With all of the attention being focused on the proposed “Value Them Both” constitutional amendment, Kansas voters may be wondering what else will be on their ballots this Aug. 2.

Kansas’ party primaries will be on that ballot. Voters must be registered as members of a particular party in order to vote in that party’s primary. The last date that one may change one’s party registration this year was back on June 1. Voters registered as unaffiliated may change their party affiliation at the polls and then vote in that party’s primary.&nbsp;&nbsp;From then onward, they will be registered as members of that party unless they choose to change it again, in which case they must do so by the next deadline.

Many Kansans will find themselves voting in new districts this year.&nbsp;&nbsp;Centered on Johnson County, the KC-area Third Congressional District loses most of Wyandotte County to the Second and gains the rest of Miami along with all of Anderson and Franklin Counties.&nbsp;&nbsp;The Second District loses Lawrence (but not the rest of Douglas County) to the “Big First” district of central and western Kansas, while several counties in east-central Kansas move from the Big First to the Second.&nbsp;&nbsp;There are numerous changes to the statehouse maps as well.

State house and state senate primaries are quieter this year than in the recent past, for several reasons.&nbsp;&nbsp;First, most moderate Republicans have now switched parties or left politics altogether.&nbsp;&nbsp;Second, this year’s redistricting complicated early candidate filing by making it difficult to determine one’s new district until the last minute.&nbsp;&nbsp;Finally, the heavy publicity given to the constitutional amendment is crowding out attention to the primary races.&nbsp;&nbsp;One notable exception—Wyandotte County Representative Aaron Coleman faces two Democratic primary opponents, both Latina women.&nbsp;&nbsp;Elected at 21 years old, Coleman is vulnerable after facing numerous charges of domestic abuse and battery.&nbsp;&nbsp;However, his two opponents may split the opposition vote.

Attorney General Derek Schmidt has no serious opposition to become the Republican nominee challenging Governor Kelly, who in turn is unopposed in the Democratic primary.&nbsp;&nbsp;Instead, the primary race to watch is the GOP contest for Attorney General.&nbsp;&nbsp;Perennial firebrand Kris Kobach faces challenges from State Senator Kellie Warren and former federal prosecutor Tony Mattivi.&nbsp;&nbsp;All stress their conservative credentials, including opposition to numerous Biden Administration initiatives (some of which they mischaracterize), and a promise to “get tough on crime.”&nbsp;&nbsp;A lawyer from Johnson County, Warren promises to avoid Kobach’s missteps.&nbsp;&nbsp;Her experience is mostly in civil law, while Mattivi’s is in criminal law.&nbsp;&nbsp;These two risk splitting the anybody-but-Kobach vote and allowing him to win, a repeat of the 2018 gubernatorial primary.&nbsp;&nbsp;Most observers think that that Kobach will be the most vulnerable to unopposed Democratic challenger Chris Mann, who has experience as both a law enforcement officer and an attorney.&nbsp;&nbsp;

There is also a race for Secretary of State, a job which includes overseeing elections.&nbsp;&nbsp;Republican incumbent Scott Schwab appears to have the edge over “Big Lie” proponent Mike Brown, who falsely claims that widespread election fraud changed the results of the 2020 Presidential election.&nbsp;&nbsp;Schwab carefully threads the needle by stating that no such fraud occurred&nbsp;in Kansas—which is true, but he neglects to mention that it did not occur in other states, either.&nbsp;&nbsp;Big Lie proponents have caused major disruptions in Michigan and other state primaries this year.

As things wind down toward Aug. 2, expect advertising and candidate appearances to heat up, fighting to steal a little attention from the proposed constitutional amendment.

Three-day weather outlook

RUSSELL — Fifty images depicting the U.S. armed forces now are depicted on a 66-by-20-foot mural on the side of the American Legion in Russell.

The mural by artist Buck Arnhold, a native of Hays, depicts the trench warfare of World War I, a tank battle during World War II, the Delta battles of Vietnam, and the air, sea and land conflicts of the war on terrorism, as well as service members who served during those wars.

The armed services mural is one of three that Arnhold has undertaken since the beginning of June in Russell.

Murals now grace two sides of the American Legion, 315 N. Main. The other highlights American Legion baseball.

Arnhold is working on a third mural honoring firefighters on the side of Russell fire station, 815 N. Maple.

The main baseball player on the American Legion mural is 17 feet tall. The smaller players are almost 5 feet tall. The entire mural is about to 20 by 30 feet. 

The project was organized by Patty Driscoll of the Russell Original Art Review, also known as ROAR.

Funding for the murals was provided by ROAR, Dane G. Hansen Foundation, Russell County Area Community Foundation and private donors.

ROAR-commissioned murals grace several other buildings in Russell, including the Russell Public Library, VFW and buildings at Eighth and Main and Ninth and Main.

"My major goal for this whole project was to do something so good that it would bring people off the interstate to see it," Arnhold said. "Plus I really wanted Russell to be proud of having the murals on their Main Street." 

The fire station mural, which is 8 by 12 feet, depicts firefighter jackets and boots with some antique fire equipment. It also features the hat of a former fire chief who died in the line of duty. The corner will include an antique fire cart.

Arnhold is a resident of Olathe. He earned his BA, MA and MFA in art from Fort Hays State University. Arnhold, 70, began his career painting signs in Hays. 

"I didn't have the guts to be a fine artist so I was doing signs and murals and graphics — you name it — race cars, pulling trucks and oil field trucks," he said.

He eventually moved to Kansas City and worked painting murals for a grocery co-op. The co-op had locations in 22 states. He painted murals of farm scenes and pharmacies. He also carved items, including 12-foot steaks out of foam.

To pass the time, Arnhold began drawing Bo Jackson portraits. He traded one of the portraits for some baseball cards for his son. The portrait led him to do some banners for the Chiefs. He did work for Derrick Thomas and Neil Smith.

Arnhold's wife was a teacher and that led him to do scores of murals at schools, including the Indians in the Hays High School gym and wrestling room and a falcon at what was then Felten Middle School. 

He will be painting a mural at his grandson's school in Lenexa when he returns to Olathe.

"[I like] the challenge," he said of painting murals. "It's not easy. It's a big animal."

Arnhold started on the Russell murals at the beginning of June and has only taken two days off during that time. On Tuesday, he said he hoped to be finished with all three murals by Sunday.

He has been working long days from early in the morning to the early evening, bearing 100-plus degree heat.

"The first two weeks I was on this, I go, 'Are you nuts or something?' " he said. "I was on it and it was hot out. I was fighting those first three [figures] until I got the mojo going. 'Man, you almost bit off more than you can chew this time.' "

The intense sunlight also made it difficult to get an accurate read on the colors in the images, he said. He used a piece of cardboard to help shade the areas he was painting.

He's stayed with Patty Driscoll and her husband, Jerry. He said that has made being away from home so long a little more bearable.

In addition to the heat, the surface of the American Legion building has also been a challenge. Arnhold considered painting a base coat of enamel on the surface, but Driscoll encouraged him to incorporate the original color of the brick into the murals. He said he was glad he agreed.

The mortar between bricks also proved to be a challenge in creating the images. 

"See how the mortar messes you up," he said. "Notoriously the eye or the mouth would be on the mortar. You've got to play with that.

"I would be working on a face and be this far from it and think I got it, and then I'd drop the lift down and get on the ground and come back and go, 'Oh no.'"

Arnhold has no plans to stop painting. He's never been in a gallery, but he's been able to create art and travel.

He has retired from working at Associated Groceries, where he painted grocery store murals for years.

"I retired as an artist with a pension and a 401(K)," he said, adding that does not happen for artists all that often.

New veterans, baseball, firefighter murals part of Russell cityscape

Funds will support ‘hard work’ by volunteers&nbsp;

K-State Research and Extension&nbsp;

MANHATTAN — Updating park benches or adding a sign to the outskirts of town may seem like small steps, but in some rural Kansas communities they are part of a bigger effort to enhance the quality of life for the area’s citizens. 

For their work, several Kansas communities have been honored with funding awards for 2022. The awards were given by the Kansas PRIDE program, a partnership of K-State Research and Extension, Kansas Department of Commerce, Kansas Masons and Kansas PRIDE, Inc. 

Through the program, communities identify what they want to preserve, create, or improve for the future. Volunteers form a local PRIDE organization that works with K-State Research and Extension and the Kansas Department of Commerce to accomplish its goals.   

“Kansas PRIDE is a volunteer-led organization. These grants allow an opportunity to fund the hard work the volunteers provide in their communities and the state,” said Jaime Menon, Kansas PRIDE program co-coordinator. “Each community has its own unique structure, culture, and assets, and Kansas PRIDE volunteers work to bring out the best in their communities and promote what they have to offer. Through the work of these volunteers, Kansas communities continue to thrive and be a great place to live and raise a family.” 

Kansas PRIDE Community Growth Grants of up to $200 each were awarded to the following two communities and their projects: 

Portis – Project materials for updating city park benches for safety and beautification. Scranton – for IRS 1023 EZ form fees reimbursement.

Kansas PRIDE Community of Action Grants were awarded to four local PRIDE organizations for the following projects: 

Grainfield – Li’l Hawks Village Daycare ($2,000). Highland – Degginger as a Destination and Photo Stand-In Project ($1,425). Leonardville – Holiday display project ($1,425). Toronto – Public entrances/fire exit updates ($2,000).

According to Menon, the Community of Action grant offers a one-to-one match with communities that can provide funding up to the maximum amount of $2,000 per project for PRIDE Communities that qualify. Community of Action grant applications are available in two rounds of funding per year. 

Community Promotion Grants are made available through the Kansas PRIDE program’s partnership with the Kansas Masons. This year’s grants were awarded to:

Highland – Event promotions and signage ($830). Ozawkie – Ozawkie PRIDE informational signage ($996.96).

NW Kan. communities among PRIDE program grant winners

With the Aug. 2 primary election just weeks
away, the Ellis County Attorney is reminding residents of the rules regarding campaign
signs, advertisements and apparel in and around polling locations.

In a press release Wednesday, Ellis County Attorney Robert
Anderson Jr. aimed to clarify the Kansas law regarding electioneering.

“Given the polarizing nature of the 'Value Them Both
Amendment,' which will be voted on August 2, 2022 (early voting beginning
Monday, July 18, 2022), I felt it necessary to educate the public on the most
common violation of our election laws: 'Electioneering.' "

Anderson said the most common form of electioneering are

The Hays Area Planning Commission is scheduled to conduct a public hearing at 6:30 p.m. Monday for a rezoning request from the city of Hays.

The&nbsp; city purchased the additional property  at 1732 W. 41st Street around a city water well and booster&nbsp;station several years ago with future development of a fire station in mind.&nbsp;

The property has always been in agriculture production and is currently zoned A-L Agriculture
District. The request is to change the zoning to P-I Public and Institutional District.

SYRACUSE — It was a dramatic few weeks and one of the bigger moments got missed. 
Dakira Limon is a lifeguard at the Hamilton County pool and a hero.&nbsp; An
 SHS graduate headed to Colby Community college for the animal science 
program. It is her fourth year as a lifeguard at the Hamilton County 
Swimming Pool. And on Monday, June 13, all her training kicked in. As
 she was keeping watch in the deep end, she saw a young boy go off the 
diving board. But something was off. He began sinking toward the 
bottom.&nbsp; Dana Gould was on the scene that day and commented, “As a 
mother at the pool I’m always watching to see that the guards are doing a
 good job. Dakira was amazing. She fearlessly jumped in and pulled that 
boy up from the bottom of the deep end! I was so proud of her. She 
represented the guards so well. It’s such an important job and as a 
community we need to feel confident that the pool is taking their job 
seriously. I really appreciate the leadership and management of the pool
 this summer.” She followed her training.&nbsp; She blew her whistle 
jumped in and saved the young boy. &nbsp;Afterward she was emotional, worn&nbsp; out from the high temperatures and the adrenaline rush.&nbsp; Dakira said, “After the adrenaline wore off, I was worried and scared, hoping he would be OK.” EMS was on the scene. David Stimatze, a 16 year veteran of EMS, “She did a great job. She did what they are trained to do.” Mom,
 Carol Limon. said, “In my book she is a hero. She handled it like she 
was trained to. And if it was any other guard I would want them to have 
that recognition too.” This didn’t slow Dakira down. She took a short
 break to gather herself and got back on the stand. “I love being with 
the community. And the people I work with!”

SW Kan. lifeguard hailed as a hero after saving young boy

With the temperature at 102 degrees and climbing at 1:30 p.m. Friday, the National Weather Service has issued a heat advisory, which will remain in effect until 7 p.m.

A high of 108 degrees is possible in the Hays area, and the NWS said the mercury could reach up to 110 degrees in some areas.

Aside from a slight chance of rain or showers late Saturday night, the heat wave is expected to continue through next week, with highs of 99 to 104 projected through Thursday.

The NWS advised residents to drink plenty of fluids, to stay inside and out of the sun, and to check on relatives and neighbors — and reminding that young children and pets should never be left in an unattended vehicle.

Four HaysMed clinics have added new providers recently.&nbsp;

Tiffany DeWitt, APRN has joined the Urology Clinic. DeWitt graduated from Tabor College with a bachelor’s degree in nursing. She obtained her master’s of science in nursing, family nurse practitioner degree from United State University.

New to the Pediatric Clinic is Kaitlin Robben, APRN. She graduated with a bachelor’s degree in nursing from Fort Hays State University and a master's in nursing, family nurse practitioner from Walden University, Minneapolis Minnesota.

Danielle Spencer is the new physician assistant in the Cancer Clinic. She received her bachelor’s of science degree from the University of Kansas and her master’s of science in physician studies from Wichita State University.

HaysMed clinics introduce new providers

Hays city commissioners Thursday night approved 26
recommended changes to the city’s Unified Development Code, which was adopted
six years ago.&nbsp; 

Public Works Director Jesse Rohr said the UDC is a “living,
breathing document” and to expect more updates in the future.

“We want to be able to provide flexibility for
developers, builders, contractors, and citizens as they do projects," Rohr told the commission. "We fully intend to relax regulations and
remove barriers to building and different projects, and overall, lessen the
need for interpretation.”

The&nbsp;UDC codifies the city’s land use through zoning and subdivision regulations.

The recommended changes were made in the areas of zoning, signage, landscaping and a miscellaneous category,&nbsp;following earlier approval by the Hays Area Planning Commission.

“We want to made sure we are protecting what
needs protecting and getting out of the way when we can get out of the way,” said Toby Dougherty, city manager.&nbsp;

One area where the city will "get out of the way" is window sign regulations. All references to window signs will be removed.

"A lot of businesses do signage in their front windows. You'll see it downtown. You'll see it on Vine Street. The signs are changed frequently a lot of times.&nbsp;

"We don't see any reason to enforce that sort of thing, inside the business, in the windows," Rohr said.&nbsp;

A change that was discussed extensively by the planning commission, according to Rohr, was rear yard setbacks in residential areas.

"We are proposing to reduce, in most cases, rear yard setbacks for residential properties to 15 foot. There's some cases now where it's 20 foot, some where it's 25 foot.

"We want people to be able to build on that property as much as they can. Lots are expensive. Housing is expensive. If we can make a change like this that will allow them to maximize building on the lot, that's what we'd like to do."&nbsp;

The changes were identified by Planning and Development Superintendent Curtis Deines and his staff, with input from developers, contractors and builders.

After several discussions, the planning commission conducted a public hearing in 2021 about the proposed changes. The city commission reviewed those changes at two work sessions.

"This gives me confidence that enough people have looked at this," said Vice-Mayor Michael Berges.

JOPLIN, Mo. — Former Hays High standout golfer Tradgon
McCrae recently won the Ozark Amateur at the Schifferdecker Golf Course in
Joplin, Mo., July 9 and 10.

McCrae won the title on the second playoff hole after rounds
of 65 and 68 in the 36-hole event.

McCrae, a native of Plainville, graduated from Hays High School
then played for two seasons at Hutchinson Community College before transferring
to Missouri Southern where he will begin his senior season this fall.

By JONATHAN ZWEYGARDT Hays Post The region is bracing for several more days of near record
heat, a weather pattern meteorologists say could last several days.

Both National Weather Service offices in Dodge City and
Goodland have forecast 100 degree temperatures for the next seven to 10 days
for the western half of the state. Officials with the Goodland office said
several locations in western Kansas could come close to setting new record high
temperatures.

Meteorologist Dan Holiday with The Storm Report said the
current weather setup is not unusual for this time of year but the temperatures
are above normal.

“Typically this time of year, we would be in the 90s for a
high, but we are soaring well above average,” Holiday said.

He said a high pressure ridge centered over the four
corners region of Colorado, Utah and part of Arizona and New Mexico is
expanding into the plains.

“When that happens, it brings that much warmer, dry air,” Holiday
said. “It will be sending temperatures into the triple-digit range.”

Holiday said the Hays area could even see temperatures between 105 and 110
on Friday.

There is a weak cool front that is expected to move into the
region Saturday but Holiday said the relief will be short lived with
temperatures climbing back into the 100s.

“That stretch of Sunday into Tuesday (or) Wednesday of next
week looks very hot,” Holiday said. “We already have an exceptional drought
over parts of west-central and southwest Kansas, (and) it just doesn’t like we’re
going to get any type of a break here throughout the next seven to 10 days.”

Holiday said that the Climate Prediction Center says the
above average temperatures and below average precipitation is expected to continue
through the month of July.

He said if the high pressure system were to shift a little to the south and west, the area could see a change in the weather pattern that could bring
much-needed rain along with thunderstorms out of the high plains of Wyoming
and Colorado and into northwest Kansas.

&nbsp;The current round of
hot weather doesn’t have the high humidity with it like earlier this
year, according to Holiday. He said there are still dangers surrounding the
near record high temperatures.

Ellis County Emergency Services Director Danita Schroeder said
that while most people across the region are acclimated to the hot weather,
it’s still important to be on the lookout for the symptoms a person is getting
overheated.

Those symptoms include muscle cramps, which Schroeder said
usually is a sign of dehydration or not taking in enough fluids.

She also said people she be mindful of the symptoms of heat
exhaustion.

“You’re sweaty, you’re dizzy, you’re nauseated, you may be vomiting (and) sometimes they pass out” Schroeder said. “In that case, get inside, get
some fluids (and) try to cool down.” 

Schroeder said to place wet towels on the back of the neck or
armpits and sit in front of a fan.

If the condition is bad enough, you could possibly experience
a heat stroke.

“A heat stroke is when they pass out completely. They may
have seizures, and they may be extremely disoriented,” Schroeder said.

Schroeder said placing icepacks on the back of the neck or
armpits can help with a potential heat stroke as well.

If the symptoms don’t improve and the person is still vomiting
and disoriented, that is the time to call an ambulance or get to the hospital,
Schroeder said.

Schroeder said during the periods of extreme hot weather they
stress the importance of water.

“Drink lots of water,” Schroeder said. “I don’t know how to
stress that enough … just drink plenty of fluid.”

They also encourage people to avoid being outside during the
peak hours of the heat.

“We try to encourage people to do their work outside in the
mornings,” Schroeder said. “If it's really hot outside in the afternoon, just
stay inside.”

Take precautions: Hot weather to last for several days

Popping out of the otherwise urban scene of railroad tracks and parking is a vibrant plains scene, which is the latest <a href="https://hayspost.com/posts/c249f967-7e8d-4a80-897e-25bccb78992e">Brush the Bricks</a> downtown mural.

The mural, on the north side of the Golden Q, 809 Ash, is by Dennis Schiel. With giant bees, butterflies and a frog on a swing, Schiel said the artwork is more whimsical than some of the other murals he has painted in Hays. 

He has also painted murals on the side of the Fox Theatre, VFW, S&amp;W Supply and the <a href="https://hayspost.com/posts/274e05fe-f437-4c8a-95f7-2d33bdfb4c44">Arc of the Central Plains</a> buildings. The latter two murals were part of the Brush the Bricks project.

Schiel's newest mural, which is 16 by 55 feet, includes the word, "Hays," in letters about 8 to 9 feet tall. It also features sunflowers, a bison and corn.

He said he always tries to include a bison in his murals, which can also be seen on his Fox Theatre mural and the "Three Amigos" mural on the S&amp;W Supply building.

The mural is not quite done. The word "Hays" will contain the mascots of all the schools in the Hays, including a Fort Hays State University tiger, Hays High School Indian, NCK Tech bull and the TMP bison.

The mural was started in June and should be completed by the end of July, Schiel said.

<a href="https://hayspost.com/posts/6bb3bfe4-ed00-43eb-87ed-eee70888ac9a">Last summer Matt Miller painted a homage to the Native people of the Plains, which was also as part of the Brush the Bricks project.</a> That mural is on the north side of State Glass Co., 421 Main.

Miller will be painting another mural for the project on the side of Sake2Me, 803 Fort, starting yet this summer. That mural will depict a Chinese dragon.

Schiel will be directing a third mural project this summer as part of the Brush the Bricks project, which will be on the north side of the Midland Marketing building, 219 E. Ninth.

This project will involve community volunteers, both novice and professional painters working on the mural together.

Brush the Bricks will be paying for paint and supplies.

"I will kind of draw it out, " Schiel said. "I usually never draw something out, and it will be more like a paint by number."

Schiel said he will teach novice painters and let professionals paint in their own way.

"It'll be fun for the person to paint," he said. 

The mural will depict an agricultural scene, including a barn and cattle.

Most of the painting times will likely be on the weekends or evenings, probably between 6 and 10 p.m., to allow more people to participate. Portions of the mural can only be done by adults because they will have to be on a scissor lift.

PHILLIPSBURG — A new face will entertain at this year’s Phillipsburg rodeo.

Matt Merritt will be “clowning around” at Kansas Biggest Rodeo Aug. 4 to 6.&nbsp;

The Olin, N.C., cowboy has been entertaining at rodeos for the past twenty-plus years. He’s worked some of the PBR’s biggest events and at western events across the globe, including in Canada, Australia and New Zealand.&nbsp;

 </figure>News releasePHILLIPSBURG — A new face will entertain at this year’s Phillipsburg rodeo.Matt Merritt will be “clowning around” at Kansas Biggest Rodeo Aug. 4 to 6.&nbsp;The Olin, N.C., cowboy has been entertaining at rodeos for the past twenty-plus years. He’s worked some of the PBR’s biggest events and at western events across the globe, including in Canada, Australia and New Zealand.&nbsp;He never competed in rodeo as a kid, but grew up around it, with friends who rode bulls. His dream wasn’t to compete, it was to entertain. “I’ve never been anything other than an entertainer or clown,” he said. “That was my spot in rodeo.”His “spot” includes making fans forget their problems for two and a half hours during the rodeo.&nbsp;“When I’m telling a joke or doing something entertaining, I look up in to the stands and see everybody laughing, and I know they aren’t thinking about their bills or their problems at work. It’s kind of cool that I get to take people’s worries away.”&nbsp;And he’s done well in rodeo, having worked some of the biggest shows in the country: The American, Rodeo Salinas (Calif.); Nampa, Idaho; Casper, Wyo.; and Fort Worth, Texas, as well as numerous prestigious PBR events, including the PBR Canada Finals, the PBR Australian Finals, and the PBR Velocity Tour Finals.&nbsp;Merritt married his wife Bonnie in 2004; they have two daughters, Ruia, age thirteen, and Etta, who is nine. Bonnie competed in barrel racing, pole bending, goat tying and cutting in high school, and their daughters are starting their own rodeo careers. Ruia has a liberty act that she takes to rodeos, and Etta is learning to roman ride and trick ride.&nbsp;He couldn’t do what he does without his wife, he said. She helps with all the behind-the-scenes logistics, helping set up the camper, making sure the frig is full of groceries, and all the day-to-day tasks that need to be done.&nbsp;While Merritt is on the road, Bonnie is home taking care of everything. The family has a small working ranch near Olin, N.C., and she takes care of the livestock and the kids. “She works a lot harder than I do, keeping it all up.”&nbsp;In his spare time, Merritt loves to hunt and fish. He’s fished the “miracle mile” in Wyoming, in Australia, and all over the southeast. “I stay consumed,” with hunting and fishing, he said.&nbsp;Merritt will provide the comedy and the laughs during each night of Kansas Biggest Rodeo from Aug. 4 to 6 in Phillipsburg. Rodeo performances start at 8 p.m. nightly.
