TOPEKA&nbsp;– Governor Laura Kelly announced today that she is simultaneously hosting food drives at the remaining seven stops on her statewide ‘The People’s Budget’ listening tour. In partnership with the Kansas Food Bank and Harvesters – The Community Food Network, Governor Kelly is encouraging Kansans attending the town hall events to bring non-perishable, non-glass food items to give back to local communities.

“As the federal government shutdown continues to drag on, Kansans who are furloughed, and especially those who receive SNAP and WIC benefits, are caught in the crossfire,”&nbsp;Governor Laura Kelly said.&nbsp;“That’s why I’m urging the Kansans attending my statewide listening tour to donate food items and support food banks struggling to meet already high demands. Kansans have always lifted up their neighbors during challenging times, and food drives are a simple way to give back to our communities.”

Food banks currently have the highest need for canned protein and infant formula. Other shelf stable items in need include canned fruits and vegetables, dried fruit and beans, whole grain pasta, brown rice, and more. Gov. Kelly to host food drive at ‘The People’s Budget’ tour stop in Hays Wednesday

TOKYO (AP) — President Donald Trump began one of his busiest days of his Asia trip on Tuesday by warmly greeting&nbsp;<a href="https://apnews.com/article/trump-japan-takaichi-trade-ford-trucks-e7be33728c7c3fdb6c314780c8a9a533">the new Japanese prime minister</a>, and taking her with him as he spoke to U.S. troops aboard an aircraft carrier.

Although Trump is visiting one of America’s most steadfast allies in Asia, there’s no shortage of uncertainty while he’s there. Sanae Takaichi, who&nbsp;<a href="https://apnews.com/article/japan-prime-minister-takaichi-21224ba4c4429ffad1639e9fcc4abd4a">became the country’s first female prime minister</a>&nbsp;only days ago,&nbsp;<a href="https://apnews.com/article/japan-takaichi-trump-us-china-asean-apec-29fc81ff026a1d4c257d1383b46d35f6">must solidify her relationship with Trump</a>&nbsp;while defending her country’s economic interests. Trump is trying to nail down $550 billion in Japanese investment as part of a trade agreement.

As Trump and Takaichi met on Tuesday, they shook hands and he paid her a compliment: “That’s a very strong handshake."

In return, Takaichi talked about watching the third game of the U.S. World Series before the event. She added that Japan would give Washington 250 cherry trees next year to honor America's 250th anniversary, as well as fireworks from Akita Prefecture for July 4 celebrations.

She used her early remarks to mention former Japanese Prime Minister Shinzo Abe, her archconservative mentor who forged a strong bond with Trump during his first term through their shared interest of golf.

“As a matter of fact, Prime Minister Abe often told me about your dynamic diplomacy,” she said.

Trump called her role as Japan's first woman prime minister as a “big deal,” putting an emphasis on the U.S. commitment to Japan. While the president in the past has publicly scolded his foreign counterparts, he had nothing but praise for Takaichi.

“Anything I can do to help Japan, we will be there,” Trump said. “We are an ally at the strongest level.”

Takaichi is primed for a charm offensive, including a potential purchase of Ford F-150 trucks. Reporters arriving for the event were hustled past a gold-hued Ford F-150 as well as what appeared to be white American-made Toyota vehicles parked outside the Akasaka Palace, which is Tokyo's guest house for visiting foreign leaders.

Trump has often complained that Japan doesn’t buy American vehicles, which are often too wide to be practical on narrow Japanese streets.

The Japanese delegation also made the strategic choice to serve American beef and rice during a working lunch that was mixed with Japanese ingredients, at which the two leaders also discussed efforts to end Russia’s war in Ukraine.

Takaichi also gave Trump a putter used by Abe, the former prime minister, and a golf bag signed by the professional golfer Hideki Matsuyama, according to a post on X by White House aide Margo Martin. They signed black “Japan is Back” baseball caps that resembled Trump’s own red “Make America Great Again” caps.

Agreements vow a ‘golden age’ for alliance and cooperation on critical minerals

Both leaders signed the implementation of an agreement for the “golden age” of their nations' alliance. When the document was held up after signing, it ran to less than one page and reaffirmed the earlier framework by which the U.S. would tax goods imported from Japan at 15% and the creation of a $550 billion fund for Japan to invest in the U.S.

Trump and Takaichi then signed a second agreement, this one laying out a U.S.-Japan framework for securing the supply of critical minerals and rare earths. That agreement suggested that some of the investment dollars would go to the development of rare earths needed for advanced technologies.

White House press secretary Karoline Leavitt told reporters that Takaichi would be nominating Trump for the Nobel Peace Prize. The two leaders also met with people whose family members were abducted by North Korea.

Trump talks to troops on US aircraft carrier

Although Trump has focused his foreign policy toward Asia around tariffs and trade, he also spoke aboard the USS George Washington, an aircraft carrier docked at an American naval base near Tokyo. The president brought Takaichi with him and she also spoke.

The president talked about individual units on the aircraft carrier, his political opponents, national security and the U.S. economy, saying that Takaichi had told him that Toyota would be investing $10 billion in auto plants in America.

Trump arrived in Tokyo on Monday, when he met with the emperor in a ceremonial visit. He was previously in Kuala Lumpur, Malaysia, where he participated in the annual summit of the&nbsp;<a href="https://apnews.com/hub/association-of-southeast-asian-nations">Association of Southeast Asian Nations</a>.

The gathering was an opportunity for Trump to celebrate an expanded ceasefire agreement between Thailand and Cambodia, which skirmished along their disputed border earlier this year. Trump had pressured them to stop fighting by threatening to withhold trade agreements.

There were also signs that tensions between the U.S. and China were cooling off ahead of a&nbsp;<a href="https://apnews.com/article/trump-asia-trip-malaysia-japan-south-korea-890b52697f86c15e3e196c521d564449">planned meeting</a>&nbsp;between Trump and Chinese leader Xi Jinping, which is expected to take place in South Korea later this week. Top negotiators from each country said a trade deal was&nbsp;<a href="https://apnews.com/article/donald-trump-asia-malaysia-china-japan-55a147dce68e6d8fa70c2b858249c7ec">coming together</a>, which could prevent a potentially damaging confrontation between the world’s two largest economies.

Details were scarce, and it was unclear how much any agreement would resolve long-standing issues, or if it would return the relationship to the status quo before recent confrontations. China has restructured the export of rare earth elements that are critical for high-tech manufacturing, and Trump responded by threatening tariffs that even he admits would be unsustainable.

Trump is scheduled to leave Wednesday for South Korea, which is hosting the Asia-Pacific Economic Cooperation summit.

Golf gift among highlights of Trump's visit with Japan's new prime minister

BARTON COUNTY —Law enforcement are investigating a suspect for an alleged sex crime.

Just after 10:30p.m. October 22, police&nbsp;responded to a residence in the 1200 block of Adams Street in Great Bend in reference to a medical emergency. 

When officers arrived, they found a 32-year-old&nbsp; unconscious on the floor in the kitchen area of the residence. Officers also contacted 36-year-old Joshua Anderson inside of the residence. Great Bend Fire and EMS also responded and transported the woman&nbsp; to the local hospital.

While the woman was being treated, medical staff became aware that she was possibly the victim of a sexual assault, and evidence of the crime was collected at the hospital.&nbsp; Great Bend Police Detectives investigated this incident and probable cause was established that a sexual assault had occurred. 

Just before 9:30p.m. October 23, police located Anderson in the 1200 block of Jefferson, Great Bend .He was arrested and booked into the Barton County jail on a requested charge of Rape.

Warren Younger, age 64, of Hays, passed away Friday, October 24,
2025, at Salina Regional Health Center in Salina, Kansas. He was born October
17, 1961, at St Anthony Hospital in Hays, Kansas to Marvin and Bernita Anna
(Korbe) Younger.

As a truck driver, Warren spent countless hours connecting places
and people. He was known to many as a driver, but those who knew him best
understood that his hands were never truly still. They were always busy,
whether turning a wrench or shaping metal. When he wasn't in the shop, he could
often be found enjoying a day of shooting.

He is survived by two sons, Christopher Younger and wife Danae,
Joel Younger and wife Amber all of Hays; a brother Daniel Younger and wife
Sharon of Hays; three sisters Rebecca Zimmerman and husband Dennis, Claudia
Leiker and husband David all of Hays, and Olinda Power and husband Gary of
Salina; 7 grandchildren Taylan, Jadyn, Katlyn, Kimber, Emery, Jayce, and Klay
Younger. He was preceded in death by his parents Marvin and Bernita Anna
(Korbe) Younger.

Memorial Services will be Saturday, November 1, 2025, at 3 PM at
Keithley Funeral Homes and Crematory – Brock’s Chapel, 2509 Vine Street Hays,
Kansas 67601. Warren’s family will receive guests from 2 PM until service time
at the Funeral Chapel.

SEDGWICK COUNTY —A suspect charged in connection with a violent abduction shown on a doorbell video earlier this month in Wichita is due back Judge Rodger Woods courtroom on Monday&nbsp;

Daniel T. Espitia Guevara, 22, was charged with&nbsp;aggravated domestic battery and misdemeanor counts of domestic battery and&nbsp; criminal restraint, according to the Sedgwick County District Attorney's office. He is also on an Immigration and Customs Enforcement hold.

The Wichita Police Department had asked for the community’s help in identifying and locating a woman in a doorbell video who was seen being taken by force on October 12, at approximately 2 AM., in the 1400 block of North Volutsia in Wichita.

Just after 3p.m. October 14, Wichita Police Investigators received a phone call, from a woman claiming to be the individual investigators were attempting to identify. Investigators immediately responded to her location, made contact, and transported her to City Hall so detectives could conduct a victim interview. Police confirmed the identity of the woman as a 35-year-old who lives in the area where the video was captured. Police determined the incident is a case of domestic violence where the woman was victimized by her boyfriend. The woman did not have any significant injuries.

Just after 7 p.m. October 14, officers with the Wichita Police Domestic Intervention and Violence Reduction team (DIVRT) located and arrested Guevara and booked him into jail.

He remains in custody on a $75,000 bond, according to the district attorney's office.

Hays has received 24.28 moisture year-to-date.

On average, Hays receives 2.18 inches of rain in October and 22.50 inches of moisture year-to-date by the end of October.

The forecast for today includes fog and cloudy skies, with a high of 57 and a low of 41. A 60% chance of showers is expected for tonight.

A 10% chance of showers is also expected on Tuesday, with a high of 56 and a low of 35.

Former President Joe Biden called these “dark days” as he urged Americans to stay optimistic and not to check out in response to what he says are attacks on free speech and tests on the limits of executive power by President Donald Trump.

“Since its founding, America served as a beacon for the most powerful idea ever in government in the history of the world,” Biden said. “The idea is stronger than any army. We’re more powerful than any dictator.”

Biden, 82, speaking publicly for the first time since completing a round of radiation therapy for an&nbsp;<a href="https://apnews.com/article/biden-cancer-prostate-be18c98abe341cd91277e1d3b75d5cd5" rel="nofollow">aggressive form of prostate cancer</a>, addressed an audience in Boston on Sunday night after receiving the Lifetime Achievement Award from the Edward M. Kennedy Institute.

He said America depends on a presidency with limited power, a functioning Congress and an autonomous judiciary. With the federal government facing its second-longest shutdown on record, Trump has used the funding laps&nbsp;<a href="https://apnews.com/article/government-shutdown-trump-congress-presidential-power-157d0d2d6d00d273dca722232ff252ad" rel="nofollow">as way to exercise new command over the government.</a>

“Friends, I can’t sugar coat any of this. These are dark days” Biden said before predicting the country would “find our true compass again” and “emerge as we always have — stronger, wiser and more resilient, more just, so long as we keep the faith.”

Biden listed examples of people who are standing their ground against threats from the current administration, citing the example of federal employees who resign in protest, and universities and comedians that have been targeted by Trump.

“The late night hosts continue to shine a light on free speech knowing their careers are on the line,” he said.

Biden also shouted out elected Republican officials who vote or openly go against the Trump administration.

“America is not a fairy tale,” he said. “For 250 years, it’s been a constant push and pull, an existential struggle between peril and possibility.”

He finished the speech by telling people to “get back up.”

The Democrat left office in January after serving one term in the White House. Biden&nbsp;<a href="https://apnews.com/article/biden-drops-out-2024-election-ddffde72838370032bdcff946cfc2ce6" rel="nofollow">dropped his bid for reelection</a>&nbsp;after facing pressure following a disastrous debate against Trump and concerns about his age, health and mental fitness. Vice President Kamala Harris launched her bid right after, but lost to Trump last November.

In May, Biden’s post presidential office announced that he had been diagnosed with prostate cancer and that it had spread to his bones.

The scores range from 6 to 10, with 8, 9 and 10 prostate cancers behaving more aggressively. Biden’s office said his score was 9.

🎥Biden issues warning while speaking at the Kennedy Institute 

SEDGWICK COUNTY —Law enforcement continue investigating and searching for a suspect in a fatal shooting that occurred Thursday evening at Dr. Glen Dey Park, located at 2801 N. Grove in Wichnita.

At approximately 7:03 p.m. an off-duty WPD detective working secondary employment at&nbsp; the park heard multiple gunshots from another area of the park. The detective immediately ran toward the scene and found 32-year-old Travon Stewart suffering from gunshot wounds.

The detective called for backup and emergency medical services, then began life-saving measures until EMS arrived. Stewart was transported to a local hospital in extremely critical condition and later died from his injuries.

Preliminary findings indicate that around 200 to 300 people were in attendance at the football games. Stewart was at the park selling concessions as a fundraiser for a football team not affiliated with the Wichita Junior Football League.

Homicide investigators responded to the scene and interviewed witnesses who remained in the area. Detectives believe this was a targeted shooting and not connected to the youth football games.

Crime Stoppers is offering up to a $2,500 reward for information leading to an arrest in the shooting.

Anyone who attended the games or may have information is urged to contact the Wichita Police Department Investigations Section at 316-268-4407.&nbsp;

Suspect in fatal shooting near Kan. youth football game still at large

KANSAS CITY—Law enforcement investigating a series of bank robberies have a suspect on custody. On October 24,&nbsp; police arrested 24-year-old Weston R. Womack, of Kansas City, according to a statement from the FBI.&nbsp;

He has been charged&nbsp; with multiple counts of bank robbery in the Western District of Missouri. The charges are for alleged bank robberies that occurred on October 22nd and October 23rd in Kansas City and Gladstone, Missouri.

 This investigation was conducted by the KCPD Career Criminal Task Force and the FBI’s Metro Kansas City Violent Crime Task Force. Significant assistance was provided by Gladstone Police.&nbsp;

 He was born February 11, 1948, in Hays, Kansas to Elmer J, and Irene (Dreiling)
Dinkel.&nbsp; He Married Diane (Dreher) on June 9, 1967, at Saint Mary Help of
Christians Catholic Church in Gorham, Kansas.

 Ron grew up Northeast of Victoria on the family homestead.&nbsp;&nbsp;&nbsp;He
built his own family farm there and spent his working days farming and raising
cattle.&nbsp;&nbsp;&nbsp;He enjoyed seeing his grandkids on weekends, working
on puzzles and his collections, reading and talking about pastimes.&nbsp;

His survivors include his wife, Diane; his children, Medesa (Randy) Sander;
John (Patti) Dinkel; Jennifer (Brad) Wilson;&nbsp;his grandchildren, Rita
Dinkel; Kate and Jake Wilson; his brothers, Bobby; and Larry; his sisters, Carol;
Mari; his sister-in-law, Wanda and her husband, Todd.

Ron
was preceded in death by his parents, Elmer and Irene; his brother, Steve; his
sister, Wanda; and baby granddaughter, Shelbie Lynn.

A Mass of Christian Burial will be at 10:00 A.M. Thursday, October 30,

The investigation into the fatal crash that claimed the life of 10-year-old Duke Ommert in Leawood is completed, according to a statement from the Leawood Police Department.

Police officers certified in crash reconstruction conducted a thorough investigation, which included interviews with the driver involved—who remained at the scene and has been cooperative throughout—as well as multiple eyewitnesses. Officers also analyzed the physical evidence from the scene and searched for available video footage of the crash. 

According to the investigation, Duke, who was wearing a helmet and riding an e-scooter, started across Lee Boulevard mid-block from the east side of the roadway when he was struck by an approaching southbound vehicle. The driver stopped the vehicle immediately after the collision. The investigation determined that the driver’s actions were not a contributing factor in the crash. 

"As our community grieves this tragic loss, the Leawood Police Department reminds everyone—motorists, cyclists, scooter riders, and pedestrians—to remain alert, stay aware of their surroundings, and look out for one another on our roadways."

JOHNSON COUNTY—A Kansas boy injured when a vehicle struck the electric scooter he was riding on October 13 has died.

At approximately 6 p.m. on Monday, emergency crews responded to an injury crash on Lee Boulevard just north of W 103rd Street, according to a media release from Leawood Police.

Duke Ommert, a 4th grader at Brockwood Elementary in Leawood, was on an e-scooter crossing Lee Boulevard in Leawood after an afternoon of playing with friends when he was struck by a vehicle, according to the online fundraiser.

He had a severe head injury and a fractured leg from the crash. He was taken to an area hospital before being transferred to Children's Mercy. He died earlier this week, according to the online fundraiser.

JOHNSON COUNTY—Law enforcement are investigating&nbsp; a 2-vehicle crash that injured a juvenile.

The crash involved a vehicle and a juvenile on an electric scooter. EMS transported the juvenile to an area hospital in critical condition. The Leawood Police Department Major Crash Investigation Unit is investigating the crash. Lee Boulevard was closed north of W 103rd St while the investigation was underway.&nbsp; Police released no additional details.

KUALA LUMPUR, Malaysia (AP) — Trade tensions between the United States and China appeared to cool on Sunday ahead of a meeting between President Donald Trump and Chinese leader Xi Jinping, with the Chinese government suggesting that a mutual understanding had been reached between the world's two largest economies.

The talks followed China placing limits on the exporting of rare earth elements needed for advanced technologies and Trump’s threat of an additional 100% tariffs on Chinese goods. The conflict has been poised to weaken economic growth worldwide.

China’s top trade negotiator, Li Chenggang, told reporters that the two sides had reached a “preliminary consensus” on areas of dispute and would seek to further stabilize the relationship. Trump also expressed confidence that an agreement was at hand.

“They want to make a deal and we want to make a deal,” he said. Trump reiterated his plan to visit China in the future and suggested that Xi could come to Washington or Mar-a-Lago, his private club in Florida.

At the summit, Thailand and Cambodia signed an expanded ceasefire agreement on Sunday during a ceremony attended by&nbsp;<a href="https://apnews.com/hub/donald-trump">Trump</a>, whose threats of economic pressure prodded the two nations to halt skirmishes along their disputed border earlier this year.

Thailand will release Cambodian prisoners and Cambodia will begin withdrawing heavy artillery as part of the first phase of the deal. Regional observers will monitor the situation to ensure fighting doesn't restart.

“We did something that a lot of people said couldn’t be done," Trump said. Cambodian Prime Minister Hun Manet called it a “historic day,” and Thai Prime Minister Anutin Charnvirakul said the agreement creates “the building blocks for a lasting peace.”

Trump touched down in the Malaysian capital shortly before 0200 GMT, where he performed&nbsp;<a href="https://apnews.com/article/donald-trump-ymca-dance-rallies-05da758dfeb2dd9c2ed22ebb88610b24">his trademark campaign trail dance</a>&nbsp;with local performers and waved an American flag in one hand and a Malaysian flag in the other. The president signed economic agreements with Cambodia, Thailand and Malaysia, some of them aimed at increasing trade involving critical minerals. The U.S. wants to rely less on China,&nbsp;<a href="https://apnews.com/article/china-earths-exports-trump-dad99d532f858f04d750d0b8c50e5ed6">which has limited exports</a>&nbsp;of key components in technology manufacturing.

“It’s very important that we cooperate as willing partners with each other to ensure that we can have smooth supply chains, secure supply chains, for the quality of life, for our people and security,” said U.S. Trade Representative Jamieson Greer.

Trump reengages with a key region of the world

The president attended this summit only once during his first term, and&nbsp;<a href="https://apnews.com/article/hegseth-duckworth-asean-trump-cabinet-senate-d06bda55cfa19b2454c5cac0a6e897a5">Defense Secretary Pete Hegseth seemed unfamiliar</a>&nbsp;with ASEAN during his confirmation hearing in January.

But this year's event was a chance for Trump to reengage with a collection of nations that have a combined $3.8 trillion economy and 680 million people.

“The United States is with you 100%, and we intend to be a strong partner and friend for many generations to come," Trump said. He described his counterparts as “spectacular leaders” and said, “everything you touch turns to gold.”

The summit also allowed Trump to play global peacemaker with Thailand and Cambodia, which have competing territorial claims that result in periodic violence along their border. Some of the worst modern fighting between the two countries took place over five days in July, killing dozens and displacing hundreds of thousands of people, some of the worst modern fighting between the two countries.

Trump threatened, at the time, to withhold trade agreements unless the fighting stopped in a display of economic leverage credited with spurring negotiations.&nbsp;<a href="https://apnews.com/article/thailand-cambodia-border-conflict-explainer-0eb99510a4ea16ee769a5934e0c07383">A shaky truce</a>&nbsp;has persisted since then.

“The fact that Trump was holding the tariff card was actually very, very significant,” said Ou Virak, president of Phnom Penh’s Future Forum think tank. “That’s probably the main reason, if not the only reason, but definitely the main reason why the two sides agreed immediately to the ceasefire.”

Now, he said, “there’s a ceremony for Trump to be in front of cameras” so he can be “seen as the champion that brings an end to wars and conflicts,” giving him ”more ammunition for his bid for Nobel Peace Prize.”

Trump has explicitly campaigned for the honor,&nbsp;<a href="https://apnews.com/article/middle-east-eight-wars-trump-ended-fact-check-ff41789ca242462c1c0ab65eb4ae8c7e">continuously adding to a list of conflicts</a>&nbsp;that he either helped resolve or claims to have ended.

Trump sat down with Brazilian President Luiz Inácio Lula da Silva in Kuala Lumpur, who was also attending the summit. There has been friction between the two leaders over the Brazilian prosecution of Jair Bolsonaro, the country's former president, who has been close to Trump. Bolsonaro was convicted of attempting a coup in his country earlier this week.

During his meeting with Lula on Sunday, Trump said he could reduce tariffs on Brazil that&nbsp;<a href="https://apnews.com/article/trump-brazil-tariffs-bolsonaro-lula-trade-imbalance-de4cf0669b00a76149e8f39f200af502">he enacted in a push for leniency for Bolsonaro.</a>

“I think we should be able to make some good deals for both countries,” he said.

While Trump was warming to Lula, he avoided Canadian Prime Minister Mark Carney. The president is angry with Canada because of a television advertisement protesting his trade policies, and on his way to the summit, announced on social media he would&nbsp;<a href="https://apnews.com/article/trump-canada-tariffs-3cbc1cbf9ed53a10b442fd55dae1e0a3">hike tariffs on Canada</a>&nbsp;because of it.

Trump has expressed confidence about reaching deals during the rest of his trip, including with China. Fentanyl trafficking and soybean sales are among Trump's priorities.

“I think we have a really good chance of making a very comprehensive deal,” Trump said.

It remains to be seen whether Trump’s dealmaking addresses longstanding issues or puts them off for another day.

U.S. Treasury Secretary Scott Bessent suggested Sunday that Washington and Beijing could step back from their confrontation instead of pushing forward with higher tariffs by America and export restrictions on rare earth elements by China.

When asked if the two countries could extend the trade truce from earlier this year, Bessent said: “I would say yes." However, he emphasized that the final decision would be up to Trump.

One leader who was absent from the summit in Kuala Lumpur is Indian Prime Minister Narendra Modi. Although he was close with Trump during his first term, the relationship has been more tense lately. KANSAS CITY —Law enforcement are investigating a suspect on multiple allegations after a high speed chase.

Just after 1 p.m. October 22, the Cass County Sheriff’s Office Criminal Apprehension Unit attempted to stop a black passenger car with a stolen license plate south of Harrisonville, according to a media release.

The driver, later identified as  David S. Wilson, 39, Warrensburg, failed to stop for deputies and fled at a high rate of speed north on Interstate 49. Wilsonexited the highway at Harrisonville and continued through the city before traveling north on Rock Haven Road at 291 Highway.

Deputies attempted to stop the vehicle with a Grappler Device, but Wilson drove through the grass median and continued north on Interstate 49.

Just south of J Highway in Peculiar the driver attempted to pass a vehicle and trveled into the highway median, struck an embankment causing the vehicle to become disabled.  Deputies assisted by the Missouri State Highway Patrol took Wilson and a passenger into custody without further incident.  The vehicle was confirmed stolen from Lee’s Summit.
