Just as an athlete can experience an injury in competition, so too can a bull when he is turned out in a breeding pasture where his athleticism is going to be tested.

“Bulls will be the busiest in the first month of the breeding season when there are a lot of females coming into heat (estrus,” said Kansas State University veterinarian Bob Larson&nbsp;

“At the beginning of the breeding season, about 5% of the cows that aren’t pregnant will be in heat daily,” Larson said, citing an example of a 1:30 bull to female ratio in which, on average, two cows can be expected to be showing signs of estrus each day.

Because of that, Larson said even if the bulls have passed a breeding soundness exam prior to turnout, producers still need to watch them closely once they are in the pastures with the cows.

Common injuries include lameness due to feet and leg issues as well as a broken penis, which can happen when he is mounting a female and another bull shows aggression towards him. Later in the summer when the flies are more active, pinkeye can be a concern.

“A good time to check the bulls is when you are checking on the salt and mineral in the pastures in the early morning or at dusk,” said Bob Weaber, beef cattle specialist with K-State Research and Extension. “If the bull isn’t with the cows but is off in another part of the pasture laying down that is a concern.”&nbsp;

Weaber added it is important to maintain personal safety when working around bulls.

“Mature bulls can be difficult so it is best to observe them from your ATV, pickup truck or on the back of a horse,” Weaber said.

Lameness is easy to notice when the bull first gets up and begins moving around, Weaber said, while Larson added that a bull with a broken penis will show swelling on his underline right in front of the scrotum.

As the breeding season goes on, the physical demands on the bull should lessen.

“After the first 21 days of the season, producers should expect at least half of the cows to be pregnant,” Larson said. “If it’s a month into the breeding season and you see a lot of cows riding each other, that would be the time to have the veterinarian check on him.”

BOOR: Bull soundness

CHEYENNE COUNTY —One person was injured in an accident just after 6:30a.m. Friday in Cheyenne County.

The Kansas Highway Patrol reported a 2007 Peterbilt semi driven by Braden Lee Albers, 43, Ash Flat, AR., was northbound on Kansas 27 at the U.S. 36 junction.

The semi left the roadway towards the east ditch. The driver over corrected and the vehicle rolled into the ditch.&nbsp;

EMS transported&nbsp;Albers to Cheyenne County Hospital. He was properly restrained at the time of the accident, according to the KHP.

The Ellis County Commission approved right of way
acquisition and an environmental assessment on the Northwest Business Corridor
at this week’s commission meeting as the project continues to move along.

Buck Driggs from Driggs Design group presented the first
amendment to the Northwest Business Corridor contract Monday and gave the
commission an update on the project.

The acquisition covers a portion of 31 tracts of land for
needs improvements for the road project. The total cost is $119,000.

“These are items we really didn’t know a whole lot about
with the original contract,” Driggs said. “We had to get into design before we
understood how many tracts of property were really going to be required.”

Information presented to the commission indicated they had
originally had planned for an impact to approximately 25 tracts of land.

The acquisitions include temporary construction easements
and permanent right of way acquisition.

Driggs told the commission Monday they have submitted 30-percent
plans to the Kansas Department of Transportation.

“I think overall we are about three weeks ahead of schedule,”
Driggs said. “This will keep us ahead of schedule.”

Driggs said a lot of the environmental review has already
been done by KDOT. 

Terracon Consultants will begin geotechnical exploration Monday.

The set of plans will be field check plans, according to
Driggs, and those will be submitted in August.

Work on Northwest Business Corridor ahead of schedule

After a delayed opening due to COVID-19 precautions, the Hays Aquatic Park is set to open Saturday, just as temperatures well over 90 degrees settle into the area.

"Basically, the pool will open two weeks later than normal," said Roger Bixenman, Hays Recreation Center director.

With the opening, some precautionary measures have been put in place for the safety of the patrons and staff.

"We have ramped up the cleaning there," Bixenman said, noting extra staff will be working to ensure cleaning is ongoing.

Lounge chairs will be separated by a 6-foot distance and lazy river tubes will be cleaned after each use.

Restrooms will also be cleaned more frequently and barriers will be in place for the safety of the staff and the patrons coming in, he said.

While the Aquatic Park will open, the Wilson pool will remain closed for the summer. And with other pools in the area choosing to remain closed, Bixenman said it is possible the park has a busy summer.

"We could get an influx of patrons here," he said. "I think people are ready to get out in the sun and the water.

"We look forward to the next month and a half for people to come out and enjoy the pool," he added.

Pool passes are set at $35 per person through the end of June.

The park will be open Monday-Saturday from noon to 7 p.m. and Sunday from 1 p.m. to 6 p.m.

While preparations are being made for the opening of the Hays Aquatic Park, the Hays Recreation Commission is settling back into normal operations.

"The facilities have opened back up, thank goodness," Bixenman said. "It's been a crazy couple of months. But our fitness center opened back up on Monday, May 18, and the gyms and courts opened up a week later."

While the facility is reopened, COVID-19 precautions have been put in place there as well.

"We've got barriers up at the fitness center and barriers up at the front desk for the workers in the offices," Bixenman said. "We also have social distancing stickers and, of course, our cleaning schedules have ramped up."

Workers are cleaning the facility each morning and evening and throughout the day, he said.

"We are always cleaning during the normal times, but we just ramped it up," Bixenman said.

In the fitness center, every other machine is blocked in an effort to maintain social distancing, he said.

While traffic has returned to the fitness center, so far usage has been lower than normal. But as time goes on, Bixenman said, traffic is picking up more each day.

"I think more and more people are coming back, but I think during this time that people found other ways to maintain their fitness levels and do other things with their families, which is a good thing as well," he said.

🎤Hays Aquatic Park a go to open this weekend; Rec Center open now

After the sudden departure of students from Fort Hays State University during the onset of COVID-19 precautions in the spring semester, the university is preparing plans for students to return in the fall.

But while they are optimistic students may return to campus, plans are being made that will ensure university operations and classes continue in one form or another.

"The business of the university is to delivery globally engaged citizens and that comes through relationships and academic challenge,"&nbsp;said Scott Cason, FHSU chief communications officer."So we are focused on being back in full force in the fall, in whatever shape or form we can to continue that mission."

Cason said the school is looking at multiple options, contingencies and planning based on what happens with COVID-19 and guidance from the Centers for Disease Control and Prevention, the Kansas Department of Health and Environment and the Ellis County Health Department.

"About two weeks ago, President Mason produced a plan that is called 'The phased plan for FHSU employee return and university reopening,' " Cason said. "It's a complicated title, but it really speaks to the complexity of the plan."

Phase one of the plan began June 1 with select staff members returning to campus that work in positions that could not be completed remotely, like university police and maintenance staff, he said.

"People like that are all pretty much back at work if they can only do their job on-campus," Cason said.

The second phase is anticipated to begin on July 1.

"It really will be driven by the successful implementation of phase one," Cason said. "If things go well in phase one, we can move into phase two."

That phase will bring more people on campus and aligns with Gov. Laura Kelly's Ad Astra reopening plan and the transition scheduled for June 22.

"We will make decisions on the transition between phase one to two on June 24," Cason said.

The third phase is then set to begin on Aug. 1.

"Phase three is what we are all looking forward to," Cason said.

In that phase, the university will look at all current information and decide if students will return to campus, but other options like hybrid delivery are being considered if needed for the safety of the campus community.

"It's a complex set of plans that are going on right now, but it's all geared toward that Aug. 1 reopening of campus," Cason said.

A part of the plan includes safety precautions for students that will implement measures including educating students and staff in distancing practices, handwashing and mask use.

"This plan has to ensure the health and safety of all of our faculty, staff, students and visitors," he said. "We don't want to mess up on that — that's the most important guiding principle in our plan."

🎤FHSU plans for student return in fall; safety a priority

TOPEKA—The Kansas Supreme Court has appointed an <a href="https://kansascourts.org/l/RbWTIaJ-fbdkz8eCzS8gd_w_x6o22jpo47SZG1Sj_eg" target="_blank">Ad Hoc Jury Task Force</a> to analyze issues courts will face when jury operations resume in district courts across the state.

The task force will study and recommend

"Our courts must uphold the constitutional right to a jury trial while providing jurors and witnesses assurance that our courtrooms are safe," Chief Justice Marla Luckert said. "It’s a tall order when our courtrooms are all different, but I have full faith the task force will develop helpful guidelines and suggest innovative solutions."

On May 27, the Supreme Court issued <a href="https://kansascourts.org/l/RbWTIaJ-fbdkz8eCzS8gd83F3kf7J9SBxo5PZveYp8U" target="_blank">Administrative Order 2020-PR-054</a>, providing updated direction to courts and court users as courts gradually conduct more in-person proceedings.

The order requires chief judges to seek input from local public health officials about how to safely resume in-person proceedings based on local risk and the courthouse facility, and it requires the chief judge to have a plan for screening people entering a courtroom or court office.

The order allows jury trials to proceed if it's required to preserve a person's constitutional right to a speedy trial and the court has developed a detailed plan for jury operations. The task force will make recommendations for best practices courts can use to complete plans that:

District Judge Amy Hanley of the 7th Judicial District will chair the task force. The district is composed of Douglas County.

Amy Raymond, director of trial court programs for the Office of Judicial Administration, and other judicial branch personnel will provide support.

Raymond said the task force's first meeting is Friday, June 5. The task force will meet weekly through June and biweekly starting in July.

17th Judicial District chief clerk named to task force examining safe use of juries

The Ellis County Health Department on Friday announced an additional case of COVID-19 had been diagnosed in the county.

In a news release, Ellis County Health Services Director Jason Kennedy said the new positive case was identified through contact tracing, with testing being conducted by a private lab. The patient has no symptoms and is in isolation.

"The case is a contact of a known positive from out of state," Kennedy said. "This individual is a resident of a local long-term care facility. ECHD is working closely with the facility and KDHE to ensure that this case remains isolated."

Overall, Ellis County has two active coronavirus cases, <a href="https://hayspost.com/posts/5ed7b8c7ebfb13423b26d90c">and this is the second new case announced since Wednesday.</a>

Good Samaritan Society, 2700 Canal, issued a release Friday morning, as well, confirming the positive case as one of its residents.

"All residents, families and staff have been notified," Noe Gillespie, administrator, said. "Our facility is continuing to follow local, state and federal guidance in our response to the situation, which includes working closely with Ellis County Health Department and following KDHE guidelines to offer COVID-19 tests to all residents and staff in the coming days.

"We are grateful to the community for the support and resources that have been graciously extended. The health and safety of those we serve remains our highest priority during this unprecedented time."

Eagle Radio Online Auction is underway

The staff at Homestead of Hays Assisted Living is inviting
area residents to take part in a drive-by celebration this Friday evening honoring
their residents.

Executive Director Kathy Deines said staff came up with the
idea of a family and friends drive-by celebration after seeing other
celebrations in an effort to lift up the spirits of residents and staff who have been hit hard by the coronavirus pandemic and the efforts to keep them
safe.

Deines said the 37 residents, ranging in age from 67 to 99,
haven’t had any direct contact with family members in several weeks due to the
coronavirus pandemic. 

“We need something to lift up the spirits of the elderly,”
said Deines. “This has been hard on them and families.”

During Friday’s event, which starts at 7 p.m., residents
will be set up in the parking lot of the Sternberg Museum where family members
and friends of the residents and community members are invited to travel down
Sternberg Drive. 

Deines said they are inviting everyone to decorate their vehicles
and make signs for the residents. Residents and staff members have
also made signs to celebrate the event.

Staff has reached out to family members, and Deines said they
believe every resident will have a family member take part in the celebration.
They have also had several community volunteers reach out about being a part of the event.

She said family members have already talked about bringing
chocolate and other special treats for the residents and staff to enjoy.

Residents have been able to keep in touch with family
members during the pandemic with the use of iPads and they have had “window conversations.”
Families also drew on the sidewalks with chalk, made window decorations. The center also has received uplifting postcards, and several places have brought flowers
by in recent weeks.

During the pandemic, Deines said they have implemented
several measures to keep residents safe. They have been social distancing and eating 6 feet apart. The staff is wearing masks.

They will continue the social distancing during Friday’s
event with each resident sitting 6 feet apart.

“Hopefully, this will lift everybody’s spirits,” said Deines.

The drive-by event begins at 7 p.m. Friday at 2929 Sternberg
Dr., and staff will be directing traffic.

What do COVID deniers and protesters of police brutality have in common?

The first group tends to be older, whiter, and more conservative. The more militant ones confront those wearing masks in public, but most simply choose not to wear masks themselves, despite the clear evidence that these slow the pandemic’s growth. They also crowd together in public spaces—in some cases a deliberate snub to public-health authorities. What preventative steps they do take appear completely ineffective,&nbsp;like&nbsp;stocking up on guns and ammunition.

The second group has also been crowding together in public spaces lately, though many wear masks. Memorials honoring police brutality victim George Floyd have turned into raucous, nationwide protests that sometimes spill over into rioting. These have raged for days in Kansas City. Smaller actions are occurring in other area communities, including Lawrence and Topeka. President Trump and others respond with a call for “law and order,” inviting comparisons to President Nixon’s election in 1968.

Beneath their hatred for one another, these two groups share something. Both gave up on traditional, political actions like voting, town hall meetings, and volunteering. The see a government that often&nbsp;runs&nbsp;on autopilot, with little regard for voters or elected officials. Twentieth-century political philosophers called this “The Administrative State”--a government where professional administrators just&nbsp;go&nbsp;on doing what they do, regardless of who votes, how they vote, or who holds office. There is no oversight or accountability. Philosopher Hannah Arendt called this “government by nobody.”&nbsp;

Consider&nbsp;the shutdowns of schools, many workplaces, and public spaces in response to COVID-19. It occurred quickly, with little public input. Epidemiologists and other public health officials advised Kansas Governor Laura Kelly and others to quarantine, and it&nbsp;happened. This was probably necessary, given the incredible speed with which the Novel Coronavirus spread. However, it also left many citizens feeling that nothing they did really mattered—government was going to do what government does, regardless. Former President Obama once said that working-class whites “cling to their guns and religion” when they feel threatened. Obama faced strong blowback for this, but&nbsp;it&nbsp;is exactly what happened. Faced with government administrators who ignored them, this population not only stocked up on firearms, they also made the reopening of churches a centerpiece of their demands.

Next come the protesters outraged by Floyd’s death and other police brutalities. They think the Administrative State is ignoring them. They are right. Floyd’s murder occurred in Minneapolis, Minnesota. The mayor of Minneapolis, that district’s U.S. Representative, and the governor of Minnesota are all strong progressives who support policing reforms. What difference did this make for Floyd? None. As in other cities, the police behave as “street level bureaucrats” with little regard for oversight by elected officials. In Minneapolis, a history of racial segregation and strong police unions reinforce these tendencies.&nbsp;&nbsp;Activists have faced similar frustrations in their recent efforts to reform policing here, in Kansas City, Kansas. Like other bureaucrats, police simply wait out their supposed supervisors in the mayor’s office, city council, and other elected bodies. Politicians come and go, but the police are still here, doing what they do. Critics are left feeling impotent and outraged. They turn to protesting and even rioting instead of voting. Been there, done that, nothing changed.&nbsp;

Ultimately, in order for us to restore a functioning government, Government by Nobody has got to go. It will be messy, but the sooner we get started, the better.

The more militant ones confront those wearing masks in public, but most simply choose not to wear masks themselves, despite the clear evidence that these slow the pandemic’s growth. They also crowd together in public spaces—in some cases a deliberate snub to public-health authorities. What preventative steps they do take appear completely ineffective,&nbsp;like&nbsp;stocking up on guns and ammunition.The second group has also been crowding together in public spaces lately, though many wear masks. Memorials honoring police brutality victim George Floyd have turned into raucous, nationwide protests that sometimes spill over into rioting. These have raged for days in Kansas City. Smaller actions are occurring in other area communities, including Lawrence and Topeka. Organizers launch month-long campout in June

MANHATTAN – Kansas 4-H youth are still going camping this summer, though it may not be the way they have been used to doing it.

Amy Sollock, the southwest regional specialist for Kansas 4-H Youth Development, said the state’s largest youth organization will be celebrating the benefits and traditions of camp on social media during the month of June.

“We’ve been camping at the Rock Springs Ranch (near Junction City) for almost 75 years, and it’s one of our very beloved and time-honored programs,” Sollock said. “We love going to 4-H camp at Rock Springs and the benefits that our kids get from camping at Rock Springs are tremendous. There’s just nothing like it.”

In April, K-State Research and Extension announced that it was ceasing all in-person activities in Kansas at least through July 4. “Like everyone, we were pretty bummed that we would not be able to camp this year, but we understand the reasons why. The health and safety of our participants, volunteers and staff comes first.”

Sollock said the state’s 4-H leaders, like others throughout the organization, got together and developed ways in which they could still celebrate some aspects of 4-H camp and teach the values the experience offers.

“So,” she said, “for the entire month of June, we are going to have all kinds of fun content that we’re going to push out through social media, including some fun challenges and videos to celebrate what summer camp is all about.”

There is no charge or registration needed to follow along on social media, Sollock said, and many of the activities can be done right in 4-H members’ backyards. She urged youth to follow&nbsp;<a href="https://www.facebook.com/Kansas4H">Kansas 4-H on Facebook</a>&nbsp;to be part of the fun, and to share their own experiences by posting on social media with the hashtag, #4HCampLivesOn.

“We are going to have a backyard photography contest, and the state 4-H Youth Council has planned a virtual camp song challenge,” she said. “We are hoping it becomes one of those challenges that goes viral and can provide kids with a lot of humor as we sing our silly camp songs.”

Sollock said plans are in the works to create videos that will be recorded from popular sites at Rock Springs such as the flagpole, campfire circle, water wheel and Palomino horse herd. “There are some cool things in the works,” she said.

Kansas 4-H will offer several outdoor education videos on topics normally taught at camp such as using sunscreen and bug repellants, the importance of drinking water, fishing tips and bike safety. Kansas 4-H will also promote opportunities for service activities in local communities.

“We want to give kids a chance to celebrate what they’re missing out on this year,” she said. “We know that 4-H camp is a favorite activity for many kids each year.”

“We’ve seen some really creative efforts from kids and families, volunteers across the state as we navigate this situation that none of us have ever lived through before. There’s a lot of fun that can be had right in your backyard.”

Sollock also made a prediction: “4-H Camp 2021 is going to be stronger than ever and I don’t think we’ll ever be so excited for a 4-H camping season as we will be next year.”

Kansas 4-H moves summer camp online

Two of our least-known freedoms, petition and assembly, are at the heart of our nation’s most profound changes.

Today, those two freedoms are powering a deep national conversation 
both in person and online involving millions of us about how we should 
deal with racism, bigotry and criminal justice in the wake of George Floyd’s death while in police custody in Minneapolis.

Some of those conversations have been marred by the violence 
inflicted by a relative few. As the final words of the First Amendment’s
 45 words provide, we have the constitutional right “peaceably to assemble, and to petition the Government for a redress of grievances.”

Stores have been looted and buildings set afire. Journalists have 
been attacked, injured and arrested in multiple cities while reporting 
on the protests. And at last count, well over 1,000 demonstrators have 
been arrested and many more thousands have been teargassed, hit with 
pepper balls, beaten or taken into custody in police sweeps.

Serious situations, to be sure. But we would be wrong to permit those
 very visible and tragic moments to distract us from, first, grieving 
with Floyd’s family, and second, keeping sight of the larger point that,
 from police procedures and racial profiling to economic inequality and 
its impact across society, we have national problems to solve.

Nothing in those 45 words instructs how assembly and petition are 
supposed to work. But we’ve often taken to the streets when facing our 
nation’s most profound times to let our voices be heard. And #walkwithus
 shows signs of being a long-running rallying point, much like 
#blacklivesmatter and #metoo

Protest has served as both a release and a megaphone for views that 
range from “Occupy Wall Street” to the Tea Party movement to those 
protesting COVID-19 stay-at-home orders.

The 1963 March on Washington for Jobs and Freedom has a place in 
history firmly rooted as the setting for one of the nation’s most 
galvanizing public speeches: The Rev. Martin Luther King Jr.’s “I have a Dream” speech.

Our Lives” in the wake of the 2018 mass shooting at Marjory Stoneman 
Douglas High School in Parkland, Fla., and for the annual anti-abortion 
marches across America.From women marching in the 19th and early 20th 
centuries to demand the right to vote, to the modern civil rights 
movement’s demand in the 1950s and ’60s for an end to legalized racial 
discrimination, formal policy and laws have come about because people of
 like minds gathered and petitioned government for change – and in the 
process, touched the minds and conscience of the nation.The nation’s newest tools for conversation, declaration and self-examination are flooded with each as a result of Floyd’s death.<ol>
 <li>The Facebook and Instagram accounts of many celebrities, magazines, 
even restaurant sites have turned from the usual plot discussions and 
topics to calls for solutions to racial discrimination, and prosecution 
of the police officers who were involved in Floyd’s death.</li><li>In Nashville, award-winning investigative journalist Phil Williams
 posted old photos and newspaper headlines from that city’s history of 
protests, as different as black men and women fighting racial 
discrimination during the civil rights era are to largely white 
conservatives angered decades ago by a proposed state income tax (and 
reported to have thrown rocks through Statehouse windows).</li><li>At #walkwithus, comments ranged widely – from one woman referring to
 some police action against protesters saying “Wow. White folks getting a
 small taste of what it’s like to be us” to “I feel your pain to the 
core of my being” to “the power of our ‘millennial’ generation is the 
ability to leverage our power of being instant authorities on the 
indelible ink of the Internet … the challenge now is to keep doing it 
with integrity.”</li><li>Facebook staff – in a rare public rebuke of the social media giant, 
staged a virtual walkout Monday in protest of the site’s continued 
posting of what the employee group called “inaction on inflammatory 
posts” around the Floyd protests by President Donald J. Trump.</li>
 </ol>Even police in multiple cities have – at times to the surprise of 
demonstrators – joined protesters in visible ways to make a larger 
statement than their role might suggest:<ol>
 <li>In Flint, Mich., Genesee County Sheriff Chris Swanson spoke and then marched with demonstrators who were met by police officers in riot gear, local affiliate <a href="https://nbc25news.com/news/local/justice-for-george-floyd-protest-in-flint-twp" target="_blank">WEYI</a></li><li>In Portland, Ore., New York City, Coral Gables, Fla., Washington, 
D.C., and Des Moines, police officers knelt in solidarity with 
protesters.</li>
 </ol>Protest’s long history in America extends, as most school children 
learn, to before the nation was founded in the Boston Tea Party to the 
Liberty Tree movement in which colonists gathered around a tree to decry
 – and sometimes hang British administrators in effigy.Such protests and assemblies have also provided searing images – 
intended or not – of moments when the nation’s views were shifting on a 
particular issue. An iconic photo of peaceful crowds along the 
Reflecting Pool on the National Mall during King’s “Dream” speech 
remains an indelible image of the hundreds of thousands who gathered 
that day. And the searing pain shown by 14-year-old Mary Ann Vecchio, kneeling over the body of <a href="https://en.wikipedia.org/wiki/Jeffrey_Miller_(shooting_victim)" target="_blank">Jeffrey Miller</a>, who was fatally shot by the <a href="https://en.wikipedia.org/wiki/United_States_National_Guard" target="_blank">Ohio National Guard</a> moments earlier, freezes in time the impact – and risks taken – by student-led protests against the Vietnam War.The nation’s founders didn’t give a timetable for change as a result 
of peaceful assembly and petition for change. Rather, they had a belief 
in future generations – that discussion and debate, even if rough and 
tumble, without government interference would lead to decisions 
benefiting the greatest number of us.Slowly and at times imperfectly, our public self-review process of 
assembly and petition generally has propelled us to toward the best 
solution for all.We’re a better society for the open and sharp turmoil over issues 
concerning minority, LGBTQ and women’s rights, and the extent to which 
personal religious liberty can be guaranteed along with safeguards from 
discrimination and bias.The meaning and impact of protests by many over George Floyd’s death 
at least seems likely to outlast the damage done by a few. The nation’s 
founders enacted protections for our core freedoms so that we could
