NORTON — The Norton County Health Department on Friday announced eight new cases of COVID-19 in the county.

There are now 715 reported cases of coronavirus in the county, including clusters at the&nbsp;<a href="https://hayspost.com/posts/e4299112-0fe4-40da-ac7e-a0c62f0df35b">Andbe Home long-term care facility</a>&nbsp;and the&nbsp;<a href="https://hayspost.com/posts/8aceae0e-6208-4b61-ad14-0d88f43ba07b">Norton Correctional Facility.</a>

What is it that better qualifies you for a seat in the Kansas State Senate than your opponent?&nbsp;

First and foremost I am honest, I have integrity, I am well respected on both sides of the aisle and I get things done. I am a life long resident of the 40th district. I have over 30 years of public service experience. .. not as a career politician, but as a public servant at the local and regional level ... that is in addition to running a business, running a first-generation farm operation, raising a family and serving my community as my civic duty. Over that time, I have a great track record and reputation for working hard for all citizens that I represent.

 In my experience of running my business, I personally know how property tax, payroll and everyday expenses affect business owners and all employees. I also know what red tape is created as a result of excessive regulation, government over-reach and excessive legislation. My first-hand understanding of how detrimental these factors can be to business and their workers makes me the ideal voice for western Kansas. 

In my time representing western Kansas at the state level I am proud to have worked to save our county fairs, been integral in getting roads, highways and infrastructure approved and funded in our district, addressed critical water issues, as well as helping pass The Farm Bureau Health Care Option. Additionally, we were successful in getting funding for youth mental health in Western Kansas. All of these affect all of my constituents and I will continue to work tirelessly on behalf of all citizens on priorities such as these. 

I have proudly served as the Chair or Vice-Chair on important committees such as Building and Construction, Budget, Ways and Means, Financial Institutions, Insurance and Benefits. I have also served on the Agriculture Committee. 

I have 40 years of business, farming and leadership experience, which makes me the ideal candidate to continue to work on behalf of Western Kansas to tackle the issues that face us today as well as in the future. I believe in working to improve the quality of life for all Kansans, especially those who are our most vulnerable citizens.&nbsp;

In your opinion, what is the most pressing issue facing the people of western Kansas and how best should the Kansas State Senate address that concern?&nbsp;

The biggest issue facing our district is property tax, which is highly correlated to the biggest issue facing our state, the budget. Last year I helped to pass a legislative bill, which would have eliminated the tax lid, and put a more transparent approach to this process. Unfortunately, this bill was vetoed by the Governor. This upcoming term I plan to pick up right where we were stopped to push for a more fair and transparent process to property tax and the overall budget.

As water rights continue to be a growing concern in western Kansas, how would you strike a balance between the needs of ag producers and cities in their use and conservation and distribution of the resource?&nbsp;

We have to continue to work with Ground Water Management Districts. I do not think we need to legislate water rights; the best approach to this important issue is to give appropriate support and resources to the local Ground Water Management Districts.

Access to good local healthcare is an extremely important part of life for many in western’s Kansas rural communities. What is the best way to ensure rural hospitals and medical providers can continue to survive as populations decline and grow older?&nbsp;

The key to rural hospitals and rule health care is telemedicine. We need to continue and improve upon initiatives that support first responders, doctors and access to traditional approaches. As we look to the future we must make sure the laws and infrastructure, such as expanding broadband internet access, is in place to implement additional virtual health care in the 40th District. Furthermore, we need to work on enhanced reimbursements to rural hospitals and medical centers; supporting these rural hospitals to have flexibility on services offered as well as bed size while maintaining full Medicare reimbursement rates. We need to add additional primary care options for all Kansans.&nbsp;

Three out of four states that border Kansas now allow some form of the sale of Marijuana. Is it a good time for Kansas to follow suit, and do you support such an action?&nbsp;

I am open to the specific and limited medical use of Marijuana and would welcome reviewing such legislation.

Initially, COVID-19 hit the more urban areas of Kansas harder than in the more rural parts of the state. Now that has shifted and western Kansas towns are dealing with some of the highest infection rates per capita in the country. If elected (or re-elected), what action would you support to further limit the infection rate and subsequent deaths?&nbsp;

I support helping local leaders with all the resources this state has to offer. It is key for these local municipalities to have access to the most relevant and reliable information, training, and Personal Protective Equipment (PPE). It is essential that we help our local leaders make the best decisions for their communities.&nbsp;

Do you support Medicaid expansion in Kansas and why or why not?&nbsp;

Yes, I have supported expanding Medicaid. It is very important revenue for our rural hospitals and those who do not qualify for insurance on the exchange. However, there are key elements of Medicaid expansion that need to be clarified such as:

• What will the taxpayers have to pay? This needs to be budget neutral to taxpayers. &nbsp;• What are the work requirements or pathways to work? &nbsp;• If someone who has income between the 100% - 138% of the defined poverty level, would these individuals still have the right to stay on their current private insurance plan if they have such coverage or would they be forced onto Medicaid? &nbsp;• Will there be established covenants regarding the future of federal matching? &nbsp;• How many individuals are expected to enroll in the program? &nbsp;• Who will be responsible for administering the expansion of this program? • Will there be an income-based premium? &nbsp;• Will this expansion of the program include enhanced reimbursements to hospitals?&nbsp;

As Kansas emerges from the COVID-19 pandemic, what actions would you support to ensure a full economic recovery in western Kansas?&nbsp;

I support protection from liabilities for businesses, prohibiting surprise medical bills for patients treated in hospitals and ERs, and advocating for the expansion of Telehealth with expanded broadband access.

With energy production a substantial economic driver in Kansas, what measures would you support that can continue to ensure energy sector jobs remain in the area but also addresses the diminishing amount of oil in the region and climate change concerns?&nbsp;

I support Oil and Gas as well as the great opportunities for work that these industries bring to the 40th District. I think it is important to point out that these businesses follow all rules and regulations and are doing a great job at protecting our environment while supplying us with the needed energy for our infrastructure. Although natural resources are gradually being depleted, I am confident that these business leaders will continue to operate in a manner which will safely innovate on the best new methods and technologies. The last thing we need to do is create more barriers to stand in the way of their innovation.&nbsp;

During a protest in the capital, you were captured on video trying to block footage from being taken after a fellow Republican senator pushed an elderly protestor causing him to fall. The high school senior that captured the video said at the time that you had “a smirk on his face as he's doing it like he's getting pleasure trying to take away my First Amendment rights." Can you explain what happened and how you would handle similar incidents in the future?&nbsp;

Back in March, I was at the Capital when a group of
protesters illegally blocked the entrance to the chambers and surrounded us.
However, the events as depicted by your description as well as the original
media reporting are not accurate. As I stated after the incident, I do not
believe my colleague, Senator Eric Rucker, pushed or shoved anyone that day. As
concluded by both Democratic and Republican leadership, the video circulated
was clearly manipulated. Other video accounts from that day not only show what
really happened, but I want to note that Senator Rucker helped the man who fell
stand back up. Furthermore, I am a staunch proponent of the First Amendment.

I offer a fresh start for our district while possessing over 40 years of experience in the understanding of and reporting on the issues that affect the people of the area. At the same time, I offer a name trusted for telling the truth.

There are short and long-term issues that need to be addressed in their own way. The short-term issue is dealing with the pandemic and the multitude of problems it creates. The disconnect between the urban east and rural west is the most pressing long-term issue. Both require Republicans and Democrats, whether they be rural or urban, to work together. The current legislative structure, with Republican supermajorities, delivers only conflict between parties and regions. Eliminating supermajorities would cause force all sides to a negotiating table to solve problems.

Kansas needs an effective Division of Water Resources to arbitrate between divided parties and solve problems before they head to the court system.

We need Medicaid expansion. It will net small hospitals additional money without raising taxes and possibly add jobs to each county of the district.

Since numerous studies have shown that these products are not “gateway drugs” and the potential for increased tax revenue is excellent, I am in favor of the gradual liberation of marijuana laws to include full legalization of recreational products.

I am in favor of a statewide mask mandate. Until a vaccine is found and sufficient immunity is seen, I will support mask-wearing, social distancing, and frequent hand washing to ward off this fatal disease.

As Kansas emerges from the COVID-19 pandemic, what actions would you support to ensure a full economic recovery in western Kansas?

By what measure do you mean “full?” If it means the same number of people employed in the same sort of jobs in the same places, we likely won’t see that. We likely will also see continued organic population loss, no matter what happens. We need to support ways our part of the state will “shrink smart,” by supporting good schools, diverse populations, and new jobs through development of non-traditional industries, though still being centered around agriculture.

I wish I had a magic wand to help the oil industry. I don’t. I will do my best to keep them going, along with supporting our ethanol production facilities and welcoming systems to provide fast charging of electric vehicles in an all-of-the-above approach toward a strong Kansas energy economy.

Following more than four decades of experience working as a journalist, including 30-years at the High Plains Journal, why did you leave that position?

I was laid off after 30 years in a series of massive layoffs following an ownership change. It was not of my choosing. It happens. It’s happened to a lot of reporters, especially those my age. After several months of thought, study, and prayer, I decided to make this run for the Kansas Senate. God knows our state needs to end the divisions in our government. I believe my opponent does not want to solve our state’s problems but would rather have it continue to fall behind surrounding states and see our region lose its best and brightest rather than join together to bring diverse minds toward renewal of our region and our state.

High Plains Mental Health office in Norton closed due to COVID

The Heartland Community Foundation announced the appointment of a new executive director.

Sarah Meitner of Hays assumes the role effective this week, following the impending retirement of director, Sandy Jacobs.

 Jacobs served as executive director of the Heartland Community Foundation for five years, leading to its substantial growth throughout the three counties it serves: Ellis, Rooks, and Trego counties.

She will remain with the foundation at least through Dec. 31 and is committed to ensuring a smooth transition.

Meitner&nbsp;brings to the position a background in marketing, fundraising, nonprofit partnership and communications. She began her career more than 20 years ago in business journalism, but transitioned to copywriting and marketing, specializing in nonprofit work.

She continued to provide freelance and contract work to businesses and other groups, while also serving in an advocacy role for disability rights organizations.

In her role as board president of The Arc of Central Plains, she has helped lead development of the Hays Accessible Recreation Complex (ARC Park) and the project’s ongoing fundraising efforts.

Meitner&nbsp;has a passion for storytelling, promoting nonprofit programs, and ensuring that the region is thriving in sustainable ways for generations to come. Meitner named new director of Heartland Community Foundation

TOPEKA –&nbsp; A new advisory board will support the operations of the Kansas Victim Information and&nbsp;Notification Everyday (VINE) system, Attorney General Derek Schmidt said Wednesday.

The Kansas VINE Advisory Board held its first meeting Wednesday via videoconference. Schmidt established the board earlier this year, after the Legislature passed a bill in 2019 requiring the attorney general to appoint a Kansas VINE coordinator, and allowing for the appointment of an advisory board. 

VINE is an automated victim notification system that is free, confidential and voluntary for victims of crime, criminal justice professionals, and the public. 

Kansas VINE search and notification is specific to adult offenders housed in county jails.&nbsp;This&nbsp;does not include Kansas Department of Corrections inmates housed in state prison facilities, federal prisons or private facilities.

Schmidt said implementation of VINE is nearly complete after five years of effort to bring the notification system to 96 of the 97 Kansas counties that operate jails. The project has been a collaboration among the Office of Attorney General,&nbsp;Kansas Sheriffs’ Association, Kansas Department of Health and Environment and Appriss Insights. 

VINE is now active in 95 county jails, and implementation in a 96th is planned.

Kansas VINE is a valuable resource for victims of crime. Not only does Kansas VINE provide access to information about an offender’s custody in a county jail facility, it also includes the option for that individual to register to receive notifications when that offender’s custody status changes.

 Kansas VINE sends a victim “real time” notifications for custody status changes such as when an offender is released from custody, transferred to another facility or rearrested.&nbsp;In 2019, Kansas VINE delivered more than 35,500 notifications to VINE users.

“This partnership and infrastructure is important as we do all we can to inform and assist crime victims," Schmidt said. "I am confident the VINE Advisory Board will keep the project focused on victims and will be responsive to their needs and concerns.”

The Kansas VINE Advisory Board will explore avenues to increase awareness of Kansas VINE across the state and methods to strengthen VINE’s existing support as a valuable resource for victims.&nbsp;

Trick or Treat on The Bricks and Draggin' Main will be all in one night tonight.

Downtown will have lots of surprises set up for you. Come grab candy in front of the Downtown Visitor's Center, catch sight of the Blue Light Lady hanging out at the Boot Hill Cemetery (18th and Fort), and enjoy special treats from downtown businesses.

Try to stay in your vehicles as much as possible. If you do get out, observe physical distancing.

There is no set route. Cruise the entire town. Hays Police just ask you to be safe and patient with other drivers.

Draggin' Main event set for tonight in Hays 

In a news release Friday, Hilton announced the opening of Hilton Garden Inn &amp; Convention Center Hays, 221 W. 43rd.

Patrons of the hotel will have a variety of onsite dining options, including The Garden Grille &amp; Bar. The restaurant is open for breakfast, lunch and dinner, according to the news release.

Breakfast will include a buffet in addition to made-to-order items ranging from French toast to an omelet station and more. The bar will serve a variety of specialty cocktails, draft beer, craft brews, and other favorites. Room service will also be available. 

Additionally, guests have access to The Shop, a 24-hour, grab-and-go retail space.

TOPEKA&nbsp;–Governor Laura Kelly announced Monday that seven Kansas colleges will be receiving $2,229,125 million in Pell funding for incarcerated citizens. The awards were officially announced by the U.S. Department of Education in April 2020, with colleges receiving notice in September of specific amounts.

The colleges awarded Second Chance Pell Experiment status are Barton Community College, Great Bend, KS; Colby Community College, Colby, KS; Donnelly College, Kanas City, KS; Hutchinson Community College, Hutchinson, KS; Kansas City Kansas Community College, Kansas City, KS; University of St. Mary’s, Leavenworth, KS; and Washburn University, Topeka, KS.

“We know that increased access to education reduces rates of recidivism among formerly incarcerated individuals,”&nbsp;Governor Laura Kelly said. “These grants are a great development for our correctional facilities and our criminal justice system as a whole.”

The funding will enable approximately 700 incarcerated citizens to participate in credit-bearing Career Technical Education (CTE) programs in addition to associate and four-year degrees. This was the second round of awards through the U.S. Department of Education, with 67 colleges selected from 180 applicants. Kansas received the highest number of awards in the nation.

“These grants are an important milestone in our commitment to increasing higher education opportunities in Kansas correctional facilities,”&nbsp;said Kansas Department of Corrections Secretary Jeff Zmuda.

The colleges will deliver 25 programs in the eight KDOC correctional facilities. Certifications will be offered in areas such as welding, solar energy and photovoltaic, wind technology and business management. Associate degrees will be offered in general studies, applied science, business, networking and office administration. Bachelor’s degrees will be offered in science health information systems management, computer information systems and integrated studies.

The colleges involved are supported by the Kansas Consortium on Corrections Higher Education, a coalition of eleven Kansas colleges, in partnership with the Kansas Department of Corrections (KDOC) and Kansas Board of Regents. The Consortium works closely with the agencies and colleges to ensure prison programs are of the same quality as those on campus and deliver certifications and degrees in high-demand occupations.

“We greatly appreciate the commitment and support from our partnering colleges and the Kansas Board of Regents,”&nbsp;Zmuda said.&nbsp;“Giving residents the opportunity to gain skills and earn a livable wage is critical to becoming successful, contributing members of their communities.”

Under the Violent Crimes Control and Law Enforcement Act of 1994, incarcerated citizens lost the ability to access Pell Grants through Federal Financial Aid. In 2015, The Second Chance Experiment program was established, and then expanded in 2020 with now a total of 130 higher education institutions participating, in 42 states and Washington, D.C.

The Second Chance Pell Experiment provides need-based Federal Pell Grants to individuals incarcerated in federal and state prisons. The grants allow incarcerated citizens to receive Federal funding to enroll in postsecondary programs offered by local colleges and universities or distance learning providers. In the first two years of the experiment, institutions were awarded approximately $36.2 million in Federal Pell Grants.

In April, the U.S. Department of Education said nearly 5,000 incarcerated citizens received Federal Pell Grants in the 2016–17 award year, and 6,750 incarcerated citizens received Federal Pell Grants in the 2017–2018 award years. A recent study by the Vera Institute of Justice noted that more than 4,000 credentials—including postsecondary certificates, associate degrees, and bachelor's degrees—have been awarded to Second Chance Pell students over the past three years.

According to data from KDOC, about 75 percent of people entering Kansas prisons have weak education and employment histories, elevating their risk to remain in the KDOC system. The relationship between correctional education programming, quality employment and recidivism has been the subject of numerous national studies. Education programs significantly increase the likelihood of sustained livable wage employment for those who return from prison. When sustained employment is achieved, recidivism decreased by over 30 percent for high risk citizens, and decreased by 22 percent for moderate risk citizens.

Two studies by the Rand Corporation in 2013 and 2018, found that higher education programs can reduce returns to prison by 43 percent. For every $1 invested in higher education for incarcerated students, taxpayers save, on average, between $4 and $5 in three-year reincarceration costs.

A recent study by the Vera Institute of Justice noted that more than 4,000 credentials—including postsecondary certificates, associate degrees, and bachelor's degrees—have been awarded to Second Chance Pell students over the past three years.According to data from KDOC, about 75 percent of people entering Kansas prisons have weak education and employment histories, elevating their risk to remain in the KDOC system. The relationship between correctional education programming, quality employment and recidivism has been the subject of numerous national studies. Education programs significantly increase the likelihood of sustained livable wage employment for those who return from prison. When sustained employment is achieved, recidivism decreased by over 30 percent for high risk citizens, and decreased by 22 percent for moderate risk citizens.Two studies by the Rand Corporation in 2013 and 2018, found that higher education programs can reduce returns to prison by 43 percent. For every $1 invested in higher education for incarcerated students, taxpayers save, on average, between $4 and $5 in three-year reincarceration costs.

Registration is now open for the Virtual 2020 Applied Reproductive Strategies in Beef Cattle Workshop (ARSBC) that will be Nov. 4 and 5. The program targets commercial and seedstock producers, the artificial insemination (AI) and allied industries and veterinarians interested in using or improving implementation of reproductive management tools and associated genetic tools.&nbsp;&nbsp;

“Cow-calf producers know that reproduction is the most economically important trait,” said Sandy Johnson, K-State Extension beef specialist. “Thus, reproductive management choices and implementation are critical to profitability.”&nbsp;&nbsp;

Johnson is a member of the Beef Reproduction Task Force, which includes reproductive physiologists from land grant universities who work together on reproductive management education.&nbsp;&nbsp;&nbsp;

This year’s virtual program contains three segments utilizing a host of nationally recognized speakers.&nbsp;&nbsp;&nbsp;

The first segment focuses on cows and heifers and includes a presentation by Matt Perrier of Dalebanks Angus, Eureka, Kansas, who will discuss how reproductive technologies have changed the ranch.&nbsp;&nbsp;Dr. Tom Geary, USDA-ARS, Miles City, Montana, will share research on bull fertility: nutritional effects and new measures as part of the bull segment.&nbsp;&nbsp;In the animal health and management segment, investigating conception failures and pregnancy loss in beef cows will be discussed by Dr. Lee Jones, DVM, University of Georgia, who will help listeners optimize pregnancy rates.&nbsp;&nbsp;

BOOR: Seminar will focus on beef reproductive strategies

TOPEKA — The American 
Civil Liberties Union of Kansas is seeking an investigation into the 
refusal of the Ellis County clerk and Kansas Secretary of State to 
require election workers to wear a facemask.

The ACLU filed a complaint
 with the Kansas Department of Labor on behalf of an Ellis County 
election worker who has a heart transplant and fears for safety. The 
complaint says employees and volunteers are required to work within 
close proximity to each other and voters in closed spaces for extended 
periods of time.

Ellis County Clerk Donna&nbsp; Maskus and the Kansas Secretary of State’s office failed to protect the
 health and safety of workers by not requiring them to wear masks, the 
ACLU contends.

“I am at risk for serious 
harm every time I enter a polling location or the clerk’s office,” the 
undentified employee said in the complaint, which was filed Thursday.

The complaint includes photos of clerk’s office employees not wearing a mask, and it references other photos published by&nbsp;<a href="https://hayspost.com/posts/d7f7145a-1f34-4508-9dac-9d00436a9a09">Hays Post</a>.
 A voter also contacted the ACLU with concerns about being placed at 
risk for COVID-19 because workers weren’t wearing a mask, the complaint 
said.

COVID-19 cases have spiked
 in Ellis County, with nearly all of the 1,416 total cases recorded 
since early August. The county’s health department reported its rolling 
seven-day average is nine new cases per day. The county, with a 
population of about 28,500, has recorded 18 deaths from COVID-19.

The highly contagious 
virus is spread through airborne droplets from talking, coughing and 
sneezing, or contact with a contaminated surface. For survivors, the 
virus can cause long-lasting damage to multiple organ systems. Those 
with underlying health conditions are considered to be especially 
vulnerable.

The Centers for Disease 
Control and Prevention recommends protective face coverings in public 
settings, especially when individuals cannot maintain 6 feet of 
separation. The city of Hays adopted the mask mandate recommended by 
Gov. Laura Kelly in early July.

“Masks are an integral 
part of any employer’s workplace safety program during the pandemic and 
an essential protection against the hazards that COVID-19 presents,” the
 ACLU argues in its complaint.

Katie&nbsp;Koupal, spokeswoman 
for the Secretary of State’s office, said election officials work with 
their local health department to determine COVID-19 protocols for their 
respective counties. The county clerk oversees elections in all but the 
four largest counties in Kansas.

“Our office strongly 
encourages all Kansans to be safe and follow the recommended COVID-19 
safety protocols of health professionals,” Koupal said.

The Secretary of State’s 
office has provided personal protective equipment and plexiglass shields
 to help protect voters and election workers from COVID-19, Koupal said.

ACLU files complaint for Ellis Co. election worker over lack of mask mandate

NORTON — A Norton County nursing home where every resident has tested positive for the coronavirus in a rural Kansas county with the state’s highest infection rate is losing its federal Medicare funding. 

The lack of masks among workers at the Andbe Home was cited this week in a scathing Centers for Medicare and Medicaid Services report. 

The agency said the facility faces $14,860 in fines and that it will lose Medicare funding effective Nov. 18. 

Sixty-one residents of the home and about three dozen staff members have been infected, and at least 10 have died.

The Hays Police Department is reporting an increase in thefts of political signs in Hays during this election season.

Chief Don Scheibler said Thursday there have been 27 signs stolen and four damaged — from both political parties — in a total of 26 cases this year.

Scheibler said two high school-age boys <a href="https://hayspost.com/posts/7187177b-e577-4994-adff-04c6b3e1a78c">recently shared in a security camera footage stealing a sign</a> have been identified and have confessed.

The chief attributed the majority of the sign thefts to high school- and college-age pranks — and pleaded with the public not to "booby trap" their signs.

He said there has been a report of a high schooler injured by stickpins placed in a sign. Scheibler also relayed a story from another community where a city worker moving an improperly placed sign was cut by razor blades.

"I would caution people not to booby trap their signs," he said. "It's most likely a high school kid. You've got to ask yourself if a pin or a razor blade is really needed to stop a high school prank."

Two USD 489 staff members, as well as HaysMed, were honored Monday night for awards they won this year from the&nbsp;Kansas Head Start Association.

The awards would have been given to the individuals in April at the KHSA conference, but the conference had to be canceled because of COVID-19,&nbsp;Donna Hudson-Hamilton, Early Childhood Connections director, told the school board Monday.

Tamara Anglin was honored as the&nbsp;KHSA Family Advocate of the Year.

She was unable to attend the school board meeting Monday.

Karla Bixenman,&nbsp;3 to 5 PFCE coordinator, had planned to introduce her award at the BOE meeting.

People only need to be around you for a short amount of time to see that side of you,"&nbsp;Bixenman said."You always see the good in a bad situation," she said. "You help families see their strengths and work through their challenges. When working with families, you recognize their struggles and give them hope."I have witnessed you unselfishly give your time outside of work to support families in need. You never hesitate to lend a helping hand. You are not only an advocate for our families, but for our program as well.&nbsp; "You definitely carry the banner! You spend countless hours collaborating with community partners to&nbsp; make positive changes for all families.&nbsp; "You are full of positive intent and you show up every day to make a difference. You never hesitate or back down to a challenge.&nbsp; "Matter of fact, I think I told you the other day when we were discussing a family that is experiencing some struggles, when a family is looking for hope and change — you show up with your game face on.&nbsp; "You roll up your sleeves and are ready to help them, no questions asked.&nbsp; You are in your element!"The fact that you are so committed to the value of strong families and a valuable advocate for Head Start makes you a perfect candidate to receive the Family Advocate of the Year Award.  </figure><h2>Sami Vanek</h2>Sami Vanek was recognized as the KHSA Teacher of the Year.Sharon Beougher, ECC education coordinator, spoke a the school board meeting on&nbsp;Vanek's behalf."When it comes to every child having a quality experience everyday,&nbsp;Sami Vanek rocks it," Beougher said."You walk into her classroom and see that her classroom is laid out with purpose. Every part of her classroom has a purpose," she said. "Ask her and she will tell you exactly what type of learning takes place there. "The classroom is laid out intentionally, so transitions happen as least often as can be helped, and it is as smooth as possible. Transitions will lose learning time. She went to great extent to make sure transitions were quick and flow smoothly in her classroom.&nbsp;"Probably the hardest thing to describe to you is how you feel when you walk into her classroom,"&nbsp;Beougher said. "Whether you are an adult or a child, right away you are going to feel wanted, welcomed, accepted and you are going to find yourself saying, 'I kind of want to hang out here for a while.'"That comes partly because Sami forms great relationships with all of her student," she said. "Regardless of their needs, she meets them where they are at. On top of that, she forms relationships between the students, so they help each other, they support each other. She has created a school family where everybody wants to be there."One of the things that is wonderful about her classroom is even in the busiest parts of the day when every preschooler is actively engaged in a variety of learning activities, her room is still calm."There is a buzz. There is a hum, but it's calm. I think it is because she has done such a great job teaching the children the parts of the day, what comes next, how do those routine flow, how do I get through this part of the day, what are my behavior expectations."The brain is pattern-seeking, and she works hard to put those patterns in place for the kids,"&nbsp;Beougher said."She has the ability to see her whole classroom and keep her whole classroom moving forward as well as every single child in the classroom, providing the accommodations, the additions, whatever every child needs to be successful. She works hard to make sure very child has the tools they need to experience success and begin the love of learning at school."When it comes to every child every day receiving a quality experience, you can see it right here,"&nbsp;Beougher said of&nbsp;Vanek.<h2>HaysMed</h2>HaysMed was honored with the&nbsp;KHSA Excellence in Community Service Award.&nbsp;ECC collaborates frequently with HaysMed to meet all of the health requirements for the students in its program, Hudson-Hamilton said.Some of these programs include physical exams, immunizations, labs, breast feeding support and outreach clinics. HaysMed has also provided support for health literacy training for ECC families.HaysMed staff have been members of the ECC's health advisory and other committees."They are also instrumental in telling the story of our work,"&nbsp;Hudson-Hamilton said. "They often refer families to us."HaysMed donated $500,000 toward the renovation of the new Early Childhood Complex on 13th Street.&nbsp;"I can't say how much we appreciate that and all the work they have done with us,"&nbsp;Hudson-Hamilton said.
