DEDHAM, Mass. (AP) — A judge ruled Wednesday that a 93-year-old former&nbsp;<a href="https://apnews.com/article/theodore-mccarrick-ex-cardinal-scandal-989fb97f4f0cad8c4926e8cb795ba2bf">Roman Catholic cardinal</a>&nbsp;is not competent to stand trial after both prosecutors and defense attorneys determined he suffers from dementia, and dismissed charges he sexually assaulted a teenage boy in Massachusetts decades ago.

<a href="https://apnews.com/article/lifestyle-religion-sexual-abuse-by-clergy-53924dd479cab20f7a11cb7eb47f686d">Theodore McCarrick</a>, the ex-archbishop of Washington, D.C., was defrocked by&nbsp;<a href="https://apnews.com/article/pope-francis-east-timor-vatican-city-religion-728a5af6ec4d36e54794a761fddd3fc4">Pope Francis</a>&nbsp;in 2019 after an internal Vatican investigation determined he sexually molested adults as well as children. The case created a credibility crisis for the church, as the Vatican had reports from authoritative cardinals dating to 1999 that McCarrick’s behavior was problematic, yet he became an influential cardinal, kingmaker and emissary of the Holy See’s “soft diplomacy.”

McCarrick moved to the St. Fidelis Friary in Victoria in 2018. He moved from northwest Kansas in January 2020.

The once-powerful American prelate faced charges that he abused the teenage boy at a wedding reception at Wellesley College in 1974.

During Wednesday's hearing, a psychologist hired by the prosecution said she found significant deficits in McCarrick’s memory during two interviews in June, and he was often unable to recall what they had discussed from one hour to the next. Dr. Kerry Nelligan said she administered a number of tests on two occasions in June. As with any form of dementia, she said there are no medications that could improve the symptoms.

“It’s not just that he currently has these deficits,” Nelligan said. “There is no way they are going to get better.”

Without being able to remember discussions, he could not participate with his lawyers in his defense, she said.

McCarrick appeared via a video link during the hearing. He was slightly slumped in his chair wearing a light green shirt and what appeared to be a grey sweater vest or sweater around his shoulders. He did not speak during the hearing.

McCarrick has maintained that he is innocent, and&nbsp;<a href="https://apnews.com/article/lifestyle-religion-sexual-abuse-by-clergy-fe52aa3c7e9766599b191e14c7360752">pleaded not guilty in September 2021</a>. He was also&nbsp;<a href="https://apnews.com/article/cardinal-mccarrick-abuse-charges-wisconsin-4c931d1ef3faee7819633e5a8435dc17">charged in April</a>&nbsp;with sexually assaulting an 18-year-old man in Wisconsin more than 45 years ago.

In February, McCarrick’s attorneys asked the court to dismiss the case, saying a professor of psychiatry and behavioral science at the Johns Hopkins University School of Medicine had examined him and concluded that he has dementia, likely Alzheimer’s disease.

At that time, lawyers said McCarrick had a “limited understanding” of the criminal proceedings against him.

McCarrick, who lives in Dittmer, Mo., was charged with three counts of indecent assault and battery on a person over 14. He was not exempt from facing charges because the clock stopped on the statute of limitations when he left Massachusetts.

Mitchell Garabedian, a well-known lawyer for clergy sexual abuse victims who is representing the man accusing McCarrick, said in June that his client was discouraged by the prosecution expert’s findings.

“In spite of the criminal court’s decision today,” Garabedian said following Wednesday's hearing, “many clergy sexual abuse victims feel as though former Cardinal Theodore McCarrick is and will always be the permanent personification of evil within the Catholic Church.”

The Associated Press generally does not identify people who report sexual assault unless they agree to be named publicly, which the victim in this case has not done.

The accuser told authorities during a 2021 interview that McCarrick was close to the man’s family when he was growing up. Prosecutors say McCarrick would attend family gatherings and travel on vacations with them and that the victim referred to the priest as “Uncle Ted.”

Prosecutors say McCarrick abused him over several years including when the boy, who was then 16, was at his brother’s wedding reception at Wellesley College. The man said McCarrick also sexually assaulted him in a coat room after they returned to the reception.

Prosecutors say McCarrick told the boy to say the “Hail Mary” and “Our Father” prayers before leaving the room.

Ex-Cardinal, who lived in Ellis County, won't stand trial for sex abuse

The 988 Suicide and Crisis Lifeline has been in operation for a little more than a year.

A group gathered in Dodge City for a "Standing in the Gap: Rural and Frontier Access to Mental Health Care" summit last week and discussed the role the 988 crisis line plays in providing crisis intervention in rural Kansas.

<a href="https://namikansas.org/">The event was sponsored by the National Alliance on Mental Illness of Kansas, which is also known as NAMI</a>.

988 offers 24/7 access anywhere in the United States to trained crisis counselors who can help people experiencing mental health-related distress, according to the 988 resource materials.

Anyone can call or text 988 or chat on the 988 website at <a href="http://988lifeline.org">988lifeline.org</a>. You can call for yourself or for a loved one for whom you have concerns.

Within 988's first year of operation, it received more than 2 million calls, texts and chat messages, according to the Associated Press.

The new line, which was modeled to resemble the 911 emergency line, has seen an increase from the previous national suicide and crisis line.&nbsp;

<a href="https://hayspost.com/posts/60a1ade6-5f02-41ca-aa25-e492145a8db7">The 988 helpline registered 154,585 more calls, texts and chat messages during November 2022 compared to the old national lifeline in November 2021, according to the Associated Press.</a>

Substance Abuse and Mental Health Services Administration noted a 1,227 percent increase in texts, and veterans crisis services, which can be accessed through the 988, saw a 10 percent increase, according to the Associated Press.

"It's in its infancy, Clayton Levret, pharmacologist and PsychU presenter, said of the hotline. "I want to bring attention to how important it is to bring people together not just around 988 but also with the summit today and around the rural community and all of the other challenges that you face."

Sixty-five percent of nonmetropolitan counties don't have psychiatrists, Levret Sixty percent of rural Americans live in areas with mental health provider shortages.

Levret said through his research he found suicide happens within 11 minutes. If intervention can be achieved within that time, the thought process can be interrupted.

988 differs from 911 in that it is a crisis response line and not a dispatch line. If you need medical help or police, you still need to call 911.

However, Brooks Robertson of the Kansas 988 system, which is based out of Lawrence, said people do not need to be suicidal to reach out.&nbsp;

"One thing we found was people knew they were in crisis, but they didn't necessarily know if they could call it a suicidal crisis. They did not know if 988 was an appropriate space and an appropriate pathway for them," Robertson said.

"We really want to encourage folks who experience crises of all shapes, all sizes, whether that's a crisis related to substance use, whether that's a general suicidal crisis or a crisis related to mental health.

"If you are worried about someone else—someone you love, someone you know— and you want to know the best way to connect them to the best pathway to support, that crisis counselor on the other end of those three numbers will work with you as well."

988 is available regardless of age, which means resources are available for youth. Spanish-speaking crisis counselors are available. Those who are deaf or hard of hearing can use the chat or text options or use a relay service by dialing 711 and then 988.

Many people use 988 fully anonymously without giving their name, Robertson said.

For the phone line, 80 percent of the calls come from people who are 20 or older. On the flip side, 80 percent of the text contacts are from people who are younger than 20.

"There are so many different reasons why someone chooses one avenue of communication over another, whether that's ability or preference, but it really goes to show how having these different methods of preference for folks can really drive engagement and provide a space that is most comfortable for that person," Robertson said.

Calling 988 is not a cure-all, Robertson said.

"We want to reserve the space for people to call and not have the pressure to instantly become better today. A lot of people use 988 as a stopgap service between therapy appointments or other appointments they may have," Robertson said.

988 routes calls by area code. In a community like Hays, which is home to students from other states, calls may be routed out of state.

If you have an Ohio area code, your call will be routed to Ohio. That may make getting the caller connected to resources in the community for follow-up difficult, Robertson said.

That is why making people aware of local crisis lines through community mental health centers is also important, Robertson said.

"If you are in crisis, call 988," Robertson said. "You have a direct connection to a compassionate support person who will be able to work with you through de-escalation, assess safety for you in that moment, work with you on a collaborative safety plan and hopefully get that conversation to a place that next connection can be made with whatever resource needs to be.

"We also want to share that if you are looking for that direct connection and that local support, reach out to that local crisis line. That's going to be the best pathway to that local resource."

Robertson said 988 counselors will try to connect with local 911 if they believe callers are in immediate danger. However, if someone is directed out of state, making those connections can be much more difficult.

Despite its limitations, Levret said 988 is an important tool.

"The most important thing I can say today is 988 saves lives," he said.

988 Crisis, Suicide Lifeline fills gap in rural Kansas but has limitations 

TOPEKA&nbsp;– Kansas Tourism, a division of the Kansas Department of Commerce, today announced $117,780 has been awarded in the 2023 Tourism Marketing Grant Awards Program. The grants are designed to assist local tourism organizations or attractions in new or first-time innovative marketing initiatives.&nbsp;

Kansas Tourism will provide funding for 22 projects to enhance and expand advertising efforts to attract new visitors to Kansas and to their destinations.

“Supporting tourist attractions and unique local events across the state just makes good business sense,”&nbsp;Lieutenant Governor and Secretary of Commerce David Toland said. “Kansas benefits greatly from the $11.2B in total economic impact that the travel and tourism generates annually, and the Department of Commerce will continue providing marketing assistance that helps increase that impact.”

“We are proud to provide support to our dedicated tourism industry partners through these marketing grants,”&nbsp;Kansas Tourism Director Bridgette Jobe said. “Increasing visitation to these exciting destinations boosts local economies in a variety of ways.”

Applications were reviewed by a committee of Kansas Tourism representatives. Funding through this partnership with Kansas Tourism is intended to increase travel to tourism destination sites while enhancing the state’s image. This grant leverages Kansas Tourism’s resources and extends the marketing reach of local communities.

Russell, Great Bend among Kansas Tourism Marketing Grant awardees

HaysMed proudly announces that Chris Schumacher, RN, a dedicated nurse on the Acute Care Unit, has been awarded the Daisy Award for her exceptional commitment to patient care and her positive impact on the lives of those she serves.

Schumacher's dedication and efforts have truly made a difference in the lives of her patients and their families.

GREAT BEND - The Central Kansas Community Choir is recruiting singers for the fall 2023 season. Rehearsals will be held from 7-9 p.m. Monday evenings starting August 28 in the Morrison Chapel in the Fine Arts Building, Barton Community College.

Barton Community College sponsors the choir which strives to provide challenging performances of quality literature for the enjoyment of the residents of the central Kansas area. 

Choir membership is open to all singers high school age and above. Participants must have a choral singing background and be able to attend all rehearsals as the literature will be challenging and rehearsal time is relatively short.

Barton County residents and those in surrounding counties interested in participating can contact Barton Director of Choral Activities Dr. Eric Foley at&nbsp;<a href="mailto:foleye@bartonccc.edu">foleye@bartonccc.edu</a>&nbsp;or 620-792-9395.

After law enforcement searched a property in Park City, formerly owned by Dennis Rader, we have received inquiries related to the 1983 disappearance of Mary Lang. 

While the Kansas Bureau of Investigation, the Ellis County Sheriff’s Office, and the Hays Police Department will continue to explore all theories in this case, we do not presently have evidence that links Rader to this investigation.

The investigation remains ongoing, and we hope to one day provide answers to Mary Lang’s family.

LOGAN — The 45th annual Logan Labor Day Celebration at the Logan Golf Course, located 1.25 miles east of Logan on Highway 9, will be held Sunday, September 3. 

The Hansen Museum with funds from the Dane G. Hansen Foundation sponsors this annual family-friendly event. There is no admission fee.

The day kicks off at 11:00 a.m. with a sand volleyball tournament and the Dane G. Bales Jr. Memorial Car Show. The car show has been a highlight of the Labor Day Celebration since 1998. This year’s featured car is Gary McClanahan’s 1947 Plymouth. Make sure to get there before 4:00 p.m. to check out everything from classic coupes and beefed-up muscle cars to antique pickup trucks and flashy hot rods.

Get some exercise, see the sights, or win a prize at this year’s festivities. 

Let the kids run loose and find entertainment that will burn off some energy by jumping in the bouncy house or impressing their friends with awesome tricks on the bungee trampoline.

Logan Labor Day free celebration Sunday at Logan Golf Course

Three child care centers in Ellis County recently received grant funds to expand, but in-home providers are saying that expanding centers in Hays is leaving a glut of openings for their businesses.

Erin Gibson, an in-home child care provider in Hays, said she doesn't have any openings in her child care, but she knows plenty of local in-hone providers who do.

Gibson runs the <a href="https://www.facebook.com/groups/998005381328774">Ellis County Daycare Openings</a> Facebook page. Parents can find child care openings and contacts on this page.

She said she is seeing fewer parents on the page looking for care and more providers posting openings.

"I'm concerned for all of my fellow providers, who some of them have upwards of four openings that they can't fill," Gibson said.&nbsp;

Tia Miller, in-home child care provider, said she had three spots open recently but was able to fill two of them. She will have another spot opening next month.

When in-home providers have open spots in their child care businesses, their household incomes can be significantly affected, Miller said.

"It's stressful because we can't pay our own bills if we don't have our spots filled, and that's sad to see," she said.

Miller said Hays doesn't need any more new child care centers.

"I've spoken to other providers who have been doing this for 20-plus years, and they've contemplated shutting down because it is a struggle right now," she said. "You can't pay your bills if you can't fill your spots."

Andrea Hoss, in-home child care provider, told the Child Care Task Force of Ellis County at its monthly meeting Tuesday at least 21 providers in Ellis County have openings.

Child Care Aware of Kansas is the official tracker of child care openings in the state. It also serves as a referral service for parents who are looking for child care openings in their area.

As of last week, Child Care Aware was reporting a need for 500 child care spots in Ellis County. That service updates its data quarterly.&nbsp;Child care providers, including in-home providers, can update their information more frequently with the agency if they have openings.

This does not take into consideration the child care projects that are in the works but have not opened, Wasinger said.

Those pending projects include the new Learning Cross center, HaysMed's child care center, which is nearing completion, Holy Family's early childhood program, and The Grove's child care center.

Gibson said the providers she knows personally are keeping their profiles up to date with Child Care Aware.

Gibson and other in-home providers who contacted the Hays Post said Child Care Task Force of Ellis County needs to shift its focus to in-home providers and away from centers.

"What we are saying is that they need to pump the breaks on opening more centers and concentrate on filling the spots for in-home providers and the centers have," she said. "I think opening more would just cause a huge issue."

Both the state and local task force have engaged in ad campaigns to encourage more providers to enter the indusrty.

"I also feel we no longer have a crisis and the ads statewide need to stop," Jean Basgall, in-home child care provider, said. "There are now too many home day cares, and we can’t fill our open spots."

Sarah Wasinger, task force facilitator, said the task force has been seeking grants to support both in-home and center-based child cares. However, no grants have been available for in-home providers.

Miller said state grants were available during the pandemic, which she used to pay for cleaning supplies and outdoor play equipment for her child care business. However, those grants are no longer available.

The task force recently launched an in-home provider spotlight on its <a href="https://www.facebook.com/ChildCareTaskForceOfEllisCounty">Facebook page</a>.

It also is working with state and federal officials on issues affecting in-home providers.

Many local in-home providers take advantage of a federal food program. During the pandemic, all providers received the same reimbursement. However, now the program has reverted to its pre-pandemic model with a tiered system of payments.

Most local providers are receiving lower payments under this model.

Wasinger said the task force is preparing a letter to U.S. Rep. Tracey Mann, R.-Kan.; and U.S. Sens. Roger Marshall, R.-Kan, and Jerry Moran, R.-Kan., which will encourage them to vote to increase funding for the food program for child care providers.&nbsp;

The Farm Bill, which includes the child care food program, is under review this year, and Wasinger said lobbying Congress for improved funding is crucial this year.

Miller said inflation has increased the price of food for her child care but federal funds through the nutrition program have not increased proportionally.&nbsp;

"Most of us had to up our weekly tuition just to cover groceries," she said. ... "The food program helps but it definitely does not cover what we spend."

The task force also is working with state agencies and legislators to change state child care regulations.

Although local in-home providers may have spots available, they are usually unable to take children younger the age of 18 months. State regulations limit the number of children a provider can care for.&nbsp;

Children 18 months and younger are weighted so the provider has to reduce the number of children in their care.

Gibson and other in-home providers said they would like to see the infant age lowered to children younger than 12 months.&nbsp;

State child care regulations are under review for at least another 10 days. Wasigner urged providers, parents or anyone interested to comment on the regulations by following the link&nbsp;<a href="https://www.kdhe.ks.gov/280/Child-Care-Licensing">Child Care Licensing Regulation Review - Kansas Department of Health &amp; Environment</a>&nbsp;on the Ellis County task force's website.

Recommended changes are soon to be forwarded to the Kansas Attorney General and Kansas Legislature for review. Changes could take up to 24 months to implement, Wasinger said.

Gibson advocated for in-home child care as being a more home-like atmosphere compared to centers and in some cases more affordable.

"In my opinion, kids go to school long enough," she said. "They need a home environment where they can play and learn and socialize."

She will have another spot opening next month.When in-home providers have open spots in their child care businesses, their household incomes can be significantly affected, Miller said."It's stressful because we can't pay our own bills if we don't have our spots filled, and that's sad to see," she said.Miller said Hays doesn't need any more new child care centers."I've spoken to other providers who have been doing this for 20-plus years, and they've contemplated shutting down because it is a struggle right now," she said. "You can't pay your bills if you can't fill your spots."Andrea Hoss, in-home child care provider, told the Child Care Task Force of Ellis County at its monthly meeting Tuesday at least 21 providers in Ellis County have openings.Child Care Aware of Kansas is the official tracker of child care openings in the state. It also serves as a referral service for parents who are looking for child care openings in their area.As of last week, Child Care Aware was reporting a need for 500 child care spots in Ellis County. That service updates its data quarterly.&nbsp;Child care providers, including in-home providers, can update their information more frequently with the agency if they have openings.This does not take into consideration the child care projects that are in the works but have not opened, Wasinger said.Those pending projects include the new Learning Cross center, HaysMed's child care center, which is nearing completion, Holy Family's early childhood program, and The Grove's child care center.Gibson said the providers she knows personally are keeping their profiles up to date with Child Care Aware.Gibson and other in-home providers who contacted the Hays Post said Child Care Task Force of Ellis County needs to shift its focus to in-home providers and away from centers."What we are saying is that they need to pump the breaks on opening more centers and concentrate on filling the spots for in-home providers and the centers have," she said. "I think opening more would just cause a huge issue."Both the state and local task force have engaged in ad campaigns to encourage more providers to enter the indusrty."I also feel we no longer have a crisis and the ads statewide need to stop," Jean Basgall, in-home child care provider, said. "There are now too many home day cares, and we can’t fill our open spots."Sarah Wasinger, task force facilitator, said the task force has been seeking grants to support both in-home and center-based child cares. However, no grants have been available for in-home providers.Miller said state grants were available during the pandemic, which she used to pay for cleaning supplies and outdoor play equipment for her child care business. However, those grants are no longer available.The task force recently launched an in-home provider spotlight on its <a href="https://www.facebook.com/ChildCareTaskForceOfEllisCounty">Facebook page</a>.It also is working with state and federal officials on issues affecting in-home providers.Many local in-home providers take advantage of a federal food program. During the pandemic, all providers received the same reimbursement. However, now the program has reverted to its pre-pandemic model with a tiered system of payments.Most local providers are receiving lower payments under this model.Wasinger said the task force is preparing a letter to U.S. Rep. Tracey Mann, R.-Kan.; and U.S. Sens. Roger Marshall, R.-Kan, and Jerry Moran, R.-Kan., which will encourage them to vote to increase funding for the food program for child care providers.&nbsp;The Farm Bill, which includes the child care food program, is under review this year, and Wasinger said lobbying Congress for improved funding is crucial this year.Miller said inflation has increased the price of food for her child care but federal funds through the nutrition program have not increased proportionally.&nbsp;"Most of us had to up our weekly tuition just to cover groceries," she said. ... "The food program helps but it definitely does not cover what we spend."The task force also is working with state agencies and legislators to change state child care regulations.Although local in-home providers may have spots available, they are usually unable to take children younger the age of 18 months. State regulations limit the number of children a provider can care for.&nbsp;Children 18 months and younger are weighted so the provider has to reduce the number of children in their care.Gibson and other in-home providers said they would like to see the infant age lowered to children younger than 12 months.&nbsp;State child care regulations are under review for at least another 10 days. Wasigner urged providers, parents or anyone interested to comment on the regulations by following the link&nbsp;<a href="https://www.kdhe.ks.gov/280/Child-Care-Licensing">Child Care Licensing Regulation Review - Kansas Department of Health &amp; Environment</a>&nbsp;on the Ellis County task force's website.Recommended changes are soon to be forwarded to the Kansas Attorney General and Kansas Legislature for review. Changes could take up to 24 months to implement, Wasinger said.Gibson advocated for in-home child care as being a more home-like atmosphere compared to centers and in some cases more affordable."In my opinion, kids go to school long enough," she said. "They need a home environment where they can play and learn and socialize."

TOPEKA — The Kansas Supreme Court will conduct a special evening session November 14 in Dodge City as part of its ongoing outreach to familiarize Kansans with the court, its work, and the overall role of the Kansas judiciary.

The court will be in session from 6:30 p.m. to about 8 p.m. Tuesday, November 14, at Dodge City High School, 2201 W. Ross Blvd. It will be the Supreme Court’s first time to hold a docket in Dodge City in the court’s 162-year history.

The public is invited to attend the special session to observe the court as it hears oral arguments in two cases to be announced soon. After the hearing concludes, the justices will greet the public in an informal reception.

"Special sessions give Kansans an up-close look at how the judicial branch works," Chief Justice Marla Luckert said. "Watching an appellate argument helps people understand how courts resolve disputes and the steps that are taken to make sure court proceedings are fair and case resolution is based on a correct application of the law.”

Luckert said people generally understand the trial process because they may have been in a local courtroom as a juror or witness, or they may know someone who has been in court. But fewer people have seen an appellate court in action.&nbsp;

"Bringing arguments to communities throughout Kansas gives everyone the opportunity to learn how the Kansas Supreme Court decides cases," she said. "People who come to watch and meet us afterward tell us they gained a better understanding of the Kansas judicial system and its constitutional responsibility to fairly and impartially resolve disputes."

The Supreme Court has conducted special sessions outside its Topeka courtroom since 2011, when it marked the state's 150th anniversary by convening in the historic Supreme Court courtroom in the Kansas Statehouse. Since then, the court has conducted special sessions in Colby, Concordia, El Dorado, Emporia, Garden City, Great Bend, Greensburg, Hays, Hiawatha, Hutchinson, Kansas City, Lawrence, Manhattan, Overland Park, Parsons, Pittsburg, Salina, Topeka, Wichita, and Winfield.

Kan. Supreme Court to conduct special evening session in western Kansas

The Ellis County Historical Society’s 2023 Phase 2 plans for
the red brick church renovation are currently on schedule with the
ADA-accessible basement bathroom completed. 

The exterior accessibility along with a curator lab
renovation is scheduled for fall and winter 2023. 

The HVAC system, desperately needed for the protection of the society's artifacts and archives, is on order and will be installed in conjunction
with each floor’s remodel.

"None of this would have been possible without our
community’s belief in both our mission and our ability to – once again –
achieve our mission," the press release from the society said.

"Chief among those impressed with the current leadership and
direction at ECHS is the Board of the Schmidt Foundation. It is an immense
honor to announce ECHS’ receipt of $350,000 from the Schmidt Foundation. These
funds are part of a substantial grant received over the next five years. The
impact of this gift cannot be overstated," the press release said.

This is capital expenditure money that will not only help
with the work in the brick church but will help renovate the Victorian-era house and the stone church. It is a monumental gift that will fuel the society's future
expansion plans at its Hays campus.

Beginning Tuesday, August 29 at 8:00 a.m. through Wednesday, August 30 at 5:00 p.m. 

Proseal Inc will begin application of an asphalt rejuvenator on various streets throughout the city. 

The asphalt rejuvenator application is a preservative seal that is used on newer asphalt streets that do not yet warrant more advanced treatment. 

On the date scheduled for treatment, all cars need to be moved from the street by 8:00 a.m. 

Streets being sealed will be partially closed for a short duration during the time of the application. 

Access can be achieved in cases of emergency. Parking on adjacent streets is recommended during the daytime.&nbsp; 

Parking in driveways is okay if you DO NOT plan on moving the vehicle during the daytime hours. 

After application, the surface should not be driven on until the fine overlay of sand is applied.&nbsp;

 If tracked upon before curing is complete, the product may stain surfaces such as concrete, carpet, or flooring if tracked from construction areas.&nbsp; 

Please have all lawn watering devices turned off the evening before the scheduled date.&nbsp; Please help keep the streets clean and dry for a smooth and lasting project.&nbsp;

 Traffic control will be set in areas of work being completed and picked up by the end of the work day.&nbsp;
