The city of Hays has been awarded a technical assistance grant from the Federal Emergency Management Association, which will increase its likelihood of receiving federal financial assistance for the R9 long-term water project for Hays and Russell.

John Braun, R9 project manager, told Hays city commissioners Thursday that the technical assistance grant will help the city prepare its Building Resilient Infrastructure Communities grant application.

"This non-finance assistance program provides wide-ranging technical assistance to communities to undertake hazard mitigation solutions, which in the case of the cities of Hays and Russell is drought mitigation through the development of the R9 wellfield and pipeline project," Braun said.

Hays was the only city in Kansas to receive the FEMA technical grant.

A memorandum of understanding for the technical grant will be signed at the Sept. 12 city commission meeting.

Collin Bielser, deputy city manager, reviewed an ordinance establishing a Reinvestment Housing Incentive District for The Grove&nbsp;development north of HaysMed.

The developer, Grow Hays, has asked the city to finance and construct infrastructure related to the project. 

The city would use incentive district revenues to offset its estimated $8.2 million costs.&nbsp;The incentive district would generate about $8.452 million during its maximum 25-year term.

A public hearing on the&nbsp;establishment of an incentive district will be during next Thursday's meeting.

Bielser also reviewed the development plan.

The Grove will be retiree-focused housing comprised of about 12 six-plex structures, eight duplexes, 50 single-family homes, along with infrastructure to serve the project. 

Also on the site will be a new multi-generational 14,000-square-foot facility, <a href="https://hayspost.com/posts/52b97519-b934-46eb-bdf3-8bd246bf2675">The Bob and Pat Schmidt Community Center</a>, to include a senior/ child care/community center.

Commissioner Reese Barrick said he had heard from a constituent who was critical of the focus on retiree housing and believed it would hinder new business growth in the city.&nbsp;

"People are not only living longer but are healthier for a lot longer," Barrick said. 

"I think we need this type of housing to help out our population and the type of population that is going to be moving to Hays. This is really a crucial piece for the growth and stability of Hays."&nbsp;

Commissioner Alaina Cunningham said, "You need every generation to make a community work."

The Grove development will also extend the city’s multiuse path network by constructing a one-mile connector from 22nd Street and the existing HaysMed path north to the Sternberg Museum of Natural History.

Hays Police Chief Don Scheibler presented three changes to the 2024 Uniform Public Offense Code and Standard Traffic Ordinance for Kansas cities. Changes in state statute prompted all three changes.

Changes to the Uniform Public Offense Code:

Disorderly Conduct — The portion that made engaging in noisy conduct tending reasonably to arouse alarm, anger or resentment in others a violation of the law has been removed. The Kansas Supreme Court recently ruled this portion of the section was unconstitutional.&nbsp;

Possession of Marijuana, Drug Paraphernalia, Controlled Substances — Amended to give people immunity from prosecution for simple possession of drugs and drug paraphernalia when rendering aid to an overdose victim.

Changes to the Standard Traffic Ordinance:

&nbsp;Failure to Comply with Traffic Citation&nbsp;— Changes are designed to reduce suspensions of driving privileges and allow people to have a restricted license. The new law also limits license reinstatement surcharge to a single fee of $100 and increases the number of non-driving violations for which a license may be suspended or restricted.&nbsp;

Mayor Shaun Musil was absent from the work session.&nbsp;

Hays receives FEMA help in federal grant application for R9 water project

One of the biggest fundraisers for the Downtown Hays Development Corporation is set for Saturday, Sept. 14.

Tickets are available online&nbsp;at <a href="https://www.downtownhays.com/">www.downtownhays.com</a> and at the DHDC office, 1200 Main.

Wines &amp; Steins starts at 6 p.m. with check-in at the downtown pavilion, 10th and Main, and then a leisurely stroll through 12 business locations in historic downtown Hays. The stroll-stop hosts have lined up a large variety of tasty hors d'oeuvres from local restaurants to pair with the different wines and micro-beers sampled at each location.

Following the stroll, the fun moves under the pavilion with live music, complimentary drinks, a dessert bar, and an auction featuring experience items, tastings, a golf package and overnight stays in popular locations.&nbsp;

A basket of gift cards worth several hundred dollars donated by DHDC board members will also be up for grabs.&nbsp;

Commemorative glassware is designed each year for Wines &amp; Steins. 

"People love to collect these," said Julie Rider, DHDC executive director. "Every style is unique."&nbsp;

Auto World is again the presenting glassware sponsor.

Other Wine &amp; Steins sponsors include Astra Bank, Insurance Planning, Nex-Tech, Nex-Tech Wireless, Midwest Energy, and Robert Brogden GMC. As a private nonprofit, DHDC receives about 60 percent of its annual budget through fundraisers and private donations to its partnership program.

"Our funding allows us to promote downtown through advertising, hosting our website and the Downtown Directory. We welcome new businesses and celebrate big milestones for existing businesses with brick presentations," Rider said.&nbsp;

"The funding helps us put together retailer events like Bazaar on the Bricks and the Christmas holiday programs, as well as community events we host, like the Downtown Hays Market and the FrostFest parade."

The DHDC board is in the process of planning several downtown beautification projects.&nbsp;

"We promote downtown as a whole," Rider said. "We want everybody to be successful because when one business succeeds, we all succeed."

The Hays Public Library has hired Ashlyn Sager for the position of early literacy coordinator. Sager will be tasked with organizing and leading Storytimes, working with daycares and preschools, and overseeing the early literacy area.

From Colby, Sager attended Fort Hays State University. She majored in interior design, and while in college, she worked at Happy Days Childcare as a teaching assistant. After graduation, she worked as an interior designer in Garden City but wanted to return to childcare. Sager became a PreK teacher at Turning Point Academy before moving back to Hays where she has been the lead PreK teacher at the HaysMed childcare facility run by Bright Minds Academy.

“I’m really wanting to implement a fun and structured learning environment that helps kids get ready for their next big step,” said Sager.

Sager began working at the Hays Public Library on August 19, 2024.

🎥 CVB: Community events in Hays during September

Speaking, singing, and making other sounds require many parts of your body to work together. Your brain thinks of ideas. Your lungs move air in and out. Your vocal cords vibrate. Your mouth and nose help shape sound.

“Our whole body participates in the production of voice, speech, and breathing. So we can get a lot of information about our health from them,” says Dr. Yael Bensoussan, a voice researcher at the University of South Florida.

Many conditions can impact the various body parts involved in sound production. These include depression, Parkinson’s disease, dementia, lung problems, and even cancer. Measuring voice, speech, and breathing patterns could help diagnose health problems.

Researchers are testing ways to use apps and other tools to let people measure such information at home. For example, a recent study showed that a computer program could identify patients with Parkinson’s disease by their breathing patterns during sleep.

“Voice, speech, and breathing are easy to access, inexpensive, and non-invasive to measure,” Bensoussan says. “For example, for a test for lung function, you currently have to go to a hospital and blow into a machine. Then you need someone to analyze that test. Just recording your voice or breathing sounds on your phone would be a lot cheaper and easier.”

Speech pattern analysis has shown promise for diagnosing impairments in memory or thinking abilities, and mental health conditions like depression. The way people speak, the tone of voice, and even the words used can all change when someone develops depression, explains Dr. Gari Clifford, a biomedical engineer at Emory University and Georgia Institute of Technology.

Clifford’s team is trying to use speech patterns and facial expression changes to catch depression early in people with dementia. They are now testing their technology in certain tablet and smartphone apps to track changes in people’s daily health. This could help doctors see the effects of depression treatments in real time and change them quickly if needed. It could also provide early warning that someone’s health is declining.

Other research teams are testing speech analysis to screen for additional mental health problems, like anxiety. They’re also looking at speech patterns to help diagnose diseases like amyotrophic lateral sclerosis (ALS) early.

Bensoussan’s team is building the world’s largest collection of voice and speech samples related to health information. They’re including people from a wide range of backgrounds and health conditions. They hope this will aid researchers in building new tools for diagnosis.

Voice and speech analysis tools will eventually have to take people’s whole health into account, just like a doctor would, Bensoussan says. “Multiple different diseases can cause the same voice changes. For example, for a hoarse voice, someone with cancer of the throat and someone with laryngitis can sound exactly the same,” she explains.

You can’t yet talk into your phone and get a full health report. But Bensoussan encourages people to pay attention to changes in their voice and speech. “If you have a voice change for more than two to three weeks, it may indicate an issue with your health,” she says.

For example, a recent study showed that a computer program could identify patients with Parkinson’s disease by their breathing patterns during sleep.“Voice, speech, and breathing are easy to access, inexpensive, and non-invasive to measure,” Bensoussan says. “For example, for a test for lung function, you currently have to go to a hospital and blow into a machine. Then you need someone to analyze that test. Just recording your voice or breathing sounds on your phone would be a lot cheaper and easier.”Speech pattern analysis has shown promise for diagnosing impairments in memory or thinking abilities, and mental health conditions like depression. The way people speak, the tone of voice, and even the words used can all change when someone develops depression, explains Dr. Gari Clifford, a biomedical engineer at Emory University and Georgia Institute of Technology.Clifford’s team is trying to use speech patterns and facial expression changes to catch depression early in people with dementia. They are now testing their technology in certain tablet and smartphone apps to track changes in people’s daily health. This could help doctors see the effects of depression treatments in real time and change them quickly if needed. It could also provide early warning that someone’s health is declining.Other research teams are testing speech analysis to screen for additional mental health problems, like anxiety. They’re also looking at speech patterns to help diagnose diseases like amyotrophic lateral sclerosis (ALS) early.Bensoussan’s team is building the world’s largest collection of voice and speech samples related to health information. They’re including people from a wide range of backgrounds and health conditions. They hope this will aid researchers in building new tools for diagnosis.Voice and speech analysis tools will eventually have to take people’s whole health into account, just like a doctor would, Bensoussan says. “Multiple different diseases can cause the same voice changes. For example, for a hoarse voice, someone with cancer of the throat and someone with laryngitis can sound exactly the same,” she explains.You can’t yet talk into your phone and get a full health report. Ellis USD 388 showed off the work for its completed $4.55 million bond projects during an open house on Tuesday night.

Work was completed on Washington Elementary School and Ellis Jr./Sr. High School.

Work at the high school included renovations to the junior high and high school science rooms.

The fixed tables were replaced by tables on wheels so the teachers could rearrange the space as needed for activities and experiments. Both rooms also have additional storage.

The main office at the junior high/high school was remodeled to include a secure entrance. Other exterior doors and part of the roof were replaced.&nbsp;

The flooring throughout Washington Elementary School was replaced. The new floors will not require waxing.

About $2.38 million of the bond was budgeted to replace the HVAC system at the elementary school.

The school was being cooled by window air-conditioning units, which Principal John Befort said were noisy.&nbsp;

He said the boiler system was more than 25 years old, well beyond its lifespan.

He anticipates the new system will be more energy efficient and provide a more comfortable climate for students and staff in the classrooms.

About 60 percent of Washington Elementary School's roof was replaced, but Befort said the district hopes to replace the rest of the roof within the next year through insurance funds from hail damage and capital outlay money.

Superintendent&nbsp;Janice Wilson said she was grateful to the Ellis community for supporting the bond.

&nbsp;"We want to thank the Ellis community for seeing the need. That's really the big thing. It's been a great process. I feel we got done what the community expected," Wilson said. "Hopefully, there's a bond in the future to address some more of the maintenance things."

Ellis USD 388 shows off completed bond projects

Our annual Pioneer Day will be held on October 12th with a focus on the history of Nicodemus through a bike tour over gravel roads throughout the historic Nicodemus Township and neighboring Wild Horse Township, and town of Damar. For the serious bikers the 33.5mile tour is recommended. You’ll see the entire area with stops at 14 historic signs along the way. For a shorter trek we recommend the 21.5-mile tour. It will include 11 sign stops, if you trek only within the historic Nicodemus township, 13 signs if you go into Bogue and see 2 other signs then return to Nicodemus. 4 SAGS stops will provide riders with water, snacks and fruit. The SAGS are sponsored by Walmart of Hays, The Kansas Black Farmers Association, The Citizens of Bogue, and the Switzer/KSU Ag Camp for Youth. Registration can be done on line at nicodemushistoricalsociety.org. Register before Sept. 27th to ensure that you get a t-shirt!

When riders, guests, and spectators arrive at the Visitor Center for registration, they will be treated to a FREE ALL YOU CAN EAT BREAKFAST 8 a.m.-10:00 a.m. at ERNESTINE’S BBQ MUSEUM. The free breakfast is sponsored by the Kansas Black Farmers Association and The Land Institute and will include pancakes, sausage, orange juice and coffee.

Riders will leave on tours starting at 9:00 and are expected to return between noon-3:00. Food will be provided for a nominal cost for those not registered to ride and who want to enjoy the park with live music (bring your lawn chairs). For those who missed our history documentary, a free showing of the Ellis Trail to Nicodemus will be featured at 2:00 in the Visitor Center.

The day is expected to be great fun day for all. Everyone is welcome to ride and/or enjoy the free breakfast and a day of history with us. We encourage even the youth that have bikes to take a shorter route that will tour around the historic town of Nicodemus to various silhouettes and historic building sites. A longer ‘short’ tour will take you around to some of the historic tour signs, like the original baseball diamond and location of the early Emancipation Celebrations just south of Nicodemus. Pick the tour or the mileage you’d like to travel and be our guest to learn more about this history of one the nation’s most iconic African American national sites in the West.

The overall headcount has risen by 3.10%, a testament to the college’s ongoing commitment to providing quality education and fostering student success. Additionally, the full-time equivalent (FTE) enrollment saw a 2.7% increase, demonstrating a sustained demand for full-time coursework and academic programs.

One of the most notable achievements this fall is the substantial growth in high school concurrent and dual enrollment programs. High school concurrent headcount soared by 29.36%, while dual enrollment for high school students increased by an impressive 30.5%. Fort Hays Tech | North Central College announces increase in fall enrollment

Late summer has arrived, depositing ripe tomatoes on my window ledge. Just as I rely on moon cycles and flipping calendar pages, I expect a moment during the last days of August and beginning of September when I wake up every morning to see red-orange fruits standing sentinel-like above our kitchen sink.

I’ve already canned or frozen the first heavy tomato harvest, adding onions, peppers, garlic, and seasonings to turn them into salsa that dresses potato and corn chips and well as salads and casseroles throughout the upcoming months. Once that initial picking and canning ends, our vines take a breather every summer, due, perhaps, to scorching heat that prevents them from pollinating.

No matter how diligently I water or mulch, triple digit temps force those vines to kick back and rest. I get it. I want to do the same when just walking out the door produces drenching sweat. Once evenings and early mornings turn cooler, little yellow blossoms once again morph into ballooning green fruits. However, it takes a while for the plants to catch up to earlier production mode. Once fruits start turning orange, I pick em and put em on the window sill to prevent birds and grasshoppers from nibbling them. This strategy results in a couple of tomatoes every day or two for a couple of weeks--not enough to freeze or can.

Who knows how, but I learned not to keep whole tomatoes in the fridge. As a result, these loners sunbathe in the window as they ripen and end up chopped into salads or sliced with bacon or ham on sandwiches. Eventually, more collect than we eat in a day, but not enough to freeze or can so there they sit, looking forlorn. Left to their own devices, they invite fruit flies to get to know one another so well that we soon have a swarm of progeny acting like our kitchen is Dulles Airport. Yikes.

That event requires either eating the tomatoes faster or constructing traps to control those miniscule flies high school biology classes study. It also begs the question. Are fresh tomatoes worth inviting fruit flies into the kitchen? Absolutely!

Once you conquer the fruit fly invasion, summer’s great pleasure involves fresh from the vine tomatoes. Devour the first standing in the garden with juices dribbling down your chin. After that, satisfaction requires a straight week of BLT sandwiches once, twice, or thrice a day. Once those sammies get boring, it’s time to slice those orbs thick to make tomato/mayo sandwiches for another feast or three. Follow that with a week-long barrage of thick tomato slices topped with fresh mozzarella and broiled til golden cheese drizzles over the edges. As harvest escalates, add chopped tomatoes to creamy cottage cheese or stuff hollowed-out tomatoes with cottage cheese or tuna salad to add variety. The possibilities are limitless.

Enough time has passed that that line of tomatoes on the window sill will soon overflow the space. In short time, fruits ripening two at time will shift to harvest overload. Fire up the canner or make room in the freezer!

Devour the first standing in the garden with juices dribbling down your chin. After that, satisfaction requires a straight week of BLT sandwiches once, twice, or thrice a day. Once those sammies get boring, it’s time to slice those orbs thick to make tomato/mayo sandwiches for another feast or three. Follow that with a week-long barrage of thick tomato slices topped with fresh mozzarella and broiled til golden cheese drizzles over the edges. As harvest escalates, add chopped tomatoes to creamy cottage cheese or stuff hollowed-out tomatoes with cottage cheese or tuna salad to add variety. The possibilities are limitless.Enough time has passed that that line of tomatoes on the window sill will soon overflow the space. In short time, fruits ripening two at time will shift to harvest overload. Fire up the canner or make room in the freezer!

The closure will be in place until the work is completed and will not exceed a period of 24 hours.

Why is the bridge being removed?&nbsp;KDOT has safety concerns about structural deficiencies caused by strikes to the bridge from above-height loads. The bridge has been hit several times since it was closed to traffic in March, and plans for its replacement are currently in development.

Where will I-70 be closed?&nbsp;Westbound lanes will be closed from Exits 115 and 128 between Collyer and WaKeeney. Eastbound lanes will be closed from Exits 95 and 120 between Grainfield and Voda Road.

How will traffic be detoured?&nbsp;The signed detour will be on K-23, U.S. 24 and U.S. 283. Note: construction on U.S. 283 in Graham County will be suspended on Sept. 4. These routes were selected to minimize the length of the closed section on I-70.&nbsp;Motorists may follow the signed detour or use other routes.

What should travelers expect?&nbsp;Increased traffic volume should be expected in the communities along the detour route. Drivers should plan for delays and consider using other alternative routes if possible. KDOT crews will assist with directing traffic, and law enforcement has indicated plans to increase patrols along the detour route. KDOT has also enacted a 12-foot width restriction and 100-foot length restriction on the entirety of the detour route for the duration of the closure.
