The National Weather Service trained attendees to&nbsp;identify and report severe storms during&nbsp;its annual Storm Spotter Preparedness presentation on Thursday in Hays.

Meteorologist Kelly Sugden from the&nbsp;National Weather Service in Dodge City spoke to staff and those unfamiliar with Kansas weather.&nbsp;Ellis County hosted the event at the Emergency Services Building.

The&nbsp;National Weather Service operates around the clock, providing forecasts and warnings for hazardous weather, including severe storms, tornadoes and wildfires.

However, due to distance limitations, the radar in Dodge City cannot capture all storm features in central Kansas, making public observations essential from those in the area.

"The radar beam is going to be looking at the middle to upper portion of the storm. It cannot see the low-level portion where the tornado would be. That's where we need your guys' help," Sugden said.

Kansans are vital in ensuring accurate&nbsp;National Weather Service warnings during severe weather. Whether it's tornadoes, high winds, hail or flooding, you can report conditions by calling the severe weather spotter line at 1-800-824-9943 or the NWNational Weather Service office in Dodge City at 620-225-6514.

When reporting severe weather, state your name and describe the event you witnessed. Include the location or direction of the event, referencing the nearest town, landmarks or highway markers, along with the time it occurred.

"The biggest thing is to call us. We prefer a phone call because it's direct communication," Sugden said. "We're staffed [at&nbsp;National Weather Service Dodge City] all the time, so someone will always answer the phone."

Sugden explained the different storm types, such as single-cell, multi-cell clusters, squall lines and the highly dangerous supercells.

"Supercells are on their own level. This is the mother of all storms, which means that the chances of severe weather are very high," he said.

The significant dangers supercells present are tornadoes, damaging winds exceeding 58 mph, quarter-size hail and flash flooding.

Severe storms form when instability and moisture provide the ideal conditions for strong updrafts. These updrafts are often driven by humid air from the south. 

Lift happens as warm, moist air rises along weather fronts. Cold fronts spark storm development.

Wind shear, the variation in wind speed and direction at different altitudes, is essential for supercells. It drives storm rotation and heightens the risk of tornado formation.

Sugden said that specific cloud formations can signal whether a developing storm has the potential to become dangerous.

Sugden also clarified the distinction between severe weather warnings and watches.

A severe weather warning indicates a hazardous event is imminent or already happening, requiring immediate action. A severe storm watch means conditions are favorable for severe weather, but it has not yet developed.

Sugden advises taking shelter and staying prepared when either advisory is issued but also offers additional guidance for those planning to hunt storms.

"If you are storm spotting or storm chasing, have an escape route option," he said. "Maintain situational awareness. Weather changes very rapidly and constantly."

Before heading out, ensure you have multiple ways to receive warnings, such as phone alerts, radio stations and social media updates from the National Weather Service.

Use radar apps or maps to track your position relative to the storm. For the best visibility, position yourself southeast of the storm.

Sugden emphasized storm chasing is safer with at least two people. One focuses on driving, and the other acting as a navigator, monitoring radar and hazards.

The National Weather Service provides storm spotter certifications to those who complete training sessions and meet the required criteria. These certifications validate your expertise and authorize you to report severe weather officially.

National Weather Service trains storm spotters

LAWRENCE&nbsp;&nbsp;—&nbsp;&nbsp;The Kansas Scholastic Press Association is proud to announce the winners of the 2025 KSPA Regional Contests, which awarded the best student journalism from nearly 1,800 entries gathered from around the state. Students were put to the test as they demonstrated their writing, design, illustration, photography, video and reporting skills.

“From writing on a deadline to crafting social media messages, we know students have pushed themselves to create their award-winning work,” KSPA president-elect Barbara Tholen said. “At the State contest in April, they’ll have an opportunity to learn from their Regional experience and produce even stronger work.”

KSPA enlists the help of journalism teachers, professional journalists, university faculty members and other journalism experts to judge the entries. In addition to receiving feedback on their entries, students will also benefit from reviewing compilations of winning work.

Any student who earns an award in the regional contest advances to the KSPA State Contest. The state contest will also be hosted virtually. Based on results from the state contest, KSPA will determine the Sweepstakes Winners — the top schools in 1A, 2A, 3A, 4A, 5A and 6A.

Hays High School journalists qualify for state at regional contests

NORTON — The Kansas Department of Transportation plans to close 3.5 miles of U.S. 281 for Osborne County for reconstruction starting Monday, March 17.

The closure will begin at the at the north U.S. 24 junction and end at the south city limits of Portis. Motorists are advised to use the signed detour on&nbsp;U.S. 24, K-181, U.S. 36 and U.S. 281 while the closure is in effect.

KDOT expects the road to reopen in late November, conditions permitting.

King Construction of Hesston is the primary contractor for the $18.9 million project, which is part of KDOT’s Eisenhower Legacy Transportation Program, known as IKE. Portion of U.S. 281 to close in Osborne County

Founded in 1967, the Hays Arts Council (HAC) was the first community arts agency in Kansas. Its mission is to foster, promote, and support creative expression while enhancing community engagement with the arts. The HAC hosts the Smoky Hill Art Competition and Exhibition (Kansas’ oldest ongoing fine arts competition, now in its 55th year), the Five State Photography Competition and Exhibition (40 years strong), and four annual art walks.

A 2023 economic impact study by Fort Hays State University’s Docking Institute estimates 17,402 annual visitors to the HAC, generating $275,450 in economic impact. The report highlights how the HAC's activities contribute to individual well-being and community vibrancy beyond measurable dollars.

The HAC also works with students across 12 public and private schools in five towns and three counties, engaging approximately 3,500 students annually, with 2,900 receiving arts programming at least three times per year. Research underscores the arts' positive impact on youth, improving self-esteem, social skills, and behavioral outcomes.

Despite the HAC’s deep community impact, its facilities are outdated and inefficient. The space includes:

· One functional (and barely accessible) restroom · Cramped office space and small, disjointed storage areas · A galley kitchen too small for effective use · No dedicated meeting/conference space · An unsafe layout requiring visitors to exit one building to enter another, even in inclement weather · Outdated plumbing and electrical systems

As time passes, renovation costs only increase. That’s why the HAC launched the For the Heart of Hays $3 million campaign to:

· Connect the two buildings into one seamless, efficient, and safe space · Expand educational and experiential spaces for interactive arts programming · Modernize and enhance aesthetics while improving accessibility · Expand the kitchen and add conference space for community use · Upgrade restrooms and other spaces within the gallery to be fully ADA-compliant · Elevate our facilities to match the quality of exhibitions, programs, and events HAC provides

The renovated space will allow the HAC to offer expanded youth and adult art classes, larger exhibits, performance art, and new community collaborations. The improvements will further establish the HAC as a cultural hub, attracting even more visitors to Downtown Hays.

🏀 Hays High girls state basketball history

A road rage incident last Friday led to a police investigation and the arrest of three Hays suspects on drug and firearm charges.

Hays Police Chief Don Scheibler said the alleged road rage incident took place at 12:13 p.m. on Feb. 28 at the intersection of 13th and Fort St. after two vehicles nearly collided.

A handgun was allegedly brandished during the incident, Scheibler said.

That same day, police officers located a vehicle linked to the incident, which led them to the residence of two identified suspects.

Scheibler said a search warrant was executed once officers became aware of potential drug activity. Officers allegedly discovered a large quantity of marijuana, drug paraphernalia, the handgun involved in the road rage incident and a rifle.

Devon Reed, 27, was arrested at the residence and charged with possession of marijuana, intent to distribute, possession of drug paraphernalia, failure to have a drug tax stamp, aggravated assault and criminal possession of a firearm.

He was arrested alongside Michayla Miller, 27, who faced charges of possession of marijuana, distribution of marijuana, possession of drug paraphernalia, failure to have a drug tax stamp, and aggravated assault.

Additionally, Legend Robertson, 18, who also resided at the home, turned himself in to the police, according to Scheibler. He was arrested and charged with possession of cocaine, possession of marijuana, and intent to distribute marijuana.

Scheibler said he appreciates the outstanding work of patrol officers and the investigation division.&nbsp;

"We were able to arrest people we believe to be involved in dealing with drugs in our community," Scheibler said. "Good job on their part in making the community safer. I appreciate their hard work."

 </figure>By TONY GUERRERO Hays PostA road rage incident last Friday led to a police investigation and the arrest of three Hays suspects on drug and firearm charges.Hays Police Chief Don Scheibler said the alleged road rage incident took place at 12:13 p.m. on Feb. 28 at the intersection of 13th and Fort St. after two vehicles nearly collided.A handgun was allegedly brandished during the incident, Scheibler said.<figure>

 </figure>That same day, police officers located a vehicle linked to the incident, which led them to the residence of two identified suspects.Scheibler said a search warrant was executed once officers became aware of potential drug activity. Officers allegedly discovered a large quantity of marijuana, drug paraphernalia, the handgun involved in the road rage incident and a rifle.Devon Reed, 27, was arrested at the residence and charged with possession of marijuana, intent to distribute, possession of drug paraphernalia, failure to have a drug tax stamp, aggravated assault and criminal possession of a firearm.He was arrested alongside Michayla Miller, 27, who faced charges of possession of marijuana, distribution of marijuana, possession of drug paraphernalia, failure to have a drug tax stamp, and aggravated assault.Additionally, Legend Robertson, 18, who also resided at the home, turned himself in to the police, according to Scheibler. He was arrested and charged with possession of cocaine, possession of marijuana, and intent to distribute marijuana.Scheibler said he appreciates the outstanding work of patrol officers and the investigation division.&nbsp;"We were able to arrest people we believe to be involved in dealing with drugs in our community," Scheibler said. "Good job on their part in making the community safer. I appreciate their hard work."

The city of Hays will temporarily convert the disinfectant used in the distribution system from chloramine to free chlorine.

The conversion will begin on Tuesday and continue through May 12. During this period, you may experience taste and odor changes associated with this type of temporary disinfectant conversion.

Public water systems are required to properly disinfect their water and maintain an adequate disinfectant residual in the distribution system. 

Chloramine, free chlorine combined with ammonia, is widely used as a disinfectant because it persists for longer periods while also limiting the formation of disinfection by-product contaminants.

Prolonged use of chloramine coupled with other factors that can impact water quality, such as high temperatures or reduced usage of water, may result in the growth and/or persistence of organic matter within the pipes of the distribution system, which may hinder the ability to maintain an adequate disinfectant residual.

The Hays Fire Department is conducting its annual testing of all hydrants at the same time to rid distribution pipes of this organic matter and improve the quality of your water overall.

Please share this information with all people who drink this water, especially those who may not have received this notice directly.

SHERIDAN COUNTY –&nbsp;The Sheridan County Sheriff’s Office reported to the Kansas Bureau of Investigation (KBI) that 88-year-old Duane E. Wente was located and is now safe.

SHERIDAN COUNTY&nbsp;– The Sheridan County Sheriff’s office requested the Kansas Bureau of Investigation (KBI) issue a statewide Silver Alert for a missing Sheridan County man , according to a media release from the agency.

The whereabouts of 88-year-old Duane E. Wente are unknown and the public’s assistance is requested to help locate him.

Wente was last seen on March 10, around 3 a.m. He is driving a gold 2011 Chrysler Town and Country bearing Kansas tag ANN37, traveling in an unknown direction.

Wente is a white male who is 5 feet 6 inches tall and weighs about 200 pounds. He is possibly wearing glasses, blue jeans, a brown plaid shirt, and a gray windbreaker. Wente has dementia.

If you see Duane E. Wente, please call 911 immediately. If you have other information about his whereabouts, call the Sheridan County Dispatch at (785) 675-3481.

Statewide Silver Alert canceled: Missing NW Kansas man is safe

The Ellis County Commission will hear the Ellis County Health Department's annual grant submission and update during its meeting at 8:30 a.m. Tuesday.

The Health Department relies on annual grants to support its operations. Director Melissa Miller and Kerry McCue will discuss three key grants the department has traditionally received.

Developmental Services of Northwest Kansas is applying for Kansas Community Service tax credits to support various organizational improvements.

County Administrator Darin Myers will discuss with the commissioners the need for a letter of support to be included in DSNWK's application, which is due by April 28.

Residents have approached the commissioners regarding road maintenance concerns in their subdivisions.&nbsp;

Presented by Commission Chair Michael Berges, Hilltop Road homeowners and other subdivisions around Hays will attend the meeting to discuss additional road maintenance concerns.

Hilltop Road underwent a road maintenance project last year to improve deficiencies.

Ellis County Treasurer Vernon Ruder will speak to commissioners about removing a wall in the treasury back office to improve space utilization.

Local Republican legislators discussed state spending habits, potential fraud and funding for special education at Saturday's legislative coffee in Hays.

Held at the Hays Public Library, Kansas Sen. Rick Billinger, R-Goodland, Rep. Ken Rahjes, R-Agra, and Rep. Barb Wasinger, R-Hays, spoke to those in attendance.

Legislators said Kansas has been overspending and emphasized reducing expenditures to ensure financial stability.

"We have been overspending in the state and we need to stop. We're working very hard to cut things back," Wasinger said.

Billinger said the state spent nearly $1 billion more than it brought in last year due to tax relief programs and budget allocations.

He outlined several tax relief measures that have affected government revenue, including eliminating sales tax on food, social security income tax cuts and property tax relief.

"We're trying to get our trend lines closer together and we're working on that, but there's only so many dollars to go around," Billinger said. "We make tough choices, and we're not going to try to balance the budget on our most vulnerable citizens."

Billinger said legislators have worked to limit property tax increases and expand homeowner exemptions, including raising the home valuation exemption from $40,000 to $80,000 to reduce the taxable portion of home values.

"In the Senate, we did pass a bill that had a 3% cap on it, so the evaluations could not go up over 3% in one year," Billinger said.

The Astra Plan was created to incentivize counties and cities to keep property tax increases in line with inflation and valuation growth limits. Local governments that comply with these restrictions will receive additional state funding.

"We have to try something different," Wasinger said. "We're trying to encourage and reward those who are staying under CPI (Consumer Price Index)&nbsp; and valuation rate."

The state levies a 1.5-mill property tax for deferred maintenance and schools for blind and deaf students. Billinger said the Senate passed a bill to eliminate this tax, shifting the costs to the state’s general fund.

The Senate Committee on Government Efficiency and a newly formed House committee are examining ways to cut waste and eliminate unnecessary spending.

"We've been asking agencies to report programs that they have and they're not using," Wasinger said.

Wasinger said that the Inspector General for Medicaid uncovered substantial fraud but does not have the enforcement authority to address it.

She said numerous individuals are fraudulently receiving benefits, but state agencies are not taking action to remove them from the system.

"There are a lot of people who are getting benefits but don't deserve benefits," she said.

Wasinger said that records of fraud cases must be requested from the Inspector General. No specific details were given on the amount of money lost to fraud or its frequency.

Wasinger said that Kansas allocates over half of the state budget to schools and continues to provide them with millions more.

"When people come to the state and want more money, 'We need it for mental health, we need it for this, we need it for that,' we can't do it because our hands are tied right now," she said.

Wasinger said funding allocation reforms are needed to ensure the efficient use of resources, particularly in special education and general school budgets.

Billinger acknowledges that special education funding has not kept up with the growing number of students enrolling in the program.

"I've been on budget for nine years now. We've added money every year, maybe not as much as everyone would hope or I would hope, but we try putting additional money every year," he said.

Billinger said that a larger-than-usual amount was allocated to special education last year and that legislators will try to provide as much funding as possible this year.

Rahjes said that the federal government is expected to provide greater support for special education but has not met its obligations.

He also highlighted the need to fund water and infrastructure projects, positioning education as one of several competing priorities.

"We can spend nine hours talking about every issue in the world, but without water, we're not here,"&nbsp;Rahjes.

Legislators discussed agriculture's vital role in Kansas' economy and outlined ongoing legislative efforts to support farmers.

"Agriculture and aviation are two of the keys to keeping our economy going," Rahjes said.

Rahjes said that Kansas leads the nation in sorghum production. A $1 million annual investment made to the Center for Sorghum Improvement at Kansas State University is a long-term strategy to develop new products and enhance production.

A new Water Task Force bill was introduced to support long-term water planning and sustainability. At the same time, agritourism legislation is being reviewed to enhance economic opportunities for farms and rural communities.

Billinger said that legislators advocated for higher ethanol blends (E15) to benefit Kansas farmers and ethanol producers, but Gov. Laura Kelly removed Kansas from a multi-state initiative to expand ethanol sales.

"There's not a lot we can do," he said. "One thing you can all do is call the governor and encourage her to support E15."

In February, five FHSU tourism and hospitality management students received awards at the 2025 Eta Sigma Delta (ESD) Undergraduate Research Symposium at the University of South Florida, Tampa, Fla. 

All FHSU student participants received Meritorious Paper Awards for their projects.

ESD, the international honor society for high-performing tourism and hospitality students, organized the symposium to foster an interest in undergraduate research.

Students shared their findings, received feedback, and explored the potential industry implications of their findings, connecting academic research with real-world applications.

The five FHSU students, divided into two groups, presented two separate research projects. Cally Anderson, Topeka, and Delanee Bedore, Stockton, presented “The New Space Race: Gen Z’s Perception with Emerging Space Tourism.”

Katie Hale, Hays; Marisol Banda, Salina; and Cory Cimaglia, Plainville, presented “Hidden in Plain Sight: Exploring the Role of Hotels in Human Trafficking Networks.”

Dr. Stacey Smith, Professor of Tourism &amp; Hospitality Management and faculty advisor for the students’ project, emphasized the importance of undergraduate research.

“Research allows students to step beyond the classroom and engage in the process of discovery,” she said. “It fosters critical thinking and problem-solving while empowering the students to explore ideas and topics related to the tourism industry. They were able to contribute to the advancement of knowledge and see how data can be used to inform decisions.

“I am very proud of their hard work and effort on these projects and congratulate them on their success."

 FHSU students earn honors at research symposium

BATON ROUGE — Stephany Rother of Hays was recently elected to membership into The Honor Society of Phi Kappa Phi, the nation's oldest and most selective all-discipline collegiate honor society, at Fort Hays State University.

Rother is among approximately 20,000 students, faculty, professional staff and alumni to be initiated into Phi Kappa Phi each year. 

Membership is by invitation only and requires nomination and approval by a chapter. Only the top 10 percent of seniors and 7.5 percent of juniors are eligible for membership. Growing evidence now suggests that social connections may also be key to good health. Socially connected people tend to live longer. They’re at lower risk for serious health problems. Social bonds are also linked to our mental health, eating habits, and much more.Despite the links between our social ties and health, there’s been a troubling increase in social disconnection around the world. About 1 in 3 adults nationwide report feeling lonely. About 1 in 4 say they lack social and emotional support.Social BondsMany factors can contribute to a person feeling lonely. These include the quality of your personal relationships, your community, and society in general. Your personal health, life stage, and personality can also have an impact.People who are socially isolated or feel lonely are more likely to have heart disease, obesity, high blood pressure, depression, or anxiety. They’re also at increased risk for Alzheimer’s disease or other types of dementia, and for early death.Recently, the COVID-19 pandemic affected our relationships and feelings of isolation. But the breakdown of social bonds was growing long before the pandemic. Over the past few decades, fewer people have been joining community groups or faith-based organizations.&nbsp;There’s also been a rise in single-person households. Digital technologies have made it easier to connect with others. But they can also expose us to harms like bullying.Scientists are working to better understand the links between social bonds and our health. And they’re looking for ways to counteract the effects of loneliness and social isolation.“Humans are a social species. We are highly dependent on others from birth,” says Dr. Elizabeth Necka, an NIH expert on social and behavioral science. “So feeling socially isolated can make you feel as though you’re in a very stressful situation. And stress has been associated with chronic inflammation, which can have effects on cardiovascular health.” Long-lasting inflammation has also been linked to cancer and other health problems. And our ability to biologically respond to stressors weakens with age.Necka notes that there’s a difference between social isolation and loneliness, but the two are related. Social isolation means you have few connections or contacts with others. Loneliness has to do with how you feel about being alone, or your perception.“Some people can be objectively socially isolated but not feel lonely. They may enjoy the solitude,” Necka explains. “Others can be surrounded by people and yet feel very lonely because those relationships aren’t satisfying to them.” Both loneliness and social isolation can be harmful to health. Even people who feel OK about being socially isolated are at increased risk for poorer health.Who’s at Risk?Everyone feels lonely now and then. But certain factors can raise the likelihood of persistent loneliness or social isolation. These include living alone, having trouble walking or moving, or having problems with vision or hearing. Other risk factors include financial struggles and mental health issues. Living in a rural, unsafe, or hard to reach neighborhood also raises your risk. So do major life changes like retirement or the death of a loved one.Many studies have found that older adults are especially likely to feel lonely or socially isolated. But a recent analysis of more than 128,000 people from over 20 countries reports that young adults are also vulnerable. “Over the course of the adult lifespan, we found that loneliness is higher in young adulthood and older adulthood. It dips during mid-life,” says psychologist Dr. Eileen Graham at Northwestern University.Graham and others have found that “generativity”—the urge to nurture younger people—can play a protective role. “People who are high in generativity are more socially resilient,” Graham says. “They feel they’re contributing to society, and they’re teaching new generations. It promotes well-being.” And it may help buffer against the harms of social isolation and loneliness.“There’s an interesting thing that happens in late life,” Necka adds. “People tend to focus more on relationships that are high quality and on the positive and meaningful impacts of those relationships. There’s less focus on relationships that are a bit more casual. Research suggests that tendency in late life actually can be protective for older adults.”Coupling Up“Marital status, or intimate relationships, are also an important feature of our social networks,” says Dr. David Sbarra, a psychologist and researcher at the University of Arizona. Married people tend to live longer and have other health benefits compared to the unmarried. But the quality of the relationship, whether supportive or fraught, can have an impact. “In a high-quality relationship, your needs are taken under consideration, and you perceive that your partner cares for you,” Sbarra says. “This perceived responsiveness, or empathy, is key to intimacy.”Sbarra’s team has found that divorce and separation are linked with changes to structures deep within cells called telomeres, which are associated with aging. Such changes are linked to health problems, including cancer and shorter life.The team is now using brain imaging and smartphone apps to assess the quality of couples’ relationships. They’re studying whether repetitive negative thoughts in one partner leads to stress and health problems for both.New Connections“If you’re feeling lonely or socially disconnected, it can feel intimidating to try to form new connections,” Necka says. “High-quality connections are best. But even brief interactions can make a difference. It can be a first step.”For example, you might go to the grocery store at the same time every week and see the same clerk. You can smile and strike up a brief conversation. Or you notice that someone at your regular bus stop always wears purple. You could chat about favorite colors. Over time, you might feel more comfortable connecting with others in different ways.“If you see someone in your community, maybe an older adult who lives alone or a single parent, check in and ask what they might need. Let them know that you’re available,” Graham adds. “Offer to bring them dinner, play cards, or other things.
