MANHATTAN — Staff and volunteers with the K-State Libraries'&nbsp;<a href="https://www.lib.k-state.edu/depts/sc_rev/" target="_blank">Richard L. D. &amp; Marjorie J. Morse Department of Special Collections</a>&nbsp;at Kansas State University are working to transcribe more than 20 manuscript cookbooks to make them digitally accessible to the public. The department currently owns more than 250 cookbook manuscripts dating from the late 1600s to the 21st&nbsp;century from multiple countries and in a variety of languages, including German, French, Spanish and Hebrew.

Caul Access to Cookery endowment, without which this project would not be possible. "We currently have 21 cookbooks — a total of more than 2,800 pages — available for volunteers to transcribe," said Roger Adams, cookery collection curator, associate professor and lead on the project. "The collaborative nature of this online project means that anyone in the world can view the cookbooks and help us transcribe and even translate them." Adams said that a key goal of the cookbook transcription project is to share the wealth of cooking knowledge that K-State has access to with those both inside and outside of the university community. Volunteers needed to transcribe, translate historic cookbooks, including German

Happy Thanksgiving! For more than 45 years, the week including Thanksgiving has been proclaimed National Family Week. This observance was the idea of Mr. Sam Wiley, a teacher, basketball coach and school administrator in Indiana, who observed the stark difference in children who came from strong supportive families and those who were not being raised in a traditional family unit. He conceived of the idea to set aside a time during Thanksgiving – when families traditionally gather to give thanks for their many blessings – to recognize the important role family plays in our society.

The coronavirus pandemic is changing the way many families will celebrate Thanksgiving this year. Gatherings will be smaller and may just include the people we are spending the most time with. In times of change and challenge, families can provide the love, acceptance, guidance, support and instruction to be able to adjust.

Look for some activities that can include family members who may be joining the celebration through technology instead of in-person. Zoom or FaceTime can include things like a scavenger hunt or a talent show. At many of our family Zoom meetings we have encouraged everyone to bring a joke to share. Laughter really is good for the soul!

The coming week would also be a great time to check on elderly friends who may not have family checking on them frequently. Offering to drop off needed groceries or home goods plus a short visit would mean so much.

National Family Week is a time to be thankful for the family as a national heritage and resource. It is a time to recommit ourselves to the concept of the family. But let’s not stop at the end of the week; celebrating your family should always be a priority. Remember, families are the nurturers, caregivers, role models, teachers, and counselors for the next generation. Take time out from your busy schedule to “Celebrate” your family!

Phillipsburg employee celebrates 10 years with KDOT

Most families feel extra pressure during the holidays, but for victims of domestic and sexual violence, it can be a minefield both physically and emotionally.

"The holidays are a difficult time for victims of domestic violence in particular," Jennifer Hecker,&nbsp;Options Domestic and Sexual Violence Services executive director, said. "There is a lot of pressure from family members to not leave and 'ruin the holiday.'

"I would counter that and say the best gift you can give yourself and your family is the gift of safety."

Options has already seen a 25 percent increase in services between May and September, Hecker said.

Sexual assault victims often also struggle during the holidays if they attend a family gathering and are forced to see the person who abused them or their child.

"Families often minimize that violence, and it is very hard to come to grips with," Hecker said. "They feel that pressure. That can be very difficult for clients.

"Do I put myself at risk emotionally and see this person or do I spend time with my family? Does that mean I can't see my mom and my other family?"

The normal tension of the holidays is amped up in domestic violence relationships, Hecker said.

Holidays are also financially stressful, especially this year, she said, with the way the pandemic has impacted the economy.

"Now you are walking on eggshells even more through that holiday season," she said, "because the abuse cycles tend to cycle through faster when there are added stressors with the holidays — the financial pressure and the pressure to make it as perfect as you can for your family."&nbsp;

Alcohol can also be a contributing factor to abuse during the holidays. Although alcohol is not a cause or an excuse for abuse, if a person has an abusive personality, it can lower their inhibitions. This can result in escalated or more frequent violence, Hecker said.

Options is seeking monetary donations and gifts for victim and their families this holiday.

Both victims in shelter and those who have received services from Options during the last three months are eligible.&nbsp;

Those wishing to donate can contact Options's business number at&nbsp;785- 625-4202. Gift cards are also requested. Gifts or donations need to be returned to Options by Dec. 16.

Hecker said survivors often believe their needs are burdensome to others and can be reluctant to ask for help.

"We want to let people know it's OK to voice your needs," she said. "There is an entire community of people in Ellis County who want to help, who want to reach out and who want to make a difference and want to make people's holidays as bright as possible to give them that hope that things are going to get better."

The Kansas Highway Patrol reported a 2014 Chevy Impala driven by Lillian Ann Martin, 86,&nbsp; Oakley, was westbound entering the driveway of Mel's Motors,&nbsp;211 Edgerton Avenue in Oakley.

The driver mistakenly pressed on the gas pedal instead of the brake pedal. The car traveled through the garage door of Mel's Motors and struck three pedestrians.

EMS transported Darra Kay Stithem, 30, Oakley, to the Logan County Hospital for treatment of minor injuries.&nbsp; Two others Casey Montgomery Moore, 36, and William Micheal Stewart, 26, both of Oakley were not transported for treatment.

Martin was not injured and properly restrained at the time of the accident, according to the KHP.

1 hospitalized after car strikes 3 in auto repair garage

Kacey Kennett, a stalwart on the Fort Hays State University women’s basketball team the past four years, is back.

No, she didn’t receive an extra year of eligibility from the NCAA because of COVID-19. Instead, she will be in the film booth and on the sidelines as a student assistant coach for the Tigers while working on her master’s degree in public health administration.

As Kennett looks forward to the start of the season, she wants to impress on the current Tigers the importance of embracing the moment.

“I tell the players, especially the seniors, to stay in the moment,” she said. “because no games are given to you at this point.”

Such was the case already this season, even before it got started. The women’s games with Washburn University and Emporia State University originally scheduled for the home opening week today and Saturday have been postponed because of COVID-19 protocols. “With COVID-19, we don’t know what could change week to week, day to day,” Kennett said.

Kennett found that out the hard way earlier this year. Of all the lessons she learned from playing the game of basketball, the most impactful one might have been the last one of her college career.

Kennett was one of the seniors on the Fort Hays State University women’s team looking forward to one last chance at making the Elite Eight of the NCAA Division II Tournament last spring.

FHSU finished the season strong and earned a berth in the Central Regional in Warrensburg, Mo., in March.

The players naturally were excited but a little nervous about playing in a near-empty arena. The team had learned while en route to the tournament that attendance would be limited to mostly just family members because of the Coronavirus outbreak.

This would be quite a change for the Tigers, who were used to playing in front of large crowds in Gross Memorial Coliseum and on the road in MIAA arenas. The Tiger women’s team has been ranked second in home attendance in NCAA Division II for the past six years running.

But college athletes are adaptable, and Kennett and her teammates seemed to take it in stride, welcoming a new experience.

Kennett said they chatted about how “weird” it would be in that kind of atmosphere and were joking about it as they checked into their hotel.

Then, barely settled into their hotel rooms, the players received the shocking news that the regional tournament, and all post-season action for NCAA Division II, was canceled because of the outbreak.

Just like that, Kennett’s senior season – and her college basketball career – was over.

Like any athlete, Kennett had experienced disappointments over the years. She knew that with basketball, nothing is certain.

“You’ve always got to be ready for whatever is thrown at you,” she said.

But this was more deflating than any loss.

“Oh, wow, it was so surreal when we found out,” Kennett said. “There was a lot of sadness, crying, all kinds of emotions.”

The Tigers got back on the bus and returned to Hays that same night. They learned more discouraging news on the return trip home. FHSU was moving classes to online learning for the remainder of the spring. A week later, students were asked to leave campus.

Now eight months later, following the most unusual sequence of events in her life, Kennett finds herself back in familiar territory. She graduated in May and decided to return to her alma mater to work on her master’s. As she anticipated the start of the season, Kennett reflected on life lessons learned during the past several months.

“After really thinking about it, even though we were disappointed with the way last season ended, a lot of us realized how grateful we should be to have this kind of opportunity,” she said. “We got to come to school and play basketball while getting our education.”

Kennett hopes she can pass on that knowledge of basketball – and life – to younger players.

“I just enjoy being around the game, whether playing or coaching or being in the stands as a fan,” she said. “With coaching, it’s fun see the flip side of what I’ve been accustomed to as a player. I look forward to bringing what I’ve learned and experienced and hopefully help the current team.”

Kennett has started more games (116) than any other player in FHSU women’s basketball history, and she is one of only 21 who have scored more than 1,000 career points. She moved up to ninth on the list her senior year and finished her career with 1,393 points. A 6-foot guard, Kacey also ranks second on the Tigers’ all-time list for career 3-pointers made (176).

Kennett, a three-time All-MIAA pick and a finalist for the MIAA Winter Student-Athlete-of-the-Year Award this past year, was a standout in the classroom, too. She&nbsp;was a three-time recipient of the MIAA Scholar-Athlete Award, given to individuals with All-MIAA honors and a cumulative GPA of 3.5 or higher in the same year. She made the MIAA Academic Honor Roll all four years.

Now, Kennett said her goal is to help the current players succeed.

“I’ll be the first one to rebound for them, make up some drills,” she said, “whatever it takes to help them improve their game.”

Most of all, Kennett wants to impress on the players the importance of enjoying the moment.

“I think you have to embrace the opportunity, even if it’s not exactly where you want to be at that moment,” she said. “Your college career moves so fast. You blink, and it’s over.”

Of all the lessons she learned from playing the game of basketball, the most impactful one might have been the last one of her college career.Kennett was one of the seniors on the Fort Hays State University women’s team looking forward to one last chance at making the Elite Eight of the NCAA Division II Tournament last spring.FHSU finished the season strong and earned a berth in the Central Regional in Warrensburg, Mo., in March.The players naturally were excited but a little nervous about playing in a near-empty arena. The team had learned while en route to the tournament that attendance would be limited to mostly just family members because of the Coronavirus outbreak.This would be quite a change for the Tigers, who were used to playing in front of large crowds in Gross Memorial Coliseum and on the road in MIAA arenas. The Tiger women’s team has been ranked second in home attendance in NCAA Division II for the past six years running.But college athletes are adaptable, and Kennett and her teammates seemed to take it in stride, welcoming a new experience.Kennett said they chatted about how “weird” it would be in that kind of atmosphere and were joking about it as they checked into their hotel.Then, barely settled into their hotel rooms, the players received the shocking news that the regional tournament, and all post-season action for NCAA Division II, was canceled because of the outbreak.Just like that, Kennett’s senior season – and her college basketball career – was over.Like any athlete, Kennett had experienced disappointments over the years. She knew that with basketball, nothing is certain.“You’ve always got to be ready for whatever is thrown at you,” she said.But this was more deflating than any loss.“Oh, wow, it was so surreal when we found out,” Kennett said. “There was a lot of sadness, crying, all kinds of emotions.”The Tigers got back on the bus and returned to Hays that same night. They learned more discouraging news on the return trip home. FHSU was moving classes to online learning for the remainder of the spring. A week later, students were asked to leave campus.Now eight months later, following the most unusual sequence of events in her life, Kennett finds herself back in familiar territory. She graduated in May and decided to return to her alma mater to work on her master’s. As she anticipated the start of the season, Kennett reflected on life lessons learned during the past several months.“After really thinking about it, even though we were disappointed with the way last season ended, a lot of us realized how grateful we should be to have this kind of opportunity,” she said. “We got to come to school and play basketball while getting our education.”Kennett hopes she can pass on that knowledge of basketball – and life – to younger players.“I just enjoy being around the game, whether playing or coaching or being in the stands as a fan,” she said. “With coaching, it’s fun see the flip side of what I’ve been accustomed to as a player. I look forward to bringing what I’ve learned and experienced and hopefully help the current team.”Kennett has started more games (116) than any other player in FHSU women’s basketball history, and she is one of only 21 who have scored more than 1,000 career points. She moved up to ninth on the list her senior year and finished her career with 1,393 points. A 6-foot guard, Kacey also ranks second on the Tigers’ all-time list for career 3-pointers made (176).Kennett, a three-time All-MIAA pick and a finalist for the MIAA Winter Student-Athlete-of-the-Year Award this past year, was a standout in the classroom, too. She&nbsp;was a three-time recipient of the MIAA Scholar-Athlete Award, given to individuals with All-MIAA honors and a cumulative GPA of 3.5 or higher in the same year. She made the MIAA Academic Honor Roll all four years.Now, Kennett said her goal is to help the current players succeed.“I’ll be the first one to rebound for them, make up some drills,” she said, “whatever it takes to help them improve their game.”Most of all, Kennett wants to impress on the players the importance of enjoying the moment.“I think you have to embrace the opportunity, even if it’s not exactly where you want to be at that moment,” she said. “Your college career moves so fast. You blink, and it’s over.”

The department also announced two additional coronavirus-related deaths, bringing the total to 23.

On Oct. 2, the Hays City Commission voted to extend the ordinance requiring face coverings until the seven-day new case average was five or fewer for 14 straight days. The per-day average in Ellis County has not dropped to that level since the metric began to be reported.&nbsp;

Election results showed us what we’ve always known—Kansas is a Republican state.&nbsp;&nbsp;&nbsp;The much anticipated Democratic Party sweep didn’t materialize despite large scale voter turn-out.&nbsp;&nbsp;Except, that is, in the two contested races for seats on the Kansas State Board of Education.

Unofficial returns show Democrat Melanie Hass defeated Republican Benjamin Hodge for an open seat in District 2 that includes Johnson and part of Wyandotte counties, and in a tight race Democrat Betty Arnold, holds an edge over incumbent Kathy Busch.&nbsp;&nbsp;

Races were held this year in five districts for seats on the 10 member KSDE board. Three of the five open seats were held by Republicans who ran unopposed in the general election.&nbsp;&nbsp;The District 2 seat opened when Steve Roberts resigned to run for another office, leaving only the District 8 race to be decided between a Republican incumbent and a Democrat challenger.&nbsp;&nbsp;An incumbent board member has not been defeated in any district since 2012.

With 91,634 votes counted, Arnold is currently the unofficial winner leading Busch by 51% to 49% or 1,734 votes.&nbsp;&nbsp;Official results are not yet announced.&nbsp;&nbsp;It’s possible for Bush to win, but Arnold’s lead likely will hold when official results are released.&nbsp;&nbsp;Then the board membership would shift from two Democrats and eight Republicans to four Democrats and six Republicans.

The shift in representation is not as important as it might appear.&nbsp;&nbsp;The KSDE board has long operated largely as a consensual body rather than by division along party lines.&nbsp;&nbsp;The hotly debated vote this summer over whether to support the governor’s plan to delay schools opening statewide did not end in a party-line vote.&nbsp;&nbsp;The board generally has worked together to resolve challenges facing schools, not represent political party views, and this has served Kansas well.&nbsp;&nbsp;

State board elections are important this year because of the pandemic’s impact on public education.&nbsp;&nbsp;Voters chose change over tradition.

What do the new board members-elect bring to the table?&nbsp;&nbsp;As candidates, both Haas and Arnold said working through the pandemic deserved top priority.&nbsp;&nbsp;

Haas is a technology executive and entrepreneur.&nbsp;&nbsp;She is a longtime volunteer for programs that introduce children to technology and problem solving.&nbsp;&nbsp;Her insights can strengthen the board’s work to extend distance learning.&nbsp;

&nbsp;Arnold is not a newcomer to elected office.&nbsp;&nbsp;She served on the Wichita school board from 2007 to 2018 and chaired the board twice.&nbsp;&nbsp;As an African American, Arnold brings diversity to the KSDE board since a person of color has not served on the board for the past two years.&nbsp;&nbsp;Arnold has expressed concern about COVID’s impact on the workload of teachers and her experience can strengthen support on issues important to teachers.

Health and safety of Kansans must come before the goal of statewide return to fulltime school.&nbsp;&nbsp;Easing the fluctuating triple workload of remote, hybrid and in-school instruction for teachers and students is the current challenge and increasing the number of qualified teachers is not an easy option at this point.&nbsp;&nbsp;While no “cure-all,” new ideas for stepping up electronic technology access and skills training and easing the increased teacher workload can help public schools respond to vacillating COVID infection rates while supporting student learning.&nbsp;&nbsp;

The voters chose change and the background and experience of the board members-elect will bring new voices to KSDE board decision making.&nbsp;&nbsp;&nbsp;

KANSAS INSIGHT: Election brings new insight to state education board

It took jurors just two and a half hours Wednesday to
find Kylie Jo Elizabeth Waldschmidt guilty for her role in the 2018 killing of 26-year-old
Diego Gallaway in Hays.

Waldschmidt, 25, was charged with aiding and abetting felony
murder after Gallaway was found shot to death on Feb. 27, 2018, in the area of
27th Street and Indian Trail in Hays.

Waldschmidt’s trial was delayed until this week due to the
COVID-19 pandemic and, following three days of testimony and two and a half
hours of jury deliberation, jurors delivered the guilty verdict Wednesday
afternoon in Ellis County District Court.

The conviction carries a mandatory prison sentence of 25
years.

According to court documents, Waldschmidt and Ryan Paul
Thompson, 36, obtained a gun and went to the 2700 block of Indian Trail to confront
Gallaway about money.

During the confrontation, Thompson pulled out a gun, put
Gallaway in a headlock and shot him in the back of the head, authorities said.

For his role in the murder, Thompson pleaded guilty, in November
of last year, to intentional second-degree murder and drug possession with the
intent to distribute methamphetamine. He was sentenced to 23 years and 11-months
in prison. 

Alysha Meade, 30, the woman who investigators say gave
Thompson the gun used in the murder, was sentenced 15 months in prison for
felony drug possession last November. She has served her sentence and is on
post-release supervision.

Waldschmidt’s sentencing is expected to be scheduled for December.

Ellis County Attorney Tom Drees said, “I thank the jurors
for their attentiveness and dedication during this trial in which they were
subject to COVID restrictions and modifications. I thank Chief Judge Glenn
Braun, Court Administrator Amanda Truan and the entire court staff for their
extraordinary efforts to provide a COVID approved courtroom and trial, pursuant
to Kansas Supreme Court requirement.”

He added, “Hopefully this will bring some measure of comfort
and closure to the Gallaway family.”

The Ellis County courtroom underwent several modifications
to allow the trial to be held this week.

The trial is also the final jury trial for Ellis County Attorney
Tom Drees after he was elected District Judge in the 23rd Judicial District.
He will begin serving on the bench in January.

of the Pride of Kansas Football League championships this season.

The sixth-grade Oilers team finished the season 9-0
and defeated Great Bend 26-0 in the league championship game on Oct. 31 at
Lewis Field in Hays.

They finished the regular season 6-0 and then pickup in wins
over Goodland (36-0), Burlington (38-0) and Great Bend to claim the league
title.

The fifth-grade Oilers team claimed the league
championship with a 28-6 win over Great Bend on Oct. 31 at Lewis Field in Hays.

They finished the season 9-0. After finishing the regular
season 6-0 the defeated Republic Co. (50-6), Ulysses (18-12) and Great Bend.

The fourth-grade Oiler team won the championship in a
battle of Hays teams on Oct. 31 at Lewis Field in Hays.

The White team entered the tournament 5-0 and earned wins over Larned (30-0), Burlington (27-0) and the Hays Blue Team&nbsp;(28-6) to finish the season 8-0.

🏈 Hays Oilers sweep PKFL championships

It is plain to see for all that COVID-19 is out of control across Kansas and the nation. As county commissioners and commissioner-elect, it is your responsibility to help protect the citizens and visitors to our fine county. To ignore the science behind the wearing of masks and proper social distancing, and yes, some of you actively suborning these health measures, you do great disservice to us all. 

As a retired medical technologist for which PPE was a standard and required part of the routine workday, you quickly adapt to the use. It promotes safety, but (and here is the important point), the use of PPE for this disease cannot and will not be effective until and unless 90 to 95% of the population adhere to the requirements. 

These are not political statements, but public health statements and we should all do our part to protect ourselves and one another. I strongly, strongly urge you to follow Governor Kelly’s mandate. Should you not, you are complicit in the spread and potential deaths that may follow. As a retired medical technologist for which PPE was a standard and required part of the routine workday, you quickly adapt to the use. It promotes safety, but (and here is the important point), the use of PPE for this disease cannot and will not be effective until and unless 90 to 95% of the population adhere to the requirements. These are not political statements, but public health statements and we should all do our part to protect ourselves and one another. I strongly, strongly urge you to follow Governor Kelly’s mandate. Should you not, you are complicit in the spread and potential deaths that may follow. Hays resident among new attorneys sworn in virtually

TOPEKA—The Kansas District Judges Association, an organization open to all state district court judges, has elected officers to serve the organization in the coming year.

Judge Dan Creitz was elected president. He is chief judge of the 31st Judicial District, composed of Allen, Neosho, Wilson, and Woodson counties.

"I am honored to serve as president of this outstanding, hard-working association," Creitz said. "The pandemic delivered the Kansas court system unprecedented challenges, which our courts are diligently working through. The judges on the KDJA executive committee play a critical role supporting our district court judges and the Kansas Supreme Court as we address these challenges."

Creitz has served as a district judge since 2002 and chief judge since 2011. He is a native of Iola and graduated from Iola High School, Allen Community College, Emporia State University, and Washburn University School of Law.

Creitz succeeds Judge Bruce Gatterman as president. Gatterman is chief judge of the 24th Judicial District, composed of Edwards, Hodgeman, Lane, Ness, Pawnee, and Rush counties. He will serve on the executive committee as immediate past-president.

Members elected the new officers during a virtual conference for judges in October.

🏀 FHSU women's exhibition with K-State canceled due to COVID-19 protocols

TOPEKA, Kan. – Preliminary estimates reported by the Labor Market Information Services division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics show a seasonally adjusted unemployment rate of 5.3 percent in October. This was a decrease from 5.9 percent in September and an increase from 3.1 percent in October 2019.

“The October report shows that Kansas has continued to make an economic recovery during the pandemic,” said Acting Secretary Ryan Wright. “We have seen an increase in the number of jobs and those employed in the labor force, along with another drop in the unemployment rate which decreased to 5.3 percent in October.”

Jobless rates in Ellis County continued to trend toward pre-COVID numbers, which primarily reached their regional peak in May. The Ellis County unemployment rate remained steady at 2.9 percent, and most northwest Kansas counties posted rates below 3 percent.

The highest rates in the region were Graham, Rooks and Barton counties, all  with unemployment rates higher than 4 percent — but still far below the 7.2 percent statewide high in Sedgwick County.

Seasonally adjusted job estimates indicate total Kansas nonfarm jobs increased by 7,200 from September. Private sector jobs, a subset of total nonfarm jobs, increased by 5,900 from the previous month, while government increased by 1,300.

“October estimates show Kansas added jobs over-the-month and the state has now recovered 54.6 percent of nonfarm jobs lost in March and April,” said Labor Economist Emilie Doerksen. “The professional and business services and leisure and hospitality industries saw the largest increases in October, with each industry adding more than 2,500 jobs.”

Since October 2019, Kansas seasonally adjusted total nonfarm jobs have declined by 53,000. This change is due to a decrease of 41,300 private sector jobs and 11,700 government jobs.

BLS revised seasonally adjusted preliminary total nonfarm jobs estimates for September upward by 1,300 jobs, from 1,360,400 to 1,361,700. Seasonally adjusted private sector jobs were revised upward by 1,500 jobs, from 1,113,100 to 1,114,600.

NW Kan. jobless rates continue to normalize after May spike

Because it already has a face covering ordinance in place, the city of Hays will not be affected by Gov. Laura Kelly's new mask mandate. It takes effect Wednesday, Nov. 25&nbsp; in counties that don’t yet have their own mask mandates, including Ellis County.&nbsp;

City Manager Toby Dougherty and City Attorney John Bird addressed the new executive order during Thursday's city commission work session.

"From the city's standpoint, we are exempt," said Dougherty, "because you guys have adopted a <a href="https://www.haysusa.com/733/Face-Mask-Ordinance">mask ordinance</a> that is in place. So therefore, it doesn't really apply to us.

"I wanted to make sure you are aware of that," he told commissioners, "in case you're getting questions about what Executive Order 2068 means to us. Essentially, it means nothing to us because you have an order in place."

Gov. Kelly <a href="https://hayspost.com/posts/adfe4d44-b718-438f-affc-9340829248fe">issued a new mask mandate Wednesday</a>&nbsp;after the state again reported another record seven-day increase in new cases.

State law allows Kansas counties to opt out of such an order, and most did when Kelly issued a similar order in July. But now the state's seven-day average for new coronavirus cases is nine times higher than when the first order took effect.

Hays Mayor Sean Musil asked Dougherty how the city would be affected if Ellis County initiates a face mask resolution.

"If the county would choose to put something into place or to comply with E.O. 2068, the commission could choose to leave our ordinance in place, and inside the city limits we would operate under that," Dougherty answered.&nbsp;

"Or the city commission could choose to repeal your mask ordinance and then operate under the countywide restrictions or possibly the statewide restrictions," he added.

"I think there should be consideration if the county does do something," said Vice-Mayor Sandy Jacobs. "I would not be in favor of ending ours without the county going ahead.

"I also want to be sure how they're going to start and finish, whatever they decide to do.&nbsp;

"With ours, we have a metric in place for when it will end," she said, "if we don't act before that in some other fashion."

Mayor Musil wants to work together with the county to create a single ordinance "but I don't know if that will ever happen."

Bird talked with County Counselor Bill Jeter Thursday about possible coordination of ordinances.

The Ellis County Commission does not have another regular meeting scheduled prior to Nov. 25.

"If the county doesn't do anything, then the order just comes into effect in Ellis County, or any county that doesn't take any action," Bird said.&nbsp; &nbsp;

"So (doing nothing) is a possibility, or they can opt out. It doesn't affect the city either way."

If county commissioners do adopt a face mask resolution, "their resolution, if it were more stringent than ours, would take precedence because their health officer (Jason Kennedy) would have to advise them to do that," Bird explained. "But I don't think that's likely."

The <a href="https://www.haysusa.com/DocumentCenter/View/3153/Mask-Ordinance">Hays ordinance</a> was enacted July 23,&nbsp;<a href="https://hayspost.com/posts/095697ac-eb4b-4005-867a-bb049ec8c10f">extended by the city commission Oct. 2</a> and will be lifted if the seven-day average of new coronavirus cases is at five or below for 14 consecutive days — or if the statewide emergency declaration is lifted.

Gov. Kelly's order requires people to wear a face covering in indoor public spaces and in public spaces outdoors where social distancing of at least six feet is not possible.

That's the same as the Hays ordinance, although there are eight exemptions locally.

Dougherty noted citations are not part of the governor's order, contrary to the city's ordinance which allows Hays police officers to issue a ticket with a fine.&nbsp;

Musil knows there's lots of debate whether wearing face masks helps protect people from contracting COVID-19.

"I would encourage people to contact Hays High School, the school district, or TMP-Marian, because they've got a lot of stats that prove masks work when worn properly, along with handwashing and social distancing, which we've been begging people to do for months," Musil said.&nbsp; &nbsp;

KANSAS CITY, KAN. –&nbsp;A Kansas&nbsp;guide is losing his hunting privileges for three years because he violated the Migratory Bird Treaty Act, according to U.S. Attorney Stephen McAllister.

Zachary B. White, 35, Ellinwood, Kan., pleaded guilty in federal court in Wichita to violating the Migratory Bird Treaty Act. In his plea, White admitted he acted as a waterfowl guide to a party of 13 hunters during a hunt conducted during December 2015, in Barton County.&nbsp;

With White’s assistance, the hunters killed 31 white-fronted geese, violating a daily bag limit of two per person.&nbsp;The unlawful hunting and guiding services were provided to the hunters by White and another guide, both co-owners and operators of&nbsp;Prairie Thunder Outfitters (PTO), located near Ellinwood.

White was sentenced to three years on probation, during which he is prohibited from hunting and fishing or acting as a guide. In addition, he was ordered to pay a $5,000 fine directed to the North American Wetlands Conservation Fund, $10,000 in restitution directed to the Kansas Department of Wildlife, Parks and Tourism-Law Enforcement Division Restitution Fund, and forfeited approximately 148 ducks and geese seized from the PTO Lodge during a federal search warrant conducted in December, 2016.

Nine other defendants have plead guilty or been adjudicated on various migratory bird hunting violations that occurred during guided hunts at PTO in 2015 and 2016 including taking in excess of daily bag limit, possession of unlawfully taken waterfowl, and possession and transport of untagged waterfowl or without required species identification.&nbsp;Bryan Boxberger was sentenced in August 2020 in the District of Kansas for assisting with a PTO hunt involving hunters taking waterfowl in excess of the daily bag and was ordered to pay $12,500 in fines and restitution.&nbsp;Eight other PTO guides, clients, and associates previously&nbsp;paid fines related to misdemeanors charged by violation notices.
