Scholarship Program announced

The Fort Hays State University Foundation welcomes four new members to its board of trustees&nbsp;–&nbsp;Clint Albers, Eric Brown, Daryl Craft, and Dr. Gary Fredrickson.

“Our board of trustees continually show up in support of FHSU’s future,” said FHSU Foundation President and CEO Jason Williby. “These members are some of our greatest advocates and are devoted to the university through and through. We’re excited to have these individuals on our board.”

As an educator and administrator for more than 20 years, new board member Clint Albers instills the importance of an education in those he encounters. Since graduating from FHSU with a bachelor's in physical science, secondary education, and a master’s in education administration, Albers has held several roles in public high schools in Hays and Olathe, from a physics and chemistry teacher to principal and now assistant superintendent.

Albers and his wife, Dawn, a two-time FHSU alumna, have two children, Sydney and Lakin.

Business-minded and driven, Eric Brown utilizes his FHSU education to enhance the communities and businesses he works in. Originally from Brewster, Kansas, Brown graduated from Fort Hays State University with a bachelor's in communication studies and a master’s from Kansas Wesleyan University in business administration. Brown brings 15 years of economic development, leadership, board management, and consultant experience to the board of trustees. Most notably, he served as President and CEO of the Salina Area Chamber of Commerce and represented more than 800 businesses and organizations. In his current role as Hutton's North-Central Kansas Business Development Manager, he works closely with private owners, municipalities, institutions, and non-profits across Northern Kansas to bring their design and construction vision to life.

Brown’s wife, Danielle, is also an FHSU graduate. They have two children and reside in Salina.

Daryl Craft is returning to the FHSU Foundation board of trustees after his previous term ended in 2022. Craft’s prior board experience is only part of what makes him a valuable addition to this group. Utilizing his bachelor’s degree in business administration from FHSU allowed him to build decades of expertise as a certified trust and financial manager, president of the Association of Independent Trust Companies, and President of the Kansas Bankers Association Trust Division. Craft was also the founder, president, and CEO of GTrust Financial Partners for 25+ years prior to retirement.

Craft looks forward to returning to the board of trustees for another term and sharing his expertise to improve the lives of FHSU students.

Dr. Gary Fredrickson ’77, Clay Center

Dr. Gary Fredrickson is returning to the board after a previous term from 2009-2016 and looks forward to working with the Foundation once again. After graduating from FHSU with a Bachelor of Science, he served as a dental provider for more than 42 years and will retire this fall. Fredrickson opened his first clinic in 1982 after earning his dental degree from the University of Pittsburgh School of Dental Medicine. From 1982 until 2020, he operated private dental clinics across Kansas, in his hometown of Oberlin and Smith Center. Fredrickson currently works for Konza Prairie Community Health Center in Junction City and Manhattan and immensely enjoys helping his patients.

Outside the clinic, Fredrickson is an avid music lover who plays the organ for his church and enjoys spending time with his grandchildren. He and his wife, Sarah, have two children. &nbsp;

The Foundation board of trustees is comprised of 45 members total, each serving a four-year term. Serving on the board is more than honorary. These individuals actively participate in a variety of activities, contributing to the educational and financial success of the university and FHSU Foundation.

Board of trustee members come from diverse education and industry backgrounds. They represent all five academic colleges at FHSU and are spread throughout the United States from California and Texas to Connecticut and Nevada.

SHERIDAN COUNTY—One person died in an accident just after 10:30a.m. Monday in Sheridan County.

The Kansas Highway Patrol reported a 2015 Mazda passenger vehicle driven by Jacob E. Taggart, 30,&nbsp;Indianapolis, Indiana, was northbound on Kansas 23 twelve miles north of Interstate 70.

The Mazada traveled left of center and collided with a southbound 2012 Freightliner semi driven by Abel&nbsp;Sotelo, 58, Garden City, at the crest of a hill. After impact the Mazda came to rest in the east ditch.

Taggart was pronounced dead at the scene and was transported to&nbsp;Micky Lepold Funeral Home.&nbsp; Sotelo was not injured. Both drivers were properly restrained, according to the KHP.&nbsp;&nbsp;Kansas 23 Highway between Hoxie and Interstate 70 was temporarily closed due to the crash.

Man dies after crash with a semi in northwest Kansas

Crude prices are down three dollars in three days. 

Futures prices settled a dollar and a half lower on Friday. Near-month NYMEX crude closed the day at $76.65 per barrel. That's a weekly loss of 21 cents per barrel. By lunchtime Monday, prices were another three percent lower. NYMEX crude was trading below $75 and London Brent dropped under $78. 

Kansas Common crude at CHS in McPherson starts the week at $67 per barrel after dropping a dollar and a half on Friday.

The number-three crude-producing state in the country gets new energy leadership. Lynn Helms retired as Director of the North Dakota Department of Mineral Resources earlier this year after 26 years managing the state's dramatic rise in energy production. Nathan Anderson will take the reins as director starting next month.

Output in North Dakota dropped below 1.2 million daily barrels for the second month in a row and the third time this year.&nbsp; Production dips to 1,175,000 barrels per day in June, down 1.9% from revised May totals. DMR reported a one-percent drop in North Dakota's gas-capture rate, and a more than one-percent drop in natural gas production.

Kansas regulators okayed ten permits for drilling at new locations, with two in eastern Kansas and eight west of Wichita. That's 614 new permits this year, compared to 800 reported a year ago at this time.

Operators completed 45 new wells across Kansas last week. That's 836 new well completions since the first of the year, compared to 1,096 by this time last year. Independent Oil and Gas Service reports 28 new well completions in the eastern half of the state and 17 west of Wichita, including one in Ellis County.

The Kansas Rig Count from Independent Oil and Gas Service is down one in western Kansas at 17 active rigs and unchanged east of Wichita at 12. The statewide tally is up 12 percent from a month ago but down 33 percent from last year at this time.

At 586 rigs, the Rotary Rig Count from Baker Hughes was two oil rigs lower and one gas rig higher last week. Texas was down three rigs. Oklahoma was up two.

The government is reaping a paper profit from lower crude prices to the tune of tens of millions of dollars. The Energy Department last week bought another 700,000 barrels of crude for the Strategic Petroleum Reserve.&nbsp; That's 12.3 million barrels since April, paying below $80 a barrel to replace crude we sold two years ago for over $95.

Commercial crude oil inventories increased by 1.4 million barrels in the week through August 9th to more than 430 million. Stockpiles are about five percent below the five-year average for this time of year.

The Energy Information Administration reports U.S. crude production dipped from last week's all-time record. The EIA reports weekly output averaging 13,287,000 barrels per day, down from more than 13.4 million a week ago. Cumulative production so far this year is up more than seven percent from last year at this time.

Crude-oil imports outpaced exports by two and a half million barrels a day. Product exports beat imports by 5.4 million, making the U.S. a net petroleum exporter by nearly 3 million barrels a day.

Imports averaged 6.3 million barrels a day, up 61,000 daily barrels from a week ago, but down 873,000 barrels from a year ago.&nbsp; The four-week average is down about two percent from last year. EIA reports crude exports increased three percent from last week but dropping 18 percent from a year ago. Four-week average exports are down two percent.

Chevron says goes deep, despite extreme pressure. 

The company announced the first-ever offshore crude production from fields long thought to be out of bounds because of extreme sub-sea pressure.&nbsp; The company announced the first production from the $5.7 billion "Anchor" development, 140 miles off the coast of Louisiana. Project operators expect peak output will reach 75,000 barrels of oil and 28 million cubic feet of natural gas per day. 

Over the course of the next 30 years, the project will include seven sub-sea wells drilling in depths of about five-thousand feet, linked to what they call a Floating Production Unit. Reuters reports that up until now we lacked the equipment able to cope with pressures of up to 20,000 pounds per square inch.

TOPEKA –&nbsp;The Kansas Department of Health and Environment (KDHE) has issued a boil water advisory for the Nicodemus Township public water supply system located in Graham County.

Customers should observe the following precautions until further notice:

The advisory took effect on August 19 and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. KDHE officials issued the advisory because the city cannot currently maintain the minimum required chlorine residual. Failure to maintain required chlorine residual levels may put the system at risk for bacterial contamination. &nbsp;

Regardless of whether the public water supplier or Kansas Department of Health and Environment (KDHE) announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.

Boil Water Advisory issued for Nicodemus by KDHE

Moving forward with various funding mechanisms for proposed new housing developments and business expansions was the focus of Thursday's Hay City Commission meeting.

The east Hays Tallgrass Housing Development Phases 1-3 was financed with a Reinvestment Housing Incentive District.

The Heart of America Development Corporation footed the development cost upfront and is receiving the revenues from the RHID to recoup part of its cost. Heart of America has requested to be “cashed out” of the development to pursue more Phase 4 housing to the north.

Also discussed was a resolution to set a Sept. 26 public hearing for establishing an RHID for the Depot Addition housing at 10th and Walnut in downtown Hays. The private developer is Hays resident Michael Graham.

The commission moved forward with two more resolutions to issue industrial revenue bonds for other downtown projects.

Local developer Adam Pray plans to rehabilitate the former bank building at 1108 Main Street. The Chestnut Suites project would consist of 24 to 26 short- and long-term rentable luxury rooms, targeting out-of-town visitors who want to stay downtown.

The second resolution would be for IRBs for&nbsp;Gella’s Diner and Liquid Bread Brewing Company.

 It wants to expand into the adjacent building to the east, which would be used for event space and Fort Hays Tech-North Central culinary classes.&nbsp;

An IRB issuance does not count against the city’s debt limit or affect its debt rating and does not require taxpayer commitment.

Commissioners spent considerable time discussing proposed fee increases at Hays Aquatic Park and Wilson Pool, along with hikes at the Fort Hays Municipal Golf Course.

All three are considered quality-of-life&nbsp;amenities and are not expected to generate a profit for the city.

Hays Mayor Shaun Musil, however, wanted to raise prices higher than Jeff Boyle, parks director, recommended.

"From a businessman's perspective, you wouldn't let the gap between revenues and expenses be that wide," Musil said.

Ultimately, commissioners agreed to fee hikes at the golf course for 9-holes, 18-holes, single, couple and family memberships, with no changes in the junior membership, card shed rental or trails fee.

A public hearing for request of a setback variance will be heard by the Hays Area Planning Commission Monday.

Casey McAvoy is asking to reduce the west side yard setback by four ft. from the required five ft. to one ft. for the installation of a 10X12 ft. shed at 4108 Covenant Drive.

Another Hays resident, Leslie Smith wants to reduce the west side yard setback by three ft. from the required seven ft. to four ft. for the extension of carport at 407 E. 17th St.&nbsp; 

The commission will consider setting a public hearing date after hearing the request.

Hays Area Planning Commission meets Monday afternoon 

While savoring the aroma of fresh coffee, Breathe Coffee House in Hays offers a hub for conversations and morning treats.

The building, 703 B Main St., underwent transformations before owner Patrick McGinnis remodeled it into a coffee shop in 2016.

McGinnis has experience in ministry, restaurants, community development, mental health, and counseling, and he says his coffee house is a blend of all these fields.

"When I talk about my calling or what I'm supposed to do, I'm getting to do everything I wanted to do here," he said.

The building was the Brunswick Hotel in the early 1900s before being converted into an antique shop. Its legacy is still felt in the coffee shop today.

The structure underwent remodeling after a fire damaged the south side, leading to an extension on the north side. This created space for the hotel lobby and eventually became the entrance of the coffee shop.

The staircase that now leads to the coffee shop's basement once extended to the second floor, accommodating travelers passing through Hays.

McGinnis opened his coffee shop in 2016 after extensive rebuilding, utilizing elements from the building's history, such as the original doors.

"Some of them are two feet wide and very narrow," he said. "All of our menus on the wall are doors that came from the original Brunswick Hotel."

The shop's entrance features an original brick wall, while the basement has a limestone wall and charred wood, remnants of a long-ago fire.

The building now offers a variety of delicious morning snacks and drinks, including banana mocha smoothies, root beer lattes, pizza crepes, and Ethiopian and Guatemalan coffees.

"If you want to taste&nbsp;the difference between African coffee versus Central American coffee versus South American coffee, you can do that," McGinnis said.

You can enjoy all of these in a welcoming and social environment on either the main floor or the lower level, surrounded by positive messages to kickstart your morning.

The coffee shop has interactive walls filled with positivity, such as a prayer wall, a pay-it-forward wall, and an art and message wall where patrons voluntarily started hanging their pieces.

"The main goal is everybody who walks through the door feels comfortable and connected," McGinnis said.&nbsp;

McGinnis serves as a mental health counselor at the Health and Wellness Center at Fort Hays State University, creating a partnership with the school to support students in addressing mental health.

As the school semester kicks off, students can look forward to "Can We Just Talk" sessions every Thursday at 7 p.m. starting this week. These sessions are also open to nonstudents.

The weekly meetings alternate between on-campus and the coffee shop, occasionally collaborating with various campus departments and organizations to tackle challenging topics.

"Those topics vary based on the needs each semester because I work with a leadership 310 class who coordinates that for me on what may be most pertinent to university," McGinnis said.

When you walk into Breathe Coffee House, you’ll often be greeted with a smile and have your order taken by a student, as most of the staff are students.

McGinnis was born and raised in Hays and attended Fort Hays. After spending some time away, he returned to Hays with his wife.

"We're committed to Hays, even though we never necessarily intended on being here," he said. "We really felt like it was where we were supposed to be, and it's where we raised our kids."

McGinnis is married to Penny McGinnis and has three children, two of whom work at Fort Hays, and three grandchildren.

McGinnis and his wife are Christian, and while their coffee house is connected to their faith, they always intend to create a place for everyone.

"The goal was never to try to create our own church," he said.

The shop offers a coffee club where you can make monthly donations and join others who share the vision of connecting the community.

Donors receive coupons to encourage visits to the coffee house for drinks and conversations and a personal mug for refills at the shop.

"You can build a community one cup of coffee at a time," McGinnis said.

The coffee shop is open from 7 a.m. to 5 p.m. Mondays through Saturdays.&nbsp;

Bierock fundraiser planned for Cancer Council of Ellis County

The latest state child care regulations changes were released earlier this summer.

One of the most significant changes was to the children-to-provider ratios. Those ratio changes don't go into effect automatically. Providers have to apply for certification for the new child counts.

The <a href="https://www.kdhe.ks.gov/CivicAlerts.aspx?AID=1130">Kansas Department of Health and Environment website</a>&nbsp;contains a complete list of the regulation changes.

The new regulations would allow providers to care for more children ages 1 to 5, depending on staffing.

The definition of an infant changed to a child younger than 1 instead of 18 months.

Surveys in Ellis County have shown that the greatest need is infant care. Providers are required to have more staff for infant care than older children.

Andrew Cutright, board member for the Hays Area Children's Center, said although the center would be allowed to have more children under the new rules, the center would need to have more square footage to account for more children. They do not have that space.

Rep. Barb Wasinger, R-Hays, said changing the square footage requirements would greatly help providers.

Those ratio changes don't go into effect automatically. Providers are required to have more staff for infant care than older children.Andrew Cutright, board member for the Hays Area Children's Center, said although the center would be allowed to have more children under the new rules, the center would need to have more square footage to account for more children. "Did you know that you could be eligible for these funds? Even though child care is expensive, here's an opportunity."Stanton said not all providers accept the subsidies, but a good chunk of them do.Ruder said being becoming a DCF provider is not difficult.However, Curtright said the state has an initial delay in paying funds to child care providers.
