The Hays school board heard several options Monday of how it can spend the $500,000 the district will receive from the sale of the former Washington school.

The sale of the school is supposed to close with Overland Property Group in December. The developers plan to remodel the school into apartments.

The district financed $1.8 million at 3.49 percent for the renovation of the new Early Childhood Complex on 13th Street.

When the board first entered into the contract with Overland Property Group, it discussed using the funds from the sale to pay down the debt on the ECC project.

The district could save about $131,000 and pay off the ECC debt three years early if the district used the $500,000 from the Washington sale to pay down the ECC debt, Chris Hipp, assistant superintendent of business services, told the board.

The district also might reap savings by refinancing the ECC debt. Hipp said it depended on the interest rate and fees, but he estimated a savings of about $45,000 in the interest if the district could refinance at 2.5 percent.

&nbsp;The district is also facing an estimated $1.8 million cost to repair the HVAC system at Roosevelt Elementary School. Hipp estimated the district could save $65,000 in interest if it used the $500,000 to reduce the amount the district will borrow to complete that project.

The design for the project is being finalized. The district hopes to begin that project at the end of the school year.

A third option would be to use the $500,000 to pay for other unmet facility needs.

&nbsp;"There is no shortage of projects that we could apply that money to," Hipp said.

Hipp used the example of repaving of the Hays High School parking lot. The district is in year four of repairs to the parking lot. If the district continues at its current pace spending about $100,000 to $150,000 a year, it will take another five years to pave the full lot.

The district also has rotations for carpet and roofs and is considering adding a rotation for replacing windows.

Superintendent Ron Wilson said the typical financial strategy would be to pay down the highest interest debt first. However, he said a school district rarely receives an extra $500,000 into its capital outlay budget.&nbsp;

"Because of bond issues failing, with 1992 the last bond issue, we have lots and lots and lots of projects that have gotten pushed back and pushed back," Wilson said.

Wilson said a revised list of facility needs should be available to the board in January.

The board took no action on the matter Monday night.

The board also heard a report on the state accreditation process and the potential purchase of new business suite software.

Ellis County announces free drive-through COVID testing

Kansas Common crude at CHS rose another 75 cents Monday, and is now fetching $33.25 per barrel, the best price in McPherson since late August. Current prices are a dollar and a half higher than a week ago, three dollars higher than at the beginning of the month, but $15 lower than a year ago at this time. Crude futures prices reached their highest level since March, adding another four percent Tuesday. The Nymex benchmark contract reached $44.75 per barrel in late morning &nbsp;trading, and London Brent was up to $47.55. Baker Hughes says the national Rotary Rig Count was down five oil rigs Friday. The count in New Mexico was up two, while Texas, Oklahoma and Wyoming were each down one. Kansas regulators report just six new drilling permits across the state for the week, four of them east of Wichita and two in Western Kansas. That's 412 permits so far this year, less than half the total at this time last year. Independent Oil &amp; Gas Service reports just four newly-completed wells in Kansas for the week, one in the eastern half of the state and three west of Wichita. That's 732 completions so far this year, compared to more than 1,200 a year ago. U.S. crude oil inventories increased 800,000 barrels last week according to government report. At 489.5 million barrels, U.S. stockpiles are about six percent above the five-year seasonal average. The Energy Information Administration reports U.S. crude-oil imports dropped nearly a quarter-million barrels per day last week, to 5.3 million. EIA says the four-week average is down more than 12% from a year ago. EIA reported a half-million barrel spike in domestic daily production averages last week, up to 10.9 million barrels per day.&nbsp; Regulators in the second biggest oil-producing state report an uptick in production last month. North Dakota's Department of Mineral Resources says they pumped half a million barrels in September than in August, for an average of 1.2 million barrels per day. Operators show continuing improvement in reducing the flaring or venting of natural gas produced at oil wells. At 93%, the amount of natural gas recovered is well above the 91% goal set by the state beginning this month. The government is once again predicting a significant decline in crude-oil production from the country's seven major shale-oil plays. The Energy Information Administration says total production in November will reach 7.6 million barrels per day. That's about 40,000 barrels per day less than previously predicted. According to this month's Drilling Productivity Report from the EIA, December production will drop by 140,000 barrels per day. Shale production accounts for about two-thirds of the total output in the U.S. Oil-by-rail shipments lag last year's totals by 23 percent, but the Association of American Railroads reports another weekly increase, with 10,744 railroad tanker cars hauling petroleum or petroleum products, an increase of 354 tankers. The third-quarter of 2020 represented a big test of oilfield services companies' cost control. Rystad Energy says cost cuts by the big three service companies have proven largely successful. Schlumberger, Halliburton and Baker Hughes have improved their adjusted operating margins during the third quarter, but still trail last year's numbers.&nbsp; The Colorado agency that's banning flaring as part of its overhaul of oil-and-gas regulation is apologizing after sending an inappropriate email ridiculing the very companies it regulates. Staffers were testing a new e-filing system but inadvertently sent an email to hundreds of oil and gas workers across Colorado. The email listed some derogatory names for oil companies, including "Snake Oil Inc," and "Here We Go Again" represented by the law firm of "Blah Blah Blah." Other names included “Bad Oil and Gas,” “Really Rich,” “Here We Go Again,” and “The Lorax.” Land values in West Texas continue to plummet, due to shrinking oil demand brought on by the pandemic. The Associated Press quotes a land broker in Houston saying he's seen prices have fallen below $1,000 per acre for property that was once worth more than $10,000 an acre. Rystad Energy reports the average price of U.S. shale acreage has fallen by more than 70% in two years, from $17,000 per acre in 2018 to $5,000 per acre this year. China continues its crude-oil buying spree. Bloomberg reports physical cargoes of crude oil from Russia, the U.S. and the Middle East were getting snapped up increased prices as buyers across Asia entered a bidding war to secure supplies. Traders also said Chinese importers are buying from Brazil and Angola as well, paying for cargoes that would arrive before mid-February’s Lunar New Year holidays. Rivals in Libya’s civil war agreed to bolster a paramilitary unit to protect oil infrastructure, a step that could help sustain its recent surge in production. The chairman of the state energy company met with Libya’s two main warring factions last weekend. The oil company is meeting with French oil giant Total discussing that country's willingness to invest in Libyan crude production. Output in Libya has gone from next to nothing two months ago, to one-and-a-quarter million barrels per day last week. That's higher than it was before the Libyan civil war began nearly ten years ago.

Organizers for the Community Thanksgiving Feast had initially planned on distributing 750 free meals for this year’s drive-through pickup, the first time the event has been done this way.

But 783 meals were reserved by the Nov. 14 deadline, said the Rev. Celeste Lasich, head of the organizing committee.&nbsp;&nbsp;So the amount of food ordered was increased.

Reserved meals will be distributed between 11 a.m. and 1 p.m. Thanksgiving Day at Gella’s Diner, 117 E. 11th&nbsp;St.&nbsp;&nbsp;&nbsp;&nbsp;

Lasich said organizers know that some of those meals will not get picked up, so individuals wanting a meal who failed to reserve one may get in line at 1 p.m. Leftover meals will be distributed until 1:15 p.m., she said.

Pre-registered individuals wanting free bags of groceries will be able to pick those up between 11 a.m. and 1 p.m. in the parking lot of the Community Assistance Center, 208 E. 12th&nbsp;St. Any leftover bags will be distributed to unregistered individuals beginning at 1 p.m., Lasich said.

Volunteers collected non-perishable food items on Saturday, Nov. 21, at several Hays stores.&nbsp;Lasich said organizers were pleased with the “solid amount” of items donated.

Volunteers will be sorting and bagging those items beginning at 5:30 p.m. Wednesday, Nov. 25, in the gym of Celebration Community Church, 5790 230th&nbsp;Ave. Ken Brooks, head of the collection and bagging efforts, said walk-in volunteers are welcome to help.

Lasich said organizers have worked with the Hays Police Department on traffic control efforts near Gella’s, and she thanked Hays Medical Center for the use of its traffic cones and other traffic control devices.

Those picking up meals are asked to come down Oak to 11th&nbsp;Street, then turn right onto 11th.&nbsp;Traffic in the alley behind Gella’s will be one-way toward Main Street, she said.

The Ellis County Ministerial Alliance is once again sponsoring the Community Thanksgiving Feast.&nbsp;&nbsp;Lasich said the ECMA is providing a free meal to all law enforcement and emergency response people who are working the day shift on Thanksgiving Day.&nbsp;

“We want to thank all the front-line workers and emergency responders with a very good meal,” she said.

ECMA: Free Thanksgiving meal requests higher than expected

The Hays school district hopes to continue with in-person learning now and after the Thanksgiving holiday.

The criteria says parents and staff need to be notified if the positive cases reach 1 percent or higher in a building's population. If percent positive reaches 1.5 percent or higher, the district will consider a move to remote-learning.

Wilson said Hays High School reached the 1 percent benchmark last week, but has never moved above 1.5 percent mark.

As of Monday, the district had 19 students and staff who were positive for COVID-19 out of about 3,800. However, more are in quarantine because of close contacts.

Some individual classrooms have gone remote for up to 14 calendar days because of two or more positives within that group.&nbsp;

"We are really following the gating criteria, and we have determined the best place for our students to be is in school, and probably the safest," Wilson said.

He said COVID is not spreading within the schools because of the precautions students and staff are taking, such as mask wearing, social distancing and hand washing.

Students and staff are contracting COVID from household contacts or activity in the community, Wilson said.&nbsp;

Staffing shortages could also result in learning going remote. Wilson said the district was on the line in terms of adequate staffing due to COVID-19.

"We are making a commitment to keep our kids in school, on site as long as we can," Wilson said. "It comes down to those percentages and staff."

Wilson gave credit to school staff for keeping schools's doors open.

"Surprisingly we have been able to make it work somehow, someway," he said. "What that is is a lot of dedicated employees who are going above and beyond to step in and do the things that are required to keep our doors open."&nbsp;

Wilson said the district continues to meet with the Ellis County task force on COVID-19, which includes health professionals.

Board member Craig Pallister asked if the district's gating criteria had anything to do with the county's seven-day positivity rate. Wilson said the district looks at those numbers, but it is not specifically considered in gating criteria.&nbsp;

Board member Tammy Wellbrock asked if the district had changed its gating criteria except for the decrease in the requirement for quarantine for an individual with a close contact with someone who was positive for COVID-19 from 14 to seven days.

Wilson said that had been the only change to the criteria since the beginning of the school year.

He said the district is willing to adjust if conditions would change.

Board member Lori Hertel said she had received many questions about remote learning after the Thanksgiving holiday. Wilson said the district's intent is to keep students on site unless the numbers of positive cases within the schools change.

Creekstone Farms was named the winner over four strong award finalists. Creekstone sends premium beef to 68 foreign markets, with exporting as an essential element of its overall business success and sustainability. According to Creekstone, 20% of company sales are generated from export.

The company has made a significant impact on the surrounding community, having contracted with 315 different vendors in Kansas in 2018 for a total of $87 million. Currently, a $115 million expansion is underway, with more projects slated for the future.

After the awards ceremony, Secretary of Commerce David Toland called Creekstone Farms to congratulate them for the achievement.

“COVID-19 has created so many challenges for exporting, from trade show cancellations to travel restrictions and more,”&nbsp;Secretary David Toland said.&nbsp;“Creekstone Farms has been resourceful and continued to grow, including a $150 million investment in expansion projects, where the company has worked with ten other Kansas companies in construction and engineering. Creekstone is a success story in Kansas international business, and they’re highly-deserving of this honor.”

Founded in 1995 in&nbsp;Campbellsburg, Kentucky, Creekstone Farms moved to Arkansas City in 2003. It is currently owned by the Marubeni Corporation of Japan and employs more than 1,000 people.

Family and friends have come together with contributions large and small to honor the late Dr. Fred Ruda, or “Doc” as his students fondly called him. Ruda was known as a father, a husband and a longtime faculty member and chair for the Department of Technology Studies at Fort Hays State University.

His legacy built during 39 years of outstanding contributions to the university and the Hays community will live on. The lobby of FHSU’s Center for Applied Technology was dedicated as the “Fred Ruda Lobby” Friday afternoon.

“I often hear about the way he touched students’ lives, influenced their careers and contributed to their success,” said Kim Stewart, current chair of the Department of Applied Technology. “How fitting it is that a place that fosters a spirit of warmth and academic curiosity be named in Ruda’s honor. It is our hope that the legacy of this passionate and influential man will inspire all those who enter the building for decades to come.”

A dedication of the space was held with a small group of family to celebrate the newly named lobby and to recognize the man who meant so much to so many students.&nbsp;

“It’s an honor to have a lobby named after Fred,” said Steve Paul, a past student of Ruda. “He mentored a lot of kids, was always supportive of us and did a lot to move his academic program forward at Fort Hays State.”

One of Ruda’s many contributions was founding a “Teaming Up For Tots” event – headed by FHSU’s Department of Applied Technology as a way to spread holiday cheer. Community volunteers of all ages come together each December to assemble wooden toys, which are then given to local children who otherwise might not receive Christmas gifts. The popular event was set to occur this winter for its 31st year, but has been cancelled due to COVID-19 concerns. However, faculty and students of FHSU’s Technology and Engineering Education Collegiate Association (TEECA) chapter will still assemble toys for the project.&nbsp;

“Remembering Fred is very important because he was a great guy – period,” said Bob Wertenberger, who also studied at FHSU during Ruda’s tenure.

Following graduation from FHSU, Paul and Wertenberger went on to establish Paul-Wertenberger Construction in Hays in 1983, a successful company that employs several FHSU graduates and has worked on numerous campus projects over the years.

“It will be hard for many to see this heartwarming tradition pivot for 2020, but there are ways to honor Ruda and the overall spirit of the event that he selflessly shaped,” said Darci Cain, Associate Vice President of Development with the FHSU Foundation.

Cain mentioned several ways to support FHSU and the ‘Fred P. Lobby named in honor of FHSU’s Fred Ruda

The next change in the North Vine Street reconstruction traffic configuration will occur on Tuesday.

Northbound traffic on Vine Street will return to the east side of Vine Street in the area of the 32nd and 33rd Street intersections. &nbsp;Traffic will be one lane in each direction in the outside lanes allowing for work to continue in the center island and median areas.

33rd Street will be reopened to access Vine Street with right-in/right-out access only. &nbsp;There will be no left turns allowed. &nbsp;

Signs will be in place to direct traffic.

The Kansas Department of Transportation plans to begin a field survey the week of Nov. 23 for proposed shoulder widening and bridge replacement projects on K-23 in Sheridan County.

Survey crews will be working along a 6-mile corridor from County Road 70 north to Walnut Avenue in Hoxie. Activities will include the use of survey instruments on the ground to determine locations of existing features within the survey corridor. KDOT expects the survey work to be completed by March 2021.&nbsp;

Crews will contact property owners or tenants for permission to enter private property, if access is needed. Michael Selley, field survey project manager, will oversee the survey for KDOT.

No fans will be allowed to attend high school or middle school games Dec. 1 to Jan. 28, with local jurisdictions making the determination of resuming attendance Jan. 29. The issue of spectators could be taken up by the KSHSAA board at a later date.

The Ellis County Health Department on Monday reported the average number of new coronavirus cases per day in the last seven days rose again from 37 on Friday to 40 on Monday.

There were 83 new cases of COVID-19 identified in Ellis County since Friday. There are currently 476 active cases, including 15 active hospitalizations, and 1,713 recovered cases.

The seven-day average of percent of positive tests fell to 36.4 percent after topping 40 percent on Friday's report.

Ellis Co. per-day average rises again; 83 new cases reported

The Hays school board will hear updates on state accreditation requirements and the school redesign project at its meeting at 6:30 p.m. Monday at the Rockwell Administration Center.

The school board was scheduled to hear this report from Assistant Superintendent Shanna Dinkel during its last school board meeting, but it was postponed because Dinkel was unable to attend the meeting.&nbsp;

USD 489 has chosen to focus on strengthening relationships with students and families and increasing student engagement academically and personally in its accreditation process.

Lincoln Elementary School in Hays is to be one of the schools that will be part of the&nbsp;Apollo II state school redesign project.

<a href="https://hayspost.com/posts/4e3a921f-1789-4853-8415-8ac8388e61ea">Hays USD 489 Superintendent Ron Wilson said when the project was announced the 2020-21 school year will be used for planning changes that will be most beneficial to serving students.</a>

Chris Hipp, assistant superintendent of business services, will present a financial report to the board on its outstanding lease agreements.

This will include a look at how using the $500,000 the school district will receive from the sale of Washington school would affect the district's finances if it used the money to pay down its lease agreement on the Early Childhood Complex.

The district is expecting to spend $1.8 million to make repairs to the HVAC system at Roosevelt Elementary School. Hipp will look at the financial consequences of that project. The district will be reviewing a timeline for the HVAC project Monday.

The BOE will also hear&nbsp;information about the state of the district’s current business software platforms and show what options are available to modernize the district’s business and human resources activities.

The USD 489 Foundation for Excellence will also present the district a check for $65,000 for continued work on the campaign of Safe and Secure Schools.

OAKLEY — Effective Monday, Nov. 23, the Oakley City Office and Fick Fossil and History Museum will be closed to the public until further notice.

City parks are NOT being closed at this time.

The Oakley Landfill will be open to city utility customers only. All landfill charges will be charged to the customer’s respective city utility account. All forms of in person payment will not be permitted.

All water, sewer and refuse collection services will remain operational and running during this closure.

City employees are still working regular business hours and are available by phone at 785-671-3611 to answer questions and conduct business.

Oakley city office closes until further notice

During a 40-minute special meeting early Monday morning, Ellis County commissioners took no action on a proposed resolution to opt out of Gov. Laura Kelly's new <a href="https://hayspost.com/posts/adfe4d44-b718-438f-affc-9340829248fe">executive order for a statewide face mask mandate</a> beginning Wednesday.

Although Commission Chairman Butch Schlyer opened his remarks by saying "I am going to support the governor's mandate," there was ultimately no motion to adopt the local resolution, which would have opted out Ellis County from the mandate.

At the end of the meeting, County Counselor Bill Jeter told commissioners the state mandate will go into effect in Ellis County at 12:01 a.m. Wednesday.

"You can opt out at 12:02 a.m. if you choose, or you can opt back in after anytime you want to," Jeter explained.

"When we look at the metrics Jason [Kennedy, Ellis County Health Director] has given to us, when we look at the number of cases, the only prudent thing we can do is support the government's mandate," Schlyer said.

Friday's update from Kennedy saw a <a href="https://hayspost.com/posts/c147c26a-3b9a-483f-a08d-786562f083e5">jump of 148 COVID-19 cases</a> since Wednesday — the&nbsp;the largest increase between reports, which are issued Monday, Wednesday and Friday.

But Schlyer remains apprehensive about the mandate.

"The concern I have is that this mandate is not going to produce the desired effect, and the governor might come along with other orders to be more restrictive," Schlyer continued. "If that were to occur —&nbsp; it's just speculation on my part — at that point in time, I may draw a line in the sand."

Although the longtime former Ellis County Health Administrator remains somewhat skeptical about their efficacy, Schlyer said "I've found it causes little inconvenience to wear a mask."

Hays city commissioners adopted a <a href="https://www.haysusa.com/733/Face-Mask-Ordinance">face covering ordinance</a> July 23.

Dean Haselhorst told Schlyer "I support you on the governor's mask mandate. You know, no action."

All three commissioners commended Kennedy as the Ellis County Health Officer and his decisions regarding coronavirus cases in the county.&nbsp;

"I've supported him 100 percent from day one," Haselhorst said. 

"I believe everything he's said all along. The [countywide] face mask mandate didn't need to be issued early on. Now it does."

Commissioner Dustin Roths preferred to opt out of the state mandate, which counties are allowed to do by law.

"I was&nbsp; ready to opt out of the governor's mandate. I did have the discussion with Jason and his desire to move forward with the governor's mandate," Roths said.&nbsp;

He noted the Hays ordinance covers 80 percent of the Ellis County population and most residents and visitors are complying. 

"People are wearing masks on their own and what's happened to our caseload?"

Roths suggested mayors in the remaining 20 percent of the outlying area — Victoria, Ellis and Schoenchen — could impose mask mandates as Hays has done, without needing the county to be involved.

Roths considers mask mandates a political issue.

"I'm not real likely to tell people what they should do with their own private health care," he said. "We're American citizens and the idea that the government needs to come in and be our parents, nanny us, force us to do things, it's not my mentality. I will always aim towards the side of more freedom and more responsibility from our citizens."

Roths, owner of Diamond R Jewelry in downtown Hays, added that he would vote to opt out of any business shutdown order that might come down from the governor.

Roths eventually concluded "I'm fine with your guys's decision on no action today."

Jeter told the commission a violation of the state face mask ordinance is a Class C misdemeanor, the lowest class of misdemeanor.

"It's really probably complaint-driven only," Jeter said. "I don't think you're going to find law enforcement officers in this community will be out actively trying to find people not wearing masks in public."
