TOPEKA — A Kansas House committee is considering a bill that would create a 17-member blue-ribbon commission to study operations and priorities of public higher education institutions, including consolidation of state universities and community colleges or technical colleges.

The bill was introduced in early March by state Reps. Ken Rahjes, Agra, and Shannon Francis, Liberal, both Republicans who serve western Kansas districts. The legislation would enable House and Senate Republican leadership to appoint 11 members of the commission while Democrats in the Legislature would have two appointments. The governor, Kansas Board of Regents, Kansas Association of Community Colleges and Kansas Association of Technical Colleges would have one appointment each.

The legislation would charge the commission with exploring the higher education structure and financing issues in addition to potential consolidation among 32 public educational institutions in Kansas.

Blake Flanders, president and chief executive officer of the state Board of Regents, said board members nearly 20 years ago explored opportunities for merging universities and colleges but that work was halted by the Legislature.

“The board’s lesson has been that if we are to reimagine our delivery system, we must have your strong partnership and support on the front end,” Flanders told the House Appropriations Committee. “If you have interest in incentivizing mergers or affiliations of institutions, the board will need strong legislative collaboration.”

Flanders said many of the proposed commission study topics&nbsp;<a href="https://www.kslegislature.gov/li/b2025_26/measures/documents/fisc_note_hb2402_00_0000.pdf" target="_blank">outlined in House Bill 2402</a>&nbsp;would align with the state Board of Regents’ strategic planning initiative known as Building a Future. It emphasized the role of public colleges and universities in advancing educational opportunities for families, enhancing prosperity in the state and supporting interests of business, he said.

He said the study commission could have a positive influence on accessibility and affordability of higher education as well as streamlining the process of degree completion for students.

“We support efforts to strengthen our higher education system in Kansas,” Flanders said.

The Board of Regents is a higher education governing board with direct oversight of six state universities and a coordination role with the 19 community colleges, six technical colleges and one municipal university. The 26 institutions outside of the state universities have independent boards of trustees.

Heather Morgan, executive director of the Kansas Association of Community Colleges, said the organization supported formation of the blue-ribbon commission. She said House Republican leaders approached community colleges with the task force idea early in the 2025 legislative session.

She said the state’s community colleges had been working together for more than a year to identify operational efficiencies to reduce cost and promote student success.

“We look forward to sharing what we have learned, have implemented and believe could be beneficial to Kansas students,” Morgan said.

Under the bill, the commission would deliver to the Legislature a preliminary report in January 2026 and a final report in January 2027.

Those reports would explore goals and priorities of higher education, student accessibility and affordability issues, strengths and weaknesses of postsecondary educational institutions and strategies for enrollment and degree completion. In addition to governing structures and “consolidation of the state Board of Regents’ schools and community and technical colleges,” the reports would delve into “right-sizing and streamlining higher education with a student focus.”

ELLIS COUNTY — The Ellis County Sheriff's Office is warning the public about ongoing phone scams targeting residents in Ellis County.

Scammers impersonate law enforcement officials, claiming that individuals have missed court dates, have unpaid fines, or that warrants have been issued for their arrest. They demand immediate payment to "clear" the warrant or avoid jail, often requesting payment through unconventional methods like gift cards, wire transfers or cryptocurrency.

"The sheriff's office will never call, text or email individuals to request money or personal information," said Sheriff Scott Braun in a news release.&nbsp;

"Official communications regarding warrants or court appearances are conduced through formal channels, not unsolicited calls or messages," he said.&nbsp;

If you receive such a call, do not provide personal information or make any payments.

Instead, verify the claim's legitimacy by contacting the Ellis County Sheriff's Office directly at 785-625-1040 or the Hays Police Department at 785-625-1030.

Phone scams impersonating law enforcement plaguing Ellis County residents

Grow Hays predicts an increase in housing units for 2025 after only 21 homes were built in 2024.

Doug Williams, executive director of Grow Hays, hosted a Tuesday luncheon to discuss housing sales volume, market conditions, inventory shortages and upcoming projects.

"I think a year from now when we have this meeting again... it's going to be a different conversation because we're going to be in a much better position to be building a lot more homes," Williams said.

Home sales volume rose by $4 million in 2024, with a slight increase in transactions. Williams said the average sale price increased by 1.5%, compared to the 12.2% increase the previous year.

In 2024, housing inventory remained low. Most transactions involved homes priced less than $200,000, while those between $200,000 and $300,000 sold quickly.

"They continue to sell very well, and that continues to be a sweet spot market," Williams said.

Williams predicted that housing supply issues will continue in 2025. Twenty or fewer single-family homes are expected to be built, and rental prices could increase due to continued demand.

Only 15 single-family and six multi-family home permits were issued in 2024. Williams said he expects more than 30 new multi-family units in 2025.

Williams highlighted major development projects, including <a href="https://hayspost.com/posts/c98f8aeb-7fad-4401-a5e6-2777da1e37e1">The Grove</a>, <a href="https://hayspost.com/posts/f367c960-2038-4546-b83e-7a081f032723">Chestnut Suites</a>, <a href="https://hayspost.com/posts/70507513-a0c4-489b-86c5-f7edf0fdf753+">Tallgrass’s second and fourth additions</a>, and a <a href="https://hayspost.com/posts/68c83702-3486-4109-b74f-2a7ee851a4fe">new shopping center planned north of I-70</a>.

"Retail is an area where we have not done what we need to do in our community as a regional hub," he said. "We need more variety in retail."

The luncheon also covered market challenges such as subcontractor shortages and funding difficulties. An attendee asked Williams about the potential impact of tariffs on projects.

"I think that they could make a big difference," Williams said. "It's that unknown that creates this hesitancy for anybody to push forward a new project where you don't know what your costs are going to be."

Williams said tariffs pose a significant risk, affecting material prices, infrastructure and construction costs.

Williams also noted a shortage of available lots, particularly in northwest Hays, a lack of skilled construction labor, and the difficulty of attracting private investors to multi-family housing due to low returns on investment as barriers to development.

Williams compared Hays to other communities regarding mill levies, median home prices and property taxes.

"If you look at the other communities, they’re the ones that are building a lot of houses. They're all having significant economic development in those communities," Williams said.

He responded to concerns about high taxes by noting other towns have higher tax burdens, even with comparable or lower home values.

Williams also discussed a lot on 27th Street and Canal Boulevard that will be used to create small rental housing units.

Options Domestic and Sexual Violence Services

Options Domestic and Sexual Violence Services and Jana’s Campaign are inviting community members to participate in the Ellis County Community Forum, an opportunity to discuss local needs, share feedback, and help shape the future of domestic and sexual violence prevention efforts in the region.

The forum will be held twice to accommodate different schedules:

· Saturday, March 29, at 9:30 a.m. – 10:30 a.m.

· Thursday, April 24, at 7:00 p.m. – 8 p.m.

Both sessions will take place in the Schmidt Gallery at the Hays Public Library with light refreshments available.

Jana’s Campaign and Options provide essential educational programming, including SafeBar training, workplace trainings, and other community-based education designed to promote safety, awareness, and prevention. 

However, the primary focus of these forums is to listen to the community and identify areas where additional support and resources are needed. By engaging with local residents, these organizations hope to enhance their outreach and tailor their services to better serve Ellis County.

Sexual violence and domestic violence affect individuals and families across all demographics, and addressing these issues requires a community-wide effort.

In 2023, Ellis County saw 133 incidents of domestic violence reported, resulting in 67 arrests. That means that around half of DV reports lead to an arrest – which is lower than the state average of 52.7%. In the past decade, at least 20 out of 25 murders in northwest Kansas were linked to dating or family violence. 

As for sexual violence – there are about 4 sexual assault reports each day in Kansas (one every 6 hours and 21 minutes). Thirteen rape incidents were reported to law enforcement in Ellis County in 2023, resulting in two arrests.

The goal of these forums is to provide a platform for open discussion, allowing community members to voice concerns, suggest solutions, and gain a deeper understanding of available resources to create a safer and more informed community.

These events are open to all Ellis County residents (and surrounding areas), and no registration is required. Community members are encouraged to attend and contribute to this important conversation.

Options, Jana's Campaign forum to focus on domestic and sexual violence prevention efforts 

TOPEKA&nbsp;– Governor Laura Kelly and the Kansas Arts Commission (KAC)&nbsp; announced the recipients of the 2025 Kansas Governor’s Arts Awards during a ceremony held Thursday at the Topeka Zoo and Conservation Center. The event was focused on celebrating remarkable individuals, organizations and communities for their exceptional contributions and leadership in advancing the arts across Kansas.

Grammy and Oscar Award-winning musician Melissa Etheridge was named this year’s recipient of the prestigious Governor’s Award.

“There are many talented Kansans involved in creative work across our state, and we know that art enhances their lives and the lives of those around them,”&nbsp;Governor Laura Kelly said. “The people we recognized at the Governor’s Arts Awards tonight are using their talents and passions to strengthen communities all throughout Kansas and to enrich the culture of our great state.”

At the awards ceremony hosted by Wichita television personality Sierra Scott, 17 individuals and organizations were recognized for their work and efforts in elevating Kansas through arts and culture.

Brenda Meder, Hays Arts Council executive director, was honored for arts advocacy.&nbsp;

Nominations for each award are thoroughly reviewed and chosen by a selection committee. The recipient for The Governor’s Award is chosen by Governor Kelly herself.

The event was focused on celebrating remarkable individuals, organizations and communities for their exceptional contributions and leadership in advancing the arts across Kansas.Grammy and Oscar Award-winning musician Melissa Etheridge was named this year’s recipient of the prestigious Governor’s Award.“There are many talented Kansans involved in creative work across our state, and we know that art enhances their lives and the lives of those around them,”&nbsp;Governor Laura Kelly said. “The people we recognized at the Governor’s Arts Awards tonight are using their talents and passions to strengthen communities all throughout Kansas and to enrich the culture of our great state.”At the awards ceremony hosted by Wichita television personality Sierra Scott, 17 individuals and organizations were recognized for their work and efforts in elevating Kansas through arts and culture. Hays woman named a 2025 Governor's Arts Award winner

Fort Hays Tech | Northwest President Ben Schears was selected to serve as the Vice President for Economic and Workforce Development at Fort Hays State University.

Schears will lead Fort Hays State University’s&nbsp;efforts to foster economic growth, innovation, and workforce development. In this new role, Schears will engage directly with business and industry, focusing on connecting students to opportunities in FHSU’s vast service area that includes 63 of Kansas’s 105 counties. He will also support the economic and workforce development efforts of the two Fort Hays technical colleges and work closely with community leaders to address their most pressing needs.

Funding for this position comes from recent state investment in regional and workforce development initiatives at FHSU.

“Today marks&nbsp;a&nbsp;significant milestone for Fort Hays State University,” FHSU President Tisa Mason said. “Ben will bring high energy, strategic vision, and&nbsp;the proven ability to unite stakeholders toward common goals to this important new role. Schears will transition from his current role as President of Fort Hays Tech | Northwest, Goodland, after playing an instrumental role in facilitating the creation of a historic strategic affiliation with Fort Hays Tech | Northwest&nbsp;and Fort Hays Tech | North Central, Hays and Beloit.

Having spent most of his childhood growing up on a small 40-acre farm near Emporia, Schears developed a deep appreciation for the challenges faced by rural Kansans. “It was an uphill battle for my parents, and others, to buy and operate a small farm in the 1980s and 1990s and to try to make a run at it,” said Schears. “Those were amazing years to spend living out in the country, and they weren’t always easy, but we were loved and always had food on the table.”

His career in higher education spans more than 22 years across two higher education institutions. It includes service in several senior leadership positions at Cowley College and extensive teaching experience as an adjunct instructor of history, leadership, and political science at Cowley College and Fort Hays Tech | Northwest. 

During their years living in Arkansas City, Schears and wife Rachel owned and operated their own business buying, flipping, and renting homes in the community – often bringing their five kids along to help with the wide variety of renovation projects.

For the past nine years, Schears has served as the president for Fort Hays Tech | Northwest, where he focused on building impactful student experiences, securing additional equipment and resources for faculty, building a significant funding pipeline focused on state/local/federal grants, and actively engaging in economic and community development. 

Schears and his team strengthened ties between the college and regional employers, built direct linkages with economic development organizations in surrounding counties, and worked to keep skilled professionals in Kansas by addressing critical workforce shortages.

“I’ve been blessed to be a part of many interesting, impactful, and exciting projects over the years,” Schears said. “Impactful work is never accomplished alone, and we can get a lot more done by working together. I have been fortunate to work alongside some amazing and talented people throughout my career and look forward to building more relationships at FHSU.”

Schears, who has always been drawn to civic work, was among a small team of community leaders who came together to forge an innovative partnership that led to the creation of the Sherman County Community Development organization. This collaboration successfully unified and aligned the efforts of the local Chamber of Commerce, the City of Goodland Economic Development, and the Sherman County Convention and Visitors Bureau.

“Ben has been an exceptional leader for his nine years in Goodland,” said Dan Wasson, the area advisory board chairman for Fort Hays Tech | Northwest. “I respect his ability to communicate and share successes as well as his ability to deal with tough situations.”&nbsp;

MANHATTAN – The TMP-Marian Lady Monarchs' magical postseason
run ended Thursday with a 62-50 loss to the No. 1 seed Moundridge in the quarterfinals of the
2A state tournament in Manhattan.

After a pair of early ties, the last at 6-6, the Wildcats scored
four straight first-quarter points and led 10-6 with two minutes left in the
first half. But TMP came back to take the lead with five straight of their own.
A Hannah Rose field goal and a Teagan Gottschalk three-pointer with less than a
minute remaining in the first half put TMP up 11-10.

But their lead was short-lived, with Moundridge taking a 14-11
lead into the second quarter. 

Moundridge outscored TMP 11-6 to start the second quarter and
led by eight twice at 25-17 and 29-21.

Moundridge extended their lead to eight to open the second
half and then led by 12 with just over five and a half minutes left in the
third quarter.

TMP closed the game to 39-34 with under three minutes to
play in the third quarter on Koenigsman’s second three-pointer. But was a close
of TMP would get the rest of the way.

Moundridge led by eight, at 44-36, at the end of the third
quarter, and slowly pulled away for a 62-50 win over TMP, ending the Monarchs'
season.

Brooke Koenigsman led TMP with 23 points.

The Monarchs finish the year 15-10 as state tournament
qualifiers for the first time since 2018.

Moundridge will take on fellow Heart of American opponent
Inman in the semifinals after the Teutons eliminated Phillipsburg in the second
game 54-35.

🏀TMP ends season with 1st round loss at state to Moundridge

RUSSELL COUNTY —One person was injured in an accident just after 9:30a.m. Thursday in Russell County.

The Kansas Highway Patrol reported a 1999 Ford F150 pulling a trailer and driven by Ryan&nbsp;Willprecht, 35, Kearney, Nebraska, was westbound on Kansas 18 two and one half miles east of U.S. 281.

The pickup crossed the center line and struck an eastbound 2014 Ford Focus driven by Lizebeth&nbsp;Cline, 20, Luray.

EMS transported Cline to the hospital in Osborne. Willprecht was not wearing a seat belt and not injured, according to the KHP.

RUSSELL COUNTY —One person was injured in an accident just after 9:30a.m. Thursday in Russell County.The Kansas Highway Patrol reported a 1999 Ford F150 pulling a trailer and driven by Ryan&nbsp;Willprecht, 35, Kearney, Nebraska, was westbound on Kansas 18 two and one half miles east of U.S. 281.The pickup crossed the center line and struck an eastbound 2014 Ford Focus driven by Lizebeth&nbsp;Cline, 20, Luray.EMS transported Cline to the hospital in Osborne. Willprecht was not wearing a seat belt and not injured, according to the KHP.

For the month of February 2025, the Ellis Police Department responded to 95 calls for service, conducted 57 traffic stops, and issued 3 traffic citations. 1 out of the 3 citations were due to speeding. The alleged speed was 9 miles per over the limit. The other citations were issued due to either suspended driving privileges, no driver’s license, or expired registrations and insurance.

The Ellis Police Department also conducted several felony and misdemeanor investigations, resulting in 3 adult arrests.

On 02/04/2025, Alfred Walls was arrested on suspicion of Felony Theft. He was booked into the Ellis County Jail.

On 02/04/2025, Guadalupe Walls was arrested on suspicion of Felony Theft. She was booked into the Ellis County Jail.

On 02/08/2025, Corinne Karlin was arrested on suspicion of Domestic Battery and Criminal Restraint. She was booked into the Ellis County Jail.

All suspects are considered innocent until proven guilty.

Ellis Police Department February 2025 Activity Report

Nearly all of western Kansas, including Ellis County, is in a Red Flag Warning today, issued by the National Weather Service in Dodge City.

The warning is for 1 p.m. to 10 p.m. Thursday as high wind and low relative humidity combine for critical fire conditions.

Southerly wind gusts of up to 45 mph are predicted with a temperature reaching up to 79 degrees in Hays.

As of March 11, the most recent weekly drought monitor shows nearly all of Ellis County in moderate drought. The very southwest corner of the county is abnormally dry.&nbsp;

Hays has received&nbsp;1.71 inches of precipitation so far this year, according to the official record at the K-State Agricultural Research Center. The 158-year&nbsp; accumulative average precipitation is 2.46 inches by the end of March.

MANHATTAN — More than 1,300 students completed degree requirements from Kansas State University in fall 2024, while more than 4,600 Kansas State University students earned semester honors for their academic performance.

The university awarded approximately 900 bachelor's degrees, 250 master's degrees and 80 doctorates. Several students earned multiple degrees. Students with exceptionally high grade point averages received honors for outstanding academic performance: summa cum laude for students with a grade point average of 3.95 or above, magna cum laude for those with a grade point average of 3.85 to 3.949, and cum laude for students with GPAs of 3.75 to 3.849.Students earning GPAs for the semester of 3.75 or above on at least 12 graded credit hours received semester honors along with commendations from their deans. Area K-State students earn fall 2024 degrees, semester honors

RAWLINS COUNTY —A Special Agent with the Kansas State Fire Marshall assisted in an investigation of a grass fire in Rawlins County.

The area of origin for the grass fire was a burn pit that has not been used in over a week, according to a social media report fro the State Fire Marshal. The property owner last checked the burn pit the previous weekend and saw no signs of smoldering. 

The State Fire Marshall reminded the public that burn pits can smolder for days or weeks, even after they fire appears to be out. "One tip is to keep up on property maintenance by keeping vegetation mowed down and away from any structures.It does not take long for dry material to go up in flames."

 Two Thomas County Deputies who were alerted to the fire in the neighboring county responded and observed a group of trees/bushes near a shed ignite. One deputy stated, "It was a big flash and the bushes were gone."&nbsp; &nbsp;There were no injuries from the fire.

Fire Marshall: Burn pit unused for a week sparked NW Kan. fire

<a href="https://hpmhc.com/">High Plains Mental Health Center</a> broke ground Tuesday on a Crisis Intervention Center, which will be in the east wing of the Hadley Center, 205 E. Seventh St., in downtown Hays.

Craig Poe, executive director of High Plains, said Tuesday the center will likely be the first of its kind in the state. The Kansas Department of Aging and Disability Services only made the Crisis Intervention Center licensing available this summer.

The Crisis Intervention Center will offer 22 patient rooms and two de-escalation rooms, with overflow capacity available to accommodate peak demand times.

Patients will stay an average of three days for&nbsp;mental health crises regardless of specific mental health diagnoses.

The center is meant to alleviate the wait list at Larned State Hospital.&nbsp;

Involuntary patients sometimes wait days at local emergency departments or with law enforcement until they can be transferred to Larned.

Those people waiting for long-term beds will be able to come to the center and begin treatment, Poe said in an email to the Hays Post.

"Ideally, these patients will be stabilized at the [Crisis Intervention Center] and not require additional inpatient treatment. However, if they require ongoing inpatient treatment, they will be transferred to [Larned State Hospital] when a bed becomes available," Poe said.

The facility is expected to serve at least 500 clients annually and will be the closest option for residents in 28 western Kansas counties.

"This will be a place where healing and hope will be offered to those in need at their most vulnerable moments," Poe said at the groundbreaking.

The Schwaller Center, founded in Hays in 2002, has been able to accept four voluntary patients. However, the new center will also be able to accept involuntary patients, detox patients or patients who have medical needs.

"Law enforcement or a concerned citizen can bring somebody and say, 'This person is a danger to themselves or others, and they need some help,'" he said.

 </figure>The functions of the Schwaller Center will be absorbed by the Crisis Intervention Center.KVC used the third floor of the Hadley Center for youth psychiatric treatment, but the space was not configured for that purpose. The children's services have been moved to a renovated center at 3000 New Way Blvd., which is now known as Camber.Benito Rivera-Madrid, center project manager, said the space, which has been taken down to the walls, is being reconfigured for use as a psychiatric treatment facility to ensure the safety, comfort and dignity of the people who will be treated at the new facility.Large single rooms will be divided into two smaller individual rooms for privacy and to encourage patients to interact in a larger community space being cleared in the center of the facility.The facility will be secure with one or two security guards. Involuntary patients will enter the facility through a separate secure and private intake area and elevator on the north side of the building,&nbsp;Rivera-Madrid said.Fifty direct jobs will be added within the Crisis Intervention Center, and the center will account for millions of dollars in economic impact on the community, Poe said.The total construction cost for the center remodeling project is $5,435,496, covering building construction, design fees, furniture, safety features, technology setup and labor.<figure>

 </figure>The Kansas Department of Aging and Disability Service has committed $1.38 million, leaving a remaining balance of $4,055,496, which will need to be covered through other funding sources, including private donations."Unfortunately, we don't have two or three years," James Gerstner, High Plains development director, said of the fundraising. "There are a lot of people in very serious life-threatening challenges all of the time."The state funds are contingent on the center opening by the end of 2025.High Plains has launched a capital campaign to raise the remaining funds needed for the project. Neither is the place to get therapeutic treatment.&nbsp;"It sounds a little callous, but that is a drain on hospital resources. That is a drain on law enforcement resources. We can do it in a much better and much more therapeutic way, much closer to home, so someone doesn't have to drive to Larned or Wichita or Kansas City."High Plains Mental Health is also hosting the <a href="https://auctria.events/masqueradeonmain">Masquerade on Main</a> fundraiser at 6 p.m. May 31 at The Strand in Hays. Tickets are $50.
