LAWRENCE — The United States has been holding elections for more than 200 years. So, we should know how much they cost, right? A new book co-written by a University of Kansas researcher is one of the first in-depth studies of the cost of U.S. elections.

“A Republic If You Can Afford It: How Much Does it Cost to Administer Elections?” analyzes data from 48 U.S. states from 2008 to 2016 and found that some states spend an average of about $2 per voter, while others spend an average of almost $20. 

The book’s authors also found that in addition to varying costs, different regions of the country have seen changes in how much they spend and that trust in relation is associated with how much is spent.

Zachary Mohr, associate professor of public affairs &amp; administration at KU, is one of the authors of “A Republic If You Can Afford It.” He studies costs and accounting in local government and recounted a story of a conversation he had with co-author Martha Kropf of the University of North Carolina at Charlotte.

“She said, ‘You know, Zach, the one thing we don’t know anything about is how much election administration costs.’ I said, ‘The data may not even be available, but one place we can probably find it is North Carolina,’” Mohr said. 

“We were doing elections for 200 years, and we were doing them at the local level, and there really wasn’t much problem until about 2000. Then there were hanging chads in Florida and other problems, and people started paying attention to election administration. The federal government then made money available to address and study the issue.”

Mohr, Kropf, Mary Jo McGowan, also of UNC-Charlotte, and independent researcher JoEllen Pope collected the data from every state except for Michigan and Wisconsin, which did not have data available, and began publishing studies in 2017, which eventually formed the basis of the “A Republic If You Can Afford It.”

The book,&nbsp;<a href="https://www.cambridge.org/core/elements/republic-if-you-can-afford-it/CE8A01003AA98C51937031E4C1DC413E">published by Cambridge University Press as part of its Cambridge Elements Series,</a>&nbsp;is available for free online until Dec. 30.

The first key finding is that the cost of elections varies widely from state to state and even from one jurisdiction to another, such as county to county . The early part of the book breaks down the measure the authors used to analyze the costs. 

Much like accountants, the researchers spell out the differences between different cost objects and different measures of cost. For example, one cost object is the expense of holding an election, a short period of time from when candidates start filing ballots to after election votes are audited and certified. Another cost object is the cost of election administration throughout the year as the need to maintain equipment and voter registries is a year-round activity.

 Other issues included the difference between expenditures and expenses. The researchers settled on analyzing election administration expenditures throughout the entire year because that is the data that was most readily available.

The authors also detail why costs can vary so widely. One example is in highly populated jurisdictions, there are more taxpayers contributing to the government’s budget, which spreads out the cost more per person than what is observed in rural locations. Some areas see those economies of scale, but as the authors point out, other areas see diseconomies of scale as well. 

Priorities and political will of a location also factor into costs. The research found that in places where the governing party matches that of the larger populace, they tend to spend less on election administration than bodies who are of an “out party” who spend more, often in emphasizing voter turnout, Mohr said. 

Other factors, such as a populace’s average educational attainment, income and demographic makeup also factor into amounts spent.

Policymakers tend to take a one-size-fits-all approach to legislation, but the data shows that is not applicable in election administration.

“If you’re looking at the question of if the state or federal government should support local election administration, you have to realize that $1 per voter in one state goes much farther than it does in another. You see variations across states, but also within states,” Mohr said. “It’s interesting to us why some counties spend so much more than others. Most of the book is about why that difference exists.”

One of the reasons the cost varies so widely, the authors write, is that the system is complicated in most states, with various jurisdictions holding elections, often with differing guidelines.

In addition to covering previous research on the topic, “A Republic If You Can Afford It” examines changes in spending across regions of the United States in the data set from 2008-2016. The Great Recession of 2008 led to reduced spending on elections, which was expected, but in findings Mohr called “surprising and almost shocking,” how spending came back over the next eight years differed by region. 

In the South, spending increased, largely due to the fact that more people were moving to that region. In the West, spending dropped, due at least in part to states such as California and Oregon putting more emphasis on voting by mail. Spending in the Northeast dropped significantly but then came back to 2008 levels.

The last key finding was that the more jurisdictions spend on elections, the more trust voters have in the system being free of fraud and representing free, open elections. Locations that spent much higher than others also saw correspondingly high trust, rising in correlation with the amount spent, the authors write.

The book points out that the figures it presents are not static and will not guarantee the costs of future elections. In fact, it can be considered the minimum, or a “lowest bar estimate” of the cost of American election administration.

“This is at least a step in the right direction, we feel, and can help guide the conversation knowing that there is not a one-size-fits-all approach,” Mohr said. “There are at least a dozen languages to translate ballots into in Los Angeles County that other counties don’t have to address, for one example.”

The book’s dataset is included and is publicly available for other researchers, policymakers and anyone interested in knowing more about the cost of election administration.

“This data is really needed in election science to control for models of voter turnout and other election administration outcomes,” Mohr said. “We want to make sure it is freely available for anyone who wants it.”

Hays city commissioners approved three items Thursday advancing the largest ever housing development. Prior to the votes, there was discussion of fire protection for the new neighborhood, prompted by comments from an audience member.

Hays resident Justin Choitz, a former Hays firefighter, said he is supportive of Tallgrass Addition 4 in east Hays near 22nd and Wheatland.

But he asked about coverage and response time by the Hays Fire Department to the 101-lot development and nearby 66 homes in Phases 1-3.

The <a href="https://hayspost.com/posts/290e98f9-e910-4da1-987d-38464f1796c7">newest fire station opened in April 2024</a> in northwest Hays at 1732 W. 41st St. and serves as the department headquarters.&nbsp;

Fire department staff are split between the new location and the former headquarters in the downtown fire station at 1507 Main.&nbsp;

A third fire station is at the Hays Regional Airport and is staffed according to the commercial air flight schedule.

The Federal Aviation Administration paid for 90 percent of the structure built in 2009. It was designed to FAA standards and can be enlarged to house more fire equipment and personnel to serve the city.&nbsp;

Commissioner Shaun Musil asked City Manager Toby Dougherty about potential plans for hiring more firefighters in the next five years.

Dougherty said any expansion would be costly.&nbsp;

"We're always evaluating our needs for future public safety," Dougherty said, "but right now, we're in an ISO rating of two, which is the second-highest you can get.

"We do have limited sources. We don't have unlimited funds. But we do have lots of pots we can pull from if needed, including mutual aid agreements. We know there will be a time we need to expand east."

Another eastside housing development, The Grove, will soon be built north of HaysMed on Canterbury Drive.&nbsp;

Commissioners unanimously approved a rezoning request, a final plat for the 101 lots and an engineering services agreement for the land to be developed by Grow Hays/Heart of America.&nbsp;

Sloan Engineering and Consulting, Hays, was approved for a $249,850 contract for the engineering services.&nbsp;

In other business, a bid was approved to reconstruct 32nd/33rd Street from Willow to Vine, built in the early 1960s.

Vogts-Parga Construction, Moundridge, submitted the lowest bid for the project, $1.55 million, which is $245,000 under budget.

Public Works Director Jesse Rohr said the project includes removing and replacing all the concrete pavement, various areas of curb and gutter, select areas of sidewalk and curb ramps to meet ADA requirements, intersections, and some alley entrances. 

The north intersection of Skyline and 33rd Street will also be widened.&nbsp;

A public meeting will be  at 5 p.m. Tuesady, Feb. 4, in Hays City Hall to discuss the traffic phasing that will be done. 

At least one lane of traffic will be open at all times, Rohr said, and drivers will be encouraged to utilize 37th Street if possible.&nbsp;

A construction engineering services agreement with Driggs Design Group, Hays, for $52,320 was also approved for the project.

Construction of a new drainage box is expected to start in mid-February, with the work completed by early July.

The commission also approved an annexation request from BEREXCO, LLC, the Hays branch of an independent oil and gas exploration and production company, for its 5-acre front lot property at 800A Commerce Parkway. The remainder of the lot will remain in the county.

The land is contiguous to the city and served by city utilities.

Rohr said the company would otherwise have had to invest in a new septic system.

As part of the North Vine Corridor improvements, the city of Hays ended up with a small remnant tract of property. The tract has no value to the city, and the commission authorized its transfer to Russ Pfannenstiel, the adjacent property owner of CERVS.

The following mayoral appointments were approved: • Hays Convention and Visitors Bureau Advisory Committee, Jeremy Gill – three-year term to expire on Feb. 13, 2028 (third term) • Hays Housing Authority Board, Jo Ann Morse – four-year term to expire Feb. 13, 2029 (first term) • Northwest Kansas Community Corrections and Juvenile Services Governing Board, Donnette Noble – two-year term to expire Feb. 1, 2027 (first term)&nbsp;

Commissioners also heard monthly updates about community events in Hays and city department project reports.

Mayor Sandy Jacobs was absent from the meeting.

We know there will be a time we need to expand east."Another eastside housing development, The Grove, will soon be built north of HaysMed on Canterbury Drive.&nbsp;Commissioners unanimously approved a rezoning request, a final plat for the 101 lots and an engineering services agreement for the land to be developed by Grow Hays/Heart of America.&nbsp;Sloan Engineering and Consulting, Hays, was approved for a $249,850 contract for the engineering services.&nbsp;In other business, a bid was approved to reconstruct 32nd/33rd Street from Willow to Vine, built in the early 1960s.Vogts-Parga Construction, Moundridge, submitted the lowest bid for the project, $1.55 million, which is $245,000 under budget.Public Works Director Jesse Rohr said the project includes removing and replacing all the concrete pavement, various areas of curb and gutter, select areas of sidewalk and curb ramps to meet ADA requirements, intersections, and some alley entrances. The north intersection of Skyline and 33rd Street will also be widened.&nbsp;A public meeting will be at 5 p.m. Tuesady, Feb. 4, in Hays City Hall to discuss the traffic phasing that will be done. At least one lane of traffic will be open at all times, Rohr said, and drivers will be encouraged to utilize 37th Street if possible.&nbsp;A construction engineering services agreement with Driggs Design Group, Hays, for $52,320 was also approved for the project.Construction of a new drainage box is expected to start in mid-February, with the work completed by early July.The commission also approved an annexation request from BEREXCO, LLC, the Hays branch of an independent oil and gas exploration and production company, for its 5-acre front lot property at 800A Commerce Parkway. The remainder of the lot will remain in the county.The land is contiguous to the city and served by city utilities.Rohr said the company would otherwise have had to invest in a new septic system.As part of the North Vine Corridor improvements, the city of Hays ended up with a small remnant tract of property. The tract has no value to the city, and the commission authorized its transfer to Russ Pfannenstiel, the adjacent property owner of CERVS.The following mayoral appointments were approved: • Hays Convention and Visitors Bureau Advisory Committee, Jeremy Gill – three-year term to expire on Feb. 13, 2028 (third term) • Hays Housing Authority Board, Jo Ann Morse – four-year term to expire Feb. 13, 2029 (first term) • Northwest Kansas Community Corrections and Juvenile Services Governing Board, Donnette Noble – two-year term to expire Feb. 1, 2027 (first term)&nbsp;Commissioners also heard monthly updates about community events in Hays and city department project reports.Mayor Sandy Jacobs was absent from the meeting.

Faculty, staff, and students were honored Jan. 17 during the 2025 winter convocation at the Beach/Schmidt Performing Arts Center.

The President’s Distinguished Service Awards recognize two staff members, one from University Support Staff (USS) and one from Unclassified Professional Staff (UPS). The awards are presented for longevity, breadth of quality contributions, and the significance of their dedication and commitment to the university. Each receives a $500 cash award.

Amy Gregg, human resource specialist in the human resource office, was the USS winner.

Nick Schwien, director of the Tiger Media Network, was the UPS winner.

The Les and Elizabeth Griffin Outstanding Service Awards were presented to two staff members and two student workers in the university’s daily operations departments. Each staff winner receives a $500 cash award, and each student winner receives a $250 cash award.

Jordan Flegler, manager, special events and projects custodial, received the Griffin Family Outstanding Service Award for Facility Operations-Staff. Jonathan Figueroa, academic custodial services in Rarick Hall, received the Facility Operations-Student award.

Maria Rohr, cashier with the Union Catering Company, was the recipient of the Outstanding Food Service-Staff award. Michaela Giebler was the Food Service-Student award winner.

Three faculty members were selected for the faculty awards from the fall 2024 semester, one each in the areas of teaching, scholarly activity, and service. Award winners recognized at FHSU convocation

The Ellis County Conservation District has selected Lyle and Lynelle Gottschalk for the 2024 Conservation Rangeland award.

Lyle started farming with his cousin Bryan Gottschalk in 1983. Their parents farmed together until they decided to split everything. After the split, the cousins started their own farming operations.

Part of the 3,000 acres Lyle owns he bought, and he inherited a quarter of land from his parents, Vernon and Jeanette Gottschalk. He wanted to build his home on the farmland he bought but when he drilled for water, he came up dry. He ended up making his home in Ellis.

In 1999 Lyle married Lynelle of Cheyenne Wells and had one son together, Kade. Kade is attending Fort Hays State University studying Agronomy and works at Nutrien. He occasionally helps Lyle on the farm. Lyle has a stepdaughter, Elexx Gnad of Kansas City, Kansas and a son, Brit Hale of Joplin, Missouri. Lyle and Lynelle share four grandchildren.

Lyle practices no-till most of the time and runs a 150-cow calf operation with 240 yearlings. The 3,000 acres he owns are pasture and farm ground. He plants a wheat milo rotation to feed his cows. Lyle likes to be working on the farm and hopes to continue until he isn’t able to anymore. His succession plan is to pass the land to his son Kade.

2024 Conservation Rangeland Award presented to Gottschalks

With fertilizer one of the most expensive components of your cropping system, it is increasingly important for producers to properly manage their agricultural inputs. 

To address the topic of fertility management, K-State Research and Extension, has scheduled four regional programs during the month of January 2025. These schools have been designed to help producers understand the fertilizer soil relationships to achieve a greater return from an investment in fertilizer especially in this farm environment.

January 28 – Russell – 9:30 a.m. to 12:30 p.m. – 4-H Building

January 29 – Osborne – 9:30 a.m. to 12:30 p.m. – United Christian Church

January 29 – Rush Center – 5:30 p.m. to 8:30 p.m. – Rush Center Township Hall

January 30 – Sharon Springs – 9:30 a.m. to 12:30 p.m. (MT) – Community Activity Building

The schools will be presented by Dr. Dave Franzen, North Dakota retired agronomist and Dr. Dorivar Ruiz Diaz, KSU Fertility specialist along with local district Extension agents. 

Topics will include research findings of soil biological products, new K-State fertility recommendations with emphasis on application methods, soil sampling tips and a question and answer session. So be sure and bring all your questions with you! 2.5 CCA credits have been applied for.

Lunch will be provided following the programs thanks to our generous sponsors.

Marla Matkin, Hill City, an independent humanities scholar and performer, will present “Pioneering Women” Sunday, Jan. 26 at 3 p.m. at the Hoxie High School Auditorium.

Admission to the Western Plains Arts Association program is by season ticket or at the door.

This program is funded by numerous businesses, individuals, The Sheridan County Community Foundation, and the Dane G. Hansen Foundation.

Matkin will provide an elementary school program in the Quinter gym at 10 a.m. on Monday, Jan. 27. &nbsp;

Matkin comes by her love of history having been born in Dodge City and raised nearby.&nbsp; She is on a continuing search to expand her knowledge and understanding of the legend and lore surrounding the region and its people.&nbsp;This deep connection can be traced back to her great-grandparents who homesteaded in southwest Kansas in 1877. 

Add to this her love of drama and she makes a compelling case for the ladies she portrays and the history she imparts as teacher, historian, living historian and now children’s author.

A graduate of Fort Hays State University with a degree in education, she has informed, inspired, as well as entertained her audiences for 25 years from the heartland to the Smithsonian.&nbsp;

In addition to&nbsp;Pioneering Women,&nbsp;Matkin presents related programs to communities throughout America’s heartland, especially in Kansas and Nebraska.&nbsp;

'Pioneering Women' to be presented in Hoxie, Quinter by Marla Matkin

&nbsp;Who was the greatest all-around athlete in Kansas State University history?

That question can spark a long conversation. The players of today are incredibly athletic and well-trained, but they are also specialized. In modern sports, athletes need to concentrate on one particular sport in order to succeed.

So when we ask about an all-around college athlete (meaning one who succeeded simultaneously in multiple collegiate sports), a person has to go back many years. Imagine a single ballplayer who would be voted all-conference in football, basketball and baseball.

That’s an amazing accomplishment, probably not achievable in the structure of modern sports. But such a player graduated from K-State in 1932. His name was Elden Auker, and he came from rural Kansas.

Auker was born in Norcatur in 1910. In 2001, he published a book about his experiences in professional baseball. The book is titled Sleeper Cars and Flannel Uniforms, and it is the primary source for this profile.

As a child, Elden Auker’s job was to clean out the barn, milk the Holstein cow every morning and night, and deliver bottles of milk to customers in town. Those customers, by the way, were charged five cents a quart.

He grew up hunting and playing ball with his friends. After one successful basketball tournament game, the referee asked him if he had plans to go to college (there were no scholarships then). Auker replied that he was planning to go to Nebraska, where they had a job lined up for him.

The referee said, “You’re a Kansas boy and Kansas boys should go to college in Kansas. We’ve got a job for you down here too.”

That referee also happened to be the head basketball and baseball coach at K-State.

Auker went to Manhattan, took the job, and joined the football, basketball and baseball teams. His job was to open the on-campus drug store in the morning, clean everything, mop all the floors, and then mop and lock up at night. For all that, he got paid one dollar.

Auker was truly an all-around athlete. He was voted All-Big 6 in baseball, football and basketball. During his time, the football team went 8-2, the baseball team went 16-9, and the basketball team – of which he was captain -- was conference runner-up. One publication named Auker an All-American in all three sports.

More importantly, he won the heart of a pretty young co-ed named Mildred. They would be married for 73 years until his death.

After he graduated from K-State, Auker had options to play pro ball. He was offered a contract to play football for the Chicago Bears, which sent the famous Bronko Nagurski to encourage him to sign. Auker almost signed but chose professional baseball instead, because he didn’t want to wait until fall to get paid. He signed to pitch for the Detroit Tigers.

In 1932, Auker began a ten-year career in professional baseball. This was the era when the uniforms were made of flannel and the teams traveled by train, which was the basis for naming the book Sleeper Cars and Flannel Uniforms.

The subtitle of the book is “A lifetime of memories from striking out the Babe to teeing it up with the President.” Auker did, indeed, strike out Babe Ruth and, much later, play golf with President Ford.

He played baseball with such players as Babe Ruth, Lou Gehrig, Jimmie Foxx, Goose Goslin, Ted Williams and many more. In his first season in the big leagues, he went 15-7 and helped his team win the pennant. During his career, he pitched in two World Series and was the winning pitcher in one. His ten-year statistics included 333 games and an astounding 128 complete games – unthinkable in modern baseball.

In 1942, he retired from baseball to join the war effort and made a difference by going on to a successful business career. Overall, it’s a remarkable record for someone from the rural community of Norcatur, population 159 people. Now, that’s rural.

In 1989, then-K-State President James McCain named Auker the “greatest all-around athlete in K-State history.” For his era, Elden Auker was number 1.

The Hays High boys have won three games in a row. A fourth consecutive victory would push them into the championship of the 40th Colby Orange &amp; Black Classic.

Hays(6-4) takes on the host school Colby(8-3). The Indians beat Concordia by twenty in the opening round. The Eagles took a double digit victory over Beloit.

Tip-off is set for 8:15 p.m. on the Hays High Sports Network.&nbsp;

Scammers send&nbsp;<a href="https://consumer.ftc.gov/articles/how-recognize-and-avoid-phishing-scams">phishing texts and emails</a>&nbsp;that look legit to trick you into giving them personal or financial information. Legit companies might send mail that you just don’t want — things like magazines, catalogs, or&nbsp;<a href="https://consumer.ftc.gov/articles/prescreened-credit-insurance-offers">prescreened offers of credit and insurance</a>. While these aren’t necessarily scams, they can pile up quickly.

To help you cut down on spam texts and emails:

• Use filters.&nbsp;Check if your mobile phone has options to&nbsp;filter and block&nbsp;texts from unknown senders. Some call blocking apps can also help block unwanted messages. Many popular email providers (like Gmail or Yahoo Mail) have strong&nbsp;spam filters&nbsp;turned on by default. But if any spam gets into your inbox, mark it as&nbsp;spam or junk.

• Unsubscribe&nbsp;from unwanted emails.&nbsp;Getting fewer unwanted emails helps you avoid clicking on links that can lead to&nbsp;phishing attacks.

• Report unwanted messages.&nbsp;Unwanted messages often lead to scams. Report them. Use your phone’s “report junk” option or forward unwanted texts to&nbsp;7726 (SPAM)&nbsp;and unwanted emails to your&nbsp;email provider.

• Register&nbsp;with the Direct Marketing Association&nbsp;to decide what types of mail you do and don’t want from marketers.

• Opt out&nbsp;of getting prescreened credit and insurance offers in the mail.&nbsp;You can choose to opt out for five years or permanently.

The Hays High girls and Wellington play in one of the highest profile games in the state on Friday afternoon. The game is in the championship semifinals of the Colby Orange &amp; Black Classic.

#8-5A Hays(10-0) and #1-4A Wellington(10-0) both picked up double digit wins over their opponents in the first round. Wellington was the 4A State Runner-Up in 2024. Hays and Wellington are both at the top of their respective sub-state standings heading into the matchup.
