A month ago, I editorialized about the recent defeat of a proposed sales tax extension for the Kansas City Chiefs and Royals stadiums in Jackson County, MO. Led by a group called KC Tenants, the “no” vote secured a 58% majority. Their message was, why subsidize venues for billionaire-owned, for-profit sports teams when Kansas Citians cannot find affordable housing? The message resonates on both sides of the state line. However, it did not resonate with the Kansas Legislature. In their recent special session, they passed a scaled-down tax cut bill at the request of the Governor, as well as a package of incentives meant to lure the Chiefs and/or Royals to Kansas. Nothing was done about affordable housing.

The housing problem is complicated, which may explain why legislators avoid it. They missed a great opportunity to form a bipartisan, intersession task force to research the issue and develop recommendations for the 2025 session. Here are some ideas they could have considered.

First, the Legislature could take a hard look at passing state laws limiting the ability of municipalities–particularly wealthier suburbs– to block the construction of new housing through zoning codes. Such codes have their place when it comes to managing traffic, not overloading water lines and sewers, being mindful of water runoff, and so forth. Yet there is a long history of suburbs and homeowners’ associations abusing these in order to zone out reasonable attempts to create needed, multifamily housing or even detached houses on smaller lots. The recent dustup in Prairie Village over Accessory Dwelling Units (ADUs) is a case in point. Among other places, ADUs can be constructed in one’s backyard. Thus, the groundswell of opposition literally embodies NIMBY (not in my backyard) politics.

It may also be time to consider statewide building codes rather than a patchwork of local regulations, which bottleneck the process of new construction with a torturous process of permit applications and slow-walked approvals. Permits to renovate existing housing must also be expedited since new construction alone cannot keep up with current demand.

A task force could also consider our massive glut of commercial real estate. Working at home and shopping online did not end with the COVID-19 pandemic, and the workforce itself is shrinking. Older, fully- or partially-empty commercial buildings with loads of deferred maintenance and no historic value could come down. With the right incentives and zoning changes, apartments, townhouses or other housing could take up these vacated spaces.

While new home construction is welcome, incentives for those who maintain older homes and apartment buildings must be part of the solution, too. It is particularly important to make a distinction between the positive contributions of local small businesspersons who invest in “flipping” houses by rehabilitating them, on the one hand, and out-of-state interests who simply buy houses and apartment buildings, then sell them for more without making any improvements– or worse, rent them out as absentee slumlords.

Finally, a low-interest bridge loan program could help those who want to move but cannot due to the current high interest rates. This includes empty nesters who want to downsize but cannot afford to give up the low interest rates on their pre-2021 mortgages, as well as potential new homebuyers who need a little extra boost.

This list is only brainstorming. Other, perhaps better ideas could emerge once policymakers decide to take housing seriously. Unfortunately, that will not be today. For now, legislators have once again chosen sports team owners over the will of the voters.

Satisfy your sweet cravings at the grand opening of Thalia's Sweets and Treats in Hays.

The new store, 1702 Vine St., opens on Monday. The first 600 sweet-toothed customers will receive free lemonade and ice cream pops.

Owners Bradley Huber and Lisa Raub said customers can expect flavors from the past on the shop's opening day.

"One of the big things we're doing is nostalgic candy," Huber said. "We're going to have 'decades boxes' like candy specifically from the 1950s."

The boxes will include candy from each decade from the mid-20th century to the 2000s. In addition to its vintage selection, Thalia's offers ice cream treats, cotton candy and more throughout the shop.

The masterminds behind Thalia's Sweets and Treats are Huber and Raub's children, who named the shop after the family's emotional support pet.

"Our 6-year-old actually helped us come up with the name," Raub said. "She absolutely loves her dog."

Thalia Mae is a mix of great pyrenees, golden retriever and cockapoo. After the grand opening, customers can expect to see her at the sweet shop.

While their children Marley, Abel and Kinsley brainstorm new candy flavors, Huber and Raub focus on providing catering services to Hays.

"There's not really any places in town that do candy or snack tables. There's a lot that do desserts but not sweets," Raub said.

Thalia's Sweets offers catering services for parties, baby showers, bridal showers and weddings.

Displayed inside are local vendors whom Thalia's Sweets and Treats aims to support, a contributing factor to remaining in Hays.

"This community looks out for each other more than other communities would, and that was big for us," Huber said. "They're supporting us so we're supporting them."

The new store supports remote businesses by purchasing and reselling their products as an advertisement.

Huber and Raub hope to offer a wider range of ice cream choices, establish a kitchen to make old-fashioned hard candy and introduce a mini bakery.

Both relocated to Hays after high school and first met at Fort Hays State University where they worked as a catering chef and a coordinator for Chartwells.

Huber worked at various restaurants but always had a passion for candy. Ultimately, his children inspired him to make the career-changing decision.

"Restaurants are a lot. I was looking to go into something slower, and our kids were like 'candy,'" Huber said.

Thalia's Sweets and Treats is partnering with <a href="https://www.facebook.com/fantasygraphicseast">Fantasy Graphics East Studio</a>, 1700 Vine St., on July 13 for a joint customer appreciation event.&nbsp;

Thalia's store is open 10 a.m. to 6 p.m. Monday through Sunday.

New Thalia's Sweets & Treats opens Monday in Hays; first 600 get free treats

Grow Hays, Inc. is thrilled to announce the groundbreaking ceremony for the Bob and Pat Schmidt Community Center, set to take place&nbsp;at 10 a.m. July 11.&nbsp; The ceremony will be at the project site, 2510 Canterbury Drive.

The Bob and Pat Schmidt Community Center is a visionary +14,000 square foot facility designed to serve as a multigenerational hub for the Hays community. This state-of-the-art center will house a child care center and the Hays Senior Center, providing essential services and fostering a sense of community for residents of all ages.

Grow Hays announces groundbreaking for community center

SCOTT COUNTY—One person was injured in an accident just before 12:30a.m. Saturday in Scott County.

The Kansas Highway Patrol reported a 2006 Kenworth semi driven by&nbsp;Christian&nbsp;Niemann, 33, Scott City, was southbound on U.S. 83 at County Road 270.

The semi rear-ended a 2018 Peterbilt semi driven by Carl P.&nbsp; Schutte, 22, Scott City.&nbsp; Both driver had done an avoidance maneuver to not collide with a vehicle in their lane of travel and left the roadway to the right onto the emergency shoulder before the crash.&nbsp;

EMS transported&nbsp;Niemann to the Scott County Hospital.&nbsp;&nbsp;Schutte was not injured. Both drivers were properly restrained, according to the KHP.

Kansas man hospitalized after semi rear-ended a semi

Topeka, Kan. – Kansas Insurance Commissioner Vicki Schmidt, today, announced, that the Kansas Department of Insurance has made its annual distribution to local Firefighter Relief Associations (FRAs). Pursuant to the Kansas Firefighters Relief Act, $195,236.72 has been distributed among four local FRAs throughout Ellis County.

“Firefighters put their lives on the line to keep us safe, and the Kansas Firefighters Relief Act acknowledges that by providing additional protections for firefighters and their loved ones,” said Commissioner Schmidt. “The Act not only gives first responders needed safety nets, but it also allows local communities to provide their citizens with improved firefighting equipment and resources.” 

The funds from the Kansas Firefighters Relief Act are generated by a two percent tax paid by insurance companies on fire and lightning insurance premiums written in Kansas. Associations primarily use their distributed funds for insurance premiums and safety enhancements. The relief funds may pay for the health, accident, disability, and life insurance premiums of local firefighters. Safety enhancements such as new firetrucks, fire station building improvements, and firefighting gear can be purchased via relief funds loaned to local governing entities. 

This year’s statewide distributions totaled over $18.9 million, distributed to 553 FRAs.

Ellis County firefighters receive over $195,000 from   Kansas Department of Insurance

Chinch bugs in Kansas are a perennial pest of just about any type of grass. They have caused problems in turf farms, golf courses, and lawns. In crops, they mainly affect sorghum but are occasionally problematic in corn and wheat, says Jeff Whitworth, K-State Extension Entomologist.

With all of the chinch bug activity in central and west central Kansas, this is a good time to discuss the differences between chinch bugs (Blissus leucopterus) and false chinch bugs (Nysius sp.). In order to make proper management decisions, knowing how to correctly identify these insects is critical, says Anthony Zukoff, K-State Extension Entomologist”.

Adult chinch bugs are 3-4mm (0.16”) long bugs with black bodies and white wings that are kept folded over their backs. Two dark, triangular markings are present near the center of the wings creating a distinctive “X” mark.

Adult false chinch bugs are very similar in appearance, but smaller. Instead of having black bodies, false chinch bugs are brownish-gray with clear wings that lack a distinct “X” mark, says Anthony.

Immature chinch bugs are bright red after hatching, darkening to black as they go through a series of 5 molts. A distinct white band will be visible across the nymphs’ bodies until the wing buds become large enough to obscure it.

Immature false chinch bugs are grayish-brown, never bright red, and lack the white band across their bodies.

Chinch bugs and false chinch bugs are true bugs in the order Hemiptera which means they both have piercing-sucking mouthparts that they use to puncture plant tissue to feed on plant juices. However, the symptoms of feeding appear differently for these two bugs. When chinch bugs feed, digestive enzymes are injected into the plant tissue causing it to break down and discolor. Reddish spots often are present at chinch bug feeding sites. Heavy chinch bug feeding can also cause stunting, wilting and necrotic lesions on plants. In crops, they mainly affect sorghum but are occasionally problematic in corn and wheat, says Jeff Whitworth, K-State Extension Entomologist.With all of the chinch bug activity in central and west central Kansas, this is a good time to discuss the differences between chinch bugs (Blissus leucopterus) and false chinch bugs (Nysius sp.). In order to make proper management decisions, knowing how to correctly identify these insects is critical, says Anthony Zukoff, K-State Extension Entomologist”.Adult chinch bugs are 3-4mm (0.16”) long bugs with black bodies and white wings that are kept folded over their backs. Two dark, triangular markings are present near the center of the wings creating a distinctive “X” mark.Adult false chinch bugs are very similar in appearance, but smaller.  </figure>Chinch bugs and false chinch bugs are true bugs in the order Hemiptera which means they both have piercing-sucking mouthparts that they use to puncture plant tissue to feed on plant juices. However, the symptoms of feeding appear differently for these two bugs. When chinch bugs feed, digestive enzymes are injected into the plant tissue causing it to break down and discolor. Reddish spots often are present at chinch bug feeding sites. Heavy chinch bug feeding can also cause stunting, wilting and necrotic lesions on plants. False chinch bug feeding, on the other hand, usually has little effect on plants, but extreme numbers of the bugs on a plant can cause wilting and death.

TOPEKA — The Kansas Department of Health and Environment and the Kansas Department of Wildlife and Parks have issued a public health advisory due to blue-green&nbsp;algae.

A harmful algal bloom (HAB) may look like foam, scum or paint floating on the water and be colored blue, bright green, brown or red. Blooms can develop rapidly; if the water appears suspicious or there is decaying&nbsp;algae&nbsp;on the shore, avoid contact and keep pets away.

These toxins can be absorbed by ingestion, inhalation of aerosols and even skin contact.

Symptoms vary depending upon the type of exposure (e.g. direct contact, ingestion, inhalation) but can include rash, vomiting, diarrhea, fever, sore throat and headache.

If you, or your pets, come into contact with algae&nbsp;rinse the area with clean, fresh water.

As of June 20, the Kansas Department of Wildlife and Parks implemented the following special fish harvest regulations. 

At Sherman County-Smoky Gardens Lake, an 18-inch minimum length limit and two fish/day creel limit on largemouth bass and 15-inch minimum length limit and five fish/day creel on channel catfish are now in effect.

At Graham County-Trexler Lake, a five fish/day creel limit on channel catfish, an 18-inch minimum length limit, and a two fish/day creel limit on walleye are now in effect.

Fish harvest regulation changes at northwest Kansas lakes

All 8,500 water meters in Hays will be replaced during the next year&nbsp;with radio frequency advanced infrastructure metering.&nbsp; &nbsp;

The $4.5 million project will not require increased rates for city water customers.

"We have a bond rolling off," said Toby Dougherty, city manager.

The city will take advantage of an expiring 2009 utility system bond payment this year. A new 20-year bond is anticipated.

City commissioners voted Thursday to approve the bid from Core &amp; Main, McPherson, for the Sensus-brand equipment and hire a project manager with Tyler Technologies to integrate the software with the city's system.&nbsp;&nbsp;

The Sensus AMI system can read water usage from a water meter every 15 minutes and alert customers to any anomalies that could indicate an unknown leak. Right now, meters are read every 30 days. Customers can also access their real-time information.&nbsp;

The new system will help conserve water by identifying leaks more quickly and free up at least five city employees for other work.&nbsp;

"We are the leaders in water conservation in Kansas and beyond. We need to continue to evolve. This is an important tool to add to our water conservation program," said Jeff Crispin, director of water resources.&nbsp;&nbsp;

The commission also voted to renew its 2024/2025 property/liability insurance coverage package with&nbsp;Midwest Public Risk for $454,221. The premium is a 22.6% increase.&nbsp;

The city's new fire station is covered in the policy, said Finance Director Kim Rupp.

Grow Hays' request of the city to formalize an intent to issue industrial revenue bonds for The Grove community center was approved.&nbsp;

The industrial revenue bonds, to be issued once the project is complete,&nbsp; will allow the developer to obtain a sales tax exemption for all construction-related purchases.

A groundbreaking for the new community center, part of a planned residential housing development, will be at 10 a.m. Thursday, July 11, at the site north of Hays Medical Center.

Hays Lions Club members requested to change the name of the Hays Lions Club Park,&nbsp;33rd and Skyline Drive, from the&nbsp;Daniel G. Rupp Memorial Park sponsored by the Hays Lions Club to the Hays Lions Club Park in remembrance of Daniel G. Rupp. Rupp was the longest-serving Hays mayor. Commissioners will discuss the request at an upcoming work session.

Commissioner Alaina Cunningham was absent from the meeting.

As we get ready to re-enact the Battles of Lexington and Concord in our own backyards, here is the 2024 Resolution (see image) regarding the discharge of fireworks within the City of Ellis.

Fireworks can be shot between 9 a.m. and midnight on July 4 and 5.

 We understand the frustration that fireworks can cause for those who work early in the morning.

Remember, it’s only a few days, and your neighbors aren’t breaking any laws by celebrating as long as they are within the established regulations. 

Please report any violations to dispatch at (785) 625-1011. You’ll need to explain that you are in Ellis since Hays and other areas within the county have different regulations.

Please also note that it is illegal per state and local laws to discharge fireworks in the following manner(s): • on any public street, alley, in any park, or public place within the city. • into the direction or path of any animal, person(s) or vehicle. • from any moving or stationary vehicle* within 100 feet of a nursing home or fireworks vendor • within 50 feet of any gasoline pump or gas station • bottle rockets and similar self-propelled fireworks devices consisting of a tube and attached guiding stick or rod are prohibited.

Keep a hose, bucket or fire extinguisher close by when using fireworks. Remember to douse fireworks thoroughly, leave them out of polycarts overnight, and keep them away from grassy areas and structures in case they are still smoldering.

City of Ellis rules for July 4 fireworks

All consumer fireworks that are legal in Kansas&nbsp;are approved for sale and use in the city of Hays.

Fireworks sales are permitted from Tuesday-Thursday July 2, 3 and 4.&nbsp;

Fireworks can be used in the city from 10 a.m. to 11 p.m. on the same days.&nbsp;

State law prohibits fireworks from being ignited or discharged:

• From a moving or stationary vehicle. • On a public street or right-of-way. • Within 100-feet of a hospital or nursing home or fireworks location. • Within 50-feet of a fuel pump or gas station. •&nbsp;&nbsp;Bottle rockets or other skyrockets mounted on a stick or a wire are prohibited by state law.

City code prohibits fireworks use in cemeteries.

Persons younger than 12 years old should not use fireworks.&nbsp;Use fireworks as intended. Don’t try to alter or combine fireworks.&nbsp;Fireworks and alcohol don’t mix. Have a designated shooter.

There may be dangerous lead water pipes in the city of Hays.&nbsp;A contractor has been hired to determine how many and where they are.

In late November, the Environmental Protection Agency announced utilities or cities would have to pull and replace lead pipes within 10 years as part of a&nbsp;national initiative spearheaded by the Biden administration.&nbsp;

The Centers for Disease Control and Prevention maintains there is no safe level of lead exposure for children.

In&nbsp;<a target="_blank" href="https://missouriindependent.com/2022/04/11/known-to-be-toxic-for-a-century-lead-still-poisons-thousands-of-midwestern-kids/">Kansas, the EPA estimates</a>&nbsp;54,107 lead pipes remain, while the&nbsp;Natural Resources Defense Council believes there are more than 160,000, the third-highest number per capita among all the states.&nbsp;&nbsp;

Hays is working with Burns &amp; McDonnell Engineers and <a href="https://blueconduit.com/">BlueConduit</a>, which does predictive modeling to identify areas where the city might need to investigate for lead pipe.

BlueConduit is a national company that has been approved by the Kansas Department of Health and Environment to locate pipes in communities across the state. 

The deadline to identify the pipes is October, said Jeff Crispin, director of water resources for Hays. The city has more than 8,000 service lines.

"What we're working on now is data,"&nbsp;Crispin said, "including partial data in our GIS system of&nbsp;dates when homes were built in which parts of town.&nbsp;

"Then they'll recommend sites where we'll go out and do some inspection."&nbsp;

Crispin expects about 150 sites will be inspected initially.

"We'll soon go out and visually identify meter locations for any lead or copper service lines," he said. "We'll go back and look at previous installations, what year something was installed.

"After 1986, lead was removed basically ... You cannot install anything lead. That's a pretty good indicator anything built after 1986 — a newer part of town — would not have any possibility of lead in the system."

I understand there's a lot of states out there fighting the <a href="https://www.epa.gov/system/files/documents/2023-04/Final_DWINSA%20Public%20Factsheet%204.4.23.pdf">EPA</a> on this, but I don't see it going away."&nbsp;
