LARNED—Innovative Livestock Services has filed a permit application to the Kansas Department of Health and Environment for a cattle facility near Larned. 

The proposed <a href="https://www.ilsbeef.com/">Innovative Livestock Services</a>&nbsp;facility is designed to house 88,000 beef cattle and will feature open lot pens, storage areas, sediment basins and waste storage ponds.

The facility would be situated about 10 miles south of Larned.

The KDHE will have a public hearing on the proposed feedlot at 6:30 p.m. on Tuesday at the Larned Community Center, 1500 Toles Ave.

An informational session will be before it at 5:30 p.m.&nbsp;The public comment period will close after the hearing.

Merrill Cauble and Felix Revello, longtime residents of Larned and Pawnee County, plan to attend the public hearing and advocate for the region.

"We ain't no strangers to the cattle business, and we know how these multi-million-dollar corporations are going in here and just ruining these small communities," Cauble said.

They outlined concerns regarding water contamination, air pollution, economic effects and the need for further testing.

Cauble detailed ongoing air quality issues in Larned, saying there is a persistent stench and dust containing decomposed plant material, fecal matter and ammonia, which can worsen respiratory problems.

"To go out and have a nice evening with the family or friends out on your back porch for a barbecue... it ruins the day and evening. You have to take everything inside because it's intolerable outside," he said.

Innovative Livestock Services' marketing director,&nbsp;Mary Soukup, said the Great Bend-based company has eight existing feed yards, including three in Pawnee County. The proposed feedlot would be the company's first built from the ground up.

"We are proud of the permit application and the design of the feed yard. We're excited for this as the future growth of our company," she said.

Revello said Larned is a great community but noted travelers and social media users often criticize the city due to its air pollution.

"One incident that I recollect was a person who was staying overnight in a motel who said the stench was so bad that they were never so happy to get inside and close the outside air off," Revello said.

Soukup acknowledges community concerns and says the company has worked with feed yards and environmental experts to meet regulatory requirements.

According to Soukup, the proposed facility location was intentionally chosen to be about 10 miles from Larned.

"We have a long-standing track record of being a good neighbor, and I'm certain that with the new feed yard, that will continue," Soukup said.

Revello said existing feedlots have already polluted groundwater with nitrates, and the proposed facility’s location in a sensitive groundwater area heightens concerns about further contamination.

"It's one of the most dangerous places where you can locate a feedlot like this," Revello said.

The feedlot could further deplete the aquifer amid Kansas' ongoing water crisis, exacerbating water challenges in surrounding counties already facing depletion issues, Cauble said.

Revello argued the feedlot offers minimal economic benefits since Innovative Livestock Services runs its own fuel and irrigation business. Cauble said the local farm economy has recently declined due to the already established feedlots.

"Back then, there were more farmers before this big corporation started putting these family farms out of business here in the county. We used to have five different implement dealers. There's zero now," Cauble said. "The population of Larned has steadily declined. They probably employed five to 20 people."

Soukup said the proposed feedlot will create about&nbsp; 70 well-paying jobs with benefits once it reaches full operation.

"We're going to add to the tax base in the county," she said. "There are a lot of corn farmers in that area. We are going to create a new market opportunity for those farmers to sell their grain at harvest too."

Soukup also plans to attend the public hearing.

Cauble and Revello also shared concerns about the strain on local infrastructure, as increased truck traffic could wear roads and burden taxpayers.

Revello also said the KDHE permit application relies on estimations instead of verified groundwater safety data, calling it unacceptable given the risks.

KDHE has drafted a proposed Kansas Water Pollution Control Permit for the facility, which is available on its <a href="https://www.kdhe.ks.gov/436/Livestock-Waste-Management">website</a>.

"We want our water fully tested and investigated to find out what's in it and how it's getting there. Then, eliminate those problems before any new feed yard," Revello said.

Cauble and Revello provided a community impact statement outlining how stockyards divert profits from rural communities and a document providing background on Larned and Innovative Livestock Services. You can view the documents below.

TREGO COUNTY —One person died in an accident just after 8:30a.m. Thursday in Trego County.

The Kansas Highway Patrol reported 2011 Toyota 4-Runner driven by Deborah K&nbsp;Nagorka, 63, Glendale, Arizona, was westbound on Interstate 70 ten miles west of WaKeeney.

The driver lost control of the SUV when it struck a patch of ice. The vehicle enter the median, rolled across eastbound lanes of the Interstate and came to rest on its top in the south ditch.

Nagorka was pronounced dead at the scene. Eagle Med transported a passenger Anthony R&nbsp; Nagorka, 63, Glendale, Arizona, to Hays Medical Center. Both were properly restrained, according to the KHP.

The Kansas Highway Patrol reported a 2019 Isuzu passenger vehicle driven by Luz Camargo Garcia, 50, Denver, Colorado, was westbound traveling 50 mph on Interstate 70 two miles west of Kansas 212.

Alley pavement reconstruction between E 7th and 8th Street

Hays experienced a blizzard Wednesday, which led the Hays Police Department to respond to 36 disabled vehicles.

Hays Police Lt. Tim Greenwood reported officers also responded to three accidents. No injuries were reported.

Greenwood said most incidents happened on the town’s outskirts, including Commerce Parkway and 48th Street, due to poor visibility and slick roads.

According to the <a href="https://hayspost.com/posts/b82b4e2c-c40d-4afc-999f-fbbaa5fcf51b">K-State Agricultural Research Center</a>, the official measurement was a little more than 3 inches of snow.

Greenwood advises the public to avoid driving during severe weather or take precautions, as even emergency vehicles can get stuck.

"Have the proper vehicle, go extremely slow and have the lights on. We were even having emergency response vehicles and snow plows getting stuck," he said.

Police officers also worked alongside the Hays Fire Department, Ellis County EMS, Hays Public Works and the Ellis County Sheriff's Department.

A little more than three inches of snow was the official measurement from Wednesday's blizzard in Hays.

The report from the K-State Agricultural Research Center south of town noted it was a little difficult to measure the snow due to blowing and drifting.

Precipitation from the sleet and melted snow was 0.40 inches.

The 158 year cumulative average amount of precipitation by the end of March is 2.46 inches. Hays currently sits at 2.11 inches.

According to the weekly U.S. Drought Monitor for Kansas, Ellis County continues to remain in moderate drought. The extreme western portion of the county is slightly better with a rating of abnormally dry.&nbsp;

The measurements were made Tuesday morning, prior to Wednesday's blizzard.&nbsp;

Hays blizzard drops 3 inches of snow; Ellis County remains in moderate drought

ATLANTA - Fort Hays State's Katie DeGarmo&nbsp;has been named to the 2025 WBCA NCAA Division II Coaches' All-America Team, announced Thursday by the coaches association. DeGarmo was one of 10 athletes nationwide in NCAA Division II to earn first-team honors this year after picking up WBCA All-America Honorable Mention accolades in 2024.

DeGarmo is just the third player in program history to earn first team All-America honors, joining Annette Wiles (1989-90) and Kate Lehman (2014-15). It is also only the third time in team history that a player has earned All-American recognition in multiple seasons.

The Andover, Kan. native wrapped up one of the greatest careers in program history with another stellar season, averaging 17.2 points, 8.6 rebounds, 3.2 assists and 1.6 steals per game while knocking down 49.2 percent of her shots from the floor in 33 contests. She ranked in the top 10 in the MIAA in points (third), rebounds (third), assists (10th) and field-goal percentage (seventh).

DeGarmo was named MIAA Player of the Year for a second year in a row in addition to earning D2CCA All-Central Region First Team honors for the second-consecutive season. She was named to the MIAA All-Tournament Team and also earned a spot on the NCAA Central Region All-Tournament Team.

The graduate student scored in double figures 31 times this season, including nine games with 20 or more points. She recorded 10 double-doubles on the year, bringing her career total to 46. Her 567 points scored in 2024-25 are sixth-most in a single season in program history.

DeGarmo wraps up her career with 2,299 points in 156 games, ranking second in program history. She is the leading rebounder in school history with 1,248 career rebounds, while ranking fourth in assists (408), tied for second in steals (236), and second in field goals (865).

She helped the Tigers to 28 wins this season, sixth-most in school history. The Tigers surpassed 20 wins for the 14th consecutive season, extending the longest streak in NCAA Division II.

DeGarmo was the lone MIAA athlete to earn first team All-American honors, while both Grace Pyle of Pittsburg State and Reese Schaaf of Central Missouri received honorable mention recognition.

🏀 DeGarmo earns WBCA All-American honors

ATLANTA - Fort Hays State's Talia Kahrs&nbsp;was a finalist for the 2024-25 WBCA NCAA Division II Coach of the Year award, announced Thursday by the coaches association.

Kahrs was one of seven coaches nationwide to be named a finalist this year. The second-year head coach led Fort Hays State to 28 wins this season, sixth most in a single season in program history. The Tigers reached 20 wins for the 14th consecutive season, extending the longest active streak in Division II.

Fort Hays State finished second in the MIAA regular season standings and reached the finals of the MIAA Championship Tournament before advancing to the semifinals of the NCAA Division II Central Region Championship for the second year in a row.

Kahrs now has 53 wins in her first two seasons as head coach at Fort Hays State, making her the fastest coach to 50 wins in program history.

Mike Williams of Grand Valley State was selected as the National Coach of the Year.

A new organization is forming in Hays to amplify members' giving power.

100 Who Care is a giving circle that asks 100 local residents to donate $100 each. The members of the group gather to hear from three local nonprofits and then vote on their preferred cause.

The cause that earns the most votes receives a collective $10,000 donation from the group.

"We use the tagline of 'The Power of 100,'" Brandy Ridgway, local organizer, said. 

"If I were to give $100 to First Call for Help, they might be able to fill up a gas tank for their transient assistance program or maybe use that for a month of their loads of laundry program. But if me and 99 of my other friends give $100, that's $10,000," she said.

Members of the group then nominate three nonprofits to present at the next quarterly meeting of the 100 Who Care group.

Nonprofits that don't win a donation round can be nominated to present again for future donation rounds.

To qualify for donations, organizations have to be 501(c)3s or affiliated with a 501(c)3 non-profit.

"These are nonbudgeted dollars in the programs, which can make a big difference becuase this will be money that will not be used to just keep the lights on," Ridgway said. "This is money that can be used to advance a program or make a much bigger difference."

There are no qualifications to be a member of the group. You just have to agree to give $100 to the organization the group votes to support that quarter.

Payments are made directly to the selected nonprofit.

100 Who Care has about 350 chapters nationwide. The groups are 100% volunteer run. The chapters don't collect any money themselves. All the funds go directly to the nonprofits. Donations are tax deductible.

Most chapters meet and donate quarterly. Ridgway hopes to get the initial group to sign on for at least a year of giving.

She said she hopes to keep the meetings short—an hour or less.

Ridgway encountered a similar group in Great Bend.

"I said, 'I think this is fascitatic. I wish we could bring this to Hays,'" she said.

Barton County has 114 members and has given more than $250,000 since that group started seven years ago.

"Me, as an individual, I can give $100, but it doesn't stretch very far," she said. "It can have much more impact if me and 99 of my friends each give $100."

The organization started as 100 Women Who Care. It started with a woman who wanted to buy cribs for impoverished moms, but she could only give one crib. She didn't think that would make much of a difference.

There also now groups of 100 Men Who Care and 100 Teens Who Care.

The Ellis County group will be open to anyone. The nonprofits must provide services in Ellis County.

Ridgway is working with a Fort Hays State University Leadership 310 group to organize the group's first meeting. The group will eventually need a nominating committee of three or four people to help set up meetings.

The time commitment for volunteers is minimal, typically about an additional hour outside of the voting meetings every three months.

An informational meeting for the group will be at 6 p.m. April 15 in the meeting space at the Sternberg Museum in Hays.

Ridgway said she hopes to have the group's first voting meeting to award donations in July.

The Kiwanis Tri-Star Basketball Contest was recently held at the Hays Recreation Commission.

The event was for boys and girls from 2nd through 7th grades who tested their&nbsp;basketball skills in this fun and competitive challenge.

Participants competed in dribbling, passing, and shooting contests for a chance to win awards and bragging rights.&nbsp;
