GRAHAM COUNTY —Two people died in an accident just after noon Thursday in Graham County.

The Kansas Highway Patrol reported a 2000 Nissan Frontier driven by Jeremiah Lacey Bell, 41, Hill City, was westbound on U.S. 24 five and one half miles west of Hill City.&nbsp;

The pickup traveled into the eastbound lane. The pickup and an eastbound 2018 Peterbilt 389 driven by Gregory Chad&nbsp;Burger, 54, Kensington, collided in the eastbound lanes.

Both drivers were pronounced dead and were transported to&nbsp;Stinemetz Funeral Home. They were not wearing seat belts, according to the KHP.

The Ellis County Conservation District has selected Phil and Brenda Schmeidler for the 2024 Conservation Maintenance award.

Phil started helping on the family farm and learning the ropes at a young age. At the age of six he started with the daunting task of milking cows. He feels that taught him his work ethic and having to show up to work every day to be successful.

After graduating from Fort Hays State University with a bachelor’s degree in agriculture in 1971, he went into active duty for the Kansas Army National Guard. Phil went to work at the Fort Hays Experiment Station for six years until he began his full-time farming operation in 1978.

Phil started his farming operation farming family land. He recognizes that without the help of his parents and Brenda’s parents he wouldn’t be where he is today.

He still farms the family land, land he has purchased, and land he rents. Phil has used many conservation programs over the years and continues to participate in many conservation programs today.

Since going no-till in 2012 on his personal land, Phil knows he has removed the need to rebuild terraces, as the residue on the surface and no longer tilling the land has preserved the conservation practices that were installed.

His rangeland is no exception to the proper management he strives for in his operation. The rangeland is not overgrazed and is monitored annually as a part of his management plan.

One of Phil and Brenda’s sons, Scott, helps full-time on the farm. When the need arises he appreciates the family aspect of the farm and his other three sons are willing to lend extra sets of hands. During harvest and planting, Kent, Jarret, and Nolan help with the work.

Phil and Brenda plan to continue preserving the land for future generations. They feel they owe it to their children and grandchildren to preserve the land and improve it so they have something to be proud of when the farming operation continues into the next generations.

Schmeidlers receive 2024 Conservation Maintenance Award

TOPEKA — The Kansas State Department of Education (KSDE) on Thursday issued a statement in response to the U.S. Department of Homeland Security directive issued Tuesday, Jan. 21, to rescind previously issued guidelines for Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) enforcement actions that limit law enforcement in or near “sensitive” areas, which include schools and churches.&nbsp;

The Kansas State Department of Education is aware of concerns raised because of the recent announcement that certain policies of the U.S. Department of Homeland Security have changed.&nbsp;Specifically, the federal government revoked the directive issued in 2021 that limited conducting immigration enforcement actions in or near protected areas such as schools, hospitals, and places of worship, except in specific limited circumstances.&nbsp;Tuesday’s action did not change the law, nor did it increase the U.S. Department of Homeland Security’s authority.&nbsp;To that end, we remind school personnel that their ultimate responsibility is the education and protection of all students.&nbsp;All students have a constitutionally protected right to receive an education.&nbsp;Schools are advised to continue to follow the law and abide by their board-approved policies regarding investigations and/or arrests on school grounds. KSDE wishes to assure school personnel, parents, and the students of Kansas that we will not share any student data without a warrant, subpoena, or other lawfully issued court order.

At this time, we believe the best thing schools can provide to their respective communities is an assurance that they will continue to comply with all state and federal laws protecting student information and student safety.&nbsp;We also suggest schools update emergency contact information for all families.

Washington, D.C.&nbsp;– U.S. Senators Roger Marshall (KS), Jerry Moran (KS), James Lankford (OK), and Markwayne Mullin (OK) introduced legislation to delist the Lesser Prairie Chicken as endangered under the Endangered Species Act. First District Representative Tracey Mann introduced the House companion legislation.&nbsp;

“In listing the lesser prairie-chicken, the Biden Administration prioritized the interests of radical environmentalists over rural America. Kansas and surrounding states have contributed millions of public and private dollars to conservation efforts that are committed to preserving the lesser prairie-chicken,”&nbsp;said Marshall.&nbsp;

“This work resulted in increasing the population of the bird well before the unnecessary and heavy-handed decision to list it. Fortunately, with this bill, we can undo the burdensome government micromanagement of agriculture and industry in western Kansas and celebrate the voluntary, locally-driven conservation efforts.”

“Listing the lesser prairie chicken as a threatened or endangered species is disruptive to Kansas farmers and ranchers and harmful to rural communities,”&nbsp;said Moran. 

“We need more rain, not regulations, to protect the future of this bird. I will continue to work with local communities to bolster voluntary solutions to protect the habitat of the lesser prairie chicken without placing unnecessary burdens on landowners in Kansas.”

“America’s farmers, ranchers, and agricultural producers are the original conservationists of the land,”&nbsp;said Mann.

"For more than a decade, farmers, ranchers, private landowners, agricultural and energy producers have enacted voluntary conservation efforts to preserve the lesser prairie-chicken’s population. Despite these efforts increasing the population by more than 15,000, President Biden’s U.S. Fish and Wildlife Service ignored the facts and decided that the federal government is better equipped to manage these populations than local citizens. 

"This bill is the first step in rolling back burdensome regulations from the previous administration that handcuffed Americans. I look forward to working with President Trump and the DOGE Caucus to roll back these senseless regulations and to get our country back on track," Mann said.

In 2023, Senators Marshall, Moran, Lankford, and Mullin&nbsp;<a target="_blank" href="https://www.marshall.senate.gov/newsroom/press-releases/sens-marshall-moran-lankford-mullin-lead-the-charge-to-strike-down-biden-lesser-prairie-chicken-listing/">led</a>&nbsp;the charge to strike down the Biden Administration’s listing of the Lesser Prairie Chicken (LPC) as part of the Endangered Species Act (ESA). The measure passed both the Senate and the House before then-President Biden&nbsp;<a target="_blank" href="https://www.marshall.senate.gov/newsroom/press-releases/senator-marshall-releases-statement-on-bidens-veto-of-the-lesser-prairie-chicken-cra/">vetoed</a>&nbsp;the resolution. This bill will de-list the LPC as endangered or threatened under the ESA and prohibit future re-listing efforts.

Hays City Manager Toby Dougherty announced the appointment of James Bell as the new Hays public relations manager, a role designed to enhance the city’s communication and outreach initiatives.&nbsp;

“Creating this position is part of the city of Hays’ effort to foster comprehensive and effective communication,” Dougherty said. “James will bring valuable expertise to ensure the community is well-informed about city initiatives, activities and services.”

Bell joins the city of Hays with a background that spans both the private and nonprofit sectors, where he has managed marketing campaigns, developed public relations strategies and overseen media outreach.&nbsp;

Upon accepting the position, Bell expressed enthusiasm for the opportunity to work closely with local leaders and residents.&nbsp;

“I am excited to work with the city of Hays to create stronger communication channels and improve overall understanding of city activities,” Bell said. “My goal is to help residents stay informed and involved in the decisions that shape our community. Three items that would move forward the Tallgrass 4th Addition housing in east Hays being built by Grow Hays/Heart of America will be voted on at Thursday's Hays City Commission meeting.

Commissioners will vote on a rezoning request, final plat for the 101 lots, and an engineering services agreement for the land near 22nd and Wheatland.&nbsp;

Also on the agenda are a bid award and construction engineering services agreement for reconstruction of 32nd/33rd Streets later this year.

Commissioners are expected to approve a request for annexation into the city by BEREXCO for a portion of their property at 800A Commerce Parkway.&nbsp;

As part of the North Vine Corridor improvements, the city of Hays ended up with a small remnant tract of property. The tract has no value to the city, and city staff is requesting that the commission authorize its transfer to Russ Pfannenstiel, the adjacent property owner of CERVS.&nbsp;

The following proposed appointments will be presented for approval: • Hays Convention and Visitors Bureau Advisory Committee, Jeremy Gill – three-year term to expire on Feb. 13, 2028 (third term) • Hays Housing Authority Board, Jo Ann Morse – four-year term to expire Feb. 13, 2029 (first term) • Northwest Kansas Community Corrections and Juvenile Services Governing Board, Donnette Noble – two-year term to expire Feb. 1, 2027 (first term)&nbsp;

Commissioners will also hear monthly updates about community events in Hays and city department project progress reports.

Hays city commissioners to vote on progress in Hays' biggest housing development

Two friends are partnering to open a hip new fabric and quilt shop in downtown Hays.

Jeanne Schwartz and Amanda Long will open Eclectic Threads Quilt Studio, 1012 Main St, in February.

The business will sell fabric, quilting supplies, patterns and accessories for both standard sewing and quilting. Long has a long-arm quilting machine and will offer quilting services.

The shop will also offer classes, some of which they hope to gear to people just starting out in the hobby.

Schwartz previously worked at a quilt store and has a graphics design degree from Fort Hays State University. Long has operated a home-based craft business and quilting service.

This is their first foray into business at a brick-and-mortar location.

Long said&nbsp;Eclectic Threads will carry some fabric lines that other stores in the area do not. These lines offer brighter colors and more "hip" designs, she said.

"It's for quilting, but it would also make really great bags, purses and clothing," Long said of the fabric. "I think it will really get high-school and college-age into sewing."

Other big box retailers and discount stores are cutting back on their fabric offerings,&nbsp;Schwartz said.

"We have better quality fabrics, but we're still trying to ensure we have reasonable prices," she said.

Schwartz said their patterns will include offerings for beginners through experienced quilters. They will also offer patterns for items, such as shopping bags and purses.

Long says she loves quilting because she loves seeing a piece come together, beginning to end.

"I have an appreciation for all art forms," she said. "You start with pieces of paper just like you start with paint, and then it moves into and becomes this gorgeous blanket you can keep forever. It's functional art."

Even scarps can become something beautiful.&nbsp;

Long has an eagle quilt hanging in the studio's front window that is set to be donated and auctioned at the upcoming Pheasants Forever banquet.

She made that piece from scraps, except the backing. She said crafters are also using fabric scraps to make cards. They might use fabric scraps to make the petals of a flower and then sew the leaves in thread.

Long said she would love to collaborate with community youth groups such as 4-H, Girl Scouts or Boy Scouts.

She said sewing is an important skill.&nbsp;

"It's like learning to be a mechanic. No one can go wrong with it," she said.

"I've had people say, 'I could never quilt,'" Long said, "But can you sew a straight line? If you can sew a straight line, you can quilt because that is basically what it is."

Both owners said they were excited to be opening in downtown Hays.

"It's art central of Hays,"&nbsp;Schwartz said. "You have the art of tattooing, the Hays Arts Center. Regeena's is the art of flowers across the street. We have Simply Charmed, and then we have the art walk that is always right here in the middle of downtown Hays,"&nbsp;Schwartz said.

Hours will be 10 a.m. to 5:30 p.m. Tuesdays, Wednesdays and Fridays, 10 a.m. to 7 p.m. Thursdays, and 10 to 3 p.m. Saturdays. They will be closed on Sundays and Mondays.

Eclectic Threads Quilt Studio to offer hip fabric spot in Hays

Since the inception of the Wild West Festival, the Hays Kiwanis Club and the WWF Committee have enjoyed a successful community partnership, which benefited both organizations, as well as the community and festival patrons. &nbsp;

After 30 years of the Hays Kiwanis Club possessing and operating the beer garden at the Wild West Festival, known as the Kiwanis Saloon, the WWF Committee has decided to take over possession and operational duties of the beer garden.

Members of the Hays Kiwanis Club have enjoyed the opportunity to work alongside our community partner during this annual three-night event for the past 30 years and we sincerely appreciate the tremendous support we have received from the community and festival patrons each year. &nbsp;

With the generous support of these patrons, the Hays Kiwanis Club has been able to provide resources and support to community organizations and projects.

The Hays Kiwanis Club budgeted $51,100 to support programs for children, veterans, and active-duty military in our community for the 2024-2025 Kiwanis year.&nbsp; 

Most of the club’s budgeted funds are derived from the American Flag Project. However, funds generated from the&nbsp;Wild West Festival, beer garden have helped sustain the club’s budget, all of which our club invests back into our community.

We have already started to strategize on our next adventure and project as we intend to keep providing the same level of service and generosity to our community, thanks to your support. &nbsp;

We proudly will continue our American Flag Project, displaying 1,300+ American flags on five U.S. holidays each year throughout our community; and the Hays Kiwanis Club at 86 members strong, will continue having fun, while making a positive difference in our community and world.

Changes coming to Hays' Wild West Festival beer garden

Closing on the sale of the former Ellis County Public Works Building was Wednesday.

On Tuesday, the Ellis County Commission approved a resolution allowing County Commission Chairman Michael Berges to sign the closing documents.

The county sold the building at 1195 280th to&nbsp;Midwestern Pipeworks for $605,000.

In December, the county celebrated the ribbon cutting of its new $6 million public works building, which is on the east side of the landfill on&nbsp;250th Avenue. The building also houses the&nbsp;Noxious Weed Department.

The Kansas Ready Mix Concrete Association honored Ellis County with a Municipal Concrete Award for its reconstruction work on Cathedral Avenue in Victoria.

The county was recognized at the association's annual awards ceremony on Jan. 9 in Olathe. Six other projects from across the state were also honored.

This was the second phase of the Cathedral Avenue reconstruction project, funded by local funds and the Kansas Department of Transportation Cost Share Grant Program.

In other business, the commission approved a noxious weed contract with the Kansas Department of Transportation, approved a reduced fee for Special Olympics to use the Unrein Building, and heard reports from the Cottonwood Extention District and DSNWK.&nbsp;

Ellis County sells former public works building

Like motes floating in late afternoon sunlight, stories of surviving the Dust Bowl permeated my childhood.

 Once we moved to California, when I was 9, knowing real people who survived those events offered serious creds in 8th and 11th grade American history classes. Teachers and fellow students wanted the scoop on what those days were really like for both sides of my families. 

Gramma Lottie’s daily menu—oatmeal for breakfast, beans for supper, and homemade bread smeared with lard for lunch when they had it--impressed no one. The stories of sun-blocking, choking dust were more than most native Californians could conceive.

A recent literary club discussion revived some of those remembered stories I’d tucked into my mind’s dark corners now that grandparents, parents, aunts, and uncles who lived through those days have passed. I haven’t buried all those recollections as I still can’t pass a deep road cut in this part of the state without searching upper soil layers to wonder exactly where the Dust Bowl intersects with other collected historical eras.

That book talk led to a later conversation with another native Kansan from this region. She’s a generation behind me, a peer of our daughters, but she too cut her teeth hearing the stories of hanging wet sheets over windows to keep dust out or putting a damp cover over a baby crib to protect tiny lungs. 

I thought my father embellished his tales of single light bulbs hanging from the middle of the room, but her grandparents had drilled into their kids and, as a result, their grandchildren, the necessity for turning THE LIGHT off when you left a room. Clearly, Dust Bowl survivors didn’t leave a light on for folks.

Our discussion led to reports of Ford County residents whose ceilings collapsed in recent years because of decades of accumulated dust. 

My friend shared that that happened at their Rush County farm house when she was an elementary student. Their century-old home survived the Dust Bowl and other dirt storms. During the late 1980s or early '90s, old lathe and plaster caved to the accumulated weight. Even as a grownup with kids of her own, she vividly recalls her parents cleaning the mess and repairing damages.

Her story reminded me of our first home in Ellis. 

It too survived storms that darkened daylight and made breathing more than a challenge. When we put a new roof on, my husband shoveled piles of fine soil out of our attic. When hubs and his dad removed a gable window, dirt filled every crevice of that frame. I’m grateful they cleaned before that mess took out our ceiling.

Not everyone’s home precedes the Dust Bowl, but we all know people whose home did. 

Ask questions. What evidence lingers from those harsh days? What lessons did our elders learn and share that we can use to help us handle adversity?

 These folks raised families without triple-paned windows combined with central heat and air to filter dust. Somehow, they fed themselves even in years without measurable rain.

Oh, and if your house is old enough to have collected bushels of dirt in the attic, you might want to transfer some of that to the yard.

I haven’t buried all those recollections as I still can’t pass a deep road cut in this part of the state without searching upper soil layers to wonder exactly where the Dust Bowl intersects with other collected historical eras.That book talk led to a later conversation with another native Kansan from this region. She’s a generation behind me, a peer of our daughters, but she too cut her teeth hearing the stories of hanging wet sheets over windows to keep dust out or putting a damp cover over a baby crib to protect tiny lungs. I thought my father embellished his tales of single light bulbs hanging from the middle of the room, but her grandparents had drilled into their kids and, as a result, their grandchildren, the necessity for turning THE LIGHT off when you left a room. Clearly, Dust Bowl survivors didn’t leave a light on for folks.Our discussion led to reports of Ford County residents whose ceilings collapsed in recent years because of decades of accumulated dust. My friend shared that that happened at their Rush County farm house when she was an elementary student. Their century-old home survived the Dust Bowl and other dirt storms. During the late 1980s or early '90s, old lathe and plaster caved to the accumulated weight. Even as a grownup with kids of her own, she vividly recalls her parents cleaning the mess and repairing damages.Her story reminded me of our first home in Ellis. It too survived storms that darkened daylight and made breathing more than a challenge. When we put a new roof on, my husband shoveled piles of fine soil out of our attic. When hubs and his dad removed a gable window, dirt filled every crevice of that frame. I’m grateful they cleaned before that mess took out our ceiling.Not everyone’s home precedes the Dust Bowl, but we all know people whose home did. Ask questions. What evidence lingers from those harsh days? What lessons did our elders learn and share that we can use to help us handle adversity? These folks raised families without triple-paned windows combined with central heat and air to filter dust. TOPEKA — The Kansas Department of Health and Environment (KDHE) has rescinded a boil water advisory for the City of Hays public water supply system located in Ellis County. 

The advisory was issued because of a waterline break resulting in a loss of pressure in the distribution system.&nbsp; Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination.&nbsp;

The advisory remains in place for Countryside Estates Mobile Home Park pending laboratory results from water samples collected from the mobile home park.

Public water suppliers in Kansas take all measures necessary to notify customers quickly after a system failure or shutdown. 

Regardless of whether it’s the supplier or KDHE that announces a boil water advisory, KDHE will issue the rescind notice following testing at a certified laboratory.

Drinking water samples collected from the City of Hays indicate no evidence of bacteriological contamination and all other conditions that placed the system at risk of contamination are deemed by KDHE officials to be resolved. &nbsp;

The owners of Be Made announced via Facebook today that they would be closing their store in Hays permanently.

The owners cited family reasons for closing the store.

Be Made in Hays announces permanent closure

The Board of Ellis County Commissioners is pleased to announce Melissa Miller has been hired as the new director of the Ellis County Health Department.

Miller brings 12 years of public health experience with the Greeley County Health Department as its office manager.
