The Ellis County unemployment rate was up down slightly from 2.7% in October to 2.5% in November.

All of northwest Kansas remains below 4% unemployment for November. Ellis County has one of the lowest jobless rates in the area. Unemployment is up in Ellis County from November 2023, when it was at a very low 1.3%

Ellis County's jobless rate is about a percentage point lower than the statewide average.

Preliminary estimates reported by the Labor Market Information Services division of the Kansas Department of Labor and the Bureau of Labor Statistics show a seasonally adjusted unemployment rate of 3.5% in November. This is an increase from 3.4% in October and an increase from 2.6% in November 2023.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment increased by 7,900 from October. Total nonfarm includes private sector and government employers. Private sector jobs increased by 7,100 over the month, while government increased by 800.

Since November 2023&nbsp;Kansas' seasonally adjusted total nonfarm jobs have increased by 19,100. This change is due to an increase of 14,100 private sector jobs and an increase of 5,000 government jobs.

The Salvation Army in Hays continues to ensure local children receive Christmas gifts through the Angel Tree Program.

However, the program did not receive as many gifts this year as in past years.

Salvation Army Service Extension Coordinator Laura Allen said the program helps parents bring joy to their children on Christmas, even in difficult times.

"The Angel Tree is basically a program for children whose parents don't have the ability to buy them Christmas gifts or many Christmas gifts," Allen said.

This year, 114 children registered as angels. While community participation started slowly, a late surge ensured every angel was adopted.

However, 40 angels' gifts have not been returned. If the angel gifts are not returned, donations from St. Nicholas of Myra and St. Mary's churches will provide gifts for the remaining children.

Those who have adopted an angel are encouraged to return their gifts promptly, no later than Tuesday. It is not too late for anyone wishing to donate gifts without adopting an angel.

"Even if somebody didn’t necessarily have an angel, they can bring gifts," Allen said. "We give them to one of the children that was registered."

Clothing, sports equipment and video game-related items such as Roblox and Fortnite merchandise are suggested gifts for teenage boys.

Recommended gifts for teenage girls include makeup, jewelry-making kits, and arts and crafts supplies.

"Older teenage boys and girls are not always easy to buy for," Allen said.

Allen said the Hadley Center, 205 E. Seventh St., is a drop-off location for gifts, and the Salvation Army will accept donations outside regular building hours.

"We will be here all day [Friday]. Even though we're distributing, we will still be here available to accept gifts to distribute," she said.

Donations can also be dropped off at Fuzzy's Taco Shop, 4310 Vine St., Hays, during their business hours:

40 Salvation Army Angel Tree gifts not returned this year

“Overwhelmed with thankfulness” is how Julina Wall Schmeeckle felt the day she discovered she had been chosen as a Schmidt Foundation Scholar. A member of the first cohort of Schmidt Foundation Scholars, Julina has the distinction of being the first Schmidt Scholar to graduate from FHSU, completing her degree in only 3 ½ years. Julina attained her educational milestone when she graduated in December with a Bachelor of Science in Nursing.

“I’ve had a nursing career on my mind since I can remember,” she said. “I had heard that Fort Hays had a really good nursing program. It was an option I wanted to look at, but being a first-generation college student, I knew college would have to be paid for on my own.”

Julina found a potential opportunity to fund her dream when, halfway through her senior year at Ingalls High School, she received an email from the Schmidt Foundation outlining the requirements for its full-ride scholarship. After realizing she met the qualifications and filling out the application, she landed in the top 20 applicants and interviewed via Zoom. 

Some time passed after the interview, so Julina prepared a fallback plan to attend Garden City Community College, just in case she didn’t receive the Schmidt Foundation scholarship.

However, one April afternoon, over the intercom at school, seniors were asked to meet in the office before going to lunch. When she entered the room, she saw her mother. The faculty asked Julina to sit at the front of the room facing a TV screen. Soon, Jessica Albin, chair of the Schmidt Foundation Scholars Committee, appeared on the screen, notifying Julina that she had been awarded a Schmidt Foundation scholarship.

“I was in shock,” Julina said. “I broke down. My whole plans changed, and I was going to Hays. I wouldn’t be walking across the stage here in Hays with my nursing degree without that (Schmidt Foundation) opportunity.”

Five Schmidt Scholars have been chosen each year since the scholarship’s inception in 2021. Preference for these scholarships is given to first-generation students from Kansas planning to major in healthcare, education, business, entrepreneurship, arts, or communication programs. 

The scholarship includes 30 hours of tuition and fees for fall and spring courses, books, and room and board. Once accepted, recipients can renew their scholarship for up to three additional years by maintaining their academic standing and continuing to meet the scholarship requirements.

Julina credits her family and husband, Brady, whom she married last summer, with providing the foundation of support that enabled her to complete her degree in just 3 ½ years.

“Nursing school is stressful, but my husband and family have been incredibly supportive,” she said. “I’m a first-generation college student, and they are thrilled that I’m seeking education. Growing up my parents didn’t get that experience, but really hoped that their kids would have the opportunity.”

Jessica Albin, through her role as chair of the scholarship committee, became acquainted with Julina during her years as an undergrad. Jessica speaks glowingly of Julina, saying that she “has been a standout student during her entire journey at FHSU.”

“If you asked her to accomplish something, you could consider it done,” Jessica said. “Julina’s character is as strong as her skills and abilities. She is just a solid person through and through and her family ought to be proud for raising such a poised, beautiful, and competent young woman.”

“She demonstrated strength by being willing to ask for help when she needed it, and she never missed a chance to say, ‘thank you.’”

What does the future hold for Julina? She said she plans to put her nursing skills to work at the Garden City Hospital in the labor and delivery department, where she recently completed her capstone internship.

In addition to her nursing career, Julina, who ran a swather for a local hay farmer during high school, helps on her husband's and his family’s farm.

“Working in the hay business taught me patience and how to ask others for help,” she said. “Now I’m adjusting to the farm wife life.”

First Schmidt Scholar achieves milestone at FHSU

Fort Hays State University (FHSU) has cultivated a rodeo culture
fueled by passion, resilience, and a deep-rooted sense of community. Established
in 1965 as a recognized club, the FHSU Rodeo program has grown into a thriving
community of athletes and dedicated agriculture professionals. Under the
leadership of Coach Guy Forell, this program has cultivated a competitive edge
that resonates through every practice, rodeo event, and personal story of its
athletes.

"This has been a fun year. We keep getting more
competitive," says Coach Forell. “What makes this year especially
remarkable is the increase in scholarship opportunities, creating a
tighter-knit team focused on shared success. "It makes a difference in how
competitive we've become."

The Fall 2023 rodeo season showcased the team’s determination and
skill. FHSU secured second place in two rodeos - once with the women's team and
once with the men's. The team celebrated victories in multiple individual
events, with standout performances from athletes such as Cole Kerner, who
captured the All-Around award at Northwestern Oklahoma State University, first
place in bull riding, and second place in bareback riding.

Among those rising stars are freshmen Abagail Olson and Hailey
Witte. Abagail, the Reserve National Champion barrel racer from Sheridan,
Wyoming, grew up in a family of rodeo enthusiasts. She had a great first
semester, excelling in
barrel racing and also competing in goat tying and breakaway roping.
"This fall has been pivotal for me," Abagail shares. "I
currently sit in third place in the Central Plains Region, and I've placed in
nearly every rodeo."

“What I love about the FHSU Rodeo team is the support we give each
other,” she says, highlighting the camaraderie that fuels her ambition. “If I
need help, there’s always someone cheering me on. It’s hard work, but it’s a
shared journey.”

Teammate Hailey Witte, from Crookston, Nebraska, complements
Abagail’s spirit with her remarkable drive. Hailey is a two-time state champion
and won the average in barrel racing at two different rodeos in the fall
season.&nbsp; She currently sits in second
place in the region and should have a great spring season with the bigger
arenas at the outdoor rodeos.

Settling into her new life at FHSU doesn’t overwhelm Hailey;
instead, she thrives under pressure. “I’ve learned to brush off the small
mistakes and focus on the next run,” Hailey explains. Her commitment to her
sport is matched by her pursuit of a veterinary degree, attesting to her passion
for animal science and the agricultural community. 

Sophomore Cole Kerner embodies the spirit of the FHSU Rodeo.
Growing up in a family that lives and breathes rodeo in Sutherland, Nebraska,
he has faced the challenges and joys of rodeo. As a team officer, he
exemplifies leadership, bringing everyone together to support a shared goal. 

“My time here has been nothing short of extraordinary,” Cole says,
highlighting the welcoming nature of the rodeo community at FHSU. “There’s a
strong sense of family here. We all want each other to succeed.” He emphasizes
how traveling with his brother to competitions has strengthened their bond,
allowing them to share their dreams and challenges.

Cole’s achievements this season, including qualifying for several
short rounds, reflect his hard work, dedication, and the intensive, supportive
environment cultivated at FHSU. “It’s not just about individual victories; it’s
about lifting each other,” Cole said.

Freshman Tayln Wright, who hails from Canadian, Texas, exemplifies the spirit of
perseverance that defines FHSU Rodeo. Initially uncertain about her decision to
study in Kansas, Tayln fell in love with the campus. “I knew I found my place.”
She refuses to back down despite battling injury with her barrel horse, noting,
“Rodeo teaches patience and hard work. I’m committed to this journey.”

Meanwhile, Prairie Robbins, a nursing junior, echoes the
sentiments held among her teammates. “Despite the individualistic nature of
rodeo, the FHSU team functions as a family,” she asserts. “We want to see each
other succeed just as much as we want to succeed ourselves.”

Adding assistant coach Trevor Meier has further strengthened this
community, infusing the program with excitement and fresh ideas. “Trevor brings
a new perspective that motivates us all,” Cole notes. “It’s great to have
someone who understands the team dynamics and encourages us to push beyond our
limits.”

The journey of an FHSU rodeo athlete is marked not only by
competition but also by personal growth. Every rodeo tests skill,
determination, and character, and the team approaches each challenge with a
unified spirit. They know that every ride counts, but so does the bond they
share as teammates and friends. 

With high hopes and even higher dreams for the spring, Abagail,
Hailey, Cole, and the rest of the team push each other to excel. “We’re not
just competing for ourselves; we’re representing Fort Hays and everyone who has
supported us along the way,” Abagail shares.

to recruit new talent and instills a strong sense of discipline and dedication
in his athletes. “The future is bright for our rodeo team,” he affirms, noting
the recent verbal commitments from standout recruits, including Kansas's top
female rodeo prospect. “These young men and women will help write the next
chapter of our program’s legacy.”

Fort Hays State University continues to be more than just a
training ground for up-and-coming rodeo stars; it is a place where friendships
are formed, personal obstacles are overcome, and the love of agriculture and
rodeo melds into a powerful, shared identity.

Kansas Corporation Commission TOPEKA&nbsp;– The U.S. Department of Energy recently announced that 10 proposed National Interest Electric Transmission Corridor projects have been scaled down to three, none of which will run through Kansas. In the meantime, the Grain Belt Express transmission line, approved by the Kansas Corporation Commission in 2011, will continue through the state regulatory process.

While the route of the Grain Belt Express project fell within the borders of one of the proposed Department of Energy corridors, its status as a previously approved project has not changed and is moving forward.

In addition, without a federal corridor designation, state jurisdiction and approval processes remain intact for the Grain Belt Express, and the Kansas Corporation Commission will continue to review any potential future projects.

Federal “backstop” siting authority or the use of federal eminent domain are not an option.&nbsp; The Department of Energy’s decision does not reverse the previously announced $4.9 billion conditional loan guarantee awarded to the Grain Belt Express project on Nov. 25, 2024.&nbsp;

To date, the KCC has taken the following actions in respect to the Grain Belt Express project:

A final order on the siting of the AC collector lines is expected to be issued in 2025.

Phase 1, which includes Kansas and Missouri, can begin once all regulatory and financing requirements have been obtained for that portion of the project. The order issued did not remove or alter any of the protections for landowners that were required by the commission when it approved the acquisition of the project by Invenergy in 2019.</li><li>2024 – The KCC gave conditional approval to a siting plan for two 345 kV transmission lines, known as the AC Collector System, designed to connect wind and solar farms to the Grain Belt Express.</li>

Grain Belt Express line continues through Kansas regulatory process

On Dec. 16, 2024, the Midwest-Plains National Interest Electric Transmission Corridor was canceled, and that’s good news for Kansans whose land was within that five-mile corridor. 

Grain Belt Express is still alive, however, and has received $4.9 billion from the Biden administration in a last-minute attempt to keep the project going.

While the cancellation of Midwest-Plains is a step in the right direction, it doesn’t mean landowners are safe from eminent domain, future transmission lines, or energy corridors. The Kansas Corporation Commission still has the right to permit high-voltage direct current projects as public utilities.

The National Interest Electric Transmission Corridor process is still a part of the Department of Energy’s policy for identifying areas of grid congestion and designating large swaths of land suitable for the construction of long-distance high-voltage transmission lines.

The cancellation of Midwest-Plains has mistakenly given many Kansans the impression that the state is safe from future&nbsp; National Interest Electric Transmission Corridor designations. Renewable energy companies can still apply for corridors under the applicant-driven Department of Energy policy of seeking transmission routes.

Of greater concern is that many Kansans believe that Grain Belt Express has also been canceled. It hasn’t.

While it is true that the Midwest-Plains Corridor overlapped the existing Grain Belt Express route, the cancellation of the corridor did not cancel Grain Belt Express. Midwest-Plains would have allowed more&nbsp;high-voltage direct current lines to be constructed, but Grain Belt Express was always separate from the May 8, 2024, National Interest Electric Transmission Corridor designation. 

The owner of Grain Belt Express, Invenergy LLC, has every intention of moving forward with the controversial project that has seized property from landowners in four states.

The $4.9 billion loan from the Biden administration isn’t the only indicator that Invenergy is committed to making the line a reality. It continues to seek signatures on easement agreements and, in their absence, condemn property owned by holdouts.

It is also fighting vigorously in Illinois to have a federal appellate court’s decision reversed, a decision that revoked Grain Belt Express’ permit to operate in that state.

Moreover, Invenergy is appealing to the Federal Energy Regulatory Commission to overrule Midcontinent Independent System Operator’s exclusion of Grain Belt Express from its grid.

Finally, Invenergy is also beginning to conduct an Environmental Impact Study — long overdue — in order to justify the loan from the Biden administration.

While the project should never have been permitted without an Environmental Impact Study, the Department of Energy has allowed the Grain Belt Express to sidestep numerous aspects of the National Environmental Policy Act. Now that dollars are finally flowing into the project, Invenergy knows that it must satisfy federal regulations to secure final approval for the loan.

All of the above should constitute a wake-up call to Kansans, who are celebrating the cancelation of Midwest-Plains.

The Phase I “Kansas only” part of the Grain Belt Express line should be of particular concern to state residents. Phase I allows Invenergy to construct a shorter line that would connect to energy infrastructure in Missouri. Land will be sacrificed in order to give Missouri wind power from Kansas. No energy has been allocated for Kansas.

Kansans need to remember that the Kansas Corporation Commission can give Invenergy or other companies the right to invoke eminent domain at any time in the future if new lines are planned.

That’s a grim reality that did not change on Dec. 16. This is not the time to let our guard down or do a premature victory lap.

Unless there is continued opposition to Grain Belt Express and strong, tough legislation to stop eminent domain abuse, our land is still at risk. On Dec. 16, a battle was won, but not the war.

LETTER: Midwest-Plains cancelled; Grain Belt Express, eminent domain alive

Fort Hays State University will offer two artificial intelligence-focused classes for students as faculty and staff remain on the fence about its use.

Instructional Technologist Magdalene Moy, chairwoman of the FHSU Generative AI Task Force, hopes more programs embrace AI and take advantage of its potential benefits.

"I think that other departments are going to look toward building this up for their students," Moy said.

This spring, Moy will teach "Philosophy of AI: Foundations and Frontiers," an online course for students with various guest speakers.

The course delves into AI from philosophical and interdisciplinary perspectives. The class features lectures by philosophers, computer engineers, machine learning specialists and legal experts.

"The class goes into how this is going to affect fields, so I have a lawyer coming to speak about where we are in the legal system with AI," Moy said.

Specific topics the class will dive into include the Turing Test, a method for assessing a machine's capability to show human-like intelligence, and the Chinese Room Experiment, a thought experiment challenging the notion that a computer program can genuinely understand language.

Moy said students will also participate in debates, complete writing assignments and work on a final project that examines AI’s relevance to their profession and future.

"It's taking 'What is thinking?' 'What is a mind?' 'How is AI like thinking?' and 'Where is the complement there?'" Moy said.

Open to all students, the online class aims to help them critically examine philosophical and practical questions about AI and its potential. Enrollment is currently open.

"This is meant to be a foundational course to understand the power of AI, where it comes from, why it's important and its potential," she said. "

Moy said the class could be offered in future semesters depending on interest.

Moy said opinions on AI usage among FHSU faculty and staff vary, and there is no consensus on its implementation.

Some faculty are concerned that overreliance on AI could impede students' skill development, which Moy said is valid.

"Even with people who are pro using AI, they might feel like it's appropriate for them to have students use AI in one class but not the other," she said.

Potential negatives are concerns about cheating, job displacement, data and ethical use, and bias in data training.

Another course, "AI in Biology and Medicine," will be offered this spring through the FHSU Biological Sciences Department by Assistant Professor Michael Grenstaeudl.

Moy said Grenstaeudl developed the course independently and the AI Task Force, as their collaboration primarily focuses on sharing resources and promoting initiatives.

Moy said she hopes other departments such as English, Agriculture and Computer Science will introduce their own AI courses in the future.

According to&nbsp;<a href="https://www.goldmansachs.com/">Goldman Sachs</a>, Generative AI will affect 300 million full-time jobs worldwide, and AI will take over between 25% and 50% of the workload.

Sixxty-five percent of skills in the workforce are also expected to change by 2030 because of AI, according to Linkedin.

The FHSU Generative AI Task Force launched a website offering classroom resources and the latest updates on AI.

Moy said the FHSU College of Education department has readily taken to AI with an additional event for professional development for K-12 teachers in northwest Kansas set for April 7.

&nbsp;"We know our students come from the area. It makes sense to have a conversation with them about what they're doing in the classroom and how we can support their use of AI in education," she said.

The FHSU Generative AI Task Force also offers certificates to equip enrolled students with the knowledge and skills needed for career success.

FHSU to offer artificial intelligence classes in spring

Battle of the Badges blood drive set for Thursday, Friday in Hays

The Robert E. and Patricia Schmidt Foundation has provided a&nbsp;$13,100 grant to the&nbsp;Ellis County Amateur Radio Emergency Service (ECARES).

The money will be used to purchase equipment. The group hopes to have the equipment up and running by the end of the month.

The Ellis County Amateur Radio Emergency Service group is dedicated to providing volunteer support communications for public safety in Ellis County. It is an affiliate of the American Radio Relay League.

ECARES provides communication capabilities as requested by the Ellis County Fire and Emergency Management Department in situations where local communications are compromised.

ECARES also provides local SkyWarn spotters during times of severe weather and reports to the National Weather Service office in Dodge City.

Recent disasters in the Southeast United States show the importance of backup communication systems when commercial and government systems fail.

Local ECARES members are federally licensed radio operators who are skilled in providing a wide range of emergency and disaster communications to the public.

Members are required to complete SkyWarn training along with Incident Command System and National Incident Management System training through the Federal Emergency Management Agency.

ECARES also provides communication services for nongovernmental agencies such as the American Red Cross, Salvation Army and for non-emergent public activities.

The grant proceeds will be used to upgrade the UHF and VHF repeater systems in Ellis County to a state-of-the-art, digital, internet-connected radio network.

The new equipment will replace the current 30-year-old analog system, which is nearing the end of its life.

 The new system will allow for portable radios to communicate throughout Ellis County and outward to the state and national levels.

All amateur radio systems in Ellis County are available for use by any FCC-licensed operators, including travelers passing through Ellis County, with the only limitation being during emergency operations.&nbsp; &nbsp;

Schmidt Foundation provides funding for emergency radio services

Lovers of sunlight, rejoice, the winter solstice soon marks another year’s end. Following it, days grow longer by accumulating seconds per day, until in a couple of months, we enjoy more sunshine than darkness during a 24-hour span. For the impatient, it’s interminable wait on incremental minutes before we notice extra light. To pass time, let’s bask in glowing Christmas decor brightening our prairie villages.

For those who call North Central and Northwest Kansas home, residents can thank small town leadership for honoring this season with festive street decorations. Depending on the size of the village, those lights can include an illuminated bell, wreath, or star hanging from each Main Street light post. A central focus like a giant Christmas tree or manger scene frequently accents community crossroads.

Bogue, WaKeeney, and Phillipsburg showcase Christmas trees in the middle of Main. In the first two, that centerpiece stands literally in the middle of an intersection. Anyone cruising by gets the full effect of driving past a triangle of colored lights. In Phillips County, the signature tree occupies the courthouse square. It’s so large, it brightens the entire block. In addition, other decorations add festive flair. If you drove downtown in a grumpy mood, you’d leave smiling.

Once you exit Interstate south into Ellis, illuminated poles guide folks to the center of town where a manger scene and other décor punctuates the old green where light-draped trees and bushes highlight this old railroad town. After you reach this peaceful park, it’s easy to forget you’re in the middle of flyover country. It’s a Kansas Mayberry. On the east side of the street, an historic depot lit up in garland-wrapped lights welcomes riders to the community’s aerotrain.

After dark, Christmas lighting adds to the charm of Damar’s quaint French village-style main street. Once dusk descends, it’s hard to remember you’re in Kansas as you look south toward the silhouettes of old-world cathedral spires or see French words painted on the sides of tiny shoppes.

Further north on Highway 9, the burg of Edmond electrifies and wreathes its tiny city park. Coming into town from either direction after dark gifts an aha moment to help you realize you don’t need much population to string lights and hang greenery. What a pleasant surprise on a lonely road!

Fifteen miles east down the same road, you run into Logan. Bright bulbs zigzag up Main Street, linking one radiantly decorated light pole to another. Residents add personal touches that add warmth to cold December nights, establishing that this is a special time of year.

Continue driving east another fifteen miles to hit Glade and count all four Christmas stars brightening the quadrants of the main drag before leaving town. If you stay on 9, Kirwin’s colorfully lit town square would charm Scrooge and you as well.

No matter what direction you drive across the prairie, you’ll find Christmas alive and well in towns big and small. Residents ante up their change to buy bright decor and pay for extra kilowatts that celebrate this time of year.

Yes, prairie folk desire longer days. Fortunately, we know how to add our own light while we wait for Mother Nature to hit the on-switch

A central focus like a giant Christmas tree or manger scene frequently accents community crossroads.Bogue, WaKeeney, and Phillipsburg showcase Christmas trees in the middle of Main. In the first two, that centerpiece stands literally in the middle of an intersection. Anyone cruising by gets the full effect of driving past a triangle of colored lights. In Phillips County, the signature tree occupies the courthouse square. It’s so large, it brightens the entire block. In addition, other decorations add festive flair. If you drove downtown in a grumpy mood, you’d leave smiling.Once you exit Interstate south into Ellis, illuminated poles guide folks to the center of town where a manger scene and other décor punctuates the old green where light-draped trees and bushes highlight this old railroad town. After you reach this peaceful park, it’s easy to forget you’re in the middle of flyover country. It’s a Kansas Mayberry. On the east side of the street, an historic depot lit up in garland-wrapped lights welcomes riders to the community’s aerotrain.After dark, Christmas lighting adds to the charm of Damar’s quaint French village-style main street. Once dusk descends, it’s hard to remember you’re in Kansas as you look south toward the silhouettes of old-world cathedral spires or see French words painted on the sides of tiny shoppes.Further north on Highway 9, the burg of Edmond electrifies and wreathes its tiny city park. Coming into town from either direction after dark gifts an aha moment to help you realize you don’t need much population to string lights and hang greenery. What a pleasant surprise on a lonely road!Fifteen miles east down the same road, you run into Logan. Bright bulbs zigzag up Main Street, linking one radiantly decorated light pole to another. Residents add personal touches that add warmth to cold December nights, establishing that this is a special time of year.Continue driving east another fifteen miles to hit Glade and count all four Christmas stars brightening the quadrants of the main drag before leaving town. If you stay on 9, Kirwin’s colorfully lit town square would charm Scrooge and you as well.No matter what direction you drive across the prairie, you’ll find Christmas alive and well in towns big and small. Residents ante up their change to buy bright decor and pay for extra kilowatts that celebrate this time of year.Yes, prairie folk desire longer days. Hill City Police reports school threat

MANHATTAN, Kansas — The Kansas Department of Agriculture has identified highly pathogenic avian influenza in two game bird operations — one in Doniphan County and one in Rooks County. These mark the first commercial operations with the disease in Kansas since early spring of 2024, although the virus has been confirmed this fall in wild birds across the state and some backyard operations.

KDA is working with the operations with assistance from local officials to respond at the affected premises. Those premises have been placed under quarantine and the birds will be humanely depopulated and disposed of in an approved manner to prevent the spread of the disease.

In addition, KDA will be establishing a surveillance zone around the infected premises, and other farms or properties with poultry that fall within that zone will not be allowed to move birds or poultry products on or off their property without permission from KDA. The animal health team is working to locate all poultry owners in the area to ensure they know the symptoms of the disease and are taking critical steps to protect their birds. Testing continues to reinforce that migratory wild birds, particularly waterfowl, are the primary source of the spread of the disease, so a critical part of protecting your flock is to establish separation between your domestic birds and wild birds as they migrate through your region. Anyone involved with poultry production from the small backyard chicken owner to the large commercial producer should review their biosecurity activities to assure the health of their birds. Avian influenza can also cause sudden death in birds even if they aren’t showing other symptoms.

Avian Influenza Identified in Doniphan, Rooks counties

Hays city commissioners will talk Thursday about the bid award for phase 1 of the redevelopment of the downtown building at 1108 N. Main into a new luxury short-term rental Airbnb called Chestnut Suites.

Hays developer Adam Pray plans the renovation to create 24-26 rentable hotel-style rooms for both short-term and 30-day or more renters.&nbsp;

Pray asked the city of Hays to apply for $300,000 in Community Development Block Grant funding from the Kansas Department of Commerce, which was awarded in August.

A single bid was made for the project's first phase, which will include exterior concrete and masonry work, roofing accessories, window work, and plumbing. The bid was from Robben Construction, Hays, for $484,500.

The estimated total project cost is $3.2 million.&nbsp;&nbsp;

Commissioners will consider awarding the bid award at their Dec. 26 meeting, along with a recommended low bid award from APAC, Hays, of $754,916 for replacing the sanitary sewer lift station on Highway 40 west of the airport.

The lift station, built in 1984, is in the 100-year floodplain. With the passing of the school bond in 2022 and the resulting increase in students, the sewer flow is expected to increase.

Hays City Commission to consider bid for Chestnut Suites phase 1 renovation

Students at Ellis High School are diving into entrepreneurship with their new printing business, The Railway.

Ellis Superintendent Janice Wilson said the idea came from the owner of Vineyard Creations after they discussed a possible school business.

Wilson said The Railway received support and funding from the Board of Education.

"We got input from staff, applied for a grant and were awarded $25,000 from the Dane. G. Hansen Foundation," she said.

The Railway utilized the grant to purchase equipment, inventory, and additional resources to set up and support the juniors in the workshop.

The nonprofit produces T-shirts and hoodies with custom designs for school sports teams. It plans to expand to include additional items such as hats, bags and cups.

The printing business runs one hour a day, five days a week, during regular school hours. Art teacher Justin Longbine and business teacher Kyle Fox lead the class.

The Railway opened in October after months of preparation and equipment setup. Its first client was the boys' junior high basketball team.

"They were the first ones we wanted to tackle because we knew when we first got the equipment we needed to learn it,"&nbsp;Longbine said.

 </figure>"It's that discipline of ensuring they understand where they're at in the screen printing process," Longbine said. "There's a lot of variables for error... it's taking their time and being able to follow that process instead of willy nilly."The printing business works with the school to produce apparel and designs for school spirit and community-oriented products.The Railway partners with&nbsp;<a href="https://www.ordermygear.com/" target="_blank">OrderMyGear</a>&nbsp;for online orders, but it is not accessible for community members to browse.&nbsp;Plans are underway for a more comprehensive online store.Longbine said operating during school hours poses time constraints, and he is considering extending the workshop beyond the academic year, giving students more work opportunities."They may not want to pursue this as a job, but if some of them go to Fort Hays, they can get a job at one of those other businesses.  </figure>One student said she plans to retake the class during her senior year, while another said she enjoys seeing others wear the designs they created."It's exciting to see how we're improving and seeing the kids in our school wearing the stuff that we make," one student said.The process starts with students coating screens with emulsion and exposing them to light to burn a design onto the screen. The prepared screen is then used to apply ink to materials such as shirts.Once printed, the ink is set using a flash dryer and fully cured in a larger dryer. Vinyl is used to personalize the product with names and unique details.<figure>

 </figure>As students gain hands-on experience in the workshop, Fox manages the marketing and financial aspects of the business, incorporating his classes into these tasks."My web page class is involved, and they've been doing a lot of the marketing," Fox said. "My business class has also been involved in the ordering process and cost analysis."Fox said all earnings are reinvested into the business to build inventory, ensuring its continuation into the next semester.Wilson said Ellis residents, such as students, families, and business owners, are their primary customers. However, printed products are also available to surrounding communities."We're not only providing kids with an experience, we are providing the community with a service. It connects the community, which we are always looking for," she said.<figure>
