Three-day weather outlook

We canned meat, lots and lots of meat! On August 7, 2024, the Cottonwood Extension District hosted a meat canning class held by K-State Research and Extension Specialist, Karen Blakeslee. We had 15 people attend from Ellis County and several of the surrounding counties, including Russell, Barton, and Ness counties. We canned chicken, beef, and hamburger that afternoon. Some of the attendees had canned before but many of them were new to canning meat. All attendees were able to take home at least one can of each meat.

I was intrigued by canning meat when I took a 3-day canning class that Karen offers specifically to agents. We were able to bring home the produce and meat canned and I found it so easy to put dinner on the table when the meat was ready to go! And the flavor of canned meat is amazing!

In addition to hands on meat canning, Karen spoke about best practices for safe food preservation, dehydration and freezing. Participants went home with lots of handouts and freebies from the Kansas Beef Council as well.

Many thanks to the First United Methodist Church for allowing us to hold programs in their wonderfully stocked kitchen!

26th annual Youth Outdoor Festival set for Saturday

NORTON COUNTY —One person died in an accident just after 10a.m. Thursday in Norton County.

The Kansas Highway Patrol reported a 2001 Ford Explorer driven by&nbsp; Melanie A&nbsp;Cotton, 29, Lenora, was southbound on U.S. 283 two and one half miles south of Norton.

The SUV traveled off the roadway to the right, returned to the road, crossed the center line. When the driver overcorrected, the SUV rolled multiple times and came to rest in the northbound lane.

EMS transported a passenger identified as Senquay R&nbsp;Montes, 20, Lenora, to the Norton County Hospital where he died.

EMS also transported Melanie Cotton and a second passenger Betty L.&nbsp;Cotton, 75,&nbsp; Lenora, to the Norton County Hospital. Montes was not wearing a seat belt, according to the KHP.

The Kansas Drought Monitor shows some easing of drought in Ellis County with recent rains.

The drought monitor, which was released today, accounts for rainfall through 8 a.m. Tuesday.

Hays has received 3.4 inches of rain in August and 17.30 inches of precipitation year to date, which is approaching the average precipitation total as of the end of August of 17.70 inches.

The forecast calls for a 10% chance of thunderstorms tonight for Ellis County.&nbsp;

There's a 30% chance of showers and thunderstorms, mainly between 7 and 9 a.m. Friday and a 20% chance of showers and thunderstorms before 1 a.m. Friday night.

Saturday and Sunday are forecast to be clear with highs of 91. A chance of thunderstorms returns Sunday night, Monday night and Tuesday night, with clear skies during the day.

The advancement of several housing developments in Hays, including Tallgrass Addition on the east side, and the downtown Depot Addition and Chestnut Suites,&nbsp;will be discussed during today's Hays City Commission work session.

Commissioners will also consider the issuance of industrial revenue bonds for expansion of Gella’s Diner and Liquid Bread&nbsp;Brewing Company, LLC.

It wants to expand into the adjacent building to the east which would be used for event space and&nbsp;Fort Hays Tech-North Central culinary classes.&nbsp;

Jeff Boyle, director of parks, will present recommended admission fee increases in 2025 for the Fort Hays Municipal Golf Course, Hays Aquatic Park and Wilson Pool. Boyle will also talk about needed concrete repairs at the aquatic park.

The issuance of general obligation bonds for&nbsp;Tallgrass housing&nbsp;development as well as the city’s financing of new <a href="https://hayspost.com/posts/292e6398-09de-4575-8f00-59772bbb0c0c">automated meter&nbsp; infrastructure for the water and&nbsp;wastewater system </a>will be presented by Kim Rupp, finance director.

Economic incentives for Gella's expansion, housing developments up for review by Hays City Commission

Justice Planners, a jail consulting firm, told the Ellis County Commission on Tuesday that it predicts the county will need more jail beds in the next 25 years.

Depending on the scenario, the agency estimated anywhere from 90 to 174 beds would be needed by 2049, which could cost between $8 million and $32 million.

The commission made no decisions on the jail on Tuesday.&nbsp;

The average daily population of the jail year to date is 69 inmates. In 2023, it was 68.7. That rate has stayed relatively steady since 2017, with the exception of 2020 and 2021 during the pandemic.

Various factors influence the number of inmates in the jail and the number of beds needed to safely and securely house those inmates.

The first of those factors is population. The population of Ellis County is estimated to grow by 11.4% between now and 2050, according to the&nbsp;Center for&nbsp;Economic Development and&nbsp;Business Research at Wichita State&nbsp;University.

The county's male population growth is estimated at 9.3%. Men account for 84% of the Ellis County Jail inmates.

The jail is booking about three inmates per day, which has stayed steady over the last three years. However, bookings are down 31% to 79% from the averages seen from 2017 through 2019 before the pandemic.

Patrick Jablonski, Justice Planners planner/statistician, attributed this to several factors. The jail is rapidly processing&nbsp;low-level offenders through the system.

These low-level offenders are being processed out of the jail in less than a day, whereas other communities the company has worked with see averages closer to two days, he said.

Although the average number of bookings has decreased from pre-pandemic levels, the average length of stay for inmates at the Ellis County Jail has more than doubled since 2017.

Jablonski said the jail is seeing more inmates being held for more serious crimes, and those inmates are being held for more days.

The length of stay during the pandemic was higher partly because the jail was releasing any inmates that it could because of the risk of the spread of COVID-19 infection. That means only the most severe offenders were being held,&nbsp;Jablonski said.

Jablonski presented a chart on the length of stay based on the type of charge.

Inmates with violent felony charges stayed about 26 days in jail in 2022. That increased to 53 days in 2023 and has almost tripled to 144 days year to date in 2024.&nbsp;

"That is the key to the kingdom in understanding the jail's population right there. These individuals have serious offenses. I think I am safe to say these individuals are a danger to the community. You want to keep them held,"&nbsp;Jablonski said.

"However, it is taking longer to get these individuals processed through the court system, and that is what is driving the jail's population."

As of early 2024, the number of cases filed in Ellis County courts was far outpacing the number of cases resolved. However, Jablonski said this could have been affected by the cybersecurity attack on the Kansas judicial system.

The consultant gave the county commission three possible scenarios to forecast how the jail's population might grow and the need for beds in 25 years.

The first scenario assumes that Ellis County's current trends will continue. It assumes that inmates' average length of stay will continue to increase, but the number of bookings stays stable. It also takes into account anticipated county population growth.

A lack of attorneys will likely continue to put pressure on the court system and result in delays in cases being processed,&nbsp;Jablonski said.

This scenario predicts an average daily population of 102 inmates requiring 131 beds.

The jail can't operate at full capacity for several reasons. Women can't be housed with men. Violent offenders are usually not housed with offenders who have lower-level crimes. Co-defendants also have to be separated.

The jail also needs to accommodate daily and seasonal fluctuations and peaks.

Based on a very rough estimate of $800 per square foot for the space that needs to be added to the current jail, renovations could cost about $18.9 million.

The second scenario considered that inmates' average length of stay continues to grow, and the number of bookings returns to prepandemic levels.

Jablonski also said law enforcement agencies may be less likely to send inmates to the jail, knowing it is overcrowded. He said once law enforcement officers and community corrections know there is space in the jail, they might start sending more people to jail.

"The time-worn phrase, if you build it, they will come, there's a degree of that. When we talk to stakeholders, there's an awareness of the jail's capacity,"&nbsp;Jablonski said. "I do see a realistic scenario where our status quo may miss a little bit to the low side, and you have more people return to custody."

A change in the philosophy at the county attorney's office could also affect the number of bookings at the jail.

The second scenario would result in a need for 174 beds. A rough estimate, also based on the $800 square foot cost, would be about $32.9 million.

The current facility also lacks program space and has an inadequate kitchen.&nbsp;

The third scenario forecasts that inmates' bookings and the average length of stay will return to 2019 levels. This would require an addition of 18 more beds for a total of 90 beds.

The jail would still need to address a lack of program and counseling spaces and an inadequate kitchen. New housing spaces are planned as single-occupancy cells.


The estimated cost of meeting these needs is about $8.1 million.

Alan Richardson, president of Justice Planners, said when designing jail space, you also have to consider the staff.

"They spend more time in this facility than offenders and inmates ever will, and you have to have a good and safe working environment for them, and I think that is kind of borderline with what they have to work with right now."

Justice Planners offered several short-term expansion options to deal with the overcrowding.

• Move the kitchen and laundry to the first floor — would add space for four to six inmates • Move storage in the exercise area to another location or building — would add space for three to four inmates • Continue to house inmates out of county

Richardson said the county is already housing inmates outside of the county, but transportation is costly, it limits inmates' access to the courts and their families and availability of future beds is uncertain unless the county enters long-term contracts.

Need for Ellis County Jail beds forecast to increase; adding space could cost $8M to $32M

The Hays Symphony will once again be joining
the festivities of the Fall Art Walk by holding an outdoor concert on Friday,
August 23, at 7:30 p.m. under the Hays Pavilion. The concert, themed “Let’s
Dance,” will contain an assortment of folk music from around the world,
including Hungarian dances, Irish reels, and more. 

This warm-weathered tradition of the Outdoor
Pops Concert consistently draws a large crowd of attendees. Part of this is due
to the Hays Symphony’s commitment to providing live classical music and events
to the community, completely free and open to all. On Friday night, attendees
are encouraged to bring a lawn chair, sit back and relax, and enjoy a lively
selection of folk dances amidst family and friends. 

At last year’s Fall Art Walk, the orchestra
was met with unexpected weather and was forced to pack up after their third
number. Given this, the members of the orchestra look forward to returning
downtown and holding the concert with renewed energy and spirit. 

Along with the music, attendees will be
treated to cookies complimentary of Cathy’s Breads. The outdoor concert event
is made possible thanks to a generous donation from the Downtown Hays
Development Corporation. 

“Let’s Dance” marks the first concert of the
2024-25 season. Looking ahead, the Hays Symphony has a rich and diverse program
lined up. 

In September, cello virtuoso Ben Cline will
highlight “Dark Whimsy,” featuring Shostakovich’s brooding and off-kilter Cello
Concerto No. 2 and Beethoven’s lighthearted yet fiery Symphony No. 8. 

The annual Children’s Halloween Concert will
return in October under the theme “¡Fiesta Mexicana!,” a musical and cultural
celebration of Mexico that is sure to put smiles on faces. As winter sets in,
“Holiday Pops Around the World” will feature familiar and not-so-familiar
holiday music from around the globe. 

In the spring, the third annual “Concerto/Aria
Concert” will showcase the talented music students of Fort Hays State
University. The season will close with “A Song of Love and Jealousy,” featuring
Stravinsky’s masterpiece Petrushka,
as well as piano virtuoso Irena Ravitskaya performing Grieg’s beloved piano
concerto.

August 23, at 7:30 p.m. under the Hays Pavilion. The concert, themed “Let’s
Dance,” will contain an assortment of folk music from around the world,
including Hungarian dances, Irish reels, and more. This warm-weathered tradition of the Outdoor
Pops Concert consistently draws a large crowd of attendees. Part of this is due
to the Hays Symphony’s commitment to providing live classical music and events
to the community, completely free and open to all. On Friday night, attendees
are encouraged to bring a lawn chair, sit back and relax, and enjoy a lively
selection of folk dances amidst family and friends. At last year’s Fall Art Walk, the orchestra
was met with unexpected weather and was forced to pack up after their third
number. Given this, the members of the orchestra look forward to returning
downtown and holding the concert with renewed energy and spirit. Along with the music, attendees will be
treated to cookies complimentary of Cathy’s Breads. The outdoor concert event
is made possible thanks to a generous donation from the Downtown Hays
Development Corporation. “Let’s Dance” marks the first concert of the
2024-25 season. Looking ahead, the Hays Symphony has a rich and diverse program
lined up. In September, cello virtuoso Ben Cline will
highlight “Dark Whimsy,” featuring Shostakovich’s brooding and off-kilter Cello
Concerto No. 2 and Beethoven’s lighthearted yet fiery Symphony No. 8. The annual Children’s Halloween Concert will
return in October under the theme “¡Fiesta Mexicana!,” a musical and cultural
celebration of Mexico that is sure to put smiles on faces. As winter sets in,
“Holiday Pops Around the World” will feature familiar and not-so-familiar
holiday music from around the globe. In the spring, the third annual “Concerto/Aria
Concert” will showcase the talented music students of Fort Hays State
University. The season will close with “A Song of Love and Jealousy,” featuring
Stravinsky’s masterpiece Petrushka,
as well as piano virtuoso Irena Ravitskaya performing Grieg’s beloved piano
concerto. Attendees are encouraged to reserve tickets

where they can also make donations to sustain free classical music in the Hays

The event will begin with a wine and cheese social hour, followed by a fascinating presentation from Matthew Fulkerson. The former American Ninja Warrior contestant will discuss how he transformed a decommissioned missile silo outside of Wilson into an adventure resort. The evening also will include a raffle and silent auction.

The Hays Public Library Foundation was established in 2001 to&nbsp;serve as a source for funding emergent and unexpected needs and events associated with the library. A project to remodel the basement of the library is underway. The money raised through this event will help fund improvements planned to update the Kansas Room, which is housed in the basement. Annual HPL Foundation Fundraiser to benefit Kansas Room remodel

In 1960, Dwight Eisenhower wrapped up his final term as U.S. President. That year marked the first televised presidential candidate debate between Richard Nixon and John Kennedy. The NFL added expansion teams in Dallas and Minneapolis/St. Paul. A Soviet missile shot down Gary Powers’ spy plane. Eisenhower signed the 1960 Civil Rights Act. On July 4th, the 1st 50-star U.S. flag debuted in Philadelphia. To Kill a Mockingbird was first published that fall. Castro’s Cuban government nationalized American and foreign property in Cuba. Such news kept Americans riveted to new black and white televisions as they kept up with a rapidly changing world. Surely, old-timers in Ellis experienced similar information overload as they watched their school system swiftly change.

During 1959, District 2 became Joint District Number 2 as a result of surrounding districts annexing to them. To handle increased class sizes, in 1960, the community passed a $524,000 bond election to fund an addition to the grade school. This bond would retire over a period of 15 years and require an additional 6.2 mill levy. Not only did class size increase, salaries did too. Teachers with degrees expected a base salary of $4,200 a year with a $700 head of household allowance.

In relatively short time, area residents celebrated the completion of the new addition to the grade school. During this time, teacher salaries continued to improve. The school board found itself juggling academic and extra-curricular needs along with solving transportation and cafeteria problems--additional responsibilities that increased the complexity of district management.

By 1966 the base teacher salary totaled over $5,000. Administrators not only dealt with growing expenses but also faced decisions regarding Beatle haircuts and bell-bottom trousers. As hair styles changed, the district received a new state mandated identity. Under unification, Joint District Number 2 became USD 388. Due to increasing responsibilities, the board voted to relieve the superintendent and principals of teaching duties so they could work as full-time administrators. In addition, these leaders saw the value of ongoing evaluations and teacher/principal conferences so the board voted to include them with administrative duties. With additional foresight, these elected public servants prepared for the future by establishing a special capital outlay fund of 4 mills “for a period of 5 years to provide a fund not to exceed $180,000 for construction, remodeling, etc.” That year’s general fund account totaled $353,498.50.

As Ellis Joint District Number 2 identity ended and the state mandated further change, the newly named USD 388 maintained its major strength—a legacy of strong academic standards that Ellis education system pioneers established. From the beginning, community and district committed to provide students with practical training to compete in the world. Unification and progress have not altered this mission. Ellis schools continue to produce students who are assets to a changing society.

This installment finalizes my research on Ellis schools. Barb Begler researched additional post-unification years. I hope that another scholar will pick up where Barb and I left off and continue the story of Ellis schools’ impact on local lives.

Getting an urgent call from what sounds like your utility company might make you think: Did I forget to pay my bill? The caller says there’s a way to avoid shutoff and fees: they’ll send you a barcode by text or email so you can pay at a local retailer like Walgreens, CVS, or Walmart. Don’t. It’s all a lie. Wondering how to know it’s not a real utility company calling?

Scammers call unexpectedly and create a sense of urgency. But real utility companies don’t do that. Even if you owe money, they’ll work with you on a payment plan and won’t try to scare you into paying immediately — and they won’t send you a barcode and insist you take it to a store to pay.

Here’s how to deal with calls or messages that appear to come from your utility company:

Report utility company impersonators it to your utility company and to the FTC at&nbsp;<a href="http://www.reportfraud.ftc.gov/">ReportFraud.ftc.gov</a>.

Your utility company won’t demand you pay that way.</li><li>Act quickly if you suspect you paid a scammer.&nbsp;Contact the company you used to send the money and tell them it was fraud. Ask for their help to reverse the payment. You might be able to&nbsp;<a href="https://www.consumer.ftc.gov/articles/what-do-if-you-were-scammed#Paid">recover some of your money</a>.</li>

Hays Police Department arrest log, Aug. 4-10, 2024

Hays USD 489 school board members and members of the public toured the construction site for the new Hays High School on Aug. 5.

The school is part of $143 million in bond projects. The new high school, located adjacent to the current high school on 13th Street, is scheduled to be completed by fall 2025.

The current high school will be remodeled into a middle school when the new high school is complete.

Special education will have four large classrooms, including a life skills area with a kitchen in the new high school.

The high school will have an area, including a small playground, where family studies students can work with small children

The school will have an industrial kitchen for culinary arts students. The walls facing the hallway will be glass so that other students can observe what is happening in those classrooms.

A new metals shop is being constructed in the new high school, while the wood shop will stay in its current location in what will be the middle school.

Superintendent Ron Wilson said the district could not economically replicate the classroom and storage space needed for that discipline in the new high school. Hays Middle and Hays High students will both use the wood shop space in the former Hays High School CTE building.

The new school will have teacher workrooms and collaborative space for students.

Animal science and STEM will have connected classrooms on the second floor.

The school will have two creative commons where students can work on hands-on projects. Henderson described it as a miniature Hobby Lobby.

 </figure>Special education will have four large classrooms, including a life skills area with a kitchen in the new high school.The high school will have an area, including a small playground, where family studies students can work with small childrenThe school will have an industrial kitchen for culinary arts students. The walls facing the hallway will be glass so that other students can observe what is happening in those classrooms.A new metals shop is being constructed in the new high school, while the wood shop will stay in its current location in what will be the middle school.Superintendent Ron Wilson said the district could not economically replicate the classroom and storage space needed for that discipline in the new high school. Hays Middle and Hays High students will both use the wood shop space in the former Hays High School CTE building.The new school will have teacher workrooms and collaborative space for students.Animal science and STEM will have connected classrooms on the second floor.The school will have two creative commons where students can work on hands-on projects. Henderson described it as a miniature Hobby Lobby.<figure>

Hays area employers seeking to fill part-time positions or internships are invited to attend the Part-time Job Fair at Fort Hays State University on Wednesday, August 28, from 2 to 4 p.m.

Veteran claims clinic scheduled for Aug. 15

Starting Wednesday, August 14 in Hays, W. 17th Street from Elm to Walnut will be closed during the day to through traffic for water line replacements. 

Residents will still be allowed access and the street will be reopened in the evenings. 

Any residents affected by this project will be notified by the contractor for any interruption of services.

Partial closure of W. 17th Street in Hays starts Wednesday

A male suspect was arrested after a 911 call was made from inside a trailer connected to the vehicle he allegedly stole in Hays.

According to Hays Police Chief Don Scheibler, 33-year-old Tyler James Goodwin of Derby allegedly stole a truck from Walmart Sunday night.

At 10:27 p.m., dispatch received a 911 call from a woman inside a box trailer who had been sleeping and awoke to find the trailer moving.

Ellis County Deputy Tanner Dixson spotted the 2002 white Ford F-250 and trailer and initiated a pursuit as it traveled eastbound on Interstate 70, speeding to Russell County and through Gorham.

The pursuit lasted about 30 minutes, and Goodwin reached speeds of around 80 miles per hour. It ended in rural Russell County near a set of train tracks, Scheibler said.

Goodwin was arrested without further incident. The woman sustained minor injuries and was transported to Russell Regional Hospital, where she was released later that night.

Goodwin faces several pending charges, including aggravated burglary, aggravated battery, theft of property, fleeing or attempting to elude, possession of methamphetamine and possession of a firearm.

He was booked into Ellis County Jail on Monday morning.

Scheibler said he appreciates Dixson, the Ellis County Sheriff's Office, the Russell County Sheriff's Office and the Kansas Highway Patrol for their involvement in the chase.

It’s the blood pressure number we all aim for, but what does the ratio stand for?The top number, known as systole, measures the pressure in the arteries when the heart contracts, pumping blood to the body. The bottom number, diastole, measures the pressure in the arteries as the heart relaxes, filling with blood.Blood pressure can vary from minute to minute with stress and sleep changes, and for some of us, white coat syndrome spikes blood pressure as we walk into the doctor’s office. While we know that keeping blood pressure in check is good, we may not fully understand why high blood pressure can put our health at risk.High blood pressure is a condition that often goes unnoticed. With little to no symptoms, hypertension has coined the name, “the silent killer” because it can cause major damage to the heart, brain, eyes, and kidneys before it feels like anything is wrong. This is why regularly checking blood pressure and taking measures to reduce hypertension is vital! Watching alcohol consumption, cholesterol levels, and sodium intake can all make a difference.If you want to take control of your blood pressure, form the habit of reducing sodium. The American Heart Association names six popular foods to watch for, known as The Salty Six:· Bread and rolls – One slice of bread can contain as much as 230 milligrams of sodium.· Cold cuts and cured meats – Deli or pre-packaged meats can have as much as 1,050 milligrams of sodium.· Pizza – One slice can contain up to 760 milligrams.· Poultry – Choose your chicken wisely, avoiding products enhanced with a sodium solution. Just 3 ounces of fast-food-style nuggets can contain almost 600 milligrams of sodium.· Soup – One cup of canned chicken noodle soup can have up to 940 milligrams of sodium.· Sandwiches – A sandwich can easily top 1,500 milligrams of sodium.While the daily recommended sodium intake is 2,300 mg, it can be easy to overdo salt because it’s disguised in everyday foods. This is why it’s important to check nutrition labels for sodium content; you may be surprised to find sodium in foods that don’t taste salty! Choose “no salt added” and “low sodium” products and cook with plenty of herbs and spices.If nutrition labels overwhelm you, simply swapping processed foods for fresh options can help. Fresh fruits and vegetables are naturally low in sodium and high in nutrients.Of course, reducing sodium isn’t the only way to improve blood pressure. Stress management, regular exercise, and avoiding tobacco products are just a few other lifestyle factors that can play a part.
