The Heartland Community Foundation is excited to announce that applications are&nbsp;now open for the 2025-26 Youth Action Council (YAC), a leadership and enrichment program for&nbsp;high school students in Ellis, Rooks, and Trego counties.

&nbsp;The YAC program aims to empower young&nbsp;people to be involved in community decision-making, cultivate a spirit of philanthropy, and instill a

Since December 2020, Heartland has granted over $100,000 to teen-led projects, and we want to&nbsp;continue supporting their efforts and empowering them to do even more. YAC members will have&nbsp;the opportunity to learn about generosity in a practical way by being generous and developing&nbsp;community projects.

There were 43 YAC members on the 2024-25 council from all eight high schools in Ellis, Rooks, and&nbsp;Trego counties.

&nbsp;Each county worked on a communitywide project. Those projects are ongoing and have provided exciting and important learning opportunities for members. Members also had the opportunity to review Heartland grant applications during the fall cycle. They completed a community service project in January, assembling 200 “birthday bags” to distribute to area food banks, providing all of the fixings needed to celebrate a birthday. 

Topics discussed each month have included leadership, fundraising, marketing, grant writing, and more. Members from 2024-25 council who have not graduated will be part of the 2025-26 council. Those who are graduating become part of a growing network of Youth Action Council alums.

“Joining YAC has allowed me to connect with students from other schools, creating a community where I can share ideas, tackle community projects and build friendships while being taught about the grant process. said Mia Coleman, a senior at Trego Community High School. Marlie Dobson, a senior at Plainville High School, added,&nbsp; “Being a part of YAC has brought me the best opportunities. My leadership and communication skills have grown tremendously in the last two years. I wrote&nbsp;and was awarded a grant to benefit my school. I love that I am able to help better my school and community.”

YAC meetings are held once a month during the school day for about an hour, rotating locations&nbsp;among individual high schools within each county. Twice a year, in August and January, the full&nbsp;council from throughout the Heartland area will come together to meet in a larger group in Hays.

The group will also be tasked with developing and volunteering for a service project.

In selecting new members, the Heartland Youth Action Council is looking for teens who:

● Care about their community and want to make a difference

● Are open-minded, critical thinkers who can discuss tough issues and creative solutions

● Demonstrate integrity and initiative in their actions and decisions

● Will be in 10th or 11th grade during the 2025-26 academic school year. 12th graders must be returning members.

● Reside in Ellis, Rooks, or Trego counties.

The expectations of Youth Action Council members are as follows:

● Attend a Youth Action Council orientation in Hays during early August.

● Attend a monthly meeting during the school day in your home county in September,&nbsp;October, November, February, March and April by zoom or in person.

● Attend a Youth Action Council retreat in Hays in January.

● Actively participate in discussions and activities.

● Be an advocate for the Youth Action Council, the Heartland Community Foundation, and the&nbsp;youth in our community.

Applications open for 2025-26 Heartland Community Foundation Youth Action Council; Deadline May 9

In observance of Older American’s Month, Northwest Kansas Area Agency on Aging (NWKAAA) will be hosting its annual “Information Day” for older Kansans and caregivers on Wednesday, May 7.&nbsp;The theme this year is “Flip the Script on Aging.”

&nbsp;This event will be held at Big Creek Crossing (The Mall), 2918 Vine Street, Hays from 9:00 a.m. to 2:00 p.m. with bingo from 2:15 - 3:00 p.m. 

The day will include speakers, hands-on activities, vendor booths, door prizes and lots of giveaways. Enjoy complimentary coffee, donuts, hot dogs, chips, bottled water, and snacks while supplies last.

Something wicked this way comes—and it’s not what you think.

On Saturday, May 17, downtown Russell is flipping the script on small-town weekends with the debut of Wicked Fest—a full day of fun, races, live music, and activities for the whole family.

Think small-town charm meets festival vibes, all wrapped up in one action-packed day you won’t want to miss.

Born from a collaboration between the Wicked Wilson Gravel Race, Russell Main Street, Inc., and Russell County Leadership, Wicked Fest is all about one thing: bringing life, energy, and visitors to the heart of downtown. It’s more than a good time (though it’s definitely that, too)—it’s a celebration of local businesses, community pride, and the people who make this town move.

One of the most anticipated parts of the day is the Wicked Wilson Gravel Race, expected to draw around 100 cyclists to downtown Russell. Just west on I-70 from the gravel-famous Flint Hills lies a hidden gem—perhaps the best-kept secret in Midwest Gravel—the beautiful Smoky Hills of Russell County. These fast-rolling roads offer a challenge that won’t chew up your tires, with steep, relentless hills and stunning views waiting at nearly every summit. Riders will take on four “Ruler of the Mountain” climbs and experience a course full of diverse, engaging terrain from beginning to end. The 100k race will take off from downtown at 7:30 AM, followed by the 50k race at 8:30 AM. Registration is $99 for the 100k and $79 for the 50k. Expect wicked-fun aid stations, DNF wagons if needed, and a true grassroots race experience led by directors who care about building an unforgettable event. Riders will cross the finish line in the heart of downtown Russell—just in time to join the festival. The day kicks off at 9:30 a.m. with the 5K Suds Run and Kids’ Bike Race. If you’re picturing a traditional 5K, think again. In the Suds Run, racers stop for a drink before each lap—yes, an actual drink—before heading back down the path.

It’s part race, part party, and fully unforgettable. Every participant walks away with a commemorative T-shirt and serious bragging rights.

At the same time, Main Street comes alive with local vendors, food trucks, and craft booths, open through 3 p.m. Families will love the Kids’ Activity Zone, running from 10:30 a.m. to 3 p.m., complete with chalk art, crafts, games, a sand pit and a Touch a Truck experience.

For the adults, the beer garden opens bright and early at 9 a.m. in front of Chet’s Place, operated by Waudby’s Bar and Grill. You’ll also find Dry Lake Brewing Co. and Liquor Station serving up adult slushies and craft brews from their popups.

It’s the perfect place to cool off, catch up, and take in the downtown buzz.

At noon, the spotlight shifts to the live music stage, where Sam Shilts will bring the beats to Main Street. Then at 1:30 p.m., it’s game time with a cornhole tournament—a favorite for spectators and players alike.

ELLSWORTH COUNTY—A Kansas man died in a small plane crash just after 1:30p.m. Sunday in Ellsworth County.

The Kansas Highway Patrol reported a 1946 Piper Fixed Wing aircraft piloted by&nbsp;Thompson, Ronnie D.&nbsp;Thompson, 77, Goddard, was flying from Lucas back to Wichita.

Witness told the patrol the plane went down for no apparent reason near 4th Road and Avenue D, two miles east of Kansas 232.&nbsp; Thompson was pronounced&nbsp; dead at the scene and was transported to&nbsp; Parsons Funeral Home.&nbsp; The FAA and NTSB will investigate the incident.

BELOIT –&nbsp; Navarre Plagmann, from Sumner, Nebraska, is a talented welding student in the Fort Hays Tech | North Central Beloit welding program. 

Plagmann has been named a national finalist in the prestigious Project MFG National competition—a Department of Defense initiative designed to promote careers in manufacturing and skilled trades across the United States.

The competition challenges students to complete complex, real-world projects based on equipment and technologies used in government production.

This year’s focus was the M1 Abrams tank, while previous years featured aircraft such as the Corsair, SR-71 Blackbird, and the B-2 Stealth Bomber.

Plagmann’s ability to read and interpret blueprints and his mastery of welding processes earned him a spot among the nation’s top finalists. He will now advance to the national competition, which will take place in Big Rapids, Michigan. Each year, the location and project are different, ensuring the competition remains dynamic and rigorous.

“This competition really pushes your skills,” said Plagmann. “You have to know your craft inside and out, especially when you’re working on projects modeled after real military-grade equipment.”

The national round of Project MFG is professionally filmed and broadcast on YouTube through the Clash of Trades channel, which features a wide range of manufacturing disciplines, from CNC machining to welding. The series not only highlights the competition, but also aims to raise awareness about the importance of skilled labor in strengthening the nation’s economy.

Plagmann’s achievement places him among the top young tradespeople in the country, and his upcoming appearance on the national stage is a proud moment for both his community and school.

Reductions in federal financing of Medicaid could lead to downsizing by 5% to 15% the number of Medicaid enrollees in Kansas and trigger a decline of 22% in Medicaid funding to hospitals in the state. Kansas has two-dozen rural hospitals at risk of immediate closure. Shrinking federal funding to Medicaid could add to the burden of uncompensated patient care and threaten hospitals operating on narrow margins.

The findings were in a report released Tuesday by REACH Healthcare Foundation and United Methodist Health Ministry Fund, both health-related philanthropies serving Kansans. The report incorporated analysis from Manatt Health, which provides strategic, policy and legal advisory services in the health care industry.

Impetus for the projections was upcoming debate in Congress on a goal of cutting $880 billion in federal spending on Medicaid in the next decade.

“The data is clear and deeply concerning,” said David Jordan, president and CEO of United Methodist Health Ministry Fund. “We will all pay the price — higher costs, increases in local taxes and less access to care — to offset these cuts. It’s critical that lawmakers, health care providers, advocates and the people of Kansas recognize the consequences before it’s too late.”

United Methodist Health Ministry Fund is a statewide foundation that has worked since 1986 to improve the health of Kansans.

Medicaid is a joint federal and state program offering health coverage to lower-income Kansas children, seniors, people with disabilities and pregnant women. Medicaid enrolls 366,000 Kansans, including 31% of the state’s children. Medicaid supports four of seven nursing home residents in Kansas as well as one in four working-age adults in the state who have a disability, the report said.

There is interest among congressional Republicans in adopting a national work requirement for recipients of Medicaid. The Kansas Medicaid program, known as KanCare, doesn’t extend coverage to working-age adults regardless of income unless the recipient was a parent, caregiver or a person with a disability.

“Medicaid is the largest source of federal funds in Kansas and any cuts to the program will have severe economic and health impacts felt in every corner of the state,” said Brenda Sharpe, president and CEO of REACH Healthcare Foundation.

REACH is a charitable organization striving to improve access to quality, affordable care for uninsured and medically underserved residents of Johnson, Wyandotte and Allen counties in Kansas and Jackson, Cass and Lafayette counties in Missouri.

Manatt Health relied on computer modeling to produce one-year and 10-year projections for Medicaid based on the idea of reducing federal expenditures by $880 billion within a decade. The work by Manatt Health was released before Congress completed work on spending adjustments, but the assessment aligned with policy parameters, options and effective dates outlined by the nonpartisan Congressional Budget Office.

Kansas Medicaid advocates share dire forecast of potential congressional funding cuts

As the Hays City Commission neared the end of their discussion during Thursday's work session about a requested property abatement for the former&nbsp;Rodeway Inn Motel, the owner's representative spoke up from the audience and announced there is a likely buyer for the property.

Elinda Mages, is the owner's representative and also general manager of the Avid Hotel in Hays.

"We would respectfully ask that you not pass this abatement," Mages said.&nbsp;&nbsp;

The Rodeway Inn Motel, 3404 Vine St., is owned by HKHR Hospitality Inc. and was&nbsp;<a href="https://hayspost.com/posts/5e02e23b-0f72-40cb-9cb4-862afda92c4c">shut down by the Kansas Fire Marshal</a>&nbsp;last year for significant structural damage.&nbsp; On Oct. 5, 2024, the fire marshal was notified by the owner that the motel was closed.

If an abatement is approved by commissioners at next week's regular meeting and the owner takes no action to remedy the issues, the city will hire a contractor to demolish the structure, and all abatement costs will be charged to the property owner.

"That doesn't mean if you were to approve the resolution, that on day 11 after that, we're going to have bulldozers there," said Toby Dougherty, city manager.

"We do have a letter of intent from someone to purchase the property," Mages told the commission.

"I'm not at liberty to give who it is, but it is a national chain. It's a pretty sure thing. This chain has been looking at Hays for a while. In that purchase, they would be responsible for the building. We're just waiting to finalize everything."

Mages said she did not have a time frame for closing on the property purchase.

City Attorney Don Hoffman said he didn't think an abatement would legally affect a potential sale.

Commissioners stressed they do not want to stand in the way of progress or a potential purchase.

Public Works Director Jesse Rohr said in the past, there have been situations where an abatement resolution was passed, and the owner then stepped in to rehabilitate or demolish the property's contents.

"It gives staff the ability to take action if nothing happens," said Mason Ruder, vice-mayor.

"As long as communication continues, nobody's going to jump out there and mess up a sale," said Mayor Sandy Jacobs. "We all want the same thing, I think."

"We are in the process of contracting with an auctioneer to sell the personal property so it doesn't just go to a landfill," Mages said.

The former Budget Inn property, 810 E. Eighth St., was also scheduled for an abatement discussion but was removed from the agenda.

Jarrod Kuckelman, assistant city manager, told the Hays Post after the work session, "progress has been made on cleaning up the property (owned by Mark Ottley) and demolition is scheduled to begin Monday."

In other business, commissioners reviewed an ordinance to establish a Reinvestment Housing Incentive District and a plan for developing 101 houses and public facilities in the Tallgrass 2nd Addition, Phase 4 at the northeast corner of Wheatland Avenue and 22nd Street.

The private developer, Heart of America Development Corporation of Ellis County, requests the district financing on a pay-as-you-go basis for 25 years.

Heart of America proposes the city finance the majority of the district-eligible costs and construct the infrastructure, utilizing the district revenues to offset the city’s costs. Revenues will come from incremental property tax revenues collected on the project site.

A low bid award was also considered for constructing a stormwater equipment storage building by QMC, Inc., Gove County, for $292,650. QMC most recently built the Hays Microfactory.&nbsp;

'Likely buyer' in place for former Rodeway Inn Motel property

TOPEKA&nbsp;– Lieutenant Governor and Secretary of Commerce David Toland&nbsp; announced the Kansas Department of Commerce has awarded more than $1.5 million in Historic Economic Asset Lifeline (HEAL) funding to support 19 projects revitalizing downtown buildings across the state. When matched with more than $6.4 million in local contributions, this round of HEAL funding brings the total investment to approximately $7.9 million.&nbsp;

“Our rural communities are some of the best places to be in Kansas — and it’s because we are intentional with how we invest in them and how we want them to grow,” Toland said. “By revitalizing our historic buildings, we can create spaces that drive community growth and bring in new economic opportunities for the entire state.”

By providing matching grants through a competitive process, HEAL helps communities transform vacant spaces into thriving hubs for businesses, housing, childcare, arts, civic activities and entrepreneurship. These awards are designed to breathe new life into rural downtown districts. In doing so, HEAL fosters reinvestment, encourages community engagement and boosts the overall economic health of Kansas communities.&nbsp;

“Since 2021, the HEAL program has helped transform 96 buildings in rural Kansas, generating economic opportunity, creating new jobs and strengthening the vitality of our downtown areas,”&nbsp;Office of Rural Prosperity Director Trisha Purdon said.&nbsp;“This group of projects will save buildings in some of the smallest communities in Kansas.”

Informed by the Wallace County Housing Assessment Tool (HAT), the renovation will convert the space into much-needed housing options, including potential apartments or short-term rentals. This project honors the community’s heritage while addressing a critical local need.</li><li>Wilson, Weber &amp; Peirano Building (Façade Grant) – $40,000:&nbsp;Awarded to Wilson Tourism Hub, the historic 1904 building will undergo essential façade improvements to restore its original charm and support its role as a cornerstone of community life. Sharon Springs, Wilson awarded funds for downtown revitalization projects

In a legislative session marked by its brevity, Kansas lawmakers managed to pass an impressive 116 bills. This makes 2025 a productive year for the state’s legislature. But while this productivity could suggest functional governance, a closer look reveals a shift in the balance of power that raises questions about the state of checks and balances in Topeka.

Democratic Governor Laura Kelly, operating with a Republican Legislature, signed into law more than 90 bills, demonstrating that our two major parties can work together when they find common ground. 

The legislature and governor addressed important topics, ranging from the sustainability of Kansas’ water supply to the opioid epidemic to broadband infrastructure. Many of these bills had broad support, passing both chambers with ease. And even when Kelly did have issues, she allowed eight bills to become law without signing them, which is indication of compromise, not obstruction.

But this spirit of cooperation was balanced by a record-breaking exercise of legislative muscle. Fourteen of Kelly's 18 vetoes were overridden, the most during her tenure. That in and of itself is a sign of the growing power of Republican supermajorities and the increasingly diminishing role of the executive branch in shaping final policy outcomes.

It's not easy to override a veto. It takes two-thirds majority in both houses, which is 84 votes in the House and 27 in the Senate. That the legislature was able to do so 14 times speaks of a branch of government comfortable with its supremacy. In recent sessions, veto overrides were less prevalent. The 2025 session is a departure from that norm.

Furthermore, the legislature enacted changes to the budgeting process this year. The budget reform shifted actual power away from the Governor by allowing a new legislative committee to introduce their baseline budget early in the session. Rather than being the opening offer for negotiation, Governor Laura Kelly's proposed budget was a supplemental proposal. 

Supporters of the budget reform argued that these changes were not personally aimed at Kelly’s administration. However, the new budget process coupled with the record number of veto overrides paint the picture of a legislature increasingly inclined to bypass the governor's authority.

Though this session's productivity can be seen as an accomplishment, it is not the only measure of governmental achievement. In the coming years, Kansas will need to contend with a basic question: Can government ever be a sincere system of check and balance if one branch so consistently overrules the other?

Preserving checks and balances is something we should be care about. Enacting legislation is an important part of governing but ensuring that each branch can effectively check the others is essential to a healthy democracy. 

The erosion of the governor's check on legislative power should concern Kansans. Bipartisanship will persist in some policy realms, but the veto override trend and new budget process suggest a Legislature more at ease forging ahead without the governor.

It takes two-thirds majority in both houses, which is 84 votes in the House and 27 in the Senate. That the legislature was able to do so 14 times speaks of a branch of government comfortable with its supremacy. In recent sessions, veto overrides were less prevalent. The 2025 session is a departure from that norm.Furthermore, the legislature enacted changes to the budgeting process this year. The budget reform shifted actual power away from the Governor by allowing a new legislative committee to introduce their baseline budget early in the session. Rather than being the opening offer for negotiation, Governor Laura Kelly's proposed budget was a supplemental proposal. Supporters of the budget reform argued that these changes were not personally aimed at Kelly’s administration. However, the new budget process coupled with the record number of veto overrides paint the picture of a legislature increasingly inclined to bypass the governor's authority.Though this session's productivity can be seen as an accomplishment, it is not the only measure of governmental achievement. In the coming years, Kansas will need to contend with a basic question: Can government ever be a sincere system of check and balance if one branch so consistently overrules the other?Preserving checks and balances is something we should be care about. Enacting legislation is an important part of governing but ensuring that each branch can effectively check the others is essential to a healthy democracy. The erosion of the governor's check on legislative power should concern Kansans. Bipartisanship will persist in some policy realms, but the veto override trend and new budget process suggest a Legislature more at ease forging ahead without the governor.Brianne Heidbreder, PhD, is an Associate Professor of Political Science at Kansas State University.

Teachers work so hard to help our students learn &amp; grow, support us on our educational &amp; faith journey, they grade papers, create fun activities &amp; spend lots of extra hours to plan for each new day of learning! Be sure to tell your teachers “Thank You” this week!! • 2nd Graders were recognized this morning at mass as they had their First Holy Communion over the weekend! On Thursday, April 17, United Way of Ellis County in partnership with the Pando Initiative, brought a powerful life lesson to 8th graders at Hays Middle School through Reality U—a hands-on, 75-minute personal finance simulation that delivers a dose of real-world experience. 

Designed to be both interactive and eye-opening, Reality U challenges students to envision their lives at age 26. 

After completing an online lifestyle survey, along with input from their current GPA, each student receives a personalized scenario generated by The Pando Initiative’s trademarked software. 

The scenario outlines monthly income, family and marital status, student loan obligations, and credit card debt. Armed with a checkbook register, students visit 12 different booths representing everyday adult expenses—housing, transportation, childcare, insurance, student loan payments, and more. 

The goal? To manage their finances and make it through the month without going broke.

Excitement buzzed at the start as students saw thousands of dollars in their hypothetical bank accounts. Dreams of luxury homes and flashy sports cars quickly gave way to the sobering reality of budgeting. As expenses added up, many were forced to reconsider their choices— swapping a dream car for a bus pass or taking on a second job just to make ends meet. 

Halfway through the simulation, the mood shifted. Laughter turned to deep concentration as students grappled with tough decisions, learning that adult life is more than just income—it’s about priorities, sacrifice, and smart choices. 

Many were surprised at how quickly money disappeared and how much everyday necessities really cost. At the end of the exercise, students felt both relief and accomplishment. 

Jacob Bentley, Reality U manager, gathered them to reflect on their experiences. While some shared humorous takeaways, most echoed a newfound appreciation for their parents and the responsibilities of adulthood. 

Bentley emphasized the importance of having an “attitude of gratitude” —being thankful for what you have and the support you receive. Volunteers also shared wisdom, urging students to “work hard now, so you don’t have to work so hard later,” “stay involved,” and “keep a positive attitude.” 

A heartfelt thank you goes out to our premier sponsor, Sunflower Bank, along with Golden Belt Bank and Nex-Tech Wireless for their generous support. 

And to the 60 incredible volunteers who helped run the booths—thank you! Your dedication made this event a huge success.
