Public hearing Monday for rezoning east of Big Creek Estates

A public hearing will be conducted Nov. 16 by the Hays Area Planning Commission for a request by Hays resident Adam Pray to rezone a tract of grassland east of Big Creek Estates from Agriculture to Residential General.

The Big Creek Estates development was platted in 2004 and is nearly built out.

The 5.8 acres to be rezoned directly abuts the east side of Big Creek Estates. It is located north of Reservation Road and west of the Hays Regional Airport, within the 3-mile extra-territorial jurisdiction.

The developer would have to extend sanitary sewer to the lots as part of the Big Creek Sewer District. Each property would have their own private water well.

According to information from PIE Superintendent Curtis Deines, the rezoning request conforms with the Comprehensive Plan and is compatible with the area.

City staff is recommending approval of Pray's request.

A second public hearing will be held for a request by OPG Stonepost Lofts Partners to request a change in zoning from Public Institutional to Residential Multi-Family District at 305 Main, site of the former Washington Elementary School. 

Ownership of the property is in transition from Hays USD 489 to OPG Stonepost Lofts Partners which plans to renovate the building into apartments.

City staff is also recommending approval of this rezoning request.
