Potential changes to the Unified Development Code will be discussed by the Hays Area Planning Commission at their meeting today.

 Commissioners will talk about self-storage units, planned unit developments and cul-de-sacs.

Currently, self-storage uses are only allowed in light-industrial zoning districts.

The proposed changes in planned developments would give developers flexibility and choice on how a development will be laid out. The intent is to reduce the required setbacks and reduce the minimum lot sizes so developers can&nbsp; can propose a variety of different residential uses and densities.

The current regulation restricts cul-de-sacs to 150 ft. or&nbsp;less, which is typically three to four lots. The older regulation was up to 650 ft. 

The most&nbsp;common lengths in various other cities are between 600-700 ft. with some&nbsp;exceptions up to 1,000 ft.

The bridge, which spans Little Beaver Creek, is located approximately 18 miles north of Goodland. Initial work will consist of constructing a shoofly detour to carry traffic around the bridge. Impacts to traffic are expected to be minimal during this phase; however, motorists should remain alert and use caution when traveling through work zones.

Upon completion of the shoofly detour, traffic will be routed around the work zone while demolition and reconstruction take place. KDOT expects the project to be completed in November, conditions permitting.

King Construction of Hesston is the primary contractor with a total contract cost of approximately $2.4 million.

K-27 bridge to be replaced in Cheyenne County

TOPEKA - It’s never too late to participate in the Kansas Department of Transportation’s Adopt-A-Highway program. New groups can always join to make a difference in communities and help the environment at the same time.

In addition, KDOT created an incentive stipend last year for groups that actively participate in the program to help with increased amounts of trash along highways and limited staff.

The stipend is $190 per highway section, which is generally two miles long. Adopt-A-Highway groups receiving $600 or more in payments in a calendar year will be issued a 1099 tax form. New and existing groups will be able to submit a request for payment after their group completes a highway cleanup. The group will submit forms identifying the location, date, number of volunteers and number of bags as well as before and after photos of the site.

&nbsp;Any non-profit group that does not discriminate upon the basis of race, religion or gender can join and there is no cost to the group. Members must be at least 11 years old and have adequate adult supervision. Groups have clean ups three times a year and are recognized for their efforts with signs marking their sections of highway.

Adopt-A-Highway groups are gearing up for the annual Clean Up Kansas Campaign, which takes place during the month of April. All Adopt-A-Highway groups are encouraged, but not required, to participate in the statewide event.

Grow Hays Inc. has announced its first Pitch It event for 2023. 

The event will be a competition for prospective startups or existing business owners to present their business idea to three judges and an audience. The "pitch(s)" will consist of 5-minute oral presentation followed by 3 minutes of Q&amp;A similar to a "Shark Tank" presentation. 

Upon the conclusion of all five presentations, the judges will determine the winner who will be awarded a $1,000 cash prize. A second place prize of $500 will also be awarded The competition is open to anyone but will be limited to five participants per event. 


"We are excited to bring back these events in 2023. We had some great business ideas previously presented and look forward to hearing new ideas. Whether it is someone starting a brand new business, an existing owner looking to expand, or develop a new product, this series gives the presenter the opportunity to reach an audience they might not otherwise be able to," said Doug Williams, Executive Director of Grow Hays Inc. 
"Developing an environment that fosters entrepreneurship in Ellis County is critical to the long term financial stability of our community. These events offer an opportunity for prospective or existing entrepreneurs to present their idea to not only a group of judges but also to an audience of potential lenders, investors and mentors. People who can help the entrepreneur make their dream a reality." 


The events will be open to the public and held at BriefSpace located at 219 West 10th Street, Hays. The first event is set for Wednesday, April 26, beginning with a social gathering at 6:30pm. The presentations will being promptly at 7pm.

The Kansas Department of Transportation plans to begin a field survey for a proposed bridge replacement project along K-9 in Norton County starting the week of April 17.

Crews will be surveying the North Fork Solomon drainage bridge, located approximately 1.5 miles east of the K-173 junction. Activities will include the use of survey instruments on the ground to determine locations of existing features within the survey corridor. KDOT expects work to be complete in mid-July.

A member of the survey crew will contact property owners or tenants for permission to enter private property if access is needed. John Sommers of JEO will oversee the survey for KDOT.

The work is being done at various locations on approximately 7 miles of U.S. 36 starting near E. 300 Road and ending at the Smith County line. Most of the project activity will take place on the highway shoulder with minimal traffic impacts expected. Occasional lane closures may be necessary at times, and traffic will be directed through those work zones by flaggers.&nbsp;

KDOT expects the project to be completed in November, conditions permitting.

Bettis Asphalt and Construction Inc. of Topeka is the primary contractor for the $1.7 million project.&nbsp;

2nd annual Hays Baseball Club golf tourney scheduled

The Westside Chapter is a local nonprofit organization that was formed in 2022. Mike and Denise
Brull along with Robert and Martha Boardman had an idea years ago to create a local chapter for
promoting Breweriana.

The Westside Chapter will host its second annual Old West Breweriana Roundup on Saturday, April 15.
The buy-sell-trade show will include all types of man cave items such as beer neons, mirrors, steins,
tap knobs, trays, antique cans and much more. Vendors are coming from all over the nation to
purchase tables for the event. The show will be held at the Ellis County Fairgrounds from 9:30AM-
3:30PM. There is a $2 admission fee for adults. There will be burgers, brats, chips and drinks
available by Pfonz Smokehaus &amp; Catering. Also available for purchase will be beer, popcorn, shirts
and other miscellaneous items. If you have items you would like to sell, vendor tables are still
available.


The Westside Chapter has been hosting meet-and-greet opportunities around town this past year and
the membership has grown to over 100 members. The annual membership fee is $10. This fee also
provides four quarterly newsletters.

No clothes or shoes. All other household items that are clean and in working condition will be accepted.

VICTORIA — Margaret Nacke, a Sister of St. Joseph of Concordia, is scheduled to speak on human trafficking and human slavery at 7 p.m. May 3 at the Victoria High School auditorium.

Nacke founded U S. Catholic Sisters Against Human Trafficking 10 years ago. The faith-based national network offers education, supports access to survivor services, and engages in advocacy to end modern-day slavery.&nbsp; &nbsp;

All high school students and adults are invited.

TOPEKA&nbsp;– Gov. Laura Kelly will travel to communities across western Kansas, including Colby and Ellis, during a two-day tour highlighting her education priorities. 

Topics include special education, education funding, teacher shortages, workforce preparedness, and more. 

She will participate in roundtable discussions at each event.

On Wednesday, Kelly will speak at Dodge City and Garden City high schools.

On Thursday, the governor will make stops at the Colby and Ellis high schools.&nbsp;

The letting took place March 22 in Topeka. Some of the bids may include multiple projects that have been bundled based on proximity and type of work.

Three NW Kansas bridges to be replaced within KDOT projects

GREAT BEND - The Barton Music Department will host Dr. Jared Hiscock, director of performance at Hastings College in Nebraska, as part of an evening of music that will feature a masterclass portion and recital from 4:30-6:30 p.m. April 12 in the Dorothy Moses Morrison Chapel, Barton Community College. The event is free and open to the public and is fully sponsored by the Barton Foundation.

The masterclass portion will feature Hiscock working with Barton's voice students, as well as students from local teachers in Great Bend, and helping them with performance techniques followed by a short recital by Hiscock.
