Legislators have enacted stricter laws to combat rising retail thefts

CHICAGO — Shoplifting rates in the three largest U.S. cities — New York, Los Angeles and Chicago — remain higher than they were before the pandemic, according to a&nbsp;<a href="https://counciloncj.org/between-the-aisles-a-closer-look-at-shoplifting-trends/" target="_blank">report</a>&nbsp;last month from the nonpartisan research group Council on Criminal Justice.

The sharp rise in retail theft in recent years has made shoplifting a hot-button issue, especially for politicians looking to address public safety concerns in their communities.

Since 2020, when viral videos of smash-and-grab robberies flooded social media during the COVID-19 pandemic, many Americans have expressed fears that crime is out of control. Polls show that perceptions have improved recently, but a majority of Americans&nbsp;<a href="https://news.gallup.com/poll/652763/smaller-majorities-say-crime-serious-increasing.aspx" target="_blank">still say</a>&nbsp;crime is worse than in previous years.

“There is this sense of brazenness that people have — they can just walk in and steal stuff. … That hurts the consumer, and it hurts the company,” said Alex Piquero, a criminology professor at the University of Miami and former director of the federal Bureau of Justice Statistics, in an interview.

“That’s just the world we live in,” he said. “We need to get people to realize that you have to obey the law.”

At least eight states — Arizona, California, Florida, Iowa, Kansas, Louisiana, New York and Vermont — passed a total of 14 bills in 2024 aimed at tackling retail theft, according to the National Conference of State Legislatures. The measures range from redefining retail crimes and adjusting penalties to allowing cross-county aggregation of theft charges and protecting retail workers.

Major retailers have responded to rising theft since 2020 by locking up merchandise, upgrading security cameras, hiring private security firms and even closing stores.

Still, the report indicates that shoplifting remains a stubborn problem.

In Chicago, the rate of reported shoplifting incidents remained below pre-pandemic levels throughout 2023 — but surged by 46% from January to October 2024 compared with the same period a year ago.

Shoplifting in Los Angeles was 87% higher in 2023 than in 2019. Police reports of shoplifting from January to October 2024 were lower than in 2023. Los Angeles adopted a new crime reporting system in March 2024, which has likely led to an undercount, according to the report.

In New York, shoplifting rose 48% from 2021 to 2022, then dipped slightly last year. Still, the shoplifting rate was 55% higher in 2023 than in 2019. This year, the shoplifting rate increased by 3% from January to September compared with the same period last year.

While shoplifting rates tend to rise in November and December, which coincides with in-person holiday shopping, data from the Council on Criminal Justice’s sample of 23 U.S. cities shows higher rates in the first half of 2024 compared with 2023.

Researchers found it surprising that rates went up despite retailers doing more to fight shoplifting. Experts say the spike might reflect improved reporting efforts rather than a spike in theft.

“As retailers have been paying more attention to shoplifting, we would not expect the numbers to increase,” said Ernesto Lopez, the report’s author and a senior research specialist with the council. “It makes it a challenge to understand the trends of shoplifting.”

In downtown Chicago on a recent early afternoon, potential shoppers shuffled through the streets and nearby malls, browsing for gifts ahead of the holidays.

Edward Johnson, a guard at The Shops at North Bridge, said that malls have become quieter in the dozen or so years he has worked in mall security, with the rise of online retailers. As for shoplifters, Johnson said there isn’t a single type of person to look out for — they can come from any background.

“I think good-hearted people see something they can’t afford and figure nothing is lost if they take something from the store,” Johnson said as he patrolled the mall, keeping an eye out for lost or suspicious items.

Between 2018 and 2023, most shoplifting in Chicago was reported in the downtown area, as well as in the Old Town, River North and Lincoln Park neighborhoods, according to a separate&nbsp;<a href="https://counciloncj.org/shoplifting-trends-in-time-and-space-a-study-of-two-major-american-cities/" target="_blank">analysis</a>&nbsp;by the Council on Criminal Justice.

Newly sworn-in Cook County State’s Attorney Eileen O’Neill Burke this month lowered the threshold for charging retail theft as a felony in the county, which includes Chicago, from $1,000 to $300, aligning it with state law.

“It sends a signal that she’s taking it seriously,” Rob Karr, the president and CEO of the Illinois Retail Merchants Association, told Stateline.

Nationally, retailers are worried about organized theft. The National Retail Federation’s latest&nbsp;<a href="https://nrf.com/research/national-retail-security-survey-2023" target="_blank">report</a>&nbsp;attributed 36% of the $112.1 billion in lost merchandise in 2022 to “external theft,” which includes organized retail crime.

Organized retail crime typically involves coordinated efforts by groups to steal items with the intent to resell them for a profit. Commonly targeted goods include high-demand items such as baby formula, laundry detergent and electronics.

The same report found that retailers’ fear of violence associated with theft also is on the rise, with more retailers taking a “hands-off approach.” More than 41% of respondents to the organization’s 2023 survey, up from 38% in 2022, reported that no employee is authorized to try and stop a shoplifter.

(The federation’s reporting has come under criticism. It&nbsp;<a href="https://www.nytimes.com/2023/12/08/business/organized-shoplifting-retail-crime-theft-retraction.html" target="_blank">retracted</a>&nbsp;a claim last year that attributed nearly half of lost merchandise in 2021 to organized retail crime; such theft accounted for only about 5%. The group announced this fall it will no longer publish its reports on lost merchandise.)

Policy experts say shoplifting and organized retail theft can significantly harm critical industries, drive up costs for consumers and reduce sales tax revenue for states. Those worries have driven recent state-level action to boost penalties for shoplifting.

California Democratic Gov. Gavin Newsom&nbsp;<a href="https://www.gov.ca.gov/2024/08/16/governor-newsom-signs-landmark-legislative-package-cracking-down-on-retail-crime-and-property-theft/" target="_blank">signed</a>&nbsp;a package of 10 bills into law in August aimed at addressing retail theft. These measures make repeated theft convictions a felony, allow aggregation of crimes across multiple counties to be charged as a single felony, and permit police to arrest suspects for retail theft even if the crime wasn’t witnessed directly by an officer. In September, Newsom&nbsp;<a href="https://www.gov.ca.gov/2024/09/12/governor-newsom-signs-smash-and-grab-bill-to-strengthen-felony-sentences-for-large-scale-theft-offenses/" target="_blank">signed</a>&nbsp;an additional bill that imposes steeper felony penalties for large-scale theft offenses.

California voters also overwhelmingly&nbsp;<a href="https://stateline.org/2024/11/19/even-blue-states-are-embracing-a-tougher-approach-to-crime/" target="_blank">approved</a>&nbsp;a ballot measure in November that increases penalties for specific drug-related and theft crimes. Under the new law, people who are convicted of theft at least twice may face felony charges on their third offense, regardless of the stolen item’s value.

“With these changes in the law, really it comes down to making sure that law enforcement is showing up to our stores in a timely manner, and that the prosecutors and the (district attorneys) are prosecuting,” Rachel Michelin, the president and CEO of the California Retailers Association, told Stateline. “That’s the only way we’re going to deter retail theft in our communities.”

In New Jersey, a bipartisan&nbsp;<a href="https://www.njleg.state.nj.us/bill-search/2024/A4755" target="_blank">bill</a>&nbsp;making its way through the legislature would increase penalties for leading a shoplifting ring and allow extended sentences for repeat offenders.

“This bill is going after a formally organized band of criminals that deliver such destruction to a critical business in our community. We have to act. We have to create a deterrence,” Democratic Assemblymember Joseph Danielsen, one of the bill’s prime sponsors, said in an interview with Stateline.

The legislation would allow extended sentences for people convicted of shoplifting three times within 10 years or within 10 years of their release from prison, and would increase penalties to 10 to 20 years in prison for leading a retail crime ring.

The bill also would allow law enforcement to aggregate the value of stolen goods over the course of a year to charge serial shoplifters with more serious offenses. Additionally, the bill would increase penalties for assaults committed against retail workers, and would require retailers to train employees on detecting gift card scams.

Maryland legislators considered a similar&nbsp;<a href="https://mgaleg.maryland.gov/mgawebsite/Legislation/Details/SB0100?ys=2024rs" target="_blank">bill</a>&nbsp;during this year’s legislative session that would have defined organized retail theft and made it a felony.

The bill didn’t make it out of committee, but Cailey Locklair, president of the Maryland Retailers Alliance, said the group plans to propose a bill during next year’s legislative session that would target gift card fraud.

Better, more thorough reporting from retailers is essential to truly understanding shoplifting trends and its full impact, in part because some retail-related crimes, such as gift card fraud, are frequently underreported, according to Lopez, of the Council on Criminal Justice.

Measuring crime across jurisdictions is&nbsp;<a href="https://stateline.org/2023/10/27/politicians-love-to-cite-crime-data-its-often-wrong/" target="_blank">notoriously difficult</a>, and the council does not track organized retail theft specifically because law enforcement typically doesn’t identify it as such at the time of arrest — if an arrest even occurs — requiring further investigation, Lopez said.

The council’s latest report found conflicting trends in the FBI’s national crime reporting systems.

The FBI’s older system, the Summary Reporting System, known as SRS, suggests that reported shoplifting hadn’t gone up through 2023, remaining on par with 2019 levels. In contrast, the FBI’s National Incident-Based Reporting System, or NIBRS, shows a 93% increase in shoplifting over the same period.

The discrepancy may stem from the type of law enforcement agencies that have adopted the latter system, Lopez said. Some of those communities may have higher levels of shoplifting or other types of property crime, which could be what is driving the spike, Lopez said.

Despite the discrepancies and varying levels of shoplifting across the country, Lopez said, it’s important for retailers to report these incidents, as doing so could help allocate law enforcement resources more effectively.

“All law enforcement agencies have limited resources, and having the most accurate information allows for not just better policy, but also better implementation — better use of strategic resources,” Lopez said.

Refuse/recycling schedules to change for New Year's holiday in Hays

Ah, Christmas! Time once again to connect present to past and share family traditions and stories. Lifetime collections of ornaments and décor combined with treasured recipes trigger memories that fill humans with longing for lost loved ones and friends and the richness they added. Every ornament I have links me to people and activities from long ago.

Setting out tiny, hand-carved egg cups that hold one red Santa and one black Santa bring Lawrence Weigel to mind. During my first years of teaching decades ago, a local resident encouraged me to invite Mr. Weigel to share stories of Volga German customs with my classes. The man possessed a wealth of information about traditions unique to this area. His stories about Christkind and Belznicklos enthralled those high school English students.

While many youngsters in Ellis County descended from Volga German settlers, few families maintained customs brought from the old country. Lawrence captured our attention as he explained how each area village in Ellis and Rush Counties represented a specific town with dialects and cultures originating hundreds of years ago in Germany before that first migration to Russia’s Volga River Region.

He explained that before WW II when automobile access made travel easier from one town to another encouraging cultures to blend, traditions and customs changed little. Following a later migration to Kansas, these families still practiced customs like their forebearers brought from Germany to Russia three hundred years earlier.

Out of nearly 130 students he spoke to each year, less than a handful had heard of characters integral to their great-grandparents’ and grandparents’ lives. Though I have a Volga German grandmother, I’d never heard these stories either.

According to our speaker, Christkind appeared in association with St. Nicholas’s Day on December 6th. A blonde youth dressed in blue and white passed outside windows where a child looking out might catch this apparition revealing a doll or carved wooden toy. Of course, this inspired prayers as well as the hope that good kids might receive the displayed object for Christmas.

Christkind’s opposite was Belznicklos whom I’ve also heard called the Black Santa. Mr. Weigel shared that during his childhood, this character scared the tar out of naughty kids. Someone clanking chains and dressed in dark clothing--perhaps a buffalo hide coat, wearing a mask, carrying a whip and a sack large enough to hold a youngster--noisily appeared to recount miscreant’s bad behaviors. Unbeknownst to targeted kiddoes, parents previously reported offenses to this creature. Lawrence shared accounts of him grabbing particularly badly behaved children, stuffing them in his bag, and carrying them onto the prairie. Watching student faces as they considered this fate let me see wheels turning in the heads of listeners who realized they’d find themselves inside Belnicklos’ sack. Lawrence explained at the end of his tale that this form of behavior modification caused more than one child to change his or her ways.

All good things end, and Lawrence Weigel took his engaging renditions of local customs with him when he passed. Thinking now of loved ones sitting around holiday tables makes me hope that someone in every family passes on their stories to fascinated listeners. Perhaps another class of students one day will listen to those tales while sitting on the edges of chairs, letting imaginations run wild.

Lifetime collections of ornaments and décor combined with treasured recipes trigger memories that fill humans with longing for lost loved ones and friends and the richness they added. Every ornament I have links me to people and activities from long ago.Setting out tiny, hand-carved egg cups that hold one red Santa and one black Santa bring Lawrence Weigel to mind. During my first years of teaching decades ago, a local resident encouraged me to invite Mr. Weigel to share stories of Volga German customs with my classes. The man possessed a wealth of information about traditions unique to this area. His stories about Christkind and Belznicklos enthralled those high school English students.While many youngsters in Ellis County descended from Volga German settlers, few families maintained customs brought from the old country. Lawrence captured our attention as he explained how each area village in Ellis and Rush Counties represented a specific town with dialects and cultures originating hundreds of years ago in Germany before that first migration to Russia’s Volga River Region.He explained that before WW II when automobile access made travel easier from one town to another encouraging cultures to blend, traditions and customs changed little. 2&nbsp;In those days Caesar Augustus&nbsp;issued a decree that a census should be taken of the entire Roman world.&nbsp;2&nbsp;(This was the first census that took place while[<a href="https://www.biblegateway.com/passage/?search=Luke%202&amp;version=NIV#fen-NIV-24976a">a</a>]&nbsp;Quirinius was governor of Syria.)&nbsp;3&nbsp;And everyone went to their own town to register.

4&nbsp;So Joseph also went up from the town of Nazareth in Galilee to Judea, to Bethlehem&nbsp;the town of David, because he belonged to the house and line of David.&nbsp;5&nbsp;He went there to register with Mary, who was pledged to be married to him&nbsp;and was expecting a child.&nbsp;6&nbsp;While they were there, the time came for the baby to be born,&nbsp;7&nbsp;and she gave birth to her firstborn, a son. She wrapped him in cloths and placed him in a manger, because there was no guest room available for them.

8&nbsp;And there were shepherds living out in the fields nearby, keeping watch over their flocks at night.&nbsp;9&nbsp;An angel&nbsp;of the Lord appeared to them, and the glory of the Lord shone around them, and they were terrified.&nbsp;10&nbsp;But the angel said to them, “Do not be afraid.&nbsp;I bring you good news that will cause great joy for all the people.&nbsp;11&nbsp;Today in the town of David a Savior&nbsp;has been born to you; he is the Messiah,&nbsp;the Lord.&nbsp;12&nbsp;This will be a sign&nbsp;to you: You will find a baby wrapped in cloths and lying in a manger.”

Healthy soil challenges to be discussed by Ellis Co. Conservation District on Jan. 15

LOGAN—The Hansen Museum Continuing Education Program is pleased to welcome certified Bob Ross instructor Hope Blakely of Arvada, Colorado to teach two Joy of Painting classes on January 25th and 26th. On Saturday, January 25th, the class will paint “Twilight,” and on Sunday, January 26th the class will paint a Bill Alexander Painting, “Mountain Island.” Classes are held in the Hansen Museum Community Room, 110 W. Main Street, Logan, KS, from 9:00 a.m. to 3:00 p.m. with an hour-long lunch break each day.

This class offers a fun and easy approach to creating a beautiful painting. Beginner friendly, participants will be guided step-by-step to complete a painting each day. All painting supplies are provided, and no previous experience is necessary. Students need only bring a roll of paper towels. Young and old alike (13 and older) will enjoy the camaraderie of these classes.

Upcoming beginner-friendly painting class

Kansas Department of Transportation

The Kansas Department of Transportation plans to begin work on a bridge replacement and pavement reconstruction project along U.S. 281 in Osborne County the week of Dec. 30.

The $18.9 million project will involve the removal and replacement of the bridge over the North Fork Solomon River, located south of Portis. In addition, KDOT will also reconstruct approximately 3.5 miles of U.S. 281 between the north U.S. 24 junction and south city limits of Portis. This portion will be widened into a 30-foot paved surface with 3-foot turf shoulders.

Project work will initially be constrained on the shoulders, with occasional lane closures possible. KDOT plans to close the highway in March 2025 and reopen it in late fall. A state route detour will be in effect during the closure. More information about the closure and detour will be provided at a later date.

King Construction of Hesston is the primary contractor for the project, which is part of KDOT’s Eisenhower Legacy Transportation Program, known as IKE. VICTORIA— Work is progressing on St. John's Place in Victoria, and deposits are being accepted for the building's senior apartments.

The apartments are set to be move-in ready by May 1, Brenda Dreiling of the Victoria Community Coalition said.

The former nursing home was taken down to the metal studs and is now being reconstructed with new electrical, plumbing, cabinets, windows, fixtures, flooring and sheetrock.

Dreiling said the building's bones were excellent, but it had been vacant for more than 10 years. The roof was damaged, causing leaks and water damage, which has all been repaired.

The building will have four two-bedroom apartments, two studio apartments and six one-bedroom apartments. One of the studio apartments will be handicap accessible.&nbsp;

Some of the amenities in the apartments include pantries, walk-in closets, water softeners, quartz countertops and barn-door entries in some rooms to optimize space.

The showers have low thresholds and built-in seats to make them more accessible for seniors.

"We wanted it to be a more upscale apartment complex for the elderly," Marilyn Braun of the coalition said. "Our intent here in Victoria was to get as many older people interested in the process as possible so we could open up some homes for younger families in the community."

Many rural communities are experiencing declining enrollments, and Dreiling said coalition members hoped bringing families to Victoria would boost local school enrollment.

She said the Victoria housing market is very tight, with many homes selling before they officially hit the market.

The senior housing at St. John's Place is meant to allow seniors in Victoria to age in place, Dreiling said.

The coalition conducted a housing study before starting the St. John's Place project. Its members found most community members were moderate-income, and senior residents wanted more housing options.

Victoria has low-cost housing, but those units are usually full, Braun said.

The seniors will have a shared common room with seating for socializing. There will also be a shared laundry room with three washers and dryers, which will not be coin-operated.

The next renovation phase includes an activity room that can be rented by members of the public. The senior residents will be able to reserve the room for free.

Several small enclosed outdoor courtyards, one with a gazebo, will also be available to the seniors. As the weather warms, coalition members will replant those courtyards and provide seating.

"We are looking at somebody who, as they are getting older, doesn't want to scoop snow in the winter time or mow grass, pay taxes, pay their own insurance," Dreiling said.

The coalition also hopes to make St. John's Place a senior meal site to encourage senior companionship.

The rent for the apartments starts at $725 per month for a studio and goes up to $1,275 per month for a two-bedroom apartment. The Victoria Community Coalition website has a price list, floor plans, square footage, and applications.

Deposits will be required to hold an apartment until the move-in date.

Although the space is under construction, coalition members are available to give interested renters tours. The coalition had an open house in December, and more open house events are planned as construction progresses.

The coalition is still fundraising to complete the apartment project. An additional $208,000 is needed for upgrades the coalition opted for in the construction process.

The coalition has received an $8,000 grant for office equipment and designs for the next construction phase, including the activity room.

The coalition hopes to convert the former chapel into a community room with a kitchen. Victoria has no community center or venue space except for the VFW and school spaces.

The coalition would also like to add a small coffee/sandwich shop in the building. That space is across from one of the building's courtyards, which would allow for outdoor seating.

The coalition is considering renovating two spaces that abut the apartments into Airbnb rentals. The two units would have separate entrances from the apartments.

Dreiling said the Airbnbs would generate additional revenue for the coalition and the community.&nbsp;

"All the money that we make or we raise goes back to the community in one way or the other," Dreiling said.&nbsp;

The <a href="https://www.echshays.org/">Ellis County Historical Society</a> is already using the second floor of the south side of the building for storage.&nbsp;

The organization is fundraising to renovate the ground floor into a satellite museum that will focus on the influence of oil and agriculture on the region's history.

 </figure>The senior housing at St. John's Place is meant to allow seniors in Victoria to age in place, Dreiling said.The coalition conducted a housing study before starting the St. John's Place project. Its members found most community members were moderate-income, and senior residents wanted more housing options.Victoria has low-cost housing, but those units are usually full, Braun said.The seniors will have a shared common room with seating for socializing. There will also be a shared laundry room with three washers and dryers, which will not be coin-operated.The next renovation phase includes an activity room that can be rented by members of the public. The senior residents will be able to reserve the room for free.Several small enclosed outdoor courtyards, one with a gazebo, will also be available to the seniors. As the weather warms, coalition members will replant those courtyards and provide seating."We are looking at somebody who, as they are getting older, doesn't want to scoop snow in the winter time or mow grass, pay taxes, pay their own insurance," Dreiling said.The coalition also hopes to make St. John's Place a senior meal site to encourage senior companionship.<figure>

 </figure>The rent for the apartments starts at $725 per month for a studio and goes up to $1,275 per month for a two-bedroom apartment. The Victoria Community Coalition website has a price list, floor plans, square footage, and applications.Deposits will be required to hold an apartment until the move-in date.Although the space is under construction, coalition members are available to give interested renters tours. Victoria has no community center or venue space except for the VFW and school spaces.The coalition would also like to add a small coffee/sandwich shop in the building. That space is across from one of the building's courtyards, which would allow for outdoor seating.The coalition is considering renovating two spaces that abut the apartments into Airbnb rentals. As the holiday season winds down, many households face the question: what to do with the Christmas tree and holiday greenery? Instead of sending them to the landfill, consider recycling them! Repurposing your tree and greenery is an eco-friendly way to give them a second life while benefiting your garden, wildlife, or community.

Here are some practical and creative ways to recycle your Christmas tree and greenery:

1. Turn It in to Mulch Most natural Christmas trees can be chipped into mulch, which is excellent for garden beds and pathways. If you have access to a chipper, you can do this yourself. Otherwise, check with your local recycling center or municipal services—many communities offer free tree chipping programs.

2. Create Habitat for Wildlife Place your tree in your yard or garden to create shelter for birds and small animals during the winter months. You can even decorate it with birdseed ornaments, suet, or peanut butter-coated pinecones to provide food for wildlife.

3. Compost the Greenery Cut branches and greenery can be added to your compost pile or used as a base layer. The needles are rich in carbon and can help balance the compost's nitrogen content. Keep in mind that large branches should be trimmed down for easier decomposition.

4. Protect Your Plants Lay trimmed branches over perennial beds to help insulate them during the cold months. The branches can act as a natural mulch, protecting plants from harsh winter temperatures.

5. Check Local Recycling Programs Many communities have specific programs for tree and greenery recycling. Some cities collect trees curbside for recycling into mulch or erosion control products. Contact your local solid waste department or extension office for details.

6. Use It for Erosion Control In some areas, recycled Christmas trees are used for erosion control in wetlands or along riverbanks. These trees help stabilize soil and provide a natural barrier against erosion.

Don’t Burn It Indoors: Dry trees are highly flammable and can create a fire hazard. They also produce creosote, which can build up in your chimney.

Remove All Decorations: Before recycling, ensure all ornaments, tinsel, and lights are removed to prevent contamination.

Avoid Artificial Trees: Artificial trees cannot be recycled and should be reused or donated if in good condition.

Recycling your tree or greenery is a simple step that can have a big impact on the environment. By giving your holiday decorations a sustainable farewell, you can enjoy the spirit of the season while also taking care of our planet.

Six Hays High School students have been chosen for the Kansas All-State Choir.&nbsp;

&nbsp;They are Jordan Aschenbrenner, senior; EJ Fenwick, freshman; Daniel Adkins, sophomore, Rowan Brock, junior; Kamden McBride, sophomore; and Connor Werth, junior.&nbsp; 

Aschenbrenner has honorably been selected for the choir all four years of her high school career.

The Kansas Department of Health and Environment (KDHE) has issued a boil water advisory for the Smith Co. Rural Water District No. 1 public water supply system located Smith County.

Customers should observe the following precautions until further notice:

The advisory took effect on December 23, 2024 and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. KDHE officials issued the advisory because of a waterline break resulting in a loss of pressure in the distribution system.&nbsp; Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination.

Regardless of whether the public water supplier or Kansas Department of Health and Environment (KDHE) announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.

Fort Hays State University’s Kansas Wetlands Education Center will host several drop-in events on Thursday, Dec. 26, and Friday, Dec. 27.

The December WILD program will take place on Thursday at 10 a.m.&nbsp;in the KWEC Classroom. Participants will learn more about the animals behind common tracks and will have the opportunity to make a plaster track ornament to take home.

Weather permitting, participants will look for tracks and evidence of Cheyenne Bottom's winter residents along the nature trail. WILD is a monthly series for school-age kids and their families. The mission is to get kids outside exploring and off their devices. No registration is required for this free activity.&nbsp;

Then, on Friday from 1-3:30 p.m., participants can experience the Science, Technology, Engineering, and Math of winter trees through a variety of hands-on interactive activities.&nbsp;Come out for an afternoon of adventure, a come-and-go event.

Get your winter break wiggles out and join us for a fun and educational Drop-in STEM day with a winter trees theme. This event is perfect for curious minds of all ages.

Science - Mistletoe - Decoration or Parasite? - Discover the fascinating world of mistletoe. Why do people kiss under it? Sometimes shotguns are used for harvesting mistletoe, and their berries can explode, ejecting seeds up to 60 mph.

Technology - Create your own spinning Christmas tree to take home. The simple electronics of this project will wow your kids until they go back to school. In a bonus technology station, we'll explore our Cheyenne Bottoms Chronolog, following a time-lapse of one particular tree in the marsh.

Engineering - Use a hammer, wood, nails, wheels, and axles to construct the classic truck carrying a tree.

Math - Learn how to measure the height and diameter of a tree and understand how much lumber can be harvested.

Take home STEM kit - Continue the learning fun at home. Get a special STEM kit to grow your own crystal tree over your winter break.

KWEC to host winter break activities

City Manager Toby Dougherty announces the appointment of Jarrod Kuckelman as the new assistant city manager for the city of Hays. &nbsp;

Kuckelman is the management analyst for the city of Hays, serving in this capacity since June 2023. &nbsp;Prior to his employment with the city of Hays, Kuckelman worked for the Unified Government of Wyandotte County and Kansas City, Kansas.

He is a native Kansan, growing up in Macksville. Kuckelman graduated from the University of Kansas with a master's of public administration.&nbsp;

In announcing the appointment, City Manager Dougherty stated, “Jarrod has proved a valuable asset to the organization and has thrived in his current position. &nbsp;As assistant city manager, he will take the lead on economic development and housing incentives.” &nbsp;

City of Hays hires new assistant city manager

For the month of&nbsp;November 2024, the Ellis Police Department responded to&nbsp;182&nbsp;calls for service, conducted&nbsp;58&nbsp;traffic stops and issued&nbsp;8&nbsp;traffic citations. 6 out of the 8 citations were due to speeding. The highest alleged speed was 27 miles per hour over the limit.

The Ellis Police Department also conducted several felony and misdemeanor investigations, resulting in&nbsp;2&nbsp;adult arrests.

The following adults were arrested in&nbsp;November by the Ellis Police Department:

On 11/09/2024, Brian Cooper was arrested on suspicion of&nbsp;Criminal Threat and Disorderly Conduct. He was booked into the Ellis County Jail.

On 11/27/2024, Nathan Harwick was arrested on suspicion of Aggravated Assault with a Deadly Weapon (x2), Aggravated Assault on a Law Enforcement Officer, and Criminal Threat. He was booked into the Ellis County Jail.

All suspects are considered innocent until proven guilty.
